Few factors are as important as fluctuations in aggregate economic activity and exchange rates in determining the profitability of mineral investments. Macroeconamic theory explains how the two factors are interconnected in today's world and in tomorrow's. We can use macro¬economic theory to lessen some of the risks in mineral investments. And in the current state of the world the risks are high. The above paragraph summarizes our argument. Our goal in this paper is to examine the nature of contemporary business cycles so as to explain their implications for the metal industries, particularly the implications for capacity. Thus, our first section examines the workings, causes, and history of the recent economic fluc¬tuations. In doing so we must understand how current world economy is interconnected, that is, how economic events in one country are trans¬mitted to the rest of the world. Our view is that governments and central banks are key actors in the creating of economic fluctuations. Then, in section two, we work out the implications of section one for the metal industries focussing on comparative advantage, trade, and capacity decisions. Over the last fifteen years the world economic system has had slow overall economic growth and has had strangely unpleasant recessions. While future business cycle will not repeat the de¬tailed pattern we have seen, there will be similarities. The similarities need to be under¬stood before investment occurs. The slow growth in the world economy since the early 1970s has aggravated the problems from business cycles, created its own problems, and has partially hidden the effects of other events. Major realignments of currencies are likely to take place over a business cycle. The nature of the causes of the cycle will determine the direc¬tion of change in the exchange rates. For example, whether a USA recession will be accompanied by a weaker or a stronger dollar will be determined by the cause of the recession. The realignment of currencies over a business cycle leads to a realignment of comparative advantage in the metal industries. Thus, not only will world metal consumption vary over the business cycle but the impact on various countries' metals industries will differ consi¬derably. Competitiveness often depends more on the value of the dollar than it does on inherent efficiency and wage rates. Capacity decisions are inherently riskier due to the country specific nature of exchange rate risk. A realignment of currencies changes the pattern of trade if and only if the country with the cheaper currency also has idle capacity. The importance of our topic is indicated by Table 1 which shows the impact of cyclical and exchange rate shocks on the USA metal industry. There is no straightforward and systematic method for adequately measuring blast damage in on-going mining operations. This paper considers various techniques available for the measurement of blast damage, making particular reference to recent underground hardrock mine studies. This paper concludes by indicating the importance of understanding and accounting for geology and emphasizes the need for a robust damage-audit procedure.

In 2001, the Minntac Division of US-Steel retrofitted one of their Grate-Kiln Iron Ore Pelletizng lines with a Ported-Kiln Air Injection System (PKAIS) the first of it’s kind in the world for oxide pellets. The Ported Kiln System injects air under the bed of pellets in the rotary kiln, causing rapid oxidation of the magnetite pellets. This rapid oxidation allows for lower kiln temperatures, reducing fuel demand; less heat load on the annular cooler; and higher pellet quality. Both the process and the equipment are patented developments by Metso Minerals. This paper discusses the process, the key equipment, and the benefits to the pellet plant and the downstream blast furnace operations.

Samples of coal from an adit in the Fording River District of British Columbia showed hydrophilic properties between depths of 0-24.5 meters and was naturally hydrphobic at higher depths. Laboratory experiments indicated that weathered samples (i.e., those mined at 0-24.5m) could be upgraded by froth flotation at pH<2 following slimes removal. The i.e.p. of samples varied regularly between pH=1.6-4.1, the weathered fractions being at the lower end of the pH scale. These values followed a pattern comparable with the flotation behavior of samples. A patchwise structure for coal surfaces determining the resultant disjoining pressure, which in turn determines flotation-non flotation relationships is postulated.

An availability approach for determining the capacity of a major Bucket Wheel Excavator (BWE) system to be used in the Yuabaoshan Surface Coal Mine in China is presented in this paper. Based on previous studies on other BWE systems for delay times due to internal and external causes and a four-level maintenance and repair schedule, a model was developed, taking into account all random failures, to present a fast and simple solution to this highly complex problem. A procedure employing the Markov renewal theory for determination of the distribution of random failure times and failure rate of the whole system, as well as some other factors useful for calculation of the overall system capacity, are discussed.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. In open-pit mining, blasting pattern design is performed to achieve a desired degree of fragmentation for loading, hauling, and crushing operations. Inappropriate fragmentation of rock will result in numerous problems such as incurring extra costs for secondary blasting, production interruption, etc. Wetness of the blast holes is one of the most important factors, which can cause the inappropriate rock fragmentation. Lowering ambient temperature in the vicinity of the explosion, the presence of water in the hole adversely affects the quality of the explosive while dissipating part of the explosion energy, ending up with inappropriate fragmentation problems. In the present research, in order to study blast-induced fragmentation conditions in Baba-Ali Iron Ore Mine, three scenarios were considered: explosion of ammonium nitrate with fuel oil (ANFO) in dry hole, explosion of ANFO in wet hole, and explosion of the emulsion in wet hole. For this purpose LS-DYNA, a numerical simulation code was used. Results of the present research showed that, compared to the explosion of ANFO in wet hole, the explosion of the emulsion produced more uniform distribution of fragment size, while the explosion of ANFO in dry hole resulted in fewer large fragments.

High temperature, methane, dust and other disasters are getting more serious with mining depth getting deeper and the development of mechanization in underground mines. An application of a descensional ventilation to a coalface is one of the effective measures to solve the above problemes. The descensional ventilation is an venttilation that an airflow in a coalface wouuld downflow along an inclination of a coalface and the direction of the airflow is the same as coalflow. Since 1960&apos;s, the descensional ventilation has been applied to 171 coalfaces in 46 coal mines of 23 coal mine administrations in China, such as Pingdingshan , Zhongliangshan, Pubai, Huangshi coal mine administrations. Among the 171 coalfaces, there were 104 coalfaces taking 60.8% in gently inclined seam. The coalfaces in inclined seam and steep seam were individually taking 18.7 % and 20.5 %. There were 77 coalfaces taking 45 % of the total in low gassy coal mines and coal and methane outburst mine were individually taking 17% and 38%. There were 141 coalfaces taking 82.5% of the total in potential danger of dust explosion. There were 125 coalfaces taking 73.1% of the total in potential danger of spontaneous combustion. Therefore, the descensional ventilation can be used in coalfaces under different conditions in China. The practice at home and abroad shown that the application of the descensional ventilation to coalfaces has obvious results in dust control, temperature control, preventing methane accumulation at top corner angle and control of spontaneous combustion in goaf. To more safely and reliably apply the descensional ventilation to coalface and to provide a way for the development of mine ventilation technology in China, the paper will have discussions on the following problems: METHANE EMISSION AND DISTRIBUTION AT COALFACE WITH DESCENSIONAL VENTILATION Methane emission in a coalface with a descensional ventilation is an argued issue for many years. Base on the coal practice, special similar model tests and researches in China, the followings are our main comments. The Descensional Ventilation can Reduce the Methane, Accumulation at the Top Corner Angle. The measurements in six coalfaces with the downward airflow in Qinhemen Mine, Fuxin Coal Mine Administrations shown that the methane concentration at the top corner angle is often up to l% when the coalface has the upward, airflow. The max. methane concentration at the top corner angle is about 0.49 to 0.7% when the coalface has the descensional ventilation. Therefore, with the descensional ventilation, it basically solved the overlimited gas concentration at the top corner angle which is a potential danger to coal production. Because the direction of upfloating gas is opposite to the direction, of the descensional airflow, the descensional ventilation; could increase a turbulent flow mixing capacity of the methan gas and air, and reduce a possibility of methane; accumulation. Due to an air leakage in goat when the coalface with the descensional ventilation lower than an air leakage in goat when the coalface with the, ascensional ventilation, a less methane quantity will release from goat at the descensional ventialtion. It should be pointed out that due to a higher air leakage at ascensional ventilation and the direction of the air; leakage same to the direction of the natural upfloating methane in goaf, those will cause a large methane; accumulation at the top of the goaf and easy bring about, methane accumulation and overlimited methane concentration at the top corner angle with an ventilation vortexflow at the top corner angle. On the other hand, because the direction of the upfloation force function is upward, the descentional ventilation could minimize as possibility of methane accumulation at top corner angle in coal with the descensional ventiltion.

During 1983, 42.2% of the 686.0 (624.3 Mt) million tons of coal reported, 289.6 (263.5 Mt) million tons were mechanically cleaned, of which 107 (97.4 Mt) million tons were cleaned by dense media (magnetite and sand) processes.&apos; The percentage of bituminous coal and lignite cleaned mechanically by dense medium processes increased from 7 to 38% between 1938 and 1983. The Electric Power Research Institute estimates that 150 million tons (137 Mt) of coal were cleaned by heavy-media processes in 1986, and that this number may increase to 265 million tons (241 Mt) by 1990.2 Dense medium separations include those coal preparation processes that clean raw coal by immersing it in a fluid having a density intermediate between clean coal and reject. As there is a general correlation between ash content and specific gravity, it is possible to achieve the required degree of removal of ash-forming impurities from a raw coal by regulating the specific gravity of the separating fluid. Dense medium processes generally offer the following advantages over other coal cleaning processes: • Ability to make sharp separations at any specific gravity within the range normally required even in the presence of high percentages of raw coal whose specific gravity is near the specific gravity of separation. • Ability to maintain a separating gravity that can be controlled within + 0.005 sp gr units. • Ability to handle a wide range of coal sizes. • Ability to change specific gravity of separation to meet varying market requirements. • Ability to handle fluctuations in feed, in terms of both quantity and quality. Unfortunately, dense medium processes can have the following disadvantages: • Relatively high capital costs caused primarily by the need for equipment to collect and recycle the medium. Relatively high operating costs caused primarily by operation of medium recycle equipment and loss of medium.

The new Tren Urbano heavy rail transit project in San Juan, Puerto Rico has one very significant part, the Río Piedras Contract, being constructed underground. This paper will give an overview of the tunneling work that started construction in1997. Design-Build procurement for tunneling is addressed. The new and modern transit system in San Juan will be 17.2 km (10.7 mi)long and have 16 stations in its first segment of construction, which is due to open in 2001. The line connects the city center district of Santurce to the outlying suburban municipality of Bayamón. All construction is being done under design-build contracts as a demonstration project funded by the Commonwealth of Puerto Rico and the Federal Transit Administration (FTA). The Río Piedras Contract is completely underground and involves practically all types of construction in soft ground. One station is built as cut-and-cover at the University of Puerto Rico. One portion has twin tunnels to be driven with an Earth Pressure Balance Machine (EPBM) and lined with one-pass precast concrete segments. Another has four short tunnel drives at a turnout that will be constructed with an initial support of shotcrete and lattice girders (i.e., the New Austrian Tunneling Method of construction). The most complex construction is the Río Piedras Station, which is being built as a stacked drift with a total of 15 individual tunnel drifts. After being sequentially excavated and concreted, they will form the arch of the 19 m (62 ft.) wide by 16 m (53 ft.) high cavern station. This structure is excavated in soil with less than 5 m (16 ft.) of cover to overlying historic buildings.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. Rehabilitation of sites contaminated by oil products and chlorinated organic compounds is a costly task which affects the planning of urban and infrastructure development. An integrated approach based on the non-invasive geophysical technology is utilized for subsurface characterization of contaminated land. In this approach the localized information, provided by chemical analysis of soil samples collected from bore-holes, is used for the calibration of the geophysical data. This information is subsequently extrapolated to the area under investigation by combining it with the geophysical results, providing thus information about pollution accumulation, contaminants? flow and pollution sources. Two case studies are presented from sites contaminated by heavy metals (Venice, Italy) and oil products (Athens, Greece). Resistivity, electromagnetic and seismic methods were used in this approach. Namely, electrical tomography, electromagnetic mapping, ground penetrating radar (GPR), multichannel analysis of surface waves (MASW) and seismic refraction experiments were conducted. In Italy, the sections from the multichannel analysis of surface waves imaged successfully a buried channel where the pollution is concentrated. Preliminary results are also discussed from the geophysical survey in Greece where the thickness of the oil phase located on top of the water layer is 60 cm.

This chapter contains the edited transcript of the "Gold Heap Leach Information Exchange" session that was held at the 1990 SME/AIME Annual Meeting in Salt Lake City, Utah. The exchange occurred on the afternoon of February 27, 1990. The session was intended to act as a forum for discussing some of the more prominent operating problems associated with heap leaching precious metals. The information exchange was very successful. The exchange consisted of several panelists introducing and discussing different topics, follow by a comment and question period. This transcript contains the panelists&apos; presentations as well as comments and questions from the floor and the panel. Extraneous comments and remarks have been edited out. In view of the success of recent laboratory studies using X-ray computed tomography (CT) to determine coal washability and with the availability of high-speed CT systems, it now seems possible to design an on-stream washability system for the control of coarse coal-cleaning circuits. Design features for such a system are examined and possible control strategies are discussed for different applications.

NIOSH researchers and an industry partner conducted an investigation to study the effectiveness of ergonomic interventions in mining. The study required a significant commitment of time and resources from the cooperating site, Bridger Coal Company. This paper focuses on some of the challenges faced by the researchers and their cooperator. Challenges included the need to redesign methods of identifying and prioritizing injuries, and the need to train the workforce in ergonomics while still maintaining progress and interest in the process. The authors discuss some practical interventions implemented by Bridger Coal to date, and discuss future research implications brought about by PacifiCorp’s Generation Business Unit, who monitored the project to determine whether an employee-owned ergonomic process could be implemented throughout their operations.

Studies have been carried out to optimize the VCR&apos;s mining sys- tem on the basis of synthetic analysis at Fankou Pb-Zn mine in Southern China. The synthetic e- valuation method is proposed for selection of mining alternatives and stope dimension optimization techniques. Theoretic calculation and computer optimization of the fragmentation of rock blasted by multispherical explosive charges are discussed. The mathematical and optimal fragmentation models are built. The optimum model is built for the main mining operations such as drilling, blasting and haulage. Lt can be used to evaluate VCR?s mining projects, select mining parameters and provide design fundations. From the point of view of system research on the geomechanical process, stoping technological process and benefit, the complex method of optimization is proposed for VCR&apos;s mining. Using computer simulation, based on this model, the optimal parameters are established and analysed. An effective approach is provided for research on the mining method optimization and getting better economical benefits from the application and improvement of VCR&apos;s method.

NIOSH is conducting research to reduce the silica dust exposure of workers at surface coal mines. One goal of this research is to evaluate the relationship between drilling parameters, rock strata and silica dust generation. This study involved measuring blast hole emission dust from a rotary drill rig which required sampling high concentration dust (>400 mg/m3) for silica content in a high velocity airstream. To measure dust initially, traditional sampling methods using personal sampling instruments were attempted in and around the shroud area of the drill with no success. Variations in the dust cloud concentrations under the shroud, the condition of the shroud and its orientation over the hole, and ambient air conditions prevented consistent and accurate dust measurements from being obtained. Amore consistent dust cloud is necessary for accurate measurements. An area of the drill’s dust collector system that consistently draws the emitted airborne dust from the hole is the collector tube. This tube connects the drill collector’s vacuum and dust filtration system to the shroud area. Assuming the collector system is working as designed, sampling from the collector tube would enable more consistent and accurate samples to be taken. However, current personal samplers are unable to sample in the concentrations and velocities experienced in the collector tube, so another method had to be devised. To achieve the desired results, an in-stack cascade cyclone was used. Preliminary field testing shows positive results.

I welcome the opportunity to meet with you and discuss the work and program of the Office of Coal Research. Our programs are oriented to serve the conservation objectives of the Johnson Administration and of the Nation by seeking out the most efficient and best uses for coal. We believe that even if only a portion of our program is successful, the coal industry and the Nation will benefit far out of proportion to our expenditures. Operating with a budget of $7,220,000 in Fiscal Year 1966, OCR sponsors contract research which offers potential for achieving benefits to the coal industry in the form of new production and new markets. This directs us into many areas of research activity: in coal combustion, in advancements in mining methods and coal preparation, in new uses for coal, and in associated economic and marketing research.

Completion of a railroad to the high Tibetan Plateau in Central China has now made it economical to exploit its mineral reserves. Lead and zinc mines are now being established. A potash plant to produce 40,000 tons per year KC1 is now in operation. Plans to produce 200,000 tons per year by 1987 are being implemented. Pilot drilling for oil and natural gas have proved up reserves. Slaughter houses are being constructed to ship yak, mutton and beef from the endless grasslands on the plateau. Research Centers in Xining and Golmud have been completed for the sole purpose of increasing technology and exploitation of the Tsaidam Basin and surrounding area.
