The high maintenance of load-haul-dumps (LHDs) and front end loaders in hard rock affects mine planning with reduced availability and productivity. Intensive study of maintenance costs and availability of machines related to machine age and life provide the basis for planning from available operational alternatives.Derived programmes and experiences have led to the beginnings of unmanned operation and automation through reduction of manual diesel units and spreading electrification and use of radio. But electrification has obvious layout limitations. This approach to the present has resulted in better utilisation, costs and safety and the computerised monitoring and control provides continuous awareness of machine and work conditions with the promise of future improvements.

It is a privilege for me to participate in this vitally important discussion of The Role of Governments in the Management of Resources. The distinction of my fellow participants is evidence that this event is a matter of extreme importance and attracts international attention. In the management of natural resources, government and private enterprise share awesome responsibilities for the economic well-being of nations. Mining and its relation to the prosperity of nations is almost as old as recorded history. Copper was being mined and extractive metal- lurgy practised at Timna in Israel's southern desert as far back as 4000 B.C., and the rich mines of Laurium not only saved the Greeks from Persian domination 2500 years ago, but also provided Athens with a monopoly of silver in the Mediterranean world. This bolstered the economic power of Athens and led to the golden age of Greek commerce and culture.

BHP-Utah Coal Limited's Peak Downs Mine is located in Cen- tral Queensland, approximately 200 km south west of Mackay. The annual raw coal production of the mine is over 8 million tpa, requiring the removal of about 40 million cubic metres of prime overburden. This is achieved through the use of five large draglines. The large depths of overburden (up to 55 metres) encountered over half the strike length of the mine enables cast blasting to be carried out in conjunction with draglines employ- ing the chopping method of digging. The objective of cast blast- ing is to use explosive energy to move as much material directly into spoil as possible. The additional costs of drilling and blast- ing are offset by reducing dragline rehandle. Two factors which are of primary importance to the design of cast blasts are initiation control and material velocity. High speed motion picture photography is a powerful diagnostic tool to quantify these aspects of blasting (Winzer, Montenyohl and Ritter, 1979; Chiappetta et al., 1983; Anon., 1983). The objec- tives of such analysis are to: 1. Determine the burden velocity, 2. Determine the time to initial movement (that is, the inter- val between a face hole firing and the initial movement of the burden), 3. Check the accuracy of the initiation sequence. BHP Central Research Laboratories (CRL) and Peak Downs Mine monitored a cast blast in the mine's Winchester Pit on 18 August, 1988. The objectives of this exercise were to: 1. Quantify current cast blast performance, providing a base case for comparison with modified blast design. 2. Compare two orientations of angled holes within the blast. 3. Assess the effectiveness of cast blasting utilising an air-deck. 4. Check blast timing with respect to burden movement times.

The mines are part of a Joint Venture managed by Exxon Coal and Minerals Australia Limited (ECMAL). Currently all the mines output of over five million tonnes per annum is sold into the export market predominantly as a steaming product.

THIS note gives comments on the paper by Kitaev et al on p. 68 of this book and compares results with those obtained by ourselves. We wish to say that the authors are to be congratulated on their sophisticated approach to an important problem and that it complements our efforts on flow maldistribution.1-5 It is our view that Eqs. (1)-(5) on p. 69 are impressive, but unfortunately with present day computers and computational facilities, it would be quite impractical to contemplate the numerical solution of these. Eq. (8) in the authors' paper, on p. 70, does provide the logical starting point for tackling flow maldistribution problems and strictly speaking this equation is more accurate than Eq. (1) in our paper in this book. We note in passing that there is direct experimental evidence to support the contention that our Eq. (1) is at least a reasonable approximation and one may question in a practical sense whether the refinement afforded by Eq. (8) in the paper by Kitaev et a/ is justified. While one must readily accept the appropriateness of Eq. (8) of Kitaev et al as a starting point, the subsequent mathematical manipulation by the authors is open to serious criticism. In order to solve this complex, non-linear equation Kitaev et al postulated irrotational flow, which afforded considerable simplification. One can argue simply on physical grounds that the assumption of irrotational flow is inappropriate, a fact which should be readily apparent on inspection of the flow fields shown in Figs. 2 and 3 of Kitaev's paper. It follows that while the starting point through the use of Eq. (8) is correct the results derived from this starting point may be suspect because of the erroneous nature of the irrotational flow assumption.

There is an array of developments relating to noxious gas emissions and toxic wastes and the paramount importance of this matter justifies comprehensive conferences dedicated solely to the application of suitable measures. This review concentrates therefore on the main stream processing techniques for the primary recovery of values.

In this paper, it is briefly introduced that China's Ordovician limestone confined-water menaces coal mining and Ordovician water is prevented and cured to secure the safety of coal mining. The theory of "Down-Three-Zones" is presented on the basis of research and practice in recent ten years. The concept of "Down-Three-Zones" of floor water-eruption is described clearly. Finally, the principle and method of applying the theory of "Down-Three-Zones" are discussed. 1. An Introduction of Damage: China is rich in coal resources. The conditions of coal field geology are quite complicated. There is an area of two million square kilometre of Karst limestone in nine million six thousand square kilometres of territory. The resources of underground water are rather plentiful, but this menaces coal exploration. Sixty percent of coal mines in China are damaged by limestone confined-water in different scales, particularly coal mines located the Carboniferous-Permian coal fields of the Ordovician limestone distribution area of Northern China. Because there is the 500-800 metre thickness of Ordovocian limestone and the well developed Karst containsl plentiful water, Karst water can have more than 100 Kg/cm pressure. Limestone aquifers have only distances of several metres or several decade metres to coal seam, Karst water can enter the aquituge and even the coal seam, large eruptions often occur. For example, a mine of 3 million ton production capacity had an eruption of 2053 cubic metres per minute. This is the largest confined-water eruption which has brought enormous economic damage and threatened the safe production of coal mining. Therefore, the prevention and cure of Ordovician water has immense advantage to the development of the coal industry. There are several decades experience in the prevention of Ordovician water-eruption in China. The prevention of Ordovician water-eruption has two kinds of plans. 1) dewatering and depression: it refers to dewatering of aquifers as roofs of seam and depression of aquifers as floors of seam in mining areas. 2) comprehensive prevention under the condition of having water pressure in aquiters. Due to enormous water, electricity, equipment and lots of other factors, the former isn't used extensively, the latter tits to China's actual conditions and is used widely. The main components of face design are the power loader, face conveyor and powered support system and the interaction of these components determines the effectiveness of strata control. A major influence upon the interrelationship of this equipment is the geological environment, of which seam thickness appears to play an important role. Recent thick seam experience indicates a significantly different characteristic behaviour pattern from that observed in thin seams The structural integrity of the face wall is particularly influenced by seam discontinuities such as natural joint planes and mining-induced fractures in the yield zone ahead of the faceline. In addition, the presence of stone bands or dirt partings in the seam offers interfaces for uncontrolled release of blocky material. Some case study experience at British collieries provides a comparison with performance data at a specific location, that highlights the importance of coal face layout and design.

An integrated mining equipment development organisation is typified by Deutsche Montsn Technologic of Essen, Germany. working on improvements in reliability, production and control in coal mines. Examples of recent mining advances are in mechanised roadheading, in different approaches to cutting technology, and in low height roof bolting.On the longwall face the mechanics of cutting are related to supplied energy as well as to dust make. In conveying both armoured face conveyors and conveyor belts are monitored. Roof support is not neglected and the continuous pumping of stowage slurries provides further options for longwall support. Surveying developments, particularly the gyro-theodolite, directional drilling. and shaft vehicle monitoring provide further examples of advances in control in coal mining activities.

The Nabarlek Uranium Project located in Arnhem Land in the Northern Territory of Australia was a small high-grade deposit which was the first uranium mine brought into operation following the extensive Commissioner Fox Inquiries into uranium mining during the late 1970s. The operation is almost complete and decommissioning plans have been prepared. This paper reviews all phases of the water management and tailings disposal for the project and compares results with design predictions.

In 1991, the first horizontal raise drill hole in Australia was successfully completed by Australian Raise Drilling Pty Ltd (ARD) at the Perseverance nickel mine of Western Mining Corporation's (WMC's) Leinster Nickel Operations in Western Australia. At that time, WMC were experiencing considerable difficulties in developing the horizontal drill drives through the orebody using conventional drill and blast techniques. Following the success of the initial hole, a further two holes were drilled as part of the evaluation program. The technique has proved so successful that it has been accepted by WMC for on-going development of drill drives at Perseverance.This paper describes the program. It relates how the project evolved, the modifications that were required to the equipment used, the performance experienced during the program and the future of the method in this and other applications.

The moisture content of iron ore is important in handling, stockpiling, transport and further processing operations. Typically these ores contain both `free' and `bound' moisture, the latter being moisture that is not removed in a conventional laboratory determination of moisture by air drying at 105¦C, and it is the free moisture that is important in dust control and ore handling. The CSIRO Division of Mineral and Process Engineering has previously developed and commercialised gauges, based on capacitance and microwave techniques, for the on-belt determination of moisture in coal and minerals. However, these gauges determine total moisture, and have a different sensitivity to free and bound moisture in the material analysed. Consequently, the accuracy of determining total or free moisture alone may be significantly affected by variations in the bound moisture content. Gunpowder Copper Limited processes 1,000 tonne/day of Mammoth ore in a conventional flot- ation concentrator. Run of mine ore is prepared for flotation by three stages of crushing and two stages of ball milling. The concentrate, in which the primary copper mineral is chalcocite, is solar dried and exported to Japan. The history of operation is summarised, and plant practice and metallurgical problems are discussed.

The mechanisms of fragmentation in homogeneous materials and structured rock mass are reviewed. A method previously used to predict vibration damage to the remaining rock is extended and shown to be valid for the prediction of fragmentation in the rock mass removed by blasting. The effectiveness of different explosives in different types of rock blasting is discussed.

In sizing of wet coal by the horizontal vibrating screen, screen openings to be used is much restricted, because coal is sticky and its bulk density is little. The electrically heated screen and other various types of screen had been tried to screen raw coal and coal as raw materials at a few mm. However, they failed to realize satisfactory results. On the other hand, fine sizing of coal is requested by many fields. For example, raw coal is desired to be screened at the fine rate, before being fed to the coal preparation control system in order to transport undersizes as unprepared coal particles and to reduce load in coal preparation waste water treatment system.1) Coals fed to the fluidized bed boiler also should be sized at a few mm. Regardless of many requests on fine sizing of coal, it seems that there are many cases to omit the basic screening process, because the screening is very difficult on a industrial scale. Size control as pretreatment of coal as raw materials is presented as one of the basic screening processes. In 1979, Kinki Industrial Co., Ltd. and Nippon Steel Corporation jointly succeeded in developing the vertical centrifugal screen. Closed -circuit crushing system by the use of this screen has operated actually at N.S.C, Hirbhata .Works, and realized the anticipated result. Consequently, this system has established the position as the most basic technology in the coal preparation. 2), 3), 4) This system has been also introduced to Nakayama Steel Works, Ltd. in 1982. This system termed the CPC (Coal Preparation Control) Process has been operated smoothly in both N.S.C. and Nakayama. Reported herein is the practical application of the vertical centrifugal screen termed V3-Separator. (V3 means vertical, versatile and vibration.)

This presentation is to outline the current practice of mechanised stoping a one-metre wide, gold bearing ore body to optimise fragmentation, minimise dilution and reduce stoping costs.Coolgardie underground operations have historically been mined using traditional shrink stope methods, but in this recent economic environment (with falling gold prices and high costs of traditional methods) it was necessary to look for alternative methods in order to reduce costs and increase productivity.Although still in a learning and refinement phase, CGNL is satisfied that it is feasible, practical and more economic to use mechanised long up-hole stope and long-hole rising methods to significantly reduce the mining cost, reduce dilution, increase safety and increase productivity three-fold compared to traditional airleg methods used throughout the Fasten Goldfields.

At Binebase mineralisation is hosted within an andesitic Neogene volcaniclastic succession on Sangihe Island, Indonesia. Two major alteration types occur; an initial widespread phyllic assemblage of quartz -illite with chlorite, smectite, gypsum and pyrite, and a superimposed quartz - barite - sulphide assemblage. The phyllic alteration arose from a neutral to weakly acidic hydrothermal solution of greater than 200 degrees C, and the quartz - barite - sulphide assemblage arose from a cooler slightly more acidic fluid. This second alteration event is interpreted to have selectively replaced permeable volcaniclastic breccias and coarse lithic tuffs within the altered sequence. Gold and silver mineralisation is associated with the latter alteration, and is locally controlled by the degree of silicification and sulphide abundance. The sulphides present are pyrite, covellite and chalcopyrite. The sulphides are very fine grained with colloform and framboidal textures and were deposited contemporaneously with the bulk silicification of the coarse sediments. A large portion of the mineralised rock has been oxidised to a quartz - barite -limonite - goethite - jarosite assemblage.Coincident gold, silver and antimony geochemical soil anomalies gave the best correlation with anomalous gold and silver grades in bedrock as identified by drilling. Resistivity proved a reliable geophysical method for delineating zones of silicification.

Most geostatistical techniques applied to the estimation of ore reserves assume relatively unifonn grade and thickness within an ore deposit environment. In shear-hosted mineralisation this rarely occurs. The distribution of mineralisation is controlled by the kinematic and geometric variation within the shear zone. Although the kinematic variation is dependent primarily on the temperature (and consequently the depth) of formation of the deposit, the geometric variation appears to be relatively insensitive to this parameter. Shoot mineralisation is controlled either by the intersection of secoodary shear planes (brittle deformation) or the stretching lineation of the mylonitic fabric (ductile defonnation).Once the shear geometry is clearly identified, it is critical to review the distribution of grade and thickness of mineralisation. The practice of cutting high-grade intersections without reference to the shear model leads to underestimation of the amount of gold in the deposit. High-grade shoots may occur as pipe-shaped bodies within the system; their identification is essential for both resource estimation and mine planning purposes.
