The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center (PRC), has conducted research to improve electrical fault detection on coal mine direct current (dc) trolley systems. Present circuit breaker protection systems are current-magnitude-based and cannot discern between normal traffic and high resistance electrical faults. Tests were conducted at cooperating mines to assist in developing a neural-network-based detection algorithm for distinguishing between electrical faults and normal operation. The Fast Fourier Transform of the trolley rectifier current signature served as baseline data for the neural network. During field tests, the algorithm performed with greater than 90% accuracy.

Data input is divided into three divisions for discussion purposes below. These divisions are: a) Information Retrieval and Control Options; b) Gaming Options; and c) Descriptive Parameters. The data input for model application, which is listed in Appendix B, is segmented to show the location of these divisions. In actuality, however, these divisions form a continuous data file. Each 80 character record of data input is edited by an alpha¬numeric editing routine which permits the format free numerical speci¬fication in most data divisions. The editing routine searches each record for numeric types and when found, converts these numbers into computational forms. The Fortran convention of decimal and integer numbers is not used by the editor so that a number may appear on the data record in either form desired by the user. Since the editor seeks only numeric types, the input records may be freely commented and identified with alphabetic letters (A - Z). One or more input records may contain only commentary information or be entirely blank. On the other extreme, any data record may contain up to 40 numeric elements, each separated by a blank space. The application of this capability can be seen by reference to the data. Information Retrieval and Control Options The information retrieval options specify the detail of infor¬mation required to be printed. Vibration measurements at the workplace are often complicated and expensive. The assessment of the risk in conformity with EC Directive 2002/44/EC “Vibration” (which lays down the minimum requirements of laws in Europe for occupational safety and health) can therefore be carried out on the basis of an estimate based on information from manufacturers as well as by measurement conforming to ISO 5349. The characteristic values (emission values) determined by manufacturers in laboratory conditions may deviate from the exposure values measured at source at the workplace. Equally, deviations may arise as a result of the delay in the changeover of test methods from the single axis of measurement to the total vibration value for the three axes of measurement conforming to ISO 20643. To prevent faulty estimates, the manufacturer’s information has to be corrected by a tool-related factor in accordance with CEN/TR 15350. By taking the example of masonry and stone working machines, the empirically determined tool-related correction factor is checked and confirmed. Methods Vibration measurements were carried out in accordance with ISO 5349 in practical application conditions on 10 selected typical eccentric and orbital sanders, concrete and disc grinders as well as on wall chasers and stone saws. Results The total vibration value obtained for the investigated tools rangedfrom ahv = 3.6 m/s² to ahv = 11.6 m/s². When the values from the practical measurements are compared with the manufacturer’s vibration values, the underestimation of the risk occurring in some cases can be largely compensated for by the tool-related factors conforming to CEN/TR 15350 (see Figure 1).

"Results from research directed at determining the reason(s) for the ""rank factor"" in correlations between coal workers' pneumoconiosis incidence and coal seam of employment are presented. Using compliance dust samples collected from two longwall panels operating in coal seams of widely different rank, respirable particles were identified by mineral species under manual scanning electron microscope (SEM) energy dispersive x-ray (EDX) analysis and then further characterized by their physical diameter, general shape, and periphery angularity. Size fractional, mineralogical variations are presented.Of primary significance, the percentage of mineral particles from the higher rank coal seam that were uncontaminated by non-stoichiometric elements for a specific mineral species was twice that of those in the lower rank seam. The relationship held for each mineral species, including quartz. This fact may form the basis for the ""rank factor"" known to exist as well as provide a reason for the contradictory role of quartz and other minerals in previous CWP studies.An important subsequent research priority is now focusing on determining the percent¬age of all respirable dust particles that are minerals versus single-phase organic or multi-phase organic-inorganic complexes. This effort will be accomplished usingautomated SEM-EDX. The mineral purity factor will be developed further, but additional emphasis will be focused on determining the extent of inorganic inclusions in organic particles."

The need for a large capacity, high speed computer is more apparent in the revised model than in the original one. Core storage requirements for data and model logic have at least tripled. This dictates the use of one of the large modern machines such as the IBM 360-370 series or the Univac 1108 and 1110, which handle the model without the need for extensive program overlay. Computer time is expensive on these machines, however, and comprehensive analysis has gone into optimizing computer execution time consistent with model information flow sensitivity. For example, revised locomotive tramming routines have been developed which will significantly cut execution time compared to the previous version. Transceiver Applications The computer coding for the model has been developed to enable program execution and testing using a remote terminal on a time sharing system. In fact, nearly all of the coding, debugging, testing and modifications have been performed from a terminal during develop¬ment. The gaming options described in the Model Input Section of this report have been designed so that they are easily changed by the user from any remote site. One restriction on remote applications which could arise, however, is where highly detailed output options are specified, resulting in a large amount of output records which could be handled more efficiently on a high speed printer.

Mine Safety and Health Administration (MSHA) data indicates that the roof bolting machine is third among all equipment and second among equipment in underground coal mining whose operators exceed the MSHA-PEL (Mine Safety and Health Administration-Permissible Exposure Limit). In response to this, the National Institute for Occupational Safety and Health (NIOSH) has conducted a study to reduce overexposures of noise to operators of roof bolting machines. An important segment of the research is to determine, characterize and measure sound power levels radiated by a roof bolting machine during different drilling configurations. The determined sound power levels generated during the drilling cycle are of major interest because the levels represent the overall sound power generated by the machine. These sound power levels, determined from laboratory tests, can be used to accurately assess the effectiveness of proposed controls for reducing noise exposure to roof bolting machine operators. By using the sound power level results obtained from the laboratory and a commercially available acoustical modeling package, a method for predicting sound pressure levels to roof bolting machine operators for differing drilling types and parameters could be determined. This paper provides a method for predicting sound pressure levels at the operator’s position of a roof bolting machine in an underground coal mine using sound power levels determined in the laboratory. To determine validity, underground coal mine data was also collected to compare predicted and measured sound pressure levels. The results of the predicted sound pressure level data were the same as the underground measured results. This research will provide the mining industry with a valid method for predicting a roof bolting machine operator’s noise dosage underground given any type of drilling configuration or drilling method utilized from laboratory testing.

A series of alloys was laboratory prepared by adding up to 4 weight-percent cobalt to the basic composition of type AM 350 (AISI 633) stainless steel. Aging curves were established for each alloy at 750° F, 850° F, and 950° F for lengths of time up to 100 hours. A series of annealed steels containing as much as 1 weight-percent cobalt was cold-rolled 50 percent and aged for 3 hours at 850° F. No improvement in hardness due to cobalt was observed in the steels transformed by heat treatment. Slight improvements in hardness were observed in the steels transformed by cold working.

C. 4 Hoist Assemblies (not man-rated) A large number of manufacturers supply materials handling winches. These units are predominately electric powered while a limited number of vendors supply air powered equipment. Air powered units are currently used extensively for underground materials handling purposes. Suppliers of materials handling equipment normally include a disclaimer statement in their published literature which clearly states that the equipment "is not designed or suitable for lifting or lowering persons " This category of commercially available equipment can be adequate for emergency man hoisting provided that its' capacity is suitably derated and provided also that the necessary safety features are incorporated. Section C. 5 details the equipment which could be added to a commercial materials hoist to meet these needs. Four commercially available hoist assemblies, two electric and two pneumatic are discussed in the following paragraphs. This equipment is typical of what is commercially available and three of the units are currently used extensively in mining applications. Each hoist description includes a remarks paragraph which identifies the additional equipment each hoist would require for emergency hoist use.

The question "Why can not American kaolins be substituted for English china clay?" has been asked time and time again, and more often since the beginning of the present war in Europe, which has threatened to cut off the supply of European clays imported from abroad. The answer to this question has invariably been, that the domestic kaolins are not as pure and uniform in composition as the imported clays. This demand for white-burning American clays is of such economic importance that it was considered advisable to determine whether some of our vast deposits of impure white clays could not be refined sufficiently to permit their being substituted for the foreign materials. Up to the present time mechanical principles only have been applied in the refining of kaolins, but in order to keep pace with the increasing requirements for better quality and uniformity of product, the application of the principles of colloidal chemistry is necessary. The investigation described in this report was carried on to deter- mine the practicability of applying technical control of clay disperse systems to the refining of kaolins and the utilization of the prepared clay in the manufacture of vitreous china and wall tile. It is hoped that this report will prove a stimulus to the clay- washing industry; will point out a method of refining certain Amer- ican clays, and will lead to the substitution of domestic kaolins for imported china clays by manufacturers of high-grade ceramic wares.

The U.S. Bureau of Mines examined previous research on rib stability in an effort to develop a practical approach to understanding, characterizing, and controlling weak rib conditions in underground coal mines. Because success in stabilizing ribs depends on a basic knowledge of how weak ribs behave, the report reviews the mechanics of rib failure and the relationship of coal mine geology and pillar constraint to rib instability. Strategies for choosing an effective method of rib support are considered, and various rib support methods are discussed. Finally, the report documents techniques for monitoring ribs and use of models to assess rib stability; such monitoring and modeling can also help determine the most effective method for roof support.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." The group of gems included under the general name "feldspar" occupies only a minor place in jewelry. Feldspars, with the possible exception of quartz, are the most important of rock-forming minerals, but most occurrences are of quite ordinary varieties, without striking color and unattractive. Few specimens are suitable for use as gem stones, but occasional crystals that exhibit unusual brilliance or play of color are cut into various shapes for personal adornment or for architectural decoration. The best known of the feldspar gems, and probably the most important in point of production, is the moonstone. Amazon stones, labradorite, sunstone, and a number of less common varieties have been produced in various parts of the world.

This bulletin is one of a series dealing with the application of the electric furnace to the smelting of ores and the manufacture of alloys, and is published by the Bureau of Mines in the endeavor to increase efficiency in metallurgical processes. The bulletin presents, first, a critical discussion of the possibility of smelting copper ores in the electric furnace; second, the results of the experimental work of other investigators on the electric smelting of copper; third, the results of experiments by the authors on the electric smelting of native copper concentrates and sulphide copper ores; and, fourth, a comparison of the electric furnace with the blast furnace and reverberatory furnace for copper smelting. Before considering the electric smelting of copper ores the reader should understand that the electric furnace was not developed as a competitor of the combustion furnace, but for the purpose of doing high-temperature work that can not be done in the combustion furnace, and for the treatment of ores from deposits that are in regions where fuel is scarce and costly but hydroelectric power is comparatively cheap, as in Chile, and in certain parts of Canada, the United States, and Mexico. Furthermore, it is not the object of this report to try to prove that the electric furnace should replace the reverberatory or the blast furnace, as used at present in smelting copper ores, but to show that the electric furnace may be used with advantage in localities where conditions are not favorable to the use of the reverberatory or the blast furnace. For example, otherwise valuable ore deposits may be situated in a district so remote from, or inaccessible by, railway that the cost of get- ting coke for smelting, or of transporting the ore to a smelter, is pro- hibitive. "Diesel exhaust and mineral dust concentrations have been measured for aerosols generated in the laboratory and as found in five underground coal mines- 3 utiliting diesel-powered hallage equipment and two electric-powered equipment. Two source apportionment techniques have been applied to differentiate between the mineral dust and diesel exhaust aerosol concentrations. The first technique, using a microbrifke uniform deposit impactor CMOUDI) for size selective sampling, is based on modeling aerosol size and the premise that the diesel exhaust portion of .the aerosol is predom1nately submicrometer and the mineral dust portion is mostly greater that one micrometer in size. The second technique, Chemical Mass Balance CCMB) modeling, was used to referee the analysis of diesel exhaust and mineral dust aerosol concentrations from the size selective sampling results. ,The MOUDI size distribution data were modeled to obtain parameters describing the fine and course fractions of the sampled aerosol and to estimate the contributions to each mode from both mineral ·dust and diesel exhaust aerosol sources. The results showed the size distribution of the mixed aerosols exhibited two definite modes with the minimum between the modes occurring at 0.8 um. For the diesel equipped mines, this analysts yielded an average value for the fraction of the fine aerosol attributable to mineral dust of 1 pct. Less than 5 pct of the coal mine diesel aerosol was found in the coarse size fraction. CMB analysis confirms the original premise for using aerosol size to separate diesel exhaust and mineral dust aerosol during sampling."

A flood in mine workings is a crisis even if no lives are lost, and when the crisis is past and the excitement wanes there is usually a rapid return to unwarranted complacency in those regions where floods occur, even though the danger of imminent recurrence is known. Experience in flood control, regardless of its nature, has taught that in a flood the work does not cease when the emergency passes; rather, it increases as the water recedes. To do nothing, when it is known that a hazard exists, is inexcusable for those that should do something. To prevent floods in mines, data should be collected and something constructive done with those data, not alone for present conditions but for the future.

Instrumented cable bolts developed at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health were used in conjunction with existing ground control systems to monitor rock mass loads at Tg Soda Ash's trona mine, Granger, WY. Axial and shear loads were determined to levels of strain gauge accuracy of ±5 N or ±5 micro strain. These gauges were embedded in a remanufactured king wire that replaced the conventional king wire. Cable bolt performance, quality of grout, and installation techniques were also assessed. By using instrumented cables, a mine operator can determine axial load along the cable at predefined gauge locations. These data provide necessary input for an operator to design a safer working environment for miners.

Within the Mine Safety and Health Administration's (MSHA's) classification of metallnonmetal (MAM) mining, the number of independent contractor' employees has increased significantly in recent years. In 1985 independent contractor employee hours reported to MSHA accounted for 4.5% of all M/NM mining employee hours (excluding office workers); by 1994 that proportion had doubled to 9.0%. As a result, these workers now account for an increasingly significant proportion of fatal and nonfatal mining accidents. According to MSHA's statistics, annually computed fatality incidence rates (the number of fatalities per 200,000 employee hours) for independent contractors working in M/NM mining are consistently higher than those for operator employees. Over the five-year period from 1990 through 1994, 53 independent contractor employees were fatally injured while working on M/NM mine property (See Table 1). More than one third of these fatalities (36%) were due to accidents involving powered haulage; 21% were machinery accidents; and 11% percent were falling material accidents. Combined, these three accident classifications accounted for 68% of all independent contractor fatalities occurring on M/NM mine property during these years. Clearly, current efforts to increase the safety of the mining workforce must also address the safety of the independent contractor employee. This report is a preliminary attempt to identify trends in the employment and safety of independent contractor workers by identifying which segments of M/NM mining are experiencing the greatest increases in the number of independent contractor employees and by examining changes in the rates and types of accidents in which these employees are involved.
