"This paper provides guidelines on performing mass and energy balance modelling involving coal and coal derivatives. Usually, the inputs to a pyrometallurgical process would be specified in terms of elements and compounds. Reliable thermochemical data is more widely available for species involving uniquely defined, relatively smaller molecules. However, in the case of coal, the molecules are extremely large and not uniquely defined. Consequently, modelling processes involving coal and its derivatives involve several potential pitfalls. These are outlined in the present paper.It was found that coal proximate analysis should not be regarded as absolute; it could vary with several parameters, including heating rate. For modelling, the use of ultimate analyses should be considered a preferable option to proximate analyses, where ‘fixed carbon’ and ‘volatiles’ are not defined in terms of chemical composition. Significant errors could be incurred if the larger molecules are neglected during calculation of the calorific value (CV) of coal gas (the gas liberated when coal is heated in the absence of oxygen).For elemental analysis determination, the oxygen content (which is calculated by balance) should be checked to ensure it is within the expected range. For representation of sulphur in coal, one should avoid doublecounting due to SO3 in the ash analysis.Potentially, oxygen in coal could be represented as O2, H2O, CO, or CO2.However, use of some of these species without considering the experimentally determined gross CV leads to significant errors in the energy balance. If coal enthalpy is calculated from elemental analyses without correction, representation of coal oxygen as H2O(l) gives reasonable accuracy. Coal volatiles could be represented by a complex mixture of compounds, even using different oxygen-containing species than these four, provided the enthalpy is corrected.It is recommended that an ‘enthalpy correction value’ be incorporated in energy balances involving combustion, devolatilization, or conversion of coal and coal derivatives, e.g. coke, char, or tar. That would imply that proximate analysis, elemental analysis, as well as the gross CV would be required for all solid or liquid coal-derived substances being modelled. No other correction due to carbon being present in a form other than graphite should be used, as that would imply double-counting some effects."

For practical purposes of the use of information resources in the field of geomechanics and mine surveying with accepted mining technology in mines, the authors have developed the packaged software programs of the survey-geomechanical information system with database objects of mine field. This system enables to execute the graphical representation of workings layout in preset scale, axonometric projection, the zones of higher ground pressure: program packages for calculations of rock pressure manifestations and for selection of suitable support facilities for the permanent, development and active workings and vertical shafts based on the information resources of the State Research Institute of Mining Geomechanics & Mine Surveying (VNIMI). The program packages are applied at coal mines in Russia and in Kazakhstan. The profitable operation of coal mines can be reached only by the combined optimal engineering decisions in mine working's laying-out and their reliability and safety at the stages of their designing and exploitation, and with minimal harm of the environment as well. This problem is being complicated by the fact that today the mining-practicing engineers and designers are ordinarily facing the problem " of an information barrier", when the complexity of controlling systems exceeds the potentialities of traditional management of production practice. Coal mine is a typical representative of complicated systems, because the information about geological structure, physicomechanical properties and stress-strain state of rock mass are of fragmentary character and insufficiently reliable. A mine has a developed network of interrelated workings, by the way, some of them are productive ones being subjected to control to a certain extent, and some of them are abandoned ones being noncontrollable and hazardous in rushes of water, gas, pulp and fire. The ground pressure forces cause the disintegration of rock mass growing with depth. The progress of mining operations constantly changes the geomechanical situation forming the zones of bearing pressure, stress relieving, coal falling, as well as it leads to the pulp movement on the earth surface, breaks the ground water flow, causes deformations and changes in stability of buildings, constructions and natural objects on the earth surface. One should take into account the existence of hazardous zones within the mine field, i.e. the zones of elevated ground pressure, geological dislocations and those ones under natural water reservoirs, ponds, etc. Major coal seams are prone to rock bursts, sudden outbursts, bleeding, endogenic fire. It is obvious, that in practice it is extremely difficult to account for the mentioned above factors in their interrelation.

Early in 1912, from information received by the Bureau of Mines, it became evident that quantities of valuable radium-bearing ore from Colorado were being exported for manufacture in foreign countries and that at least part of the manufactured product was being returned to this country and sold at a price entirely incommensurate with that received by the miner and the prospector. Consequently, in line with its efforts to increase efficiency in the mining and treatment of mineral resources, the Bureau of Mines undertook an investigation of conditions. Results of this preliminary investigation were published, in the summer of 1913, as Bulletin 70,a which gave an outline of the radium deposits of the West, the conditions of mining, the wastes involved, and the status of the production of radium from its ores. At about this time newspapers and medical journals were publishing statements regarding the value of radium in cancer therapy. These reports, although many of them were exaggerated, brought out clearly the remarkable virtue of the gamma rays for the treatment of cancer and other malignant growths. In view of the fact that the largest known supplies of radium ore in the world are in the States of Colorado and Utah and on the public lands of the United States, it was deemed highly important for the Bureau of Mines to study the production of radium in detail. Such study, it was hoped, would enable the prospector and miner to obtain a fairer price for the ores and would furnish information necessary in case Congress appropriated funds to develop methods for extracting radium from ore on the public lands under Government supervision, to be supplied at cost to the hospitals of the Army, Navy, and Public Health Service.

The paper describes an improved process for the recovery, purification, and concentration of copper values from acidic dump leach liquors. The process employs a new liquid ion exchange material (LIX® 64 reagent) capable of separating copper values from iron and other impurities common to dump leach liquors in the typical pH range of 1.4-3.0. Properties and performance of the reagent are discussed. Design scale-up information for both pilot plants and commercial installations, including preliminary economics, are presented. Economic considerations include the production of electrolytic copper from the purified copper aqueous concentrate. INTRODUCTION Since the commercial acceptance of the liquid ion exchange process in the mineral processing industry, it has been predicted that a wide selection of chemical reagents to efficiently and economically separate many metals in solution under a wide range of conditions would be commercially available. Several years ago, General Mills began a basic research and development program to determine if it were possible to develop a reagent to extract economically metallic ion from existing process streams. Progress toward reaching this objective was reported in late 1963, when development of quantities of LIX -63 reagent, a highly selective reagent for the extraction of copper, was introduced. The properties of this reagent are described in a previous paper.' The development work with this reagent indicated that perhaps the largest potential application for a copper extractant, the treatment of acidic dump leach liquors, would not be economically possible with LIX-63 because of limitations of the reagent to extract copper below a pH of 3.0. The relatively small pH adjustment required with LIX-63 would result in a significant processing cost and the undesirable precipitation of ferric hydroxide from the liquor. This pointed to the need for another copper extractant which would extract copper from dump leach liquors without pH adjustment. General Mills was successful in synthesizing a molecule which does not have the pH limitation of the LIX-63, yet possesses the selectivity-solubility properties required of a metallic extractant. The resulting LIX-64 reagent broadens the pH range from which copper can be effectively extracted and separated from other metallic impurities. Of special significance is the fact that the reagent, LIX-64 was developed by combining the technical requirements of a specific problem in hydro-metallurgy with theoretical organic and physical chemical principles.

A high calcium fluid-bed combustor ash has been shown to be an effective binder at dosages of 1 to 2% of the magnetite concentrate weight. Magnetite pellets 1.3 cm (1/2 inch) in diameter were produced with dry crushing strengths greater than 22.3 Newtons/pellet (5.0 pounds force/pellet), which is comparable to the results produced using conventional bentonite binder. The effectiveness of fly-ash-based binders was considerably improved when calcium chloride was added as an accelerator. Addition of calcium chloride at a rate of 0.1 to 0.2% of the total powder weight increased the strength of dried pellets by as much as 22% compared to the strength of pellets made using fly-ash without accelerators.

Bench-scale test methods were developed by the Bureau of Mines for use by the Department of Transportation in the classification of solid and liquid oxidizers. A burning rate test is recommended for evaluating the fire hazard of solid inorganic oxidizers when mixed with a red oak sawdust as the reference combustible. A spontaneous ignition test is proposed for evaluating liquid and solid inorganic oxidizers which may decompose violently or ignite spontaneously when unmixed or mixed with the wood sawdust under unconfined conditions. Test results are compared for various representative oxidizers and a classification system is proposed for use in the government transportation regulations.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. BHP Billiton?s Cannington facility is a mining and minerals processing plant near Mt. Isa in Central Queensland, Australia, producing silver, lead and zinc. Mine ore is processed in a concentrator, which consists of grinding, flotation, thickening and filtration. Grinding is carried out in a fully autogenous (AG) mill. The mill operates in closed circuit with a pebble crusher. Throughput is approximately 380 tph. Cyclone overflow from the grinding circuit is fed into a flotation circuit for the recovery of lead, zinc and silver. Two concentrates are produced (lead and zinc), which are then thickened and filtered. The filtered concentrate is transported by road to a rail receiving station. From here the concentrate is railed to port in Townsville for shipment to the smelter. Matrikon and Engineers at BHP Billiton?s Cannington Mine have used ProcessACT to develop a flexible, nonlinear dynamic simulator for the grinding circuit to further enhance process understanding, as well to investigate various optimization strategies. An online charge volume estimator was also developed for the AG mill to aid in the understanding of overload conditions, which for the previous two months had been the primary contributor to downtime. The models were developed using a combination of first-principles modeling along with input-output dynamic responses. Examples of models used include: Morrell ?C? model for power and charge shoulder/toe angle prediction; Whiten?s mixing model for breakage and hold-up; Nageswararao cyclone model for predicting cut size; slurry recovery and water recovery. The composite model simulates system dynamics starting from the stockpile reclaim system and finishing at the feed for the flotation process. The objective was to provide a tool that assisted Cannington in understanding their Grinding Circuit and allowed them to develop and evaluate circuit optimization strategies. BHP Billiton Cannington Mine is now considering development of a Grinding Circuit Optimizer utilizing the models developed for the simulator.

Surface subsidence caused by coal mining operations was the subject of a very successful symposium organised by the Illawarra Branch of The Australasian Institute of Mining and Metallurgy in February, 1973. This symposium dealt with the principles of subsidence and overseas experiences arising out of underground mining. Since that time the New South Wales Department of Mineral Resources and Development (formerly the Department of Mines) has incorporated in the approval for pillar extraction certain conditions related to the monitoring of surface movement. Surveys and plans are required to be kept at mines where total or partial extraction of coal takes place. This paper traces the monitoring of surface movement in the Northern Coalfields of New South Wales over the past ten years. Reference is made to the National Coal Board's Subsidence Engineers' Handbook (1975) and how the guidelines expressed therein have been beneficial. Mining engineers in Australia are able to plan underground workings where minimum subsidence is allowable and are in a position to foreshadow the surface effects where total pillar extraction is carried out. In certain cases such surface effects can be minimised by structural design in buildings or pipelines.

Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. Detailed paragenetic studies of the post-tectonic fracture-hosted vein mineralisation have demonstrated a complex paragenesis, reflecting a multi-phase combination of regional metallogenesis and tectonics through time. Previously published work regarding paragenesis and zoning was oversimplified. Two major epochs of mineralisation resulted in the emplacement of the A1 group of assemblages, from which lead, copper and silver were the main metals mined, and the A2 group, whose galena is only moderately argentiferous but which were major sources of lead and zinc. Tectonic and tentative isotopic evidence points to post-orogenic relaxation as the mechanism for development of the A1 assemblages in the early Devonian, whereas the A2 assemblages are believed to reflect Variscan extensional regimes and regional metallogenesis in the early Carboniferous and Permian

To aid in minimizing adverse environmental impacts of mining and mineral processing, the Bureau of Mines studied changes in soil characteristics in topsoil stockpiled during mining operations. Topsoil stockpiles in arid areas of New Mexico, Utah, and Wyoming were sampled over a 1- to 8-yr period to determine any changes in physical, chemical, or biological parameters in the top 15 ft of soil. Parameters examined in this study included soil moisture, pH, electrical conductivity, and cation exchange capacity; total nitrogen, organic carbon, carbon to nitrogen ratio, extractable potassium, and soluble phosphorus levels in the soil; general levels of bacteria activity in the soil; and productivity of the soil as measured by shoot yield in growth tests. Data were analyzed by multiple linear regression to determine possible effects of stockpile age and depth. Bacteria population counts, used as an indicator of goner l bacterial activity, was the only parameter found to be significantly correlated with stockpile age and depth at more than one site. Bacterial activity increased with depth at the two sites where it was measured. Activity increased with age at one site and decreased with age at the second. Significant changes in soil pH, electrical conductivity, and moisture were significantly correlated with stockpile age and depth at single sites. This study did not show significant, consistent deterioration in soil characteristics or growth yield of topsoil stored in stockpiles.

The Tyrrhenian micro-nodules, findable at low depths (200/600 m under s l) are a reasonable reserve of manganese. They can be easily and cheaply recovered but do not contain valuable metals as in the case of oceanic nodules. In this work a hydrometallurgical process for manganese recovery from Tyrrhenian nodules is presented. The studied treatment includes the following operations: magnetic enrichment, reducing leaching, leach liquor purification and electrowinning . The study shows that the most important step in the process is the preliminary manganese enrichment. It can be done directly on the platform reducing not only the transport cost, but also the residue mud in the metallurgical plant. The leaching parameters such as status and size of nodules, temperature, composition of leaching solution and S/L ratio have been investigated. After purifying the leach liquor by iron precipitation as ammonium jarosite , the conditions to electrowin manganese have been investigated. The yields of both manganese leaching and iron precipitation together with current efficiency and specific energy consumption in the electrowinning step are given.

Bureau of Mines Information Circular 16, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants, was published in October 1949 as an aid in making estimates of investment and operating costs of processes for manufacturing synthetic liquid fuels. Development of such processes by the Bureau of Mines was authorized by Public Law 290, 78th Congress. This bibliography included refer¬ences to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. Publications in this field have been numerous since compilation of the above bibliography, and the present report was prepared to cover the field from September 1948 through June 1952.3/

WHY IS IT that smoke-abatement efforts do not bring more satisfactory results? The main reason is an incorrect estimate of the kind and size of the job. When an industrial community realizes that keeping the air clean is a project of similar magnitude to keeping streets clean, providing clean water, removing city waste, or guarding the moral atmosphere, then there maybe a real hope of success. We usually think of the project in too small terms. It is thought of as is the dog catcher or the boiler inspector--a matter of a man or two, a job or two, a small appropriation of variable and uncertain amount, to be abolished in a fit of economy and reestablished under pressure of a vigorous minority. Even so, it is surprising how much is obtained for the effort; but the community is rarely satisfied, for the job is bigger than it was conceived to be. Continuous, never-ceasing effort is required to clean up a smoky city. A few months of relaxation and the situation slips back some years of effort.

On December 27, 1961, a fire and explosion destroyed the blasting agent mixing plant and an attached storage barn of the Whitaker-Atlas Supply Co., near Norton, Wise County, Va. Five residences, an office building, four trucks, and three automobiles were completely destroyed; a house trailer and several other trucks and automobiles were severely damaged; and other property damage, including much window breakage, occurred up to 3 miles or more airline distance away. Through the quick action of the fire marshal of the Norton Fire Department, Norton, Va., there were no fatalities and only five persons required hospitalization. This incident is of particular interest because of the widespread practice of mixing fuel oil (FO) with ammonium nitrate (AN) to prepare low-cost blasting agents, in many cases under conditions and circumstances not very different from those presented here. A representative of the Bureau of Mines Explosives Research Laboratory, Pittsburgh, Pa., and field representatives of the Bureau's Health and Safety Activities conducted the investigation. Information in this report was obtained from representatives of the Whitaker-Atlas Supply Co., the Norton fire marshal, and others who were on the scene either shortly before or after the incident occurred. Representatives of the Manufacturing Chemists' Association, the Institute of Makers of Explosives, and individual ammonium nitrate producers participated in the inquiries and investigations.

The authors have proposed and discussed storage of low temperature materials such as LNG, LPG and frozen food in rock caverns. In this case, as the rock mass around the caverns will receive effects of low temperature, it is necessary to consider the thermal behavior and the stability of caverns. In this study, strength and deformation characteristics obtained by the uniaxial tension test and the compression test at low temperatures were discussed. Using the results, temperature and stress distribution around caverns when LNG was stored, were analyzed. Then thermal behavior of the rock mass around caverns was discussed. To optimise the haulage of the large tonnages produced from stopes in this high production gold mine, an ore pass and feeder system was introduced. This ore pass was designed and developed in 2006 and the plate feeder installed and commissioned soon after. Cavity Monitoring Surveys (CMS) have been undertaken of the ore pass since it was commissioned. The original thickness that was surveyed of the pillar between the ore pass and decline in 2006 was approximated to be 19 m. Throughout its use large blocks of rock were reporting at the plate feeder. This was the first indication that the ore pass was failing somewhere between the tipping level of the 9410 level and the plate feeder at the 9330. Even so CMS surveys were not taken systematically to firstly identify the area of failure or for monitoring. In August 2008 after implementing management systems, large blocks were still reporting to the plate feeder. The decision was made to empty the pass enough to carry out a CMS survey of the area. Subsequently it was discovered that the area of failure was between the decline and ore pass and that since the first survey the pillar thickness had been reduced to approximately 9.7 m. Further management controls were put in place to slow movement of the material and to limit the use of the 9410 tipping level, but this did not alleviate the rate of failure entirely. The results of an initial inelastic numerical model indicated that most of the pillar was damaged and that failure into the decline likely if no changes were made. The numerical modelling predicted that even if material was no longer passing through the ore pass interaction between the voids was unavoidable and would most likely result in instability. The ore pass and plate feeder are an integral part of the haulage system for the remaining life-of-mnie. Two solutions were sought to firstly reinforce and stabilise the pillar between the ore pass and decline and secondly to rehabilitate the ore pass or find an alternate design that could still utilise the plate feeder. This paper summarises the analysis and resulting rehabilitation that was used to accomplish this.

"There has been considerable output over the last three decades from the social sciences concerning man and his working environment. In the mining industry at large, however, authoritarian, hierarchical control systems remain the norm, and it can be argued that something less than optimum effectiveness in terms of both productivity and worker satisfaction has resulted.Recently (/975), Campbell Chibougamau Mines Ltd. devised a most interesting organization and incentive system that links the underground production of a standard ton of mined output at controlled grade to an incentive payment scheme. A parallel scheme in the mill complex is based on maximizing recovery of copper and gold from available feed. A key part of both minsystems is the formation of groups who have considerable autonomy, particularly when compared to the still prevalent traditional mining industry relationships between the worker and supervisory levels.This paper traces the development of Campbell Chibougamau's system . Attention is drawn to qualitative and quantitative measures of the success of the method through the commentary of those miners involved in the scheme, and by reference to the favourable records on productivity, absenteeism, safety, turnover and grievance activity.IntroductionPyramidal or hierarchical management control systems, coupled to piece-work incentive schemes, predominate throughout Canada's underground mining industry. Although specific details of such systems vary from site to site, they , are generally understood and accepted as fact by the majority of the work force.Normally, a front-line supervisor (shift boss) directs a number of workmen and assigns them to tasks and working locations commensurate with their abilities, knowledge, training and skills. This front -line supervisor may direct or supervise from as few as 12 to as many as 75 or more workmen. He issues orders according to his assigned production objectives and ensures that these directions are fulfilled in accordance with standard mine practice . Several shift bosses are usually directed by a mine foreman or mine captain. The mine captains report to a general foreman or directly to the mine superintendent or his assistant, depending on the size and scope of the operation."

Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are improving but more slowly and yet, serious accidents and fatality rates are not: in fact, these rates of more serious incidents have plateaued or deteriorating. In more dramatic cases, organizations that had ?exemplary? safety statistics, suddenly had a catastrophic or multi-fatality event occurring. Popular books such as In Search of Excellence of Peters and Waterman or Good to Great of Jim Collins created many delusional ?secrets? or recipes, to achieve great performance and yet, most of those ?great? or ?excellent? companies have now declined in their performance, some dramatically and some have fallen from grace, like Fanny Mae, a company Jim Collins identified as a ?great? one, that had to be bailed out in the latest financial crisis. These organizations share several ?delusions? about managing a business, and often, these delusions are created by academics, consultants and authors of popular books about (safety) management. More damaging however is that safety management is defined by a set of key practices or axioms: a focus on human error, compliance to rules and regulations, creating consistency of systems and actions, reacting to accidents and incidents and on prevention of those, measuring safety with performance metrics and rewarding employees on those measurements. All of these axioms contain the seeds of destruction, and they create conditions and dynamics that precede the disaster - and ironically, they are all 'good things' we do in safety management. For example, a mere focus on safety in the business, and the measurement of it, create a culture of repression of mistakes and incidents, leading to a situation where the organization knows incrementally less and less of risks and risktaking behaviour - until the day it all coincides destructively!
