The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

The kinetic and practical aspects of the extraction of copper from copper-rich solutions by cementation on iron was investigated. Tests were made on the effect of stirring speed, cupric sulphate concentration, acid concentration, temperature, and ferric sulphate concentration on the reaction rate and excess iron consumption.Most kinetic investigations were conducted under a nitrogen atmosphere to prevent any oxidation of the iron or copper metals. The stirring mechanism for all tests incorporated the use of a rotating impeller above a static disc in the solution. The activation energy for cementation on the steel disc at high stirring speed was 8·6 kcal/mole, indicating a predominant chemical control.Increasing the pH first decreased, then above pH 3, increased the reaction rate. Additions of sodium sulphate also significantly increased the reaction rate.The use of high temperature and high pH under an inert atmosphere has been suggested for increasing the reaction rate and producing a high purity sponge copper product.

Continuing analysis of environmental samples for asbestos content has resulted in the misidentification of non-asbestos amphibole particles as asbestos fibers. These errors have received wide publicity (such as in the asbestos-in-crayon story) and have caused unnecessary reformulation of products. The primary cause of these errors has been a poor understanding of mineralogy and analytical techniques among the many asbestos laboratories that arose following the passage of the AHERA regulations. Presented here is a procedure based on published data that can be used to correctly classify an elongated particle as asbestos or as non-asbestos.

In 2010, the U.S. Mine Safety and Health Administration (MSHA) began holding hearings on a new coal mine respirable dust rule, which proposed a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the “hot spots” where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines’ compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, average mining height and selected “hot spot” counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications for the need for better dust control methods.

There is no doubt that simulated ventilation networks must be adequately verified before they can be extrapolated and used for predictive purposes. There are two general approaches as to how the verification can be established and these are summarised as follows; The first approach is to measure all individual branches with trailing hoses or barometers to get individual pressure drop and flow per branch and then calculate individual resistance factors for input into the software. The simulator is run, checking that the output makes general sense (check some sensitivities if possible). The network is now considered as verified. The pressure drop to be measured is relatively small and thus it is inherent that the measured set of individual K factors will be imprecise no matter how much care is taken in the measurements and the resultant simulations will inherit the same problem. In the second approach, the network is assembled using estimated (Atkinson) K factors (based on physical features of airway, past experience and catalogued typical K factors). Only the main primary flow rates are measured and hence the relative distribution of the primary ventilation in the main airways is determined (probably about 10 off primary air flow measurements). Main critical pressure differentials at main and booster fans and across critical doors are measured (probably about 6 off primary pressure differential measurements need to be made). The simulator is run and the computer model is used to iterate and select an updated suite of K factors so that the flow balances and pressure differentials are correctly simulated (typically only 2 or 3 iterations are all that is needed). The network is now considered as verified. The pressure differences to be measured will be substantial in absolute terms and can be measured with high precision. Also, because only primary flows are measured, these will generally be measured at higher air speed points and hence improved relative accuracy. This leads to more accurate simulation results. The early to mid 1980s was a period of mining consolidation, and many senior design engineers retired from the mill industry. Similar conditions have existed in the last few years. This creates a loss of a tremendous amount of experience. This paper is a look back by two senior mill designers who survived the dips in both time periods. From a continuous design practice of over 25 years, mill designs and fabrication practices are surveyed with a view of identifying what works, and is necessary, and what doesn’t, or is not necessary, in the creation of a safe, economic, long-lived grinding mill.

Safety in South African mines is a subject of significant interest, since many mining companies are experiencing production deficits due to safety-related stoppages. In this paper, safety data from the South African platinum mining sector is analysed for the period 2006 to 2010. The data was obtained from company annual reports as well as the Department of Mineral Resources, and analysis in the study is limited to injury and fatality data only. The overall safety performances of companies in the sector are compared, and opportunities for benchmarking and recognising potential sources of best practice amongst platinum miners are identified. Improving safety usually incurs a cost, and mining companies are particularly conscious of the importance of controlling costs. However, cost considerations often deal only with direct costs, and it has been shown that indirect costs are usually far more significant. Therefore, a greater safety spend will usually result in the creation of value for the mine since it will reduce the indirect costs associated with accidents. The results of some recent research in this area are presented. In this light, where available, the financial performances of mining companies in the sector, obtained from published annual results, are included in the benchmarking exercise to determine whether there is any correlation with safety performance.

Hargraves (1983) has reviewed the phenomenon of instantaneous outbursts of coal and gas with special attention to Australian occurrences. The purpose of this discussion is to highlight some problems and omissions in his review that reflect particularly on the authors' structural geological investigations of outburst-prone coal seams.It is surprising to find that much of the authors' reported work has either been glossed over or the results distorted by Hargraves (1983) and it is, therefore, important to clarify the contribution that structural analysis of coal seams can make.For many years it has been known that faults provided preferred loci for gas outbursts (for example, Briggs 1920-21) but the roie that faults played in outburstprone seams was unclear. The present authors reviewed the association of faults and outbursts drawing upon local investigations and the world-wide literature (Shepherd et aI., 1981), and discussed some wideranging aspects that result from the high coincidence of faults and outburst sites. Without repeating large segments of this article the authors will discuss four aspects of coal seam faulting and fracturing.

Rock burst has always been a major problem in deep underground engineering with high stress, and rock burst strength evaluation has become an important research topic. To effectively predict the rock burst hazard in underground rock mass engineering, a cloud model (CM) rock burst intensity evaluation method based on the CRITIC method and order relation analysis method (G1) was proposed in this paper. First, a rock’s uniaxial compressive strength σc, tangential stress σθ, uniaxial tensile strength σt, ratio of uniaxial compressive strength to tensile strength σc/σt (brittleness coefficient), ratio of tangential stress to uniaxial compressive strength σθ/σc (stress coefficient), elastic deformation energy index Wet, and depth of cover H were selected as evaluation indices of rock burst intensity. Ninety-five groups of rock burst measured data at home and abroad were selected, and the objective weight and subjective weight of each index were calculated by using the CRITIC method and G1 method, respectively. The comprehensive weight was determined according to the combined weighting method of game theory, and the sensitivity of each evaluation index was analyzed. By utilizing a forward cloud generator, the membership degrees of different rock burst grades were calculated, and then the rock burst intensity grades of the samples were evaluated and compared with the evaluation results of the CRITIC-CM method and G1-CM method and the actual grades. Finally, the rock burst classification ability of the model was analyzed. To better verify the accuracy and reliability of this model, the rock burst case of the W39 line in the Chengchao Iron Mine was analyzed by using this model. The research results show that the rock burst evaluation results based on CRITIC-G1-CM are basically consistent with the actual rock burst grade, and the rock burst intensity grade evaluation model has good practicability and reliability.

GENERAL DEVELOPMENTS IN CONCENTRATING COPPER ORES FROM 1912 TO 1932 During the east 20 years the milling of copper ores as practiced in the larger concentrators has chanced to such an extent that comparatively few of the machines in use at the beginning of this period remain in service today. Concentrating Practice in 1912. In 1912 the usual equipment for concentrating copper ores comprised jigs for the coarser sizes, tables and sand vanners for the intermediate sizes, and vanners for the finer crushed and ground material. Rolls operated in series under graded crushing conditions, were in common use for the liberation of the copper minerals; grinding by Chilean or Muntington mills ordinarily was confined to the coarser tailings of jigs and tables.

This work has for objectives to characterize a waste generated in the form of sludge during the treatment of the effluent of a paper making industry and to evaluate the effect of its incorporation in the amount of 10 wt.% on the properties and microstructure of a clayey body used for brick production. For the characterization of the waste the following techniques were used: X-ray diffraction, X-ray fluorescence, differential thermal analysis and termogravimetric analysis. Incorporated bricks were produced in industrial scale before firing at 750°C in a Modified Caieira type furnace. The physical and mechanical properties evaluated were water absorption and compression strength. The microstructure of the fired ceramic was evaluated by optical microscopy. The environmental evaluation was made by solution test and atmospheric emission by monitoring the release of SO2, NOx and particulate material. The results showed that, in agreement with the characteristics of the waste, its recycling into red ceramic can contribute to decrease the consumption of fuel during the firing stage. The properties of the fired ceramic attend the norms. With respect to the environmental aspect, the incorporation of the waste did not impact the environment.

Tensile tests were conducted on pure magnesium and on four commercial alloys over a variety of temperatures and strain rates. The high positive slope of the ductility vs testing temperature curves that is found over a short range of testing temperatures for these materaturerials was shown to result from the fact that the microstructure was not stable at these testing temperatures. Pure magnesium did not display a transition temperature, although its sub-room temperature ductility was low. This poor ductility resulted from a grain boundary weakness. The aluminum-bearing commercial magnesium alloys had a higher ductility than the pure magnesium. ness.Thealuminum-bearingcommercialThese alloys did exhibit a transition temperature and grain boundaries that were stronger than the grain material. Both pure magnesium and the commercial alloys began initiating cracks at strains equal to one half of their fracture strain. MAGNESIUM base alloys' enormous potential as structural materials lies in their high strength to weight ratios. At present, the high strength magnesium base alloys such as AZ-80, which will be discussed later, have about as high a tensile strength to specific gravity ratio as the highest strength wrought aluminum alloy, 75s-T6, and, of course, a much higher strength to weight ratio than structural steel. Further, since the magnesium base alloys develop their high strength to weight ratios with moderate strengths and extremely light weights, the ratio of load carrying capacity to the weight of many structures is relatively higher for the magnesium base alloys than their strength to weight ratios would indicate. This results because judicious increases in section size, such as increasing the depth of bending members or adding reinforcing ribs, can frequently increase the weight of a structure linearly while the strength and stiffness increase as the second or third power of the added weight. Strength and rigidity must be designed into lightweight structures by those techniques which establish multiaxial stress states. Consequently, strong, lightweight structures frequently also possess a greater propensity toward brittle failures. In order to insure against these catastrophic failures, an extra premium must be placed on ductility and toughness in light alloys. Current knowledge of the ductility and toughness behaviors—notched behaviors—of magnesium base alloys is limited.* Most of the magnesium base alloys * The state of present knowledge regarding the effect of testing temperature on mechanical properties has recently been summar-ized by Pritchard.' crystallize in the hexagonal system, so that they are expected to exhibit a tough and ductile to brittle transition temperature. Actually, a transition temperature behavior has been reported for commercially pure magnesium in the literature, but the characteristics of this transition temperatureh uggest that it may not be a transition in the usual meaning, but simply the onset of some thermal softening, a performance much like that which face-centered-cubic lead might exhibit slightly below room temperature. If transition temperatures do exist, such important questions as the manner in which they are affected by internal variables such as chemical composition and grain size, or the effect of external variables such as rate of straining or notch severity have never been investigated. The investigation reported upon herein was undertaken in order to define some of the mechanical behaviors of the magnesium base alloys better, to gain a better understanding of the influence of some of the above listed variables, and particularly to understand their effect on ductility and toughness better. Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two phase implementation of an IoT-based intelligent machine monitoring system. Phase one is the installation of a proof-of-concept system at a concrete batch plant, while phase two involves scaling up the system to include additional sensors, more detailed safety/performance metrics, proximity detection, and predictive failure analysis.

Hatch (260) made the following pertinent statement regarding the present status of engineering design of dust-control equipment: Textbooks on ventilation and engineering handbooks devote little or no space to methods of control of industrial dust, and in the technical journals papers on fundamental engineering design of equipment are conspicuous by their absence. In a recent bibliography of the literature on pneumoconiosis less than 1 percent of the articles dealt with the engineering control of the disease. The science of dust control has not developed beyond the stage of trial and error, and the design of structures for the suppression of dust is based almost entirely upon empirical data together with one or two elementary formulas. The latter were derived from the generalized experience in a limited number of Industries such as woodworking, where conditions and requirements are not at all like those, for example, in a sand-pulverizing plant. Wide experience and good judgment are essential to the proper use of the scanty information that has been collected and systematized. Without attempting to minimize the importance of experience in engineering design, it is necessary to point out that most of the past experience obtained in the empirical design of dust-control equipment was not evaluated by means of quantitative studies of the actual reduction in dust , fence, past experience does not necessarily furnish the proper guide for future design. In fact, recent surveys in certain industries, employing modern methods of investigation, have shown that existing equipment is in many cases inadequate.

Lithium is an alkali metal found in brine deposits in the United States, Chile and Argentina, as well as in hard rock deposits in Australia and North America. In hard rock deposits, spodumene (LiAl(Si2O6)) is the major economic lithium bearing mineral. Spodumene is typically upgraded through a combination of dense media separation, flotation and magnetic separation. One of the major spodumene concentrate quality specifications is the iron oxide content because it will help determine if the concentrate is considered ceramic grade for use in ceramics and glass or chemical grade for use in lithium ion batteries. The rejection of iron bearing silicate minerals from artificial ore composites (high amphibole and low amphibole, high quartz/feldspar) from a hard-rock spodumene deposit was investigated using magnetic separation and flotation. The efficacy of Wet High Intensity Magnetic Separation (WHIMS) in iron rejection was found to be dependent on the mineralogy of the iron-bearing silicate minerals including modal distribution, liberation and association. When magnetic separation was conducted prior to flotation, the Fe2O3 grade in the final flotation spodumene concentrate was reduced from ~3% to ~1% Fe2O3 , and improved lithium recovery in flotation was observed. It was determined that it was most effective to conduct WHIMS on the flotation feed after scrubbing and de-sliming because this reduced the required magnetic field to recover iron-bearing minerals, likely because slime coating was greatly reduced. Flotation collector screening of four different collectors with varying rosin acid content demonstrated a potential increase in selective flotation of spodumene over some iron silicate minerals with decreasing rosin acid content in the fatty acid collector. However, due to marginal difference in flotation results with the various collectors tested, further testing is required to confirm the observations made and establish a hypothesis regarding the effect of rosin acid content.

??care has to be taken that the design is driven by sound geological reasoning and rigorous engineering logic rather than by the very attractive images that appear on the computer screen.??Hoek 1999 Design of a cavern is inextricably linked to the engineering geology of the site. The importance of sound geological reasoning will be illustrated by transportation projects in New York City where there are proposals for at least 11 caverns. These caverns have been the subject of advanced exploration techniques and geological interpretation but even so the raw data falls short of the sophistication of modern numerical methods. This paper will give geological explanations for the engineering characteristics of the rock in New York City which will provide guidance for practitioners when approaching cavern design in New York and elsewhere.

The areas of concern lay in the processing of, and the subsequent hearing into, Waihi Gold's resource consent applications to extend Martha Mine. The proposed amendments to the Resource Management Act 1991 might see the introduction of contestability in the processing of applications - which would have assisted Waihi Gold; and the use of commissioners to hear the applications, with a right of appeal to the Environment Court on points of law only. It is also proposed to have major applications heard directly by the Environment Court. If Waihi Gold's applications had been heard at first instance by the Court, the delays in time and associated costs would have been reduced. However a hearing by commissioners only would not have been satisfactory, there being no right of appeal against the conditions of consent, which if implemented as granted by the Councils would have had a significant impact on the costs associated with the extended project.

"Slime coating is a recognized challenge in fine particle flotation, not only in decreasing recovery, but also in reducing the selectivity and hence froth quality. In this presentation, a novel method based on electrophoretic mobility distribution measurement to study slime coatings is described. By measuring electrophoretic mobility distribution of individual minerals and their mixtures, the interactions between these minerals can be evaluated.For illustrative purposes, a model system of fine coals, or oil sands with two different types of fine clays was studied. Flotation tests showed a significant decrease in coal (bitumen) flotation recovery with montmorillonite but not with kaolinite clay addition. When electrophoretic mobility distribution of a fine coal/montmorillonite clay mixture was measured, a single modal zeta potential distribution was obtained, in contrast to a bimodal distribution for fine coalkaolinite clay mixture. This finding suggests a stronger adhesion of montmorillonite than kaolinite clays on fine coal surfaces. In the case of bitumen, the bimodal zeta potential distribution was measured for the mixture of bitumen emulsion and kaolinite or montmorillonite, indicating a weak attraction of the clays by bitumen. In the presence of calcium, however, a single modal zeta potential distribution was obtained in the mixture of bitumen emulsion with montmorillonite but not kaolinite clays. These findings are in excellent agreement with bitumen flotation results, demonstrating that the electrophoretic distribution measurement is a powerful tool to study slime coating phenomenon in a complex fine particle flotation system."
