Mud rushes are hazardous occurrences that have occurred frequently in mines in South Africa, and have been the cause of numerous fatalities in the past. Mud rush incidents not associated with accidents are believed to be common occurrences that are not generally reported. Many such incidents are probably associated with the operation of chutes and box fronts. This paper describes the conditions necessary for mud rush occurrences, postulated mud rush mechanisms, and methods of combating the mud rush hazard.

Over 206 million tons of hard coal were mined in South African collieries in 1996. Some 132.5 millions tons came from underground operations and approximately 120 million tons came from bord-and-pillar workings resulting in between 100 000 and 150 000pillars being formed. Coal pillar design remains a significant feature of South African mining. This paper reviews South African coal pillar design procedures in the light of 90 pillar collapses that have occurred since 1904. It shows that, while the current pillar strength formula is still valid within the original empirical range of Salamon1,cognisance must be taken of local conditions. Current South African coal pillar research is attempting to account for the variations in local conditions with the emphasis on the effect of discontinuities and pillar deterioration. It is suggested that a more holistic approach to pillar design be adopted to include a design methodology that examines the stability of the roof, pillar and floor of the underground workings. Using this approach, deviations from the empirical database used by Salamon and Munro will be incorporated into the design methodology resulting in more stable underground workings.

This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

The quality of Pregnant Leach Solution (PLS) at Skorpion Zinc is of utmost importance for efficient operation of the Solvent Extraction (SX) Plant. Suspended solids in the PLS forms CRUD in the settlers, resulting in reduced zinc transfer capacity and increased impurity carry over to Electrowinning. The Ishigaki Fibre-Wakishimizu filter (fibre media rapid filtration equipment) has been identified as polishing filter that potentially could remove solids from the PLS of Skorpion Zinc. A pilot unit with 20m³/h capacity was tested on site over a period of 9 months under plant operating conditions in the refinery. The FW filter produces a clear filtrate, acceptable for the Solvent Extraction. Turbidity is improved by 72%. Gravimetric analysis indicates a 47% removal of solids. However, the gravimetric method is biased by a co-precipitation of saturated salts during the analysis. Filter media is blinded by the Skorpion Zinc PLS solution, as result of suspended solids and process chemistry. The media could not be regenerated to acceptable conditions. Further testwork to investigate the impact of process solution chemistry modification on blinding is undertaken. Based on the outcome of this investigation a final decision on the FW filter can be taken.

This study examined the group differences in accident susceptibility among underground coal mine workers accounting for their personal and workplace characteristics. A logistic regression model was used for this purpose. Data were collected from five underground coal mines for a period of four years. The case study results revealed that different age and experience groups of workers bear no significant differences in their accident susceptibility; however, the workplace location and occupation groups show significant differences in their risk of injuries. It is inferred based on the logistic model results that among the three occupation groups, the face workers are more susceptible towards accidents/injuries compared to the haulage and other workers. The main objectives of the Mine Mechanisation and Automation program (MMAP) are to enhance health and safety in underground mining operations, facilitate mechanization and automation in narrow-vein and deep mines, provide sound science to regulatory agencies and improve mine profitability. The program, which has a unique underground and surface industrial scale facility, is involved in many multi-partner projects, like hydrogen fuelcell applications, electrification and hydraulification of underground mines, reduction of noise and vibration, miner location device, explosive-free blasting and hoisting. The paper presents an overview of the Mine Mechanisation and Automation Program of Natural Resources Canada and some of the main projects.

The critical importance of tap-hole design and management to furnace performance and longevity is explored through examining some of the specific matte, metal and slag tapping requirements of non-ferrous copper blister and matte converting and smelting, ferroalloys smelting and ironmaking systems. Process conditions and productivity requirements and their influence on tapping are reviewed for these different pyrometallurgical systems. Some critical aspects of the evolution of tap-hole design to meet the diverging process and tapping duties are examined. Differences and similarities in tapping practices and tap-hole management are reviewed. Finally core aspects of tap-hole equipment and maintenance are identified that are considered important to securing improved tap-hole performance and life, so pivotal to superior furnace smelting performance.

The bioleaching of arsenopyrite, the oxidation of arsenate and the precipitation of ferric arsenate are competing reactions, hence their rates depend on the relative concentrations of the respective species, and the activity of the bacterial culture. Bacterial arsenic resistance may be attributed to the Pst+Pit-mutation and an energy dependent efflux pump. Pst+Pit-mutations result in a reduced uptake of arsenate. This enables the bacteria to survive in solutions in which the arsenate concentration is significantly higher than the arsenite concentration. However, the excretion of arsenate requires energy. Therefore, in the absence of an energy source or during periods of reduced bacterial activity, the inhibitory effect of arsenate may manifest at concentrations to which the culture has been adapted. The chemical ferric leaching rate of pyrite and arsenopyrite decrease with a decrease in the solution redox and may be described using a modified Butler-Volmer equation. The bacterial ferrous-iron oxidation kinetics of L. ferrooxidans also depend on the redox potential, and can be described using a Michaelis-Mententype model modified to account for both temperature and pH. A model developed using the independently determined ferric leaching, and ferrous-iron oxidizing kinetics, has been shown to compare well with the experimental data for the continuous bioleaching of pyrite. "Direct cobalt electrowinning was developed to produce unrefined cobalt metal as an alternative to producing a mixed hydroxide product (MHP), which is the common cobalt intermediate product in African Copperbelt operations. MHP is preferred due to the high cost of producing high-grade cobalt cathode. Direct cobalt electrowinning test work results have shown that the purity of the unrefined cobalt metal produced from a low-grade copper solvent-extraction raffinate stream was ~97% (w/w), which is significantly higher than the MHP purity (up to 45% (w/w) Co). The current study investigates whether direct cobalt electrowinning would increase the profitability of African Copperbelt copper–cobalt oxide operations, when compared with the MHP flowsheet. An order-of-magnitude economic evaluation was conducted using dynamic differential discounted cash flow models on a “bare-bones” basis, using a 10% discount rate. Three variables were evaluated, namely; reagent utilisation extents, precipitation extents and filter-press wash efficiency. Multivariable risk analysis was also conducted using the Monte Carlo simulation technique to understand the impact of key project drivers. The financial study results indicated that a direct cobalt electrowinning flowsheet could potentially result in a higher mean net present value (NPV) compared with the MHP flowsheet. Cobalt recovery was found to have the most significant impact on the NPV. In addition to increased profitability of African Copperbelt operations, direct cobalt electrowinning has the potential to reduce the environmental footprint of operations as well as addressing the Democratic Republic of Congo government’s drive towards export of higher value metal products instead of low-grade intermediates."

Mechanical rock breakers are used in block caving operations to reduce the size of ore fragments which are too large to pass through grizzlys at the load-haul-dumper tipping points. Several layouts of grizzly, rock breaker and ore pass are possible. The authors evaluated three different layouts at the Premier Mine Division of De Beers Consolidated Mines. The first layout consisted of a 15m surge bin before the breaker, which was located 15 m below the production level. The second layout had a 43 m longs urge bin, with the breaker located 43 m below the production level. The third layout did not have a surge bin, the breaker was located on the production level and operated at the tip. The ore throughput, availability and utilisation, delays, costs and operational experience with each system are discussed. It was found that the rock breakers did not represent a bottleneck in the ore transfer system and a surge bin did not significantly improve the production capacity. The mine has decided to make use of rock breakers situated on the production level, breaking rocks at the tip.

Plant survey data has shown that gold recovery through a specific copper concentrator was significantly lower than copper recovery. Size-by-size analysis revealed that this was due to poor recovery of+75 µm and ?23 µm gold containing particles. In order to further investigate the nature of the gold losses, experiments were conducted at laboratory scale. Gold deportment studies on the laboratory flotation products revealed that coarse gold (+75 µm) reporting to the rougher tailing was predominantly associated with non-sulphide gangue. Further grinding of the plant rougher tailing improved recovery of gold and copper, while not affecting iron recovery, due to improved liberation of gold from non-sulphide gangue in coarse size fractions. EDTA extraction to remove surface contaminants showed a similar improvement for fine, liberated gold flotation.

What separates the support of mining openings from the support of similar civil engineering structures is the fact that mine openings have to survive large deformations as a result of changing stress conditions induced by progressive mining. Steel fibres impart to concrete and shotcrete a high degree of ductility which not only allows the shotcrete and concrete linings to absorb important rock movements but also to increase its bearing capacity by a redistribution of the loads. A range of applications will be discussed technically and economically.

The mining industry in South Africa has developed its own environmental guidelines in the form of an Aide-Mémoire1,which is an extension of the previous rehabilitation provisions to include all aspects of the environment and all phases of a mining operation. This development, at the time, recognized an international trend towards the formalization of environmental management in mining practice, which resulted from the realization of the large environmental liabilities that mines could face, particularly on closure. Over the past decade the international environmental focus in the mining industry has moved from operational management, to the reduction of liability on mine closure. Mine closure guidelines are being developed internationally by nations (for example, SRK, 19982) and by large mining groups (for example, Rio Tinto, 19983). In South Africa the Department of Minerals and Energy (DME) is presently reviewing the Aide-Mémoire to bring it in line with international and local developments and a separate mine closure plan is being considered.

Inauguration of the new political dispensation in South Africa in 1994 initiated a dynamic shift in the ownership, management and development of the country’s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system, started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress’ Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since 1955 there have been important changes affecting the rules of mineral development. These are: •Firstly, a drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully •Secondly, the globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists; and •Thirdly, the introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its Regulations, the much-publicised Broad-Based Socio-Economic Empowerment Charter and its associated Scorecard.

"SynopsisOver the last decade in South Africa, there has been a significant increase in the number of mining operations, both open pit and underground, which use independent contractors to carry out mining activities. Often mine owners will choose the contractor option without fully understanding the consequences of undertaking this option. Traditionally, contract mining has come at a cost premium of about 15% to 20% compared to an owner mining scenario. However, due to the large number of junior mining companies entering the mining arena in South Africa contract mining rates have increased, with cost premiums as high as 50% being reported. This paper looks at the merits of owner mining versus contract mining and describes under what conditions it may be favourable to select the one option over the other. In addition, the methodology of entering into contract negotiations with the objective of establishing a fair and sustainable relationship is discussed.IntroductionOver the last decade in South Africa, there has been a significant increase in the number of mining operations, both open pit and underground, which use independent contractors to carry out mining activities. Surface mining, for example, may use contractors to conduct drilling and blasting operations or load and haul operations. Mechanization in low-stope panels situated in hard rock infers roof support by tensile bolting to allow free passage of trackless mining equipment in the production areas. This is in sharp contrast to conventional mining, where compressive roof supports?such as timber and grout packs?have traditionally been used, up to 1.5 metres from the production face. Bolting is a hazardous operation because material is dislodged from the roof during the drilling activity. Even with temporary roof support installed, small pieces of rock are dislodged by the percussive action of the drifter. Operations with the man situated directly under the drill, during the drilling activity, are hazardous. The only way to remove the hazard is to move the man away from the machine for as much as possible throughout the complete cycle Costs associated with safety cannot be quantified, but need to form part of the decision-making process. Machine selections based on purchase and running costs alone do not justify the investment cost of mechanized bolters. The equipment selection process needs to take into account the total cost of mining as well as the human safety impact and loss of production costs from having to re-bolt roofs in a production panel to prevent falls of ground. Labour costs in mechanized low-stope bolting are between one-quarter and half the labour costs of non-mechanized bolting. This paper reviews the mechanized bolting option versus handheld bolting from a mining process and cost perspective in a hard rock, low-stope room-and-pillar mining operation in the platinum and chrome industries.

The REP experiment is part of the research programme conducted by Andra to investigate the possibility of reversible radwaste disposal in a Jurassic (Callovo-Oxfordian) argillite formation at the Meuse/Haute-Marne underground laboratory site in northeastern France. The experiment focuses on the hydromechanical response of the formation to sinking the laboratory access shaft. Modelling of boreholes and shaft sinking operations has helped to optimise measurement point locations based on initial stress tensor anisotropy, while minimising interaction between instrument boreholes. Analyses were made of model sensitivity to intrinsic rock characteristics, hydromechanical coupling properties and sensor installation procedures. L’expérimentation REP fait partie du programme de recherche pluridisciplinaire engagé par l’Andra pour étudier la possibilité d’un stockage réversible des déchets radioactifs dans la formation Callovo-Oxfordienne des argilites du site de Meuse/Haute-Marne (Commune de Bure - France). Cette expérimentation permettra d’étudier la REponse hydromécanique de la formation aux sollicitations engendrées par le fonçage du Puits d’accès du laboratoire souterrain de recherche. Afin d’optimiser le positionnement des points de mesures, compte tenu de l’anisotropie du tenseur des contraintes initiales, et de minimiser les interactions entre les forages d’instrumentation, des modélisations des forages et du creusement du puits ont été conduites. Des analyses de sensibilité aux caractéristiques intrinsèques de la roche, aux propriétés de couplage HM et aux protocoles d’installation des capteurs ont été faites. Die REP-Untersuchung ist Teil des multidisziplinären Forschungsprogramms, das die ANDRA im Callovo-Oxfordian-Tonstein in situ am Standort Meuse/Haute Marne (Gemeinde Bure – Frankreich) im Hinblick auf eine Eignung zur reversiblen Lagerung radioaktiver Abfälle durchführt. Dabei soll das hydro-mechanische Verhalten der Formation auf die Beanspruchungen, die durch das Abteufen des Zugangsschachts zum Untertage-Forschungslabor erzeugt werden, untersucht werden. Zur optimalen Positionierung der Messpunkte unter Berücksichtigung der Anisotropie des Tensors der Ausgangsspannungen und zur Minimierung der gegenseitigen Beeinflussung der Instrumentierbohrungen wurden ein Schachtabteuf- und Bohrmodelle entwickelt. Zur Untersuchung der inhärenten Eigenschaften des Gesteins, des gekoppelten HM-Verhaltens und der Installationsprotokolle der Messsonden wurden Sensibilitätsanalysen durchgeführt.

This paper summarizes important features of a compilation of thermal properties of stratified rocks from Witwatersrand gold mining areas. The database consists of more than 1000 thermal conductivity measurements, more than 700 density measurements, and nearly 100 heat capacity measurements. Most important rock types and stratigraphic units are well represented. Heat capacity does not differ significantly from one rock type to another, and density is relatively uniform although particular rock types are characterized by distinct average values. Different rock types also have distinct thermal conductivities, but this parameter varies by a factor of four to five. Primary factors controlling the thermal properties are mineral composition, degree of metamorphism, and porosity. In addition, the temperature dependence of thermal conductivity and heat capacity of quartzite may significantly decrease the thermal diffusivity of this rock at deep mining levels.

The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.
