INTRODUCTION A major function of the Mine Safety and Health Administration (MSHA), Denver Safety and Health Technology Center (DSHTC), Ventilation Branch, is to provide engineering analyses of underground mine¬ ventilation systems for coal, metal, and nonmetal in¬spection departments in accordance with field surveys and data analyses. Health and safety problems such as the control of diesel contaminants, dust, methane, radon, and radon daughters all are dependent upon ventilation. It is necessary for the ventilation engineers at DSHTC to have a complete understanding of the various and highly complex ventilation systems used in the nation's mines. Only through the proper assembly and analysis of data can the engineer determine the causes of prob¬lems and make suitable recommendations. Furthermore, the engineer must have the ability to predict the results of any such recommendations. In the study of the ventilation system at any indi¬vidual mine, it is common practice to collect data on airflow quantities and pressures at key points throughout the mine. However, these data give only a single point¬-in-time view of the system. As the mine develops and progresses, the system undergoes numerous changes; as the mine becomes more extensive, the ventilation re¬quirements increase, and the costs rise. For proper utilization of the available resources, it is necessary for the engineer to have a sound engineering basis for deci¬sions on how best to ventilate the mine. To evaluate the system as a whole, particularly re¬garding possible system changes, it has become necessary to rely on computers to perform the calculations in¬volved in analyzing the network. This chapter sum¬marizes the implementation of such computer capabili¬ties at DSHTC, as well as the services that are available from DSHTC. ANALOG SIMULATIONS AND ANALYSES OF VENTILATION NETWORKS As early as 1954, the US Bureau of Mines (USBM) in Pittsburgh, PA, was using an analog computer as an aid in analyzing ventilation systems. The Mcllroy Fluid Network Analyzer used filament-tube resistance elements and an electrical power supply to simulate mine-ventila¬tion systems electrically. This system is shown in Fig. 1. Analog simulation has proven to be a practical tool, providing fast analyses of complicated problems after the initial setup has been completed. Advancements in electronic technology over the past 24 years have made possible the construction of an analog computer that has streamlined several operating features of the previous machines. The DSHTC Ventilation Branch now has an improved electronic analog computer to assist in the analyses of ventilation systems. General Features As shown in Fig. 2, the analog computer used at the DSHTC Ventilation Branch has three "element" cabi¬ nets, a console, and a printer. The cabinets contain the fan elements and the airway-resistance elements that are used to "program" an analysis problem; each element is independent of the others. The console contains the "patchboard" and the controls necessary to operate the analog computer. The patchboard connects the inde¬pendent elements into the circuit appropriate for simu¬lating the ventilation system. The total system is controlled from a panel on the console, while the value corresponding to each element is set on the individual controls located on the face of each element. The control panel has three visual output displays that give the quantity of flow, the pressure of the output junction with respect to a datum, and the differential pressure across each element. The control panel also allows manual selection of the element to be monitored, or automatic scanning and printing of values for the entire system. Capabilities The analog computer can simulate an existing mine¬-ventilation network. This is accomplished by collecting field data at the mine to give a complete pressure-¬quantity network. Resistance values for each airway branch may be determined from the quantity of flow in the branch and from the pressure differential between the end-point junctions of the branch. The basic rela¬tonship to determine the resistance is expressed as: H=R •Q2 where H is the pressure differential, R is the resistance, and Q is the quantity of air in the flow. After the resistance values are known for all of the airways in the circuit, the elements on the analog com¬puter can be set to the corresponding values. For the development of deep, hard rock, mines fast access to the orebody is critical. In some cases the mineralized area is more than 1,500 m (5,000 ft) below surface. Excavation of shafts or declines is typically on the critical path of the project schedule. Saving time on those activities can significantly increase the net present value of the mining project. Mechanical excavation methods are a step-change in excavation performance and labor safety compared to drill-and-blast operations. In hard rock conditions, roadheaders cannot be used effectively, so disc cutting is the first choice. For excavation of declines, tunnel boring machines (TBM) can be used in many cases. These provide, in certain rock conditions, considerably higher production rates com-pared to drill-and-blast excavation. Herrenknecht AG has developed a vertical shaft sinking machine (VSM) that is able to excavate shallow shafts in soil and medium soft rock. The ground is excavated by a roadheader boom. The muck is removed by a slurry system or a pneumatic system in combination with hoisting of skips. These machines have been applied successfully on shafts down to 100 m (300 ft). A pre-sink for a deep mine shaft has been excavated by this technology. For deep, hard rock shafts, a new shaft boring system has been developed by Herrenknecht AG in collaboration with Rio Tinto. Based on proven technologies, the system uses a unique arrangement of existing proven technologies. The system integrates excavation, mucking, primary rock support, installation of the final lining and shaft infrastructure. This new system improves the health and safety of shaft construction. Detailed performance estimates indicate significantly higher shaft construction rates are possible compared to conventional shaft sinking methods.

Coal and water are the two basic external feedstocks required for a coal gasification project. The WESCO project in northwest New Mexico, a joint undertaking of Texas Eastern Transmission Corporation and Pacific Lighting Corporation, will require about 25,000 tons of coal and approximately 7.5 million gallons of water each day to produce 250 million cubic feet per day (MMCFD) of pipeline quality substitute natural gas (SNG). The coal and water supply arrangement with Utah International, Inc. assures the project of an adequate supply of these two vital feedstocks.

Specific software tools for Statistical Multivariate Analysis combined with real time process data were applied to Concentrator Plant at Compañía Minera Doña Inés de Collahuasi SCM in Chile, basically to two Mill Lines, each one with one SAG mill (32’x15’8MW)and one Ball mill (22’x36’9.7MW). The main objective was to empower the operator actions using process patterns references instead of process variable set-points. Pattern clustering and the analysis of pattern deviations regarding normal or desired pattern, allows for improvements in process control and the further implementation of soft sensors for those variables not included in the initial model.

The New Celebration Gold Mine is located 32 km south of the regional mining centre of Kalgoorlie. The current mill throughput is 1.7 million tonnes per annum with a gold production of around 120,000 ounces per year. The main source of ore for the mill comes from the Hampton Boulder and Pernatty pits. Over the last two years the oxide reserves from these pits have been depleted and the harder primary sulphide ores are now being processed. This change has led to a decrease in cyanide extractable gold.

INTRODUCTION The Milwaukee Metropolitan Sewerage District (MMSD), is a special purpose sub-regional agency that provides collection and treatment services for sanitary wastewater for an area of 420 square miles (1088 km2) in 27 municipalities in the Milwaukee, Wisconsin metropolitan area. During its almost 75 years of existence, it has constructed 464 km of intercepting sewers, the majority in tunnel, and two sub-regional secondary wastewater treatment plants. The present program, the $1.7 billion Milwaukee Water Pollution Abatement Program, was started in 1977 and developed from ongoing internal planning, the Federal Clean Water Act and court judgments. Elements of the Program include improvement and expansion of the two treatment plants; rehabilitation of older in-place sewers; building new interceptors and relief sewers and providing capacity for high volume storage in approximately 32 km of deep, large diameter rock tunnels; reducing combined sewer overflow; and disposal/utilization of the solids that remain after the treatment process. The construction phase of the Program accounts for $1,105,900,000 within 335 separate construction contracts, 211 let to date, and covers a span of 15 years, starting in 1979 and running through 1994. Conveyance System construction cost is estimated to be $650,000,000 or about 60 percent of the total. Through December 1986, in terms of dollars, the total construction program is about 38 percent complete with Conveyance at 34 percent complete.

In compliance with the current Russian environmental legis­lation, possible impact of industrial activities on the environment is restricted by acceptable limiting values (maximal allowable concentrations - MAC) of individual chemical substances in the natural environment - water, atmospheric air and soils. These norms have federal status and are valid for the whole territory of Russia. Disposal of the substances, for which no MAC is estab­lished, is forbidden by the law. Many gold mining companies use cyanide in precious metal recovery. This paper overviews the Russian experience in pro­tection of natural water reservoirs from technogenic impact of cyanic technologies. Major toxic compounds, contained in liquid and solid rejects from hydrometallurgical treatment of gold ore using cyanidation, are cyanides (CN), thiocyanates (SCN) and cyanide metal com­plexes. Unlike western classification of various cyanide types, in Russia any inorganic cyanide compounds (simple and in com­plexes with metals), with the exception of iron cyanide com­plexes, are considered toxic and the acceptable limiting value is established for them. MAC is 0.05 mg/I for fish reservoirs and 0.1 mg/I for drinking water. For iron cyanide complexes MAC is 0.15 mg/I for fish reservoirs and 0.25 mg/I for drinking water. Russian norms for thiocyanates are practically as rigid - the acceptable limiting value for them in fish reservoirs is at the level of 0.07mg/l (0.15 mg/I for potassium thiocyanate) and for drinking water - O. lmg/1. Norms for metals are established on the basis of total content regardless of the form in which they are present in water - as cations or complex ions. It should be noted, that in case several toxic compounds of the same limiting value (for cyanides, thiocyanates and base metals the limiting value is toxicological) are present in water. Their allowable concentra­tion is calculated as the sum of actual concentration of each com­pound, divided by the corresponding acceptable limiting value, with the result not to exceed one (compounding effect). Differences in cyanide classification and the necessity to include thiocyanates dictate different analytical methods. This, in a number of cases, results in certain discrepancies in analytical results. Until recently chlorination was used as a basic process of detox­ification of wastewaters. Calcium hypochlorite powder or hypochlorite pulp, prepared of lime milk and chlorine shipped to the plant, were used as a reagent. Chlorination is an efficient method: it allows to completely destroy plain and complex cyanide, in addition to iron complexes, and thiocyanates. A good example of high efficiency chlorination can be found at the Mnogovershinniy mill near the Okhotsk Sea located in the salmon spawning area, for which we designed an automated chlorination plant for tailings dam. Since plant start-up ten years ago, the required concentrations of cyanides and thiocyanates have been kept at the MAC level required by environmental regulatory agen­cies and no harmful affects on ichthyofauna has been reported. One major drawback of chlorination is high cost of the major reagent, as well as secondary contamination of detoxified waters by chlorides. Secondary contamination by chlorides becomes obvious in the course of detoxification of wastewaters of com­plex composition, which require increased reagent consumption. Recent changes in economic conditions in Russia caused the necessity to direct efforts to reduce the costs of precious metals recovery, and in particular, wastewater treatment. We have con­ducted certain work in this direction and obtained positive results. We hope that our experience described below will be of interest to other specialists particularly taking into account the current low gold prices.

Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of chemical additives and metal ions present either added or present as contaminants, on the flotation. Fuerstenau and Palmer (1976) have studied in detail the adsorption of multivalent cations onto oxide and silicate minerals. It was observed that the adsorption of a multivalent metal species exhibits a sharp pH dependence which is related to the formation of hydroxy complexes of the metal ions in solution. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances cations such as Ca2+, Mg2+, Fe2+ and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions.

"Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States' first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad's father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile's mine became South Carolina's most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile's property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-

On November 1991, Homestake Mining Co. completed the installation of a $5.7-million, 2.7-kt/d (3000-stpd) flotation circuit into the flowsheet of the McLaughlin Mine in California's coastal mountain range, about 113 km (70 miles) north of San Francisco. This addition reduced overall operating costs and improved the gold recovery of the low-grade refractory reserves over that expected from direct cyanidation. In addition, flotation provided a means to generate a sulfide concentrate that is used to supplement feed to the pressure oxidation circuit. The McLaughlin operation started in 1985 as the first pressure oxidation plant for treating sulfide refractory ore. During the mine's short history, efforts have been made to reduce costs and increase production through process development.

Kaolin samples from Rio Capim Resources were treated in conventional and superconducting magnetic separators to study the main variables that influence the impurity removal process. Two coating clays and a delaminated clay were tested. The variables studied were retention time (cross-sectional velocity), magnetic-field intensity and matrix type. The feed brightness ranged, from 84.7% to 87.6% ISO, for the coating clays and ranged from 80.7% to 85.4% ISO for the delaminated clay. Using a conventional magnetic separator with an applied, field of 1.5 to 2.0 T (tesla), the brightness values were higher than 88% ISO for the unleached coating claw products and were higher than 87% ISO for the unleached delaminated product. With a maximum field intensity in the superconducting machine of 5.0T unleached brightness values higher than 88.5 % ISO were attained for both coating and delaminated clays.

At the request of the U.S. Department of Labor, Mine Safety and Health Administration (MSHA), the U.S. Bureau of Mines evaluated the suitability of using tri-sets for protecting mine personnel in roof-fall prone areas. A steel-set arch provided by MSHA served as a basis for evaluating the performance of the tri- set. All tests and analyses were conducted according to the arch canopy test and design procedures developed by the Bureau. Theoretical resistance functions were established for the steel-set arch and tri-set and were representative of their experimental behavior. The resistance functions were used to determine the energy absorption capacity of the structures and to predict their dynamic response to impact loading. The dynamic tests demonstrated that the arch canopy design procedure is appropriate for tri -sets and yields conservative designs for both steel-set arches and tri-sets. As a result of this work, it is recommended that tri-sets may be considered for protection against roof falls, provided that the arch canopy design procedure is utilized for each application and that the principles underlying the design procedure are understood.

The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. The SPRB is divided into three geographic clusters based on coal quality. In west-central England, 183 m (600 ft) below the Cheshire Plain, lie the evaporate remains of an ancient sea. Stratified into nine beds of salt separated by marl bands, the deposit stretches roughly 21 x 12 km (13 x 7.5 miles) and contains reserves of rock salt estimated as high as 400 Gt (440 billion st). The Winsford Salt Works, one of England's largest underground mines, extracts the Cheshire salt and sells it for use as animal feed, for application in de-icing programs, and as a key ingredient in sodium fertilizer production and a variety of other industrial processes. Because road de-icing is an important market, demand for Winsford's salt varies with the severity of British winters. Design capacity is 2.25 Mt/a (2.5 million/year). However, production peaked at 2 Mt (2.2 million st) in 1987. Over the past five years, annual production has averaged 1.6 Mt (1.7 million st). Run-of-mine salt averages 92.5% NaCl, mixed with about 5% marl. The marl was formed by deposition of a reddish dust blown into the Cheshire basin from deserts in what is now central Europe. Association with the marl adds color to the salt, producing tea-colored crystals that resemble unrefined sugar. Adaptation of coal mining systems Rock salt mining in the Winsford district began at least as early as 1682. Mining at the current site dates from 1844 but was shut down from 1892 to 1928. In the early 1900s, a series of catastrophic collapses and floods plagued and ultimately shut down then-active Cheshire brine-salt producers. Subsequently, Winsford reopened and began adapting mechanized underground coal mining systems to rock salt extraction.

A compact 4.87 m (16 ft) diameter tunnel boring machine (TBM) is capable of boring a 12.2 m (40 ft) radius curve while gripping horizontally, or vertically, as may be required for the excavation of turnouts. The machine's 5.0 m (16.5 ft) length and a patented machine structure allows steering while boring without causing harmful eccentric loads. An extremely stiff thrust system, rigid front and rear grippers, and the torsional stiffness of a front end electric cutterhead drive combine to create superior machine stability and boring efficiency. A 2.2 m (7.2 ft) diameter prototype, complete with a soft ground shield attachment, was used successfully on a tunnel project in Scotland.

INTRODUCTION The driving of drifts is a very important aspect of underground mining. It is not unusual for the percent¬age of rock broken during development in a mine using sublevel caving, for example, to be as much as 25% of the total. If one also considers the amount broken for transport, ventilation, and exploration drifts, one can easily understand that the planning and excavation of drifts play a major part in the total economics of the mine (Fig. 1). Increasing mechanization in mining demands larger tunnel areas for transport and mining equipment. With modern machines the hard work involved in using hand¬held pushers is gone, and a better environment is achieved. More rational methods could be used, but much of the experience the working man acquired by working close to the rock face (such as utilizing the natural weak planes in the rock when he placed the drill¬ing holes) has unfortunately been lost. By having sepa¬rate shifts for drilling, loading, and hauling, more atten¬tion has to be placed upon a well-designed drilling pattern. Some reduction in the number of holes required can be achieved with mechanized drilling because of the larger holes that can be produced. On the other hand, it is probably not possible to achieve the same precision as with pneumatic pushers, and it is difficult to utilize the larger holes because these cause more damage to the re¬maining rock. Recently, however, the precision has be¬come very good with the parallel booms and automatic devices for setting the lookout angle (Fig. 2). A larger arch of the drift roof requires a more carefully executed blasting procedure than before in order to prevent rock fall and to insure a sufficiently long stand-up time. In this chapter, empirical relationships that can be used to design an economic and optimal drift blasting design will be presented. The principles of the calcula¬tion method are based upon the earlier work of Langefors and Kihlström (1963) and Gustafsson (1973). COMPARISON OF EXPLOSIVES To provide for the use of various explosives it is necessary to have a basis of comparison. Several meth¬ods have been developed to characterize the strength of an explosive. Some examples are comparison of values given by (1) calculated explosion energies; (2) the ballistic mortar test; (3) the Trauzl lead block test; (4) the brisance test; (5) the weight strength concept; and (6) the underwater test. In 1986, a subsidiary of Echo Bay Mines Ltd. purchased the McCoy property, 55 km (35 miles) southwest of Battle Mountain, NV. Echo Bay then launched a two-year, $1 15-mil lion capital program to build a mill to extract gold and silver from high-grade ore mined in two open pits - the original McCoy pit and a more recent discovery, the Cove. Engineering on a new mill began in 1987 with the facility coming on line in 1989. It was comprised of a semiautogenous (SAG) mill and ball mill grinding, leaching, flotation, counter current decantation (CCD) and Merrill-Crowe processes. The mill started up on McCoy ore, a rocky material that settled very well in the new CCD thickener system. Production levels were maintained at about 7.2 kt/d (8000 stpd). The situation changed as the McCoy ore played out and increasing amounts of material from the Cove pit-with its oxide, sulfide and carbonaceous ore - were fed to the mill. The problem was the high clay content of the Cove ore. The new ore immediately created production problems, mainly loss of control on the CCD thickeners. With the McCoy pit slated to be shut down in early 1991, it was essential to find a way to efficiently process the Cove ore. Initially, the only way to regain control of the thickeners was to slow down the processing rate and increase flocculant usage, thereby getting the solids to settle in the thickeners. But this had its cost. Production dropped to about 5.9 kt/d (6500 stpd), additional operators were needed and flocculant costs, on occasion, would reach an unacceptable $80,000 per month. Innovative hard rock narrow-vein, longwall, and stope leach mining systems concepts are described and evaluated economically. The principal tool proposed for use in these systems for both mine development and production is the U.S. Bureau of Mines radial-axial splitter. The mining systems concepts are prefeasibility level costed and projected to be cost competitive for steeply dipping veins, 0.6-1.2 m wide, for horizontal tabular ores 2 m -5 m thick, and for leachable ores with greater than a 1.7:1 stripping ratio. In all of the systems the orebody, less swell, is retained underground for use as backfill.

Control is a vital management function by which operations are brought into compliance with predetermined standards to achieve the goals of an enterprise. Events that are characterized by a low degree of expectation, avoidability, and intent necessarily have a low degree of control. Such events are difficult not only to predict but to control as well. Fortunately, very few industrial situations fall into that category of events. It is an axiom of control technology that in order to control, one must first measure; further to measure, one must know the characteristics of the subject (or environment) upon which the measurement must be made. Finally, if measurements are to be made reliably, the influences that affect the measurement must be known and, if possible, understood. The complete control cycle therefore consists of the following: (1) defining the objective, (2) planning to achieve the objective, (3) putting the plan into practice with appropriate instructions, (4) measuring variables or parameters of interest, (5) transmitting and transforming the measurements to analyze the system's status and to predict the future outcome, (6) comparing these with the defined objective, and (7) determining and taking corrective actions to bring the actual results closer to the objective. The management principle underlying the control cycle is the principle of management by exception. The application of the principle and the frequency with which corrective actions are taken vary according to the purposes of the review and control. For example, the control of a machine operation (e.g., truck on a haul road) may require adjustments and therefore data, analysis, and decisions, in intervals of seconds whereas the review for ore-grade control may take several hours. Reviews, on the other hand, for cost control may be done in intervals of weeks or months. In any case, three specific purposes of the control cycle are: (1) to correct the operation so that it follows the accepted plan closely, (2) to evaluate the operation and predict future outcomes in light of changes in the environment or of more experience, and (3) to review the objectives and modify these to be reasonable and realistic.

According to previously established theoretical analysis and under certain conditions, a critical sampling grid can be determined for an earth-related space-distributed natural variable. Sampling above this critical limit adds little to the mapping results, while based on this limit the ideal process of reproducing the original phenomenon is theoretically defined. The objective of this paper is the application of the above theory to the Klidi lignite deposit in Florina, Greece, where Public Power Corporation (Greece) has conducted a sampling campaign to estimate the deposit thickness and its heating value. Data acquired for these two variables were analysed in the space domain in order to derive their respective correlation functions. The structural analysis of the deposit generated two covariance models, one for the thickness and one for the heating value, from which the critical sampling grid was identified. The conclusion drawn is that in some parts of the deposit the sampling grid is denser than required. Finally, an optimal sampling grid is proposed in order to gain the maximum information at the lowest cost.
