This publication summarizes the in-house and contract research and development projects programed for fiscal pear 1980 by the Bureau of Mines under its Minerals Environmental Research activity. The document provides a mechanism for interested parties, including potential contractors, to gain insight into ongoing and projected work of the Bureau's environmental research efforts. Research to identify and correct environmental problems associated with mining and metallurgical operations has long been an integral part of the Bureau's mission. Through the years, efforts of various Bureau programs have yielded valuable information on the origin and control of many of these problems. With the reorganization of the Bureau of Mines in 1979, the Minerals Environmental Technology program was structured to consolidate these efforts into a single program that will systematically investigate al aspects of mining- and processing-related environmental pollution and damage-from initial discovery of the mineral resource to ultimate return of the land to productive use. In fiscal year 1980, the Bureau received an appropriation of about $21 million to conduct research and development work on these problems.

This chapter deals with the concepts ofshock waves aud detonation waves together, because a detonation wave is really a shock wave, supported by the explosive reaction that the shock wave ignites and propagates as it travels through the explosive material. In the context of rock blasting, furthermore, there is justification for treating shock waves and detonation waves together, because the mechanical effect of the detonation in an explosive in a drillhole in rock is propagated and its effects are spread throughout the surrounding rock by means of a shock wave The overall performance of an explosive in rock blasting or any other application is of course dependent on how much thermal energy is released in the chemical reaction that occurs when the material detonates, and on how much useful mrc!~amcal work the reaction products can do as they expand. A major portion of this chapter deals with the prediction and measurement of explosive performance, a subject which is now still in a process of rapid development.

A contractor-manufactured 4.75m (15'-7") diameter EPB shield excavated a 115m (375 ft) long tunnel under the San Antonio River as part of the Salado Creek to Dos Rios Pipeline Interconnect Project in San Antonio, Texas. Lignite, limestone concretions, and sandstone in the face of the tunnel required the use of disc cutters. Less than 7.6m (25 ft) of sand and gravel hydraulically connected the top of the tunnel to the channel of the river. Fully lagged steel ribs with filter fabric were used for initial ground support and water control. This and other contractor manufactured TBMs in the 1.2 to 4.75m (4 to 16 ft) range are presented with descriptions of the jobsites, equipment, performances, and problems.

The city of Indianapolis has more than 25,000 homes currently on septic systems. Many of these systems do not function well because of their age and surrounding soil conditions. As Indianapolis has worked to eliminate septic systems and install sanitary sewers in large unsewered areas on the north-west side, capacity of the existing Belmont North Interceptor (BNI) became a concern. The BNI system currently services an area of approximately 80 km2 (31 sq miles) located within the northwest quadrant of the city (Fig. 1). Monitoring of the existing interceptor indicated portions of the sys-tem flowing half- to two-thirds full during dry weather conditions and surcharging during some wet weather conditions. Further analysis of the BNI based on growth projections coupled with increased sewershed yield resulting from the city?s septic tank elimination program (STEP) indicated dry-weather flows could potentially triple over the next 20 years. This report describes methods and techniques employed by The Glidden Co. of Cleveland, Ohio, in explorating an ilmenite-bearing sand deposit in Ocean County, New Jersey, during 1960 to determine ore reserve potential and the feasibility of mining and establishing a milling plant on the property for the production of ilmenite concentrate. The property covered approximately 1,250 acres. Comprehensive sampling by water-jet drilling indicated the deposit averaged 20 feet in thickness and contained 4.5 percent heavy minerals, of which 80 to 85 percent was ilmenite and leucoxene. Average depth of the water table as determined by auger boring was 16.8 feet. Pilot plant tests indicated that circular concentrators in combination with spiral concentrators would recover at least 80 percent of the heavy mineral content of the sands. It was estimated that sufficient ore reserve tonnage had been developed to supply the company's Baltimore chemicals division, pigments department, with a suitable grade ilmenite concentrate for a period of 20 years at the present rate of pigments production. The property was designated as Lakehurst mine and plans are in progress for mining development and plant construction.

Several deep Swedish cut-and-fill mines experience severe ground control problems, including roof collapse and wall sloughing, as a result of variable rock quality and high in situ stresses. A project to examine the problem included two main areas. The first was prediction of mining conditions at depth and the adaptation of cut-and-fill mining to such conditions; the second was the assessment and improvement of support methods at present and future depths. Simple, elastic, mine-scale numerical models were used to optimise stope sequencing and more detailed, stope-scale models to simulate the failure processes around a stope and the interaction of rock mass and support. Kristineberg was chosen for testing and calibration of the predictive methods because of its long history of severe ground conditions and the large base of observational and monitoring data available for comparison. Horizontal cut and fill was found technically suitable to depths beyond 1 000 m and economically viable if ore value covers support costs. Stability can be achieved with the present support technology down to 1 000 m but the 7-strand 15.2 mm cables have poor deformation properties (5% failure strain) compared with rebar rock bolts (17%). Reducing the intervals between levels from 100 m to 50 m will cut support costs and improve production reliability and capacity. Simulation of sill-pillar mining indicated that conditions would be most severe when pillar height was reduced to 15-20 m; mining of a sill pillar has been carried out successfully to the last 3 m, whose extraction is planned for the near future

A crown pillar cave occurred at the Ropes Mine in December, 1987, that resulted in closure of the mine. Production was resumed soon afterwards with the formulation of a rock mechanics plan designed to address several issues of safety and stability. The plan proved to be successful and shows what can be accomplished in the realm of applied rock mechanics where a cooperative atmosphere exists.

This Bureau of Mines investigation was initiated to study and establish some of the chemical and physical characteristics of the condensed Mno-Si02 system. To prevent oxidation of the manganous ion, I atmosphere of purified helium was used in the furnaces. Solidus-liquidus curves and invariant points were established from melting-point determinations and were supplemented from data obtained by the static-quenching method. Experimental findings and data are for the intermediate compounds of tephroite and rhodonite with their respective eutectics represented at 25.5 and 37.2 weight-percent silica. Tephroite melts congruently at 1,347° C., and rhodonite melts incongruently at 1,286° 8.. A metastable transformation was determined to exist at the 1,347° C. isotherm, the congruent melting point of tephroite. A composite X-ray-diffraction pattern was formulated for synthetic rhodonite. This investigation contributes fundamental data leading toward a better understanding of the more complex slag systems.

An analysis method for modeling compensation grouting based on the finite element method is presented. By this method the design parameters of compensation grouting, grouting pressure and grouting volume, can be evaluated. Also the subsidence of a building due to tunnel driving as well as the lifting of the building by compensation grouting can be simulated. The stress changes in the tunnel lining and in the foundation of the building are computed as well. The application of the analysis method is demonstrated on two examples for compensation grouting in combination with construction of tunnels.

"A significant effort is expended on preparation of the capital estimate for feasibility studies. The development of the operating cost estimate is usually allocated a significantly smaller budget and less emphasis is placed on ensuring the accuracy of the operating cost. This paper presents a comparison of capital and operating costs of hydrometallurgy processing plants in order to demonstrate the importance that variations in operating costs have on the overall life-of-mine costs. The analysis is supported by a case study on the operating costs of a water treatment plant at an existing Australian hydrometallurgy facility at the feasibility design level. INTRODUCTIONDetermination of the economic validity of a minerals processing project is a critical outcome of a feasibility study. In many cases, the financial results of the feasibility study will determine if the project should proceed to execution. Ensuring that these results are reliable and built upon sound engineering practices allows companies to make informed decisions on resource opportunities and the selected technology.The methodology for developing a capital cost estimate at the feasibility level is well established. Specialist engineering estimators use budget quotations, first principle estimation and rules-of-thumb to develop an estimate with an accuracy of typically -10% to +15%. Cost reporting software packages are used to methodically build up the estimate from design information supplied by the engineering disciplines. Risk analysis and capital expense workshops are carried out to identify potential deficiencies in the estimate. It is widely recognized that in order to successfully produce a feasibility level capital estimate with an appropriate level of accuracy, a rigorous development process is necessary.The development of the operating cost estimate is typically less rigorous than the capital cost estimate. The operating cost is normally derived by the process engineering discipline and rarely are specialist estimators used to support the development. The allocated budget for producing an operating cost is usually smaller and less emphasis is placed on ensuring the accuracy and contingency reflect the most likely operating cost scenario."

The composition of phosphate rocks, mainly used in manufacturing fertilizers, varies among deposits; therefore, phosphate rocks from different sources are expected to behave differently in acidulation processes. This paper examines the effect of preconcentration of phosphate ore from El-Sebaiya East, Egypt, using flotation on uranium leaching. A high-grade ore sample (27.3% P2O5, 168 mg/kg U) supplied by the Al-Nasr Mining Company, was subjected to reverse single-stage flotation to separate carbonate from the phosphate sample. Subsequently, P2O5 and U concentrations were 32.2% (92.1% recovery) and 225 mg/kg, respectively. After the leach process, the U concentration in the liquor was 319 mg/L.

This paper reports the results of a study to determine the effect of process control agent (PCA) on the characteristics of Ti-Mg powders during milling. It has been shown that a 2% increase in PCA content leads to up to a 40% increase in yield of the milled powder but reduces the kinetics of the mechanical alloying process. The introduction of 4% PCA decreases the mean powder particle size by up to 30%, whereas 6% PCA increases the mean particle size by up to 230%. Kennecott Utah Copper adopted Outokumpu Flash Smelting and Kennecott-Outokumpu Flash Converting in 1995, a process based on granulating high grade copper matte. While nickel mattes and very small quantities of copper matte had been commercially granulated for years, no large scale copper matte granulation system had been built. This paper summarizes the history and benefits of copper matte granulation, the Kennecott design basis, the successful operation for over 10 years and potential problems inherent in some matte granulation approaches.

A localized nonlinear recoverable resource estimate technique has been applied using typical feasibility or new mining drilling data configurations drawn from a massive database from a mined-out area on a hydrothermal gold deposit. The results were then compared with the corresponding 8 m x 5 m grid grade-control data in order to determine the efficiency of the approach and the validity of the recoverable resource estimates for mine planning and financial forecasts.

In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities, and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies including a fire or explosion, a massive roof collapse, mine inundations, or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life, and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training. The Hatch Mott MacDonald/Bechtel Joint Venture team is designer and construction manager for the 5.25-mile Tunnel Segment of the overall 16-mile Silicon ValleyRapid Transit Project, which extends the existing Bay Area Rapid Transit (BART) system southward from Fremont to San Jose. The Tunnel Segment includes twin boredtunnels, mined cross passages, and three deep station excavations situated in highlyvariable ground, high ground water table, and a dense urban setting with high-risebuildings adjacent to the largest excavation. This paper will discuss design challengesthat have arisen with the excavations and the proposed solutions.
