Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

The purpose of the given research was to investigate the possibility of high-carbon ferrochromium refining to remove harmful impurities as a result of metal treatment by slag mixtures on the basis of the CaO-MgO-SiO2system. The final conclusions were drawn from experimental results. It was shown that the treatment of high-carbon ferrochromium by SiO2-MgO-CaO slag mixtures with additions of chromium sinter or iron-ore concentrate removes carbon, sulphur and phosphorus from the metal. A mechanism of phosphorus removal from a melt to a gas phase is proposed.

Operation of large SAG mills requires a change in the conceptual approach to grinding processes. The traditional energy consumption criteria are now enhanced with new criteria derived from the mechanical dynamics of the mill load. This new approach demands instrumentation capable of providing accurate information about the load movement and the ratio of balls and ore inside the mill. This paper discusses two new performance enhancing tools available to meet these needs.

The decisive action taken by mine managements in recent years has been the main factor in bringing about the present downward trend in mine fires. A better understanding of the fundamental factors that govern the ignition and spread of fires. obtained as a result of investigations into mine fires, has provided useful guidance to production personnel. Similar investigations into fire-fighting techniques have assisted the Rescue Training Service and mines to institute more effective fire-fighting techniques. Some of the more important findings of recent investigations in these areas are outlined.

The objectives of this study were firstly to characterize and quantify the inorganic material in the Secunda gasification feedstock. Secondly, the effect of washing on coal properties and sulphur content was investigated. Coal from a single source and a coal blend from 6 different mines were tested. Composite samples were visually sorted by a geologist in the groups containing roof, floor, C-shale, pyrite, carbonates and siltstone material. Inorganic mineral types from the single source and coal blends were characterized separately. Characterization results indicate that the average mineral matter distribution (mass %) of the coal tested was as follows: carbonates (6%), carbon-shale (19%), pyrite (12%), roof (18%), floor (46%) and siltstone (22%). The roof, floor, pyrite, carbon-shale, carbonates and siltstone in the single source and coal blend have similar chemical properties and characteristics, except for the ash melting temperatures of pyrite and kaolinite in the siltstone. By implementing selective mining and increasing mining management practices, the percentage discard in the run of mine coal can be significantly reduced, by up to 45%, if the mining of roof and floor material can be avoided. No significant impact of mining practices on sulphur content is expected in this case due to the low concentrations of sulphur in the roof and floor material. In summary, selective mining practices will probably result in almost45% decrease in the discard content in the run of mine to gasification, an increase in the carbon content from 55.0% to 58% (air dry basis) and a decrease in sulphur content from 1.1% to 0.9% (air dry basis). It is clear from this study that the main source of sulphur is not in the high ash-content mineral types (e.g. floor and roof), but in situ in the coal structure. The legislation for the disposal of heavy metals contaminated substances is still going to be tightened up in the future. The main criteria for the utilization or deposition of these residues are the content and the water solubility of these metals. Through this, the use of slags from the lead-and zinc-industry in road building may become limited or even not possible at all. From an economic point of view this would lead to Pb/Zn losses and costs for safe dumping. This paper investigates the feeding of the reducing agent via hollow electrode DC smelting and the yield of metal reduction. After carrying out thermodynamic calculations, the process window conditions for electric-arc furnace tests were determined. Doing this, the zinc could be reduced, evaporated and recovered as an oxidic intermediate product flue dust, while the lead was present either in flue dust or in metallic form. The zinc content in the final slag could be reduced by up to 90%. The slag product has undergone an eluation test which allows it to be used as building materials. Discharge vessels of advanced light sources are made of translucent polycrystalline Al2O3(PCA).These tubes contain salt mixtures, which essentially consist of metal halides. The salt mixture is present as a melt at the coldest spot of the vessel under operating conditions and vaporizes partly. The temperatures of the coldest spot range between 1200 K and 1300 K, depending on the lamp performance. The maximum wall temperatures range up to 1500 K and for special purposes up to1700 K. Important constituents of the melt are alkali halides AX (A = Na, Cs, X= Br, I) and rare earth metal halides LnX3(Ln = Dy, Ho, Tm). Severe corrosion attack on the wall material is observed in the PCA discharge vessels. The aim of this work is to elucidate the corrosion mechanism. Annealing experiments under well defined temperatures were carried out in order to understand the complex chemical corrosion processes. Two different annealing vessels were used, one for experiments under isothermal conditions with a temperature of 1473 K and one for experiments with a linear temperature gradient from 1450 K to 1600 K. The vessels were filled with salt mixtures of different compositions and annealed for 1000 h. The corrosion attack was characterised by XRD, analytical electron microscopy, high temperature mass spectrometry, and chemical analysis of the salt melts. The results of our investigations show that the corrosion attack is caused by vapour species and by the salt melt. The most severe corrosion is observed in vessels filled with mixtures of alkali halides and rare earth metal halides. No corrosion of the alumina is practically observed if pure alkali halides or pure rare earth metal halides are present in the annealing vessel. Keywords: Pyrometallurgy, Wits University, research Wits Metallurgy celebrated its centenary in 2004. The department has been at the forefront of education and research and has contributed greatly to the metals and minerals industry, both in South Africa and abroad, in terms of human resources and knowledge generation. A significant number of industry and academic leaders worldwide are Wits Metallurgy graduates. Since its early beginnings, pyrometallurgy has always been part of the curricula and research offered by the department. Pyrometallurgical activities started to expand tremendously from the middle of the 1960s, especially by the formation - together with Mintek - of the Pyrometallurgy Research Group, which continues its internationally recognised research activities today. The research efforts have been concentrated on problems associated particularly with ferroalloy, steel, stainless steel production, and PGM/Cu-Ni sulphide smelting. In recent years, research has been further expanded to physical modelling of pyrometallurgical reactors. Almost all of the specific research projects were handled from a fundamental point of view, and hence a large number of MSc(Eng) and PhD degrees were achieved by candidates under the supervision of the Pyrometallurgy Research Leaders. Moreover, a significant portion of the research results were published in internationally recognized journals and conference proceedings. Among these, Infacon and the Molten Slags, Fluxes and Salts Conference series are worth mentioning. The studies from a fundamental point of view include thermodynamics, phase equilibria, transport phenomena, kinetics, and process dynamic aspects of high temperature processes and systems, both in the solid and liquid states.

"A well-maintained tap-hole channel is important in order to achieve good and stable furnace operation over time. A worn or short tap-hole channel can lead to more violent flow, significantly increasing the fume emissions during tapping and leading to more metal being mixed with and lost to the slag. Over time, a worn tapping channel might cause side channels and damage to the lining around the tap-hole area. This can result in a burn-through which is a considerable safety risk and will cause significant production losses. At Eramet Norway Porsgrunn, tap-hole maintenance has been done regularly with electrode paste for over three decades with good results. This article summarizes some of the experiences obtained from this practice on a 33 MW SiMn furnace, as well as a change to a coal tar pitch-free binder. IntroductionA well-maintained tap-hole channel is important in order to achieve good and stable furnace operation over time. Metal and slag are regularly tapped from the furnace and may cause a lot of wear on the tapping channel, increasing the risk of lining damage and ultimately leading to a burn-through. On furnace 10 at Eramet Norway Porsgrunn, the tap-hole area is the part of the lining that has been by far the most prone to burn-through since the startup of the furnace.Experience shows that almost all lining problems have started with burn-through in the tap-hole area or in close proximity to the tap-hole. During tap-hole repairs, side channels with metal and slag have also been observed emanating from the main tapping channel. In addition, a shorter tapping channel will cause more violent flow. This can lead to more metal droplets being entrained in the slag, and increase the risk of the furnace not being closed properly at the end of the tap.As a burn-through is a considerable safety risk, and also causes significant production losses, systematic work has been performed over the years to maintain the tapping channel in order to prevent burn-through."

The extraction of minerals and coal at greater depth, employing higher-powered machinery to improve production levels, imposes an increased burden on the ability of a ventilation system to maintain an acceptable mine climate. Hence, mechanical mine cooling systems are often adopted, which can be expensive in terms of both their associated capital and operating costs. Consequently, in order to optimize the total mining costs, it is essential to provide the mine operator with a method with which to determine the most cost effective and efficient mine cooling system. In a previous paper1a novel energy analysis employing the concept of exergy was proposed and applied to cooling systems applied to two conceptual model mines, representative of UK deep coal operations, and their resultant subsurface thermal environ-mental conditions predicted. This paper presents an analysis of the results obtained from the application of this novel technique to assess the performance of various cooling systems applied to a current UK colliery that is experiencing climatic problems due to its depth and highly mechanized production and development workings. To perform this analysis, ventilation and climatic data collected at the case study mine were used to construct balanced mine ventilation and climatic network models to replicate the subsurface environment. Where air conditions exceeded specified climatic limits within identified climatically control zones, mechanical mine cooling systems were employed. A number of cooling system configurations were applied to these model to investigate the potential to satisfactorily regulate the thermal environment. The heat energy transferred out of the air stream by the various cooling methods was absorbed using a variety of chilled water systems, which were designed to operate at various water flow rates and temperatures. Models of various cooling system were developed and applied to control the underground climate within this mine network to within pre-set climatic limits. The results of a comparative analysis of the energy transfers that were produced by the application of the different cooling systems are presented in the form of exergy performance indices. The results produced by simulation models constructed to represent chilled water distribution networks to supply the various air coolers, are designed and balanced. The results of the exergy analyses applied to the operation of the various chilled water pipe networks are discussed and used to assess the exergetic performance of the application of each proposed cooling system to the mine ventilation network.

Rock bolt integrity is a critical issue for the mining industry because of its influence on the safety of mining operations. Guided ultrasonic wave testing of the defects associated with resin-anchored rock bolts was investigated. Axisymmetrical and three-dimensional finite element models were built, one of a partially encapsulated bolt and the other of a bolt with a simulated local corrosion crack. Experimental bolts were then installed in a testing block and typical responses were compared to finite element models of different defect scenarios. Encouraging results were obtained for the smaller axisymmetrical and three-dimensional finite element models, as well as during the experimental investigation. It is recommended that software with energy-absorbing elements should be utilized to consider higher frequencies and longer bolts. Once the integrity of models such as these has been established, the models could in principle be used to train neural networks for use in commercial equipment to determine the integrity of the installed bolt.

The introduction of new technology into mining operations is seen as a strategic necessity by many mining companies, in order to improve safety and to improve operational effectiveness. Many attempts have been made in recent years to introduce new technologies into mining operations in southern Africa. Amongst these are noteworthy successes, as well as some disappointing failures. Often, the reason for failure does not lie with the technology itself, but with the work system into which the technology is introduced. Such failures may come with a significant opportunity cost, and have a detrimental effect on future development, simply because the system has not been adequately engineered, and the risks have not been adequately assessed and managed. This paper examines the reasons for such failures, and proposes a methodology to be followed to ensure successful and sustainable implementation of new technologies, such as to reduce technical and financial risk to the company, and to energize the workforce into ensuring the initial objectives of the project are met. The paper also focuses on the application of appropriate technology, and the development of technological applications which are commensurate with the level of development of the work environment into which it is introduced. The paper therefore focuses on the application of risk management, change management, systems engineering and feasibility analysis as being key elements of a successful and holistic technology implementation programme.

Refractory/metal interactions and associated reactions are significant during casting as they can lead to inclusion formation. High-temperature interactions between aluminosilicate refractories and molten steel were studied in the present investigation using the sessile drop method. The changes in the contact angles between molten iron with well-defined oxygen levels and substrates of silica, mullite (3Al2O3?2SiO2) as well as commercial refractories were measured in the dynamic mode. In all cases, the reaction led to slag formation. The experiments were performed under isothermal conditions at 1823 and 1873 K. A known and constant oxygen partial pressure was imposed above the iron drop, through appropriate CO-CO2-Ar mixtures. For all substrates, the contact angles started decreasing due to the lowering of the surface tension of iron, as oxygen was imposed on to the system. When a critical level of oxygen was reached, slag started forming at the drop/substrate interface and at this stage, the contact angle dropped suddenly. Subsequent behaviour of silica and mullite was observed to be different, with SiO2showing a non-wetting behaviour. In the case of SiO2substrate, there were also deep erosions along the periphery of the drops and there was slag accumulation at the sides of the metal drop, probably due to Marangoni flow and/or SiO(g) formation. SEM and EDS analysis of the substrates revealed that the formed slag was fayalite. The thermodynamic criteria for slag formation and possible mechanisms of the reaction are discussed in the light of the experiments. A risk study was carried out at the Cerrejon coal mine in order to assess the impacts of pit slope failure in terms of safety of personnel and destruction of equipment with economic consequences. Results of the assessment enabled the definition of risk treatment requirements and the identification of key aspects to consider in a risk treatment plan. The approach included the following tasks: (1) Assessment of the total probability of failure (POF) representative of the stability conditions of typical footwall and highwall slopes. For this purpose, stability analyses were carried out to define the Design POF, which accounts for the variability of strength parameters and represents the normal conditions considered for slope design. Strength parameters for highwall slope analysis were derived from borehole data obtained with a geotechnical drilling campaign. The Total POF was estimated through the use of Source Response Diagrams (SRD) in order to incorporate other sources of uncertainty not accounted for, like changes in geometry, variability of rock conditions due to geological or operational factors, changes in groundwater conditions and occurrence of seismic events. (2) Assessment of the consequences of footwall and highwall slope failure on safety of personnel. The assessment was performed through the use of event tree analysis to establish the probability of fatality caused by slope failures, from the Total POF defined in the previous task. This analysis required the evaluation of personal exposure to slope failures. Also, the assessment included benchmarking of acceptability criteria in terms of probability of fatality and the evaluation of options of risk mitigation to comply with these criteria. (3) Assessment of the consequences of footwall and highwall slope failure in terms of economic losses associated with impact on equipment. The analysis included the evaluation of equipment exposure to slope failures, and it was performed through event tree analysis to establish the probability of an economic loss associated to total or partial lost of equipment, from the total POF value defined in the first task. The magnitude of the economic losses was estimated from the costs of damaged equipment, lost production and site restoration. Options of risk mitigation were also examined in terms of economic losses. The risk assessment process applied to the Cerrejón mine showed how the system can be applied to evaluate the consequences of failure in terms of personnel safety and economics and to identify the more adequate risk mitigation options. The system can be an extremely powerful tool in the mine design process and provides the opportunity to rationalize the geotechnical information requirements, once the risk criteria have been defined by management. The main purpose of this paper is to present the process; therefore, the emphasis has been put on the methodology followed rather than on the actual results obtained.

This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

Background: A cross-sectional study was conducted in November2001 to establish the prevalence rates of Human Immunodeficiency Virus (HIV) and sexually transmitted infections (STIs) (Chlamydia trachomatis and Neisseria gonorrhoea) in a coalmining town in Mpumalanga. Methods: 155 adults were recruited (79 males and 76 females), by holding community meetings, and by door-to-door recruitment. Saliva and urine specimens were collected for the analysis of HIV and STI prevalence, respectively. Results: The mean age for males was 31.35 years (min = 19 yrs and max = 50 yrs) and the mean age of the female participants was31.90 years (min = 17 yrs, max = 49 yrs). The prevalence of HIV was found to be 22.78% [95% CI (14.09?33.59)] in the males vs. 47.37%[95% CI (35.79?55.16)] in the females, [p = 0.001, OR = 3.05, 95%CI(1.49?6.26)]. The prevalence of C. trachomatis was 7.90% [95% CI(2.95?16.39)] in the males vs. 12.86% [95% CI (6.05?23.00)] in the females, p = 0.324. The prevalence of N. gonorrhoea was 3.79%[95% CI (0.79?1.08)] in the males vs. 9.86% [95% CI (4.06?19.26)]in the females, p = 0.137. HIV was significantly associated with C. trachomatis, [p = 0.032, OR = 3.18, 95% CI (1.04?9.72)], but was not significant when stratified by gender. HIV was not significantly associated with N. gonorrhoea (p = 0.072) but it was significantly associated when stratified by gender, p = 0.001 for females. There were no significant associations between HIV and age (p = 0.408), even upon stratification by gender. Conclusions: HIV prevalence in this community is high, and corresponds to national figures. However, the prevalence of STIs is surprisingly low as it would be expected to be high in a migrant population. Although communities are exposed to expanding peer-education activities that encourage behaviour change, the prevalence of HIV in this group. Viscosities of slags constitute an important physical property needed for an understanding of the mass transfer phenomena in metallurgical processes. Viscosity is also the key that leads to a better understanding of the structure of slags. It is well known that the viscosities of silicate slags decrease with the addition of basic oxides due to the breaking of the silicate network. The measurements of slag viscosities often pose experimental challenges, especially to the choice of materials. The keynote lecture takes up the experimental problems and the various techniques adopted. Dynamic viscosity measurement, as a powerful tool towards an understanding of the kinetics of some high temperature reactions, is brought out. A number of semi-empirical models have been developed to estimate the slag viscosities in the case of multi component slags. A critical survey of these models is presented in the lecture. Earlier models by Riboud et al., Urbain et al. and Mills et al. have been developed further into a new generation of models. Some of the current important models are (1) Model by Iida et al. (2)CSIRO model (3) Pyro research Model (4) Model by Tanaka et al. (5) Model approach by Reddy et al. and (6) KTH-model. The predictions and capabilities of the various models are compared. Estimations of viscosities from thermodynamic data and prediction of liquidus temperatures from viscosities are presented. The concept of surface viscosities with reference to slags and viscosities of two-phase mixtures are also taken up in the presentation.

The Namibian Copper Joint Venture has been formed to undertake development of the Haib copper deposit, one of the largest undeveloped copper resources in Africa. The development programme includes extensive hydrometallurgical testwork that is being managed by Kvaerner Metals (formerly Davy International).Various parts of the programme have been contracted to four third-party laboratories. The testwork involves sample selection and characterization, amenability tests, and a parametric study on the leaching variables. All portions of the programme are described and the results a represented. The ores selected for testing are quartz feldspar porphyries. The amenability tests include ?mapping? studies to assess optimum leach conditions, tests at high oxidation potentials, oxidation with various bacterial strains, and heap leach modelling. The parametric programme includes such variables as ore grade, leach temperature, crush size, pH, and ferric iron content of the lixiviant. Testing was done on both whole ore and concentrate. Results show that bacterial leaching is effective and that ore grade and temperature are key variables. Crush size and pH have less impact on copper extraction. For mid-grade ore, about 0.25 per cent copper, extraction is projected to reach 50 per cent after two years when heap leaching tertiary crushed ore at 60°C and pH 1.5. The heap leach operation would fit well with the proposed roast-leach operation used to treat higher grade ores. The latter could supply the low cost heat and acid needed in the heap leach.

Extensive field studies have been carried out to investigate the pillar fire problems in one coal mine in India. A Thermal IR gun and a Thermovision camera have been employed for thermal scanning to assess the state of heating in selected pillars. Special sampling set-ups have been designed to collect gas samples from the holes drilled into the selected pillars and the multigas detector is used to analyse the composition of samples in situ. In order to predict the spontaneous heating in coal pillars, different gas ratios have been calculated and it has been observed that some of the established gas ratios, viz. Graham?s ratio, Young?s ratio etc. have resulted in negative values in samples containing high amounts of methane. The modified gas ratios have been proposed which will be useful for predicting the pillar fires. These ratios may also be used for assessing the condition of fires in sealed-off areas.

Mineral Resource Throughput Management is based on the extraction of the maximum potential value from an ore reserve with the emphasis to generate maximum ROI and ROR (return on reserve). A steel producing company in India implemented MRTM to significantly improve their ROI and ROR. The value chain of this company consists of their own iron ore and coal mines, ore washing plants, sinter plants, steel plants, and sales and marketing division. The target for the mines was to produce at a stable and predictable rate and at specific quality requirements. These requirements were set to improve productivity and ROI of the steel plant. The implementation constituted the alignment of the reserve potential, total production chain, human resources and management culture at the mines with the requirements of the steel plant. Many typical mining practices were challenged and changed. Production targets regarding lump vs. fines ratio, consistent product tons, quality targets such as Fe, Al content and moist, and standard deviation on the quality targets were not achieved. A reverse distribution model with release mechanisms to satisfy the demand were developed and implemented at the mines. A stable and predictable flow of mine product with quality standards well within the required standard deviation targets were achieved. The contribution from the mines to significantly improve the Net Profit, ROI and ROR of the company were reached.
