Whether drilling through tough clay or breaking rock, or facing the most severe conditions including mixed face ground, perched water and running and flowing sands, working under-ground certainly comes with no shortage of challenges. In an environment where the unknown is faced on a daily basis, tunneling contractors must be able to rely on their equipment to get the job done properly. Not only that, their equipment must comply with two of the highest priorities: safety and efficiency. In addition to being the number one concern, a proven safety record provides additional benefits to a company. A safe work environment serves as a key component to company growth, including the ability to remain competitive in bidding and maintaining higher-level, more challenging projects.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. This paper summarizes the main achievements of our previous project entitled "Development of a technological system producing quality guaranteed fly-ash based binder". Furthermore, this study deals with the laboratory experience of lignite fly ash utilization for two different goals. On the one hand the fly ash was tested as a binder; on the other hand it was investigated as an underground mine backfill material. Considering the first goal, the utilization of a mixture of mechanically activated fly ash and lime for producing an independent binding composition has been assessed involving determination of relationship between the degree of activation of fly ash and the strength of the obtained concrete. The results confirmed that this hydraulic binder is suitable for construction of stabilization and capping layers or base layer. Regarding the backfilling application, this paper presents laboratory experiments, their results including settling tests, hydraulic permeability and strength measurements and dense slurry technology related results.

Decisions made during a response to a mine fire or an explosion greatly affect the final outcome. The safety of miners should be the primary concern with accounting for all of the miners the first issue for resolution. If miners have not safely evacuated from the mine, the last known location of the miners at the time of the event and anticipated travel routes are primary exploration areas. After the mine is evacuated, there are many very important decisions that must be made quickly and often under great stress. It is critical that the mine operator establish an orderly method to direct the mine emergency response. Designation of a Command Center, staffed with personnel charged with developing plans, is a common method of establishing control. Scheduling of key mine managers will be critical, since decisions must be made 24 hours a day and people working for extended periods with little or no sleep do not always make clear or cognizant decisions. Internal communications, passing information on to subsequent shifts, and external communications with families and media must be accurate and timely. Assembling resources for responding to the mine emergency is critical for an effective response, and pre-planning can pave the way to a successful recovery. Sampling mine gasses and accurately determining the composition of gas mixtures is a common tool used to develop response plans in all fires and explosions. It is essential that preparations for emergency situations are made well in advance of a disaster. Effective communications are essential for mine management to successfully respond to a mine emergency. This paper discusses some considerations which need to be addressed in directing a response to a mine fire or explosion.

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. "Within the energy concept of the German government, the operating time of nuclear power plants was initially extended from about 8 to 14 years. It is planned, however, that every power plant will gradually be decommissioned until 2025 and that simultaneously the amount of renewable energies will successively be expanded. According to the political state, nuclear energy is a discontinued model. Looking at the global energy market, though, an obviously opposed development can be observed. At the moment, 443 nuclear power plants are running worldwide and further 62 facilities are being built. These about 500 nuclear power stations have to be supplied with nuclear fuel right now and in the future. The present paper will describe the worldwide use of nuclear energy, the extraction of the nuclear fuel uranium and in detail the available and predicted resources of uranium. The conclusion of the paper is the statement that uranium as nuclear fuel is no scarce resource but sufficiently available."

The Bay Area Rapid Transit (BART) District will be extending BART service south along an 8.7-km (5.4-mile) -long corridor in the city of Fremont, California as part of the Warm Springs Extension (WSX). The WSX project will link the existing BART system to the future BART to San Jose extension. A segment of WSX is located in Fremont Central Park (referred to as the Fremont Central Park Subway Project). The Fremont Central Park Subway is considered the most complicated and geotechnically challenging portion of the project with an underground subway box being constructed near the active Hayward Fault which is capable of ground motions up to 0.75 g and is located in an aquifer which is used for water storage and supply. Soil-structure interaction analysis was used in the design of the subway box to resist deformations due to earthquake ground motions. A water-tight excavation support system has been designed to allow subway box construction while minimizing impacts to the aquifer.

Mediterranean regions such as Greece, Turkey, Cyprus, Corsica and New Caledonia have experienced epidemics of malignant mesothelioma as a result of non-occupational, ??domestic?? exposure to tremolite asbestos and fibrous erionite. This exposure to tremolite asbestos and fibrous erionite is typified ??domestic?? due to its prevalence in regions with natural deposits of tremolite asbestos (or fibrous erionite) where the material from tremolite asbestos or fibrous erionite is used for domestic applications such as whitewashing. However, these exposures may be useful in examining the potential consequences of even small amounts of amphibole asbestos fibers in the ambient air. It can also elucidate the effects of fibers that behave like amphibole asbestos. However, this type of exposure is not useful for studying the potential effects of small amounts of asbestos in the ambient air of big cities due to the differing nature of the fiber types and modes of exposure between the regions. © 2008 Published by Elsevier Inc. DOUG HALBE: Second in our quick run-through on "Operating Ideas That Have Saved Me Some Bucks," was Debbie Laney of Rayrock Mines. Debbie apologizes. She can't be here. But she said, "Doug, don't worry. I've asked Mary Korpi to present the paper. We're both short, blond, and wear glasses. Nobody will know." [laughter] Mary, I caught it right away. You ladies can't fool us. Debbie, who wrote the paper, has spent almost her entire career in operations. She is currently metallurgical manager of Rayrock Mines in Valmy, Nevada. Mary Korpi is also a real operator (that doesn't sound right). She has been responsible for a number of operating areas at Newmont's Nevada operations, and she is currently taking a break from operations as manager of public relations/employee communications for Newmont Gold in Carlin. MARY KORPI: They told us this year at Newmont that we were going to have to work twice as hard. I had no idea it meant I would have to work for another company, too. Over the years, and many times in association with work for mid- to small-size mining companies, there have been two areas that seem to have been the focus of cost savings when looking at new facilities or new processes.

The use of wetlands to treat mine drainage has become increasingly common, particularly as more information is available on their operation and construction. However, the lifetime of each system is still, at best, an estimate. Treatment lifetime depends on the types of processes that provide the majority of the metal removal. Anaerobic systems (vertical flow systems) rely primarily on sulfate reducing bacteria, which reduce sulfate to sulfide and generate alkalinity. Metals can be precipitated as sulfides, and acidity is neutralized. These systems can remove over 90% of the metals and increase pH from around 4 to over 7. The bacteria will remain active as long as the system remains anaerobic and contains an adequate supply of sulfate and small chain organics. Although estimates of lifetime made on the total carbon in the system suggest that lifetime should exceed 20 years, data from field and laboratory studies show that the rate of sulfate reaction decreases with time, and that after several years rates decreased substantially. To maintain acceptable treatment, either additional organic material must be added or the total metal and acid load to the system would need to be reduced substantially. Aerobic systems (overland flow wetlands) can effectively remove metals from neutral mine drainage by reactions with organic material in the substrate. Over 90% of the copper and nickel have been removed in aerobic systems treating mine drainage in Minnesota. The primary removal processes in these systems include adsorption, ion exchange and complexation, which are finite; removal will cease unless new removal sites are generated. Two wetlands built in Minnesota have been successfully treating mine drainage for 12 years. At one of the wetlands, the annual production of new removal sites has been estimated to be equal to the annual metal input, and, as a result, metal removal should theoretically continue indefinitely.

It will include a description of construction progress on the first contract to be let, which consists of a 248 m (815 ft) long launch box, 3.9 km(2.4 miles) of TBM tunnels and a tunnel sump; the packaging strategy for the remaining work; and the progress through Final Design of the remaining packages, including the two large span rock cavern stations.

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. Gearless mill drives are a well established solution for grinding applications in the minerals and mining industries. The paper describes the functionality and technical features of such drive systems as well as their advantages compared to other drive solutions. Due to the variable speed operation the grinding process can be optimized for ores with varying grinding properties. This leads to significant optimization potential for the plant design as well as for its operation. Furthermore, energy and cost savings due to optimized operation, high system efficiency and high system availability are shown.

It is widely accepted that particles stabilise flotation froths and that stable froths result in improved flotation performance. Predicting the effect of particle addition on froth stability is, however, challenging. Dynamic surface tension measurement using maximum bubble pressure presents an attractive technique to investigate the effect of surfactant and particles at the air-water interface. The range of bubble lifetimes that can be studied (typically 0.1 to 60 s) is analogous to variations in air rate in flotation cells, and the corresponding changes in surface tension give an indication to the diffusion and adsorption rates of particles at the interface. In this paper, we use dynamic surface tension measurements to investigate the effect of particles on bubble surfaces at the microscale and link this to bulk froth stability measurements carried out using a froth column. Using the maximum bubble pressure method, the results show that the addition of particles results in lower surface tension, both at the dynamic (i.e. short) bubble lifetimes and towards equilibrium (i.e. 60 s bubble lifetime). This corresponds with the bulk froth stability measurements, where the three-phase system yielded more stable froths than the surfactant only system. Furthermore, increased particle loading at the air-water interface, whether through higher surfactant concentrations or lower air rates (longer bubble lifetimes), gave lower surface tension and higher froth stability. This demonstrates the link between bubble loading and froth stability. It is proposed that the maximum bubble pressure technique can be used to predict froth stability for two- and three-phase systems, enabling the effect of particle loading to be accounted for and quantified. Moreover, the technique has the potential to allow rapid determination of particle and surfactant diffusion at the air-water interface and prediction of the corresponding effect on bulk froth behaviour.

The roles of pulsating mechanisms such as the amplitude and frequency of the jig cycle are well established in jigging. Also well established are the roles of the size ratio and the volume fraction of the feed. In iron ore beneficiation plants, these process parameters are optimized to achieve the highest efficiency. However, the role of one of the more important feed characteristics, the liberation characteristic of the feed, has not been studied in detail. Evaluation of the liberation characteristics is difficult because the required washability test is not viable for iron ore feed. In this paper, a new method is proposed in which the liberation characteristics are measured through a separation efficiency value. In the new evaluation method, jigging parameters such as amplitude and frequency of the jig cycle are optimized from the fundamental understanding of the process dynamics and feed characteristics such as size distribution. Then, feeds with different liberation characteristics are tested to evaluate the liberation characteristics of feed in jigging.

The mine sites of K+S are distributed all over the world producing mainly potash and magnesium salts and rock salt. Focus is on the sustainable use of the natural deposits in order to stay competitive. For this reason a raw material policy, both national and international, is necessary to ensure access to new mineable deposits which are still available in Germany. Further on, knowing market conditions is a must for sustainable development. At least sustainability and resource efficiency in potash and rock salt mining are achieved by constantly developing new technologies as well as optimizing the organization and improving qualification of workers."

Mine tailings storage facilities (TSFs) can be a significant source of fine, respirable dust. This dust poses concerns, especially for nearby communities, because of its detrimental impact on respiratory health. To address these concerns, this study examined the effectiveness of commercially available polymers, known for their biocompatible and environmentally friendly features, to prevent dust generation from upstream-type TSFs in active mining operations. It focused on two areas in TSFs: the tailings beach and slope/dike surfaces. Two types of polymers—polyethylene glycol and poloxamer—were selected, and their effectiveness was evaluated in a series of phased laboratory and field tests. The lab tests investigated the moisture-retention capacity of the tailings after treatment with the polymer solutions as well as the ability of these solutions to reduce dust emissions. Polymers were applied to a tailings bed surface in the lab and dust was generated from this surface using a wind tunnel. PM10 and PM2.5 concentrations were measured using laser-diffraction dust sensors, and the polymers were found to have reduced dust emissions up to 95%. Small-scale wind-blowing tests were conducted in the field (specifically, in a controlled environment at a TSF) to evaluate polymer effectiveness on the tailings beach and slope/dike areas. The tests revealed that the AP could efficiently suppress approximately 80% of PM10 and PM2.5 dust emissions at both types of areas. Finally, 1000 gallons of AP solution were discharged at the top of tailings beach and slope/dike areas, respectively, and found to be effective. The results of these tests showed the high potential of the biocompatible polymers to be a feasible solution for reducing the respirable dust emissions from upstream TSFs in arid and semi-arid regions.

As the mining industry moves further into developing countries in search of new resources, its role in international development is coming under increasing scrutiny. This is a trend that is likely to accelerate, along with the potential for headaches among managers in the industry. Public interest in development and environmental issues is rising as faith in “big business” falls. This has strengthened nongovernmental organizations (NGOs) campaigning for sustainable development. And it has put more pressure on banks, governments and development agencies to curb corporate misdemeanors. Developing world governments are also becoming emboldened to reject previously agreed terms they do not consider equitable. The mining industry has begun to formulate a response to these pressures but must go much further. Societal and environmental issues must move from public relations to core strategic thinking. Abiding by rules or codes is not a relevant response. Instead, genuine support for sustainable development is required. This will involve delegating the responsibility for engaging with local communities to on-the-ground staff and developing a dialogue with local stakeholders rather than conducting an initial assessment and disengaging.

Doyon mine, Quebec, Canada evaluates the possibility of desulphurizing their tailings to produce material to be used in as cover over the acid generating tailings disposal site. Laboratory tests were conducted and showed that a single-layer cover made of desulphurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modelling with the software Vadose/W was undertaken to optimize the design parameters, namely cover thickness, water table position, and residual sulphide content of desulphurized tailings following laboratory work. It was found that the optimal configuration includes a 1 m desulphurized tailings cover containing 0.8%S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux towards acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective chosen for Doyon mine (10 mol/m2/year) with the protective sand layer, even in extremely dry conditions.
