Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.

The comminution process indicates that the most energy-efficient comminution system would be one where the particles leave the breakage field as soon as they reach product size. Contrary to the free falling gravitational (vertical) flow in crushers, the grinding millÆs energy efficiency essentially depends on ore characteristics and the discharge rate of broken particles, which in turn depends on how efficiently the discharge pump (grate and pulp lifters) operates. The essential function of a pulp lifter is to transport the broken material and slurry from the discharge grate out of the mill. Hence, the design optimisation of pulp lifters affects not only the energy efficiency and throughput of autogenous grinding/semi-autogenous (AG/SAG) grinding mills, but also contributes other process benefits such as improved wear life and operator-friendly steady and smooth mill operation. Following its introduction in 2006, OutotecÆs patented Turbo Pulp Lifter (TPLÖ) design has been retrofitted at existing sites and also installed in some new ones around the world. This paper will provide operational experience and data on how the TPLÖ design has allowed AG and SAG mills to operate efficiently.

Since the of Bergstrand's Geo-dimeter in 1946, and Wadley's Tellurometer in 1956, there have been numerous Electromagnetic Distance Measurement (EDM) instruments produced throughout the world by a variety of companies.This form of measurement has not merely replaced other methods of measurement, but has caused considerable change of emphasis in survey techniques. Major control surveys are now being accomplished using trilateration instead of triangulation. The surveying of open cuts or engineering work may be done in a fraction of the time and, in the majority of cases, to a greater degree of accuracy than with older methods.It is surprising that with this new tech-nology and development of EDM equipment which is compact, easy to use and no longer so expen-sive, no advance has been made in underground surveying. If we look at equipment being used by the majority of mining companies, we see that there have been very few changes since the Second World War. Very little research has been carried out to enable the surveyor to do his work more easily in conditions which, at the very least. are hazardous.

The determination of shear strength parameters for the spoil material plays a crucial role in the assessment of a dump’s stability; nevertheless, their evaluation necessitates laborious laboratory experiments. In order to address this issue, Simmons and McManus (2004) formulated a framework that serves as a foundation for categorising spoils according to their distinctive shear strength parameters based on observable and tactile characteristics. This framework, previously identified as the ‘BHP Mitsubishi Alliance Coal (BMAC) Spoil Shear Strength Framework’, is now recognised as the ‘CoalSpoil’ framework. The spoil characterisation provided by the CoalSpoil framework offers benefits but is not without limitations. The examination of these attributes in the field is a time-consuming task that demands expertise. Subjectivity arises in the spoil characterisation when attributes straddle the line between two categories, such as delineating matrix-supported and framework-supported fabric structures. To enhance consistency in the spoil characterisation process, minimising human intervention is crucial to mitigate bias, classification errors, and safety risks. This study seeks to achieve this aim by introducing image-assisted and automated methods for spoil characterisation.

Improvements in electron optics, field emission gun design, and X-ray detector technology have led to the development of a new class of microanalysis tools. By combining multiple wavelength dispersive (WD) spectrometers, spectral energy dispersive (ED) spectrometers and cathodoluminescence (CL) data sets, a wealth of information can be collected during routine electron beam mapping and analysis. In this paper, data collection on a field emission electron microprobe equipped with five wavelength dispersive, two silicon drift energy dispersive X-ray spectrometers and a wavelength dispersive linear array optical spectrometer has been automated with the optical, electron and X-ray signals being collected in parallel. To analyse the large hyperspectral data sets we have implemented an autoclustering strategy that can be used to produce a quantitative chemical phase map. The cathodoluminescence spectra can be deconvoluted to produce peak intensity maps, which are then converted into elemental speciation images with quantitative sensitivity down to parts per million levels. Both methods are illustrated using typical mineral processing examples, firstly a Ni-laterite sample is investigated with the fine-scale distribution of Ni examined in detail. Secondly, a scheelite sample with rare earth zoning in mapped and rare earth levels quantified.

Companies involved in the mining industry are exposed to risks, referred to as corporate risks, as part of the business process. Directors and management should be aware of these risks and make appropriate business decisions to address each risk. If business risks are not addressed on a timely basis the consequences are likely to be serious and will adversely impact the ultimate success of the business.The key corporate risks are:Poor cash flow and treasury management. ò Incompetent or unmotivated staff.ò Poor product quality.ò Accounting systems that do not provide meaningful and timely information.ò Computer system deficiencies. ò Ineffective credit screening.ò Assets not adequately protected.ò New ventures undertaken that are either inappropriate or not adequately researched.Exposures to corporate risk should be dealt with by Directors and management by systematically identifying major risk areas and implementing appropriate internal and management controls to deal with such risk areas. Proper management controls and procedures include the setting of overall corporate objectives and policy, monitoring adherence to such policy, establishing early warning systems to highlight problem areas and maintaining security over assets.

The optimisation of capital in the total planning context has broadly two components: ò maximising the efficient utilisation of capital against competing capital demands; and ò maximising the efficiency with which the industry's capital requirements are sourced. This paper focuses on the latter of these two concepts, as I wish to highlight that within the coal industry the inefficient sourcing of capital has resulted in the inefficient utilisation of capital. In discussing the optimisation of capital within the coal industry I would like to outline three fundamental issues which currently impact the industry and its application of capital: Initially, from the perspective of an independent investor, the perceived risk associated with investing in a volatile industry cycle has not permitted appropriate funding structures to be created thus leading to an inefficient utilisation of capital. Secondly, investors seeking out a windfall gain have established a practice of trading in the assets rather than encouraging recapitalisation. And lastly the mismatch of supply and demand leading to the establishment of new projects which include a percentage of offshore investment has fostered an environment of lower returns and subsequently a dilution of capital.

In the early 1970s, Jim Walter Resources, Inc. (JWR) embarked on a coal mine expansion program that was unparalleled in the history of the United States. With a small nucleus of people then operating two rapidly depleting captive mines, action was initiated to develop four of the deepest mines in the United States. Because of the depth of these mines, operational and technical problems were anticipated. However, because of the high quality of the coal (Blue Creek Seam), the financial risks involved were acceptable. The total investment to get the expansion program completed (to get the new mines to full capacity) would represent an investment of over US$ 500 million.By the end of the decade of the 1970s, the Company had grown to 2100 employees who were producing 1640,000 tonne of saleable coal per year, a productivity rate of 3.9 tonne per man-shift. This productivity rate was not sufficient to maintain a profitable, viable organisation. Therefore, if the operations were going to survive, it would be necessary to improve productivity tremendously, a task which would tax the resources and imagination of all employees.

Changes in metal prices and mine output over recent years have required the Copper Concentrator of Mount Isa Mines to operate at annual tonnage rates varying from 4.0 million to 6.5 million tonnes. Several circuit combinations were operated during this period utilising up to two semi-autogenous grinding (SAG) mills and up to two ball mills. The aim was to maximise grinding efficiency and keep unit costs constant regardless of throughput rate. Measures to improve the SAG-ball mill unit operation were implemented with each circuit change. These included installation of a splitter to divert SAG Mill cyclone underflow back to the mill, increase SAG ball charge from four per cent v/v to eight per cent v/v, reduce in SAG top feed size and increase of ball mill grinding medium size. Modelling work and surveys led to a new design of the SAG liner profile from 60 rows of rail bar liners in a high-low arrangement to 40 rows of top hat liners in a high-high arrangement. An on-line SAG Mill feed sizing monitor was recently installed to improve grinding control.

Recent mapping (1989-1992) by the Northern Territory Geological Survey in the Tennant Creek 1:250 000 map sheet area has resulted in substantial revision of the lithostratigraphy of the Tennant Creek Block (Donnellan, Hussey, and Morrison, in press). Briefly, the former Warramunga Group (Dunnet and Harding, 1967; Dodson and Gardener, 1978) is divided into the Warramunga Formation, and an overlying less deformed volcano-sedimentary succession, the Flynn Subgroup. The latter is conformably overlain by the Tomkinson Creek Subgroup of the Tomkinson Creek province in the north of the Tennant Creek Inlier. These two Subgroups constitute the Churchills Head Group which is essentially equivalent to the Hatches Creek Group of the Davenport province to the south of the Inlier.

Safety First and zero accidents are the targets most mines in Australia are aiming for, but manual processes and procedures limit the capabilities and response time in emergency situations. Even with a high safety focus, accidents and incidents still happen, too often with tragic outcomes. Dangerous areas, narrow roads and winding curves are all daily obstacles that threaten workforce safety. Every unforeseen event, such as traffic collisions and other accidents, puts lives in danger and weakens production. Safety must be guaranteed.

The Henty Gold Mine is a good example of a situation where conditional simulation and optimisation techniques may have useful impact on modelling of mineralisation distribution and ore definition. Much of the gold mineralisation at Henty is concentrated within an alteration zone which is both physically discontinuous and forms only a small fraction of the overall mineralised volume. The alteration units are mappable from diamond drill core and underground workings. Conditional simulation and optimisation techniques for ore definition have found considerable success in the open pit gold mining environment. For many reasons including computational efficiency, lack of consistent geological information, and lack of familiarity with ideas and methods among mine geologists, implementations of these methods in open pit mining have been comparatively simplistic. Modelling is commonly reduced to treating the sample data as a single geologic population. This paper discusses the application of the MP method (a particular implementation of conditional simulation and optimisation) to modelling the distribution of potential ore blocks in the Henty gold mineralisation. The approach allows the mine geologist to model both the spatial geometry of the alteration types and the gold grades associated with each alteration type in a single process. Options allow the geologist to include or exclude underground geological mapping and face sampling depending mainly on the abundance of drill hole sampling and the quality of the face sampling. An optimisation algorithm based on maximisation of profit from mining is used to assist in ore definition.

The mineral exploration and extraction industries have gained major cost and efficiency benefits from the use of computers. However these industries are now at a cross-roads with two seemingly disparate developments - that of an increasing number of complex geoscience databases and, at the same time, the merging of all known data for the particular regions at minimal cost. These two developments can be managed by the development and of an industry accepted geoscience data model and dictionary. This will provide a common basis of understanding for geoscience data through a common language and a common structure for geoscience information. Integration of specialist systems and databases can then proceed efficiently. The development of a data model is going ahead with consensus from the mining industry. This is a joint government and industry funded project and managed through the Australian Mineral Industries Research Association, AMIRA. AMIRA is a well known research broker to the Australian mining industry obtaining sponsorship for projects both from private and government groups. The AMIRA project, P431, called the Geoscience Data Model, is to be the Australian standard data model for geoscience disciplines. The requirement for a standard geoscience data model has been recognised in Australia for some time. In October 1991, the Australian Government Geoscience Database Policy Advisory Committee (GGDPAC) established a Geoscience Data Standards Working Group which drafted a comprehensive list of data categories of the geoscience area. An AMIRA project called AMDEX was established to develop a transfer standard for the mining industry data at about the same time as this committee was in operation. The first AMDEX sponsors meeting was held in May 1991. It was proposed to use the US Spatial Data Transfer Standard (SDTS) as the basis to transfer mining data in AMDEX. A limited data model of mining data to be transferred was developed for the AMDEX standard under SDTS. The Australian Geological Survey Organisation (AGSO) saw the need to extend this and develop a complete data model for the geosciences and proposed this as a new project to AMIRA. This was strongly supported by GGDPAC which lead to sponsorship of the project from most state geological surveys. The Geoscience Data Model can be broken down into separate data models for a number of geoscience themes and sponsorship obtained so far will enable models to be developed for a comprehensive set of themes selected by the project sponsors. Further sponsorship is required to enable a more complete coverage of the geoscience area to be developed. Sponsorship for the Geoscience Data Model has been strong from the geological surveys and there was some effort by GGDPAC to promote the project in these organisations. An Australian geoscience data model is of immediate use to the geological surveys in assisting the standardising of huge quantities of geoscience data held by government agencies and it is preferable that this be an Australia-wide standard.

THE treatment by chlorination of the Mount Morgan Gold Mining Company's ores was first accomplished, early in 1886, by a works having a capacity of 25,000 tons per annum. Shortly afterwards another works was established, capable of dealing with 50,000 tons per annum. The extraction of gold was originally successful and satisfactory, but running expenses were high, averaging £2 19s. 6d. per ton of ore treated. These works were believed to be the largest chlorination plants in the world at that time. As might have been expected, the mechanical details and chemical process had not been perfected, and, moreover, both works were hurriedly built, and operating expenses were not then considered of such prime importance, as the ore at that time was of very high grade; the large quantities of low grade ore since dealt with not being then considered, since the bulk of it was not even known to be in existence. These two works consisted of rock-breakers, high speed rolls, screens, elevators, &c., for crushing; a large number of small handrabbled reverberatory furnaces for roasting; one-ton chlorination barrels and three-ton leaching vats for chlorination. The transport of ore from crusher to furnaces, from furnaces to chlorination barrels, and the emptying of leaching vats was effected entirely by hand labour. The system of chlorination was what was, known as Mears process, chloride of lime and sulphuric acid being used in the chlorination barrels, and as the time allowed...

The sharp deterioration in Au~tralia'S ternn of trade in recent years and the accumulating national debt highlight the need for a restructuring of the economy which is highly dependent upon primary agricultural and mineral commodity exports (figure 1). Table I gives an indication of the value that can be added to raw material by mineral processing. Significantly higher value is added through downstream manufacturing. In 1987, the mining and rural sectors accounted for 47010 and 38010 respectively of total exports valued at $35,782 million (figure 2). The export contribution from minerals comprised $12,266 mil- lion from unprocessed ores and concentrates and $4,668 million from metals and processed minerals including some simple manufactures. Coal accounted for 450/s of total primary mineral exports. Iron ore and alumina are other important mineral exports, while gold and aluminium are major metal exports. (Figure 3) Australia's minerals are now traded in a much more competi- tive and oversupplied market in contrast to the 1960's and 1970's period which was characterised by increasing exports of largely unprocessed ores and concentrates. Increasing the strength of backfill has been the subject of much research. In the former Soviet Union most methods concentrated on the fill mixture including chemical additives, binder re-grinding, water electromagnetic activation and the use of vibration and turbulent activation. For the most part, this research has been confined to the laboratory where the results were not representative of field conditions. These methods also were directed at increasing the mass strength and were not specifically aimed at strengthening the fill where it may subsequently be exposed for instance on the side or underneath as it required for underhand cut and fill methods of mining. In the Republic of Armenia, a method of fill strengthening known as electro-activation has been adopted. The deposit it an epithermal gold deposit which to-date has been mined using underhand cut and fill with timber support. The backfill comprises cement and pumice placed in 2.5 m lifts. Central to the method of electro-activation is the placement of the electrodes in the stope in which the polarity and the electrical potential are changing during filling. The process promotes the binding of the fill layers, the bond to the side walls and to the adjacent fill. There is a significant increase in the compressive and tensile strength. The process has been used with beneficial effects on reinforced concrete and could be used in any mine utilising hardening fills.

Underground mining in the Bowen Seam has shown that the majority of outbursts have co- incided with faults, igneous dykes and sills, stone roof rolls or some combination of these. The coal measures are deformed principally by N- S trending, easterly dipping thrusts presumed to he associated with the major, reverse Collins- ville Fault. The old Collinsville State Mine records suggest that thrusts and strike-slip faults have been common sites of outbursts. In contrast, normal faults have not been outburst- prone. Detailed geological mapping in Bowen No. 2 Colliery 53 east and west panels has been carried out in the hanging wall of a thrust zone of 6.1 m throw. The associated sheared coal has been defined and several fracture sets delin- eated. Sheared coal can be observed up to 170 m from this thrust zone, but this is dependent on the vitrinite content of the upper seam section worked. Fvidence indicates that outbursts have crnrroJ only in extremely sheared coal. Curious spherical- to cylindrical-shaped c,,.31 ohjects ("apples" and "rods") are related to the deformation in the vicinity of the thrust zone. The effects of detonation of downlines and downline-booster systems on lodse-poured charges of 94% porous prilled ammonium nitrate/6% fuel oil (AN/FO) were determined. Detonation stability was indicated by the initiation-failure pattern of detonating fuse witness lines located at intervals along the charge. Steel tubing was used as the confining medium. Charge diameters (d) varied between 2-21/32 and 8.1/8 in. and specific charge weights (w) of downlines between 4.0 and 93.2gr/ft. The axes of charge and downline were colinear. The minimum value of w required to cause initiation of AN/FO increased with d. When initiated by a downline only, the charge'underwentlowòorder detonation. When downline-booster systems are used, the detonation wave in the downline cuts all equatorial planes in the charge before the detonation wave in the surrounding AN/FO. If the downline itself does not cause initiation, therefore, the explosive ahead of the main detonation wave is crushed, and hence desensitised, by the radially-expanding compression wave and gases generated by the downline. In a given equatorial plane, the fraction gftharge undergoing detonation decreases with an increase in the booster-plane distance. Since early 1971 Western Titanium N.L. has been operating an ilmenite upgrading plant on a commercial basis at Capel, Western Australia. In their process ilmenite is pre- oxidized, then reduced in a rotary kiln to a mixture of metallic iron and titanium oxides. The iron is leached out by accelerated rusting in aerated water, leaving a product with titanium content, expressed as Ti02, of about 92%. Samples from different stages of the up- grading process, representing operations over the last two years, have been studied in detail by X-ray diffraction methods, and the sequences of phases and reactions occurring have been determined. Quantitative X-ray studies showed the ilmenite feed materials to consist of a mixture of ilmenite and pseudo- rutile. Pre-oxidation of the ilmenite at =1000¦C leads to the formation of rutile plus a Fe2TiO5-FeTi205-Mn2TiO5 solid solution. The final reduction product consisted of a mixture of metallic iron, reduced rutile and a FeTi05-MnTi205-Ti305 solid solution. The relative amounts of these reduction products were very sensitive to the initial concentra- tions of the minor constituents manganese and magnesium. The effects of variation of ilmenite feed rate, reducing atmosphere,- reduction temperature and controlled addition of magnesium were also studied.

The concept of large trucks underground has been around for some time. While the road train concept is gaining momentum, there are underground mining applications where these trucks have not been suitable. Unfortunately few of the ægreenfieldsÆ projects that are most suited to the road train concept have come æon lineÆ since the underground road train was first introduced to Australia in 2001 so that the trucks have generally been adapted to existing operations. As at December 2004, there were 17 road trains operating underground in Australia, one being rebuilt and one under construction. This paper addresses the necessity for the mining industry to have an integrated ore transport system that starts at the underground load haul dump unit (LHD) in the stope production area and finishes at the crusher feed at the processing plant. Chute and orepass designs are investigated, as well as feeders to determine the best load and haul system for large-scale trucking. The paper also discusses potential developments in the large truck scene. The paper highlights the cost and productivity gains by introducing large trucks and associated integrated ore transport systems underground. While 400 vertical metres was seen as the limit of vertical hauling in the 1970s, one kilometre is a common discussion point for trucking limits today. In real terms the cost of underground trucking (including ownership costs) has decreased from $1.50 - $2.00/t.km in the mid-1990s to $1.00 - $1.20/t.km at present.
