Introduction The need to develop accurate predictive hydraulic fracturing simulators arises from the consideration of vertical containment for the fracture. Fracture height growth from a pay zone into adjacent layers has been shown (see Cleary [I]) to depend on three sets of parameters for the different strata: - elastic properties, - closure stress variations, and, -fracturing fluid leak off, and poro-elastic stresses. Qualitative analysis of the effects of these parameters has been reported in the literature. The first effects were described by Van Eekelen, using simple elasticity considerations [2]. The effect of stress variations was described numerically by Simonson and a1. [3] and experimentally by Thiercelin [4]. Effects of back stresses induced by fluid invasion on fracture propagation were considered by Cleary [5]. In order to couple these effects, a numerical code al- lowing the simulation of three dimensional growth of a hydraulically induced fracture has been developed with the ability of representing the effects of heterogeneities on fracture lateral and vertical extension. The model is based on a new variational formulation of the boundary integral representation of three-dimensional elasticity. The fluid flow and elasticity equations are solved using a moving mesh representation which offers enough flexibility to enable the simulation of any closure stress distribution. Simpler models representing fracture height growth (P3DH models) have been developed [6] [7] that approximate the fracture by a series of one dimensional segments, and the limitation of such approaches is examined in this paper. 1 Description of the model 1.1 Fracture Geometry Hydraulic fracturing simulations involve the coupling of solutions to elastic deformations, fluid flow in the fracture, and fluid leak off into the formation. Since the use of direct solution techniques (i,e,,3D finite elements) is prohibitive, the method used in this study is baaed on a boundary integral representation of the 3D elasticity equations. 1.2 3D Models The classical representation of the problem of a fracture in an infinite medium by boundary integrals is [8]: [ ] where u is the unknown displacement field, r n is the traction operator, I? is the fracture surface, and K is the Kelvin tensor of fundamental solutions to the elasticity operator. The lack of visibility near earthmoving equipment results in an average of five fatalities in U.S. surface mines each year. These accidents occur when a piece of equipment either strikes another vehicle or worker, or travels over the edge of an embankment. Researchers at the National Institute for Occupational Safety and Health have evaluated off-the-shelf proximity warning systems that sense obstacles near the equipment and provide an alarm to the operator. Limitations of existing systems have necessitated the development of new systems designed specifically for mining equipment, including a GPS-based proximity warning system and a computer-assisted stereovision system.

According to international projections and future energy scenarios, coal will continue to be a prominent fuel for the next 25 years. In fact, in many regions around the world, coal is expected to dominate the electricity sector until the year 2030. At the same time, with instability and volatility of oil prices, coal is also positioned as an alternative feed stock for conversion into liquid fuels. Energy economists maintain that coal liquefaction is viable at crude oil prices of $35 or more per barrel. Depending on technology and coal composition, 1 ton of coal can produce 1 to 4 barrels of oil. Increased coal production and the expanded utilization of coal also raise environmental concerns regarding greenhouse gases and the problem of handling CO2. Carbon sequestration research, currently conducted in many parts of the world, has demonstrated considerable potential for C-storage in unminable coal seams. Such geologic storage, when possible, can also be integrated into an enhanced coal bed methane recovery process Can coal fuel power plants and industrial facilities, provide diesel and other liquids and, at the same, also be used as a medium for permanently storing CO2? This presentation will provide a global perspective on these questions and stress on the need to reconsider, or even redefine, coal as the fuel for the future.

Recent work to upgrade the ventilation system for the el Mochito lead/zinc mine in central Honduras is discussed. Network modeling and underground measurements were used to evaluate cost-effective alternatives for achieving satisfactory ventilation in a complex and expanding underground operation. Both interim and long-term solutions were implemented to make mining possible under difficult conditions. INTRODUCTION Mining operations at the el Mochito Mine, located in the central highlands of Honduras, Central America, have been virtually continuous since the opening of the mine in 1948. Initially a high-grade silver mine, the mine has expanded along a westward trend of pipe-like orebodies to a distance of roughly one mile from two centrally located shafts. Production of the relatively large San Juan orebody at the western most extension of the mine (Paddock, 1981) led to the introduction of diesel-powered equipment; however, the ventilation infrastructure was insufficient to meet the needs of mechanized mining. A succession of owners/operators in the 1980s allowed the existing ventilation infrastructure to decay to the point that ventilation in the production areas of the mine was very poor. Environmental conditions in some working areas were not conducive to efficient ore extraction because of high dry bulb temperature, high humidity, and diesel emissions. Upon acquiring the mine in 1990, Breakwater Resources of Tucson, Arizona began an aggressive program to refurbish the mine infrastructure to complete extraction of the San Juan orebody and to allow the extension of the mine another 2500 ft to the west for extraction of the Nacional orebody. The program included increasing the capacity of the main ventilation system. This article presents a case history of the process of upgrading the ventilation system in a mine where extensive old workings cause large air leakage. This process has been one of selecting solutions to difficult technical problems that are compatible with the existing mine infrastructure and economic constraints. The initial ventilation system is described in the background section, along with ventilation projections for the mine expansion. Field characterization of the ventilation system for design verification and fan specification is then discussed. The paper describes a series of interim changes to the system to improve ventilation pending completion of new ventilation boreholes. In addition, the temperature/ heat problems in the mine are described. BACKGROUND Initial Condition of Ventilation System The ventilation system is illustrated in Figure 1, which shows the extent of mining with the main ventilation paths superimposed. Early mining around the two shafts opened up vertical connections (stopes and raises) over the entire 2420 ft (737.6 m) of vertical extent, and mining progressed to the west primarily using compressed air and electric-powered equipment. Since ventilation was not a complex problem in the original mining system, the stopes and interconnecting raises were not sealed. The San Juan orebody was much larger than the silver ore zones mined previously, being primarily zinc and other base metals. Its geometry, size, and grade allowed the use of vertical crater retreat (VCR) stoping with diesel mucking and haulage equipment. Its depth, along with the existence of warm groundwater, resulted in a mine climate problem on the lower levels. To establish a complete ventilation circuit, two vertical boreholes (Bonanza Nos. 1 and 2) had been drilled by previous owners from the surface in the vicinity of the San Juan orebody. The system design called for air to be drawn down the intake shafts, across the lower mine levels to the San Juan workings, then up through the San Juan ramps and ore passes to these two exhaust boreholes (see Figure 1). In practice, however, only the Bonanza No. 1 borehole was drawing air through the desired path. Leakage across the old upper levels from the intake shafts, the Caliche tunnel, and from intervening abandoned stopes and raises supplied most of the air flowing to the base of the Bonanza No. 2 borehole. In effect, there were two ventilation circuits in semi-parallel through the mine, of which only one was delivering appreciable air to the San Juan workings.

INTRODUCTION Development work at Carr Fork Mine of Anaconda Copper Company in Tooele, Utah commenced in August 1974. A decision to install an underground gyratory crusher for primary crushing run-of-mine ore and waste was made in 1976. Higher throughput rates, larger reduction ratios and greater flexibility in terms of meeting immediate and expanded production needs were the main reasons for selecting the gyratory crusher over the jaw crusher. UNDERGROUND MATERIALS HANDLING Underground crushing and conveying system was designed for a capacity of 16,300 mtpd of ore and waste on a 2-shift, 5-day week basis. Engineering and design of crusher complex was performed by Anaconda engineers at Carr Fork. Figure 1 represents the longitudinal section of mine showing the general materials handling system. Mine area is trackless except for materials and production haulage which is run on rail track on both 1200 and 970 levels. Ore from stopes and waste rock from development headings are handled by 3.8 cu m (5 cu yd) Jarco scoops and dumped into 2.4 m (8 ft) diameter ore and waste passes at the 1200 level. The material gravitates down to the 970 level where it is loaded into 12 cu m (420 cu ft) ASEA mine cars using side loading chutes. The breakage parameters of phosphate ore were determined by batch first-order grinding studies in a laboratory ball mill according to the procedures described in the text by Austin, Klimpel and Luckie, using a slurry density of 70 weight percent. The results were scaled to five larger mills of 0.56 m diameter by 0.91 m length (2 ft. by 3 ft.), 0.82 m by 1.52 m (3 ft. by 5 ft.), 3.36 m by 7.90 m (11.5 ft. by 25 ft.), 4.41 m by 9.10 m (14.5 ft. by 30 ft.), and 5 m by 11.1 m (17 ft. by 36 ft.), assuming equilibrium ball charges for the full-scale mills. The results were used to predict product size distribustions and capacities for batch grinding in the 0.56 m and 0.82 m diameter mills and open circuit grinding in the 0.82 m diameter and larger mills using a one-large/two-small reactors in series model fitted to the residence time distribution measured in the 4.41 m diameter mill. The simulated results were compared to plant data for ranges of mill capacities. It was found that the simulated product size distributions were in good agreement with the experimental values below the 70% passing sizes, but did not agree so well in the top sizes. The predicted capacities were in approximate agreement with experimental values for the pilot-scale mills, were about 7 percent too high for the 3.36 m and 4.41 m diameter mills and about 25 percent high for the 5 m diameter mill. Use of the Bond method with the measured Work Index of the phosphate ore gave capacity predictions that were 45 to 150 percent too high.

The world has seen unprecedented economic changes in recent years, starting with the stock market collapse of 2008 and the great recession that followed. With these changes, the mining industry, like others, has been forced to find ways to adapt to the shifting and sometimes volatile conditions. It has been a bumpy ride that has not been easy. Prices for most commodities have been in a decline in the past several quarters ? albeit still well above the average prices of 10 years ago ? as the costs of production have been on a steady incline for the past 10 years. Adding to the concern was the report in April that China, which had grown at an average pace of 10 percent/year, for the past decade, slowed to less than 8 percent gross domestic product (GDP) growth this year, catching many off guard. Even gold, once the safe haven for investors during rocky times, stumbled in April of this year, losing 7 percent of its value in two days. So what?s an investor to do ? and how can companies still attract financing? For the first time in 10 years, SME, in conjunction with the New York Local Section of SME, attempted to clear the waters of the mining finance sector with a conference focused on ?Current Trends in Mining Finance.? Held at City University of New York, Graduate Center, April 29-30, the two-day conference attracted 148 attendees and was intended for senior executives and mining industry specialists, covering a range of important topics and trends through 17 panels with about 50 speakers. The presentations came from representatives from some of the most influential companies in the mining and financial sectors, including Citi, Nomura, Societe Generale, Caterpillar, Newmont Mining Corp., Ernst & Young, Export Development Canada (EDC), KPMG, HSBC, Tocqueville Asset Management, BNP Paribas, Revett Minerals, Royal Gold, Environ and ERM.

The information I have concerning the early in situ uranium mining activities in Texas is "sketchy." Apparently, the first test was conducted between 1967 and 1971 in Gonzales County, north of Yorktown, at the Dueterstat Site, by, City Service. Other tests were run in Webb County at the Bruni Site, and in Live Oak County at the Burns and Clay-West Sites in the early 1970's. During this period the Texas Water Quality Board maintained a general surveillance of these tests. In mid-1974, Mr. Glen Davis walked into our Austin offices and requested a permit for Atlantic Richfield's first in situ uranium mine. This permit, issued in January, 1975, was for 3 acres of production, and was the first such permit issued in the United States. It formalized the regulation of in-situ uranium mining in Texas. The 4 years since then have been characterized by growth and change. Today there are 20 permits approved for approximately 2,000 production acres. These permits are issued to 8 companies at 13 sites in 6 counties. There are 7 additional permits being processed, or on the verge of being applied for. These will involve possibly another 2,000 production acres, 3 more companies in one more county.

High methane liberation and mining depth were two major factors which prompted the development of a high- capacity face ventilation system at Jim Walter Re- sources, Inc., No. 4 Mine. No. 4 Mine, one of four deep shaft mines presently under development, is located approximately 50 miles southwest of Birmingham, near Brookwood, Alabama (Figure 1). The coal seams under development are located in the Warrior Coal Field and include both the Blue Creek and Mary Lee Seams, Depth of cover averages 2000 ft. (610 m) with an average total mining height of 8 ft. C2.4 m). [ ] It is generally accepted that the methane content of a particular coal increases as the overburden depth is increased [l] ; experience to date has shown that the gas condition of the No. 4 Mine is no exception to the rule. To further compound the problem, the over- burden depth, coupled with the relatively soft nature of the Blue Creek coal, has resulted in an initial layout based upon 150 x 150 ft (45.7 x 45.7 m) centers. Considering the above-mentioned mining conditions, the means and the effectiveness of the face ventilation system becomes paramount where productivity is concerned.

Attendees at December?s Arizona SME Section Conference at the Hilton El Conquistador Resort outside of Tucson, AZ were feeling optimistic and ready to get to work after a year of steady growth and recovery in the mining industry. During the two-day event (Dec. 5-6, 2010) and the preceding American Mining Hall of Fame banquet and awards ceremony, the focus was on copper, worldwide population growth and regulatory pressures, with several smart new projects featured alongside updates to traditional large-scale copper development projects. Keynote speaker Timothy Snider, chair of the University of Arizona?s Lowell Institute for Mineral Resources, hit the mood of cautious optimism when he analyzed the global demand for resources, using the case example of copper. Over the next 20 years, he said, the world?s population is expected to grow to 9.2 billion and the average annual per capita copper use is expected to rise from 2.2 to 4.5 kg (5 to 10 lb). The increase in demand will provide tremendous opportunity for mining companies, he said, but cautioned that the opportunities are balanced by negative influences on demand and pressures on supply. While demand for copper is currently growing, Snider noted that there were significant downward pressures on demand as well. These included a western world that is overbuilt, in-creasing use of substitute materials in new construction and the rise of wireless devices. He also noted new regulatory pressures, and pointed out that resource development now had to occur within a context of sustainability on several levels.

"Name your poison," wrote Forbes, Jan. 3, 1983, in an article describing the plight of much of the mineral industry as it entered the new year. "To ask which (mining) segment is better these days is almost like asking which of several stones would make a better life preserver." "The scene has seldom seemed darker or apparently less promising," said the Mining Journal in June 1982. And the Northern Miner described the year as the third in a "3-year drought which has completely dried up (company) coffers." Thus, 1982 became the worst year for much of the mining industry since the Great Depression. Low prices, commodity surpluses, output reductions, layoffs, temporary and permanent closures, and financial losses made headlines as the general recession continued to hurl blows at an industry facing strong foreign competition, increased government regulations, and plummeting market demand. At fault were tight US monetary policies and the resulting high interest rates that, while forcing inflation to slow, also threw the economic wheels of the country into reverse gear. Automobile production, housing starts, consumer durable sales, and capital spending all fell dramatically. US industrial production fell about 8.5% in 1982, with the GNP dropping by 1.7%. Production Value Not a single mineral escaped this recession. According to the US Bureau of Mines, US nonfuel production value dropped for all but four out of 21 metals and 14 out of 44 nonmetals. Production quantities increased for only gold, lead, and zirconium among metals and for only six nonmetals. Total nonfuel mineral production value dropped a whopping 21% from 1981 levels, the largest decline since 1938 and the first since 1971. Production value was estimated at $20 billion. Metal commodities showed heavier losses than nonmetals-37% vs. 12%-because of their link to depressed automobile and construction industries. Prices From peaks in early 1980, prices of precious and base metals, ferrous and nonferrous metals, and virtually every mineral dropped to 30-month lows in June 1982. Gold dropped to $9.64/g ($300/oz) compared to a high of $27/g ($850/ oz). Silver was quoted below 164/g ($5/oz) versus a $1.61/g ($50/oz) high. Copper was offered at a five-year low of $1.22/kg (55.5¢/lb) compared with a high of $3.30/kg ($1.50/lb). Lead went for 53¢/kg (24¢/lb) versus $1.21 (554). Nickel begged for buyers at $4.19/kg ($1.90/lb) compared to a high price of $7.72/kg ($3.50/lb). Molybdenum was available at or below $8.82/kg ($4/lb), down from a high of $44/kg ($20/lb). Cobalt went for $11/kg ($5/lb) versus $55/kg ($25/lb). Adjusted for inflation, increased currency costs, and currency devaluation, many of these prices are the lowest reached in decades. Financial Profits & Losses Low prices severely impacted companies' earnings, turning profits into sometimes disastrous or fatal losses. Rheological models are widely accepted as a means of describing the mechanical behavior of geologic materials. It has been found, however, that rheological models developed for a specific stress level on the basis of linear visco-elasticity generally are not satisfactory at other stress levels. It has been suggested that the parameters of such models should be functions of stress level (Hardy, 1965; Kim, 1971). In this paper, continuous functions of stress have been utilized to obtain the required variation of Burgers model parameters with stress level. The model developed using these functions provides a constitutive relation which reflects the real time-dependent behavior of rock materials. The new model is capable of predicting the creep behavior over a wide range of stress levels and also predicts mechanical behavior under different loading condition (e.g. constant stress rate). It is also interesting to note that the mechanical behavior of individual elements in the model appear to reflect the different stages of brittle fracture in rocks (Bieniawski, 1967), namely; crack closure, elastic deformation, stable fracture propagation and unstable fracture propagation.

The Caribbean islands, with their very diverse geology, are a source of several industrial minerals both for their own domestic consumption and for export. The geology of the Greater Antilles, which comprises Cuba, Hispaniola, Puerto Rico, and Jamaica has a Mesozoic or pre-Mesozoic basement overlain by sediments and volcanics, the latter being dominantly island arc in character. Later granitoid intrusions were emplaced. Obduction of ophiolites also occurred variously from the mid- Cretaceous to the Palaeogene. Thick accumulations of limestones surround the older strata, along with Neogene and younger sediments. The Lesser Antilles islands form an arcuate chain, mainly of volcanic rocks of calc-alkali or sub-alkaline affinity with some younger limestones and siliciclastic sediments. Trinidad and Tobago have closer similarities with the South American continent in their geology. Tobago has a metamorphic complex, juxtaposed with a volcanic-plutonic complex, and limestones. Trinidad has very thick Cretaceous to Recent exposed sedimentary sequence. The current exploitation of industrial minerals in the Caribbean is dominated by construction raw materials (mainly sand and gravel, limestone, and cement), although there is extraction of gypsum, silica sand, marble, clay (almost entirely for construction use), pumice, and natural asphalt. Salt is obtained from solar evaporation of seawater. Limestone of high purity and high brightness, gypsum, pumice, and high-density igneous rock have potential for further development of their markets, particularly ex- ports. Potential new and undeveloped industrial-mineral resources include residual and sedimentary kaolin, bentonite, zeolites, magnesite, and talc. Cuba could be a source for many industrial minerals in the future.

Lithoprobe is a collaborative, multidisciplinary research project which is providing new insights into the tectonic evolution of the North American continent through its work within ten study areas across Canada. For the mining industry, such results provide a well-constrained regional framework and better understanding of tectonic processes which lead to the development of ore deposits. In mining camps, seismic reflection methods have proven effective in imaging shallow to moderately dipping litho logic contacts as well as structural features, and in some cases have been used for the direct detection of ore bodies. Here, short case histories are provided for the Abitibi greenstone belt (VMS deposits) in Quebec and the Thompson nickel belt in Manitoba.

Up to the middle of 19 14, when I had reached what seemed like the advanced age of 30, I had enjoyed far more than my share of success and a lot of minor adventure. But the exciting experiences in distant lands that Soldiers of Fortune had made me long for had not yet materialized. And I had not accomplished the two goals that Mrs. Hughes' geography class at Belmont had set up for me. They were to see In its tropical home the enormous yellow bill of the toucan bird and to ride on a straw "bolsa" on Lake Titicaca. These aims were gratified In the next five years that were the epitome of "romance" in its German connotation of facts seen through the rosy glasses of imagination. Dr. Louis Ricketts was to a large extent responsible for my opportunity. I had been lucky enough to do a lot of work for and with the Doctor, as he was affectionately called by the mining men of the southwest. My association was in connection with his work with John Greenway on the complex metallurgical problems at Ajo. Soon after the Ajo investigation Ricketts had been made chief consultant for the Anaconda Copper Co. When Anaconda decided to undertake a cam- paign of exploration of the west coast of South America Dr. Ricketts thought of me and arranged with Greenway to give me a leave of absence from my Calumet and Arizona job. It took three days in New York in June 1914 to arrange the expedition. Ben Thayer, executive vice president of Anaconda, did most of the planning and I was to report to him. T.H. France, a 45-year-old mining engineer who had been driven out of Mexico by the Madera Revolution, was to accompany and help me. He spoke excellent Spanish and his years of Mexican experience had taught him how to get along with Latin Americans. He went ahead to Bolivia, our first target, to get an idea of the country and the problems. This was lucky as I hardly knew where Bolivia was.

How to connect an effluent conveyance tunnel to riser shaft and diffuser arms of an outfall system is dictated by the ground conditions, which ideally include rock or soil strata of low permeability. Where such favorable conditions are beyond reach, both the complexity of designing and the risk of constructing this crucial system connection increase disproportionally. This paper describes the considerations that went into the approach of connecting a 5-m-diameter TBM drive with the in-river riser shaft of the Annacis Island WWTP New Outfall System in the highly permeable Fraser River sands at hydrostatic pressures exceeding 3 bar.

"In the 1990’s metal prices were trending in a long term decline and the usual cost cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine-to-Mill movement which optimised across organisational “silos” and utilising new technology tools, innovative software and increased computing power. Many applications of Mine-to-Mill exploited the fact that comminution is usually the site processing bottleneck, and that blasting is more efficient at breaking rock than grinding. This approach sought to: • Understand and characterise rock breakage from mining to the mill • Develop models and simulators for blast design, fragmentation, crusher and mill circuits • Develop tools to measure in real time the particle size distribution of rocks on conveyors and Run of Mine (ROM) muckpiles • Ensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. SAG mill throughput increases of 10-20% were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay. Except, in too many cases, it didn’t. In the minerals price boom of the 2000’s Mine-to-Mill was no longer necessary to “survive”, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine-to-Mill and developed new techniques. Mine to Mill was still successful, but it not as widely adopted as we had expected it to be.Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine-to-Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are available for Mine-to-Mill projects: blast-hole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990’s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?"

To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

It should be recognized at the outset that in some situations more than one option may be available to achieve the target desired.
