There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. The effect of a surfactant, designated Syntex, on the wetting and spreading of hydrocarbon oil on molybdenite surfaces (faces) has been investigated experimentally through measurements of zeta potentials and factorially designed flotation tests. These studies indicate that Syntex has a positive effect in increasing molybdenite recovery in the rougher flotation circuit at the Climax mill. The analysis of experimental data using DLVO theory shows that the controlling factor in determining the magnitude of the repulsive energy barrier preventing oil from wetting and spreading on the molybdenite faces is the MoS2 zeta potential and the vapor oil droplet size. The role of Syntex in this case seems to be related to the decrease and stabilization of MoS2 zeta potential by Syntex adsorption and also to the emulsifying action of Syntex on vapor oil to provide a more favorable oil particle size.

Cleaning of low-rank coals can have several meanings, depending upon the definitions of the terms "low rank" and "cleaning." In general, low-rank coals would be lignite or subbituminous according to the ASTM classification. For the purposes of this summary, cleaning is defined to be any process which materially reduces the proportion of inert material in the coal. For low-rank coals, this often means a reduction in moisture content since moisture is the major inert component in these coals. A brief discussion of conventional cleaning processes is included, as is an extensive reference list.

Introduction Increasing investor and industrial demand for gold is not being matched by new mine output from traditional sources. This forces the exploitation of alternative natural and industrial resources to supplement traditional sources. A traditional natural resource is either high- to medium-grade ore, of gold or silver with coproduct gold. Or, they are medium- to low-grade base metal ores having byproduct gold. Traditional ores are also frequently extracted at relatively great expense by selective underground mining. Alternative natural resources include low-grade, near surface ores and the products of mining-dumps - and of onsite processing - tailings. Traditional industrial resources are newly mined gold or that obtained from plant sweepings. Their alternative analogues include gold in old scrap and chemical sludges and precipitates, notably those incidental to the electronic industry. These alternative gold resources have several attractions. They are untapped and abundantly available. Having been overlooked by prior metals suppliers, title to many alternative resources is easily acquired. Or, the value of such a resource may go unnoticed until its gold is rendered exploitable by an advance in extractive technology or an other approach. This article addresses the effect of large tonnage, low-grade lode ores on gold supply. Exploiting these ores is rendered commercial by their amenability to bulk mining by modern large-scale mining and metallurgical operations requiring little selectivity. Placer gravels, perhaps the earliest type of gold ore mined, also are bulk minable. But these fall outside the definition of being lode deposits. Most lode bulk mining is from surface open-pit mines. Some, however, is from underground by such large-scale mining techniques as room and pillar, vertical crater retreat, and end slicing. The low-grade gold ore being discussed averages 2.8 g/t (0.082 oz per st). Output How greatly do bulk minable, low-grade resources effect supply? 1982 was a somewhat healthy year for gold mining and exploration in North America in spite of the general depression in the mining industry (Table 1). The wildly fluctuating price of gold bullion had stabilized at an annual aver¬age of $12.08/g ($376 per oz) - (Handy and Harmon base price). Half of the 1.3 kt (43 million oz) of 1982 world gold mined were from South Africa's high-cost, medium-grade, selective underground mines. Of the remaining half, 20%, or about 130 t (4.2 million oz), was mined in North America. This includes Canada and the US - the third and fifth largest gold producers in the world. Of that North American production, more than 62.2 t (2 million oz) of gold, or about 50%, came from bulk mining of gold ores with or without co-product silver. Most of this was in the US, where bulk minable gold-silver lode ore produced nearly 31 t (1 million oz). This amounted to 60% of the nearly 46.6 t (1.5 million oz) produced in the US during 1982. An additional nearly 7.7 t (250,000 oz) of gold were produced as the byproduct of bulk mining of cop¬per ore, for a total of 34 t (1.1 million oz) of gold, or 75% of US gold production by bulk mining. To further illustrate this, US placer, mine dump, and related operations produced an insignificant 4% of US gold output at the time. Exploitation of bulk minable gold deposits is becoming increasingly important worldwide. Most new Australian gold mining announcements are of bulk minable developments. This trend will increase in North American mining as more large tonnage, low-grade operations come onstream in Canada, where much current production is from underground. It will increase with the general climb in Mexican gold mining. And it will grow with expansion of the 12 t/a (400,000 oz per year), gold production of the Dominican Republic. One of the most difficult tasks associated with placer mining is the sampling of the deposit. More placer projects have failed due to inaccurate assessment of the reserves than to any other reason. Within the realm of placers, those containing valuable minerals with a high unit value are more difficult to sample than those with larger bulk, lower unit value minerals. Some items to consider when sampling a placer deposit are as follows: A. A relatively large sample is needed for accurate valuation of the ground being tested. Placers are composed of many sizes of gravel which makes a representative sample difficult to obtain. B. When sampling placers for high unit value minerals such as gold, any error in mineral content of the sample will be magnified in the calculation of reserves. C. Values are usually erratically distributed within the gravel mass. Therefore, some placers with a more uniform value distribution may be adequately assessed with a minimum number of samples whereas a deposit with a highly erratic distribution of values may not be adequately sampled regardless of how many samples are taken. D. The investigation of a placer deposit should be made by, or be under the direction of, a person experienced in the art of placer sampling. F) During a sampling program, items that must be observed and noted in addition to the sample size and valuable mineral content should include boulder size and number, clay content, bedrock conditions, water, frozen ground, false bedrock, and any other physical characteristics that would affect mining of the deposit.

An investigation of the removal of finely divided silica, coal, and alumina particles less than 20,µm in size has been carried out using liquid fluidized and packed beds. The bed particles used included 48x100, 100x150, and 150>200-mesh silica, corundum, and ilmenite particles. Important variables examined included surface charge, flow rate, pH and amount of bed particles. Surface charge has been identified as the most important variable in this system. Van der Waals force also assumes a very important role in the recovery of fine particles in fluidized and packed beds. In addition to interaction between large and fine particles, interaction between fine particles themselves assumes an important role in the overall recovery.

Thus, it is necessary to not only estimate the expected commodity price at the start of a project but also the manner in which that price is likely to fluctuate throughout the project's life. Municipal garbage incineration processes with coupled wet flue gas cleaning systems generate effluents containing toxic heavy metals such as mercury, zinc, cadmium and copper. The separation of these metal ions from the obtained scrubbing solutions is possible using liquid-liquid extraction. Extraction studies has been performed both with commercial extractants Aliquat 336, di(2-ethylhexyl) phosphoric acid and novel chelating agents as acyl thiourea and lipophilic oxathiaaza alkanes. Advantages and disadvantages of the investigated extraction systems are discussed. The paper reports on the basic research as well as on the testing in a laboratory scale.

The NS9 Drop Shaft contract formed part of the Waste Pollution Abatement Program (WPAP) conducted by the Milwaukee Metropolitan Sewerage District (MMSD). The contract involved the construction of two shafts, a deaeration chamber and connecting tunnel, and ancillary facilities. Portions of the construction were located in saturated overburden where dewatering was prohibited. Ground freezing was utilized for temporary support of the excavation. This paper concentrates on the freezing system and the excavation of frozen ground, with particular emphasis on the use of mechanical cutting equipment, including a raiseborer and a roadheader.

Because of its many advantages, roof bolting has been widely used in hard-rock underground mines. In this paper, the applicability of roof bolts to mine openings in frozen ground, and the affects of bolts on the stability of the openings are presented. A comprehensive finite-element program, ABAQUS, was used to analyze the temperature distribution, the stress field and the displacement, field around a mine opening. Openings that were supported by roof bolts and openings that were unsupported were both analyzed. The thermal and mechanical processes were treated as a quasi-coupled problem, with the thermal analyses being conducted first, followed by the mechanical analyses in each case. For the opening under consideration, i.e., a roof area of 15 m2, five to seven roof bolts are appropriate. When the number of bolts is less than five, the displacement within the ground can be improved only locally.

The development of liquid-level control algorithms, based on sets of linguistic rules expressing human operator's "intuitive" control strategies, have been reported. The main objective of the present paper is to illustrate the implementation methodology. The experimental work was done with a 28.3Lflotation cell. The control variable (height of pulp in the cell) was controlled by manipulating the outflow rate. The controller algorithms were programmed and implemented using an Applelle computer and a Keithley das Series 500 measurement and control interface. It is pointed out that the scheme of fuzzy controllers is simple to use and powerful enough to handle complex and nonlinear systems.

Work has shown that the use of high-pressure water jets enhances the performance of mechanical cutting in very hard rock. To assess the potential of this approach for use in conjunction with free rolling cutters, a series of tests has been conducted using both disc and button type cutters, to determine the relative effects, on cutter performance, of variations in relevant jet and cutting parameters. In these tests it was found that water jet assistance can result in reductions in the forces on a free rolling cutter typically of the order of 40%.

INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.

INTRODUCTION Phase I of the Los Angeles Metro Rail Project, known as MOS-1 (Minimum Operable Segment-1), is the first phase of the 27 km± (17 mi) subway starter line. MOS-1 is currently under construction and involves approximately 6.4 km (4.4 mi) of subway, five stations, yards and shops routed through the downtown area of Los Angeles. The project will form the initial heavy rail backbone of a more extensive light and heavy rail transit system planned for the greater Los Angeles area in the future. Construction Contract A-171 is one of 4 tunnel contracts within MOS-1 and involves construction of twin tunnels running from the downtown metropolitan area west to MacArthur Park. The heavily populated and developed downtown area, potentially gassy ground conditions, and the possibility of undocumented abandoned oil wells in seismically active southern California made the design and construction of Contract A-171 a uniquely interesting project. This paper summarizes the construction history to date (December, 1988) including design geotechnical considerations, tunnel support design, as-built geologic conditions, shield tunneling performance through soft ground, and ground response. Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. Fault tree analysis is a systematic safety analysis tool that proceeds deductively from the occurrence of an undesired event (accident) to the identification of the root causes of that event. One recurring mine safety problem-a dozer falling into a void over a drawpoint on a coal surge pile-was analyzed using available, inexpensive fault tree programs on a personal computer. The analysis identified basic and intermediate events that led to the burial of the dozer and graphically depicted the interrelationship between these various subordinate events as well as the various chain of events leading up to the primary event. A sensitivity analysis on these probabilities showed which events had the greatest influence on dozer burial in a coal surge pile.

Water quality impacts of shallow water submersion of partially weathered and oxidized waste rock containing reactive sulphide minerals were investigated in laboratory column lysimeter studies. The waste rock investigated was highly reactive, contained oxidation reaction products from previous exposure and weathering, and had a low sulphur content of approximately 2 % S, mostly as pyrite. The submerged waste rock, though previously weathered, had high oxygen consumption, resulting in rapid depletion of dissolved oxygen in its pore water, within a shallow depth of ~2?5 cm from the surface. The surface and pore water qualities of the submerged waste rock were significantly impacted by the dissolution and release of previous-oxidation-reaction products, which contributed to their rapid acidification and having increased concentrations of dissolved SO4, Fe total and other metals: Al, Mn, Ca, Cu, Ni, Zn and Pb. Despite the high porosity and permeability of the waste rock, the diffusion controlled mass transfer from the submerged waste rock to the overlying water cover was relatively low for most ionic species. Additional surface oxidation of the sub-merged, partially weathered waste rock was on-going, but its impact on the overall surface water quality was low and masked by the dissolution and release of previous oxidation reaction products to both surface and pore water regimes.
