The rapid increase, during the last few years, in the number and magnitude of applications of electric power-transmission to commer cial uses in this country, has been due principally to three causes: first, the ability and enterprise of those who have been identified with the progress of electrical industries, since electric illumination became an economic fact instead of a laboratory-experiment: sec ondly, the readiness of the American people to adopt new and ad vanced methods as soon as their superiority has been fairly demon strated; and thirdly, tile economy and flexibility of the apparatus employed, when properly designed and constructed, and installed under suitable conditions. Basing our judgment on the world's advance in scientific devel opments during the past century, we may reasonably conclude that in no other country would the pioneeis of electrical invention, whose names have now become household words, have received the prompt and plentiful financial support which has enabled them to inaugurate undertakings of exceptional magnitude, even in this era of tremendous monetary organizations. And, on the other hand, we have seen, in the numerous financial and engineering failures inseparable from such rapid development, the natural results of a too implicit faith in electrical omnipotence. It is not to be wondered at that conservative engineers have been slow to adopt this new and mighty agent in the solution of exten sive problems, and under circumstances where a single failure means not only a greater or less financial sacrifice, but the loss, in a greater or less degree, of professional reputation. On Aug. 5 and 6,1918, and Mar. 26, 1919, the writer made an investigation of the mine-water neutralizing plant at the Calumet mine of the H. C. Frick Coke Co. The object of this plant is to develop a process of treating the water pumped from the mines so that it may be rendered suitable for use at the power plants of the mines and also at the coke ovens; at the same time, eventually producing a byproduct which will have enough commercial value to provide a sufficient revenue to place the plant on a self-sustaining basis. The Calumet mine is situated in Mt. Pleasant Township, Westmoreland County, Pa., on a branch of the southwest branch of the Pittsburgh Division of the Pennsylvania Railroad. It is about 6 mi. (9 km.) southeast of Greensburg, the county seat of Westmoreland County. The coal, which is the Pittsburg or Connellsville seam, lies at a depth of about 200 ft. (60 m.) and is brought to the surface by means of a shaft. The output of the mine averages 200,000 tons of coal annually, all of which is made into coke, either at the ovens, at the mine, or at byproduct ovens. There are 260 coke ovens at the mine. The continued development of the coal fields of Pennsylvania and the increased use of electric power in the operation of the mines has brought the problem of an increased water supply for the plants to the attention of the coal operators. This is especially true in the Connellsville coking region, where large quantities of water are used in quenching the coke at the ovens. Many of the streams receive the drainage from the mines; and as this water is highly acid and contains sulfur in various forms, some method of treatment is necessary to render it suitable for use at the plants of the mines. With this end in view, the H. C. Prick Coke Co., about 4 years ago, installed at its Calumet mine a plant for experimental purposes, in an endeavor to develop a process that would provide a maximum amount of suitable water at a minimum cost. From a purely technical point of view, the result of these experiments has been encouraging. The company is now endeavoring to place the plant on a commercial basis.

Some years ago the open Hearth Committee of the Institute reached the conclusion that the reading of "set" papers tended to preclude the specific and detailed discussion of specialized problems of current interest to those operating steel plants. As an innovation the Committee distributed in advance of the meeting in May, 1927, a questionnaire containing a list of 27 topics involving operating problems. The subsequent discussion of the questions, participated in by 37 members, was a conspicuous success. Semiannual meetings have been held since; and at the conference of November, 1929, at Chicago, 131 men were present and the minutes comprised a book of 133 printed pages, thereby, indicating the growing value of the conference in the eyes of both the metallurgists themselves and the companies that employed them. With this example in mind, the Directors felt that definite advantages would accrue to a similar conference to be participated in by smelter officials and metallurgists engaged in the operation of copper reverberatory furnaces. The settlement of the Carson litigation, which for several years had virtually stopped public discussion of reverberatory practice, offered an opportune time for launching the scheme. Although the Conference may become largely self-financing in the future, some funds were regarded as necessary to conduct the first meeting. The members of the Rocky Mountain Income Committee, in view of the fact that copper smelting was essentially an activity of the Rocky Mountain area, recommended the project be, in effect, underwritten by the Fund, and the directors approved an appropriation for this purpose. Invitations were extended to high executives of the various-companies interested to send representatives to an initial meeting to be held at Salt Lake City, May 26-27. The response was enthusiastic. Twenty-three metallurgists representing 12 different plants were present to discuss the comprehensive-program relating to construction and operating phases of reverberatory smelting. It was understood that the record was not to be included in the regular publications of the Institute but that it would be prepared for private distribution among the participants and the officials of their companies. That the exchange of views and experience was no less instructive and stimulating than it was frank, full and informal is indicated by the following transcript of the minutes of the meeting.

IN January last I published in the Engineering and Mining Journal a table giving, with a considerable degree of accuracy, the production of anthracite coal for the year 1874. At that time it was impossible to give any correct estimate of the production of bituminous coal, for the returns I had been able to secure from such distant and scattered districts were not always forwarded punctually, and the work of -obtaining anything like a true estimate of the coal mined in districts from which I was unable to obtain official returns was both laborious and tedious. As will be seen from the detailed reports furnished herewith, I have succeeded in obtaining tolerably accurate returns of 20,093,704 tons; and upon careful revision by numerous well-informed local authorities, my first estimate of the amount of coal not officially returned to me has grown very considerably; indeed, as I get more information on the subject I find that our bituminous coal production greatly exceeds the amount we have been accustomed to hear it placed at, aggregating as it does, 26,465,704 tons. Mr. Andrew Roy, State Inspector of Mines for Ohio, has reported the production of Ohio at 4,168,445 tons, while his first estimates were but 3,820,000 tons; and similarly, in other cases, the more full the returns direct from the mines the more incorrect do I find all previous reports. I am able now to furnish, not an accurate statement, indeed, but by far the most full and reliable one that has yet been published of our coal production. The amount of labor involved in obtaining this admittedly imperfect report has been simply enormous. In the following tabular statement it will be perceived that Pennsylvania produces nearly one-half of all the bituminous coal mined * Since this paper was read fuller reports from some of the States whose production had been "estimated" have modified the figures given. The most serious error is in California, which produces probably 200,000 tons less than these figures. Oregon and Washington territories also yield smaller amounts than here reported; but these reductions are probably fully compensated by fuller reports from other States that were here underestimated. The correct aggregate amount will not vary much from that here given. Early in 1876 I will be able to give a fuller and more accurate report for the year 1875.

A PART of the material incorporated in this paper was derived from the studies of ancient metal objects examined by the authors from time to time for museums and art collectors, in order to verify the age of the metal. The data thus accumulated during several years was systemati-cally surveyed and supplemented by new material obtained in examina-tion of a set of specimens that had been generously donated by museums for this study. Altogether over 50 pieces were investigated, of which 39 are described in this paper. Every specimen is at least 1500 years old; the majority are considerably older. Exact conditions to which these bronze and copper objects were exposed in the ground are unknown, unfortunately. It is safe to say that exposure conditions did not remain constant during the long period of burial. Although the collection of specimens studied represents a wide variation in location and age of the objects, as well as in the nature and composition of the metals, it was found that fundamental changes in the metal structure were limited to a few typical cases which, therefore, may be considered as more or less general. The authors' chief aim was to study the effect of extremely long periods of corrosion on the structure of bronze and copper.

Wide attention is being placed upon various methods for cleaning the fine sizes of bituminous coals. The author describes and analyzes the results achieved on wet concentrating .tables of modern design on unclassified feeds of - 1/2 in. particle sizes, including tests on high-sulphur coals.

The eastern part of the state of Rhode Island on both sides of Narragansett Bay, including the island of Rhode Island, is underlaid with carboniferous rocks which carry veins of anthracite. This formation extends into the neighboring portion of Massachusetts, including the area from the state line, the towns of Mansfield, Brockton and Bridgewater,: and extending probably ten miles east of the latter two towns, to Middlesboro, and to Fall River. In Massachusetts the coal formation extends over nearly the whole of Bristol, and parts of Plymouth and Norfolk Counties. In Rhode Island and Massachusetts the area covered is about 400 square miles. In both states the exact limits of the coal measures cannot be determined on account of a thick layer of drift which overlays it. Along parts of Narragansett Bay, the coal measures outcrop in the cliffs on the west side of Rhode Island, and the presence of coal here seems to have been noted as early as 1760, and in 1768 a patent was granted to parties who "were about to dig after pit, coal or sea coal" at the back of the town of Providence. In 1807-08 Benjamin Silliman, later a geologist, visited some openings,' and in 1808 a mine was opened near Portsmouth, in the northeast part of Rhode Island. Work was done here until about 1814 when the mine was abandoned. No anthracite had been used in New England at that time, all coal used came from Nova Scotia, Virginia or England, and was high volatile bituminous; neither experience nor the means of firing favored the use of the local fuel? This mine was again working in 1827, was again abandoned and operations were resumed in 1847. In 1837 a note in a magazine mentions, "the immense coal mine in Cumberland-about six miles from the city of Providence" as having a shaft 14 ft. in diameter and 80 ft. deep, that the horses then used for hoisting the coal were to be superseded by a steam engine and another shaft was to be sunk. With these improvements 30,000 to 50,000 tons were to be produced the following year at a cost of $1 per ton and a sales realization of $6.1 Hitchcock's report refers to a number of localities in both states where definite knowledge of coal existed. During the last few years a type of coal called "splint coal" has been brought to the attention of the United States Bureau of Mines, through numerous inquiries concerning its nature. Until recent years it appears to have escaped general notice. The term "splint coal" is of long standing, but was thought to be merely another expression applied by the miner to coal having certain minor characteristics. When closely examined, however, these coals were found to form a marked and distinct type, with distinctive characteristics that cannot be mistaken. Because splint coals produce a hot cheerful flame, possess a clean blocklike nature, and have a high volatile content, they have lately become much valued for domestic, gas-producer and steaming purposes, and have attracted considerable attention. Mattkohle For many years we have heard from the Germans about Mattkohle and Streifenkohle, in contradistinction to Glanzkohle, but have not realized that they were of a different type from the coals with which we were most familiar. This type of coal was first brought to general notice by Muck, in 1881, who gave a good description of it.' Because this coal is often intercalated with thin sheets of brightly shining cod, Schondorff, who was more familiar with the Saar coals, called it Streifernkohle. This term was later used by Muck also. Still later Potoné² used this term exclusively for the whole group in contradistinction to a class called Glanzkohle, and considered these coals to be composed alternately of Humuskohle and Faulkohle or Mattkohle (Pig. 20). Not knowing the nature of the German coals and not realizing that the term Streifenkohle was applied to a distinct class of coal, the terms of its components as used by Potonié and others were translated to "bright Coal" and "dull coal" and applied to the components of our

THE mineral industries in this country have now had about a year of national planning. Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties. Elastic constants have been determined on single crystals of maximum-melting-temperature NiAl compound (50.6 at. pct Al) at 25°C. Temperature variations of Young&apos;s modulus in the three principal crystal directions between -150°C and +800°C exhibit no anomalies similar to those repovted for the isomor-phous compounds brass and AuCd. It is concluded that the ordered CsCl structure is stable throughout the temperuture range investigated NICKEL aluminide is a congruently melting inter-metallic compound of CsCl (B2) structure, stable over a rather wide composition range (40 to 54 pct Al). It exhibits a lattice-parameter maximum of a. = 2.883A at 50.6 pct 1,&apos; at which composition the excess aluminum atoms are randomly distributed on the vacant nickel sites;&apos; at higher nickel compositions the excess nickel atoms replace substitutionally in aluminum sites, while at higher aluminum compositions vacancies are present in the nickel sublattice.&apos; For compositions close to NiAl no significant variation in order has been observed at temperatures up to 900°C.3 At high nickel (65 pct) compositions the existence of a martensitic structural transformation has been reported.4 NiAl is isomorphous with the ordered B-brass structure and with the high-temperature structures of AuCd and TiNi alloys close to equiatomic composition. All of these exhibit anomalous elastic behavior as the temperature of their diffusionless transformation to lower-symmetry structures is approached.&apos;-&apos; This behavior has been explained as indicative of low stability of the CsCl structure in these compounds.8 The present paper reports the experimental determination of the elastic compliances of single-crystal NiA1. EXPERIMENTAL METHOD 1) Specimens. Polycrystalline NiAl was prepared by induction melting of carbonyl nickel and high-purity aluminum and casting into solid copper molds in gettered helium atmosphere. The castings thus produced were canned in mild steel and impact-extruded at 1100 to 1200°C to 38-in.diam rod. After the steel sheath was pickled off, the rods were converted to single crystals by repeated high-frequency satisfactorily produced the desired orientations in the form of crystals 38 in. diam by 8-12 in. long. These were subsequently center less-ground to 7 to 8 mm diam by 12 cm long, electropolished (in 80 pct methanol, 20 pct HzSO, at 25°C and 15 v), and their axial orientation determined to 1 deg by the Laue back-reflection technique. The rod dimensions were determined to 0.01 mm and the densities determined from geometrical dimensions and the weight of every specimen. The average density was 5.905 0.005 g per cu cm. 2) Elastic Data Measurements. Room-temperature elastic compliances Sii were obtained by determining to 0.1 cps the fundameGtal resonance frequencies in the longitudinal and torsional vibration modes. At these frequencies the following relations hold: E =p(2lfif =pvl= Sn- 2r[Sll- S12- -£„«] g -P(2iftf = pvf = (s<« - fr(sii - sw - ±s»y where vl and vt are the velocities, and f andft the resonance frequencies of the longitudinal and torsional waves, respectively; 1 is the length of the specimen, and r is the direction cosine factor—{cos2 a • cos2 0 + cos2 a . cos2 y + cos2 0 ¦ cos2 Y}. Given three crystals of orientations (loo), (110), and (111)) i.e., F = 0, 14, and 13, we can obtain six equations for the three unknown compliances, thus providing adequate internal check. Mode mixing can readily occur in the relatively long wavelength resonance utilized here. This could cause a significant error in the torsion wave velocities calculated from the apparent resonance frequenies. Therefore, throughout the present work, a method, described previosl,&apos; was used to ensure that no significant mode mixing took place at resonance. The apparatus used was originally designed for the Elastomat, Magnaflux Corp.. Chicago, 111. determination of flexural vibration resonance frequencies. At room temperature torsional vibration mode could be established by suitable positioning of the thin wires from the input and pick-up transducers, and longitudinal mode by cementing thin magnetic foils at the ends of the specimen, and inducing the vibration by means of electromagnetic transducers. Only flex-ural resonance frequencies could, however, be obtained reproducibly over the temperature range of -150 to 800°C. These data are considerably less accurate, the error in the modulus being estimated at -0.6 pct from the specimen dimensions and the room-temperature Poisson&apos;s ratio. The reproducibility of the resonance frequencies in repeat runs was, however, to better than l in 15,000, hence the relative elastic modulus error less than 0.02 pct. Therefore, the temperature variation of the principal Young&apos;s moduli obtained by flexural resonance, relative to room-temperature values, is believed to be satisfactorily accurate.

minerals of different specific gravities. It is simple in construction, easily operated, capable of treating large quantities in a short time, and highly efficient under various conditions. The question, whether the material to be jigged has first been sized, determines the two principal methods of jigging. Jigging preceded by close sizing, generally known as the Continental or German system, involves a more or less elaborate series of screens or trommels, with attendant cost for installation, operation, and repairs. Jigging without sizing, known as the English system, is, according to Munroe,1 a development of the hand-jigging formerly employed in Cornwall . and introduced by English miners to this country." In its simplest form, the method consists in jigging an ore-mixture previously crushed to some maximum size (although, in some cases, even this preliminary is omitted) oil a relatively coarse sieve, and then jigging again on a filler sieve, the material passing through the first sieve and bedding. While many modifications have been necessary to adapt it for use in mills of large capacity, where hand-work was necessarily, replaced by machines, the principle remains the same; the fact that the English system has been successfully employed, both in this country and abroad, is well known; and arguments have been made for its efficiency and applicability in a wider sphere than it has occupied hitherto. II. REVIEW OF PREVIOUS INVESTIGATIONS. The fact that treating a mixture of minerals under jigging conditions increased the amount of mineral saved, or, as Professor Richards aptly terms it, 1 ?the extra jig-catch," has long been known. To account for this fact a number of theories have been proposed. The work of Rittinger2 in this field has, for many years, been a classic in the literature of ore-dressing. For the purposes of my present paper, however, the work of two American investigators, Prof. H. S. Munroe and Prof. R. H. Richards, is chiefly concerned. Professor Munroe has given the results of an elaborate series of experiments,3 and his deductions, based largely oil theoretical grounds, of this work. A draft of a budget of revenue and expenditures for the ensuing calendar year is presented each September to the secretaries of the Founder Societies for the information and comment of their governing bodies. After revision, the budget is adopted, by the incoming Board of Trustees at its meeting in January.

M ETHODS by which Americanization is developed among the foreign workers at the mines in the United States, with particular reference to mines of the Pennsylvania coal region, were discussed in a most constructive way at the Wilkes-Barre Meeting of the Institute. Arthur Notman, of the Phelps Dodge Corpn., as chairman, guided the discussion. Americanization was defined by E. E. Bach, !chairman of the Institute&apos;s Sub-committee on Americanization, who said: "Americanization applies either to the native-born or foreign-born and is that process of assimilation which guarantees the full functioning of American citizenship. Naturalization papers merely entitle one to the privileges of citizenship."

(New York Meeting, February, 1912.) PREFATORY NOTE.-The first part of this paper was sent to me by Mr. Emrich nearly nine months ago ; and. I held it, waiting for the second part, which he had promised to forward soon, so that I might submit the whole to some of his former professional associates, and advise him of their criticisms and suggestions before offering his work to the Institute. But, five days before the second part reached me, I received by telegraph the news of Mr. Emrich&apos;s sudden death. The paper has therefore not had the benefit of such a revision by the author as might have made it in some respects clearer and more complete. Nevertheless, I believe that experts in the branch of metallurgy with which it deals will find it both original and suggestive.-A. EILERS. I. PARTIAL REFINING IN THE ANODE-FURNACE. During my connection with one of the large New Jersey copper-refineries, and probably before that period, from 15 to 20 per cent. of the copper-bullion received was the very foul, leady blister-copper produced from lead blast-furnace matte. It had been customary to mix a small part of this blister with each charge of purer pig-copper, in the effort to dilute it as much as possible before casting into anodes; but tank-house conditions were such that I was led to try making entire furnace-charges of this blister, and refining it as much as possible in the furnace-afterwards casting to anodes and refining electrolytically, in tanks and solution separate from the main bulk of the purer copper. In making this experiment, notes were made, for several furnace-charges, of everything thought to have a bearing on the question, and some interesting facts were brought out, both in the furnace-working and afterwards in the tanks.
