The Bureau of Mines conducted a laboratory investigation of a sinter-leach method to recover aluminum and fluorine from waste carbon potlining residues from secondary cryolite recovery operations in aluminum reduction plants. After removal of carbon by burning, the residue was sintered at 900° to 1,100° C with silica and N2CO3, then crushed and leached with dilute NaOH solution, dilute Na2C03 solution, water, or water containing residual Na2O which remained in the sinter after reaction and decomposition of Na2CO3. Over 90 percent of the contained aluminum and up to 87 percent of the contained fluorine were extracted from this waste product in the form of a mixed alkaline solution. Treatment of the alkaline solution with CO2 yielded a white precipitate containing 89 percent of the original aluminum and 61 percent of the original fluorine as a mixture of synthetic cryolite and alumina, together with a variable excess of soda.

An economic and technical evaluation of a proposed process to recover alumina by leaching calcined kaolinitic clay with sulfurous acid is presented in this Bureau of Mines report. After the insoluble portion of the clay has been removed by leaching, monobasic aluminum sulfite is precipitated from the pregnant leach solution by partial hydrothermal decomposition. Further heating completes the decomposition to an impure alumina hydrate. This intermediate is purified in a modified Bayer process, which includes dissolving the alumina hydrate in a caustic solution at high temperature and pressure, then decreasing the temperature and pressure to precipitate alumina trihydrate. Calcining the trihydrate produces the alumina product. A cost estimate was prepared for a plant producing 1,000 tons of alumina per day, 350 d/yr. The estimated operating cost is approximately $475 per ton of alumina. This is substantially higher than a comparable estimated operating cost for the Bayer process of $250 per ton of alumina. The proposed process does not appear economically attractive, even as a method to modify a current Bayer processing plant to use a kaolinitic clay feed. High capital costs and high energy requirements make the process prohibitively expensive.

The Burgin shaft of Bear Creek Mining Co. near Eureka, Utah, was sunk during 1956 and 1957 as part of an exploratory program, searching for lead, zinc, copper, silver, and gold ore bodies hidden from the surface by several hundred feet of volcanic rocks. This paper describes the sinking methods and operating practices of Centennial Development Co., contracting firm for Bear Creek Mining Co., in sinking a 3-compartment vertical shaft 1,100 feet. The operation featured the Cryderman positive-action, clam-type shaft mucker. The shaft was completed in 142 days by a shaft crew of 10 men and a top force of 10 men, including supervision.

The principal activities of the Bureau of Mines Explosives Research Center (now Safety Research Center) during fiscal year 1968 (July 1, 1967, to June 30, 1968) are reviewed in part 1. Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the thermal decomposition of RDX and HMX not destined for publication elsewhere. Calcium chloride is a conspicuous example of a former waste product that has found a place for itself in the onward march of civilization. Formerly considered a troublesome constituent of the effluent sewage of many chemical manufacturing plants and salt works, it has now become a commercial product of substantial importance, with sales aggregating almost six million dollars in 1929. The point has not yet been reached where it would seem profitable to undertake large-scale production of calcium chloride as a main product, but as a byproduct it has become an item that warrants serious consideration by all who are in a position to recover it at sufficiently low cost. The largely increased demand for bromine and for certain magnesium salts, which are likewise potential byproducts associated with calcium chloride in most salt-works bitterns (and brines generally), adds further impetus to commercial research directed toward the fuller utilization of the natural saline resources of the United States.

U.S. Bureau of Mines (USBM) research has shown that fuzzy logic and genetic algorithms (GA's) have great potential for industrial process control. A technique has been developed by the USBM in which GA's are used to substantially reduce the time needed to design fuzzy logic controllers (FLC's).This technique shows promise as an efficient, robust approach to developing control systems. The research described in this report is twofold. First, the basic approach to developing an FLC using GA's is presented. The GA-designed FLC is developed for a specific physical system, a pH titration system. Second, empirical results are presented in which variations in the FLC implementation are compared. Specifically, the effects of altering five aspects of the pH FLC are considered: (1) membership function form, (2) number of fuzzy classes, (3) the center-of-area method, (4) implication operator, and (5) fuzzy rule form. Results indicate that (1) the technique in which GA's are used to design FLC's is effective, and (2) when this technique is used, variations in FLC implementation have little effect on FLC performance in a chosen control problem.

This study evaluates selective environmental impacts of two distinct in situ mining techniques. In situ leaching of uranium, porphyry copper and native copper and in situ borehole (slurry) mining of uranium, sandstone, and pebble phosphate ores are the techniques and minerals investigated. The potential impacts onsite in the desert southwest (porphyry copper), Michigan (native copper), Texas and Wyoming (uranium), and Florida and North Carolina (phosphate) are addressed and discussed. The study emphasizes those impacts which are unique to in situ solution leaching and borehole slurry mining. Impacts which are characteristic of all construction projects in the general geographical areas investigated, such as socioeconomic effects on surrounding communities and site-specific impacts, such as rare and endangered species, are beyond the scope of this study. For each of the in situ processes and associated ores investigated, the physical and chemical characteristics of the systems are described, the toxicity of the leaching solutions are presented, and the potential impacts on the environment are developed.

The investigation to evaluate the reserves of coking coal in the United States suitable for the manufacture of metallurgical coke is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal; (2) to upgrade marginal coals through effective preparation; and (3) to study the carbonizing properties of coals and coal blends not now widely used for metallurgical coke making. This is the fifth of a series of reports giving the results of studies by countless under part (1) of the investigation. (See appendix.) This report covers Westmoreland County, Pa., which comprises parts of New Kensington, Freeport, Elders Ridge, Pittsburgh, Greensburg, Latrobe, New Florence, Johnstown, Brownsville, Connellsville, Donegal, and Somerset quadrangles. (See fig. 1.) A short resume" of the chemical and carbonizing properties of the coals are included. Data on the coal beds in this county were obtained from mining companies, land companies, individual landowners, and other sources of authentic information. A base map for each bed in each quadrangle was made to the scale 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all available data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds up to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

The linear cutting system, developed by the U.S. Bureau of Mines, uses geometric principles developed by Cardan to produce a nearly constant cut depth. The new system has been extensively tested in a synthetic material under laboratory conditions to verify mechanical capability and to identify operational characteristics. Comparisons between 15-rpm linear cutting and 50-rpm rotary cutting systems show significant improvement in respirable dust entrainment, product size distribution, and energy usage. Respirable dust is reduced by as much as 90 pct. Recovered product showed a 67-pct reduction in -0.32-cm (-1/8-in) material and a 200-pct increase in +5.08 cm (+2 in) material. Average power was reduced by 66 pct for the linear cutting. Because the bit cutting paths differ between linear and rotary cutting, it was necessary to compare the two at the same cut depths and bit types. These comparisons show that low revolution per minute rotary cutting entrains about the same amount of respirable dust as the linear cutting system, but the average shaft torque may be 55 to 130 pct greater for the rotary system.

Shales , clays , and loess in Iowa were tested and evaluated to determine feasibility of producing lightweight aggregate by commercial rotary - kiln or sintering methods . Preliminary testing was conducted in a muffle furnace . Rotary - kiln tests were conducted in a 16 - inch by 14 - foot rotary kiln . Concrete cylinders and cubes were tested to determine qualities of the aggregate . Three samples made suitable lightweight aggregate by rotary - kiln methods and two by sintering .

During the course of an investigation conducted by the fuel section of the Bureau of Mines , on a hand- fired return- tubular boiler plant , it was found that the average cost of fuel to produce 1,000 lb. of steam was $ 0.5287 . Tests conducted after some simple changes had been made in the furnaces , and in the control of the boilers , showed the previous high cost of fuel per 1,000 lb. of steam could be reduced to the reasonable figure of $0.3540 , or the equivalent of over 30 per cent saving in fuel cost .

The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

This U.S. Bureau of Mines report summarizes a study of large-scale strata response to longwall mining at a western U.S. coal mine. This study utilized surface and subsurface measurements, geologic mapping, in situ stress measurements, and pressure cell readings to characterize strata behavior. Preliminary analysis of surface subsidence and time-domain reflectometry (TDR) was used to determine a suggested main roof caving sequence. Coal ejected from the face apparently resulted from brittle failures that occurred because of lack of significant yield zone development. The combination of a strong coal with pronounced directional behavior, low overburden pressures, a good caving roof, and a high-production environment that minimized time-dependent loading apparently reduced yielding of the longwall face. The panel 1 headgate-entry design appears adequate; however, the abutment pillar and adjacent panel tailgate rib are highly stressed and may contribute to problems during second panel mining. The small chain pillar yielded after passage of the face, but the pillar width may be near maximum since evidence of a stressed core exists.

The U.S. Bureau of Mines (USBM) conducted experiments to determine if training using a latent-image, three-dimensional (3-D) slide simulation exercise improved miners' ability to recognize roof and rib hazards. The effectiveness of this innovative type of classroom training was investigated by measuring workers' performance on a hazard recognition task. The study was unique in that hazard recognition skills were assessed in the workplace using actual coal mine roof and rib hazards. Results showed that training with a latent-image, 3-D slide simulation exercise significantly improved each subject's performance on the in-mine hazard recognition task. Further, the USBM researchers concluded that transfer of learning from the classroom to the workplace occurred.

The number of completed petroleum refineries in the United States continued to decline in 1937 , but the total capacity to process crude oil continued to increase . These facts were ascertained in the Bureau's annual canvass of refinery capacity as of January 1 , 1938 . Several important changes were made in the census questionnaire for January 1 , 1938 . First , the basis of reckoning cracking capacity was changed from cracking stock charged to cracked gasoline produced . Although this is a definite improvement , in that it is no longer necessary to consider the yield , it is unfortunate that the data for January 1 , 1938 cannot be compared with cracking - capacity statistics since 1925. Other changes or additions included separating capacity at operating plants into that actually operating and that closed down ; collecting data on capacity added or retired during the previous year ; breaking down idle capacity according to physical status ; and separating new capacity into that built for replacement and that built to augment existing capacity . Prior to January 1 , 1938 , the total capacity of an operating plant was listed as " operating " even though some stills might have been closed down ; furthermore , the only capacity reported as being under construction was that of new plants that were being built on January 1. To make the statistics clear , the totals for the United States as of January 1 , 1938 , are given on both the old and the new bases . On January 1 , 1938 , there were 551 completed plants compared with 572 the previous year . Ten new plants were under construction on that date compared with 11 the year before . The greatest number of completed plants recorded was 632 on January 1 , 1936 ; since then , competitive conditions , particularly in the East Texas field , have been instrumental in reducing the number of small independent plants . The total crude- oil capacity of the completed refineries on January 1 , 1938 , was 4,351,151 barrels , of which 3,970 , 196 barrels ( 91 percent ) represented the capacity in actual operation and 380,955 barrels ( 9 percent ) was shut down . The " shut -down " capacity ( 199,875 barrels on the old basis ) was the lowest since pre- depression days , chiefly because numerous idle East Texas plants were removed from the list . The new method of compiling the statistics sheds considerable light on excess crudeoil capacity , which has been the subject of considerable speculation in recent years . The highest daily average crude runs to stills reached in this country was about 3,460,000 barrels in September 1937. At that time , the total crude - oil capacity was about 3,925,000 barrels . Under compuision of the present urgency to implement the President's promise to make the United States the arsenal for the democracies there is a tendency to demand a relaxation of restrictions on hours of labor and to speed up all industrial processes. The pressure is the more insistent with growing realization of the importance of the time factor in the success- ful prosecution of the war effort and the lack of skilled workers due to (2) operation of the draft, lack of an apprentice system in industry, and loss of skill by workers unemployed for long periods during the depression. With "total" war such as it is today the probabilities are that everyone will be required to exert greater effort (in many instances in activities to which they are unaccustomed) for longer periods than ever before has been necessary. The question arises, "What will be the aftereffects as well as the immediate effects on health, safety, and efficiency?" A review of the literature leaves the impression that this question has not been an- swered completely, especially as regards the ultimate effects. Mechanization, speeding up of industrial processes, mass produc- tion, and the small industrial concerns present many problems to indus- trial medicine. Does the tendency to expect the worker to produce at full speed all the time he is on the job decrease the effectiveness of the shorter working hours and cause undue fatigue, loss of efficiency, and increased accident proneness? The answer is important as this condition is likely to be intensified by the exigencies of the present emergency. According to Viteles (1)3, The increased tension under such conditions of work appears to offset the savings in muscular force made pos- sible by the machine. The tension, the speed, the subject- tion to specialization of work and a rhythm uncontrolled by the individual promote fatigue, characterized by a "decrease in the power to work, a decrease in pleasure taken in work, and a decrease in the enjoyment of the hours spent away from work."' The crowding of workers in temporary structures without proper provision for comfort and health may add greatly to the general fatigue factors already present in many industrial establishments. In 1932 Lockhart (2) stated that the production and maintenance of a healthy, satisfied industrial population is the most urgent necessity, involving problems so serious as to constitute a national task too great economically to be relegated to industrial concerns. If this was true in 1932, it must be doubly so today.

Publication of the Bureau of Mines annual surveys of the capacity of petroleum refineries in the United States was suspended after the entry of the United States into World War II . The last published survey was that of January 1 , 1941 , released in April 1941 as Information Circular 7161 . The purpose of this publication is to provide comparable information with respect to crude - oil and cracking capacity on January 1 , 1947. No attempt is made at this time to bridge the gap in annual statistical series from the date of the last published survey to the present one . However , complete summary tables will be included in the succeeding survey for January 1 , 1948 .

A diphenyl ether calorimeter for measuring high-temperature heat contents of ferrous alloys and iron-and steelmaking slags was constructed and calibrated with specimens of molybdenum, alumina, and platinum that were heated to temperatures ranging from 1,720° to 1,875° K. The standard deviation of the calibration measurements was 0.37 percent. By measurements of the enthalpy of delta and liquid iron, the heat of fusion of iron was found to be 3,298 ±100 cal per mole.

For a number of years the Bureau of Mines has been studying the properties of crude petroleums produced in the United States and the Western Hemisphere. A number of reports have been published giving the analyses of crudes from the different fields and regions as made by the Bureau of Mines Hempel method of analysis.4 Several of these reports include analyses of crude oils from the Rocky Mountain region.5/ The search for new fields and new producing horizons in old fields in the Rocky Mountain region has been quite intensive during the last few years, and a number of discoveries have been made.
