The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

Keywords: Pyrometallurgy, circular furnace, PGM, platinum, Peirce-Smith converter, Zimbabwe The Zimplats Smelter, located on the northern part of the Great Dyke, at the Selous Metallurgical Complex, is the only PGM smelter in Zimbabwe. Zimplats? operations currently consist of the Ngezi Platinum Mine, which is a 1.5 Mt/a open-cast and 0.7 Mt/a underground mine, and a Concentrator and Smelter to which ore is transported 80 km by road. The final converter matte product is transported to Impala Refining Services in South Africa for refining and marketing. The Zimplats Smelter operations consist of a concentrate filtration plant, a Drytech flash dryer, a modified Elkem / Hatch 13.5 MVA circular furnace, two 10? x 15? Peirce-Smith converters, and a matte granulation plant. The Zimplats smelter uses a three-field electrostatic precipitator, supplied by ELB-Brandt, for removal of particulates in the gas streams from both the converter and furnace. Construction of the smelter commenced in 1995, under the BHP / Delta Gold of Australia joint venture. The furnace was lined mid-1996, and smelting operations commenced in 1997. Due to design challenges, the Elkem furnace was modified by Hatch in 1998, and the smelter had not reached full capacity when operations were suspended in 1999. Re-commissioning took place in January 2002.

To recover the coal resources of high-sulphur anthracite in Jincheng Mining Area, underground coal gasification (UCG) of No. 15 seam in Fenghuangshan Coal Mine was proposed. The feasibility of the project was confirmed by investigations of occurrence conditions, coal properties, and roof conditions, as well as experimental studies and theoretical analysis. It was found that UCG technology is appropriate to be adopted in the mining of the No. 15 seam, due to the stable rock conditions, simple geological structure and hydrogeology, the high carbon content of the coal, non-cohesiveness, medium-thermal stability, high ash fusion temperature, and weak reactivity with CO2. Further factors are the characteristics of the immediate roof, which consists of 9.11 m of limestone and mudstone with a compact structure and low permeability, and 4.27 m of dominantly mudstone with low permeability.

Similar to the case of any other business venture, the activities of mining industries are profit-oriented. Nothing will stop successful businesses in their quest for new localities to be prospected for minerals of their choice, because the useful economic life of any mine is limited. Before starting the process of land acquisition, it is important for any mining company to be able to forecast the profitability of the venture. The focus of this paper has been on the prospects of success, concerning the case of the opencast extraction of aggregates for construction. A set of 70 successful and loss-making quarries was subjected to investigation. An international company owns the quarries, which are located in seven European countries. The method of discriminate analysis provided the criteria for assessing future economic performance. The same criteria served the purpose of classifying other quarries belonging to the company.

The authors have conducted several investigations into the prediction of the beach profile of high-density tailings and have found that there are a number of important considerations that need to be taken into account over and above the reliability of the beach profile prediction methodology. These considerations relate to the chemistry of the slurry and specifically the influence of pH and flocculation, both of which have a significant influence on the rheology of the slurry at the discharge point. A number of examples are discussed and a potential testing protocol that will assist in assessing the influence of chemistry ahead of the beach profile predictions is presented. A methodology for assimilating the results of the testing into the likely field situation is discussed, and suggestions are made on application of the results in beach profile prediction. It is well known that the electrochemical precipitation of metals from aqueous solutions is conducted by the electrochemical standard potential scale. This scale indicates the order of nobility of different metals. Consequently, the standard potential scale shows the nocivity of metals when they are present as impurities in aqueous solutions containing metals. In the hydrometallurgy of cobalt, nickel and zinc are co-deposited during cobalt electrodeposition. Nickel has almost the same chemical, physical and electrochemical properties as cobalt. Furthermore, the electrochemical potential of nickel is relatively higher than that of cobalt. For this reason nickel is preferentially reduced at the cathode in the presence of cobalt. The presence of small amounts of zinc in solution leads to contamination of cobalt electro won. In spite of its lower electrochemical potential in comparison to cobalt, zinc is reduced on the cathode because of its higher hydrogen-overvoltage. But, in the hydrometallurgy of zinc, small amounts of cobalt present into solution will contaminates the zinc reduced at the cathode. This is easily explained by the fact that cobalt is more electropositive than zinc. The co-deposition mechanism of sulphur at the cathode is not yet well understood. Great attention has to be paid to the mechanism of co-deposition of sulphur during cobalt electrolysis..This work aimed to investigate the influence of some parameters on the co-deposition of nickel, zinc and sulphur during cobalt electrowinning. The following parameters have been investigated : Co2+ concentration in the electrolyte, current density and ammonium sulphate (NH4)2SO4 additions. It has been established that important nickel, zinc and sulphur co-deposition takes place at relatively low Co2+ concentration in solution. The behaviour of these elements with regard to the cathodic phenomena has been established.

Hydrocyclones are a common feature in almost all mining operations in the world, serving mainly as classifiers. Some of their advantages include low capital costs, low space requirements and their ability to reduce residence time in closed circuit grinding processes. Although an extensive body of literature exists for hydrocyclones, these devices are still inherently inefficient, and more research is currently being undertaken, particularly in the field of modelling. In the vast body of hydrocyclone literature published so far, there has been little or no effort devoted to analysing the effect of the cone force ratio on the performance of hydrocyclones. The cone force ratio is defined as the ratio of the spigot to the vortex finder diameter (Shah, 2005). In this study a total of 44 tests was carried out in a custom-built rig at the University of Cape Town. These tests were aimed at evaluating the effect of the cone force ratio on the performance of as mall diameter hydrocyclone. The cut size and water split were used as the criterion for evaluating the performance of the hydrocyclone. Results from the tests showed that the cut size decreased with an increase in the cone force ratio. The cut size also appeared to decrease as the calculated locus of zero vertical velocity (LZVV) shifted inwards. The water recovery to the underflow appeared to increase with an increase in the cone force ratio. The effect on the cut size of adjusting the cone force ratio was found to be higher for a coarser feed than it was for a finer feed.

Although not fully accepted in South Africa, the Theory of Sampling originally proposed by Pierre Gy is fast becoming the cornerstone of sampling practice throughout the world. The growing acceptance of Gy?s Theory of Sampling in South Africa can be attributed to a number of factors, chief amongst them being the development of a tradable mineral asset market, the promulgation of the Mineral and Petroleum Resources Development Act (MPRDA), the growing number of commercial and academic courses that are offered on sampling, and the regulation of the industry through internationally acceptable guidelines and rules for reporting and trading in mineral assets. The size of the South African minerals industry and the dependence of our economy on mineral production have also meant that correct sampling is of key importance to mineral trade. ISO standards have been the principal guides for producers of mineral bulk commodities who produce to customers? specifications, whereas Gy?s insights have been most readily accepted by precious and base metals producers whose product is sold into metal markets. Understanding of small-scale variability is essential in the precious and base-metal industries, but detailed studies of the effects of heterogeneity have not been as productive in the bulk commodities. Sampling practices at different stages of mineral development from exploration, face sampling and grade control, ore processing and handling, metallurgical sub-sampling, point of sale sampling, and sampling in the laboratory are considered in the gold, platinum, ferrous metal, and coal industries. A summary of the impact of poor sampling in these industries is presented. Generally it appears that poor sampling practice is most likely to erode mineral asset value at the early stages of mineral development. The benefits of good sampling are considered, especially with regard to the financial implications of bias and error on large and consistent consignments of bulk commodities. Keywords: MgO-MgR2O3 refractory, SO2-containing gases, chemical attack The reaction mechanisms occurring when MgO-MgR2O3 refractories are exposed to SO2-containing gas atmospheres were examined. The study examined the characteristic structures of magnesite-chrome, chrome-magnesite and magnesite refractories exposed to SO2-O2 gas mixture at temperatures of 700°C to 1350°C. The phase characterization was conducted with scanning electron microscopy (SEM) and powder X-ray diffractometry (XRD). The results show that the physical characteristics of the refractory matrix along the grain boundaries are important refractory features during chemical attack from SO2-containing gas. Upon heating in SO2-containing gas, the changes in phase-chemical compositions and accompanying grain growth causes loosening of the structure and the pore volume promotes gas diffusion. The chemical reactions that occur form stable sulfate compounds identified as MgSO4, CaSO4 and CaMg3(SO4)4, and lead to disintegration of various phase structures and consequently erosion of the refractory. In conclusion, the reaction mechanisms in MgO-MgR2O3 refractories exposed to SO2-containing gases progress through a combination of structural disintegration and chemical attack.

The beneficiation of heavy metal oxides, such as iron ore, is usually performed with heavy medium separation in cyclones, static baths and lately with Larcodems. Atomized ferrosilicon is most suitable as a heavy medium at densities above 3600 kg/m3 whereas a mixture of milled and atomized ferrosilicon is suitable at densities below 3600 kg/m3. When operating a beneficiation plant at densities higher than 3600 kg/m3 the quality of the ferrosilicon particles is an important factor that influences the control of the beneficiation process. Therefore, it is important to know how the rheology would be affected by the ferrosilicon quality as it also influences the control of the process at these elevated densities. Background The Kumba Resources Sishen Iron Ore Mine in South Africa produces 26.5 Mt iron ore per annum from its beneficiation plant. The ore body consists mainly of laminated and massive type hematite ore that is crushed down to ?90mm before being beneficiated by means of a combination of Wemco drums, Larcodem and dense medium cyclone separators. The need for higher densities When the percentage of high-density gangue2 is higher than normal in the run-of-mine (ROM), a higher separation density is necessary to produce a product to specification. Certain ore types of this quality in the Sishen reserves require a separating density higher than 4000 kg/m3, whereas densities would normally average 3600 kg/m3 when beneficiating ores of normal high-density gangue content. Sink and float tests conducted on the ROM material at Sishen revealed some interesting characteristics. In the waste fraction, (density < 3600 kg/m3) it was found that the %Fe was <21% (Fig. 1). Similarly, for the product fraction (density >3000 kg/m3), the percentage Fe varied between 35% and 67.2%. The bulk of the material (88%) actually had a density greater than 4000 kg/m3 and a Fe content that varied between 63% and 67.2%. At a density interval of 3600 to 4000 kg/m3, the Fe content varied from 37% to 60% with an average of 45%.

The traditional view taken of commodity prices is that they are cyclical, with strong demand boosting prices and attracting new suppliers. The resulting increased supply pushes prices down with consequent exit of the higher cost producers. And so the process repeats itself. Little attention is given to shifts in underlying global issues and their effect on the traditional process which is seen as being controlled by ?amorphous? market forces with producers profiting from the good times and trying to survive in the bad.. The questions posed are: does this still apply and will it apply into the future? What new factors are affecting the cycles? Can we expect to find the traditional commodity cycles repeated in the 21stcentury? Are producers powerless within the forces of the cycles? Forces likely to affect future commodity prices will be suggested, using gold, zinc, copper, tin and coal as case studies. The long-term downward trend in the real price of commodities is identified.

Jointed rock slopes are generally stable, as there is no freedom of movement for blocks of rock. In an open- pit mining environment, blasting opens up space into which blocks of rock can fail, resulting in the common occurrence of slope failure. Prior to the blasting of a trim pattern, the immediate highwall is scaled, where loose rock material is removed by means of a mechanical scaler. As mining of the pit progresses, the height of the scaled highwall from the pit floor progressively increases. These highwalls are never scaled again for the remainder of the pit life, and time-dependant deterioration contributes to these highwalls becoming subject to rockfall and, sometimes, slope failure. This paper documents the development of a South African innovation, a remote-controlled mechanical highwall scaler, a world first for the mining industry. The scaler will enable open-pit highwalls to be scaled from crest to toe whenever the need arises. It will reduce the risk associated with highwalls and deliver on the Anglo American promise of producing safe, profitable platinum.

The author recently has reviewed the publications on the slag-related research in China since the Sixth International Conference on Molten Slags, Fluxes and Salts in June, 2000. In fundamental aspects, the physical property predictions and measurements, slag-metal reactions, slag-refractory reactions have received close attention, and are briefly described here in this report. More than half of slag-related publications deal with plant investigations due to the requirement of technological improvements and environmental protection. In the present paper, the research on slags in various treatments related to clean steel production and the utilization of the waste slags is briefly reviewed.

This paper is based on a study to determine the potential beneficiation opportunities for marble from Griekwastad in the Northern Cape Province. The marble was characterized mineralogically by X-ray diffraction. Major and trace elements were determined using inductively coupled plasma-optical emission spectroscopy. The sample was crushed, and the crushed material beneficiated by tumbling and polishing. The resulting beads were incorporated into a variety of jewellery and other decorative items. It is concluded that the beneficiation of Griekwastad marble presents a good opportunity for value addition and job creation, provided that an effective marketing strategy for the products can be developed..

Transportation accounts for some 26% of all mine accidents in South Africa. Although this figure may not be as prolific as fall of grounds accidents or accidents caused by seismic events, the enormity of transportation accidents demands attention, especially as many of these accidents are avoidable. This paper investigates vertical (i.e. shaft), horizontal (i.e. haulages), and in-stope transportation systems and their function as it applies to safety. Recent transportation accidents are discussed looking at current trends within the three transportation areas. In the shaft area, discussions will focus on handling of material cars, loading and off-loading of the workforce and management of shaft orepass systems. The horizontal component will focus on personnel transportation, safety around trains and hoppers, and handling of material in the cross-cut. The discussion on in-stope transportation will focus on the general congestion of the stope environment and how it affects the overall movement of personnel, material, and rock. Of concern are the large numbers of material handling and scraper winch accidents that occur and which will be discussed in some detail. The paper will conclude with a section on proposed guidelines within the three above-mentioned systems for mine engineers to consider in mine design and life of mine planning and scheduling. "This paper investigates the conditions leading to the indefinite termination of production in four critical primary panels at an underground coal mining operation, the observed shortcomings in the mining approach, and the proposed strategy to mine through the affected panels. Initial assessment of the abandoned panel conditions indicated time-dependent strata failure,(i.e. bolted roof failure overrunning intersections), which occurred from mere minutes to up to four weeks post-production, with and without prior warning of failure. This prompted the constant re-supporting of back areas, which raised safety and productivity concerns. Investigation of the initial mining conditions revealed that the failures were due to a critical combination of factors, the chief of which was isolated horizontal stress. Other factors that were initially overlooked by the mine (i.e. influence of hydraulic stress, misinterpretation of borehole data), resulted in the conditions being described as abnormal. Remedial actions were determined, and in so doing, a new strategic approach was formulated to thoroughly address all failure concerns. The four panels were explicitly planned to serve as the main intake and return airways for the recently commissioned secondary ventilation shaft, as well as providing access to millions of tons in proven coal reserves. It is thus imperative to mine the panels. A feasibility study showed that the proposed strategy set for implementation would be financially viable. It has previously been observed that industrial high-titania slags display a compositional invariance, remaining close to stoichio-metric M3O5. The present study focuses on this invariance and the phenomena which may cause it. The invariance was studied using thermochemical calculations and a mechanism is proposed for the observed behaviour. The mechanism suggests that a combination of thermochemical equilibrium and transient slag solidification and melting results in the observed compositional invariance. The proposed mechanism provides new insights and prompts questions about other mechanisms in the smelting process.

Material handling in open pit mining accounts for about 50% of production costs. The selection and deployment of efficient, safe, and economic loading and haulage systems is thus critical to the production process. The problems of truck and shovel selection and sizing include determination of the optimal number and capacities of haulage and loading units, as well as their allocation and operational strategies. Critical survey and analysis of the literature has shown that deterministic, stochastic, and experimental approaches to these problems result in considerably different outputs. This paper presents a comprehensive simulation framework for the problem of truck and shovel selection and sizing based on the random processes underlying the network-continuous-discrete event nature of the mining operation. The framework builds on previous research in this field and attempts to address limitations of available methodologies in the form of a comprehensive algorithm. To test the validity of the framework a large open pit mine was evaluated. The stochastic processes governing the uncertainties underlying the material loading and haulage input variables were defined and built into the stochastic model. Discrete event simulation was used to simulate the stochastic model. The proposed model resulted in several modifications to the case study.

Uniaxial compressive strength (UCS) and shear strength parameters(cohesion and angle of internal friction, Cand F) of rocks are important parameters needed for various engineering projects such as tunnelling and slope stability. However, direct determination of these parameters is difficult and requires high-quality core samples for tests. Therefore, this study aimed to explore the applicability of the Brazilian test (BT) - a simple, less sophisticated and inexpensive method for both specimen preparation and testing - to estimate the UCS and shear strength parameters of rocks. Thirty-seven rock types were sampled and tested, 24of which were volcanic, 8 were metamorphic, and 5 were sedimentary. Statistical equations were derived to estimate the UCS and shear strength parameters of rocks using the BT. The validity of the statistically derived equations was confirmed using predictive analytics software (PASW Statistics 18). A strong linear relation was found between BT and UCS values. BT and UCS values exhibited prominent linear correlations withthe cohesion values of rocks. The Mohr envelope was also used to determine the cohesion and friction angle of rocks using BT and UCS values. It is deduced from the current study that the BT values can be used to estimate the UCS and cohesion. However, no relation was observed between the angle of internal friction values and the UCS and BT for all rock types. Therefore, different approaches are suggested for the estimation of the internal angle of friction for application in the preliminary design of projects.

The aim of this paper is to demonstrate that active seismic measurements could have an impact in helping solve rock engineering problems experienced in the South African mining industry. The paper presents a variety of experimental and numerical results where seismic waves show clear differences in wave-speed and amplitudes due to different degrees of fracturing. It presents results from the ?Omnibus? project commissioned to develop new ultrasonic technologies for diagnosing fracturing for nuclear waste repositories. This included using models to investigate assemblies of cracks where the effects of crack density and crack size on waveforms are shown to be coupled. Results indicate that these effects can be decoupled in the frequency domain, where the Fourier amplitude aids in estimating crack size, while the low frequency phase-difference has a direct relationship to crack density. Models are also shown to aid interpretation of waveforms by isolating geometric effects from the effects due to cracks. Two rock engineering problems experienced in the South African mining industry are investigated through numerical examples. These demonstrate that determining whether ?crush? pillars have failed and determining the degree of fracturing in the hangingwall of stopes, may be possible through the use of active seismic surveys.
