This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

In the chloride process for TiO2 pigment production, various titania feedstocks (i.e. rutile, synthetic rutile, slag, and upgraded titania slag (UGS)) are chlorinated in a fluidized bed reactor with petroleum coke at temperatures between 1000°C and 1100ºC to yield gaseous metal chlorides. Although feedstock preference is largely based on TiO2 content, feedstock physical properties (i.e. density, sphericity, size distribution, and porosity) differ; these differences will affect fluidization behaviour and can inadvertently affect conversion efficiency. For example, a high carryover from the reactor reduces particle residence time and decreases conversion rates. Owing to dwindling rutile reserves in the world, most chloride producers are forced to feed blends of feedstocks to their chlorinators; and so it becomes important to understand whether blends have an effect on the hydrodynamic properties of the bed. This paper describes the physical characterization of different feeds and the determination of the elutriation constants for slag, rutile, synthetic rutile, and a blend (i.e. 50 wt% rutile, 50 wt% slag).A common feature of the tests was that particles finer than 75 µm tended more than any other size to be elutriated. The tested rutile, classified as a Geldart Group B material, had the lowest carryover, whereas the slags had the highest. Interestingly, the elutriation constant ([ki]) of the blend is lower than those of either of its individual components.

Rock mass classification systems are extensively used in rock engineering design work, and mine design is no exception. Among the systems most widely used for mining-related design work are the NGI 0-system (Barton et al., 1974), the RMR system (Bieniawski, 1976), the MRMR system (Laubscher and Taylor, 1976) and, more recently, the GSI system (Hoek et al., 1998). Classifying the rock mass is widely seen as being the fieldwork required to characterize the rock mass and enable the application of empirical design methods associated with the different classification systems. This paper argues that it is fundamentally important to recognize the distinction between rock mass characterization and rock mass classification. These two processes should, in most cases, be separated from each other. Rock mass characterization should be used to determine the intrinsic properties of the rock mass independently of the application; i.e. independent from the infrastructure to be designed, the size, shape, and orientation of the excavation(s) or pillar(s), etc. Rock mass characterization should also be compatible with most classification systems and empirical design methods to be used. Rock mass characterization is the background fieldwork required to perform rock mass classification and/or engineering design work. Rock mass classification is the subsequent step to the characterization, and an integral part of the design process. Parameters that vary according to the design, such as the relative orientation of geological structures compared to the opening or the mine-induced stresses, should be calculated as part of the rock mass classification and design process, rather than during the rock mass characterization process. The failure to distinguish between rock mass characterization and rock mass classification can lead to major design errors and poor results.

Short-term plans must meet the long-term goals while accounting for shovel selectivity, operational space, and scheduling restrictions. There are several approaches that deal with these issues to deliver a feasible short-term schedule. This paper compares two approaches based on mathematical programming to address the short-term mining cut definition and scheduling in an integrated way. They work by scheduling extraction to comply with long-term production goals, but they differ in how mining cuts are modelled. The first approach schedules Selective Mining Units (SMUs) but aggregates them around predefined locations. The second approach does not work on SMUs; it decides directly what mining cuts are to be used from a pre-defined set of shapes. It assigns a destination and schedules the extraction for the selected mining cuts. We applied both approaches in a real case study to compare their results in terms of profit, mining cut design, expertise needed, profit, and optimisation performance.

South Africa produces about 400 Kt zircon (ZrSiO4) per annum. This represents about 30 percent of the global demand. However, very little is beneficiated locally and more than 95 percent is exported with little or no value addition. Zircon is a very inert material and needs to undergo high-temperature alkaline melting processes to produce valuable zirconium products. The conversion of zircon to plasma-dissociated zircon (PDZ) produces a chemically reactive species (ZrO2.SiO2) which consist of finely divided submicron monoclinic ZrO2 crystals dispersed in a SiO2 matrix. In this paper, an in-flight, non-transferred arc pilot plasma plant with a capacity of 100 kg/h and which consists of three 150 kW DC plasma torches, is described. The optimization of the plant, which includes the use of different zircon concentrates, the influence of particle size, feed rates, plasma gas, and energy utilization, is discussed.

The transient infiltration and lubrication behaviour of slag during continuous casting of steel is important for billet quality. A two-dimensional coupled mathematical mould model was developed to investigate these phenomena. The accuracy of the model was verified by comparing the calculated slag consumption with measurements by the plant. The results show that the liquid slag is consumed from the middle and late period of positive strip time to the next early period of positive strip time, including the entire negative strip time. The maximum downward infiltration velocity and positive pressure in the slag channel is at the middle of the negative strip time. Increasing the positive pressure of the slag channel is conducive to lubrication. The shear stresses acting on the shell surface and at the mould side were determined by the lubrication slag consumption and total slag consumption, respectively, and gradually decreased with increasing slag consumption. The negative strip time was lengthened to increase the slag consumption and prolong the time near the maximum downward shear stress, so as to be conducive to the demould.

"The first in this series of two papers, on the potential of renewable electricity sources for mining operations in South Africa, investigated the internal structure of mining corporations to evaluate feasible alternative electricity sources that were identified as through earlier research. The purpose of this paper is to combine current knowledge about the external macroeconomic and the internal environments to produce a clear picture of how renewable sources of electricity could perform from the perspective of mining corporations in South Africa. The multi-attribute value theory (MAVT) approach was adapted to structure the research and results. The model was fed with real-time data provided from five different energy companies and four mining corporations operating in South Africa. The results show that the performance of hybrid versions of the currently used electricity sources (diesel generators and Eskom grid connection) with solar PV and onshore wind is favourable compared with the current sources alone. The advantage of diesel generators is significantly greater than that of the Eskom grid connection. By combining the macroeconomic influences with the MAVT results, hybrid solar PV versions are identified as having the greatest potential. In second place are hybrid wind solutions, which have the shortcoming that good wind conditions occur only in coastal regions where there are fewer mining activities. Geothermal hybrid versions are the least favourable owing to the lack of service infrastructure and high initial investment costs.IntroductionRecent developments in the macroeconomic environment necessitate an investigation of the internal structure of mining corporations to evaluate possible alternative electricitygenerating sources (Roehrl and Riahi, 2000). To be able to combine current knowledge of macroeconomic factors and the internal structure of mining corporations, the research process is presented in two papers. The first paper (Votteler and Brent, 2016) investigated the internal structure and argued that a strategic tool should be used to evaluate electricity sources from the perspective of mining corporations. The multi-criteria decision analysis (MCDA) approach was selected as the most appropriate strategic tool. Based on a literature review of previous similar MCDA approaches in energy planning, it was concluded that no adaptation of MCDA methods could be found from a corporate, mining, or South African perspective. Finally, the paper investigated the internal evaluation structure in collaboration with mining corporations, by identifying the criteria they use to evaluate electricity sources."

"SynopsisThe application of the attainable region (AR) technique to the analysis of ball milling is currently limited to batch data. This paper introduces the use of the technique to continuous milling.To this end, an industrial open milling circuit processing a platinum ore was surveyed. Samples were collected and later characterized by means of laboratory batch testing. On site, several milling parameters were varied systematically so as to collect data for modelling purposes. These paramters included ball filling, slurry concentration, and feed flow rate. After data analysis, a simulation model of the open milling circuit was developed under MODSIM®, a modular simulator for mineral processing operations. The mill was then simulated and the data generated was analysed within the AR framework.Initial findings reveal an opportunity to gain valuable insight by studying milling using the AR technique. From an exploratory perspective and inasmuch as this study is concerned, feed flow rate, ball size, and ball filling were identified as being pivotal for the optimization of open ballmilling circuits. Mill speed, on the other hand, had only a limited effect on the production of particles in the size range -75 +10 µm.IntroductionGlasser and Hildebrandt (1997) propounded the attainable region (AR) as a technique for the analysis of chemical engineering reactor systems. Results have since been produced and tested on both the laboratory and pilot scales. The method results in a graphical description of chemical reactions by considering the fundamental processes taking place in the system, rather than the equipment. From the plotted graphs, the process and the reactors can be synthesized optimally into a flow sheet.The use of the AR method still has a long way to go as far as mineral processing is concerned. For instance, several articles have reported the application of the AR technique to ball milling: Khumalo et al. (2006, 2007, 2008); Khumalo (2007); Metzger et al. (2009, 2012); Metzger (2011); Katubilwa et al. (2011); Hlabangana et al. (2012). Their main shortcoming has been the exclusive use of laboratory batch grinding data.To address this deficiency, Mulenga and Chimwani (2013) proposed a way by which the technique could be extended to continuous milling. In effect, the batch milling characteristics of a platinum-bearing ore (Chimwani et al., 2013) were used and scaled up to an open milling circuit. Then, with simplifying assumptions, an attempt was made to optimize the residence time of particles inside the mill. Later, Chimwani et al. (2014a) presented some optimization examples involving various milling parameters. The sequence of published articles then paved the way for the study of industrial milling systems with the AR methodology."

The prototype and test results of the instrument for quick determination of incombustible content in deposited dust as a protection against coal dust explosion propagation are presented. Presently existing methods do not permit to obtain quick information about incombustible content, needed for the proper protection of workings. As the operating principle for the e instrument the dependence of reflection of infrared radiation intensity on incombustible content in the sample is chosen. The construction is based on the modern electronics. The measurement will be done at the sampling site. The range of the instrument is 0-100% of incombustible, direct reading, autonomous supply, weight no more than 0.5 kg, and is intrinsically safe according to EN Standards. During the Conference the instrument will be commercialized.

The classic technique to remove impurities in a cobalt stream is selective precipitation. This is usually followed by re-leaching to produce an advanced electrolyte for cobalt electrowinning. Although this technique ensures an adequate cobalt concentration in the electrowinning circuit, some of the consequences include unwanted losses through the numerous selective precipitation steps resulting in lower recoveries. One plant that currently utilizes selective precipitation is the Luilu Metallurgical Plant (Luilu) in the Democratic Republic of the Congo. This paper evaluates the benefits of using solvent extraction technology as a purification step in the Luilu Process with the aim of further increasing the overall cobalt recovery and to ensure that a suitable cobalt concentration in the advanced electrolyte is achieved. The implementation of a solvent extraction-electrowinning process is found to be beneficial in terms of achieving improved recoveries and cobalt cathode quality, however there are many other factors that impact the success of converting from the classic precipitation process used at Luilu.

There are factors distinct from the mode of mechanical extraction that may have considerable influence on its prospects for extensive adoption; the rockburst factor is one of these. REPLY BY H.H. HAASE AND R.G.B PICKERING We agree with Professor O'Connor that, in conventional gold-mining operations, a disproportionate number of seismic events occur in the period immediately following a blast; rockburst activity follows the same pattern, and it has been calculated that, if the rockburst peak were spread evenly across the day, the rockburst exposure of stope workers would nearly double.

A study was made of the performance of a rod mil operating without liter bars and with different arrangements of liter bars in the lining. . The results show that striking improvements in performance, increased throughput, and reduced consumption of liner metal and electrical energy can be obtained by a change in the geometry of the liter-bar arrangements within a mil. Rod mils of equal size fitted with the same arrangement of liter bars but operating at different speeds presented apparent anomalies in the relative consumption efficiency of electrical energy for the production of material smaller than 75 µ m. Marked savings in the consumption of liner metal were achieved by the use of an arrangement of alternating lines of higher and lower liter bars. A study of the relative performances of two large tube mils showed that the use of liter bars in one of the mils resulted in a marked reduction in the consumption of liner metal and electrical energy per ton of material smaller than 75 µ m in the product.

Geological, tectonic, geochemical and geophysical data were utilized for the mineral resource assessment of the Biga Peninsula in NW Turkey. During the deductive phase of the project multivariate statistical methods were applied to accentuate characteristic parameters which sufficiently describe the different types of Pb - Zn mineralization. The parameters most likely to be indicative of mineral occurrences were determined. In the following prognostic phase these parameters were further statistically treated to determine favourability indexes for the occurrence of a deposit within each cell of the training area. Preliminary results of probabilistic, univariate and multivariate methods are presented.

The integration of various highly sophisticated IT applications has been implemented at Bafokeng Rasimone Platinum Mine, a new platinum mine in the Anglo Platinum Group. This system is required to assist with compiling the necessary geological and grade information together with safety, environmental, ventilation, rock engineering and logistical constraints, to allow the design of the appropriate mining layout, to schedule this design, provide the necessary output for technical review and costing as well as budgeting to allow medium- and long-term business planning. In addition the production management and short-term planning needs must be met. This includes the plotting of all underground and surface infrastructure and excavations, giving the necessary mining and best cut instructions, daily production management, ore reserve and grade management as well as assisting with budgetary management. In addition all safety, health, environment and risk assessment requirements and legal requirements have to be met. The system at Bafokeng Rasimone Platinum Mine has met these criteria. The productivity indices of the Republic of South Africa compare poorly with those of its competitors in the rest of the world. The theory of productivity is relatively simple, and various models are available to demonstrate this. The problem is how to apply the theory in practice and to convert it into a practical management system that will guarantee results. The secret lies in a management approach that aims at a continuous improvement in achievement and that involves the entire work force down to the lowest level in the process. Good management systems ensuring the necessary attention to, among others, management by objectives, finance, personnel, maintenance, planning, and control are a prerequisite for continued improvement and staff involvement. The net result of such an approach is described by the term performance management, which encompasses the total integration of al a company's management systems.

Lambrechts to act as Colloquium Chairman for the day and he, in turn, introduced the three Session Chairmen namely, Dr A. Whillier (Chamber of Mines and President of the Mine Ventilation Society); Mr M. Barcza (Managing Director, Corner House Laboratories); and Mr L. W. P. v.d. Bosch (Chief Consulting Engineer, Union Corporation). The following papers were presented: "Fan efficiency investigation on mines of the Union Corporation, Ltd." by J. A. Drummond. At the conclusion of the three technical sessions the Symposium Chairman commented as follows, indicating that he would prepare a written summing up at a later stage: "The tone of the colloquium has had a sincerely practical note about it. It would have been a pity if the ventilation experts talked only theory and little practice. This practical theme has, I am sure, made the colloquium interesting to both ventilation men and others whose daily tasks do not touch so closely on this fascinating subject. This practical theme was in evidence through all the papers and contributions. Some of you may have felt that there was not enough emphasis on the word 'economics' as advertised in the broad title of the colloquium. I do not think this was really a valid criticism because as someone said 'it all boils down to Rands in the end!' So whether it was a case of low fan efficiency, poor design of cooling towers, wrong planning or low human efficiency due to high heat stress. . . it all boils down to money saving and therefore economics, whenever improvements are forthcoming. The title of the colloquium was thus not misplaced. The views of senior mining men on the production side are appreciated. Let us say that this exchange of views between ventilation engineers and those who have to take the final decisions and spend the money, should prove to be most rewarding." Professor Lambrechts finally thanked the Session Chairmen and everybody who had helped to make the colloquium a success and the meeting closed at 4.0 p.m. In a subsequent written summing up, the Colloquium Chairman gave the following as his impressions of some of the highlights which emerged from the papers and discussion thereof: (The names indicate the authors only). Drummond: It was hinted that the time had arrived to consider the introduction of a South African fan test code which would be better suited to local conditions than the currently acknowledged B.S.S. code which, however, is seldom enforceable in practice. In this connection also, there was prominent reference to the thermodynamic approach of McPherson. Wide variations in the quality of maintenance of, and repair work on, fans were stressed. It was mooted that ventilation engineers responsible for estimating the basic duty specifications for large fans, frequently played safe by overestimating the pressure required, thus ensuring that there would not be a shortfall in air volume delivered. "The quantification of mineral resources and evaluation of process performance in mining operations at Gole Gohar iron ore deposit requires a precise model of the spatial variability of three variables (Fe, P, and S) which must be determined. According to statistical analysis there are complex multivariate relationships between these variables such as stoichiometric constraints, nonlinearity, and heteroskedasticity. Due to the impact of these complexities in decision-making, they should be reproduced in geostatistical models. First of all, in order to maintain the compositional and stoichiometric constraints, additive log-ratio (alr) transformation has been applied. In the next step cosimulation, using stepwise conditional transformation (SCT) and sequential Gaussian simulation (SGS) has been used to simulate multivariate data. Through statistical and geostatistical validations it is shown that the algorithms were able to reproduce complex relationships between variables, both locally and globally. IntroductionThe key steps in mining projects are the quantification of mineral resources, definition of mining reserves, and production scheduling. They rely on the construction of a block model that is used to represent basically the spatial distribution of ore grades (Montoya et al., 2012). The determination of grades and tonnages affects risk assessment and economic evaluation of mining projects. Evaluation of process performance in mining operations requires geostatistical modelling of many related variables (Barnett and Deutsch, 2012). Iron ore quality is characterized by multiple variables: not only the iron grade but also the contaminants that interfere in the subsequent steel manufacturing processes. Consequently, the spatial variability of multiple variables must be determined. Key variables are frequently correlated, and such correlations must be honoured during estimation and simulation. Data from iron ore deposits constitutes compositional data; furthermore, relationships the between assay data are often heteroskedastic."

"The mining operation at Namdeb’s Southern Coastal Mine (SCM) is unique. It targets gravel layers up to 30 m below sea level, which continue to dip deeper, further west, under the Atlantic Ocean. On this storm-dominated coastline, severe water seepage into mining areas, rugged orebody footwall characteristics, and highly variable resource grades all contribute to a challenging operational environment. Namdeb has a proud history of innovation, and as the mine progresses further westwards and associated technical and economic challenges increase, this innovative culture has become essential to the future of the mine. The Theory of Constraints (ToC) has been widely used at SCM, and across the mining discipline, to focus efforts on improving overall business profitability. Through analysis of the mining processes, opportunities were identified, solutions developed, and initiatives implemented with staggering results across all three mining disciplines, i.e. stripping, load and haul, and bedrock bulking and cleaning. This paper outlines the solutions adopted and the results of the ToC analysis. IntroductionSouthern Coastal Mine (SCM) is one of three Namdeb operations located in the southwestern corner of Namibia, between the Orange River in the south, the Namib Desert to the east and the Atlantic Ocean to the west (Figure 1). These three geographical features set the backdrop for the world’s greatest marine diamond mining placer (Badenhorst, 2003). SCM is situated along the coastline extending from the mouth of the Orange River to Chameis Bay approximately 120 km to the north. The active mining area, called Mining Area 1 (MA1) is, however, limited to very narrow strip, 30 km in length, in the south of the licence area, close to the town of Oranjemund.Namdeb, a wholly owned subsidiary of Namdeb Holdings, is a 50/50 joint venture between De Beers and the Government of Namibia. Diamonds were first discovered along the Namibian coastline in April 1908, close to the town of Luderitz, but mining operations started in the SCM mining area only in February 1929 (Schneider, 2009). Initially all Namdeb mining operations exploited massive land-based deposits, producing nearly 40 million carats from MA1 between 1920 and 1977 (Schneider, 2009) when mining targeted onshore raised beaches west of the high water line. Since 1977 however, SCM and Namdeb have developed a unique mining method to economically extract the resource which extends westward under the Atlantic Ocean."
