The rare earth elements (REEs) assay and recovery in leaching processes is being determined using expensive analytical methods, ICP-AES, and ICP-MS. This paper presents a neural network model to predict the effects of operational variables on the lanthanum, cerium, yttrium, neodymium recovery in the leaching of apatite concentrate. The effects of leaching times: ten to 40 min, pulp densities: 30 to 50 per cent, acid concentrations: 20 to 60 per cent and agitation rates: 100 to 200 rpm were investigated and optimised on REEs recovery in laboratory at a leaching temperature of 60¦C. The obtained data, on the laboratory optimisation process were used for training and testing of a neural network. A feed-forward artificial neural network with 4-5-5-1 arrangement, was capable of estimating the REEs leaching recovery. Neural network predicted values were in good agreement with the experimental results. The correlations of R = 1 in training stages, and R =  0.971, 0.952, 0.985 and 0.98 in testing stages were results for Ce, Nd, La and Y recovery predictions respectively and that theses values are considerably acceptable. It was shown that the proposed neural network model accurately reproduces all the effects of operation variables, and can be used in the simulation of a REEs leaching plant.

The circular economy concept, as defined by the Ellen MacArthur Foundation (2015) and quoted by the recent International Council on Mining and Metals (ICMM) Guide to Responsible Sourcing, calls for shifting industrial systems from a linear take-make-waste model to a circular model (ICMM, 2015). In this model products are designed to optimise product and material recovery and reuse, and by-products of one system are used as inputs into other product systems. While the mining industry to date has made a limited contribution to the circular economy, the current market conditions, which are prompting calls for greater innovation, make the timing right for the industry to boost its contribution by utilising and generating value from mining waste, or making it available as a feedstock from which other industries can harness value.The first part of this extended abstract discusses the way the circular economy concept can be adapted to metal mining activities, contributing to a more sustainable resource extraction at the mine site level. The second part of this extended abstract presents a circular economy based framework revolving around non-renewable resources conservation. Tailings dam failures continue to occur worldwide at an unacceptable rate, averaging two events annually over the last 100 years. Furthermore, tailings dams continue to grow in size, increasing the potential release of tailings and water should they fail. Tailings are generally deposited in a slurry state, with the potential to flow if containment is lost. Understanding the generation and propagation of excess pore water pressure on failure is critical to predicting the flow and run-out of tailings. This paper presents numerical modelling using the material point method indicating that tailings run-out processes may be self-enhanced by the excess pore water pressure induced during the collapse of the containment. Moreover, it is shown that geomorphological features, such as the slope and its surface roughness downstream of the tailings dam, influence the pore water pressure dynamics upstream of the advancing toe.CITATION:Llano-Serna, M A, Bu, L and Williams, D J, 2018. Quebec Iron Ore (QIO), a subsidiary of Champion Iron Limited (Champion), completed the restart of the Bloom Lake iron ore mine located in the heart of the Labrador Trough region of Northern Quebec, Canada in February 2018. Prior to its restart, the concentrator flow sheet underwent major upgrades which brought the iron recovery to the highest of all Labrador Trough operations. After two profitable years of production, QIO, supported by Soutex, started to look at technologies to improve its current performance and integrate into its expansion project flow sheet. From the lessons learned while optimising Phase 1, the addition of a scavenger-cleaner processing stage was identified as an improvement opportunity to increase recovery, produce a higher-grade product, and further improve the stability of concentrate quality. In 2019, the NI-43101 feasibility study for the Phase 2 expansion, aiming to double the production of high-grade iron ore concentrate, was published. Based on the metallurgical test work, the hydraulic classifier was selected to perform the scavenger-cleaning duty for its well-established performance and known behaviour at the cleaning step in the Phase 1 plant. To validate laboratory results, a pilot scavenger-cleaning hydraulic classifier was installed in Phase 1. Although the hydraulic classifier was selected for the feasibility study, metallurgical test work performed with the REFLUX® classifier showed interesting potential. It was thus decided to also install a pilot RC300 Reflux classifier at the scavenger-cleaning stage in Phase 1. Despite their apparent great similarities, the metallurgical performance was significantly different, and many dozens of sampling campaigns highlighted the different performance of both pieces of equipment considering the feed material particle size. This article presents the pilot plant results in terms of recovery, selectivity and stability for both the Reflux classifier and the hydraulic classifier operated in a scavenger-cleaner stage at the Bloom Lake iron ore concentrator.

Supergene processes in banded iron formation (BIF) result in important dissolution, material transport and simultaneous disorder of the residual bands. The rock physical properties such as density, porosity and rheology change during the weathering attack. The itabirite, Paleoproterozoic metamorphic BIF from Quadrilßtero Ferrffero (QF) û Brazil, shows several weathered facies. Strong linking between topographic surface, rock density and iron grade occurs within the weathered zones. This linking is due to partial dissolution of silica and carbonate from itabirite and gravitational rotation and break of the remaining blades, generating kink-like slump structures. The original itabirite density, 3.7 t/m3, decrease at the first leaching steps, until 2.7 t/m3, and increase at the end of the leaching process until 3.6 t/m3. Iron grade increases from 38 per cent to 68 per cent and depressions (sinkhole), subsequently filled by Cenozoic basinal sediments, are developed over the enrichment zones. The formation of important supergene iron ore deposits of QF is intimately related to such a process. Several iron deposits at QF, such as Pico do Itabirito, Fßbrica Nova, Casa de Pedra, Tamanduß, -gua Claras, Cappo Xavier, etc., reveal the aspects related to the proposed evolution, implying that the formational process of the soft iron ores had a regional character. Granular medium model helped in the understanding of the development of the structure and the formation of the deposits. A numerical model has been developed in order to simulate a leaching system in a two-dimensional matrix, composed of two types of materials: leachable and unleachable. Equal volume proportion and vertical banding were considered. Drilling data was used as multipoint attractors to remove leachable matrix nodes.

The Cayeli volcanogenic massive sulphide deposit is located in Black Sea region of Turkey. Cayeli Bakir Isletmeleri (CBI) was formed as a joint venture between Inmet (Canada) and Eti Holding (Turkey). CBI is processing complex copper/zinc sulphide ores. The Cayeli concentrator was commissioned in 1994, with a design capacity of 600 000 tonnes/year. The grinding circuit was a classical rod mill/ball mill combination. The rod mill was converted to a primary ball mill in May 1997. The reasons for conversion were to use mill power more efficiently and eliminate feed interruptions during rod charging. The grinding circuit now has a primary ball mill in open circuit, and a secondary ball mill in closed circuit with hydrocyclones. Classification was originally done in two stages with hydrocyclones. Both mill discharges were combined and pumped to a primary cyclopack having two, 500 mm diameter cyclones. Primary cyclone overflow was pumped to a secondary cyclopack for further classification. The secondary cyclopack had ten, 200 mm cyclones. Both unit underflows were fed to a secondary ball mill by gravity. The secondary cyclone overflow, typically 62-64 per cent passing 36 ¦m, at around 42 per cent solids (w/w) was fed to flotation circuit. In order to increase circuit capacity to 1 000 000 tonnes/year and to improve control over the grinding circuit, it was decided to convert the classification circuit from two stage to one stage. For this purpose, six Warman Cavex cyclones having 400 mm diameter were installed. Now, the combined primary and secondary ball mill discharge was classified in single stage with the Warman cyclones in closed circuit with the secondary ball mill. The cyclone overflow goes directly to the copper rougher circuit as flotation feed. The grinding circuit is producing a flotation feed of 70 per cent passing 36 ¦m. The change over to single stage classification at Cayeli was successful. A mill throughput of 1 000 000 tonne/year is being achieved with better control over classification, and improved grind size. Results and comparison between the two classification circuits are presented in the paper.

This paper explores the importance of operators in the overall efficiency of mineral processing plants. With the potential of future control configurations becoming more remote, it is time to review the implementation of control and utilisation of operators. This paper is based on a preliminary review of operators and control room operations and clearly shows that, in the minerals industry, operations are typically run in a reactive mode (with a focus on ensuring equipment operation), rather than in a proactive mode (with a focus on optimising the process performance). The primary reason for this misguided approach is the short sighted thinking applied to the challenges of designing technology and organisational tools capable of addressing the essential operational needs: an approach which inevitably results in a disconnect between people and technology. Contrary to the popular approach of replacing operators with expert systems, the thesis of this paper is that the shift to more complex circuits, with higher demands on processing capability and control, will require the actual upskilling of operators. Experience in mineral processing and other industries indicates that expert systems cope well with small changes but are typically unable to respond to major changes in feed material and this is where the expert operator becomes crucial. Providing operators with ongoing high level training in process understanding, and restructuring how they interact with the plant and interface with the control system is the approach being proposed here - an approach surprisingly underutilised and often absent in the minerals industry today.CITATION:Li, X, Powell, M S and McKeague, W, 2012. "There has been a revolution occurring in underground mining over the last several years, where big headline items such as the Internet of Things (IoT), optimisation, managing data, data mining etc – the list of current catchphrases, goes on. In the end these are nothing new; but the ‘things’ (sensors) are becoming smaller, cheaper and easier to deploy, and the analysis much more powerful as computer processing speeds increase. However, to take advantage of the myriad of devices out there and gain the processing power to analyse and use the data, a reliable ‘conduit’ is needed for that information to be delivered where it can actually be used. That is, a high quality data network.Modern mining is like any other industry in the information age: the access to reliable data is the first, critical step in improving productivity (Stevens, 2015). The convergence of communications onto an IP (Internet Protocol) backbone has been the driving force in enabling the productivity gains in general industry over the last two decades.This paper overviews how this technology has developed as an enabler in accessing productivity and safety benefits, and how it has used access to large amounts of data to manage mining processes underground. Reams of data are useless, but with the reliable receipt, analysis, processing and feedback system in place to use that data, benefits can be realised.Automated mining systems are increasingly being seen as a key requirement for a productive mining operation, and the importance of an integrated communication network infrastructure to support such systems is growing. Another emerging driver is the much talked about IoT and data analytics, both dependant on reliable, accurate, high volume data.The author will outline how communication infrastructure is fundamental to the operation of such systems, and explain why the resultant communication networks require much more than just increased bandwidth (data capacity) to properly support the automation and other data hungry systems within the overall mine operation.Mining operations embarking down this road are discovering that the required network must be based on a true enterprise level architecture to, not only enable the mine’s current plans for remote or automated mining, but also to provide a scalable and integrated platform for future developments. The emerging issues for the communication network to truly support automation systems include: increased complexities of operating and maintaining multiple networks integration issues with disparate systems problems with reporting, particularly as demands for corporate reporting and compatibility with enterprise systems become the norm ongoing management challenges, which will only increase with the proliferation of new technologies.How certain mining operations lay the necessary foundations to meet their current requirements, while supporting their visions for a more automated and proactively managed mine, will be explored.CITATION:Kent, D, 2017. Mineral resource and ore reserve estimates are founded on two sources of data: tonnage and grade. The tonnage is a product of volume and density; both of which are estimates. Density impacts numerous operational factors, which include, but are not limited to, mine design, mine planning, equipment selection and operational performance. Hence, density is a significant parameter and its determination requires similar care as the measurement of grade. Selecting an appropriate method to determine density, and ensuring its rigorous application, thus reduces risk and can improve operational performance, which in turn increases profit margin.Different Anglo American sites use a variety of practices and protocols to determine density, which is highly dependent on the physical characteristics of the orebody, local conditions and historical practices. Also, individual sites sometimes execute the same method in a slightly different way, which may also affect the outcome of the measurements. In order to gain a better understanding of how density is determined at Anglo American projects and operations, a review of these techniques was undertaken. The objective of the study was to identify and share good practices across the company, as well as to look for improvement opportunities, where applicable. Ten different methods of measuring density, applied to nine different commodities, were identified and described. An additional technique was recently developed by Anglo American Technical Solutions. The core pycnometer is a large gas displacement pycnometer capable of measuring density at high accuracy on full pieces of intact core.This paper provides an overview of methods used to determine density within the Anglo American Group, including quality control and quality assurance aspects. It is not the purpose of this paper to identify a preferred method, but to highlight the importance of choosing the best suited practice for a project or mine site. In addition, a case study comparing two different density determination methods applied to the same rock samples from the Los Bronces Copper mine was undertaken and the results of that study are presented here.Selecting the most appropriate method to determine density and comparing results from two or more techniques against each other, together with other suitable quality control procedures, is considered to be of utmost importance for all mining operations and exploration projects.CITATION:Makhuvha, M, Arellano, R M and Harney, D M W, 2014. In this study, the authors compiled some case history data and present some typical examples of rock slope stability issues in Afghanistan with a special emphasis on Kandahar region and categorise rock slope failures according to the principles of modern rock slope engineering. The slopes considered involve rock-cut, natural rock slopes mainly. The effect of structural geology and discontinuous nature of rock mass on both slope-cuts and natural rock slopes is taken into account and some preliminary assessments on the stable and unstable rock slopes are presented. Furthermore, the seismic effect on their stability is also considered. It is also pointed out that similar issues could be observed in open pit mines, which may be exploited in years to come.

Brisbane’s Airport Link is Australia’s largest road infrastructure project, worth a total value of A$4.8 billion. The project is using surface and underground blasting to excavate hard volcanic rock, Brisbane Tuff. This paper tells the story of the most challenging and difficult blast of the whole project: the removal of a remnant pillar of rock (approximately 2250 m3) next to a major arterial road and within 100 m of existing infrastructure including a number of heritage listed buildings, residences and privately owned sensitive receivers. The pillar consisted of a hard rock wall (Brisbane Tuff) between 2 m and 6 m thick, 15 m high and 35 m wide; with in situ precast concrete piles embedded within 1 m of the boundary of the pillar. Orica Australia Pty Limited was contracted by Thiess John Holland, to perform the work in this area, including design, modelling, drilling and loading of the explosives, as well as blast clearance and shotfiring. Access to the area was limited so all explosives and equipment, including the 20 t drill rig, had to be lifted in and out by crane. Due to the nature of the blast, with infrastructure 5 m directly in front of the 15 m high face, there was only ever going to be one chance to get this blast right. This was an extremely complex blast which required the use of a number of different types of packaged explosives, as well as special timing techniques only made possible by using electronic initiating systems. This type of blast is high risk, and is more typical of a building demolition in the urban environment. The blast was fired on the 25 September 2010, and was highly successful. The environmental results for vibration and overpressure were well under the imposed limits, and the embedded concrete piles remained undamaged.

The mainline running tunnels for Legacy Way comprise two tunnel boring machine (TBM) driven tunnels. Both TBM drives commenced at the Launch Portal adjacent the Mt Coot-tha Road. Excessive surface settlement arising from tunnelling would have had a significant impact to the road infrastructure. The geological structure above the tunnel springline is a mixture of fill, residual soil and weak rock. Given the combination of low ground cover and weak ground materials, along with the use of an open face TBM, an oversize pipe umbrella system has been installed above the tunnels. This pipe umbrella system is similar to that commonly adopted in conventional mined excavation support in soft ground except that the steel pipes are substantially larger in geometry and filled with concrete. It is acknowledged that similar systems with oversize pipe umbrella have been adopted elsewhere in the world in other projects. These systems often comprise of a full arch formed by conjoining oversize steel pipes (in contact only). By aligning the pipes in contact, the arching behaviour of the steel pipe would have been enhanced. However, this poses a degree of construction difficulty due to excavation and installation method of the pipes. The Legacy Way pipe umbrella system only consists of a partial arch at the tunnel crown and each pipe is spaced approximately 1200 mm apart with 900 mm diameter pipe, leaving a gap of approximately 300 mm between pipes. A reinforced concrete portal block was used to support the exposed ends of the pipes.This paper reviews the design analysis, the recorded deflections from the pipe umbrellas and surface monitoring during TBM launch and revisits the analysis using the newly available RS3 program, from Rocscience for 3D analysis of geotechnical structures.CITATION:Norbert, M and O’Connor, D, 2014. The Zinifex Century Mine employs a large number of Detritor mills for fine and ultra-fine grinding to liberate silica and sphalerite at 80 per cent passing 7.5 microns before final zinc flotation. A joint project between CSIRO Minerals and the Zinifex Century Mine was carried out to evaluate the Detritor mill performance. Plant surveys were conducted around the Detritors in conjunction with laboratory tests. The survey data showed that the Detritors in the ultra-fine milling circuit performed well. They reduced a feed F80 sizing of 46 microns to a product P80 sizing of 7.5 microns at a gross energy consumption of 37.2 kWh/t. Scale-up of ultra-fine milling Detritors was studied using a 0.55 kW laboratory batch unit and a 355 kW full-scale Detritor by processing Century zinc concentrate with 1 mm sand media. The results indicated that the 0.55 kW laboratory mill underestimated the energy consumption of the full-scale Detritor by about 20 per cent for a product P80 of seven microns. The performances of a horizontal IsaMill and a vertical Detritor were compared as ultra-fine milling devices for processing Century zinc concentrate. The experimental data demonstrated that, when using the same grinding media, the energy efficiency of the two mills is similar despite the difference in mill designs. The Detritors used for regrind duty at the Century Mine performed poorly when processing feed at 80 per cent passing 88 micron. The energy consumption was high and the product size distribution was broad with particles above 100 microns in the feed unbroken and particles below ten microns overground. A coarser ceramic media of 3 mm was therefore tested in a laboratory Detritor to process the regrind Detritor feed as an alternative to the 1 mm Colorado sand used at the Century Mine. The ceramic media reduced the energy consumption significantly and produced a narrower product size distribution, which is more desirable for the downstream flotation process.

Good morning ladies and gentlemen, and may I extend a particularly warm welcome to our shores to those of you who have travelled from overseas to attend this conference. I trust that you will find your visit to New Zealand both rewarding and enjoyable.   This is now my fourth appearance at a New Zealand minerals conference, the second of which has been jointly co-hosted by AusIMM and Crown Minerals. Since taking on the role of Associate Minister of Energy, I have had the opportunity to meet most of the industry players, and to visit a good number of the major mining operations. Through all of this I have become increasingly aware of not only how dynamic the minerals and coal industry is but also the array of factors that affect investment decisions in this business. Many of these factors, such as commodity prices and availability of investment funds, are determined primarily on the international stage. Others however, such as the allocation, regulatory and the fiscal regimes for minerals, are closer to home and are directly influenced by government policy decisions. I will talk more on what the government proposes in this area shortly.   But first, I would like to commend you all on your industryÆs continuing contribution to New Zealand Æs economy. 2004 has seen New Zealand Æs mineral and coal output top $1 billion for the second consecutive year. To put this achievement in perspective, it represents a staggering 47 per cent increase over the national output value recorded just five years ago. Notable contributions over the year came from gold which increased production to 10.2 tonnes (up nine per cent), ironsand production at 2.3 Mt (a 20 per cent increase), and industrial rocks and building stones (up six per cent) with rock for building, cement and roading showing significant rises on the back of strong regional growth and infrastructure development. Many regions, in particular Auckland, Bay of Plenty, Wellington and Southland, recorded significant increased regional activity with supply often struggling to meet demand. By contrast the coal sector had a relatively steady year with production remaining stable at just over five million tonnes for the second year running. Coal exports however are now consistently exceeding two million tonnes annually, generating export earnings of over $200 million, and could well be higher with rail capacity improvements. Many countries throughout the world are now importing our high quality bituminous coal for steel manufacturing and other industrial uses.

Mineral resource development activities impact the health and well-being of many people, from workers, to families and surrounding communities. In the current environment of corporate social responsibility life-of-mine planning considers that mining activities should be conducted in the best environmentally, socially and economically acceptable way for the entire life of the mine (ie from exploration to decommissioning and closure). In this context, the health impacts of mining extend throughout the life of the community from worker injury and chronic exposure to communicable and non-communicable causes of illness, through to family and community health and well-being. At the inaugural Life-of-Mine conference in July 2012, the authors proposed the life-of-mine in the life-of-community (LOMLOC) matrix as a framework for understanding issues at the interface between resource extraction operations and the surrounding environment.This paper reviews and compares health activities extracted from social and environmental reports published by selected major mining companies with American operations in Canada, Colombia and Brazil. These corporate approaches to public health management are mapped to the LOMLOC matrix to identify and compare trends and behaviour in corporate health investments. WMC Resources Pty Ltd û Copper Uranium Division operates the large underground Olympic Dam Mine at Roxby Downs, South Australia. These operations mine and process the ore to produce refined copper, uranium oxide, gold and silver. In mid-1996, the company committed to the Olympic Dam Expansion Project (OEP) to expand production from 3.0 million tonnes per annum of ore (85 000 tonnes per annum of copper metal) to over 9.0 million tonnes per annum of ore (over 200 000 tonnes per annum of copper metal). Along with the increase in the ore production capacity of the underground mine and the surface ore handling and processing facilities, expansion of the backfill system was required. The target backfill placement rate was 2.0 million cubic metres of backfill per annum which was to be predominantly delivered as cemented aggregate fill (CAF). This paper discusses the engineering activities undertaken to assess and change the method of designing the required strength of fill exposures. In addition, the operational changes that were introduced to achieve the required fill quantities and the mix designs to meet the specified strengths, including the use of alternate binders, are discussed. This work resulted in a large increase in the fill placement rate and a reduction in the overall unit cost of fill.

Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. "Exploration drill core provides for a number of standard measurements essential for determining the viability of a new mine or the extension of an existing one. Rock lithology and alteration can be visually determined and grade measured from the half core. Geotechnical parameters such as rock strength and structure can also be measured. Using suitable proxies, these metrics can then be used to estimate run-of-mine (ROM) particle size. In combination with comminution test results, these can subsequently be used to design comminution circuit configurations and estimate their performance.The Frieda River Project drill core for the large Horse-Ivaal-Trukai copper-gold porphyry deposit was unusual due to a late stage gypsum-anhydrite stockwork event that overprinted much of the deposit. Above the base of the oxidised zone, which closely matches the water table, gypsum and anhydrite has been leached out, effectively removing the glue holding the rock mass together. As a result, much of the rock above this gypsum-anhydrite surface is fragmented and gravel-like in texture, while the material below this horizon is typically uniform and competent.Large volumes of the orebody above the gypsum-anhydrite surface are expected to need minimal or no blasting for efficient excavation. In addition, the fragmented nature of much of the material was expected to reduce comminution specific energy as it already appears as though it has been crushed. While this was expected to have positive impacts to the operation, the lack of standard geological logging methods available to accurately define the degree of in situ fragmentation led to difficulty in gaining certainty over the ROM product and grinding circuit feed size distributions.Using the extensive library of core photos for the project, a novel method using image analysis techniques to take both the intact core and gravel into account to predict ROM fragmentation was developed. In addition, existing point load test data was used to infer the strength of the rock and its impact on the blasting, crushing and grinding processes. The novel approach allowed development of ROM size distribution data and improved certainty in the results of comminution circuit designs.This paper describes the methodology undertaken in detail, and discusses the results obtained.CITATION:Bennett, D and La Rosa, D, 2016. After extensive testing and a period of plant trials to establish the benefits of Caro's acid (H2S05) as an alternative oxidant, Queensland Mines Limited (QML) decided to replace pyrolusite with Caro's acid in its acid leach uranium treatment plant at Nabarlek. The decision was based on the reagent savings and environmental gains associated with the removal of manganese from the process liquors, as well as the labour savings and improved oxidation reduction potential control possible in leaching using the Caro's acid system. The permanent Caro's acid generating plant was designed by Interox Chemicals Pty Ltd of Australia (IC) to suit QML's require- ments and differed from the unit used during the plant trials. Commissioning of the plant was completed in April 1983 and it has been continuously used since that date.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.
