The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. In order that the investigations of the commission might go forward without interruption the Selby Smelting & Lead Co. has generously supplied funds at the times they were needed. Metal-mining methods section, the supervising engineer of which is also supervising engineer of the Southwest Experiment Station at Tucson, Ariz. 2. Metal-mining research section. 3. Nonmetal-mining section. 4. Coal-mining section. 5. Mine-ventilation section. 6. Mineral-industries survey section. 7. Electrical section. The names of the sections indicate broadly the fields covered by each, and in the following, pages the objectives and type of work of each section will be summarized briefly and their active problems listed. The work clone during the fiscal year 1937 will also be summarized.

[IN CONNECTION with its work on the conversion of coal to liquid cud gaseous fuels,3 the Bureau of Mines has always striven to keep informed of developments in this and related fields so that unnecessary duplication of effort could be prevented and so that useful ideas, presented in scientific and technical literature, could be evaluated as quickly as possible. Thus the E has compiled expensive literature and patent abstracts on the Fischer-Tropsch synthesis4 and hydrogenation d e venation of coal at elevated h temperatures and pressures.5 6 This publication differs from the references just given in that it covers patent applications, which may or may not have been approved for issuance as a patent, and also includes later material. The patent literature is, of courses, a valuable source for new ideas. German patent, have been particularly useful in this field because both processes for the complete conversion of coal to fluid fuels originated in Germany and were thoroughly investigated there because of the shortage or of indigenous fluid fuels. Among the German literature relating to these processes are patent applications. In contrast to the United States, Germany has a system in which applications are published before the final patents are issued. This arrangement permits the public to view all the applications and not just those for which a patent was granted as is done in the U.S. system. When main of the invention are judged not patentable by the German Patent Office, such documents nevertheless may contain useful ideas for scientists and engineers.]

During the fiscal year ended September 30, 1932, there were 27 fatalities in the coal mines of Indiana. Four of this number occurred in small mines employing less than 10 men, over which the State Inspection Department has no jurisdiction. In addition to these coal mine fatalities, an explosives accident in a clay mine resulted fatally to one man. Tables 1 and 2, which follow, list the fatalities as to cause and occupation. The United States Geological Survey has estimated 1 that the State of Washington contains 11,412,000,000 tons of bituminous coal and 52,442,000,000 tons of subbituminous coal, in beds more than 14 inches thick. As the present rate of production is about 4,000,000 tons a year, Washington apparently contains coal enough to supply Pacific coast markets for many years. The character of the coal beds of Washington renders the production of clean coal very difficult, and a considerable proportion of the output is washed before it is marketed. In 1915 Washington ranked fifth among the States in the amount of coal washed, though only twentieth in total output. In that year 37.9 per cent of the coal produced in the State was treated in surface cleaning plants. On account of extensive folding and faulting of the coal measures, mining in Washington presents many difficulties; therefore a description of the methods employed at some of the mines may be useful in planning operations in other regions, and is presented in this bulletin. The coals of Washington differ in quality, ranging from true lignites in Cowlitz County in the southern part of the State to anthracites in the Mount Baker district of Whatcom County, in the north~ rn part. Most of the output consists of subbituminous and bituminous coals, the latter including both coking and noncoking varieties. Analyses of the coals of the State and descriptions of the beds from which the samples were taken have been printed in publications of the United States Bureau of Mines.2 Details of coal beds and analyses of the coals of King, Kittitas, and Pierce Counties have also been published by the Washington Geological Survey; 3 and most of the coal beds of the State are described in some detail in a bulletin of the United States Geological Survey.4 In 1918 mining was in progress at 72 mines in the State 4a; 46 of these mines each employed more than 10 men underground. These mines were distributed as follows: Thurston County, 1; Lewis County, 7; Kittitas County, 14; King County, 16; Pierce County, 6; Skagit County, 1; and Whatcom County, 1. During that year a total of 5,847 men were employed, 4,172 underground and 1,675 on the surface. The average number of days worked in the State was 275, and the average yearly output per man was 706 tons. Coke is made only in Pierce County by four companies, which have a total of 341 beehive ovens. In 1918 they produced 93,699 tons of coke. Up to 1919 mining machines were little used in the State. In 1917 only 6.61 per cent of the coal :produced was undercut by machines. In that year 58.95 per cent of the coal was mined by hand, and 34.44 per cent was shot off the solid. The explosives used were as follows: Black powder, 36.6 per cent; dynamite, 38.l per cent; and permissible, 25.3 per cent. The State of Washington is divided naturally into two parts by the Cascade Mountains which extend north and south somewhat west of the middle of the State. The coal areas east of the range will hereafter be referred to as eastern Washington-though nearly all of it is west of the middle of the State-and that on the west side as western Washington. The geographical distribution of the coal fields is shown in Plate I. Exploration of the State has not been exhaustive enough to preclude the possibility of discovering, besides the foregoing, other districts that contain deposits of coal in commercial quantities.

Committee and the Bureau of tines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935.-36.3/ The present report cover brands of gasoline represented by 1,490 samples plus thus: from the Pacific Coat, which ;sere averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, Whereas in other areas only one Company reported on a brand. Thus, it can be seen that soma of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Severe changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas any western Tennessee. The Rocky Mountain area, have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and. Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico , and El Paso, Tex., have been combined to represent the South Rock Mountain district. The Cleveland district has been expanded to include Ohio ant. Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. An important objective of the Australian Government's policies on resources development is to encourage further processing of raw materials domestically, to the extent that this is economically feasible and consistent with sound industrial development. This Bureau of Mines report examines the extent to which Australia is able to pursue this policy in terms of its own competitive advantages and the implications of such a policy for the United States. Such factors as the impact of other competing producers and their advantages, expected world demand, and infrastructural problem--which may limit pursuit of this policy to the fullest extent--are discussed. This paper is one of a series covering the mineral resources of the Nation. It briefly describes most of the known tungsten deposits of New Mexico. Most of the descriptions are from field examinations by the senior author. Reported tungsten occurrences that were not visited are listed below: Colfax County: Occurrences of ferberite in thin veins in Willow Creek near Elizabethtown.4/ Dona Ana County: Small, low-grade occurrences of scheelite near the summit of the Organ Mountains about 15 miles east of Las Cruces. Hidalgo County: Scheelite reported in the Daisy mine 7 miles southeast of Hachita. Ores are carbonates containing copper, gold, silver, and bismuth.5/

Uranium in situ leach mining has recently emerged as a viable alternative to conventional miring techniques. The cost implications of in situ mining are therefore of increasing interest to mining paracticioners as well as public officials. This report presents the results of an assessment of uranium in situ leach mining costs through the application of process engineering and discounted cash flow analysis procedures. A computerized wasting technique, termed a cost model, was developed through this effort to facilitate rapid cost analyses. Application of this cost model will generate mine life capital and operating costs as well as solve for economic production cost/lb. U308. Conversely rate of return may be determined subject to a known selling price. The data bases of the cost made! have been designed to reflect variations in Texas vs. Wyoming site applications. The results If applying the model under numerous ore deposit, operating, wellfield and extraction plant conditions for Texas and Wyoming are summarized in the report. Sensitivity analysis of changes in key project parameters have also been tested and reported.

The amount of airborne respirable dust generated from break- age of different coals varies widely. This research was conducted to identify the facets of airborne respirable dust liberation from the coal product. Laboratory crushing experiments were conducted on a range of low to high volatile bituminous coals to investigate the various factors influencing airborne respirable dust generation. Bituminous coal samples from 8 mines (5 U.S. and 3 Polish) were uniformly prepared and processed through a double roll crusher located in a low air velocity wind tunnel. Experimental factors studied included inherent coal seam constituents, specific energy of crushing, product size characteristics, dust cloud electrostatic field, and specific quantity of airborne respirable dust generated. The results of this investigation build upon previously published results, which indicated that a combination of several factors are associated with the generation of airborne respirable dust. One factor involved is the effect of coal rank, described by the inherent moist fuel ratio, on the product size characteristics, defined by Schuhmann size function parameters. However, since coals of high moist fuel ratio (high rank) are generally more extensively cleated, it is suggested in the present work that the degree of cleating is directly responsible for the quantity of respirable-sized particles produced in the crushed product material for eastern U.S. coals. This is implied by the relationship of ash content and at least one mineral constituent (pyrite, determined from pyritic sulfur analysis) to the percentage of airborne respirable dust. To validate this hypothesis, a description is offered that is based on known coal petrography. Another key factor is the effect of air dry loss moisture in the coal seam on the breakage-induced electrostatic field of airborne dust. The air dry loss moisture factor appears to control the amount of airborne respirable dust that is liberated from the product. The resultant effect of these factors is that different percentages of coal particles smaller than 10 µm are dispersed as airborne respirable dust with a well-defined peak in the normalized airborne respirable dust for a narrow range of air dry loss moisture - ash ratios. A clear delineation of coals, based on well-known proximate analysis characteristics, that generate the most respirable dust appears to be possible. A prototype portable hyperspectral imager that operates in the visible and near-infrared ranges of the electromagnetic spectrum was field tested at an open-pit mine. The tests were sponsored by the Spokane Research Laboratory, National Institute for Occupational Safety and Health, as part of an investigation of remote sensing technologies for use in detecting and monitoring conditions in surface mines that could lead to catastrophic slope failure. The spectro-polarimetric imager, built at the Carnegie Mellon Research Institute, employs an acousto-optical tunable filter (AOTF) to control wavelength, a phase retarder to measure polarization signatures, and a digital camera and computer to capture data. The spectral range of the instrument is 450 to 1000 nm at 10-nm intervals. High-resolution hyperspectral images of highwalls, outcrops, hand samples, and drill core were collected in the field. Spectra from the images closely matched those of specific minerals present and were used to classify the images. The field tests were designed to examine the feasibility of using spectral imaging to assist in compiling objective geologic maps of mine highwalls and other hazardous slopes. Results illustrate the capability of the method to discriminate materials within the image, validating the concept of simplified spectral imaging. A contributing factor in many slope failures is the presence and distribution of mechanically incompetent, clay-rich altered rock in slope faces. Spectral features of clays and other minerals are more distinctive in the short-wave and mid-infrared part of the spectrum; the capabilities of the instrument need to be extended into this range to apply the AOTF-based technology to common geologic materials. A field-portable hyperspectral imager could find broad application in remotely identifying diverse materials from solids and coatings to gases.

This circular presents part I of a series of papers of a review of the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners. It deals with the physiological aspects of exposure to air contaminated by organic matter, noxious and toxic gases, and dusts that emanate from various sources in underground workings; part II will discuss the relation of abnormal mine temperatures and humidities to the health and efficiency of minors; and part III will describe theoretical and practical methods of air conditioning mines to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts or the world.
