Freeport-McMoRan Copper & Gold, Inc. (FMI) will soon begin copper production from the Dos Pobres and San Juan deposits near Safford, Arizona. Ore reserves total 615 M tons grading 0.36% copper, predominantly as chrysocolla. Copper extraction will be by leaching with sulfuric acid. Fluor Canada Ltd. provided EPCM services to design an ore handling and conventional SWEW facility capable of producing a nominal 240 million pounds per year of cathode copper. The ore handling facility will process 114,000 tons per day of ore through three-stage, open-circuit crushing followed by agglomeration and product placement on the permanent leach pad. Stacking of ore on the leach pad will utilize Terra Nova Technologies' "Super Portable" mobile stacking system. The stacking system fleet consists of 13 self- propelled, crawler-mounted mobile conveyor units, each with 72-inch-wide belting and a capacity of 6,800 tons per hour, including ten 250-foot-long portable conveyors, a horizontal feed conveyor, a 285-foot-long horizontal conveyor and a 220-foot-long radial stacker. PROJECT BACKGROUND Project History The Safford Leach Project is located in the Safford mining district in Graham County, Arizona, approximately eight miles northeast of the town of Safford and 170 miles east of Phoenix. The 3,360-acre property is located in the Gila River Valley, immediately south of the Gila Mountains, at elevations between approximately 3,000 and 5,400 feet above sea level. The Safford Leach Project is comprised of the Dos Pobres and San Juan deposits, two of five known copper ore deposits in the Safford mining district.

Those processing plants which depend on flotation for their mineral separations are always looking for reagents which are cheaper, more selective or in some other way may provide improved economic performance. This paper describes the rationale for and some results from applying a statistically based approach to reagent testing in those flotation plants which still rely on experienced operators for manual flotation control.

Introduction In 1987, the US economy continued to grow steadily, reaching an annual rate of $4.6 trillion in the last quarter. The value of domestically processed mineralbased materials rose slightly to $250 billion. The value of US metals rose sharply to more than $7 billion. Industrial minerals rose slightly to $18 billion recycled scrap was valued at $4 billion. Metal prices rose sharply toward year-end. A number of mining and metal companies experienced increased profitability, fostering more optimism about the future. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and federal debt continue to rise. 244 million citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production fell 9% to 7.1 million units, but truck and bus production rose 9% to 3.8 million units. New housing starts fell 10% to 1.6 million units. Excess productive capacity exists not only in the US, but also in many other countries. Consequently, the US mineral industry is encountering stiff competition from others, as well as increasing competition from newer engi¬neered materials. Domestic production of plastics rose 9% to 25 Mt (27 million st) - on a volume basis, double all metals. Some 7% of petroleum goes to make petrochemicals including plastics. Imports of nonfuel mineral-based materials in 1987 were valued at $37 billion and exports at $24 billion. Imports supplied a significant proportion of total US consumption of several important mineral materials, including many classified as strategic and critical. In December, the Congress mandated that any major changes in stockpile goals be made only by law, and that the Department of Defense submit annually detailed stockpile supply/demand analyses. Concern about apartheid in South Africa continued, resulting in increasing interest about chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The National Critical Materials Council continued to monitor the US materials position. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve continues in effect through Sept. 30, 1989. Under the DPA, the US Bureau of Mines maintains the Emergency Minerals Administration. Further consultations were held with Canada to strengthen the North American defense industrial base. Coal production, 60% from open pits, rose 2% to 825 Mt (910 million st) valued at $21 billion. Nearly four-fifths was burned to generate 56% of US electricity. Exports included 42 Mt (51 million st) of metallurgical coal and 24 Mt (27 million st) of steam coal, with a total value of $3.3 billion. Domestic petroleum production fell 5% to 480 Mm' (3 billion bbl). Uranium mining, including recovery from phosphates, fell 4% to 5.9 kt (6500 st). Nonfuel minerals Major metals: Raw steel production - a major consumer of many minerals - rose 7% to 79 Mt (87 million st). The Inland Feeder project is a critical component of Southern California’s water delivery system, relying on a strategic plan of water transfer and storage to enable the delivery of an additional 650 million gallons of water a day. The Arrowhead West and Arrowhead East tunnels form part of this system, comprising the construction of nearly13 km (8 miles) of bored tunnel under the San Bernardino National Forest. This paper describes the design and manufacture of the 4.88 m (16 ft) diameter precast segmental primary lining that will be used in these tunnels to resist rock loads, and up to 275 m (900 ft) of external hydrostatic head.

The semiautogemus grinding circuit at the Utah Mines Ltd., Island Copper operation, located on Vancouver Island, British Columbia, is described. Since startup of the operation in 1971, grinding circuit throughput has been progressively increased from the initial design rate of 90 000 (99,000) to the current average 45 000 t/d (49,600 stpd) of porphyry copper ore. Key developments ad modifications in operating and maintenance practice that have contributed to this increase are reviewed.

The economic developments and industrial behavior patterns that led to a lasting excess capacity in the world non-ferrous metals industries from the aid-1970s are explored. Detailed attention is devoted to analyzing and defining crucial concepts like "capacity", "excess capacity", "capacity maintenance" and "investments". Empirical evidence of capacity utilization and capacity growth in the industries under study is provided. The coincidence of excess capacity and low prices on the one hand, and investments in capacity maintenance and capacity expansion, on the other, is seen as a consequence of substantial declines in the metal industries' investment and production costs during the period studied.

Introduction Evidence from blast furnace operations has indicated that using pellets with a higher ISO low temperature reducibility, a lower SiO2 content, and better resistance to low temperature degradation results in considerable coke savings and improved furnace operation. Although these benefits could not be directly related to reducibility differences alone, we believed there was sufficient evidence of the advantages in improved pellet reducibility to warrant laboratory investigation of ways and means to effect such improvements. It is well known that pellet reducibility can be significantly altered by changes in the basicity and the amount of non-iron oxide constituents. Past work (Friel and Erickson, 1980, 1982; Saeki et al., 1977; Thanning, 1974) has shown that with increased MgO contents, and at optimum CaO/S1O2 ratios, significant improvement in low temperature reducibility can be attained. The improved properties of such fluxed pellets have reportedly led to increased blast furnace efficiency and productivity (Saeki et al., 1977; Ilmoni, 1975). Less well known, however, is exactly what factors control reducibility in acid pellets. Because of this gap in knowledge, studies were undertaken of the factors affecting reducibility in acid pellets and to estimate their relative significances in modifying reduction behavior. This paper describes that part of our work done to determine the effect of bentonite on reduction behavior. Our approach was to first examine the effect of bentonite's presence on as pure an iron oxide as possible (i.e., a magnetite "superconcentrate" containing about 0.2% SiO2) so as to eliminate any gangue-binder interaction. Lignite open cast mine "Dubrave" is the largest lignite mine in Bosnia and Herzegovina. The open cast mine was designed with two external waste dumps. Waste dump "West" is the major dump, while "Cajici" dump is used for dumping waste taken from leveling the terrain. The major waste dump contains 14.6 million cu.m. of waste, while the side waste dump contains 3 million cu.m. of waste. Existing situation with available sites for depositing the waste shows that additional space for dumping the waste must be provided. Three options can be taken into consideration. The fact is that none of the three options are suitable for the current production situation. This article deals with the optimization process for obtaining the optimal variant where a waste dump can be located and selection of the most valuable option.

American Barrick Resources Corp. has come farther, faster in the last 11 years than any mining company in recent memory. Acquisition of Lac Minerals Ltd. in August 1994 now makes Barrick the largest gold producer in the world outside South Africa. In terms of market capitalization, the company is the world's most valued gold producer. American Barrick's 28.3-km2 (7000acre) Goldstrike property on Nevada's Carlin Trend, the primary engine for past growth, was purchased in 1987 for $62 million. Regarded as an attractive exploration target, Goldstrike instead propelled American Barrick to the front rank of world gold producers. In 1993, the company produced 50.75 t (1,631,988 oz), 44.78 t (1,439,929 oz) from Goldstrike. Reserves on the property totaled 905 t (29.1 million oz) at the end of 1993, the largest in North America.

During sulphide ore grinding, electrochemical interactions between grinding medium and the minerals play a significant role in bringing out enhanced ball wear on the one hand and alter the surface property of the ground minerals on the other. The role of the flotation reagents added simultaneously during grinding with respect to ball wear as well as flotation is yet to be established. Electrochemical measurements such as rest potential, combination potential and galvanic current between sulphide mineral and ball material couples have been carried out in the presence and absence of flotation reagents to understand the nature of electrochemical interactions between ball material and sulphide mineral. Electrochemical mechanisms and models have been proposed to explain the role played by the flotation reagents during different binary, ternary and quaternary interactions with respect to ball wear during grinding.

The nature of industry structure is examined and the structure of the aluminum, copper, lead and zinc industries are described by the use of factor analysis. Capacity is defined and the relationship between industry structure and capacity utilization is examined. It is demonstrated that excess capacity is possible in industries with competitive or monopolistic characteristics, but the effects of the overcapacity are vastly different in the two cases. In a competitive industry, cycles of overcapacity with attendant fluctuating prices are expected. A change in industry structure from monopolistic to competitive characteristics over time causes profits and economic rents to be transferred from the producer to consumers of the mineral.

The Channel Tunnel Rail Link (CTRL) will be Britain’s first major new railway for over a century—a high-speed line running for 109km (68 miles) between St. Pancras station in London and the Channel Tunnel. The new line has been under construction since October 1998 and the first phase will open in October 2003. The project includes22km of twin 7.15m ID TBM bored tunnels under London and the River Thames, and the 3km North Downs Tunnel, the first major NATM tunnel to be constructed in the United Kingdom since the collapse of the Heathrow Express Tunnels in 1994. This paper will discuss the design of these tunnels and describe the construction progress to date. The discussion will include details of segmental lining design, TBM specification, and sprayed concrete lining design.

The Lucerne Valley limestone mining district is in the San Bernardino Mountains, one of the major ranges in the Transverse Range Province of southern California. Several large limestone mining operations are present along the north range front in Lucerne Valley, and the area is one of the premier limestone mining districts in the country. Resources are contained in Paleozoic carbonate rocks that are part of a thick late Precambrian and Paleozoic sequence that uncomformably overlies crystalline basement. The district has been affected by multiple episodes of metamorphism and deformation, as well as by a complex sequence of late Cenozoic structural events. Detailed studies, however, have demonstrated that these rocks can be divided into formations correlatable with late Precambrian to Permian strata of the Cordilleran miogeocline. The district is the leading producer of white, high-purity calcium-carbonate products in western North America. Pluess-Staufer (California) Inc. mines and processes high-purity white limestone from extensive deposits, and is one of the largest producers of high-quality limestone fillers and extenders in the western United States. Major factors influencing the genesis of economic carbonate deposits in the district include depositional environment, post-depositional processes such as diagenesis, dolomitization and/or silicification, regional and/or contact metamorphism and associated intrusive activity, faulting, folding, uplift and erosion, and preservation from erosion. Regional geologic studies, detailed geologic mapping, intimate knowledge of stratigraphy, and recognition of complex structural relationships have proven to be invaluable tools in the discovery of high quality calcium carbonate deposits in the district.

Capital and energy are the dominant cost factors in nickel production from laterites. Since the 1973 energy crisis, pyrometallurgical developments have been oriented towards lower cost sources of energy and higher grade ores and hydrometallurgy towards higher recoveries and greater flexibility in types of ores treated. Energy recuperation offers some potential, but at a price. 'The lower energy acid leaching process is indicated to have the greatest potential, particularly with its inherently high cobalt recovery.

This paper describes and demonstrates the application of systems analysis and mathematical modeling techniques in the planning of actual tunnel projects and research and development to improve tunneling techniques. A recently completed tunnel project located in Utah is used as an example. Although cost estimating computer programs are used in tunnel project planning, the introduction of performance modeling, simulating the time to excavate, has added advantages that are explored here. The performance/cost tunneling model (TM) described herein mathematically simulates on a high-speed digital computer the important activities of a number of tunneling techniques accounting for activity interactions, variable external environments, mechanical failure, and other uncertainties. A cost accounting segment is included to facilitate cost-effectiveness comparisons. It is shown that, when combined with informed judgment and appreciation of limitations, the TM can be a useful tool that may help improve tunneling operations and cost estimation, for example, by achieving more balanced system designs or bounding the performance/cost implications of geologic and other uncertainties. Ultimately, this might lead to more competitive bids and greater profits. The need for systems analysis and modeling in tunneling research and development (R&D) is well recognized and documented.(1-5) In R&D one must seek broadly useful solutions to the basic problems of face fragmentation, materials handling, ground support, and environmental control. These solutions must take account of the interdependence of these elements and, for a variety of ground conditions, the limitations or constraints that any innovation in one element may impose on total system performance and cost. Precious metal mineralization at Mt. Hamilton, NV is associated with a polymetallic, garnet-pyroxene skarn system developed in middle to upper Cambrian calcareous shale, limestone, and dolomite. The skarn is developed around the Cretaceous Seligman and Monte Cristo calc-alkaline stocks. Gold is associated with intense retrograde alteration. Later epithermal quartz veins contain gold, silver, base-metal sulfides, and sulfosalts cross-cut skarn alteration. Westmont Mining Inc. is currently developing two mineralized zones containing a geologic resource of about 7 Mt (7.7 million st) that averages 1.7 g/t (0.05 oz per st) gold and 17.2 g/t (0.5 oz per st) silver. The project will have an estimated mine life of seven years, with a planned annual production rate of I t (35,000 oz) of gold and 9.3 t (300,000 oz) of silver.

The study of soft soil (wastes above the rock bed) an issue of great importance in civil engineering, is usually addressed by drilling boreholes. This method is rather expensive and time-consuming and although the information obtained is usually accurate, on the other hand it is much localized. Recently published researches have demonstrated the ability of the combination of geophysical exploration methods to estimate the thickness of deposited wastes, which provides the layered structure of the study area and certain, method depended, mechanical parameters as well. By theory, the frequency of resonance of an upper layer is a function of its thickness and the average shear velocity in it. Furthermore, the application of H/V spectral ratios of micro-tremors is a fast, straight forward and cost effective methodology, yielding the determination of the main resonant frequency of the soil. Based on this framework, 20 microtremor measurements have been carried out in a Landfill in Heraklion-Crete. Some of these measurements were deliberately close to drilled sites, where the basement had been reached. Three electrical resistivity tomographies were also used, in order to define the landfill structure such as, thickness, determination of different wastes distribution in the study area and other parameters. In addition, estimation of predictive Vs using empirical relationship between shear velocity and penetration resistance (SPT?s) were also conducted. Knowing the thickness and the resonant frequency, we estimated the shear (Vs) velocity of the waste cover. The final Vs model was confirmed using the results from the Vs-SPT correlation. The combinative implementation of the above mentioned geophysical and geotechnical methods have successfully defined geometrical and geotechnical/geophysical characteristics of the area under investigation in a fast and cost effective way.

Today many small diameter tunnels are being constructed in Metropolitan areas and towns as transmission holes for utilities such as water, electricity, natural gas and sewage, to name a few. These tunnels function as utilities beneath the streets, highways, railways, and other structures where open-cut techniques are impractical for any one of a number of reasons. Many such bores range in diameter from 15 to 72 inches and in lengths from 100 to 500 feet. Auger drills with auger type heads have long been used to bore these "road crossings" as they are usually termed; however, many such crossings must be bored in rock with rock-boring heads. Rock with a compressive strength of 15,000 p.s.i. and higher seems to present the greatest challenge for the contractor. These rocks include most igneous and metamorphic rocks and some sedimentary rocks. In general, this grasps most granites, basalts, gneisses, slates, schists, quartzites, limestones, and cherts. In the past ten years boring machines have been developed and used to excavate road crossings through hard rock. Many crossings have been successfully excavated using these machines, and the degree of success has increased substantially in the last few years. A variety of machines have been built and manufactured to bore most rock in a range of diameters up to 72 inches. The machines vary in capabilities, size ranges, and designs but all perform the same basic task and function of boring horizontally. Consideration is given to the deformation characteristics of the roof formation and the coal seam as determined in the laboratory as well as in the field. The results can be utilized by the practicing mining engineer to improve current mine design practice.
