The aim of this study is to present hazard classifications of location, type and causes of accidents in the Turkish coal-extracting industry using the analytic hierarchy process (AHP). In this study, fatal mine accidents were analyzed by pairwise comparison and weighting, and the most important hazards were identified by determining the effective main and sub-criteria among location, type and causes of accidents. For this purpose, first-, second- and third-level hazards consisting of location, type and causes of accident were determined by using the data of fatal mine accidents in underground and openpit coal mining in Turkey between 2010 and 2020.

Little did I know, in 1977, that when the A. P. Green Refractories Raw Material Manager showed me 5-6 burlap bags with samples of calcined high alumina bauxite in their testing lab that this was the start of China moving to be the number one user and producer of calcined refractory bauxite. According to Ted Dickson in his August 2008 Industrial Minerals article China produced about 4 million tons of calcined bauxite in 2007 using 2 million tons themselves. They imposed an export limitation of 970,000 tons in 2007 and 940,000 tons in 2008. A 10% growth will take up the difference between exports and production in 4 years. Two of these years are gone. It will take only 4 more years to eliminate the export quota in home use. Then they will be importing unless they increase production. Guyana was exporting over a half million tons in 1975 and sold less than 70,000 tons in 2002. Basai Metals Group bought Guyana?s deposits and is rose to 250,000 tons in 2007 and expects to produce 280,000 tons in 2008. PRICES According to the USGS Prices dropped from $172/per ton for Guyana calcines in 1980 just after the start of Chinese production to $122 in 1985. Guyana prices averaged around $120/ton from 1985 to 2005. China?s price dropped as low as $45/ton in 1995 undercutting Guyana and making it virtually impossible for anyone to get into the market. The price suddenly escalated to $550/ton FOB China in the summer of 2008 when China actually cut its exports in half. The price dropped in the fall as orders dropped. This is a four to five fold price increase. Is this a shortage of bauxite or a monopoly? Australia dropped out of the market in 2008 and Surinam, controlled by Alcoa, is not participating right now. Will these two come back in to make up the difference? Will the price hold up so they can make a profit? [ ] The low prices have undoubtedly affected the prices of the 60 and 79% alumina bauxite which can hold down the quantity of 80% plus calcined refractory needed in the world market. China is starting to upgrade lower quality bauxite up to 90% alumina. With high prices kaolin alteration to high alumina comes into play. The calcined bauxite is also used for proponents, Brown fused alumina, and abrasive grades which compete with Refractories. These and the tightness of supplies needed for metallurgical will hold prices up. TONNAGE China is the number one supplier and consumer of high alumina calcined bauxite in the world. Basai Metals Group Guyana (BMGG) is owned and controlled by Basai Minerals Group of China. This appears to be the second largest supplier. Australia has dropped production and Brazil is just starting to expand. It appears China is going to replace some of exports caused by the Export License 940,000 ton maximum in 2008 by raising Guyana?s (BMGG) production of calcined refractory grade bauxite. Companies exceeded restriction in 2007. Fines have been imposed for 2008. In August 2008 they appear on line to meet the 2008 quota. After August prices have dropped off as orders dropped due to the recession. Guyana was the largest producer in 1975 with 769,000 tons which decreased to less than 79,000 tons in 2002. The U. S. is a small part of the world production. I have used the United States charts to represent world imports because I have little data on what other countries import and pay FOB for their bauxite. China started exporting calcined 80% plus refractory bauxite to the United States in 1979 with 24,000 tons. By 1985 they were the number one importer with 169,000 tons. Guyana who had been number one in shipments to the United States gradually decreased to 36,000 tons in 2006. Guyana has been purchased by China BMGG and will increase there production to over 200,000 tons in 2009. Australia shut down production in 2008 and Surinam has elected to not send any Calcined bauxite to the United States. The effect of anions such as sulfate, chloride, and nitrate on the solubility of rare earth element-bearing phosphates and fluorocarbonates has been examined using relevant thermodynamic data. The study has found that these anions have significant influences on the overall dissolution of rare earth elements (REEs) from various sources in the aqueous media. The thermodynamic calculations in this study have indicated that the speciation of REEs with the anions tends to increase the overall solubility of the REE-bearing minerals. However, in some cases, strong precipitation of REEs with some of these anions causes an adverse effect on the solubility of these elements. It has been found that sulfate ion has the most pronounced effect on the solubility compared to nitrate and chloride, in which the latter two acids exhibited almost identical results. The calculated results have indicated that REE-oxide (hydrated) is the easiest compound to dissolve, followed by carbonate, phosphate, fluoride, sulfate, fluoro-carbonate, and oxalate in that order.

An industrial engineering and computer simulation study was conducted on reclamation operations to evaluate the possibility of integrating mining and reclamation operations, and to evaluate the factors which influence the production potential of scrapers. The study was done in a southern Illinois strip coal mine producing approximately 2.27 M metric tons (2.5 million short tons) of clean coal annually. The main outcomes of this study are (a) it is possible to reduce reclamation cost about 20-25 percent by integrating reclamation and mining operations, (b) haul distance has the most significant effect on scraper production, (c) push-pull is the best mode of operation for wheel scrapers for topsoil/subsoil removal, and (d) historical data obtained from the mine for one year show that average dozer productivity in rock grading is about 60 percent lower than the expected production; similar data for scraper is about 25 percent less.

Introduction Powered supports in longwall mines essentially operate under two conditions: 1. Static (non-working) 2. Dynamic (working) There is a variety of static conditions which may exist in a mine. These may include a temporary stoppage of work for a few minutes or stoppage of work for days because of strikes or lack of demand for coal. Studies on pressure behavior were made during brief stoppages of work (few hours) as well as a long stoppage of work (two weeks). In dynamic conditions, the pressure variation on supports is expected to follow a certain pattern. However, in many cases that does not happen. Pressure-time characteristics of each leg of the supports were studied. This paper discusses the research findings of the studies made on powered support pressure behavior under both static and dynamic conditions. Studies on Pressure Variation in Static Conditions It has been noted (Brenner et a1.,1975) that the pressure distribution on mechanized longwall faces is random in nature and changes with time and position along the face. Figure 1 and Figure 2 show the distribution of support pressures for the front left leg of supports in two different mines. In both the cases it can be seen that the variation of the support pressures along the face is indeed absolutely random. However, the nature of randomness in both the cases is very different. The data in Figure 1 (Mine 1) is much more random than the data in Figure 2 (Mine 2). This can also be seen from the standard deviation of the data (81 26 Pa versus 4000 pa) . By comparing the results of ten other sets of data the same conclusions can be arrived at. Since it was found that in Mine 1, the pressure on support legs was extremely random, batches of ten supports each were taken and the mean pressure plotted. This mean pressure line is shown in Figure 1. It was expected that this would smooth out the variation due to individual props and reveal a better picture of the support pressure distribution. For the case cited, the standard deviation is lowered to 5043 Pa from 8126 Pa which indicates that, on an average, the supports tend to take loads more uniformly, however for individual support legs the load on the supports is very random. The significance of this is that, if the supports are selected on the basis of theoretical load calculations alone (based on the roof block concept or some other concept), only the mean value of the support load required will be known. In the case of a pressure distribution with a high standard deviation, some supports selected on the basis of mean value will fail, while others will be supporting low loads. Hence, for proper selection of support capacity, it is not only necessary to know the average load but also the expected nature of the distribution. The only reason why the supports are supporting the roof in Mine 1 well is the fact that the yield load is above the highest level of load attained. If Mine 2, which has a much higher average load, had the same sort of standard deviation, the loads on the individual legs could easily exceed the support load. For example, if the pressure distribution followed a normal curve and the mean pressure was 36,700 Pa with a standard deviation of 9000 Pa, it is possible that 67% of the supports will be within the pressure range of 36,700 plus or minus 9,000 Pa, or 22,700 and 45,700 Pa. Many of the supports could then exceed the yield load of 40,000 Pa. It is clear then that the mean load is an inadequate criterion for estimating support resistance. The nature of the problem is statistical and such an analysis should therefore be made as far as pressure data are concerned. Statistical Analysis of Pressure Data. "Una de las enfermedades más extendidas en la industria minera es la pérdida de audición inducida por el ruido. La exposición de los mineros a niveles de ruido superiores a los niveles de exposición permisibles resulta en la pérdida de audición de aproximadamente el 80% de los mineros del carbón a la edad de jubilarse. En este contexto, el Instituto Nacional para la Seguridad y Salud Ocupacional (NIOSH, por sus siglas en inglés) está realizando investigaciones para desarrollar controles de ruido aplicados a los sistemas de minado de tajeos largos. Este método de minado es usado para extraer la mitad de la producción nacional de carbón subterránea. A partir de las mediciones en campo, se determinó en investigaciones anteriores que los componentes dominantes que generan sonido en el cizallador de un sistema de tajeos largos son los dos tambores de corte utilizados para extraer el carbón. Debido a las dimensiones y complejidad de los sistemas de minado de tajeos largos, el proyecto NIOSH desarrolló un modelo de elementos finitos validado del tambor de corte para utilizarlo en la predicción del sonido generado por este debido a las fuerzas de excitación experimentadas en las operaciones subterráneas. Este mismo modelo se utilizará para desarrollar controles de ingeniería para el ruido del tambor. Las fuerzas de excitación surgen de la interacción de la broca de corte y el carbón, y se transmiten al tambor de corte a través de los sujetadores de brocas. Debido a las condiciones adversas en el frente y la falta de instrumentación aprobada para uso subterráneo, las fuerzas operativas de corte de carbón no han sido evaluadas anteriormente. Para este fin, NIOSH, en colaboración con la Universidad Tecnológica de Michigan, desarrolló una broca instrumentada autónoma con seguridad intrínseca para medir estas fuerzas. Este artículo describe el desarrollo de la broca instrumentada y la medición de las fuerzas operativas de corte de carbón en tres minas. Las mediciones revelaron que las fuerzas tienen un espectro plano, algo característico de la naturaleza del impacto de estas fuerzas, hasta alrededor de 100 Hz. Por encima de esta frecuencia "cutoff", la magnitud de la fuerza disminuye a una razón proporcional al cuadrado de la inversa de la frecuencia."

The appropriate software and hardware necessary to adapt an X-ray CT analyzer for the determination of coal washability was developed and successfully tested for well-characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed X-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically, the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined. The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. Structural performance of fiber reinforced concrete (FRC) depends on its ability to carry tensile forces after cracking. Australian Standards AS5100-2017 and AS3600-2018 are the only available design standards that establish a test procedure to determine strength and toughness of an FRC in direct tension. Direct tensile testing of fiber reinforced shotcrete samples was performed to determine if the model and guidelines in AS5100/3600 were applicable to shotcrete; all previous testing was from cast samples. In addition to direct testing, micro CT-scanning was also performed. The paper presents tests performed, results, and how the tests could be used on future projects. In addition, a brief summary is provided of the guiding structural mechanics used for estimating residual tensile strength and test methods utilized to verify those estimates.

A laboratory method for the simulation of in-situ leaching of uranium was developed under contract to the Interior Department's Bureau of Mines. Simulation tests using sulfuric acid, ammonium bicarbonate and sodium carbonate as reagents and hydrogen peroxide as oxidant were carried out with representative ores from Texas and Wyoming. The tests not only yielded recovery rates of uranium and permeability changes, but also qualitative inferences on the chemical and physical phenomena which occur underground. Leaching with basic solutions was found to be kinetic constrained and with acid solutions, equilibrium constrained. The rapid permeability changes observed when leach solutions were introduced, were probably caused by gas blockages in the packing. Precipitation of calcite or gypsum and the reaction of clay to leach solutions had slow and gradual effect on the packing permeabilities.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. According to the Markowitz portfolio theory the value of a diversified portfolio is higher than the sum of the parts of a portfolio, which is an important consideration for the correct valuation. This is valid for real estate portfolios as well as for mining assets (or enterprises). This paper analyses the application of the portfolio theory to a diversified portfolio of assets in the real estate industry and draws conclusions on further research work to be done in the minerals industry. The volume of real estate transactions is increasing over recent years. As such, the nature of those transactions is constantly changing and in some cases portfolios become more heterogeneous as they are composed of different property categories, e.g. locations and types of use. This makes their economic evaluation more difficult. This paper focuses on the acquisition of a fairly heterogeneous real estate property portfolio purchased by “Commerz Real” in Germany in Q4 2019. For economic evaluation the widely used Markowitz portfolio theory (Markowitz, 1952) was applied. It was investigated whether diversification effects could achieve added value in the form of a reduction in risk compared to the sum of their individual components. As a result the findings of this research could be applied to other heterogeneous real estate transactions and even to mine property portfolio or PPP1 project portfolio transactions.

Environmental degradation due to abandoned quarries is an international problem, more intense when these sites are found in urban or suburban zones, in environmentally sensitive areas or are visible from sites of special interest. Rehabilitation solutions applied worldwide, range from simple relief restoration and planting to more sophisticated site exploitation in order to serve specific social needs. The elaboration of rational rehabilitation plans for every site presupposes deep knowledge and comparative evaluation of all the parameters of the problem. In this paper, a methodological approach of rehabilitation solutions for abandoned quarry sites is elaborated, based on domestic and international experience and practice. Solutions are grouped in eight main categories. In every category the framework of prerequisites and confinements (environmental, technical, social, economic, legal) for their application in Greek quarry site is investigated. A comparative assessment of alternative restoration solutions is introduced, using tools supplied by environmental economics, cost-benefit analysis, G.I.S. and multi-criteria analysis and follows in two stages: 1) Establishment of a set of criteria aiming at a priority list for a number of quarry sites located in a geographical or administrative district. 2) Assessment of alternative solutions for every single quarry from the previous priority list for the selection of the most adequate using technical, economical, social and environmental criteria.

"Linear circuit analysis (LCA) is a fundamental tool that may be used to evaluate, design and improve the performance of mineral separation. The traditional LCA methodology provides a comparative evaluation of circuit designs purely from the unit interconnections. The quantitative approach uses the analytical circuit solution to evaluate the slope of the circuit’s partition curve at the midpoint. Since the partition slope is often associated with a separation’s general selectivity, this numeric value is used to compare and rank alternative configurations. Unfortunately, the partition curve slope only reflects the separation potential of middling material. By itself, this value does not account for the relatively high unit dollar value of pure material or the gains and losses in mass yield associated with alternative circuit configurations. Realizing the value in the LCA methodology, but respecting the limitations of the partition slope valuation, the authors have derived two new performance indicators that quantitatively address pure particle misplacement (the Partition Moment of Inertia) and circuit mass yield (the Yield Score). Together, these parameters provide a better indication of separation economics in typical mineral and coal separation systems. Since the two parameters provide independent information on circuit selectivity and circuit yield, a Pareto efficiency, multi-objective function selection approach is proposed for preliminary circuit selection.IntroductionOver the past 30 years, numerous scientific and industrial studies have proposed various mineral processing circuit design methodologies that attempt to optimize the allocation of separation resources within the processing plant. Over this period, the methodologies have undergone various transitions, including the increased inclusion of process models and computationally intensive algorithms, as well as a general shift from a purely technical solution (Lauder and McKee, 1986) to partially economic solutions (Abu-Ali and Sabour, 2003; Cisternas et al., 2014). Today, circuit design is largely driven by flowsheet simulation; however, no consistent design methodology is used across the industry.One intriguing approach for circuit evaluation is linear circuit analysis (Meloy, 1983a). This method evaluates the separation potential of the circuit solely considering the unit configuration and stream interconnections. No preliminary data other than the basic circuit configuration is required to use the approach."

Attempts were made to improve the recovery of coarse phosphate particles by adding selected frothers or precoated fine particles. A number of frothers for floating, specifically coarse coal and metallic minerals, were examined. Two of the frothers increased the flotation recovery of coarse phosphate by 3% on bench scale. Plant evaluation yielded improvements in overall phosphate recovery in the presence of these frothers. Addition of fine particles was also found to enhance coarse flotation under given conditions. Size, amount, and hydrophobicity of the fines added was determined to have a major influence on the coarse flotation efficiency. The grade of the product with and without frothers and particulate additives remained the same. Change in froth stability and viscosity are believed to be the primary reasons for enhanced recovery of coarse phosphate particles.

One concern of the Mine Safety and Health Administration is the structural integrity of steel wire ropes used on mine personnel hoists and elevators. Failure of such ropes has resulted in loss of life and property. Although thorough and regular visual examinations are performed, hoist ropes may still fail from undetected internal wear, corrosion, and broken wires. To complement visual examinations, nondestructive rope inspection techniques have been developed to determine deterioration and removal criteria. The techniques use electromagnetic and permanent-magnet test instruments designed by a Canadian firm. This paper describes the operating principles, field and laboratory testing of these nondestructive testing instruments, and discusses the feasibility of using this type of testing as a supplement to visual examination and destructive tests.

"An acid bake-leach process has been identified and applied to an enargite concentrate containing ~67% enargite, ~27% pyrite (FeS2), ~3% chalcopyrite (CuFeS2), ~6% sphalerite (ZnS) and <1% galena (PbS). Sulfuric acid baking of this concentrate resulted in the transformation of the concentrate to S8, As2O3, HFe(SO4)2•4H2O, PbSO4 and Cu0.47Fe0.53SO4•H2O, all of which (except elemental sulfur and PbSO4) dissolved during the water leaching step. More than 87% Cu and 64% As were leached when the concentrate was baked at 200°C over 7 hours with a sulfuric acid-toconcentrate weight ratio of 1.6. Less than 1% As was lost to the gas phase. Upon water leaching, copper and arsenic were released to the solution at a concentration ratio of about 3:1. While enargite is very reactive during the sulfuric acid baking reaction, other minerals present in the concentrate such as pyrite, galena and sphalerite may compete to consume sulfuric acid and be converted into their corresponding sulfates at different concentrations. The purpose of this paper is to present our examination of the effects of sulfuric acid dosage on the extractions of Cu, Fe, and As from an enargite concentrate. In this regard, the concentrate, baked concentrate, and the leach residues are characterized and a conceptual process flowsheet is described for the acid bake-leach process for the treatment of enargite concentrates.IntroductionThe occurrence of enargite (Cu3AsS4) in copper ores and concentrates and the associated high arsenic values in such resources have resulted in a considerable decrease in the demand for such concentrates because they cannot be economically processed using conventional technologies such as smelting and atmospheric leaching (Mihajlovic et al., 2011). The exploitation of such problematic deposits through competitive treatment strategies will be required in the near future in order to satisfy increasing pressure from the copper market. It is expected that the average arsenic grade of copper concentrates will increase from 0.17% in 2008 to 0.22% by 2020 (Mayhew et al., 2011).The acid bake-leach process was identified and selected for further investigation at the University of Utah as a possible process alternative for the treatment of enargite concentrates. In this case, adequate amounts of concentrated sulfuric acid are mixed with the concentrate and heated to the temperature range 150-300°C. Subsequently, the baked material is leached with water/weak acid and the acid bake-leach process has some advantages over conventional sulfuric acid leaching (Prater et al., 1970). During water leaching, metal sulfates are released in solution, after which they can be extracted through well-known hydrometallurgical techniques. While the majority of the work has been done on oxide minerals, there is a limited record of sulfuric acid baking of sulfides."

The reliability of a set of flotation results is key to minimizing project risk, either at the commissioning of a concentrator or at the point of implementing an improvement to an existing concentrator operation. High-confidence flotation testing (HCFT) was developed for this purpose and is part of the list of technologies at various scales used by Xstrata Process Support (XPS) in addressing these projects. The methodology is based on two principles: one, to ensure that the ore sample is representative and has been well-blended and subsampled; two, to perform the flotation tests in sufficient numbers of replicates with appropriate quality controls, so as to improve the reproducibility of the test data. Across ten years of research on this methodology at Xstrata Process Support, Sudbury, several improvements to the HCFT method and complementary connections between sampling and quantitative mineralogy have been developed. Two case studies are reviewed. These show the capability of this system in both optimizing an existing concentrator operation and in serving a new mine scenario. The Bureau of Mines evaluated a new dust control technique for longwall personnel required to work at the tailgate end of the face. This technique utilizes a water-powered scrubber to clean a portion of the face air, which is discharged behind a brattice partition at the working area. Laboratory simulation of this system in a wind tunnel resulted in average efficiencies greater than 70 pct with system efficiency directly related to scrubber quantity. Underground evaluations indicated a similar direct relationship between scrubber quantity and system efficiency. Gravimetric measurements of respirable dust made during these underground evaluations resulted in average protection efficiencies ranging from 30.7 to 42.5 pct with increasing scrubber air quantity.

The abstract discusses the increasing consumption of manganese ores and the need to utilize low-grade ores and rejects. The study focuses on developing a low-cost process using a cupola furnace to recover manganese values from these resources. The process involves smelting ore blends to produce high MnO slag and pig iron. The study investigates various factors to improve iron reduction and separation from MnO-bearing slag. The results show that the process can produce slag with MnO > 35% and Fe(t) < 5% using low-grade Mn ores. The process also achieves Fe reduction between 50 and 70%. The cupola furnace offers advantages like low cost and ease of operation, making it suitable for processing low-grade ores and rejects to produce synthetic MnO-enriched products for various industries.
