This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

Bituminous coal mining in the United States is currently experiencing a period of rapid growth which began in the early 1960's. Future demands are conservatively predicted to rise to 700 million tons by 1980 and to anywhere between 1 to 3 billion tons by the turn of the century. This means a continuous expansion of coal production by a factor of at least two can be expected before the end of the century. Over the last few years, production from underground mining has decreased; yet it is about 50% of the total coal output. In the absence of any discovery of near surface coal deposits, and even after conceding that some deeper deposits can be surface mined with changes in technology it can be reasonably assumed that coal production from underground will continue to play an important part in solving the energy crisis.

The Bibliographic Data Base is the result of a literature search con-ducted as one task of the technology assessment of current and advanced logging techniques, sponsored by the United States Bureau of Mines. After compilation, the bibliography was converted to an automated form for ease of utilization, and to allow for maintaining and updating the data base. The data base covers articles, symposia, books, patents, corporate and government reports, and other literature concerned with some aspect of borehole logging from January 1969 through December 1975. Periodic up-dating will be necessary to keep the data base contents in step with developments in the rapidly advancing field of application of borehole logging to mining. Many bibliographic indexes were scanned for entries relating to the subject of interest, and those entries which were included in our data base contain a reference to the bibliographic index in which they were listed (see Section 2.4.7). With the aid of these indexes, a vast number of publications, including foreign reports and publications, have been scanned for works relevant to borehole logging technology.

West Virginia University researchers examined risk and exposure in the roof bolter operator's job and developed approaches for preventing accidents and for evaluating system and human performances that may be appropriate as a general application to improve safety and efficiency in the industry. Using a microanalysis of accident data and underground observations, the researchers classified bolting injuries within one of four work routines: 1) drilling bolt holes; 2) bolt installation; 3) machine tramming, (re)positioning and setting the ATRS; and 4) general face preparation. Time and motion studies were then combined with injury data analysis to develop risk and severity indices, as well as a severity-weighted index that served to determine the degree of risk and exposure by work routine. More than two dozen bolting-related problems were identified as potential situations that could lead to injuries or expose workers during their job. Approaches to avoid these situations were suggested and then applied at six mining operations to evaluate specific problems in roof bolting operations. These suggestions encompassed the three E's of Safety (Engineering, Education, and Enforcement) and emphasized the analysis of worker behaviors that lead to human error accidents.

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. This paper has been written to describe briefly the mining and milling of gold and silver ores in the Black Canyon and neighboring mining districts in Yavapai County, Ariz. The description of present operations is the result of a 10-day visit to the region by the writer in March 1936. "Summary: Fibroblast proliferation and enhancement of collagen synthesis are key steps in the development and progression of pulmonary fibrosis. The current investigation presents a fibroblast proliferation assay to detect the release of competence factors from pneumocytes. The specific objective of this study was to define cell culture conditions for fibroblasts that would allow selective detection of competence factors in test media. The results indicate the following: (a) fibroblasts should be cultured for 2 days in plasma-free medium rather than 2% plasma to assure complete quiescence; (b) 1% plasma was optimum for producing progression activity for the bioassay of a competence factor, while 0.5% plasma did not produce sufficient progression activity (yielding false negatives) and 2% plasma often contained significant competence activity (yielding false positives); and (c) fresh plasma should be used since the progression activity of plasma was adversely affected by freezing and thawing. Under these conditions, this bioassay can be employed with either rat or human lung fibroblasts to detect competence factors such as platelet-derived growth factor (PDGF), at levels as low as 25 ng/ml.Fibrotic lung disease, as a consequence of occupational exposure to silica dust. is characterized by the development of concentric hyalinized nodular lesions in the lung and the progressive loss of pulmonary diffusion capacity. Proliferation of pulmonary fibroblasts and enhanced synthesis of collagen by these pneumocytes have been shown to be key steps in the development of chronic silicosis ( 1 ). The regulation of lung fibroblast proliferation by cytokines released from alveolar macrophages may be an important pathogenetic mechanism in the development of the fibrotic process (2). Some cytokines stimulate fibroblast proliferation by activating specific phases of the cell cycle (3,4). In particular, platelet-derived growth factor (PDGF) promotes fibroblast proliferation by inducing the movement of quiescent (G0 ) cells into the G1 phase of the cell cycle (5). Insulin-like growth factor (IGF) and transforming growth factor-P (TGF-P). on the other hand, regulate the rate of transition of fibroblasts from G 1 into the S phase (5,6). These two classes of cytokines have been termed competence and progression factors, respectively. One approach used to examine the release of cytokines from macrophages is the fibroblast proliferation assay in which quiescent fibroblasts are exposed to culture supematants from macrophages exposed to various stimuli. In most of these assays, the supernatant contains fetal calf serum (FCS), which provides the competence factor(s) necessary to facilitate the proliferation of fibroblasts (7-9). Recently, a fibroblast proliferation assay using platelet-poor .plasma [lacking competence factor(s)] as a substitute for FCS bas been described (I 0, 11 ). In this assay, the release of a competence-inducing PDGF-like growth factor from rat and human macrophages can be distinguished from other cytokines that act as progression factors."

Tailings embankments can develop a high phreatic surface if the original design for the embankment does not include drainage facilities or if existing drainage facilities become ineffective. Subsequent raises can develop a seepage surface due to a high phreatic surface that can lead to stability problems. The U. S. Bureau of Mines amended contract J0100013 to initiate this study of horizontal drains in tailings embankments. This study developed a technique for determining the length of and spacing between parallel drains through the use of the finite element model UNSAT2. The analysis is based on the combined output of a vertical planar mesh and a horizontal planar mesh. The slot opening in the drain pipe and the length of the perforated section are determined from an analogy to water well design. The pipe diameter and gradient can be determined from Manning's equation. To the authors' knowledge, this is the first attempt at horizontal drain design using a finite element model. Additional research is recommended in this area.

Risk factors associated with the development of muscu­loskeletal discomfort and disorders during the operation of heavy mobile equipment include whole-body vibration and awkward and sustained joint postures of the shoulders, neck, and trunk. Cab design may influence awkward postures of the joints, and task duration may influence duration of exposure to awkward and static postures and whole-body vibration. To reduce exposure to risk factors related to the interface between cab design and task, it may be necessary for manufacturers to address cab design. This study assessed the repeatability of a cab design checklist developed to evaluate various design characteristics that can influence exposure to risk factors for musculoskeletal discomfort. The ability of the cab design checklist to identify posture-related deficiencies of design was also assessed. The checklist was used by two administrators across 10 pieces of heavy construction equipment. Video analysis was performed to quantify postures of the neck, shoulder, and trunk; correlation analysis was used to determine whether specific questions from the checklist were associated with the identification of awkward postures. The repeatability assessment resulted in kappa coefficients ranging from 0.52 to 1.0 (good-to-excellent reproducibility) across each piece of equipment, and an overall kappa coefficient of 0.77 (excellent reproducibility) when considering all equipment together. Results from the correlation analysis showed that shoulder flexion posture was correlated with scores from the cab design checklist. However, results of the cab design checklist were not significantly correlated with shoulder abduction or awkward postures of the neck and trunk. Results suggest that the cab design checklist may be useful for identifying cab design characteristics that need further improvement and for identifying design characteristics that increase shoulder flexion. The strength of the repeatability assessment suggests that outcomes of the cab design checklist administered by different individuals may be consistent, independent of the type of equipment being assessed.

Cable reel systems for shuttle cars were investigated to determine whether an improved system could be identified. Interviews and mine visits were conducted to better define limitations and problems with present systems. Although simple and relatively inexpensive, present cable reel systems are not fully satisfactory. Several concepts for a different technical configuration were formulated and evaluated. An all ectric system using electronic control and external sensors was recommended for further development.

A study of factors related to subsidence was specified in a project proposal entitled "Structural Analysis of Block-Caving Operation, San Manuel Copper Mine, Pinal County, Ariz.," approved by the Bureau of Mines early in 1953. This proposal was designed by Charles H. Johnson, then chief of the Base Metals Branch of the Minerals Division, Washington, D. C., assisted by Dr. Leonard Obert, chief of the Applied Physics Branch, Region VIII (now Region V), College Park, Md., and E. D. Gardner, chief mining engineer, Bureau of Mines, Washington, D. C. It read as follows: This project is a study of the mechanics of undercut block caving in a deep ore deposit. The San Manuel is a low-grade disseminated copper deposit containing nearly a half billion tons of ore lying at depths of 500 to 2,000 feet. Development is just starting. Production is to begin in 3 to 4 years (in 1956) at a rate of 30,000 tons of ore a day, or 60,000 tons of copper a year. A Government loan of $90,000,000 /subsequently increased to $94,000,000/ and a long-term Government purchase contract support the capital investment, which will total about $110,000,000.

The U.S. Bureau of Mines funded a project which addressed objectives concerning irrigation of native plants and inoculation of native plants with vesicular-arbuscular mycorrhizal (VAM) fungi. The specific irrigation objectives were 1) to demonstrate the performance capabilities of solid-set irrigation for reclaimed mineland conditions, and 2) to demonstrate and evaluate three irrigation concepts under two separate water supply conditions. The VAM inoculations were to assess irrigation benefits in establishing VAM relationships for transplanted native species. Following the seasonal demonstration (May to September 1983) at 3 separate mine sites, conclusions were made that apply to the 6 state Western mining industry. The demonstration sites were located in Montana, Wyoming, and New Mexico. Positive conclusions were reached for 1) the use of soil moisture sampling with or without irrigation, and 2) the selection of solid-set sprinklers as the irrigation method. The conclusions about the irrigation concepts and strategy were mixed, due to the short-term (1 season) nature of the project. No conclusions could be reached for the VAM inoculations because the study time was too short.

As natural gas is a waning resource in many places, increased interest has attached to the use of gas for the manufacture of carbon black. Because of a large number of requests for information on the subject, the Bureau of Mines has undertaken a detailed study of the carbon-black industry, covering the mechanical details of commercial methods, with the purpose of increasing the recovery of carbon black by such processes. A study has been undertaken of the economic factors governing the carbon-black industry, the uses and properties of carbon black, the dE)velopment of more Itccurate methods of testing carbon black, microscopic examination of different grades of black, physicochemical study of methods' of mQ.nufacture now in use, and research on new methods of manufacture. Part I of this paper covers the engineering and economic side of the industry; the other phases of the investigation which have been under the direction of G. St. J. Perrott, of the Pittsburgh station.of the United States Bureau of Mines, are discussed in Part II.

Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

This is done to increase the potential capacity of the well and thereby increase its "daily allowable" production (see p. 9 ), to shorten the time required to produce the recoverable oil, and to increase the quantity of oil recovered ultimately from the reservoir. The porosity and. permeability of limestone formations seldom are uniform throughout the proved area, consequently the production capacities of completed wells vary considerably. The social economy, or public interest, and national defense require wise development and efficient use of the oil and gas resources of the United States. In this development and use, and in the prevention of economic and physical waste of oil and gas, the objectives of the petroleum and natural-gas industries, the Government (Federal, State, and local), and the public are the same. Differences of viewpoint generally have originated in the failure of one of the triad to have a clear or complete understanding of the motives behind the activities of the other component groups or full knowledge of what each is trying to accomplish. The Unites States Bureau of Mines through its petroleum and natural-gas division makes technologic and scientific investigations pertaining to recovery,3 preparation, refining, and use of oil and natural gas with the view of reducing waste, increasing safety and efficiency and aiding economic development.

The final objective of a mine ventilation project is to find a way of supplying the working faces with the necessary quantity of air to dilute all the possible air contaminants to safe limits and to maintain the temperature, humidity and oxygen content within desirable limits. To accomplish the aforesaid, decisions have to be made at early stages of planning and design of a mining operation. That is, ventilation and mine planning are closely related and interdependent, and experience has proved that improvisation as related to mine environment is rarely optimal in ventilation engineering. Mine management should be concerned with two general aspects of ventilation problems. The first is related to the statuatory requirements which are usually the minimum standards that have to be maintained. During the last two decades, mining laws have become increasingly stringent and management of operating mines had to face the effects of these externalities. In some cases these required either a production rate reduction or additional mine development. The second aspect that management should not overlook is the technical and economical importance of mine ventilation on the overall mining cost. In coal mining it is necessary to move, on an average, five tons of air through the mine for each ton of coal produced. The power cost incurred is perhaps the single most important direct cost assigned to ventilation but it is not the only one. Other costs that should be considered include the supervisory labor cost, fan depreciation and maintenance, doors, stoppings and regulators construction cost and maintenance, the additional mine airways development and maintenance because of ventilation requirements.
