Bases of National Power At a time when the economy of the world is in a particularly troubled state it is appropriate to examine some problems of the distribution of natural resources. I should like particularly to call attention to the remarkable increasing demand for natural resources, to give an analysis of the demand for certain mineral resources, and to direct attention to some problems in satisfying this demand. All industrial power is based on natural resources and the most basic of these are soils, energy resources, and mineral resources. There is a strong interrelation of these resources, more than is obvious, and I shall take up certain aspects from the point of view of a geologist. Few nations are well endowed with all three of the kinds of natural resources I have mentioned and much has been done by some small countries whose peoples are industrious and enterprising and where conditions for free world trade have been favourable. However, major industrial power is dependent on a substantial endowment of all three classes.

The Mojave Desert is a particularly fragile ecosystem that faces several significant impacts. These include rapid housing development, overdrafted water supplies and loss of wildlife habitat — all a result of mining, industrial activity and urban sprawl. During the past three years, a diverse group of educators, natural resource managers and business leaders was assembled under the auspices of a local community college. This group’s goal was to provide unique natural resource education opportunities for the region.

Booster fans in underground coal mines are often located using the concept of a neutral point. Normally, intake airways are maintained at higher absolute pressure than return airways, so air leaks from intake to return. By adding a significant pressure force to a region of a ventilation system, booster fans installed in a return airway can increase the pressure in the return so that air leaks from return to intake. This is commonly referred to as recirculation. The neutral point occurs at the location in the system where the pressure difference between the intake and the return airway(s) is zero and at this point there is no leakage or recirculation. Ideally, placing a booster fan near the neutral point minimizes leakage and recirculation; however, in practice the position of the neutral point is not static and it changes as the ventilation system parameters change. This paper presents a study of how changes in the system parameters affect the location of the neutral point in a model coal mine ventilation system. First the effects of booster fan pressure and location on the neutral point are evaluated. Next the effect of increasing mine distance, and therefore mine resistance, on the location of the neutral point and the magnitude of recirculation is evaluated.

This paper, while briefly reviews its main scientific and technological advancement, pays special attention to the complete set of new technology and technical index achieved in recent years, which is characterized by using full-floatation flow-sheet as the backbone flow-sheet, explores some key factors influencing tungsten floatation, and presents a brief introduction to such new equipment as flotation column and comprehensive utilization of fluorite.

The conventional wave equation analysis without control of the representativeness of the parameters to the actual conditions does not provide accurate results. However, the representatives can be vastly improved by means of using the results of monitoring the dynamic response in a pile during driving. Dynamic monitoring displays the interaction of independent strain and acceleration measurements having directly propor­tional response to impacts, but inversely proportional response to re­flections from the soil. Examples are given and the CAPWAP method used to calculate from the measurements the dynamic pile and soil para­meters and mobilized soil resistance is outlined. The dynamic monitoring technique and analysis has been accepted internationally and been incor­porated into Building Codes. The prediction is offered that in five year's time, no major piling project will be undertaken without dynamic monitoring and analysis.

Maintenance strategy selection plays a significant role in mining design. The nature of maintenance strategy selection is a complex multi-criteria decision making (MCDM) problem including both tangible and intangible parameters which are often in conflicting with each other. Moreover, when decision makers are uncertain in determining and defining the ratings and the weights of alternatives and criteria respectively, fuzzy theory provides an appropriate tool to handle the existing uncertainties. In this paper, a new fuzzy MCDM method based on the concepts of TOPSIS and AHP was proposed to evaluate the feasible maintenance strategy. The linguistic terms are employed to assess the ratings and weights. Fuzzy AHP is utilized to calculate the weights of the evaluation criteria; then, the rankings of alternatives are computed based on fuzzy sets theory and TOPSIS. A real world case study is presented to illustrate a potential application of the proposed model.

Since 1910 the Bureau of Mines has given training in the care and use of oxygen breathing apparatus under conditions that may exist during mine fires and after mine explosions. In 1929 the Bureau supplemented this instruction by initiating a course in advanced mine rescue training to prepare mine officials and others to organize men for mine rescue and recovery operations. The course of instruction has been developed and expanded since its inception to keep abreast with new ideas, methods, and equipment. Four miners' circulars were issued to be used in the training course. The first of this series (Miners' Circular 33) deals with mine gases and the various methods of detecting them; the second (Miners' Circular 34) gives instructions for sampling and analyzing mine atmospheres; the third (this circular) describes methods and equipment for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures in sealing and unsealing mine fires and in conducting recovery operations, These circulars have been revised from time to time to keep them up to date.

A poured slag bottom is universally considered to be the best type bottom for copper reverberatory furnaces. It is impervious to molten matte and ready for immediate use.When molten slag is not available a monolithic silica bottom is the second best; such a bottom has been adopted at Mount Morgan. The laying of such a bottom is a phase of smelter construction on which so little real information is obtainable that a day to day record of such a recent example as Mt. Morgan's 19 ft. x 40 ft. reverberatory may be of interest. The work was done under the direction of E. Pesout, of McGill Smelter, Nevada. PREPARATION OF THE BOTTOMA 26-inch bed of closely packed firebrick with sand-filled joints was first laid on the clean, dry concrete foundation and the whole dried out by small fires maintained on the brickwork for several days. Ninety tons of silica sand was meantime thoroughly dried and stored in clean drums. This sand must be low in FeO and CaO and contain about 95% Si02 , the majority of which should be present as tridymite. This form of silica shows little expansion at high temperatures, for it is the form stable between 870° and 1470° C.Its presence thus minimises disturbance to the bottom by the expansion which, during the burning in, would mark the transformation of quartz to tridymite.

Chain Conveyor Cutter (CCC) is a chainsaw-type machine and originally developed for the construction of underground walls and/or ground improvements. CCC was developed from the accumulated technology of coal mining, combining the cutting technology of a shearer and the fuctions of chain conveyor. The CCC can cut harder soils and soft rocks, and vertically mixes the cut soils/rocks with cementing material selected through the discharging port installed at the bottom of the machine. In Indonesia, highwall mining trials have already been conducted in several coal mines. However, full-scale and regular operations have not been done yet due to the ground and machine control issues from their geological conditions. In order to overcome these problems, the application of CCC to highwall mining systems was proposed, and its applicability and technical issues to be solved were investigated in this research. This paper discribes the characteristics of CCC system and discusses the application of CCC to highwall mining systems.

Author's Note: Since the paper on "All-Flotation at North Broken Hill Limited" was read and discussed, the metallurgical results obtained have conclusively justified the adoption of the All-Flotation treatment.At present the shipping grades of lead concentrate produced from North mine ore range between 74% and 75% Pb, carrying approximately 43 oz. Ag and 4.5%-5% Zn. The lead recovery in lead concentrate is recording 95%-96% of the lead content of crude ore, and the milling and treatment cost on 6400 tons crude ore perweek of 96 hours has dropped to 6s. 3.6d. per ton on ore. With an increased ore tonnage, and with a new mill, considerable further reduction in costs is certain.New flotation machines, with 30 in. vertical depth of overflow (instead of 42 in. depth), are now being tried for the secondary granular treatment, with advantageous results. The treatment to-day is practically the same as that outlined in the paper, excepting that additional concentrate is returned for retreatment in the existing units.(Signed) A. LOWRY.Mr. T. A. "The main objective of this study is to find a solution to design a mass flow observer system with the minimum required sensors and maximum observability for a mineral processing plant. The second objective is designing a mass flow observer configuration with high reliability to manage sensor failures. This configuration will provide a robust monitoring system that increases plant availability and process measurement fault detection. Furthermore, the monitoring system is expected to improve process efficiency. In this investigation, the procedure of designing an observer system is presented along with three models to design the sensor network. The advantages and disadvantages of each models are discussed and finally the models result for an industrial case are presented and analyzed. INTRODUCTION The concepts of observability and redundancy of mass flow are directly linked with the ability to solve and estimate the mass flow. There are hundreds of streams in a process plant flowsheet, and for technical and economic reasons it is not possible to measure all mass flows. It is thus important to know for a set of measured streams, which of the unmeasured streams can be estimated. The concept of observability deals with this issue. It is also valuable to know whether a measured mass flow of streams can be estimated even if a sensor fails for some reason. Redundancy deals with this failure question. A stream is said to be observable if it can be estimated by using the measurements and/ or mass conservation equations. Also, a stream is redundant if it is observable even when its measurement is removed. Observability and redundancy analysis can be exploited for adding new measuring instruments. It can also play a useful role in efficient decomposition and data reconciliation problem (Narasimhan and Jordache 1999). The value of an observer system cannot be justified without considering its benefits. This justification is done through evaluation of data reconciliation, gross error detection and improving process performance such as outlined below:"

The new building of the Central Bank of Iraq in Baghdad was footed in difficult underground conditions on more than 600 reinforced concrete driven piles, with cross-sectional diameters of 45 x 45 cm and pile lengths of 12.0 to 18.0 m. The necessary embedded depth and the bearing capacity thus reached were established on all 600 drives piles by means of dynamic pile tests. For the calibration of the dynamic pile tests, 6 static pile load tests were carried out. The execution of the construction and the results of the extensive tests on the building site are shown.

The wastewater-treatment system of the Anaconda Mining Co., at its Butte, MT., operation has been physically and chemically characterize modeled on a computer and investigated with respect to alternate systems for economic heavy metal recovery. The system involves lime addition to a mixture of acid underground copper sulfide mine water, acid effluent water from the iron induced precipitation of copper from acid leach solution and basic suspensions of solid effluent from a concentrator plant. Experimental chemical analysis and predictive computer calculations shows that the monosulfllte and disulfllte complexes of transition metals (Iron II being dominant) and alkaline earths are 40% of the total dissolved metal load of both acid streams. The suspended solids (30% by weight) in the basic concentrator slurries are dominated by quartz and pyrite and also contain kaolinite muscovite, biotite and undissolved lime. The mixture of these three streams result's in major reductions in concentrations of Al, Cu, Fe, Mg, Mn, Sir and Zn, and a pH >7 with calcium, sodium, potassium, and sulfate being the major dissolved ions. The treatment system has been simulated in the laboratory and accurately modeled on a computer. The computer program, an altered REDEQL-EPAK, is capable of accurately predicting the amount of lime required to reach a desired effluent water. Preliminary research has indicated the usefulness of electroprecipitation as a means of recovering the valuable metal load and providing an EPA acceptable effluent.

Introduction The invitation to contribute a discussion on some of the broader features of the mineral deposits of our Cordillera seemed acceptable enough when presented several months ago. More mature consideration has impressed upon me the difficulty of making any constructive or very helpful contribution in the short time available and with my limited inspiration. Dr. Lang deserves our real gratitude for his general paper of nineteen pages at the beginning of the Volume. Into it, with the help of two diagrams and seven tabular summaries, he has packed a lot of useful information and has analyzed along several lines the data of the Volume's twenty-eight detailed papers on our mines and camps. He has added additional facts from his own knowledge of the region. I am sure that, like myself and the whole fraternity, he feels especially grateful to the eleven company geologists who found time to contribute detailed descriptions of mines they have studied. The Regional Situation With the Jubilee Volume and two recent publications of great value from the Geological Survey, we are more up-to-date on Cordilleran geology than we have ever been. But I would like to emphasize that we still have but fragmentary information. Brief study of G.S.C. Map 932A will illustrate this. Our knowledge of the Rocky mountains is limited to two narrow sections along the main railway lines, a somewhat larger area from the border north along the Mesozoic coal-bearing basins, and some reconnaissance along Peace river and the Alaska highway. There is some additional information on old maps, particularly those by G. M. Dawson, but it is very much of the 'exploratory' type. The other mapped areas are chiefly in the accessible region south of 'fifty-one', in the central part adjacent to and spreading north, recently, from the Canadian National railway, and along the edges of the Coast Range.

Very little has been written about the discovery and early history of prospecting of ironstone deposits in the Iron Knob-Middleback Range area of South Australia, the main source of supply of ironstone (hematite) for the Australian steel industry, and scanty though the record is, much of it is wrong or misleading.With the help of several people, to whom acknowledgement is made at the end of the paper, the writer has unravelled some of the story, but not the whole story. It is hoped that publication of this paper will stimulate interest in others, who may be able to supplement this account from family records, from the files of newspapers, or from archives.

At present, there is little knowledge concerning the shear strength of clays containing floating rock particles with concentrations from 0 to 30%. In practice, the effect of rock particles is typically disregarded in shear strength analysis The two primary reasons for this are: 1) a lack of agreement concerning the influence of rock particles on material strength, and 2) the expense and difficulty of testing day-rack mixtures with existing laboratory procedures. These factors have impeded the development of successful slope remediation design techniques far colluviums derived from resistant sedimentary rocks or spoil produced from surface mining. This study reviewed 3 1 technical papers which contain analysis of shear strengths for clay and sands with varying mixtures of rock particles. These technical papers, published over the last 40 years, are comprised of field case studies, laboratory evaluations, and theoretical analysis. Evaluation of this body of knowledge ha shown that the shear strength gradually increases with increasing percentages of floating particles in unsaturated clays.

BROMO Seltzer blue has gone to war. The blue of the Bromo Seltzer bottle is a product of cobalt, the Nation's No. 1 strategic metal. When the National Production Authority, on Nov. 21, 1950, ordered a 70 pct cutback in domestic use of cobalt, a stab of pain was felt in the hearts of the glass, porcelain enamel, steel, paint, pottery, and electrical and electronic equipment industries. The reason: A full-scale wartime economy with astronomical requirements for jet engines, high velocity projectiles, armor plate, electronic equipment, and the many products needed to win a war. There is little potential comfort for cobalt users in nonessential manufacturing, and the military will be pinched for optimum supplies of the metal. However, if proper measures are taken immediately and current plans are completed, in two years there will be far more cobalt available than ever before. When normal times return, cobalt supplies should be sufficient to meet peacetime military requirements, and greatly expanded domestic requirements that will result from new technological development for wartime but adaptable to peacetime products. An understanding of explosives science and technology, and the competence to harness it is central to maintaining Explosives capability, national security, and in sustaining a competitive industry. A consequence of eroding this competence is the increased likelihood of explosives accidents. These are often catastrophic as demonstrated by accidents in Nigeria, Russia, Toulouse and Enschede. An accurate measure of the earth's magnetic field can be made in a few seconds with the portable proton precession magnetometer. Such an instrument increases the applicability of the long successful method of magnetic prospecting for minerals. As an example of the usefulness of the proton magnetometer, a survey over volcanic rocks near Apsley (Tas.) was made.INTRODUCTIONA completely portable magnetometer whose operation is based on the free precession of polarized protons in the earth's magnetic field, is now available on the market at a price competitive with magnetometers based on the classical physical principles. The ease, accuracy, rapidity, and reliability with which measurements of the earth's total magnetic field can be made with the proton precession magnetometer, led to the try-out of the instrument in an actual field problem so as to evaluate fully the capabilities of the instrument. Such evaluation is important, because the history of magnetic prospecting has shown that whenever significantly improved instrumentation has been introduced, prospecting costs have been substantially cut and many areas in which the prospecting costs were formerly considered excessive in relation to probable returns, have become economic mineral prospects. In recent years, tellurium has been extensively used in the manufacture of semiconductor materials. For this type of application, high-purity tellurium is required. Selenium, lead and silicon are usually the main impurities in tellurium. During the electrolytic refining of copper, tellurium gold and silver are collected in the anode slimes. A pyrometallurgical treatment is used to recover gold and silver from the decopperized anode slimes whereas tellurium is oxidized and skimmed off from the refining furnace as a Na2CO3-based slag. In the slag, tellurium is present as sodium tellurite (Na2TeO3), which is further water-leached from the slag. The first step in the conventional process for tellurium recovery consists of the precipitation of the tellurium contained in the leaching solution as tellurium dioxide (TeO2). The solid TeO2 is then dissolved under acidic conditions for its further reduction with sulfur dioxide gas (SO2). In this paper, an alternative route for tellurium production is presented in which a sodium tellurate [Na2TeO4] intermediate is obtained by oxidation of the sodium tellurite in an alkaline solution following the water leaching step. Sodium tellurate is then dissolved in acid media and high-purity tellurium is obtained by reduction with SO2 gas. Experimental tests under laboratory conditions indicate that the novel process yields higher precipitation selectivity for tellurium than the conventional process. A comparison of its efficiency concerning impurities co-precipitation with respect to the conventional process is discussed.
