Downstream value-adding is a strategic issue for a country like Australia, which has a resources-driven sector of a scale that has significant impact on the national economy. The question of why producers are not doing more to ævalue-addÆ is often asked. In Australia this debate takes place within the context of: an era of unprecedented growth in demand for resources driven by the rapid urbanisation of China, India and others;impending legislation and uncertainty around carbon pricing;rapidly rising energy costs;significant supply-side shortages including infrastructure, skills and manufacturing capacity; andsignificant industry consolidation of primary resource producers with commensurate improvements in market power.There are several examples of resource-based industries which have developed their business along the complete value-chain; for example large oil and gas producers successfully span upstream and downstream operations including refining and petro-chemicals as well as retail distribution of fuel and other products. Relevant frameworks that provide insight and understanding into the strategic issues around value-adding are reviewed and examples of the application of these frameworks to companies and industries which have successfully adopted a strategy of integrating along the value-chain, as well as those players who have focused on parts of the value-chain are presented. The issues around value-adding in Australia are then reviewed with reference to these frameworks and it is concluded that the issue is a conflict between the objective companies who wish to maximise financial value versus the desire of governments to increase economic benefits. An approach to aligning these objectives is proposed.

Over the past decade there has been continual change in the way that mines have been managed and the component roles of those people who make up the total mine management system. Major issues have included the change in the business structure of mining companies, the change in on-site infrastructure, increased personal liability of managers for the safety and health of employees and increasing social and environmental pressures on managers and their staff. This paper looks at the changing roles of two of the many groups of professionals associated with the mining industry - the equipment supplier and the mining consultant. The profiles of the ACME Group Pty Ltd, suppliers of ventilation equipment and ancillary canvas and plastic products to the mining and construction industry, and Tennent, Isokangas Pty Ltd, Consulting Mining Engineers, are presented.

The mined-out Old Waite volcanogenic Cu-Zn deposit lies in the Noranda mining district of northwestern Quebec. The deposit has a distinctive pipe-like zone of alteration beneath the massive ore, extending into the stratigraphic footwall. The hydrothermal metasomatism within the alteration pipe produced a concentric zonation. with a peripheral quartz - sericite - chlorite mineral assemblage surrounding an axial core of magnesian chlorite - Phlogopite.

Despite mineral sand occurrences having been noted since the 1970s, the Wemen North Mine is the first operation to commence commercial mining within the inland Murray Basin. The deposit was discovered in the 1990s and, following lengthy resource development, mining commenced in 2001. This initial mine was established as a pilot operation to test the commercial viability of mining in the Murray Basin, with subsequent expansions planned if the mine proves successful. The deposit lies beneath arable farmland close to the Murray River and is hosted by Pliocene marine sands, with a geometry resembling a classical beach strand placer. The operation utilises traditional dry mining overburden removal techniques, with ore mining carried out using a floating dredge and concentrator. This paper looks at the geology of the Wemen North deposit, the mining techniques and challenges as well as grade control practices employed to mine this palaeo-beach placer deposit.

King Island is situated at the western approach of Bass Strait and approximately mid way between Victoria and Tasmania. The scheelite orebodies lie within the south east of the island. Ore bearing horizons from 10 m to 40 m thick occur in south and east dipping stratiform deposits. The orebodies occur in skarn formed by contact metasomatic replacement of carbonate rocks by granite intrusives. The scheelite is deposited as fine disseminated grains in and along the margins of andradite garnets in the skarn. King Island Scheelite operates two under- ground mines from which 350 000 tonnes per year are obtained. The Dolphin mine produces almost two-thirds of the total. See Figure 1. The Dolphin orebody lies beneath the sea and an area of reclamation. The orebody is inter- sected by zones of major dislocation. A chequerboard post pillar cut and fill stoping system has been chosen to provide the necessary support to the hanging wall. Because the stability of the pillars is critical to the economic welfare of the mine, considerable attention is given to the reduction of overbreak.

High levels of contamination (non magnetics) were present in the magnetite medium of the D.M. cyclone circuit. Attempts were made to minimise the amount of undersize (-lmm) material in the D.M. cyclone feed by improving initial desliming and examining those factors that contributed to any overall reduction in desliming efficiency. Circuit density control was improved and a system of continuous contamination monitoring implemented. A brief description is included of the major alterations to circuit control philosophy. The significant improvement in overall D.M. cyclone circuit performance is outlined.

Regulators have an important role to play in fostering and enabling reliable, effective, environmental management. Given this, it is perhaps surprising that there has been relatively little debate on exactly how regulators can enhance their own approaches, in order to promote improved outcomes overall. The authors argue that applying research on High Reliability Organisations, as well as the University of Pennsylvania’s Penn Program Framework for Regulatory Excellence, to regulators has the potential to facilitate positive environmental results across the mine life cycle.

The problem of manufacturing from sulphuric 'acid and Christmas Igland "A" phosphate, superphosphate of acceptable physical condition and agronomic phosphate availability, is directly related- to the crystallisation of a reac- tion product, monocalcium phosphate monohydrate. Two solutions to the problem, vacuum drying the superphosphate and calcination of the ore before reaction with acid, are discussed.

This paper describes the use of modelling and simulation techniques in the analysis of the heavy medium plant at the Lead/Zinc Concentrator of Mount Isa Mines Limited. The objective of the study is to determine how to increase heavy medium plant recovery at a higher than current rejection rate in order to achieve the desired throughput through the grinding and flotation sections of the concentrator. Three options were considered: 1. Install smaller aperture preparation on screen to enable the cyclones to be fed finer materials. Install smaller diameter cyclones. 3. Maintain low viscosity medium.

Oaky Creek Coal (OCC) has embarked on an ambitious program to fast track the introduction of Trench Mining into its current mining operations. The project has the capacity to allow the extraction of reserves at stripping ratios, uneconomical by conventional mining methods.Trench mining using Continuous Highwall Mining (CHM) technology reduces the in-situ stripping ratio to 4:3; compared with a stripping ratio of 20:1 using conventional mining techniques.

This paper reviews the role of fill in mining including consolidated fill both histor- ically and currently as determined by a recent survey of the Fill Subcommittee of the Canadian Advisory Committee on Rock Mechanics (CACRM). It covers the application of fill in modern min- ing methods including mechanized cut and fill, undercut and fill, post pillar cut and fill and longhole pillar recovery between stabilized fill. An automated fill preparation plant and recent developments in rotary drilling of hydraulic fill conducting holes are described briefly. The paper also summarizes the findings of some of the important laboratory and field work carried out on the behaviour of fill in Canada, the United States and Australia and again draws on current information obtained from the Fill Subcommittee of the CACRM. Space limitations and unavailability of suitable material prohi- bit the summary of similar information from other countries.

Problems with the cyanidation of copper-gold ores Copper-rich gold ores are becoming increasingly important both within Australia and overseas (Dayton, 1982; Deng and Muir, 1994; Muir et al, 1993; Sceresini and Staunton, 1991; Solis, Hefter and May, 1995; Wall, Hornby and Sethi, 1987). In Australasia alone over 30 copper-gold deposits have been reported (Muir et al, 1993). Table 1 lists several of the deposits that have been processed. The San Cristobal gold district is located 110 km east of the port of Antofagasta, Chile. It contains the San Cristobal gold mine, where Niugini Mining Ltd. commenced a heap leach operation, with initial reserves of 10.1 million tonnes grading 1.34 g/t An, in December, 1990. The San Cristobal district occurs within an upper Cretaceous-lower Tertiary magmatic arc. The main mineralisation occurs within a northwest trending subvertical zone, 1km long and 70-100 m wide, which contains rhyolite porphyry and minor breccia, and is locally termed the "subvolcanic complex". At the San Cristobal mine, most gold mineralisation occurs in subvertical quartz-pyrite veins which were emplaced in dilational sections of an imbricate fault system. The bulk gold resource comprises four ore shoots which formed where the vein system intersects the subvolcanic complex. Gold-bearing quartz-pyrite veins also occur at separate prospects, the Three Sisters and Sol prospects, west and south of the San Cristobal mine. Hydrothermal alteration consists of potassic and propylitic assemblages related to intrusion of the subvolcanic complex. This alteration is overprinted by a phyllic stage which is associated with the emplacement of the quartz-pyrite veins. The oxide zone is 180 m thick, and contains native gold, electrum, limonite, and manganocarbonates. The underlying hypogene zone contains pyrite with minor chalcopyrite, sphalerite, galena, covellite, bornite, chalcocite, and arsenopyrite. Fluid inclusion studies indicate that the deposit formed at approximately 270¦ C, and the mean salinity of the fluid was 4% NaCl equivalent. These observations enable the San Cristobal deposit to be classed as a porphyry-related, mesothermal quartz-vein system of the low sulphidation type.

Ore reserve estimation is a procedure involving data collection, data storage and judgement and assumptions about geology mining and metallurgy. Calculations are based on these assumptions and an economic analysis on projected cash flows is carried out. Ore reserve estimation must therefore be subjective and will always depend on the extent to which the assumptions used in arriving at the estimate are correct. This paper is an attempt to summarise the many aspects that can contribute to ore reserve problems and to offer some suggestions on how to minimise these problems. Discovery of the Vera-Nancy deposit in late-1995 followed 12 years of active exploration in and around the Pajingo Epithermal System, an andesite hosted veinfield covering an area of 150 square kilometres at the northern end of the Devono-Carboniferous Drummond Basin in North Queensland. Early exploration targeted open-pittable resources in the numerous auriferous veins and it was not until 1994 that exploration focus shifted to drilling to depths below about 100 metres from surface, which resulted in the Vera-Nancy discovery. That deeper drilling process is still at a very early stage of coverage of the epithermal system as a whole and substantial potential exists for additional discoveries.Drill-out of Vera-Nancy has to-date established a gold resource in excess of 1.4 million ounces. Mine development is proceeding via a twin decline system with first stoped production scheduled for August 1997.

The overland conveyor at the Los Pelambres mine in Chile is designed to move 8700 t/h of material over 12 km at a speed of 6 m/s while descending 1400 m. The conveyor, which is divided into three segments, is equipped with a braking system that must bring it to rest without producing excessive stresses in the conveyor belt. Retardation and gently stopping a mass of 250 t requires retardation times in the order of 60 seconds. Brakes that can provide this performance require sophisticated controls as well as very high heat absorption capacity. This paper describes the thermal analysis of the braking system, which required the use of novel materials to meet the arduous duties imposed on the callipers and discs.

According to the temporal and spatial distribution of regional metallogenesis, the Pacific Rim can be divided into four global metallogenetic systems. The Asia-Australia W-Sn metallogenetic belt is the typical representative of intracontinen- tal metallogenetic systems. This belt resulted from Mesozoic and partly pre-Mesozoic tectonic magmatism, mainly re- lated to S-type granite of crustal source, that was generated by collisional orogeny combined with oceanic subduction in intracontinental and continental margin settings. Based on the concept of metallogenetic series, there is a group of min- eralised ore types showing a definite spatial and temporal distribution from endogenetic to exogenetic. These metalloge- netic series are widely distributed in the Asia-Australia W-Sn metallogenetic belt, and are well developed in Southeast China. Five metallogenetic series and two petro-minerogenesis evolution models have been established according to their tectonic settings, various types of granitoids and metallogenetic evolution.

The geological and geotechnical conditions at the Cadia Hill Open Pit are very complex. This complexity coupled with high mining rates has required significant technical input into the design and optimisations of the pit slopes, accesses, cutbacks and scheduling. A multi-discipline team of NML engineers, geologists and external consultants has been conducting comprehensive geological and geotechnical programs in order to achieve an optimum design of the pit slopes. Extensive data collection, analysis and interpretation has led to the formation of working geotechnical models of large structures, rock masses, and back-analysed slope performance charts. The current Cadia Pit Optimisation Project focuses on the risk-and-return principle for pit design and on the integration of geotechnical, hydrogeological, mining engineering and scheduling. The risk management for pit design has also been incorporated into the short term and long-term operation of the pit mining to ensure safety and production.

The first production stage in any mining operation is the breaking of whole rock into fragments small enough for loading and subseq- uent handling. This primary fragmentation is most frequently accomplished with blasting. The maximum fragment size and the fragment size distribution have an influence on the subsequent loading, handling and crushing costs. It is assumed that total rock fragmen- tation in practice is a result of an interact- ing array of radial cracks from various blastholes. The representation for the basic pattern of radial cracks emitted from a particular blasthole is first described. A model is then developed simulating the interaction between blastholes at various burdens and spacings, and in simultaneous and delayed modes. The resultant picture is analysed and a fragment size distribution calculated. Methods of incorporating the existing faults in the rock are also discussed. Finally application of this model to various facets of mining are considered.
