This report covers the study of the feasibility of using a hand-held infrared viewer as a methane indicator to observe methane gas at the face of an underground coal mine. The objective of this program was the development of a hand-held device to remotely detect the presence of concentrations of methane gas in underground coal mines. Convenient "mapping" of methane from a remote location would allow rapid and safe corrective procedures for working personnel. Modified commercially available equipment was evaluated both in the laboratory and in a working mine. Although readings were obtained and the general principle of operation demonstrated, the power levels necessary, and protective enclosures required, would raise the weight of the instrument beyond practical limits of portability. Based on currently available technology, it is the conclusion of the investigations that a practical, portable, hand-held visual methane indicator is beyond the state-of-the-art. The recommendation was, therefore, made that work be suspended, and the results and data compiled and presented in a final program report.

The purpose of this investigation was to develop methods, on a laboratory scale, for recovering tin from Bolivian metallurgical slimes. Petrographic and chemical analyses were made of slime ore fractions from several well-known tin operations. High percentages of the total tin were volatilized as chlorides at temperatures below 600° C. Under optimum conditions reaction rates were relatively rapid, and the chloridizing reaction approached completion. Owing to the low temperatures involved and the high yields of tin, the process was considered to have possibilities for treating Bolivian slimes on a commercial basis. ACKNOWLEDGMENTS Appreciation is hereby extended to the Patino Mines and Enterprises, Inc., of Bolivia, for supplying slimed tin ores that were used in the experimental work. This report documents the current status of the U.S. Bureau of Mines ongoing investigation of the use of adaptive signal discrimination (ASD) systems to distinguish between cutting coal and cutting rock. Cutting-tool forces and vibrations were measured in the laboratory using both conical bits and roller cutters in a linear-cutting apparatus for several material samples and two cutting directions. A number of ASD systems consisting of one or more signal classifiers were trained and tested to study how data window size, type of signal feature, and combining (polling) of classifier results influence system performance. The results show that ASD system recognition rates can be improved by increasing data window size, removing air-cutting portions from the signal data, overlapping data windows, and combining (fusing) information at various levels of ASD system operation.

As ore deposits become finer grained the requirements for regrinding before cleaning or leaching have increased substantially. Despite this increasing need, there is no standard test to predict grinding energy requirement below 70 microns. The standard Bond Mill test applies for coarser ball milling, but is not appropriate for stirred milling with fine media grinding to 70 microns. With no industry -standard test, the energy requirement is often made on the basis of supplier estimates or benchmarking against similar applications. Yet suppliers use vastly different scale-up methods which result in widely different energy estimates. Estimates can differ by 100-300% even for similar mills. This must result in serious errors to install either too much or too little grinding power. This paper explores this by comparing the actual performance of full scale regrind mills against their original design estimate. It confirms that serious scale-up errors have been made, and have then been perpetuated by ?benchmarking?. The test conditions to achieve accurate power estimation are discussed. The essential test conditions are: continuous (not batch) tests, ensure steady state (no coarse fraction retained in test mill), correctly account for classification, measure energy directly (not inferred), and using the same media size as the full scale installation. Failure to correctly address even one of these factors can bias results by 40%; failure to address several multiplies the error.

"The New Orleans area has been repeatedly flooded by major storms and hurricanes since its French colonial era. After severe flooding in May 1995, the U.S. Congress authorized a massive flood protection project called the Southeast Louisiana Urban Flood Control Program (SELA) in 1996 to improve interior drainage in Orleans, Jefferson, and St. Tammany parishes. However, the project was not fully funded before the landing of Hurricane Katrina in 2005 and Hurricane Rita, which breached many of the area’s levees and flooded 80 percent of the city. Finally, the project was fully funded in 2008 and has been worked on towards its 2017 completion. Another large project simultaneously worked on in the area is the Hurricane and Storm Damage Risk Reduction System (HSDRRS). This system was designed for a 100-year level of flood risk reduction. One particular project within the HSDRRS rendered successful due to an unconventional method of pile driving that was utilized to install sheet piles to reinforce an existing concrete I-wall. This paper will discuss how and why this non-vibratory method of sheet pile installation allowed the project to be successfully completed ahead of schedule.INTRODUCTIONSteel sheet piles were utilized on many of the SELA and HSDRRS projects for permanent cutoff walls under concrete I-walls or T-walls or for temporary earth retaining walls of drainage structures. Although the SELA Project was established in 1996 after severe flooding the year before, hardly any work was done on it until the two catastrophic storms Hurricanes known as Katrina and Rita triggered its revival. These two hurricanes also triggered the HSDRRS soon after the storms’ devastation. The SELA project authorized to improve interior drainage systems while the HSDRRS project was authorized to raise or restore levees and floodwalls mainly along Lake Pontchartrain, the Mississippi River, and Lake Borgne in addition to other areas. Figure 1 shows the SELA Projects that have been completed, are still under construction, or approved for construction. The projects fully highlighted in yellow within the map specified the press-in piling method. These improvements included drainage systems, pump stations, surge walls, and outfall canals as enhanced protection for future storms similar to Hurricane Katrina that caused so much damage by inundating the New Orleans area in August and September 2005 respectively (Facts and Figures, 2012). The completion of these projects were the responsibility of the U.S. Army Corps of Engineers, New Orleans District.Due to the fact that many of the projects were in densely populated areas, the Army Corps of Engineers specified a non-impact, non-vibratory press-in piling method for driving and extracting sheet piles for many of the projects to mitigate noise and vibration impacts. The soft soil conditions in the New Orleans area was also a contributing factor in the Army Corps of Engineers’ decision to specify this piling method due to the risk of settlement for existing historical as well as modern structures. In addition, there were other projects that elected to use the press-in method without any contractual requirements. One of these projects was the Inner Harbor Navigational Canal Reach II Emergency Interim Repair which was part of the HSDRRS project that has been under construction since its authorization in 2005 (Facts and Figures, 2012)."

"INTRODUCTION Abnormal material requirements of the nation at war impose an intensive demand upon many irreplaceable natural resources. Natural-3as reserves) for example, are being subjected at the present time to extensive depletion by large-scale withdrawals of gas to supply unprecedented demands for fuel and raw materials for the synthesis of strategic products. Fluids produced from many so-called gas-condensate type reservoirs have become an important source of hydrocarbons vital to the war effort.Development of gas-condensate type reservoirs in Arkansas, Louisiana, and Texas in recent years created many problems not common to ordinary gas-producing operations. Early in the development of condensate-type gas fields, general practices were evolved and applied to insure efficient re¬covery of the hydrocarbons existing in the gas phase under initial reservoir pressures and temperatures, put often the practices were predicted mainlyregardingupon generalized theory regarding the behavior of the fluids and were not always the most efficient, because field and laboratory procedure for testing these hydrocarbons had not progressed as rapidly or as far as field development. Specific information regarding the composition and properties of fluids ultimately recoverable from many gas-condensate reservoirs, especially, is lacking."

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

This article deals with an investigation into the specification and use of appropriate seating systems to reduce whole-body vibration (WBV) exposure in typical vehicles used in the SA mining industry. The EU Directive EU/44/2002 to be legislated in 2005 in European countries, provides legal and economic motivation for this project. The criteria for seat selection can be condensed to the requirements in the directive, which mandates an action level of 0.5 m/s2and a vibration exposure limit of 1.15 m/s2 for an equivalent 8-hour daily exposure period. As part of this study six suspension seats, which the manufacturers claim satisfy the requirements in ISO 70966, were tested to determine the most suitable seat for an articulated dump truck. Six test subjects, three ?light? and three ?heavy? as specified in ISO 70966, were used to estimate the seat transmissibility functions in the vertical direction of the six different suspension seats. Transmissibility functions were measured in the laboratory with two excitation levels of 1 m/s2 and 2 m/s2 r.m.s. in the 0.5?30 Hz frequency range, as well as one spectrum approximating the EM5 spectral class. SEAT values were calculated for road vibration data measured on a typical articulated dump truck. A set of seat selection guidelines that can be followed by vehicle manufacturers and suppliers, procurement officers and and the technical staff on a mine is proposed in this article. It is recommended that additional studies of the use and operating conditions of seating systems in the SA industry, as well as an epidemiological survey be commissioned to gather additional information on this subject. THE Institute of Metals held a well rounded out symposium on the working of metals, distributed over two sessions. At the first session* four papers were presented, two dealing with the, cold working of metals and alloys and two with the hot working of non-ferrous alloys. The first paper by E. V. Crane, dealt with "Metal Working in Power Presses." Mr. Crane pointed out the empirical nature of engineering data available for use in calculating the probable stresses developed and power requirements, for the shearing, drawing, binding and other forming operations. He described the various operations, methods of determining stresses developed and presented data obtained. In the discussion C. F. Hammond took exception to Mr. Crane's objections to the rather too frequent. annealing operations in drawing of cartridge cases, pointing out that the material was-manufactured to meet specified structure and physical requirements, which could only be met by carefully controlled sequences of working and intermediate annealing operations.

Primary lead is produced in the United States by the pyrometallurgical smelting of lead sulfide (galena, PbS) concentrates, which poses sulfur dioxide and lead air pollution control problems. The Federal Bureau of Mines has investigated an alternative hydrometallurgy procedure that does not generate gaseous sulfur oxides and diminishes the potential for the escape of lead into the atmosphere. The procedure involves leaching galena flotation concentrates with ferric chloride (FeC13) solution to obtain lead chloride (PbC12) and elemental sulfur as expressed by the following chemical reaction: PbS + 2FeC13 ? PbC12 + 2FeCl2 + S°. At 100° C, over 99 pct of the PbS in the concentrate is converted to PbCl2 in less than 15 min. The leach solution, composed of brine (NaCl) containing slightly more than the theoretical required amount of FeC13, dissolves the PbC12 as it is formed, leaving a residue of elemental sulfur plus gangue. High-purity PbC12 (>99.9 pct) crystallizes from the leach filtrate on cooling and is electrolyzed in a low-temperature, fused-salt cell to obtain corroding-grade metal (>99.94 pct Pb). Spent leach solution (FeC12) is regenerated for further use by reaction with the chlorine obtained in the electrolysis of lead chloride. Other values, such as Ag, Cu, Zn, and S°, are recovered by additional treatment of either the leach solution or leach residue.

The works recorded in this Test Report have been performed by Rade Roncar - Electrotechnical Institute of Zagreb, SFR Yugoslavia in collaboration with Bureau of Mines. The main objective of these investigations was to investigate the possibility of fabrication of thin-walled square enclosures of satisfactory safety factor in accordance with requirements of effective technical regulations. The results and the investigations can be divided in three main fields: - investigations of thin-walled enclosures with the view of determination of pressures causing technological deformations before performing tests in accordance with effective applicable regulations, - finding the safety factor by means of tests of metal-foam pressure vents, - comparison of enclosures with and without pretreatment by technological deformation.

"The goal of the work was verification of bacterial leaching on the samples of black coal. From the results obtained it was clear that the coal is very well leached by Thiobacillus ferrooxidans and this technology can be used for coal desulphurization. A leaching time of one month is required, to remove 65% of total sulphur and 85% of pyritic sulphur.Microscopic evaluation of samples from Jaworzno showed, that it should be classed as a coal with low coalification, probably from black coal hemiphase. Macerals of the liptinite group were well distinguishable; they were of a dark brown colour. Evidence of coal mass oxidation was apparent on the fresh sample; in the test samples (during bacterial leaching) small grains were oxidised."

"This article investigates the complex problem of a budgeting process for a large mining operation. Strict adherence to budget infers that financial results align with goals. In reality, the budget is not a predetermined entity but emerges as the sum of the enterprise’s operational plans. These are highly interdependent, being influenced by unforeseeable events and operational decision-making.Limitations of stochastic simulations, normally applied in the project environment but not in budgeting, are examined and a model enabling their application is proposed. A better understanding of budget failure in large mines emerges, showing that the budget should be viewed as a probability distribution rather than a single deterministic value.The strength of the model application lies with the combining of stochastic simulation, probability theory, financial budgeting, and practical scheduling to predict budget achievement, reflected as a probability distribution. The principal finding is the interpretation of the risk associated with, and constraints pertaining to, the budget.The model utilizes a four-dimensional (space and time) schedule, linking key drivers through activity-based costing to the budget. It offers a highly expressive account of deduction regarding fund application for budget achievement, emphasizing that ’it is better to be approximately right than precisely wrong’."

"Detection of outliers is an important primary step in geomodelling. Geological datasets often contain errors due to problems such as measurement device limitations and recording glitches. In this paper, a robust Mahalanobis distance–based approach is successfully applied to particle size distributions of the Joslyn lease, an oil sands development site near Fort McMurray, Alberta, Canada. Automatic outlier detection and geological review were combined. Outliers from the Mahalanobis distance approach were compared with their respective core photographs to determine if laboratory measurements and facies classification were correct. A checking procedure for laboratory technicians is proposed.RÉSUMÉ La détection des valeurs aberrantes constitue une étape primaire importante de la modélisation géologique. Les ensembles de données géologiques contiennent souvent des erreurs en raison de problèmes tels que les limitations des instruments de mesure et des pépins d’enregistrement. Dans le présent article, une méthode robuste basée sur la distance de Mahalanobis a été mise en oeuvre avec succès aux granulométries du bail minier Joslyn, un site de sables bitumineux en développement à proximité de Fort McMurray, Alberta, Canada. La détection automatique des valeurs aberrantes a été combinée à une étude géologique. Les valeurs aberrantes de la méthode de la distance de Manalanobis ont été comparées avec leurs photographies respectives de carottes de forage afin de déterminer si les mesures en laboratoire et la classification des faciès étaient correctes. Une procédure de vérification pour les techniciens de laboratoire est proposée."

This report describes a gage which, when used with my procedure for producing strain relief, will measure the resulting borehole deformation, From the borehole deformation the magnitude and direction of the principal stresses in a plane normal to the axis of the borehole can be calculated. The design considerations, mechanical construction, sensitivity, and stability of the gage are discussed. INTRODUCTION During the past two decades an increasing mount of consideration has been given to the problem of measuring and evaluating stress in rock around underground openings. Several investigators have made theoretical and model studies of the stress and (or) strain concentrations around simulated mine openings or in structural members, such as mine pillars or immediate roof. Other investigators have developed gages for directly or indirectly measuring stress or strain, and a number of reports present the results of measurements made with these gages. Because various methods and instruments have been developed, factors involved in this type of measurement will be briefly considered.

It has long been known that ventilation is a cost-effective method to lower respirable dust concentrations in all types of mining applications. The National Institute for Occupational Safety and Health has been working on a number of different research techniques that use ventilation as a critical component to lower respirable dust levels at surface and metal/nonmetal operations in the United States. This article presents five such research efforts. The first research area discusses how improving the ventilation flow patterns in an iron ore mill facility lowered respirable dust concentrations by 31 pct throughout the primary grinding area. The second research area examines how respirable dust levels were lowered at a dimensional stone shop by using air cleaning units suspended from the ceiling. A third area discusses how improvements in ventilation at underground limestone mines lowered respirable dust concentrations. The fourth area examines how improvements in dust filtration and pressurization systems significantly impacted the air quality in enclosed cabs of surface mining equipment. The last area presents a newly developed clothes cleaning technique. This technique uses an air spray manifold to blow dust from a worker’s clothing in an enclosed booth, which confines the dust for capture and removal by a baghouse dust collector. These research areas represent an array of different control technologies to lower respirable dust concentrations. Ventilation is an integral part of these control technologies.

The optimization of metallurgical processes requires knowledge of the heterogeneity carried by constituents of interest. The common scenario, almost an industry standard, is to rely on the engineering firm who in turn relies on favorite manufacturers of sampling equipment to provide the appropriate sampling systems in the plant to perform accurate metallurgical accounting. This sequence is flawed from the beginning to the end because everything should be based on a careful understanding of the Theory of Sampling (TOS) by the company project team and their expert who invariably would suggest various approaches and different sampling systems.The necessary progressive and iterative approach should be that the company’s project team (mining or other industries) would do its home work to have a good understanding of the geometallurgy, mineralogy and texture of the ore in each geological unit so consultants and engineers would have the best information to start with. Then a reputable sampling expert would recommend which sampling systems are needed, so the company would require engineering firms to follow pre-established, non-negotiable requirements, and finally select the sampling equipment existing on the market today that is most likely to lead to accurate and precise enough metallurgical accounting.It is the author’s experience that when this necessary progressive and iterative approach is bypassed, sampling systems installed in the plant are likely to transgress the most elementary rules of sampling correctness. Invariably the argument is that the company cannot afford correct sampling systems for metallurgical accounting as suggested in the Theory of Sampling. There is nothing that is farther from the truth when later problems will develop and inevitable reconciliation difficulties with miners and geologists become daily routine with impossible answers; as a last resource the sampling expert may be called to perform a post-mortem analysis.The progressive and iterative approach suggested in this paper should be a due diligence requirement for any bank providing a loan for an important new mining project; anything less is most likely to generate unpleasant financial losses; historical, well-known examples are referred to.CITATION:Pitard, F F, 2015. PolyMet Mining is developing the NorthMet property near Duluth, MN. Laboratory investigations have led to the development of the Platsol process to dissolve in one step the base metals (copper and nickel) as well as the gold and platinum group metals (PGM). To complete the prefeasibility study, a fully integrated, 10-day pilot plant trial was undertaken. The trial consisted of high-temperature (>220ºC or >428ºF) pressure oxidation in the presence of 5 to 10 g/L chloride (the Platsol process). This was followed by solid/liquid separation, gold plus PGM recovery from solution, conventional copper solvent extractions/electrowinning (SX/EW) and recycling of the copper raffinate to the autoclave. The concentrate tested during the trial period was a NorthMet bulk flotation concentrate. It assayed 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t (0.041 oz/st) Au, 2.2 g/t (0.064 oz/st) Pt and 9.9 g/t (0.289 oz/st) Pd Laboratory results were confirmed and, with minor adjustments of the laboratory Platsol conditions, the following leach extractions were obtained during the pilot plant trial: 99.6% Cu, 98.9% Ni, 96% Co, 94.6% Pd, 96 % Pt and 89.4 % Au.

It is known from soluble salt flotation practice that the K, Mg double salts of kainite (KClMgSO43H2O), and carnallite (KClMgCl26H2O) are difficult to float and must be converted to other salts such as schoenite (K2SO4MgSO46H2O) and sylvite (KCl) in order to recover potash values. The flotation characteristics of these double salts have now been confirmed in some detail by carefully controlled laboratory experiments with both cationic and anionic collectors. The experimental results are discussed in view of recent experimental findings regarding the flotation characteristics of simple salts, in which the flotation response was shown to be determined by the interfacial water structure and whether the salt could be considered to be a water structure maker or a water structure breaker. The same approach can be use to explain the flotation response of the potassium double salts ; schoenite, kainite, and carnallite. In addition, the sign of the surface charge of schoenite (K2SO4MgSO46H2O), was determined as a function of pH from nonequilibrium electrophoretic mobility measurements. Schoenite appears to exhibit three charge reversals (CR) which can be explained based on surface hydrolysis reactions. The flotation behavior of schoenite is further considered based on solution chemistry calculations, electrophoretic mobility measurements, and microflotation results.
