This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame are scheduled for Saturday, Sept. 25, 2004 at the Las Vegas Hilton in Las Vegas, NV. The 17th Annual Mining Hall of Fame Induction banquet will begin with a reception at 6 p.m., followed by the dinner and program at 7 p.m. The five inductees are Georgius Agricola, David William Brunton, Herbert E. Goodman, David Ray Mitchell and Robert Peele. Georgius Agricola (1494-1555) wrote De ReMetallica, an original and valuable work that discussed everything known about mining during the first half of the 16th century. In De Re Metallica, Agricola reviewed practical means of finding ores, methods of surveying and mining, the assaying of ores, types and uses of mining machinery, smelting, mine administration and more. Gravity concentration at the Pegasus Gold/Montana Tunnels Mine, near Helena, MT, began in June 1991 when a coarse-gold-scalping circuit was commissioned. It processes a small portion of the ball-mill circulating load to reduce the risk of gold particles that are too coarse to float from advancing to flotation. The circuit also cost-effectively enhances overall gold recovery and payable gold ounces. This gravity circuit has been a major success. Since the circuit was commissioned, throughput has increased 30%. Several modifications and improvements were made during the last three years that allowed the gravity circuit to keep pace with the higher tonnage. The overall approach to gravity concentration at Montana Tunnels has always been to optimize production rather than maximize the gold ounces produced. This philosophy has now yielded a circuit expansion and relocation project. It will allow for an estimated 50% increase in gravity gold production, while significantly reducing the unit costs of production.

Sixty percent of the mines responding to the sixth annual Mining Cost Service labor survey reported increases in wages averaging 3.4% over the preceding 12 months. Only one mine reported a decrease in wages and this was accompanied by initiation of a substantial profit-sharing plan. Thirty-nine percent reported no change in wages. Thirty-seven percent reported using some form of incentive bonus plan. Mining Cost Service annually surveys coal, metal, and industrial mineral mines throughout the United States. Information about wages, benefits, and incentive bonus plans is part of an extensive data collection program to monitor cost areas of significance to the mining industry. This year, 131 mines responded to the survey. The data is collected by sending questionnaires to personnel managers at active mining operations. The information included in this article was taken from the returned forms, from labor contracts provided by some of the mines, and from followup telephone calls. This year's data was collected between November 1988 and February 1989.

This paper discusses how Bald Mountain Mine dramatically reduced mercury production by treating process solutions with a liquid reagent called UNR 811A. The reagent is marketed by Cherokee Chemical Co., Inc. A summary of the bench tests comparing several different reagents is given. The ensuing plant trial is discussed and results are presented. The plant trial treatment costs are discussed. Finally, potential cost savings are discussed.

Two complex copper concentrates and one arsenical nickel concentrate were oxidized in simulated flash smelting conditions using a laminar-flow furnace. The concentrates contained tetrahedrite as Sb-bearing mineral and arsenopyrite and gersdorfite as As-bearing minerals. At high temperatures and low oxygen potentials, Sb tended to vaporize, but with high oxygen potentials it was captured in mixed oxide phases with copper and iron. Arsenic was found to follow antimony in copper concentrates, although with less sharp contrast between low and high oxygen potentials. In the nickel concentrate studied, arsenic was found to vaporize from the gersdorffite particles and, subsequently, condense on the other particles.

"The Kittilä underground mine in northern Finland is extracting one of the largest known gold deposits in Europe. Kittilä achieved commercial production on May 1, 2009, becoming Agnico Eagle’s first mine to open outside of Canada. The Kittilä orebodies were initially mined from two openpits – Suuri and Roura – and underground operations were added in October 2010. The pits were mined out in November 2012, so mining is now entirely underground in the Suuri and Roura deposits. Additional, small openpits will mine any remaining near-surface reserves in the future.The Kittilä Mine is located in the Lapland region of northern Finland, approximately 900 km (560 miles) north of Helsinki and 150 km (93 miles) north of the Arctic Circle. With a mine life estimated through 2034, Kittilä is Agnico’s longest-life mine.The mine’s proven and probable reserves contain 32 Mt (4.7 million oz) at 4.6 g/t (0.13 oz/ st) gold. Ore has been mined from underground since 2010. The original 3 kt/d (3,300 stpd) operation underwent an expansion project to increase the throughput capacity of the mill by 1 kt/d (1,100 stpd), starting by the end of 2014.The region around the Kittilä Mine is underlain by mafic volcanic and sedimentary rocks of the Kittilä Greenstone Belt oriented nearly vertical. This greenstone belt is similar to those hosting Agnico Eagle’s Canadian deposits in Quebec’s Abitibi region and Nunavut. At the contact point between ironrich and magnesium-rich rocks lies a 100- to 200- m (330- to 660-ft) thick structural zone known as the Suurikuusikko Trend. This trend hosts the Kittilä deposit, where multiple mineralized zones have been traced over a strike length of more than 25 km (15 miles).Most of Agnico Eagle’s work has focused on a 4.5-km (2-mile) segment of the Suurikuusikko Trend that hosts the five main zones of the known gold reserves and resources. From south to north they are: Ketola, Etela, Suuri, Roura and Rimpi.The ore at the Kittilä Mine is refractory, making gold extraction relatively difficult because the gold is generally locked inside the two main sulfide minerals – arsenopyrite and arsenic-rich pyrite. Only about 4 percent is very fine-grained “free gold” (not locked in sulfide grains) and easier to extract. Most of this free gold is found in the outer, oxidized or eroded sections of the ore."

There is no doubt, if any existed, that the commercial minerals world has now moved into a new era of unprecedented challenges in the sourcing, mining, processing, trade and use of industrial minerals. Industrial (nonmetallic) minerals remain the often unsung workhorse of mineral commodities and specialist raw materials that frankly keep the world’s manufacturing industries ticking over, and everyday products we use in sound availability. They are also very much present among the so-called “critical minerals” necessary to advance cutting-edge developments in growing high-tech markets such as in energy transition: for example, lithium, rare earths, graphite and fluorspar. Indeed, in the United States during 2024, industrial minerals again accounted for the majority share of total sourcing, and, yes, geopolitics. The last few years have witnessed a series of geopolitical issues that have impacted and continue to impact international trade in industrial minerals. Above all, it has been the threat and implementation of recent trade tariffs between countries that have been most damaging in creating a potential trade war. mine production by value at $72.1 billion, or 54 percent, followed by metals, 25 percent, and coal, 21 percent, according to the latest data from the U.S. Geological Survey (USGS). This review paper describes recent advances that have been made at the Julius Kruttschnitt Mineral Research Centre (JKMRC) in Brisbane in developing a framework for simulating the flotation process. The work has been carried out collaboratively with the Mineral Processing Research Unit of the University of Cape Town in South Africa (UCT), as part of the Australian Minerals Industries Research Association (AMIRA) P9 Project. The framework consists of four components, namely – the mathematical model of the flotation process, suitable measurement tools for characterising the flotation cell, a computer program for modelling and simulating the process and the plantas for testing and validating the flotation models. A brief description of the model is first presented, then a number of applications of the model are described. The paper shows how the model can be used to optimise the performance of flotation cells, and then two case studies on the modelling methodologies are described. Finally the current and future plans of the project are outlined.

"It is safe to say that the coal industry, in the United States and globally, is currently suffering through one of the hardest times in its history.A perfect storm of competition, changing energy demands, politics and public perceptions have collided, inflicting significant harm to the industry that many say is irreparable. This, in turn, has led to massive job losses in some regions, heavy cuts in production and even bankruptcy filings from two of the largest coal mining companies in the nation.Cheaper natural gas can certainly take a large share of the blame for the struggle of coal, as utility companies switch from coal to natural gas for power generation. According to the U.S. Energy Information Administration (EIA) the amount of coal used for electricity generation in the United States is at a 45-year low.November 2015 marked the fifth consecutive month that natural gas was the leading source of power generation in the United States. EIA said generators produced 101,866 thousand megawatt hours (MWh) of electricity with gas in November versus just 87,789 thousand MWh with coal, the lowest monthly level since May 1980 when monthly coal use was 84,884 thousand MWh.According to Robert Godby, director of the Center for Energy Economics and Public Policy at the University of Wyoming, there are a number of factors playing a role in the decline of coal, but he points to the advances in fracking as the tipping point.“A lot of people will argue that regulation is the cause of the decline, and it has played a part, for sure, but the story of the recent past is more about what competition has done to the energy market,” Godby told Mining Engineering. “The war on coal was originally declared by natural gas in 2008.”The price of natural gas, which was at $13 per million Btu before the gas fracking boom, has fallen to as low as $1.68 in December 2015. Likewise, Godby said the cost of wind generation is now lower than the cost of generation from coal and the cost of solar generation is coming down as well. In addition to that, the demand for energy has changed in the past five years with more efficiencies in everything from building design to lightbulbs."

Classical acid-base accounting using modified Sobek titration methods has resulted in interpretation of results for materials with neutralization potential (NP) less than 20 tons of CaCO3/1000 tons of material (2% CaCO3) as "uncertain" due to lack of sensitivity within that content range. Standardization of a "fizzless" acid neutralization potential (ANP) method was undertaken in the American Society for Testing and Materials (ASTM) International using two ranges of sulfuric acid additions based on reaction pH and carbonate carbon estimates rather than subjective fizz testing as well as hydrogen peroxide additions to correct for mineral acidity. The method is identified as the acid neutralization potential acidity (ANPA) titration method. During interlaboratory testing a positive bias was discovered within the "uncertain" range which was further investigated and resolved by increasing the test sample weight from one to five grams for samples needing improved accuracy in materials with ANP <2% CaCO3. Test results from the interlaboratory testing of the low range method is presented and compared with the results from the original ANPA method in the paper.

Coal mine ground control is the science of the application of rock mechanics principles to coal mining operations. More acceptance of ground control techniques by the US coal mining industry has been seen in the 1980s. It has been demonstrated many times that a proper ground control design is key to a successful coal mining operation. However, numerous in-mine applications of various ground control techniques by the author indicate that cur¬rent techniques need improvement. The biggest problem in coal mine ground control is that miners are dealing with materials of rapidly varying properties and occurrence. And only the exposed surface can be identified positively. Thus, in attempting to solve the ground control problems, many unknown factors are assumed. Some of these problems deriving from such assumptions are discussed here. Coal pillars There are two types of coal pillars - barrier and chain pillars - depending on the purpose. Barrier pillars are those located between panels or sections or mines. Their objective is to isolate the mined-out effects of one from the other. Chain pillars are characteristic of room-and-pillar mining. They are designed to support the overburden load and protect the surrounding entries and crosscuts. Pillar design is the most popular and, frequently, the only ground control technique employed by coal operators for mine design. There are many pillar design formulae available (Bieniawski, 1983; Peng, 1986). Nearly all consider both size and width/height effects. Specifically, pillar strength decreases with increases in pillar size and increases with increase in the ratio of width to height. However, the manner of those changes varies with investigators. Consequently, the pillar size determined varies considerably from investigator to investigator. And the variation grows much more pronounced as the seam depth increases (Fig. 1). The question, then, is which one should be used? One may say each formula is developed for a particular coalfield. A particular formula may have been used to design a pillar, which has not failed. Does that mean it was over designed? Not necessarily, because no one can confirm its stated "safety factor." Recent case studies (Peng, 1986; Tang and Peng, 1988) show that all pillar formulae are too conservative for chain pillar design in room-and-pillar mines due to the following two problems: • Uncertainty about in situ pillar strength. All formulae employ uniaxial compressive strength of selected samples tested in the laboratory and scaled to that for underground pillars. The scaling factors are not well proven. In situ testings by Bieniawski (1969) suggested that 1.5 m (5 ft) pillars are representative of in situ pillars that, after being tested in various US coal mines, are not universally applicable. • Uncertainty about the actual loading on the pillar. The most frequently used tributary loading theory defines the loading as total overburden weight tributary to each pillar (from roofline to surface). This is too conservative when it applies to coal measure rocks. The overburden consists of layered strata of different stiffness. Many stiffer strata will self-support over small roof spans. Depending on the location of these strata above the coal seam, it will reduce pillar loading in various proportions. It follows that total structural analysis using, for instance, finite element method is more appropriate. It can take into account the interaction of roof and floor strata with coal. The Georgia Department of Transportation (GDOT) undertook an exploratory feasibility study to one of the most ambitious tunneling projects in the United States. HNTB Corporation was retained to perform the study, deemed the Atlanta North-South Tunnel, which is approximately 7 miles long and consisting of four lanes (or six lanes) starting at the southern terminus of SR 400 extending to the south connecting with the northern terminus of I-675, providing substantial relief to the Downtown Connector (I-75/I-85), the most congested portion of Atlanta?s freeway system. This paper summarizes the analysis performed during the first phase of this challenging assignment which, if constructed, would be one of the longest roadway tunnels ever built in the United States.

"INTRODUCTION Project Background The U.S. Army Corps of Engineers (USACE)/Port Authority of New York & New Jersey (PANYNJ), as part of their New York and New Jersey Harbor Deepening Project, will dredge this shipping channel to a depth of 16.5 m below mean low water (MLW). By deepening the channel, the new generation of larger, “post-panamax” container ships coming to U.S. waters as a result of the expansion of Panama Canal can be accommodated in local marine terminals, helping to retain the nearly 300,000 jobs and $12 billion in annual wages the PANYNJ provides to the region. The existing siphons are situated at a depth that could be compromised by the planned dredging of the channel (nycedc.com). The purpose of this project is to build a new 1.83 m diameter water main inside a 3.66m diameter tunnel replacing the two existing siphons in order to provide the necessary backup water supply to Staten Island across the Anchorage Channel within the Upper New York Bay from Brooklyn. The proposed tunnel is approximately 2.9 km long and at a depth of at least 26 m below MLW. The project is funded jointly by New York City’s Department of Environmental Protection (NYCDEP) and PANYNJ and is managed by New York City Economic Development Corporation (NYCEDC). The contractor of the project is Tully/OHL JV, the designer is CDM/HMM JV, and the CM is LiRo/PB JV. History of New York City’s Soft Ground Tunneling The New York City area has a relatively long history of soft ground tunneling, commencing in the late 19th century. Construction of the first Hudson River tunnel crossings was begun (but not completed) in 1874 for the Hudson & Manhattan Railroad using compressed air supplying a shield. The work continued intermittently until the project finally opened for service in 1907. These 1.72km long tunnels (maximum depths of 29 m) are still in operation and now operated as the PATH Tunnels. They are approximately 5.5m diameter utilizing cast iron segments. The river bed consisted of primarily silt with shallow rock near the New York side. Air “leaks” occurred during the compressed air excavations resulting in some serious “blows” with water and soil entering the tunnel, including one incident with 20 deaths."

Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.

This article is part of a presentation Strauss made Dec. 3, 1988 at the sixth annual American Mining Hall of Fame (AMHofF) banquet in Tucson, AZ. At the banquet, the Mining Club of the Southwest honored Strauss by naming him the 1988 recipient to the AMHofF. (Industry newswatch, page 6). Introduction In the last two decades, there have been two previous periods of sharply rising copper prices. One was in 1973-74; the other in 1979-80. In both cases, a short period of high copper prices was followed by steep and prolonged periods of low prices. In the language of the market analyst, the high prices were called spikes. Is it likely, then, that three or four years from now the present price of copper will show up as a spike in the charts? There are substantial differences between the current position and the markets of 1973-74 and 1979-80. In 1973-74, US copper prices were subject to government-imposed price ceilings of $0.60 per lb through early December, 1973. These were increased to $0.68 per lb through May, 1974. Meanwhile, mines outside the United States were free of restraint. Rising demand in London pushed the price above $1 per lb in the third quarter of 1973. In early April 1974, it reached a peak of $1.50 a lb. In May of that year, the US ceilings were removed and the domestic price began to rise. What were the causes of this price strength? While ceilings held the domestic price below the world market, domestic consumers acquired all the tonnage offered by US mines. Meanwhile, in the world market, buyers feared prolonged shortages. The Club of Rome had warned that world economic growth would be limited by impending depletion of mineral resources. There was al so concern about a copper cartel that might increase copper prices even more. In early 1974, at a special United Nations session, developing-country spokesmen warned the industrialized world to expect high commodity prices. Also adding to the concerns of copper buyers was the fear that when US wage contracts expired in mid-1974, protracted strikes might ensue. The combined effect of this atmosphere was that consumers accumulated large amounts of copper, far above their normal carry. By midsummer, the position changed radically. While some strikes did occur in the United States, they proved short-lived. The most significant development was a massive economic recession. The energy crisis was causing enormous dislocations in the world economy. Construction activities were sharply reduced and automobile sales plummeted. Public confidence was shaken. Copper sales fell precipitately as consumers decided to draw down their swollen inventories. The price came down too. In April 1974, the London price- as noted-was $1.50 per lb. By the end of the year, it was down to $0.57 per lb. In 1973-74, the copper price rise was fed by fears of shortages, cartels, and strikes. In 1979-80, the market rose on the strength of good demand plus political and military instability. The price rise was also fed by inflationary trends, exemplified by speculation in precious metals. Prior to this second spike in copper prices, the market had been depressed despite economic recovery. Despite reduced US output, copper production in the rest of the world was increasing. Though consumption was rising, surplus stocks reached unprecedented levels. At the end of 1977, the aggregate of stocks at the refineries and in the exchange warehouses was 1.5 Mt (1.67 million st). That was more than three months&apos; shipments at then rates of consumption. In 1978, the statistical position improved. Shipments of refined copper that year were 8% greater than in 1977. The result was reduced visible stocks but -just as was to be the case in 1984-86 - the price remained depressed. In 1979, an even sharper drop in visible stocks occurred as shipments rose by another 4%. This time, though, the price responded. In December 1978, the price in current dollars had been less than $0.70 per lb. By the end of 1979, it was above $1 per lb. And in the first quarter of 1980, it averaged more than $1.20 per lb. Military and political developments were a factor. The hostage crisis in Iran was followed by the Soviet invasion of Afghanistan. To many, it appeared that war might result if the Soviets pushed on into Pakistan. At the same time, speculation drove gold and silver prices to incredible levels. As silver prices rose above $40 per oz), copper above $1 per lb did not seem unreasonable. Then, in March 1980, the precious metals price boom collapsed. Copper prices also retreated, though not as much. In February 1980, the copperprice averaged $1.32 per lb. By December, it had dropped to $0.85 per lb. In 1981 and 1982, the decline continued. The present copper situation Why is the current situation different from these two previous episodes of high prices? First of all, today&apos;s inventories are far lower than they were in either 1974 or 1980, when the price declines began. The stocks at refineries and in exchange warehouses are substantially less than they were then. More significantly, consumers today have very limited holdings compared with stocks they carried in 1974 and 1980. Even if faced with a downturn in their own business, copper consumers will not be able to stay out of the market. To the extent they have any business at all, they will have to buy copper. And on the supply side, there is also a significant difference. The year 1988 has been unusual. US production is up sharply, responding to higher prices. But production is little changed in the rest of the Free World. Indeed, several of the major producing countries have mined less copper this year than in 1987 despite the prices increases. Peru has had labor problems that have cut its output. Zambia and Zaire suffer from shortages of expatriate technicians, not to mention spare parts. They also suffer from the failure to maintain equipment or perform adequate development. In Chile, the two largest mines, Chuquicamata and El Teniente, have not met their production targets. Chuquicamata is struggling with high arsenic content in its ore. And, in late 1987, severe rockbursts hampered operations at El Teniente. The mining industry is at a crossroad. To sustain our technically based society, demands for commodities are increasing, and exploration for these commodities is a must. The debate is between sustainable development and the status quo and begins with exploration, where it is determined if a mineralized area contains enough potential ore to be mined economically. Mineral deposits are relatively rare and depend upon certain natural geologic conditions to form and may not always occur in locations that are most suitable to society. Exploration can be compatible with environmental protection and social responsibility, but difficult challenges face the industry to develop a property that is environmentally, economically, and socially responsible.

The 2004 Prospectors and Developers Association of Canada (PDAC) conference contained an air of optimism and excitement that has not been seen since 1997. Many segments of the mining industry are alive and well. This is largely a reflection of improved metal prices, themselves due to the strong euro and improvements in Asian economies. Those factors offset higher oil prices, a weaker U.S. dollar and concerns about the Middle East. This report is an overview of the conference. It is supplemented by an examination of conference handouts, abstracts and a few complete papers that are on the PDAC’s Web site www.pdac.ca. Sixty PDAC 2004 abstracts are available at the same site, along with 15 complete papers in PDF format. The conference was held March 7-10 in Toronto, Ontario. It was attended by a record 9,200 delegates from 85 countries. About 8,000 people from 74 countries attended the 2003 conference.
