The Department of Industry and Resources (DoIR) is responsible for several sets of legislation, which, among other things, regulate the storage, handling and transport of dangerous goods as well as every aspect of the life cycle of explosives in order to prevent explosions, fires and spillages. The legislation with particular relevance to explosives includes: The Explosives and Dangerous Goods Act 1961; the act deals with the storage, manufacture, sale, import, authorisation and use of explosives. It is primarily framed for use of explosives and fireworks in the general community but also has relevance for storage on mine sites. The Dangerous Goods (Transport) Act 1998; this act regulates the transport of explosives on public roads, but not on mine sites. The Mines Safety and Inspection Act 1994 (MSI Act); this act and supporting regulations deal with the full spectrum of occupational health and safety in the mining industry. There is a substantial section in the regulations dealing with the use of explosives at a mine site.DoIR has identified the need for security upgrades of the Government Explosives Reserves, the need to tighten security measures at mine sites, the need for improved security checking for licensed shotfirers and the need to restrict the availability of explosives to authorised people who have had appropriate security checks. It is also clear that we need restrictions on the sale and use of ammonium nitrate (AN). A number of additional security measures are being proposed and all proposals are being refined by ongoing industry consultations. These will be adopted into new explosives regulations in association with the new Dangerous Goods Safety Act 2002 (DGS Act). Government finalised the act in June 2004. The act remains dormant until new explosives and dangerous goods regulations have been prepared. When the DGS Act and a suite of regulations are proclaimed as a package, sometime between December 2004 and April 2005, the old legislation consisting of the current two acts, will be automatically repealed. It is also proposed that all explosive regulation, including those under the MSI Act will be consolidated in one place under the DGS Act for user friendliness.

Magnetic methods have for a long time been used in the search for iron ore. In fact the first recorded geophysical prospecting was the use of a magnetic compass to locate iron ore in the Kuruna region in Sweden as early as 1640.The largest magnetic anomaly discovered, about 700,000 gamma-s, is in this region.The enormous deposits in Russia in the Kursk region, where the ore consists largely of magnetite, were discovered by magnetic methods. Heiland estimates the proved reserves at 290,000 million tons and the additional potential deposits at twice this amount.These magnetite ores Show extremely high magnetic anomalies and consequently very insensitive instruments could be used to survey them. The first aerial magnetic surveys were carried out in this area in 1928.Large areas of the iron ore producing regions in Norway, Sweden and the United States have been covered by magnetic surveys in the past 30 years, much of the work being started after the first World War.In every major iron ore producing country, except Australia, extensive magnetic surveys have been, or are, carried out with the purpose of extending the reserves of ore. Australia is indeed fortunate that the depletion of iron ore reserves and the location of new deposits has not become an urgent problem. Nevertheless, some minor reconnaissance work has already been carried out in Australia, and the Commonwealth Bureau of Mineral Resources, Geology and Geophysics is contemplating a more extended aerial magnetometer survey in the Middleback Ranges area. A project to develop the Zinclor electrowinning cell to industrial size is being conducted at Tecnicas Reunidas' Research and Development Centre with Spanish Ministry of Industry support. This project is the final development phase in zinc electrowinning from a chloride medium, the highest ZINCLOR technology development level prior to the industrial scale having already been reached. This paper covers the outcomes and conclusions corresponding to project Phases 1 and 2: Process Selection and Industrial Electrodes (1 m2) design and testing. The most important achievement reached is that there are presently available industrial cathodes and anodes for the Zinclor diaphragm cell giving an optimum response for zinc chloride electrowinning with unit power consumptions between 2.65 and 2.80 kWh/kg Zn, depending on the diaphragm type. Standard electrolysis conditions were: 65 g/L ZnC12, 3 g/L HCl, 160 g/L NaCl, 350 g/t Zn arabig gum as the addition agent, 36¦C, and 400 A/m2 current density. The selection of electrodes, diaphragms and organic additives for the industrial scale tests have been optimised. The complete electrowinning cell development, with electrodes having an active area of I m2, enables the evaluation of Zinclor Technology application for industrial processes.

The paper presents a model of a multigrade monitoring-management structure for support to decision making and management in real and extended time in mineral processing (MP). The model was created as a result of a long-lasting research, design and development of mining, computer integrated monitoring-management systems. Apart from the general explanations, the authorsÆ state in the introduction that efficiency of a system for support to decision-making and management in mineral processing is more difficult to achieve by conventional approaches, than by the fuzzy logic approach. Starting from the multiphase structure of process flows in MP, the following are process and monitoring-management oriented graphs. The graphs served as a foundation of the multigrade hierarchical fuzzy model for support to decision making and management in MP. Following the example of the monitoring-management system of the æRudnikÆ mine flotation plant, fuzzy logic implementation was shown. The key conclusions of the paper are that fuzzyfication of layers of the decision making and management model has full justification due to the complexity and dynamics of mineral processing processes, complications and often insurmountable difficulties concerning the precise description of real systems by conventional mathematical tools, variability of external influences, and the (general) non-linearity of the MP processes management criteria functions.

Mount Isa Mines Limited commissioned the Heavy Medium Plant in August 1982. The first processing stage using Mogensen Sizer 2056 dry screens, experienced unresolvable cloth blinding problems in attempting to separate fine, damp Lead/Zinc ore at 1.7 mm. A large proportion of the fines incorrectly reported to oversize and hence to the wet preparation screens. This wet preparation screen overloading produced multiple operating and maintenance problems. The plant configuration precluded retrofitting any alternative proprietary screen. An internal Mount Isa Mines research and development programme was established to design and build a screen to achieve the required per- formance within the site constraints. The resulting ISA SIZER screen has exceeded metallurgical performance expectations. A `clean sheet' approach to the design also permitted elimination of maintenance difficulties experienced with the Mogensen Sizer. Four `production model' ISA SIZERS were installed in February 1988. The ISA SIZER screen, now fully developed is available commercially and will satisfy many screening plant requirements.

Two examples of risk assessment and risk management in action are discussed. The first is in a management context in relation to Kingsgate Consolidated LtdÆs Chatree operation in Thailand. Kingsgate has conducted an over-riding risk management program to assess and manage risk across its complete business from the Sydney and Bangkok offices through to the Chatree Mine and the companyÆs exploration group. This example addresses how Kingsgate has applied risk management, particularly to the process operation, and the benefits that have been gained. The second is in an operational context in relation to Minara Resources LtdÆs Murrin Murrin operation in Western Australia. The subject is the methodology and outcomes of a risk assessment across the Murrin Murrin operation specifically to identify and assess risks with potential impacts from $1 M to $7 M. This section of the paper then shows how the outcomes of the risk assessment were integrated into MinaraÆs strategic plan to debottleneck the plant and increase nickel production.

"Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in project reporting may lead to a misinterpretation of technical and financial results, resulting in biased estimates or assumptions on project value.This paper provides a simple ‘Resource Project Framework’ for presenting a project’s status that may be readily benchmarked against other similar projects and to illustrate the stages required to advance the project outcomes to higher levels of certainty. The framework draws on definitions and guidelines readily available in various resource industry reporting codes and public company reporting requirements.The framework assesses three key areas for placing a resource project in its correct relative context, namely:the project development stagethe confidence in the Exploration Results, Mineral Resources and/or Ore Reservesthe level of accuracy, precision and confidence in the technical and economic studies supporting the reported results or options for the project.The application of the Resource Project Framework is illustrated using two project examples, one from publicly reported company project releases and the other for two development projects.CITATION:Noppé, M A, 2016. Mechanical sampling provides a definitive value for the product sampled but the results are not instantaneous, meaning that decisions on process control can only be made hours after the sample is taken. Chemicals are added, tailings are sent to waste, stockyards are laid and the data for the decision-making is historical. Online analysers provide instantaneous information, allowing operators to make immediate and cost-saving decisions on the process. However, pending the specific online analysis application, there is a need for reference sampling for dynamic calibration/bias updating of the analysers so that they can deliver the desired precision and accuracy. What would be the economic justification for combining mechanical sampling with online analysis to reduce laboratory costs and provide immediate process control with certainty of accuracy? The article presents results of thermodynamic calculations and laboratory studies, focusing on the cobalt behaviour during oxidative smelting of copper-nickel mattes. The compositions of the studied solutions are related to the products formed during the second stage of the converting process of copper-nickel matte at the Nadezhdinsky Metallurgical Plant (NMP) of MMC Norilsk Nickel company. These sulfide products typically contain from 1.5 to 12 wt per cent of iron. The obtained experimental results and thermodynamic calculations indicate that adjusting the CaO ratio to increase the proportion of CaO or complete replacement of SiO2 with fluxes containing CaO leads to a significant increase in cobalt recovery rates in the matte phase (with an iron concentration of 2.5 wt per cent) raising them from 30 per cent to 45 per cent. Meanwhile, the recovery rates of copper and nickel remain constant.

Among the solutions currently being considered for improving traffic flow in Sydney are the construction of major road tunnels, principally the Eastern Distributor Tunnels, leading from the end of the Cahill Expressway to Drivers Triangle and South of Taylor Square and the Sydney Harbour Tunnel, which incorporates sections of driven tunnel at the northern and southern sides of the harbour. The Eastern Distributor Tunnels, known as Stages 2 and 3 of the Eastern Distributor Scheme comprise: Stage 2 - A south bound two lane tunnel from north of William Street to Driver's Triangle. The southern end includes two Y junctions (locally 3 to 4 lane widths) with exits into South Dowling Street, Anzac Parade and Moore Park Road. Stage 3 - A north bound, two lane tunnel from Taylor Square to Palmer Street just north of William Street. Further details of the Eastern Distributor Tunnels are given in the paper by Baxter, Chappel and Fishburn (1986) which is included in this conference.

"Underground mine scheduling decision-making has been based on production requirements, equipment productivities and the mine planner’s instincts on the best scheduling strategy for the mine to optimise the net present value (NPV) of a project.In the last few years, innovative software has been developed to optimise underground schedules based on NPV. The schedule optimisation tool (SOT) allows the user to set up scenarios based on grade, metal content, capital and operating costs.This paper discusses the results of two case studies undertaken using the SOT software to optimise the NPV of the projects.In each case study, the SOT software has been applied in two ways:using the original mine planner’s scenario and determining whether the NPV could be improved by changing resource capacitieschanging the scheduling goals to determine whether a different mining strategy would have a better NPV outcome.The outcomes of the case studies demonstrate that the mine layout and design were contributing factors to the overall improvement of the NPV and that SOT has a more noticeable impact on the NPV of projects where less sequence constraints are required, such as geotechnical sequencing and access development.CITATION:Ebbels, A M, 2016. This paper gives the background to the development of solvent extraction processes for the recovery of metals from aqueous solutions. Its growing importance in Australia for the recovery of both uranium and copper is dis- cussed, as well as the developments in mixer-settler design as applied to recent plants. The economic significance of solvent extraction as an alterna- tive to cementation is discussed and important features of each process are highlighted by comparison of costs for each process in a hypothetical situa- Tion.

Pipe umbrella systems have effectively been used as an additional support system in the working area in weak ground conditions during the last decades. Thus, a considerable number of applications accounts in urban tunnelling with shallow overburden. However, this support system is also successfully used when a tunnel alignment crosses fault zones, sediments, moraines or talus with overburdens from shallow to deep. The pipe umbrella support system itself is termed differently worldwide – synonyms are canopy tube umbrella method, umbrella arch method, or long fore-poling method.One main reason for the increase in application is that this support system closes cost-effectively the gap between reasonable, normal supported tunnels and tunnels supported with more expensive special techniques like horizontal jet-grouting or ground freezing. By using this system, many projects can be built more cost effective without decreasing the common level of safety.The pipe umbrella construction method is pretty young, so the knowledge about this system has been intensely researched in the last decade. This led to an enormous increase in understanding the interaction between support system and surrounding ground, the mode of action, and the important details for construction.Pipe umbrella support systems are applied in difficult ground conditions, so a special developed measurement arrangement was used to observe deformations ahead of the working face during tunnelling. The evaluation of collected data sets identifi ed that cased-drilling systems have clear advantages compared to predrilling systems during the installation process in weak ground conditions. This may become important depending on project requirements, so this difference must be considered in design as well as in the tender document specifications.

At mines with low tonnes per vertical metre, like the Jundee Mine in Western Australia, operated by Newmont Asia Pacific, high development rates across multiple mining areas are critical to achieving the delivery outlined, or promised, in the annual business plan. The challenge is to deliver the short-term requirements while keeping in balance with the long-term strategic direction. Newmont Jundee has developed a system called æMine Planning by QuartersÆ that integrates the planning process with the business process in one end-to-end continuum. Short-, medium- and long-term schedules are reviewed and updated by applying four integrated subprocesses, which capture new information as it becomes available. The four subprocesses are: resource development planning û evaluating mineral resource,reserve development planning û preliminary design for new reserves,mine operating planning û final mine design for reserves, andmine production planning û detailed plans for stoping a proved reserve. Commercial mine planning software is used in these subprocesses to facilitate the flow of information into a central storage æhubÆ for uploading into the rolling business plan. A regular and consistent quarterly review helps to identify and qualify areas of business risk at an early stage, allowing time to plan for contingency and minimise the impact of the risk.

The paper describes a system for providing mine management with a continuous indication of the effectivness of longwall coalface powered supports in controlling roof-to-floor convergence. The system comprises on-face instrumentation monitoring convergence and support leg circuit pressures, a means of transmitting the output of that instrumentation to the surface for collection, and software which presents both a condensed analysis for rapid review of the current state, and extended analyses from which remedial action can be recommended if a problem is identified. The results of a field trial are presented showing that meaningful results can be obtained.

A key aspect of seismic management for narrow vein stoping of the west zone at the Beaconsfield Gold Mine has been the development of a fully remote extraction method that does not require personnel access to sill drives within the orebody once stoping commences. Initially, sill driving within the reef is undertaken in a conventional fashion under geological control. Sill drives are developed at a vertical backs-to-floor height ranging from 7 - 12 m. This mining stage includes all activities prior to the commencement of stoping, after which no personnel enter the unstoped section of the sill drive at any time for any purpose. The key aspect of the remote mining cycle is the use of footwall drill drives paralleling the ore drive at a minimum separation of 6 m under survey control. These drives provide the platform for fan drilling of the orebody. Up to 20 m strike panels are blasted in a single shot using electronic blasting techniques. Ore is mucked from the extraction level sill drive using tele-remote loaders. Aerials for tele-remote operation are installed through boreholes from the footwall drive, negating the need for personnel access to the sill drive. Once mucking of a stoping panel is complete, a laser scanning survey instrument is used to survey the final void for subsequent design and production reconciliation purposes. The survey instrument is mounted in the bucket of the tele-remote loader, and is also operated remotely. Finally, tele-remote loaders are used to dump waste rock fill from the upper sill drive. A system of flags and cameras installed in boreholes from the footwall drive assists the operator in locating the live stope edge during the filling cycle, again negating the need for personnel access.

Some preliminary results on the secondary leaching of previously heap leached gold ore are presented. Alternative lixiviants for gold comprising chlorine, thiourea and thiosulphate were compared with cyanide using bottle roll tests. Chlorine was subsequently selected for column leaching tests. Column tests at 1.0, 0.1 and 0.01 gL-1 Cl2 at pH 2 were conducted. The results indicated that about 23 per cent of the gold was leached over 45 days using 1 gL-1 Cl2 at pH 2. The experiments conducted proved that the chlorine/chloride system has good potential for further extraction of gold and silver from the existing cyanide heap leach residues and a process for secondary leaching of gold has been proposed. Further testwork is recommended to extend conditions, sample types, and the duration of leaching period.

Water is an integral and essential part of mining business. Two issues crucial in the management of this resource, scarcity and excess, are increasing awareness of the importance of water and changing the value perceptions of the industry because they affect both the existence and continuation of the business. Therefore its value should be reflected in the water management that is practised on site. Historically water in mining has been perceived to be of low value so management practices have not been good or well implemented. Political and social transformation in South Africa has been accompanied by the promulgation of new legislation. South African water law is now underpinned by Integrated Water Resource Management (IWRM) principles. It impacts water pricing, provides for water pollution charges, prioritises water users, has specific mining and water related components and requires water licensing as part of the licence to mine. Mining no longer has a priority on water resources and has to compete with other water users to gain access to resources. New institutional arrangements are being put in place to implement the regulations. All this requires a paradigm shift in miningÆs view of water. Generally the sector is still catching up with the new requirements, principles and philosophies. However, the way in which South African mining values water is changing. This is demonstrated in partnerships between the industry and other water users. These partnerships are Integrated Water Resource Management (IWRM) in practice and they achieve sustainable development goals. These partnerships are essential for mining to stay in business, expand operational capacity, reduce impacts, prevent legal action and reduce reputational risks.
