Provide a means for reliable in situ stress change measurements in soft, friable geologic materials under high stress. Background Effective mine design requires a knowledge of changes in rock stress generated by a mining operation. In situ stress measurement can provide a means of obtaining this knowledge from an active mine for the ultimate purpose of design verification and analysis. The Bureau of Mines has designed and tested a device for measuring changes in rock stress-the borehole platened flatjack (BPF). It has found application in investigating stress anomalies due to geologic structures, stress concentrations from multiple seam interaction, and stress abutments from pillar retreat and longwall mining.

In this Bureau of Mines investigation, production was monitored for 1 year at over 30 coalbed gas-drainage boreholes located in Alabama, Pennsylvania, and West Virginia. Results indicate that the quality of data gathered from such wells can be improved greatly if potential problems are anticipated and prevented in the early stages of well production. Major water-monitoring problems include solids buildup, freezing, the presence of gas in surface waterlines, and improper pumping interval settings. Such problems may be avoided by incorporating in the original well design waterline filters, sand screens, separator tanks, and systems to automatically control pumping intervals. Problems related to measurement of coalbed gas flow include large quantities of water vapor contained in the gas, especially during winter months; freezing and subsequent obstruction of flow; sudden, uncontrolled release of gas pressure; and solids buildup in metering equipment. The installation of commercially available items, such as filters, separators, and insulation, and the thoughtful application of a basic knowledge of coalbed gas reservoir characteristics will prevent most production-monitoring problems.

As technology evolves, accidents may occur because human-system interactions were not considered adequately in the process. A systematic methodology can be used to evaluate the causes of mishaps and to develop recommendations that will enhance safety. A recent trend observed in underground coal mining is used to illustrate this principle because an underground mine is a dynamic work environment. Mining is characterized not only by frequent geologic changes but by technological evolution that can seriously degrade human performance and compromise worker health and safety The case exemplified in this paper involves implementation of remotely controlled equipment for extended cut mining. Extended cut mining technology evolved with minimal ergonomic consideration even though the change from on¬board to remote machine operation dramatically modified the role of the human component. In response to concern that system interactions should be examined more closely. a methodology was developed to identify hazards.

The U. S. Bureau of Mines is investigating longwall panel layouts to maximize coal recovery and minimize interactive problems in multiple-seam operations. When coalbeds are longwall mined in descending order, the transfer of stress from overlying gate roads is a major design constraint affecting pillar stability in the lower mine. The lower mine gate road pillars must be properly designed to withstand the additional load transfer if gate roads are superpositioned in successive seams. The Bureau's MULSIM/NL model, a boundary element computer program, was used to analyze load transfer mechanics for superpositioned gate road pillars. Analysis of Longwall Pillar Stability (ALPS), an empirically based design method for longwall gate road pillars, was used to calibrate model input parameters. ALPS provided a basis to verify model trends and to recommend limits for safe pillar design when superpositioning longwall gate roads. The attributes of the MULSIM/NL model and ALPS were combined to develop a modified method for estimating pillar stress for multiple-seam cases. The modified method uses a multiple-seam factor (MS) to estimate the stress on superpositioned lower mine gate road pillars. Numerical analysis shows that MS depends on the interburden thickness and pillar width.

The activities in the discovery of these new fields were engendered by the knowledge of the fact that present producing fields must within well defined periods be exhausted. Oil operators were willing to take the initial steps in exploitation in the absence of legislation that applied strictly to petroleum operations. The enactment of modern legislation in many of these Republics encouraging and protecting exploitations may cause tremendous oil activities in these countries, and the results may be comparable with the magnitude of the undertakings and the prestige of the companies now entering this territory.These, oil fields are admirably located for convenient distribution of petroleum by water to all the Nations using oil as fuel for shipping and industrial concerns. The oil markets of the western coast of South America will derive immense benefits from the Panama Canal. This navigation route brings these markets into direct ocean shipment with the Atlantic coasts of the Western and Eastern Hemispheres.One deterrent to oil production in the Republics of South America is the want of inland. transportation facilities, but the recent laws of these Republics without exception provide for acquiring rights of way for pipe lines and other modes of transportation; and doubtless the great interests and. syndicates already operating in these regions will, as production increases, provide ample pipe line transportation sufficient to convey to the coast the oil produced. The Federal Bureau of Mines investigated, on a laboratory scale, a technique for recovery of silver from pregnant solutions generated in the hydro-metallurgical treatment of complex base-metal sulfide concentrates with oxidizing chloride media. This technique provides a means for recovery and simplified reduction of accessory silver to metal from chloride solutions. The method consists of adding NaI or KI to the solution to precipitate AgI, which is then contacted with Na2S to produce Ag2S and to regenerate the iodide salt solution. Silver recoveries range from 99 pct with 20 pct excess iodide precipitant, to 92 pct when the theoretical stoichiometric amount of precipitant is employed. The Ag2S product can be reduced to silver metal by contact with aluminum chips in NaOH solution followed by purification with conventional fire refining techniques.

The success of longwall mining can largely be traced to the development of powered roof support systems. The most significant improvement in powered support design has been the shield support, which improved kinematic stability and promoted the application of longwall mining in difficult-to- control caving conditions where chock and frame supports were inadequate. The most obvious trend in shield design has been an increase in shield size and capacity. This U.S. Bureau of Mines report examines shield design and operation practices and their consequences for the utilization of high-capacity shield support systems. An optimization goal is to minimize support loading by selecting an active shield setting force that is compatible with strata behavior and shield loading characteristics. Shield stiffness is an important design parameter that is often overlooked. A consequence of increasing shield capacity by incorporating larger diameter leg cylinders is a proportional increase in shield stiffness. Setting forces have also increased in direct proportion to the increase in shield capacity. The increased stiffness and higher setting force cause the available capacity to be consumed more quickly, severely limiting the ability of high-capacity supports to last longer and provide reserve capacity for difficult mining conditions.

The behaviour of wire ropes used in mine hoisting is not well understood. In an effort to improve this understanding, the structure of round-strand wire ropes was analysed. This report provides a generalised mathematical model that completely describes the geometry of the wires. It consists of two sets of vector equations and is valid for any round-strand wire rope. One set of equations is used to trace the paths of wires that have the form of a single helix. The other is used for the paths of double helical wires. The specific model for a 33-mm 6x1 9 Seale, IWRC, right regular lay wire rope was presented as an example. The paths and the geometric properties of the wires which include the path length per lay of strand, the curvature, and the torsion were determined from this model. In future work, the model could be used to conduct stress analysis for the wires in the deformed rope at a given rope strain and also to study the effect of wear and breaking of wires on strength loss for the various round-strand wire ropes used in mine hoisting.

When two pieces of heavy equipment interact, jolting and jarring can occur. During haulage truck loading for example, there is a chance that the operator of one or both pieces of the equipment will experience jolting and jarring. Additionally, a jolt can occur when an off highway equipment operator drives over a road defect or inadvertently strikes a berm. Aside from the operators, there is seldom anyone else that witnesses the interaction and can accurately describe the extent of the jolting. This makes it difficult for health and safety managers to address jolting and jarring. The devices and software described in this paper constitute a method for installing “black boxes” called Shox Boxes onboard equipment that already have a GPS system onboard. The resulting configuration provides an objective assessment of jolting and a chance to determine the root causes of it. The Shox Box system reviews data in real time, onboard the vehicles, 24 hrs a day, and sends pertinent information via radio to a central database. The data generated shows whether jolts are above or below a supervisor defined target value for the equipment and the tasks being performed. This allows health and safety personnel to demonstrate safe operation of heavy equipment and recommend proactive actions to maintain jolting within a reasonable range.

This paper describes a general purpose imaging technology developed by the U.S. Bureau of Mines (USBM) that, when fully implemented, will solve the general problem of "seeing into the earth." A first generation radar coal thickness sensor, the RCTS-1, has been developed and field-tested in both underground and highwall mines. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data that enables signal processing to solve the problems of media, target and antenna dispersion. Knowledge of the dielectric constant of the media is not necessary because the electrical properties of the media are determined automatically along with the distance to the target and thickness of each layer of the target. The sensor was developed as a navigation guidance sensor to accurately detect the coal/noncoal interface required for the USBM computer-assisted mining machine program. Other mining applications include the location of rock fractures, water-filled voids, and abandoned gas wells. These hazards can be detected in advance of the mining operation. This initiating technology is being expanded into a full threedimensional (3-D) imaging system that will have applications in both the underground and surface environment.

 An analytical method for the determination of the gum-forming material in gasoline has been developed by the Bureau of Mines, during a study now in progress to determine the best rays for elimination of such constituents from gasoline. This method is similar in principle to that previously described by Smith and Cooke, which involved evaporation of e semple of gasoline in a small glass dish. The evaporation was started on an actively boiling steam bath and completed in an air oven at 105°C. In the improved method described below, the steam bath has been replaced by a steam heated oven in which an inert atmosphere is maintained. Air is ex- cluded from the oven, consequently the precision of the determination is increased. Furthermore, evaporating dishes different from those previously described may be used.

Digital camera and computer technologies can be used to monitor mine slopes and provide real-time warning of rock falls. NIOSH researchers assembled a surveillance system using low-cost video cameras and computer software from the security industry to test its effectiveness. The system is designed to signal an alarm when motion is detected and to record images of the scene. Masking can restrict motion detection to specific areas within the camera view; sensitivity is adjustable. The time-stamped images provide a record that can help reconstruct and quantify an event. Video motion detection can augment standard monitoring methods to increase safety in surface mines.

To minimize support costs and to improve ground control by improving wood-crib design and utilization through the development of engineering methods that will match the placement and performance of the wood cribs to the load conditions imposed by the mine environment. Background While wood cribs are used extensively to stabilize mine openings, their utilization is often based on historical practice or trial-and-error rather than on engineering design. This has led to conservative crib utilization where more capacity than is necessary is employed or inadequate capacity is provided when mine conditions worsen. Critical design parameters, such as the stiffness of the support structure, are often ignored. Optimum crib design and employment is becoming increasingly important as the utilization of wood cribs increase due to the growth of longwall mining, and as the cost of wood continues to rise. A single longwall operation will spend as much as a million dollars per year on the support of the gate roads.

Improve the safety and comfort of operators of large mining equipment. Approach Develop an improved driver restraint system that is easy to use, reliable, and cost-effective, while providing increased protection in the event of a collision or rollover. The Novel Restraint System There are several problems associated with conventional lap-belt type restraint systems. Among these are: restriction of movement, lack of comfort, and fear of entrapment. Standard seatbelts become dirty and oily from lying on the vehicle cab floor and can ruin a driver's clothes. Some haulage equipment may not even have seatbelts available to drivers since they are sometimes removed during maintenance activities or as a result of vandalism. Recognizing a need to address such problems by providing a more acceptable means of driver restraint, the Bureau of Mines designed and fabricated a novel vest-type restraint system. The vest is designed to be worn during a driver's 8-hour shift and would be issued much like safety glasses, hard hats and safety shoes, thus becoming part of the operator's individual protective equipment and assuring that each vehicle has a restraint system when in operation. This paper discusses human judgment and decision making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behaviour in underground mine fires. The authors assert that stress is one of the factors that decision makers must contend with in most life-or-death situations. They suggest that a better understanding of individual judgment and decision making activities whilst under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers and policymakers.

D. 1 Most Effective Salts A. Ammonium Phosphates Monammomium phosphate and diammonium phosphate (salts of ortho phosphoric acid) are superior to the triammonium salt in fire-resisting properties. Of these two, the monammomium salt is chemically the more stable. It is also held very retentively by a number of woods, thus reducing leaching out of the salt if exposed to water. Saturated aqueous solutions of mon- or di-ammonium phosphates have vapor preservatives corresponding to an atmospheric relative humidity of 9Z to 93 percent, the wood, will, therefore, not attract any moisture at humidities below this figure. Low concentrations (1 lb dry fire-retardant per cubic foot of the dry, treated timber) will stop flame and high concentration (5 lbs. per cubic foot) will prevent smoldering. B. Ammonium Sulphate In low concentrations ammonium sulphate has only a small effect on flame propagation, but its effect is marked when concentrations of the order of 20 percent are employed. It has no appreciable effect on smoldering. It is more corrosive to metals than are the phosphates, but is less corrosive than ammonium chloride or magnesium chloride. It is possible to leach it out of wood by prolonged and continuous action of water The vapor pressure of the saturated solution corresponds to 81 percent atmospheric humidity.

In accidents resulting from the use of explosives in metal mines and quarries in the United States more than 130 men were killed and 250 seriously injured during the calendar year 1913. More- over, an unknown number of miners suffered from the effects of breathing the harmful fumes and gases given off by the burning or the incomplete explosion of some explosive. Consequently, the Fed- eral Bureau of Mines, which is endeavoring to increase safety in mines and to abolish conditions that tend to impair the health of miners, is studying the kinds of explosives used in mining and the conditions under which these explosives can be used with least danger to the miner. Information about the different explosives used in coal mining and the precautions to be taken in using those explosives has been printed in Bulletin 17 and other bureau reports, the names of which may be found at the end of this bulletin. The bureau has not been able to give much attention to explosives used in metal mines and quarries, but has published some information about these explosives in Bulletin 48, "The Selection of Explosives Used in Engineering and Mining Operations"; Technical Paper 17, "The Effect of Stemming on the Efficiency of Explosives"; and Miners' Circular 19, "The Prevention of Accidents from Explosives in Metal Mining." This bulletin aims to give the metal miner and the quarryman information similar to that given the coal miner in Bulletin 17. In- flammable gas or dust is seldom, if ever, found in quarries or metal mines, and the danger from using explosives there is less than in coal mines; but, as the figures show, the number of men killed and injured yearly in accidents caused by explosives proves the need of both miners and mine officials striving to see that none but proper explosives are used and that these are used properly.

HAVIC is a collaboration of investigators from North America, Sweden, and Finland having a scientific mandate from NIOSH, to study the exposure response relationship between vibratory tool exposure and adverse health effects. Five cohorts, the Suomossalmi forest workers cohort, Volvo truck cab workers, Connecticut shipyard workers, and matriculating dental hygiene students and experienced dental hygienists have been under study. In the case of shipyard workers, there was survey and tool exposure data from 1988, although detailed subject testing was only available within the timeframe of the study. The truck cab assembly workforce was an inception cohort that had been followed from 1994 along with age-matched controls. The Finnish forest workers had cumulative health data on a cohort (n=52) that had been studied from 1976. For a subset of these subjects, there was detailed tactometry testing in 1990, 1995, and 2003. Accordingly, there was historical as well as new prospective data for the industrial cohorts. The Suomossalmi cohort was reassembled only for our study, which precluded follow-up evaluation and because of retirement is almost certainly the last time this historic group will be studied. The study features are: • Characterization of the exposure response relationship for hand-arm vibration through a study design, incorporating multiple cohorts, some having existing historical data, • Selection of cohorts to include different types of vibration: oscillatory (forest workers) impact (truck cab workers), high frequency (dental hygienists) and mixed (shipyard workers), • Inclusion of two inception cohorts: dental hygiene students and Swedish truck cab workers, • Methods for multi-site and historical integration A description follows. [ ] Methods The study included surveys, physical evaluation, and a selection of battery of “best tests” (cold challenge plethysmography, multi-frequency tactometry, segmental sensory nerve conduction velocity [SNCV]1,2,3) applied across groups to quantify responses to exposure. Exposure monitoring included exposure characterization through daylong data logging at the individual level. Workers at each site were instrumented with a microcomputer-based Vibration Exposure Monitoring (VEM) system, developed at the Biodynamics Laboratory of UCHC and about the size of a police walkie-talkie, to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of their workday. More specifically, data logging methods involved the direct monitoring of work cycles, involving tool operation time and measures of tool vibration, namely the root-mean-square (RMS), root-mean-quad (RMQ), and root-mean-oct (RMO), and grip forces, each calculated per minute. For this study, the questionnaire was homogenized with other vibration studies4,5,6. Cross-translation was directed by the multi-lingual investigators, and then reviewed by the study team. An experimental program was conducted to evaluate the accuracy of some current methods for predicting the flammability of gas mixtures containing hydrogen and flammable or nonflammable volatile organic compounds (VOCs) in air The specific VOCs tested were toluene, 1,2-dichloroethane, 2-butanone, and carbon tetrachloride. The lower flammability limits (LFLs) of gas mixtures containing equal molar quantities of the components were determined in a 19.4-1 laboratory flammability chamber using a strong spark ignition source and a pressure criterion for flammability. All but one of the LFL values for the individual components were in agreement with earlier literature values. However, the LFL of l,2-dichlorocthane was found to be significantly lower than the range of values reported for previous determinations in smaller chambers. Two methods for calculating the LFL of mixtures were considered. The Group Factor (atomic) Contribution Method was determined to he generally more accurate than the LeChatelier Method for estimating the LFL of the gas mixtures reported here, although the LeChatelier Method was usually more conservative. The Group Factor Method predicted higher values (nonconservative) for the LFLs of several mixtures than were experimentally measured. For the case of a mixture of hydrogen and carbon tetrachloride, the Group Method estimation of the LFL was seriously in error.

The 1963 performance of the United States economy was impressive. The year was one of continued growth unmarred by a recession. By the end of 1963 the economy's expansion had already lasted almost as long as the 1954-57 upswing, and the net gain in output since the trough in activity in early 1961 compared favorably with most earlier postwar cyclical advances. There was no indication of any slow- down at yearend. Both gross national product (GNP) and national income in 1963 were 5 percent higher than in the previous year. GNP totaled $584 billion, a gain of $28 billion over 1962. Real output of goods and services rose 3.4 percent over the year. Price increases continued to be moderate. Production, employment, personal income, and corporate profits all registered new but unemployment continued high at 5.5 percent and the prospects for improvement remained poor. The economy again failed to use its full potential. Current value of mineral production kept pace with the economy. The constant dollar value of mineral production gained more than real GNP because of the relatively stable price of minerals. Mining production achieved a new high in 1963. Steel production totaled 110 million tons, 12 million tons above 1962, making 1963 the first 100- million-ton year since 1957 and lifting the steel-associated minerals group upward. The gain in ferrous metals mining was insufficient to compensate for the decline of nonferrous metals mining resulting in an insignificant decline in the metal mining total as a whole.
