It has been generally concede by those who have learned to value the life and limbs of their employees, that safety is essential to efficiency and no company that has a high accident rate can be considered an efficient organization. Accidents have a destructive effect on the morale of any body of workers and cause disorganization and delays.The increasing danger to life and limb involved in the drilling for and the production of oil and gas, has become so great that it is clearly evident that everything possible must be done to keep it within the narrowest possible limits.There is a tendency toward carelessness, especially by men who are employed in hazardous occupations. This is brought about by the familiarity of the risk under which they are working and in no industry is this more forcibly exemplified than in the oil fields. Men have performed the same or similar duties for many years and have worked around similar hazards and unprotected machinery until many have can entire disregard for the dangers surrounding then. Very often familiarity with a hazard occasions a contempt for that hazard which only too often results disastrously."

This was a study to identify and evaluate known technologies employing electromagnetic resonance phenomena in solid minerals for their identification and assaying, particularly assay logging of exploratory boreholes. A comprehensive literature search and study revealed some little known NMR (nuclear magnetic resonance) techniques developed by Professor G. J. Béné's group at the University of Geneva, Switzerland. These are suitable for use in weak, inhomogeneous magnetic fields. Laboratory NMR tests of numerous U.S. ore minerals showed good identifying signals from phosphates, fluorspar, bauxite, oil shale, and spodumene (lithium) ores, but not from the copper, lead, antimony or manganese ores tested. Use of EPR "signatures" for such ores is suggested. A conceptual design for an NMR assay logging system is proposed.

The Mine Safety and Health Administration (MSHA) and the West Virginia Office of Miners? Health, Safety, and Training (WVOMHS&T) investigated the explosion at the Sago Mine in West Virginia, which occurred on January 2, 2006, and resulted in 12 fatalities. As part of the investigation, the agencies requested that the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory evaluate the effects of explosions on specific mine ventilation seals and other structures and objects at its Lake Lynn Experimental Mine (LLEM). The results of the LLEM study would assist MSHA and WVOMHS&T in a more thorough understanding of the various questions that arose during their investigations of the explosion. Six large-scale explosion tests were conducted in the LLEM from April to October 2006. The protocols for these tests, and in particular the procedures for constructing various Omega block seals, were developed mainly by MSHA and WVOMHS&T. NIOSH developed the experimental procedures at the LLEM that would provide the required range of explosion pressures against the seals. Three 40-in-thick seal designs using Omega 384 low-density block were constructed in the LLEM and exposed to various explosion pressures. These seal designs are referred to in this report as the ?2001 design,? the ?hybrid design,? and the ?Sago design.? The 2001-design Omega block seal (80 in high) located in crosscut 2 of the LLEM survived all six explosions, with pressure loadings up to 51 psi. The 2001-design Omega block seal (88 in high) in C-drift was destroyed during Test 2, which subjected the seal to a head-on explosion that resulted in a pressure loading of 51 psi. The height difference between the two seals and the orientation of each seal to the explosion were contributing factors. The higher seal would be weaker for the same seal thickness. The hybrid Omega block seal in crosscut 3 survived an explosion at a pressure loading of 25 psi and failed during another explosion at a pressure loading of 39 psi at the seal. Based on these tests, it seems that the hybrid seal design is weaker than the 2001 seal design. The Sago Omega block seals were constructed in crosscut 3 and C-drift before Test 3. The crosscut 3 seal survived a pressure loading of 18 psi and was destroyed during an explosion at a pressure loading of 35 psi at the seal. The C-drift seal survived a head-on explosion that resulted in a pressure loading of 21 psi and was destroyed during an explosion with a pressure loading of 57 psi at the seal. Based on these LLEM tests, it seems that the Sago seal design is weaker than the 2001 seal design, yet it still complied with the requirements of 30 CFR 75.335(a)(2) that were in effect at the time of the mine disaster. During these LLEM explosion tests, the distance of seal debris travel was also measured. In Test 5, the C-drift seal was destroyed during a head-on explosion that resulted in a pressure loading of 57 psi, and the seal debris was thrown over 500 ft. In Test 6, the C-drift seal was destroyed during a head-on explosion that resulted in a pressure loading of 93 psi, and the Omega block debris was thrown over 900 ft. During these tests, the explosion pressure effects on other structures and objects were also documented. Unless otherwise specified, all of the pressure data listed in this report represent the highest recorded smoothed (averaged over 10 ms) explosion pressure loadings. The information in this report was used by MSHA and WVOMHS&T as supporting data in their analyses and investigative reports of the Sago Mine explosion.

Several aspects of mine safety grounding systems and equipment are studied. Electrolytic corrosion of test ground beds has shown a high incidence of stray current damage, while efforts to build a reliable continuous ground bed monitor continue. Laboratory and field investigations of trailing cable splices have yielded strong evidence that splices can contribute to stray current problems in the mines, but a method is suggested for discovering deteriorating splices before they pose a serious hazard. A prototype device has been constructed to evaluate the electrical resistance of rail bonds underground as a source of stray current. Theoretical modeling of ground electrodes, has advanced considerably, now covering measurements of large cylindrical electrodes, multiple-rod ground beds, rod electrodes in stratified earth, and measurement of connected beds. A prototype instrument design is given for a potential gradient plotter to quickly evaluate voltage gradients near earth electrodes. Additional ground-check monitor testing is reported.

Australia was one of the world's principal producers of minerals and metals, and its minerals industry was a leading catalyst in promoting growth of the country. Australia was the world's largest producer of alumina, bauxite, diamond, ilmenite, monazite, opal, rutile, sapphire, and zircon. It was the premier exporter of alumina, coal, ilmenite, refined lead, monazite, rutile, and zircon, and was the second leading exporter of iron ore, after Brazil. Ranking behind China, the United States, the U.S.S.R., the German Democratic Republic, Poland, and the Federal Re-public of Germany, Australia was the seventh largest producer of coal (all grades) in the world. Australia was the fourth largest gold producer in 1988, after the Republic of South Africa, the Soviet Union, and the United States. It was the second largest producer of zinc, the third largest producer of nickel, the fourth largest producer of uranium, and the seventh largest producer of copper. 2 The country's mineral wealth was so extraordinary that it was virtually self-sufficient in most mineral commodities. Endowed with abundant resources of coal, natural gas, liquefied petroleum gas, and uranium, Australia was one of the few market economy countries that was a net exporter of mineral fuels. About 90% of Australia's consumption of crude oil was supplied by domestic production; this was expected to decline significantly about 1990, unless significant new oilfields were discovered.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. "Lee, Yu-Chen, and D. Eugene Rannels. Alveolar macrophages modulate the epithelial cell response to coal dust in vitro. Am. J. Physicl. 270 (Lung Cell. Mol. Physiol. 14): L123-L132, 1996.-The response of the alveolar epithelium to coal dust exposure is poorly understood. Coal or other dusts may act on the epithelium directly or indirectly through nearby alveolar macrophages (AM) that produce cytokines and other soluble products. AM and type II pneumocytes (T2P) were thus exposed to dust in coculture to evaluate their possible interactions. Anthracite coal dust PSOC 867 increased synthesis of extracellular matrix (ECM) components by T2P. AM alone did not produce ECM. Similarly, coculture ofT2P with AM (3.75:1) had little effect on epithelial ECM synthesis. In contrast, coculture ofT2P with AM significantly increased PSOC 867 effects on T2P rates of ECM synthesis, ECM fibronectin content, and T2P levels of fibronectin mRNA. AM-conditioned medium did not change the PSOC 867 effect on T2P. Neither control nor PSOC 867-treated AM on Falcon culture inserts (0.45-µm pore size) over T2P stimulated ECM synthesis by either untreated or dust-exposed epithelium. Thus AM-mediated changes in ECM synthesis by PSOC 867-treated T2P require close cell-cell interactions, suggesting a role for cell-cell contact or for short-lived soluble mediators of the AM effects. DEVELOPMENT OF PNEUMOCONIOSIS, a chronic disease of coal workers that results in pulmonary fibrosis and low lung compliance, is associated with inhalation of mineral or coal dust in the work place (14). Although the pathology of pneumoconiosis has been studied extensively, cellular mechanisms that cause changes in lung structure and function are not fully understood. Particulate matter that enters the respiratory system distributes according to size, with larger particles being removed in proximal airways. Dust components of small size may enter distal alveolar region, which is populated by two types of epithelial cells, type I and - type II cells, and by alveolar macrophages (16). Each of these cell types may interact with inhaled particles, but only the effects of coal dust on alveolar macrophages have been studied extensively. Less is known regarding the response of the alveolar epithelium, or of effects on epithelial cell-alveolar macrophage interactions, in the dust-exposed lung.Function of the alveolar epithelium is well known to be influenced by the underlying basement membrane, or extracellular matrix (28). Alveolar epithelial cell extracellular matrix interactions, which may involve modulation of cell migration, attachment, or differentiation (17), are reflected in type II cell morphology, metabolism, secretory activity, hormone responsiveness, lamellar body content, and gene expression (21). The extent to which basement membrane modulates differentiation of the overlying epithelium is determined by both molecular composition and three-dimensional structure of the matrix. Type II epithelial cells in vitro synthesize, secrete, assemble, and degrade a variety of basement membrane components, including laminin, fibronectin, type IV collagen, and thrombospondin (22, 27). How expression of these components is regulated, directly or indirectly, upon exposure of the alveolar epithelium to injury by coal dust or by other particulates remains to be resolved."

"INTRODUCTION Although many investigators have provided information on the strength and other properties of concrete the published literature cites few data on the effect of mixing cement with acid mine waters or on acid resistance of concrete in contact with mine waters. Most of the reported work on the effect of impure waters has dealt with the resistance of cement specimens to ""sulfate waters,"" that is, waters or soils with a relatively high sodium sulfate content. The ""Merriman test"" is used commonly to determine the corrosion resistance of cements for 28 days, but it does not seem certain that a cement having a high sulfate resistance in the Merriman or similar tests necessarily will show correspondingly great resistance to the sulfates of iron and, particularly, to sulfuric acid, which usually are present in acid mine waters. Extensive use of cement mortar for laying up masonry stoppings in coal and other mines and for constructing concrete mine haulageways and shaft linings, coal-storage and other retaining walls, highway bridges, culverts, and many other types of construction where it is difficult to obtain fresh water for mixing or where the structures are later exposed to contact with acid waters makes it important to know the effect of these conditions on cement and whether there is a cement better suited for such work than ordinary portland cement.CONDUCT OF THE INVESTIGATIONFor a short time early in 1935 the opportunity to obtain at least some additional information on the effect of acid mine water on cements was presented by the Relief Works Division, which provided money for irregular and indefinite employment for several months. Purchase of apparatus or material was not permitted under this arrangement, and indefinite duration of the work, intermittent employment, and finally complete cessation of the work prevented planning for extensive investigation of this particular problem."

A review and synthesis of literature pertaining to biological consequences of submarine mine-tailings disposal (STD) was conducted. STD can result in massive sea floor sediment deposition. STD may also increase suspended sediment, trace metals, and residual milling reagents in receiving waters. These perturbations, which are highly site dependent, invariably smother benthic organisms, and could potentially affect or alter fish, plankton, and benthos through acute and chronic toxicity, bioaccumulation, behavioral changes, smothering, derived secondary effects, and habitat alteration. Much of the available information concerning STD is unpublished and limited to a restricted number of sites. From this information and related research, it appears that benthic smothering is the only major consequence of a properly designed STD system. There have been cases of metal bioaccumulation due to inadequate preliminary evaluation, Also, shallow water habitat alteration has resulted from STD. Reductions in biological production are likely due to benthic smothering. The rate of ecological recovery after termination of an STD operation varies and is difficult to assess, The consequences of STD are site specific. Additional research is needed concerning possible consequences of milling reagents and the broad implications of benthic smothering. Also, methodologies are needed to allow better prediction of benthic recolonization and ecological implications of metal bioaccumulation.

A new analytical formula for predicting ground vibrations induced by blasting is proposed. One factor accounts for geometrical spreading. One factor corresponds to inelastic attenuation. The geometrical spreading function is based on likely source geometries, idealized as either square-root, cube-root or site-specific scaling, and on the propagation characteristics of predominant wave types. The inelastic attenuation is approximated by an exponential function. The empirical constants in these functions are backcalculated from field measurements. Regression analysis has been performed on twenty-three sets of measured data in order to determine the validity and the effectiveness of the proposed method. In many cases, the proposed method gives better correlation than the conventional method. In most of the remaining cases, there was no difference between the two methods. Best-fit lines given by the proposed method fit the data trend very well, especially at large scaled distances. At large distances the proposed method gives a prediction much closer to the actual values than the conventional methods. The statistical analysis shows not much difference between square-root, cube-root or site-specific scalings.

Among the numerous Low-grade manganese deposits in eastern Aroostook County, Maine, the Dudley deposit near Mapleton in the northern district is one of the few known to contain an appreciable tonnage averaging above 10 percent manganese. The ore body, consisting of stratified manganiferous hematitic shale, is over 5,000 feet long and ranges in width from 30 to 175 feet. The deposit was extensively explored during 1942-44 by the Manganese Ore Co., a subsidiary of M. A. Hanna Co. of Cleveland, Ohio. Data obtained from this work were made available to the State and Federal Geological Surveys for estimating ore reserves. An estimate by the Maine Geological Survey, using a 10-percent manganese cutoff and to a depth of 200 feet, shows 609,000 long tons of manganese metal in material averaging 12.6 percent manganese. By lowering the cutoff limit to 5 percent manganese, the estimate was increased to 919,000 long tons of metallic manga¬nese in material averaging, 10.4 percent manganese,

Endless lines at service station gasoline pumps, limited travel at reduced speeds, thermostats set at an uncozy sixty-eight degrees in the dead of winter-these are but a few of the inconveniences and discomforts that awakened Americans to a realization that our domestic minerals resources, traditionally taken for granted, are not boundless. We begin to accept and practice principles of conservation, yet we are aware that this alone cannot appreciably forestall the inevitable depletion of our minerals, metals, and fossil fuels-resources critical to our Nation's economy. The key to warding off shortages is the development of technology that will insure a continuing, adequate supply of minerals and energy from reliable sources at the lowest possible costs to society and the environment. The mission of the Bureau of Mines is to develop this improved technology. Established in 1910, the Bureau of Mines of the Department of the Interior is the Federal Government's primary research arm in the minerals and fossil fuels fields. In addition to its research role, the Bureau keeps the Government informed of the Nation's mineral posture. The Bureau also seeks to stimulate private industry, through the awarding of grants and contracts, to produce minerals and fuels at a rate compatible with the country's increasing demands.

"INTRODUCTION Discovery and development of a southwestern Arkansas quicksilver district are recent history. In July 1930 4/, a specimen was discovered near the Little Missouri River in sec. 1, T. 7S. R. 26 W., which was identified as cinnabar. In the summer of 1931, Leo Yount began prospecting for cinnabar near the Little Missouri River. In the fall of that year he operated a small three-tube retort near the present Parker Hill mines and produced several flasks of quicksilver. Yount optioned a considerable block of ground containing the best showings in the Little Missouri River area, and on February 19, 1932, he and W. C. McBride, Inc., of St. Louis, Mo., formed the Southwestern Quicksilver Co., which was the largest producer in the district until operations ceased in September 1934.The Southwestern Quicksilver Co. installed a rotary furnace on Parker Hill in April 1932, which treated ore from the three principal mines Gap Ridge, Parker Hill, and Parnell Hill. In 1934 production was entirely from the Gap Ridge and Parker Hill mines. Nothing was done at Parnell Hill except a little small-scale work on a share basis.Mercury Producers, Inc., later took an option on the holdings of the Southwestern Quicksilver Co. and in June 1935 began operations. The company produced considerable quicksilver before the lease and option were surrendered in the summer of 1936. Most of the work of Mercury Producers, Inc., was on Parnell Hill, but some work was done on Parker Hill and at the Bell prospect on ground not controlled by the Southwestern Quicksilver Co."

The United States Bureau of Mines has within its ranks a group of engi- neers who are engaged in working out quarry problems, the solution of which will be of general benefit to the industries involved. The problems undertaken are approached in a systematic and thorough manner, all the evidence for and against any proposed change or new development being collected as carefully as an attor- ney would prepare his data on an important case. Unlike the attorney, however, the Bureau engineer does not take sides; his judgment is based entirely and in- partially on the array of facts presented. In order to gain the desired infor- mation he visits many plants, consults with the leaders in the industry, works out experiments in his laboratory, and supplements this information with a stu- dy of all available literature already published on the subject in any part of the world. As an engineer who has for eight years conducted such inquiries in the stone industry, I propose to discuss the Bureau of Mines viewpoint; and it may be of interest to consider with me in a brief and general way the engineer's method of looking at quarry problems, and some of the results attained through past and present labors. While the Bureau has conducted no investigation directly for the crushed- st one industries, two years of investigative work at cement-plant quarries, and work now being conducted at lire-plant quarries, has a very direct bearing on the problems of the crushed-stone industry, since stripping, drilling, blasting, loading, and transportation are similar in many respects in all stone quarries. The results of cement-plant quarry investigations are to be found in Bureau of Mines Bulletin #160. The objective of this task was to perform theoretical analyses related to identifying and increasing the understanding of wireless propagation mechanisms in mines, and for predicting the performance ranges and limitations of proposed systems. This was to be achieved by building on and extending previous ADL work* and utilizing experimental data as they became available in the radio frequency bands of interest. B. TASKS Theoretical radio wave propagation investigations undertaken on this task centered on three areas. The first area dealt with extending previous UHF wireless propagation results*: to estimate the losses caused by the presence of haulage vehicles such as trains in coal mine tunnels; to estimate the propagation losses and wireless communication ranges expected along a longwall coal face tunnel; and to assess the applicability of previous analytical approximations to tunnels having reduced crossectional dimensions, such as those found in low coal and in the presence of haulage vehicles. The second area dealt with the development of a suitable propagation model to adequately explain the unexpected, highly favorable LF to MF band wireless radio wave propagation behavior experimentally observed in Consolidation Coal Co.'s Ireland mine. The third area dealt with the formulation of a model for evaluating the overall system transfer function and transmitter requirements for a hoist shaft LF communications system, taking into account the hoist rope/shaft transmission line characteristics, the cage and sheave wheel line terminations, the signal inductive couplers, and hoist shaft signal and noise data.

"General.The term mica is probably derived from the Latin ""micare"", meaning to shine or glitter, for the brilliant reflection from mica flakes in rocks has directed more than ordinary attention to this group of minerals. Mica includes a group of several minerals all characterized by a perfect basal cleavage, by virtue of which they may be split into exceedingly thin plates. The minerals are of very common occurrence in all countries, constituting about 4 per cent of the igneous rocks of the world The term ""isinglass"" is sometimes applied to glazing mica, but this is incorrect, for true isinglass is a soluble combustible material made from the air bladders of certain fish. As a constituent of granites and schists, mica is present as flakes too small for commercial use. Mica occurs also as small scales in many sandstones. When granites decompose, the quartz and the white mica are the most resistant to weathering, and so remain when the other constituents have been decomposed and carried away. A secondary white mica known as sericite is formed by the metamorphosis of clay-bearing rocks, and thus, in extremely fine-grained form it constitutes an important constituent of slates and related rocks. Some schists contain a high percentage of mica, but the presence of large amounts of quartz and other minerals has up to the present time rendered them useless as commercial sources of mica for grinding. It is possible, however, that certain mica or seri-cite schists which are composed almost wholly of mica with very little quartz may be utilized for ground mica if found in large enough entity. Considerable micais sometimes found mixed with the residual kaolin that results from decomposition of pegmatites, and in one locality at least it has been recovered as a by-product in a clay purification plant."

U.S. Bureau of Mines research to develop diagnostic methods to locate and evaluate fires in abandoned mines and waste banks and techniques to extinguish such fires was applied to an abandoned 60-acre underground bituminous coal mine (Renton, Allegheny County, PA) to locate and extinguish three separated fire zones. Mine fire diagnostics interpret changes from baseline values in subsurface pressures, temperatures, and mine gas composition under imposed pressure gradients induced by a borehole exhaust fan. The effective gas sampling area surrounding each borehole is greatly enlarged. Sampling iterations, using a "communicating" boreholes set, provide "fire signature" information for locating both heated and cold areas. Time-dependent monitoring differentiates heating and cooling periods resulting from combustion front movement and/or fire extinguishment activities. A water injection with fume exhaustion extinguishment effort involved injecting water through boreholes to quench the heated zones while exhaust fans actively removed heated gases from the mine. The technique was ineffective as implemented, primarily because of inadequate spreading of water from the injection points. The Bureau's diagnostic method determined the fire locations and the effectiveness of the water injection with fume exhaustion extinguishment technique.

"INTRODUCTION The oscillator and amplifier system described in this paper was developed specifically for driving sound generators of the type developed by H. W. St. Clair and described by him in an article 3/ published several years ago in the Review of Scientific Instruments.Nevertheless, with little or no alteration it can be used to drive any vibrating system in which the vibrating member must be driven at its resonant frequency; the only restrictions are that the driving mechanism be electrical in nature and that the vibrating member be accessible so that some type of pick-up can be coupled to it. Operation of the automatic frequency-control element in the oscillator, however, depends entirely on the operating characteristics of the vibrating member; therefore, in order to completely explain the operation of the circuit, it will be necessary to describe the construction and operation of the vibrator used with it.
