As part of a funded project we have completed a comparative literature survey of the US regional Proterozoic geology. For our com¬parative study model we used the geological settings of the very large pitchblende deposits in Saskatchewan, Canada and the Northern Terri¬tory of Australia. These occur in a variety of Archean and Lower Proterozoic host rocks, at and below a regional unconformity that is capped by subhorizontal Middle to Upper Proterozoic conti¬nental sedimentary rocks. We find that there have been recorded in some parts of the US similar unconformable sequences of Middle to Upper Proterozoic continental sedimentary rocks that overlie older basement rocks.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. As the number of environmental laws continues to steadily increase and the economic penalties for contamination problems become more severe, environmental management represents an important management function within today's U. S. mining industry. The economic impact to a mining company for contamination is not only realized in legal fees and fines but also in the cost of doing normal business. For example, a mining company with contaminated property applying for a loan may be refused because of a lending institution's reluctance to finance due to liability concerns. Or, an insurance company may decide to greatly increase its annual premiums because of existing or potential contamination problems. One of the main duties of the environmental manager is to seek ways to reduce these types of problems by eliminating contamination or by knowing what problems exist and designing corrective measures to prevent the situation from worsening.

Based on theoretical and experimental researches of phosphate and carbonate minerals flotation in the presence of soluable glass at various pH values and sodium silicate concentrations, it has been established that the presence of soluble glass in solution leads to formation of silicate compounds on the surface of phosphate and carbonate minerals causing change in their floatability for the worse. The harmful influence of soluable salts is done by tying of collector as metallic soaps, forming precipitates on the surface of minerals to be floated and causing their depression of flotation, and breaching of the froth etc. Depressing action of slimes and products of interaction with collector depends on the ratio of values and signs of potentials of the mineral surfaces. The possibility of phosphate and gangue minerals separation can be evaluated by comparing the minimum-necessary concentrations of collector required for their flotation.

The nation is confronted with thousands of acres of abandoned coal lands. In Pennsylvania alone, these lands have been estimated to cost $15 billion to reclaim (Pennsylvania Bulletin, 1985). One way to deal with this problem is to provide a mechanism by which the active mining industry can undertake to remine certain of these abandoned mine areas. Remining is classified as reaffecting previously mined areas in order td extract the remaining coal reserves while improving the environmental quality of these lands through land restogation and abatement of pollutional discharges. However, there currently is a disincentive for operators to plan to extract reserves on these abandoned mine lands which have preexisting pollutional discharges. Therefore, they presently avoid them. This is because of the "potentially unlimited liability of post- mining treatment for any discharges that would remain after mining? (Pennsylvania Bulletin, 1985).

This paper demonstrates the importance of including a discount rate in the determination of the optimum final' depth of an open pit. Without a proper discount rate, a pit will probably end up too deep. Another consideration is future underground mining. If underground mining is profitable, the pit may need to be shallower. Of all of the investments needed, only mining equipment and the underground mine should be included, and amortization and depreciation should not he included in the study.

Frontino, a municipality in western Antioquia, Colombia, has more than 200 years of mining tradition. Currently, mining activities are carried out for lode gold using subway tunnels, where the grinding of the material is done in "cocos", whose energy depends on internal combustion engines and ACPM, environmentally polluting and inefficient methods. In accordance with the Sustainable Development Goals as an initiative developed by the UN, different mining methodologies that are aligned with these are constantly being analyzed. This study proposes to eliminate the use of hydrocarbons in artisanal mining, mainly promoting Sustainable Development Goals 7, 9, 11, 12, and 13. This will be achieved through an energy transition to renewable energy sources that take advantage of the topography and water resources of the area, providing advantages to the communities that live there, such as lighting, electricity for cooking, ventilation for mines, etc

A detailed assessment of acid rock drainage (ARD) potential was conducted at the Quintette Coal Mine site in northeastern British Columbia The site is unusual in that the coal seams contain low sulphur levels as compared to eastern coals (typically less than 0.5%), and the non-coal wastes generally do not to have the potential to generate acid on the basis of static ABA tests. The presence of small iron-stained seeps on the pit walls indicate localized sulphide oxidation, while the overall mine site drainage has remained of excellent quality with extremely low levels of metals after approximately 15 years of mining. Thus the site provides an excellent comparison to more problematic coal mine sites. For the Quintette assessment, static acid-base accounting (ABA) analyses of individual samples were compared to criteria for potentially acid generating materials developed for the U.S. Appalachian coal, as well as criteria developed in British Columbia for hard rock mines. Geologic units were characterized by the percentage of samples, or weighted thickness, that was deemed potentially acid generating (PAG). Links were then made to actual seepage and water quality emanating from geologic units around the site. Seeps at the site demonstrate a large range in pH (2.32 to 8.18). The few acidic seeps (pH < 4.0) were found to contain elevated levels of sulphates, dissolved iron, manganese and aluminum, consistent with the metals typically of concern in Appalachian coal mines. Other heavy metals that were detected in acidic seeps at Quintette included copper, zinc, nickel and cadmium. The use of simple ABA tests, and comparison of individual sample results with the Appalachian and British Columbia criteria, was found to be useful in predicting the probable sources of the small localized acidic seeps.

The purpose of this paper is to provide a method for analyzing the sequencing of mining production processes and predicting the effects of any planned changes. Included is a description of the development and utilization of a project-scheduling simulation that combines analytical scheduling with stochastic-activity durations. The simulation is demonstrated in two realistic examples: a longwall face-to-face transfer sequence and the effect of varying advance rates on longwall development sections. Statistical data that can provide a basis for more informed production decisions are generated in the form of project activity/path criticality and project-duration distributions. In both examples, a quantitative risk assessment, regarding subjective decisions in underground production sequencing, is presented.

Solution mining operations often encounter difficulty maintaining adequate leach solution flow into the ore formation because of loss of formation permeability near the injection well. Permeability loss caused by swelling and breakup of clays and fine particle migration can often be the cause of the problem. Combined permeability and leaching tests were done in the laboratory on samples of clay bearing ores to evaluate a clay-stabilizing polymer&apos;s effectiveness in preventing the problem. Test results indicate that treating the ores with cationic polymers could maintain permeabilities two to five times greater than the long-term permeabilities present in untreated ores. Both alkaline (pH 8.5) and acidic (pH 2.0) leaches were used in the permeability leaching tests. To determine the reasons for the success of the clay stabilizing polymer, clay swelling tests and zeta potential measurements were made on untreated ore samples and on ore samples treated with the cationic polymer. Test results indicate the cationic polymer could reduce the degree of negative charge on fine particles and their tendency to disperse, as well as reduce clay swelling. Test results indicate a potentially beneficial effect on operating parameters such as capacity and injection pressure during leaching, if clays and fines are kept stabilized. This may be done by treating the zone of high fluid velocity near injection wells with cationic polymers.

This paper describes the development of a novel selective flocculation technique for recovering phosphate values from ores containing silicate or carbonate gangue minerals. Data from initial flocculation response and reagent adsorption studies on component mineral suspensions and synthetic mixtures were used to assess the influence of various process parameters (e.g., reagent dosages, particle size, solids concentration, and conditioning regimes) on single-stage selective flocculation tests involving natural silicate and carbonate ores. In these tests a high degree of selectivity was achieved using low dosages of a low-molecular-weight cationic dispersant and a mid-range molecular weight cationic flocculant. Testwork was then extended to the evaluation of several floc recovery systems (sedimentation, hydrocyclones, and floc flotation) in a multi-stage process involving redispersion and reflocculation. Results from these tests clearly demonstrated the feasibility of producing marketable phosphate concentrates from both ore types.

An insufficient hydrologic data base exists for most large and small coal basins in Alaska owing to the lack of need in the past to collect data. The runoff process is insufficiently understood which is complicated by specifically northern phenomenon, and the lack of understanding of hydrologic relationships in permafrost environment. This paper presents an understanding of the hydrologic effects of frozen ground and presents methods by which the influence of surface mining upon the hydrologic balance can be analyzed.

The Three Rivers Protection & Overflow Reduction Tunnel is part of the Long-Term Control Plan of the City of Fort Wayne, Indiana (USA). The 4.9 m internal diameter tunnel, of length approximately 7.5 km, is excavated at a depth of approximately 40–60 m through carbonate rocks using a slurry TBM. Due to the high hydraulic conductivity of the rock mass and the high in-situ ground water pressure (up to 6.5 bar), the management of the water inflow during the TBM advance and standstills, represents the major challenge for the project. This paper outlines the geotechnical conditions and the hazards related to the large water inflows expected in the pre-excavation phase and discusses the experience gained during the construction of the first 8,224 feet (2,507 m), (first third of the total length of the tunnel).

CARBAD is a recently developed Australian process for the recovery of gold and platinum group metals (PGM). The process relies on the selective agglomeration phenomena of the gold and PGM to capture the mineral in a carbon-hydrocarbon media. The precious minerals are then extracted from the loaded media by a solvent gold room process producing a relatively pure concentrate. The media is then reformed and recycled. The process development from batch test work to a 5 t/h commercial scale CARBAD plant is discussed. The operation and results of processing a variety of ore types at several alluvial and hardrock gold mines is examined. The operating and capital costs for the CARBAD process shows that it is significantly less than that the conventional CIP/CIL. The environmental safety of the process is a major feature where precious metal deposits are located within urban environments or within wilderness areas.

The reason is not only because it is possible to transport a great deal over a long distance when compare to other types of equipment but also due to its greater economic efficiency and low initial and running costs. When dry, powdery materials and liquid materials are being conveyed, there are enclosed transport methods such as flow, case, air-slider and pipe line. In addition to features of the belt conveyor, a system employing a pipe line to transport dry powdery and liquid materials has always been considered an ideal method. This has been brought into reality through the Pipe Conveyor Sys tem.
