"The requirement for environmental approvals and associated environmental impact assessments (EIAs) is now commonly regarded as a key milestone and body of work during project development. EIAs can be undertaken at various phases during project development, generally either:\ during the scoping or prefeasibility studies, where limited project information is available and the mitigation and management measures of the EIA become a set of criteria and commitments that control project design during the feasibility study, as an iterative approach whereby mitigation and management measures are developed through an integrated process with the engineering team, and measures are included in the feasibility study cost model following the feasibility study, where detailed project design information is available, the cost model is complete, and the EIA is an assessment of a fixed project with limited opportunities for mitigation and management measures to be integrated into engineering design. This paper investigates the advantages of integrating EIA into life-of-mine planning during the feasibility study phase, using the Tampakan Copper-Gold Project (the Project) as a case study. The Tampakan Project is located in the Philippines on the southern island of Mindanao. The Project involves the proposed development of three main areas of infrastructure:a large-scale, open pit copper-gold mine and associated mine site infrastructure (including tailings and mine waste storages, fresh water dam, concentrator, etc) a power station, port and filter plant (PPFP), located approximately 60 km from the mine a pipeline and transmission line linking the mine and PPFP sites.Examples of engineering measures developed through an iterative process to mitigate and manage predicted environmental and social impacts include design of water management infrastructure, modification of the disturbance footprint (eg roads realigned to avoid critical habitat) and realignment of project infrastructure to minimise impacted water catchments.CITATION:Blunt, J and Jones, J, 2012. This paper examines the effects of the changes in stress that a coal may undergo as part of the drainage process. As a consequence of this, some coal seams will come to the situation that they have zero horizontal stress existing within them at the time of mining. The hypothesis of this paper is that this lack of horizontal confining stress means that on mining, the vertical stresses may be easily raised to a level where failure occurs. This failure may be accompanied by significant energy release from energy stored within the coal as well as that coming from the roof and floor. To determine the state of stress within the coal seam, the concept of the effective stress path that the coal passes through is examined and is found to be very dependent on the shrinkage of the coal with degassing, the Young’s modulus of the coal and its Poisson’s ratio. The Young’s modulus of the coal is important and has been found to be highly dependent on the state of stress within the coal. It may change by more than an order of magnitude.CITATION:Gray, I, 2014. The drive to maximise performance, reduce maintenance times, improve safety of operation and maintenance on mining equipment while keeping both operational and capital costs down has provided good nourishment to the creative thinking of designers of skip loading facilities for hoisting systems. Early systems were as simple as manual loading which evolved into a surge bin feeding a skip through a chute finally maturing into a measuring flask discharging into a chute to feed the skip and more recently high capacity skip feed conveyors. This paper will compare the concepts of the skip loading flask and the skip loading conveyor systems over a range of winding distances and hoisted tonnages. The comparison will draw on actual installations and review operational, maintenance and safety. An order of magnitude capital cost estimate will be used to complete the financial comparison. This will enable the reader to understand the concepts and costs and assist in selecting the appropriate skip loading system.

Boom time in the mining industry has presented mill operators with several unique challenges including the need for increased throughput while being constrained by a shortage of skilled labour and aging capital equipment. New instrumentation technology that provides reduced installation costs; no process down time for installation; and reduced maintenance costs and labour requirements; has been introduced to address the labour situation while maintaining production. This new tech- nology also enabled more accurate and reliable process measurements thus providing the capability for operators to maximise throughput with their existing capital equipment. This passive SONAR based technology can accurately measure the volumetric flow rate of single phase and multiphase fluids as well as the amount of air entrained within slurries. This is accomplished in a non-invasive manner. This paper will describe the principle of operation as well as the application of the technology to critical minerals processing applications. Included will be operational examples comparing the SONAR measurement performance to traditional measurement techniques. These examples will include hydrocylone feed flow, flotation concentrate flow, and slurry streams containing magnetic ores. Actual plant data will be presented as well as a discussion on the operational advantages such a measurement capability.Also described will be the power of the technology platform to provide novel process monitoring and control capabilities such as pipeline sand-out prevention and pipeline acoustic monitoring.

There is a plethora of activities that have been, and continue to be, performed to improve the health, safety and well-being of workers involved in resource industry activities. These activities include implementation of risk management systems, performing risk assessments, constructing bow-ties, implementing critical control management systems, undertaking personal, process and functional safety initiatives, implementing psychological and physical health as well as industrial hygiene programs. Despite the significant work that has occurred over the last several decades, unacceptable levels of fatalities, injuries and illnesses continue to persist as evidenced by Safe Work Australia statistics.

The selection of the ore haulage system is a key decision made in the development of an underground mine. The haulage system is one of the components that define a mineÆs ability to respond to changes in mining inventory and market conditions. The complexity of this decision for Telfer Deeps was affected by the realisation during the feasibility process that the true scale of the potential underground mineralisation at Telfer was still to be quantified. This paper provides an overview of the process used in the Telfer Project Feasibility Study to select an ore haulage system for Telfer Deeps. The purpose is to highlight the value of impartially approaching tasks of this type with a robust process. The process should be able to respond to issues identified as the task progresses towards the objective of finding the best solution for an ore haulage system for the mine. For Telfer Deeps, this process resulted in the selection of a haulage system built around a shaft. The systems considered during the feasibility are discussed and the components of the haulage system constructed for Telfer Deeps are described.

Although a formal EES was not prepared for the WIM project due it winding down, CRA Ltd has been through the EES and planning scheme amendment process for its demonstration plant. Community consultation was involved with all aspects of this process. The paper outlines the WIM EES consultation program and provides lessons for future community consultation for major projects in regional locations with significant potential to alter the environment.

The mining and exploration industry is governed both directly and indirectly by a complex and constantly changing regulatory and legal system, yet few technical professionals realise the extent to.which they are affected and that they are personally liable for any breaches. These breaches may result in criminal or civil prosecution that could involve significant financial penalties (to the extent that all personal assets are at risk) and even imprisonment. Generally, a professional at risk should be able to mount a due diligence defence in order to avoid or mitigate these consequences. Mineral property and company owners, directors, managers and employees are at risk, as are consultants, contractors and suppliers of equipment or consumables. Whilst all are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control, the focus here will be on the exposure of the consultant. Consultants are usually driven by an internal desire to perform to a high standard because of personal pride in their work and concern for their professional reputation. However, there are an increasing number of external requirements for them to be able to demonstrate, if necessary, that their actions were based upon reasonable grounds and that their work conformed to current best practice standards. If they cannot do so, they may face potential personal Liability.

Assessing the risks in a mining project is a key aspect of project evaluation. This is an exacting and demanding task because of the complexity due to the need to deal with uncertainty over long time periods. The way risks are assessed and managed is critical to the long-term success of the projects and the business. Discounted cash flow (DCF) analysis is commonly used for project and risk evaluation. A discount rate is selected that accounts for uncertainties in the cash flows. However, it is difficult to determine an appropriate discount rate due to the large number of factors that need to be considered and the complex relationships between risk sources. Using a proven framework, ævalue at riskÆ (VaR), this paper proposes to rigorously model and quantify ærisk at sourceÆ. The approach was first employed to assess financial market risks and is now widely used in the banking sector for risk assessment. In project evaluation, all risk sources are identified and estimated separately to ensure the overall project risk is quantified accurately. A bottom-up approach has been proposed. Estimates are first carried out for risk factors at the bottom of the project structure. The assessment is then applied at increasingly higher levels until the overall project risk is estimated. Value at risk is a versatile methodology and can be used in a local or integrated manner. The final value is objective and the calculation steps can be easily justified and followed. Four case studies have been included to illustrate how the proposed approach can assist management in decision-making.

The paper reviews some characteristic features of feasibility studies and discusses the need for a wide scope at the pre-feasibility stage. The performance of recent Australian gold mines against the predictions contained in their respective feasibility studies is examined, resulting in a recommendation that feasibility studies need to be improved The advantages to be gained from having a feasibility study reviewed by an independent authority are discussed, and some of the reasons for using consultants are listed. Two examples of successful optimisations in the early stages of pre-development studies are described briefly and the benefits achieved are presented. The paper concludes that feasibility studies need improvement to enhance the confidence of investors in the mining industry.

The ownership, policies, organisation, structure, market, financial considerations and communications of a large resource project vary significantly through its discovery, feasibility, development and production phases. The extent of these changes, from discovery in 1957 through to 1979, is examined for the Mt. Newman iron ore project in the Pilbara region of Western Australia and some of the factors that influenced it are detailed. This shows that only some of the influences are under the control of the mine owner/operator, despite their significant impact on the returns for the massive capital invested. The effect of the general business climate on the various phases is also examined.

High resolution, acoustic scanning technology has emerged in recent years as a powerful wireline tool for identifying the occurrence and orientation of structures and borehole breakout û the latter being a strong indicator of horizontal stress directions. While other wireline techniques such as dip metre and calliper logging can provide some of these data in a fairly rudimentary way, the quality and ease of interpretation of acoustic scanner logs provides a level of detail that significantly enhances the risk profile of the analysis which more than compensates for their additional upfront cost (MacGregor, 2002). As is often the case with such technology it is one thing to generate a data set that describes the attributes of the various features apparent in a log, and another to be able to analyse those data in such a way that their individual and collective impact on mine planning issues can be readily assessed (MacGregor, 2003). This paper describes a process for the interactive manipulation and visualisation of joint and breakout data to enable them to be effectively included in the mine design process.

Since 2005 BHP Billiton Iron Ore has been working with the consulting company Runge to implement the software XPAC Advanced Destination Scheduler (ADS) in life-of-mine studies. The Mt Whaleback mine, being the single biggest open cut iron ore mine in the world, presents some special challenges in scheduling. The biggest challenge has been the slow run time and difficulty in targeting all ore and waste requirements. The high waste to ore strip ratio means that much of the cost of mining is tied up in waste dumping. It is therefore very important to schedule waste efficiently. At Mt Whaleback there is an additional challenge of managing two types of waste: inert and environmentally sensitive pyritic material. This paper shows how the XPAC destination scheduler is configured to achieve efficient and repeatable waste scheduling results at the Mt Whaleback mine. It also discusses proposed improvements to the process. The overall ore and waste schedule is configured to target mining parameters, crusher feed and grades. The schedule is run in two stages. The first stage is ore mining. The waste that needs to be mined is locked in a sequence. The second stage is the waste scheduling. The waste destination scheduler uses three inputs: source waste parcels locked in a sequence, a haul road and a waste dump block model. The process involves setting some rules for dump progression and haul path selection. These can be validated. The schedule is then run to target the shortest travel time. The results of scheduling are graphical and numeric and can be transferred into many different formats for reporting. The graphical result shows face positions in time that can be used for detailed dump design. The numeric results are used to estimate truck fleet size, fuel consumption, labour and equipment financials. The process has been successful in reducing the project time line, increasing the ability to do more scenarios and increasing schedule accuracy, transferability and repeatability.

Brisbane based and listed on the ASX, Eastern Corp is pursuing the development of coal projects in New Zealand. There are various reasons why New Zealand coals are of interest û substantial resources, stable political/economic environment, close to Asian markets. In just over 12 months, Eastern has secured an operating coal mine (Cascade) and a prospective exploration area (Whareatea West), both on the Denniston plateau region, on the south islandÆs west coast. A key focus of activities is the development of relationships with key stakeholders and the promotion of the local economy.   Certain barriers may exist to the entrance by foreign companies into the New Zealand coal mining sector. These include geological challenges provided by the heavy faulting of the coals, port and rail infrastructure constraints, and the ægreenÆ factor.

Mining in Guyana dates back into antiquity and a brief history of gold and diamond mining and of the small-scale miner, the pork-knocker, is given. The gold and diamond deposits found on the beds and in the flats of old and present rivers and the current methods of investiga- ting these deposits are briefly described. Methods of mining these deposits including the small-scale hand methods of pitting and diving with or without helmets are also briefly described. 'The small-scale method of dredging using a suction dredge in conjunction with a diver is described in more detail, from its develop- ment to current practice, without giving too much mechanical and technical details. The organisation of the industry and the mining titles, laws and policy relating thereto are reviewed. A brief account is given of the socio- economic role of the industry. Conclusions are made regarding the need for improvements in existing equipment and financing and for incentives to stimulate production. The future outlook of the industry is con- sidered.

Corrosion is a chemical or electro-chemical attack on a metal by the surrounding medium, and it can be stated in general terms that a non-corrodible metal possesses that property either because there is no chemical action between it and the medium, or because the medium reacts quickly with the metal to produce a thin protective coating.When iron or steel is attacked by dilute mineral acids, for example, the products of the reaction are soluble and the formation of a protective film cannot take place; on the other hand, rusting produces a porous film which flakes away and offers little protection to the underlying metal. However, when chromium is alloyed with iron, its resistance to corrosion is improved because the films produced on such alloys become more adherent and tenacious as the proportion of chromium is increased. Ore reserve estimates form a basis for strategic mine planning at Argyle Diamonds open pit and alluvial operations. Most ore reserve statements are mainly concerned with resource tonnage and grade. Because diamond deposits are low grade, high value resources, diamond quality ($/carat) is also an important parameter. Relatively large variations in quality and/or grade can occur. These variations must be taken into account before the resource potential can be fully assessed. Computers (HP9000 and PC's) are utilised to compile resource inventories. Resource inventories are then ranked on an economic basis. This paper discusses the methods used to compile resource inventories and explains how these are then used to present ore reserve estimates in terms of resource potential.
