Exploration and mining title administration in the Northern Territory has changed dramatically over the last 20 years. These changes have occurred due to legislative amendments, technological developments, and the changing face of the mining industry. The first legislation to control mining in the Northern Territory was the Northern Territory Gold Mining Act (1873) of South Australia. In 1911, control of the Northern Territory was passed from South Australia to the Commonwealth. As a result of the mining boom which followed the discovery of gold in Tennant Creek in 1932, the Commonwealth passed the Mining Ordinance of 1939. This legislation was amended 39 times and stayed in force until July 1982, when the self-governing Northern Territory passed the Mining Act 1980. This Act is still in force and is continuously under review. The first computerised mining titles system, REGIS, was created in 1984/85 and was, to all intents and purposes, just a computerised index. Various modifications ensued, and in 1989 the Titles Database was unveiled. The database has developed to be one of the most sophisticated yet user-friendly mining titles databases in Australia. In excess of 50 companies have access to the database from their own offices. Work continues on its development and fine-tuning. The paper outlines the development of the database since inception.

The Graham Farmer Freeway Project in Perth, Western Australia, is the largest urban infrastructure project ever carried out in the State. At a project cost of over $360 million, it also ranks as one of the largest in Australia and is even large by world class standards. The project provides a much needed east-west freeway bypass around the CBD of Perth, linking the Great Eastern Highway in the east with the Kwinana and Mitchell Freeway system in the west. The Bypass will have 6.5 kilometres of freeway, a major bridge over the Swan River, several pedestrian overpasses and underpasses, dual use paths, interchanges and flyover bridges and a rail tunnel. The whole project is being carried out over a four-year time frame, due to be complete and open to traffic in June 2000. The project has been divided into two stages, with Stage 1 including the 1.63 kilometre long Northbridge Tunnel, the subject of this paper.

THE absence of any locality maps of the district of Morobe has been seriously felt by mining engineers engaged on the goldfields, and as it was evident at the beginning of operations that the administration would be unable to make good this deficiency, ascheme for making rapid traverses was worked out, and in all subsequent travelling the necessary records were kept for the construction of a reliable reconnaissance map of the Bulolo goldfield and its approaches (see Plate 1.). Since all the field work had tobe carried out without encroaching on primary duties, the compilation of sufficient data was a somewhat lengthy business. It was found that in this r;ough country a pedometer was useless, as it was impossible to calibrate it for the variation in length ofpace between climbing semi-precipices and walking over level country. Further, the native tracks "meander" so excessively that the only method of calculating air-line distance is by timing, and a knowledge of what the timing represents, and until a 10kg experience had been gained in the time taken to cover known distances in various types of-country, one could not feel competent to estimate sufficiently accurately. It was found that reliability could be attained only when walking at nearly top pace. Inregard to aeroplane traverses, results were reliable only when the air was fairly still.BEARINGSIn arriving at the bearing between main traverse points, the method used was to keep a "boy" about two chains- behind when marching and sight back on him, standing, at about two-chain intervals. The $2.5 billion EastLink project is a 39 km tollway and includes twin three-lane, 1.5 km long, undrained driven tunnels with cross passages every 120 m. The hard rock tunnels are being built to avoid passing the motorway through the Mullum Mullum Valley and help preserve the unique flora and fauna in the area. The design of the permanent concrete lining and waterproofing system for the EastLink tunnels was both innovative and practical, to meet the demanding environmental and production constraints of AustraliaÆs largest road project. This paper describes several key aspects of the tunnel design and construction, including: design of fully tanked, permanent concrete tunnel linings for the main tunnels and cross passages to withstand 37 m head of water pressure in combination with potential rock loading in the future;optimisation of the tunnel shape to minimise the amount of reinforcement required and the design of special welded mesh which was developed within manufacturing constraints;100 year design life and durability considerations in every aspect and detail of the design including concrete mix design and stray current mitigation;development of a precast invert solution for the main tunnel permanent concrete lining to enable faster lining construction and to minimise risks to the tunnel membrane associated with fixing reinforcement and construction traffic;development of prefabricated reinforcement details for the junctions between the main tunnels and the cross passages to enable faster construction and minimise risks to the membrane associated with fixing reinforcement; andincorporating the tunnel drainage sump at the lowest cross passage in the alignment, resulting in deep excavation to satisfy the required storage volumes for drainage.

Determining the mechanical properties of rocks is important for various civil engineering fields, including the mining of raw materials for aggregates used in the construction and paving industries. Traditionally, the mechanical properties of rocks are obtained through in situ and laboratory tests during geotechnical surveys. However, these time-consuming surveys involve many resources. In contrast, hyperspectral remote sensing methods make it possible to identify the mineralogical composition and crystallographic structure of the rock; properties that control the mechanical properties of the rocks. In this work, we characterise the mechanical properties of carbonate rocks by using a hyperspectral sensor in laboratory conditions. We collected about 150 cylindrical samples of carbonate rock, with a wide range of strength values from several rock outcrops in Israel. We used a point spectrometer in the range of 0.4–2.5 μm and a spectral image sensor in the range of 3.0–12.0 μm, scanning the samples to obtain the signature of their light reflections and spectral emissivity. We then measured the samples’ density, porosity, water absorption, and uniaxial compressive strength (UCS). We used sophisticated data mining to find statistical relationships between the hyperspectral signatures of the samples and their mechanical properties. We used this data to identify the most dominant wavelengths for predicting mechanical properties. We found that the density, porosity, and water absorption of carbonate rocks could be confidently predicted based on spectroscopy data, while the UCS of the rock could also be predicted, but less significantly. The results of the study pave the way for the development of measuring tools for the mechanical properties of rock, based on non-destructive tests of quarrying materials.

A low grade, refractory ore gold mine with high striping ratio such as at Macraes is always challenged in ways to improve margins. Common practice approaches used at OceanaGold Ltd Macraes are to maximise grade delivery, optimise recovery and reduce unit costs, as well as take any opportunities to incorporate new technologies and implement enhanced commercial strategies.   The Business Improvement (BI) programme was implemented across the Macraes operations in late 2003 and is being rolled-out to all other parts of the business. The core focus of BI at OGL is to: +        increase revenue, +        reduce cost, and +        improve processes.   A dedicated BI team comprising of a manager, team leaders and business analysts were engaged to identify and manage a series of opportunities to reduce operating expenses, optimise capital outlays and generate extra revenue. The Business Improvement Programme, though in its formative phase, has begun a cultural change within the organisation. Many people are starting to challenge the way they do things and are looking for ways to continually improve business performance.   The BI team encompasses individuals from different departments who can offer the diverse skill set necessary to produce intended results. The current team is made up of a BI manager, BI Team Leaders in Mining and Processing and analysts from Mining, Processing, Commercial and Plant Maintenance workgroups. A team member has recently been formally trained as a Six Sigma Black Belt. ] The BIÆs team role is to assist in the establishment of project management processes for each improvement idea. In addition the team will assist in tracking implementation, identifying and unblocking restrictions and limitations as well as setting up metrics to quantify the level of benefit returned and sustained.   From a more strategic point of view, the BI team is advancing the Business Improvement capability of the company by developing long term Communication and Training strategies. These strategies will set the direction of BI initiatives in the years to come to: +        educate the OGL workforce in basic BI techniques, +        assist the OGL workforce in applying basic BI techniques, +        communication the direction of BI in OGL, and +        close the information feedback loop to facilitate transparent communication between the OGL workforce and the BI team.

Mass mining methods have become the mining industry’s preferred way of extracting most of the world’s most important metal and mineral commodities. Given the rapidly increasing global demand for commodities, the requirement to increase the contribution of some of these (eg copper and gold) from underground sources also continues to grow. In the case of copper this contribution is needed by a number of major producers to supplement production from their ageing deep open pits. Satisfying this increased demand will require the design, construction and operation of more effective, higher capacity and larger scale mines which, in turn, will require enhanced mass underground mining techniques such as block caving (BC), panel caving (PC) and sublevel caving (SLC).It is now widely accepted that future discoveries of orebodies, which will be developed using these methods, are almost certainly to be much deeper than the deposits presently being mined in this way and made more challenging because of the likelihood that the associated grades may be much lower than currently mined. The design and mining of future large-scale cave mines (supercaves) will become crucial in order to extract full value from such deposits. An essential prerequisite of this will be a much improved knowledge of the deposit, ie Total Deposit Knowledge. In this context, Total Deposit Knowledge is the characterisation of the ore deposit and its surrounds at all scales and includes; rock type (lithology), the spatial orientation of a range of geological features or discontinuities, rock mass fabric knowledge, metal grade and distribution data, geometallurgical data (including alteration), geo-hydrology, permeability and porosity. This is the information that will be used, as now, to delineate geological and geotechnical domains and construct models, but with outcomes superior to those presently available. From this information better-informed feasibility study design decisions and performance predictions must be made. In summary more geological information and analysis is required and this needs to be aligned to potential mining and processing requirements much earlier in the project than commonly occurs.

In conjunction with a study on wear of drag bits the effect of clearance angle on penetration rate was studied.Increases in clearance angle from 24 1/2 up to 30° gave an increase in penetration rate. Thereafter the rate was apparently affected by partial clogging with cuttings.Analysis of results was by a linear regression model and the t-test was applied to assess the significance of parameters in the penetration equation.

Backfill systems using unconventional cementitious binders have been successfully used in relatively deep and hard rock tabular mines for longwall, scattered stoping and shaft pillar removals. Two unconventional cementitious systems are discussed: A ground granulated blast furnace slag (GGBS) with an activator containing lime. This has been used with a total tailings æstableÆ slurry at a relatively low dosage of less than seven per cent, by mass, based on dry solids. The room and pillar stopes supported with this fill were up to 20 m high and the tailings were relatively high in pyrite. A GGBS binder plus a silicate based activator and gelling agent that virtually eliminated all water drainage (and hence post filling shrinkage). The system used a slurry, but the addition of the activator created a final placed product that had the behaviour of a paste. The system has been successfully used for almost ten years in the following applications: stoping widths (mining heights) above 1.6 m; and shaft pillar removals in seismically active areas at the end of the life of the shafts. This paper discusses the technical merits and costs of the systems and compares them to other fill systems (including true paste systems). the acceleration (normally g, 9.81m/sec2) is increased to a significantly larger (but generally unmeasured and unknown) value, as shown in Figure 1.

In recent years a large amount of work has been done at various plants overseas, and also at Broken Hill Associated Smelters, Port Pirie, South Australia, on the use of Dwight Lloyd sintering plant gases for sulphuric acid manufacture by the contact process.Several plants have modified their sintering machines and operating procedure, and some have adopted gas recirculation techniques, to obtain a relatively high proportion of the sintering plant gas at an S02 concentration acceptable to a contact acid plant 1.These adaptations were investigated at Port Pirie, and it was found that gases of suitable S02 concentration could be obtained. The results justified installation of a contact acid plant and a decision was accordingly made in 1949 to construct such a plant.However, the local conditions presented some difficulties not generally encountered at other plants, the chief differences being:a. For maintenance of production of 98% H2S04 , an unusually high S02 concentration is required, because of the prevailing high temperature 'of the purification train cooling water.b. The entire sintering operation is conducted on two large machines, 55ft. x 10ft., operating in series as "First" and "Second over" machines (a two-pass roast.) Any interruption" to either machine causes a complete interruption of plant operation and gas flow.

A number of interesting findings are noted that may guide Australian developments and strategies for the future, in minerals research and exploitation.

With the emphasis on CO2 emission legislation and the increasing price of traditional fossil fuels like coal, oil and gas, the use of alternative fuels is becoming more and more attractive for the industry, particularly for the cement industry. The variety of materials burnt in the kiln is enormous and varies from tyres, to animal meal and other waste material or by-products that would otherwise end up in an incinerator or landfill facility. This wide variety in materials demands thorough analysis to determine what elements are present in the organic matrix. The elements present may have an influence on the process or the quality of the cement. Toxic or environmental unfriendly elements may be incorporated or dissolved in the clinker phases; whereas volatile components may be present in stack emission to the atmosphere. X-ray analysis is already the key to elemental analysis in cement production, and is used here to determine the composition of these alternative fuels. The XRF spectrometer configuration used in this study is designed to overcome the difficulties associated with the analysis of strongly varying light organic matrices containing heavier elements in minor and trace-level quantities. Heavy element specific excitation conditions and three-dimensional polarised optical geometry increased the signal to background ratio and improved detection limits compared to conventional XRF spectrometers.

The Paper discusses the size and extent of in-pit dust suppression problems created by iron ore mining in the Pilbara region of Western Australia. Dust problems associated with drilling, loading, hauling and tipping are discussed indicating the large quantities of water which can be applied for dust control and attempts that have been made to rationalise this water usage to obtain maximum benefits from the applied water. The magnitude of the problem and the quantities of water involved can be appreciated when one realises that 275 000 tonnes of rock are moved on Mt. Whaleback each day and that there are 40 km of haulroad within the open pit. Initially dust suppression was limited to the spraying of haulroads by large water tankers. Now dust suppression is practiced during drilling and after blasting, wind blown dust is reduced by application, using water cannons,of large quantities of water to floor stocks prior to loading operations as well as by the installation of 16 km of automatically controlled fixed sprinkler reticulation on the main semi-permanent haulroads. The methods used to assess the water requirements for in-pit dust suppression are discussed and the extensive development testing used to evolve the present installations are 1. Laboratory testwork has been performed on ancient residues from the cyanidation of a previously roasted gold-containing pyrite and arsenopyrite ore. By grinding to 95 per cent minus 60 microns, and after a strong aeration conditioning of the pulp, a gold recovery of approximately 67 per cent was obtained by cyanidation. This recovery was brought up to 80 per cent by leaching with thiourea, after a preleaching step with sulphuric acid under severe conditions of acidity and temperature. To avoid excessive capital costs bound to such processes, it was decided to investigate the possibility of applying flotation after grinding at a size similar or finer than the one used for the leaching tests. The method turned out to give interesting results because of the natural flotability observed at pH values lower than two for particles rich in gold present in the residue. After two cleaning steps, a final concentrate, representing around one weight per cent of the feed, was obtained with an approximate gold content of 350 g/t, representing a batch recovery of gold of about 50 per cent. Apart from sulphuric acid, whose addition was very high (flotation slurries at 25 g/l H2SO4), other reagents were not found necessary. Additional flotation tests were carried out to examine whether the recycling of the cleaner tails was justified but the gain observed appeared insufficient.

The objectives of grade control remain unchanged but new methods are being developed to attain them. Since the early-1990s, an improvement in the power of mine site computers has made the geostatistical tools of conditional simulation more accessible. Optimisation of the grade control process on mine sites now involves two stages: optimisation of the sampling regime and optimisation of the interpretation of ore and waste boundaries. Optimisation of the sampling regime first requires an understanding of the nature of the mineralisation and in particular the impact of particle size on the sampling precision. This relationship, termed the Fundamental Error of sampling, enables an optimum subsampling protocol to be defined for the sample preparation and assaying. However, the actual sample collection method, whether drilling or trenching, must be correctly selected and the sampling grid should be optimised. The relative costs and benefits of various alternative sampling methods and grids can be determined using the method discussed. The use of the grade control data can also be optimised. In the past ore and waste boundaries were often defined using a linear interpolation algorithm that smoothed the data (such as polygonal, sectional, inverse distance squared or even kriging methods). Frequently the relative impact of ore loss and dilution could not be estimated. Conditional simulation to generate equiprobable alternative maps (realisations) can now be adopted to address these issues. A transfer function is then used to evaluate the similarities and differences between the maps. The Ore Block Optimisation (OBO¬) process is a transfer function that produces a three-dimensional model of the optimal ore block outlines. This provides a clear guide for the mining geologist to refine and mine. The nature of the transfer function and the inputs and outputs are discussed. In the past, reconciliation has been the `acid test' for any grade control system. Any ore blocking method based on conditional simulation can make use of the exhaustive data set to ensure that reconciliation between prediction and production will improve significantly. The OBO¬ method provides a guide to the mining geologist to ensure that the best ore blocks are mined. Misclassification between ore and waste is reduced, ore loss and dilution are minimised (and are measurable) and ore is optimally assigned to stockpiles of various cut-off grades. These advantages significantly enhance mine profitability and control of the mined grade.

THE following description of the surface plant of the Great Fitzroy Mines is to be understood as having been compiled by a mechanical engineer, who concerns himself more with the various appliances used, their correct construction to enable them to accomplish their prescribed work, and the production and transmission of the power required to operate them, than with the reasons for the physical and chemical processes which those appliances are called upon to assist in carrying out. Hence the metallurgist will not find herein more than the skeleton of the organism, which perhaps he would wish to be clothed with the detailed description of the substances undergoing treatment, in their various combinations, at all stages, and the results attained in separating the valuable constituents from the worthless. So, also, no details will be found of the methods employed by the management for. the purpose of determining by sampling and assaying the nature of the various products obtained.GENERALThe ore being worked at the Great Fitzroy Mine is divided into two classes :-1. Ore that requires concentration before smelting.2. Ore that can be smelted direct.Flow-sheet (Fig. 1) shows in outline the process of treatment to which ore of the first class is subjected, and the writer will endeavour to fill in that outline with some details of the appliances used.

The largest single operating loss in many hydrometallurgical plants is the poor recovery of leached product in the solids sent to tailings. Any reduction in the concentration of the valuable species in this stream will improve the project economics. Conventional design, to reduce the soluble loss, is to increase the number of wash stages or the wash/water ratio. This approach is limited in effectiveness as it can only reduce the soluble loss to that dictated by the concentration in the returning solution. For copper plants this concentration is set by the recovery in the solvent extraction (SX) plant. When using a single grade of SX feed a single grade of SX raffinate is produced generally with five to seven per cent of the copper still remaining in solution. An alternative approach has been developed by Cognis Corporation and implemented on a number of recent projects using engineering input from Miller Metallurgical Services. The SX plant feed is æsplitÆ into two different streams: a high-grade stream containing up to 75 per cent of the copper and a low-grade stream with the remaining copper. This Split-CircuitÖ concept has significant benefits in terms of both copper recovery and reduction in acid costs. The high-grade stream has the bulk of the copper removed and the raffinate sent directly back to the leach; to fully re-use the acid that has been generated during extraction in the SX process. The recycling of this higher concentrated acid stream considerably reduces the acid in the raffinate sent to washing steps. It represents a significant saving in acid consumed via the tails stream. The low-grade stream has a significantly lower SX feed grade and hence produces a lower raffinate acid and copper concentration. This lowers the economic species in the wash solution and hence reduces the soluble loss accordingly. Other operating improvements are realised with lower neutralisation costs (with the lower acid in the wash stream) and from a decreased need for in-circuit neutralisation to improve SX performance. The SX plant itself is also split into a high-grade extraction and a low-grade extraction stream to enable the low-grade raffinate to be produced. A number of circuit alternatives have been utilised that have provided a range of benefits. The circuit concept has been included into both new and existing plant operation. As a result of this experience other methods of incorporating the concept into a circuit have been developed.

The working of alluvial deposits has from all times been a popular form of mining, not only from the simplieity of its operations, but also, in its more primitive stages, from the possibility of carrying it on without large capital, without skilled lahour, expensive plant, long terms of preparatory work, or, in fact, any other requisite than a shovel, a dish, and a stout pair of arms. It is possibly one of the oldest industries, and probably, also, it has been one of the most profitable.In tbe Australian States the happy days of rid alluvial deposits, when gold was to be hltd for the shovelling, are now almost over. The lust for gold has caused almost every corner of the world to be ransacked, and the more easily earned wealth to he exhausted: for the most part there remain now those deposits only which are too poor to be profitably worked by means of the implements and methods of old times. But, though the deposits have become poorer, the keen inventiveness of man has devised means whereby such large quantIties can be treated at a cost so low that he can still make a profit out of them. In this article, out of the many means devised, three only will be referred to-viz., hydraulic sluicing, bucket dredging, and hydraulic dredging. All mining may be divided into three principal operations-1st, the breaking down and conveying of the ground to where it is to be treated for the recovery of the metallic values, 2nd, the treatment of the material for the recovery of those values; and, 3rd) the removal of the worthless material or tailings. In all mining the object is to effect these three processes for the least expenditure of money commensurate with the highest degree of efficiency.

In process simulation, more reliable prediction of industrial results and evaluation of data for design purposes and process optimisation may be attained by the combined use of: the modelling and simulation of ore characteristics, and 2. the modelling and simulation of the process. It is well known that geostatistical methods allow the defining of models of orebodies in which the variables considered are the grades of the valuable components. These models are proper for reserve estimation, geostatistical contouring, design and simulation of the exploitation method, and, in addition, for evaluating the variability of the ROM which is expected to be fed to the processing plant. However, no data are normally incorporated in the orebody model in order to evaluate the ore characteristics relevant for a reliable process simulation. The procedure for process simulation aimed at predicting plant results normally used so far consists in collecting samples from different orebody sites and building up a so-called 'representative sample'. On this sample, the ore characteristics (eg liberation, washability, grindability, etc) and the processing tests are referred to as the 'average behaviour in the orebody', assumed constant. A more reliable methodology consists in collecting samples from different orebody sites, in performing tests to characterise the samples from the point of view of the process (ore patterns), and in using synthetic parameters (process features). The values of the parameters are processed using geostatistical methods in order to develop a model for simulating the feed to the process. The estimation may thus be referred to the amount of recoverable minerals instead of to the existing minerals. Furthermore, the selection of the processes, the sizing of equipment and the design of control devices, as well as the prediction of results, become more accurate and reliable.
