Although the last decade has seen the growth of many new licencing and approval requirements for the exploration and mining industries, there remains in each State of Australia and the Northern Territory a predominant "Mining Act" containing provisions for the grant of exploration and mining tenements. What then are the rights and duties of tenement holders either by virtue of a Mining Act or through other approval and licencing mechanisms? What rights and duties does a person acquire when he is granted an exploration licence or a mining lease? In this paper I will attempt to cover these types of questions using in particular examples from New South Wales. I will also refer to a range of other subordinate approvals and licences which today's society requires and the need for ethics and recognition of liabilities.

Mining companies around the world are seeking methods to coordinate operations between the mine and the concentrator to achieve an overall improvement in enterprise performance. In several instances very significant increases in productivity (more than 20 per cent) and profitability (more than $US 10M per annum) have resulted from such efforts. The key to realising these large benefits has for the most part arisen from improved communication between mining operations and plant operations personnel and the judicious use of new tools to evaluate alternatives for improvement and to minimise the risk of implementation. This paper presents a systematic approach to mine-to-mill optimisation . The importance of systemic thinking and systems optimisation methodologies is emphasised. New tools for evaluating operational performance are discussed. Recently reported benefits are summarised. Finally current research is discussed and projections for the future are given.

The properties of tailings that emanate from laterite nickel processing plants are significantly different to most other mine tailings. They typically comprise a mixture of fine materials that are made up of altered clays, chemical residues and salts. Neutralisation processes that are undertaken prior to tailings discharge result in a high proportion of gypsum in the tailings. The salinity of the pore fluid is commonly higher than 140 g/L of salts, dominated by magnesium sulfate. Hydraulically-placed tailings that undergo solar evaporation typically reach dry densities of less than 1 t/m3 of insoluble solids. In situ water contents after many months of drying may be as high as 80 per cent, and peak undrained shear strengths are unlikely to be greater than 20 kPa.This type of material is not conducive to upstream raising, from both a practicality and overall slope stability perspective. Even at rates of rise of less than 1 m/a, it is difficult to effect upstream raising on unaltered laterite nickel tailings. However, the authors have successfully designed and implemented upstream-raised laterite nickel tailings storage facilities. The upstream raises have been formed from both imported natural materials and air-dried and compacted tailings borrowed from the tailings beaches.Drying and associated strength gain has been achieved through various means of mechanical intervention, repeatedly exposing a zone of tailings to the atmosphere for evaporation. Field trials have been undertaken to optimise the approach, and the findings from the trials have been implemented in practice to allow stable upstream raises to be constructed. The coal industry in Australia has been actively working in recent years towards the (re)integration of geostatistical techniques to the process of coal resource estimation. The benefits of using geostatistical techniques, over the current interpolation algorithms in use in coal modelling packages used to generate the grid estimates, need to be illustrated for the methodology to gain a broader acceptance in the coal industry. This paper focuses on the benefits gained at BHP Billiton Mitsubishi AllianceÆs Saraji mine for the estimation of the total product yield value at a 9.7 per cent product ash cut-off of a particular seam of the Saraji deposit. In order to perform this comparison, the results of the alternative estimation methodologies need to be benchmarked, which in most situations is achieved through the reconciliation of the estimates against production and/or process plant reconciliation data. Unfortunately, this benchmarking was not possible as no reconciliation data for the area of interest in the chosen seam was available, as it has not been mined at the time of the study. Where no reconciliation data is available, an alternative method is to use conditional simulations as the benchmark for comparison. The simulated values can be regarded as ærealityÆ, and the alternative estimation methodologies, based on a sampling of the underlying ærealityÆ, can then be compared using the simulated ærealityÆ as the benchmark for comparison.

At the northern margin of New Guinea there is a fundamental problem related to the relative timing of arc- continent collision(s) represented in the Papuan Fold-Belt (PFB) and backarc spreading in the Caroline basins. New fission track dates from basement and sediments within major anticlines of the PFB indicate that uplift occurred at 4.0 ¦ 0.5 Ma. The timing is consistent with the fold and thrust shortening (more than 100 km) of the PFB which occurred in the Late Miocene/Early Pliocene as evidenced by the deformed Miocene carbonates and Pliocene molasse deposits. However, in northern Papua New Guinea, earlier work has suggested that ophiolite emplacement and associated metamorphism occurred in the late Oligocene/early Miocene.The evidence suggests that the late Miocene/early Pliocene deformation was of considerably greater magnitude than the earlier obduction event. The Caroline Plate lying north of New Guinea has been interpreted as a backarc basin which commenced spreading in the Eocene and ceased spreading in the Late Oligocene (about 28 Ma). The remnant arc presently docked to New Guinea was active in the Eocene and Oligocene and is believed to be the arc related to the formation of the Caroline Plate. The cessation of spreading of the Caroline Plate has previously been interpreted to be due to arc continent collision during the Late Oligocene/Early Miocene, but such a collision is now known not to have occurred. In the Cretaceous and Palaeocene subduction was to the south beneath New Guinea, but "flipped" in the Eocene to give a north-dipping subduction zone far to the north of New Guinea, driving Caroline Plate backarc extension. This backarc basin reached a limiting size at about 28 Ma resulting in the end of subduction. With the continued northward movement of Australia, Mesozoic oceanic crust was obducted southward onto the New Guinea margin in the Late Oligocene/Early Miocene. In the Miocene south-dipping subduction beneath New Guinea commenced until the now extinct Caroline Plate arc collided with New Guinea in the Early Pliocene, causing extensive regional compression and sinistral strike-slip faulting. This new tectonic framework suggests that backarc basins reach a limiting ridge-trench distance of 1000-1500 knm, beyond which "subduction-pull" cannot drive further spreading so subduction and spreading are terminated.

I began my interest in sample preparation when I joined the Institute of Nuclear Sciences in 1962. I worked in the fields of rock dating and stable isotope geochemistry. Preparing a sample could take several days and the analysis took another day or more, so great care was taken with each sample. In 1968 I changed to mineral exploration analysis and was surprised to find that there was much less care in how a sample was taken and prepared. Virtually every sample was processed in the same way. In the use of ring and puck mills, Australia and New Zealand were among the world leaders. It took another ten years before labs in North America changed over from disc mills. In 1975, my partner and I divided our business into two parts. He took the laboratory into his consulting laboratory business and I took the small business that we had started, making ring and puck mills. For the next six years I was RocklabsÆs only employee. In the 1980s and 1990s, sampling specialists like Francis Pitard and Dominique Francois-Bongarcon began to make a difference in the understanding of what constitutes good sampling and preparation practice. They and others took courses on the new concepts of Sampling Theory, as developed by Pierre Gy. The desire for better procedures lead to the development of new machines, including the big bowl pulverisers from Australia, jaw crushers that could crush finely like our Boyd Crusher, rotating dividers of new designs and flow-through ring and puck mills. Other machines did not fare so well, including rolls crushers, cone crushers and hammer mills.

Serious Injury and Fatality (SIF) prevention remains a priority focus within high-risk industries sector. A major mining operation sought to strengthen their approach to the management of high-risk activities through an in-depth review of all historical incidents that had serious injury or fatality potential (SIFp) events (sometimes known as hi-potential events). The analysis found that the organisation invested a disproportionate level of resources, time and effort on low consequence incidents with a high proportion of SIFp incidents going under the radar. It was found that 76 per cent of SIFp incidents were rated in moderate or lower risk categories and conversely, almost half of those incidents with a ‘serious risk’ rating had little or no potential for a serious outcome. As a result of this project, the operation engaged in a renewed focus on critical risk management and enhanced its operating cadence in critical risk for the workforce. This included bow tie analysis, an update to critical risk standards and increased workforce engagement in the use of critical control verifications in the field. Data analytics with lead and lag indicators continue to provide senior leadership team and risk owners with an understanding of exposure for SIFp and control effectiveness. The audience will take away learnings from a real-world case study that provides data-driven insights of the human, local and organisational factors contributing to incidents with SIF potential. In addition, participants will understand the steps taken to categorise and analyse this incident data and the initiatives currently being implemented by the organisation as a result.

Lihir operations of Newcrest Mining Limited (NML) are on Lihir Island (PNG) which is located approximately 900 km north-north-east of the national capital Port Moresby. The mine is located within the Luise Caldera of the Luise Volcano which is located on the east coast of the island. The caldera is an extinct volcanic crater that is geothermally active. Volcanic activity on Lihir Island is limited to remnant hydrothermal venting in the Luise Caldera in the form of hot springs and fumaroles. Steam and gas (including H2S) naturally discharge within the pit area and along the Kapit beach and near shore region. The hydrothermal reservoir temperatures can reach 100°C at the water table and exceed 200°C at depth. Newcrest maintains a Geo-hazard Management Plan to identify and manage the various geotechnical and geothermal hazards on-site. The major geothermal hazard to mining at Lihir is the occurrence of geothermal outbursts, which have occurred in the past with varying intensities and caused two ‘near misses’, production delays and material losses.

Rio Tinto has actively committed to progressive reclamation, concurrent with commercial operations, at its Diavik Diamond Mine. The most significant piece of progressive reclamation undertaken at Diavik to date has been the construction of an engineered thermal rock cover for the mine’s largest waste rock storage area. This 80-metre-tall and 2000-metre-long area is known as the Waste Rock Storage Area – North Country Rock Pile (WRSA-NCRP) and contains the operationally segregated potentially acid-generating waste rock mined over the last 20 years. As part of the mine plan, an opportunity was recognised where a limited 1.5 per cent of the WRSANCRP surface area was required for storage of the balance of life-of-mine generated waste rock and a decision was made to advance the closure design almost a decade ahead of final closure. With over 12 860 000 tonnes of material placed and 57 443 dozer hours logged since cover construction, progressive reclamation on the WRSA-NCRP is scheduled to be complete in mid-2023, three years before planned cessation of commercial operations in 2026. The progressive closure of the WRSA-NCRP demonstrates Rio Tinto’s commitment to not only closure, but modern best practices with integrated mine closure. Over the past seven years, Diavik has overcome multiple implementation hurdles for this project including the psychology of operational standby, the financial mechanisms required to support closure, working within the constraints of a mine plan and the associated operational organisational structures. This paper outlines the lessons learned to provide an example of successful integrated mine planning for closure. The North Country Rock Pile project had three major learnings which resulted in an effective organisational structure that allowed for the execution of an integrated planning model for progressive closure. The initial hurdle the project faced was adapting the psychology of an operational open pit mining team. The team was an experienced mining group who came in with the perspective to target the shortest haul possible resulting in the initial perception that the longer haul of material to the NCRP was an un-necessary task impacting operational performance metrics. After the installation of an improved dispatch tracking system and performance metrics, it was possible to demonstrate that the mine was shovel constrained. This showcased the short haul was generating an increase in queue time not production. With updated performance metrics, the team was aligned to target a decrease standby through haulage to the NCRP. These performance metrics had to be reinforced by financial mechanisms. The operations team was able to offset costs by charging time to the capital project set-up for the closure of the NCRP. This allowed the operations team to receive credit for time that would have otherwise likely been standby. As well, the progressive closure project was able to receive the benefit of not having to incur costs for the drill, blast and load as that was done as part of the operation. This was a significant benefit to the project and one of the primary drivers for the early approvals of the work as the project costs were limited to the incremental haulage distance and placement of the material. Life of Mine Conference 2023 | Brisbane, Australia | 2–4 August 2023 114 While the combined operational and progressive closure approach provided financial advantages, it did result in the project being constrained by the operational activities. A traditional capital project is managed through a linear execution plan where the deliverables within a project are within the realm of control of the project execution team. However, the NCRP project had to be continuously adapted to the outcomes of the pit operations. This included geotechnical constraints, ore delivery, and other operational delays. To adapt, the planning module had to be dynamic but not reactive to allow for adjustments on a shift-by-shift basis. Based on this requirement the Diavik Closure Projects structure adopted a mine planning format. The team executed a similar planning timeline and reporting structure as the mine operations team, allowing planning to be integrated into the operational planning structures on a daily, weekly, monthly and quarterly basis. This resulted in the Projects team as a core pillar of the mine planning team. The process of continuous improvement spanned six years and has resulted in the project being ahead of schedule and under budget for the project’s scheduled progressive closure completion date of June 2023. The North Country Rock Pile project supports the argument that bulk earthworks progressive closure projects should be integrated into the operational mine plan. If the project is aligned the mine plan it allows for dynamic adjustments which capitalise on evolving opportunities inevitable in an operating mine. These cultural and organisational alignments should be supported by appropriate performance metrics and financial mechanisms to ensure united priorities. The result of this alignment provides long-term financial savings for the business as well as delivery of closure objectives.

Adopting environmentally acceptable practices in New Zealand is a crucial requirement for mineral wealth development. Recent planned expansions in the coal industry have increasingly placed mining in the media spotlight. A lack of appropriate national environmental guidelines has resulted in inconsistent responses and assessments of current and prospective mine sites. Such inconsistencies have lead to delays in decisions on developing economic mineral deposits that may have only minor short-term impacts, and have also allowed unacceptable environmental management practices to continue elsewhere.   A research collaboration between CRL Energy, Landcare Research, University of Canterbury and University of Otago aims to provide regulator groups and the mining industry with a unified approach to the requirements of the Resource Management Act 1991, which is the legislation that predominantly drives the nationÆs environmental policies and guidelines. The tangible outcome of this research programme will be guidelines for an integrated decision-making framework based upon robust multidisciplinary science. The result of this unified process will facilitate the development of viable mineral deposits and prevent excessive environmental impacts.   The framework will be derived from a synthesis of four objectives. Objective 1 identifies potential water quality impact. This objective is based on a targeted geochemical study of the lithology and waterways of the West Coast and Southland. Objective 2 categorises the degree of impacts on the ecology of receiving aquatic ecosystems and determines the processes that drive aquatic ecosystem recovery. Objective 3 identifies best strategies to sufficiently manage impacted ecosystems, and to prevent future unacceptable impacts. Objective 4 combines the findings of Objectives 1 - 3 into a standard decision-making framework. The development of this framework development will include wide consultation with representatives of the mining industry and regulator groups. It is anticipated that this multidisciplinary approach will provide a robust and coherent, standardised system that will assist in achieving industry and environmental targets.

The central Taupo Volcanic Zone is a region of intense Quaternary silicic volcanism accompanying rapid crustal extension. Modem central TVZ is the most frequently active and productive silicic volcanic system on Earth, erupting rhyolite at c. 0.28 m' s'. The rhyolites show no major compositional changes with time, but the total extent of magma chamber zonation has changed with the advent of rifting and crustal extension at c.0.7 Ma. At least 34 caldera-forming ignimbrite eruptions have formed a complex sequence of relatively short-lived, nested and/or overlapping volcanic centres in central TVZ. Taupo contrasts with other large silicic magmatic systems in the exceptionally high frequency, but small size, of caldera- forming eruptions. This contrast reflects the thin, rifted nature of the TVZ crust, that precludes the development of long- term magmatic cycles at Taupo.Within central TVZ, non-rhyolitic compositions have been erupted apparently irregularly in time and space; in particular there is no evidence for a geographic separation of basalts from andesites. TVZ is a rifted arc, but its segmented nature, high thermal flux and voluminous rhyolitic volcanism make it unique on Earth.

Equilibrium in the reaction H2(g) + [%0] (in liquid copper) = H2O (g) was investigated at temperatures between 1200 -and 1350°C with p(H2Oj/p(H2) ratios between 1 to 15. A semi-microbalance was used for direct measurement of dissolved oxygen in molten copper. Oxygen was found to obey Henry's law under the experimental conditions used. The composition and volume of geothermal fluids in New Zealand offers considerable potential for the extraction of various metals and minerals, as well as being a source of heat energy, steam and gases, and for use in generating electricity. While extracting products from geothermal fluids is technically feasible, positive economics is the key driver for commercial success; however, there is no assessment of this opportunity that identifies simple, cost-effective processing technologies and provides a greater understanding of the economic viability and barriers for implementing such technologies. The paper gives details of the performance of a 6-ft. by 6-ft. grate discharge ball mill which was converted into a rod mill of the overflow type and then into a grate discharge rod mill. Proposals for further alterations are outlined.INTRODUCTIONThe mill of King Island Scheelite (1947) Limited recovers scheelite by gravity methods.Crushed ore at the rate of 34 tons per hour is divided between two mills. (6 ft. by 6 ft. and 8 ft. by 6 ft. respectively), the mill discharges being pumped to a common distributor which feeds seven Hummer Screens. Each screen has three 4-ft. by 2-ft. Ton-cap sections and repulping compartments are provided. The screen oversize is returned to the mills whilst the screen undersize is finished grinding section product. A third (6 ft. by 6 ft.) mill regrinding the coarser table tailings also discharges into the common Hummer Screen Distributor.The screen undersize is pumped to a bowl classifier which separates at 200 mesh. The bowl classifier sands are treated on tables whilst the bowl classifier overflow, after thickening, is treated in the slime plant by flotation. The flotation concentrate is further concentrated on vanners and slime tables.A recovery of 80 per cent. is possible by tabling whereas only 50 per cent can be recovered in the slime section. The object of comminution is, therefore, to reduce all the new feed to less than a certain mesh (22 mesh Tyler) with the production of a minimum quantity of minus 200 mesh material. cheelite is, a very friable heavy mineral (Sp.Gr. 6'0) and is therefore susceptible to overgrinding. The Palaeoproterozoic Transvaal Supergroup in the northern Cape Province of South Africa hosts high grade (>60 per cent Fe) hematitic and specularitic iron and manganese mineralisation. The mineralisation is primarily exposed along the western margin or in the central part of a major interference fold structure known as the Maremane dome. The bulk of South AfricaÆs iron ore production is currently provided by two active mines, Kumba Resources megaton Sishen iron ore mine on the northern end of the dome, and the smaller Assmang Beeshoek mine on the southern closure. The undeveloped Sishen South deposit, which contains ~400 Mt of high-grade hematite ore, is located approximately 9 km towards the southwest of Postmasburg. It forms a linear extension of the Beeshoek mine and as such contains comparable laminated, breccia and conglomeratic iron mineralisation. The Transvaal Supergroup sediments were deposited in two distinct fault-controlled basins on the Archean Kaapvaal craton. Basement rocks in the western Griqualand West basin are formed by a carbonate platform sequence (Campbellrand Subgroup), which is overlain by a thick sequence of banded iron formation of the Asbesheuwels Subgroup. A major unconformity separates these rocks from the red-bed Gamagara Formation, which is correlated with the base of the Olifantshoek Supergroup. Diamictites and lavas of the Postmasburg Group have been thrust over these units from the west. The mineralisation process is related to regional scale supergene iron enrichment of Kuruman banded iron formations along the unconformity. During regional tectonism associated with the Kheis orogeny (2400 - 1700 Ma) the Maremane dome was uplifted, and the basal dolomite units thus exposed to erosion and karstification. The overlying banded iron formations collapsed into karst sinkhole structures where leaching of silica and enrichment of hematite occurred. Although the exact mechanism of the mineralising process remains unclear, karstification preserved components of the original concordant laminated and massive ores. These ores were subsequently eroded and deposited as conglomeratic and gritty ores down-dip of the Maremane dome in alluvial fan systems. A thin veneer of recent calcrete or Tertiary Kalahari clay beds masks the subsurface geology and most of the orebodies, thus ground geophysical gravity surveys proved excellent exploration tools to penetrate the surficial cover. These surveys were used extensively for delineation drilling and to deduce the subsurface geology and structural development of the area. Finally Sishen South orebodies were modelled with ModelVision software in an attempt to obtain an exploration template for the surrounding area.

The primary mine planning focus during early study phases of future mining projects is Life of Asset ore production and grade quality, this will always be the situation. While waste schedule optimisation is generally considered in the latter study phases nearing execution for a limited number of schedule periods only and not a true optimisation considering all attributes such as waste destination location, design, cycle time and closure. This can be particularly applicable in large multi-pit bulk mining operations where one approach to meet Life of Asset ore tonnes and grade targets has been to maintain pit development flexibility resulting in large open pit areas and substantial expit Overburden Storage Area (OSA). The granulation behavior of specularite fines which possess poor ballability was studied with limonite fines as a function of nuclei particles and adhering fines. The results show that the permeability of granules deteriorated as the ratio of specularite fines increased in the mixture, and the optimal granulation moisture content also decreased. The granulation kinetics results demonstrate that the adhering load of specularite fines increases rapidly within three minutes and then levels off. With increasing specularite fines ratio, the adhering speed is accelerated but the granulation duration needs to be longer to reach adhering balance. The microstructure of granule quasi-particles indicates that the fine limonite particles act as binders to bond together the specularite particles which are dispersed in the adhering layers. This can improve the adhering strength of the granules. If the record of maj or proj ects in Australia is taken into account, it is apparent, the proper planning of an industrial relations strategy for many such projects has been ill considered by project developers. The recognition of the need to develop a plan from the initial feasibility study has been forced on those promoting new projects by the publicity given to the Australian industrial relations record. The delays in delivery caused by factors supposedly out of the project's control are often given for non-performance of contract and used as an excuse for limiting further development. Many of the problems experienced in project development can be overcome with sound industrial relations planning. The promises given in the euphoria of the early stages of a project relating to price and delivery often become a burden for the future because the complexities of the Australian Industrial Relations Systems are not understood or considered. The recognition by senior executives of their responsibilities in this area will contribute greatly to a new era of project development.

The production of approximately 550 000 tonnes of æwhiteÆ or chrysotile asbestos fibre between 1972 and 1983 at the Woodsreef Mine in New South Wales left behind 24 million tonnes of tailings and 75 million tonnes of waste rock and overburden. The Woodsreef Magnesium Project is designed to extract the 23 per cent magnesium content of the tailings to produce magnesium metal and magnesium alloys, the latter with aluminium from the New South Wales smelters. Further value will be added to the tailings waste with the downstream production of magnesium alloy sheets and cast products for the transportation, electronics and other consumer goods industries. The mine opened in 1918 and closed in 1983 becoming derelict. There has been minimal expenditure on rehabilitation compared with that recommended in reports commissioned by the New South Wales Government. The tailings dump has been designated æasbestos wasteÆ by the EPA and will be eliminated through the magnesium refinery process of the Project with the dissolution of the remaining chrysotile fibres. The benign waste from the refinery process will consist principally of silica with some iron. Significant energy savings are expected from innovative new processing technology, in the alloy formation and in the application of the light weight, cast and sheet metal products, particularly in the transportation industries. Globally, there are very large resources of similar tailings with hundreds of years of useful productive lives that could be converted into the metal of the 21st Century, magnesium, and its alloys, to assist pollution and greenhouse gas reduction from transportation industries. No new mining and minimal feedstock preparation is required. Unlike potential producers using carbonate rocks such as magnesite and dolomite that have to be mined, the asbestos tailings composed principally of non-fibrous serpentinite do not contain any carbon dioxide.
