The Toulon Tunnel project is a key component of the highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960s. The tunnel project is comprised of two separate tunnels: south and north. The north tunnel was built between 1992 and 2002 after 10 years of difficult construction. On March 15, 1996, for example, a collapse of the tunnel in the Marchand area generated a sinkhole in the city center, causing a 20-month delay. The south tunnel alignment runs parallel to the north tunnel below Toulon?s historical downtown at a depth of 20 to 40 m (65 to 131 ft) with some areas with less than 10 m (32 ft) of cover. The risk management program was studied to be a state of the art program in urban tunneling construction.

Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy. In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanised. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading. The methods that have been used can be called the 'first-generation' methods. Work has been very hard for miners. It has been dangerous and exhausting. Production volumes of mines, and a s a result of that, also profits have been low.

I. INTRODUCTION. OF primary importance in mine-installations is the hoist, which has a very direct bearing on the successful operation of a mine. Conditions vary greatly with different mines, and especially in different localities. Such factors as depth, incline, the number of levels, permissible or desirable speeds, conditions of ore, etc., are always more or less special in each case. Veins of ore are never exactly duplicated, and the nature of the ground through which shafts are sunk may considerably modify permissible values. As mining-laws are made by the different States, they necessarily vary somewhat, and, even when not fully observed, they introduce factors which qualify the conditions of hoisting men and ore. The amount of timbering required is often of importance as relating to hoisting-conditions. Methods of loading ore affect the time required, as also does the question of the use of cars or skips. Safety-precautions must be very carefully considered, and the number of men in each mine, the number of compartments, and often the method of removing water from the mine, must. have careful consideration. While a general discussion of the subject. of hoisting is possible, most cases are entirely special, and can be considered only in connection with the peculiar conditions pertaining to that particular installation. The cost of installation of the hoisting-plant may be an appreciable amount, while the cost of raising the ore may be but a small part of the total operating-charge. In many cases, however, the output of the mine is limited by the capacity of the hoist, and the latter thus becomes of the first importance. * Presented also, by mutual agreement, at the meeting of the American Institute of Electrical Engineers, New York, N. The Jabali zinc deposit, in Yemen, contains at least 9.4 Mt at a grade of 10.7% zinc, 2.2% lead and 77g/t silver. The zinc occurs as smithsonite with minor hydrozincite. The Jabali ore does not produce a zinc concentrate of sufficient grade to be acceptable to conventional smelter/refineries, and it has been necessary to formulate a less conventional development plan. This involves the construction of a mine and concentrator at Jabali and a metal production facility using a new flowsheet designed specifically for the treatment of oxide material, at Yanbu, in Saudi Arabia. In order to give the facility the necessary economies of scale, the Jabali concentrate will be supplemented by feed from other deposits, this may be either oxide or sulphide material. The paper outlines the geology and proposed mining and treatment operations at Jabali, the flowsheet for Yanbu and presents preliminary costs for both operations

This paper highlights the electric power situation in Canada, and introduces brief explanation of the salient differences between electrical practice in the United States and Canada. The availability of bask energy in the two countries is touched on, also the hydro versus thermal outlook as applying to Canada. De-v2lopment of thermal-electric power is dealt with in some detail, followed by Canada's thermal-electric power requirements, present and future. The fuel requirements for steam-electric generating plant are assessed on the basis of a survey recently made, and the location and size of the major thermal plant operations are given. Fuel contractual obligations on the part ?of suppliers and consumers are mentioned. Finally, an opinion is expressed in regard to the types of f.uel in ?demand on a regional basis with emphasis on the need for coal in the several areas dealt with.

"One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

The first indication of tungsten in the Bishop area was the discovery of scheelite concentrations in a gold placer operation in the ( since named) Tungsten Hills in 1913. After early intermittent production, the deposits of the district were slowly discovered and developed. The Pine Creek mine, located in 1916 and under the direction of Union Carbide Corporation since 1935, became the principal producer in the district. By the end of 1965, the total production of the district had reached 3,450,932 units of WO3, 17,071,242 pounds of molybdenum, and 19,599,110 pounds of copper. The topography of the district is characterized by its extreme relief, ranging in elevation from 13,986 feet to about 4400 feet in the Mount Tom quadrangle. The present topography is the result of the uplift and erosion of the Sierra Nevada and the great subsidence of the Owens Valley with its related deposition and volcanism. The general structure of the pre-Tertiary rocks consists of a series of tightly-folded metasedimentary and metavolcanic rock remnants surrounded by exposed plutons ranging in composition from hornblende gabbro to alaskite. The metasedimentary rocks consist of low- to intermediate-grade metamorphic equivalents of fine-grained sediments deposited during the Paleozoic era in a miogeosynclinal environment. Later volcanics were deposited in a eugeosyncline. The ore bodies in the Bishop district consist of scheelite-bearing tactite formed by the pyrometasomatic replacement* of calcareous sediments along the contact with an acidic granitic intrusive. A number of the metasedimentary remnants have had tungsten deposited along their edges.

"Abstract This paper deals with assessing the bearing capacity of existing wood pile foundations. With a wide range of restoration projects being performed in the Netherlands, on many locations deep excavations need to be constructed next to existing, many times listed buildings. The building are founded on piles that are often centuries old, so a close evaluation of the remaining bearing capacity, combined with and assessment of the influence of the excavation is in place.After giving an introduction on Dutch pile foundations, a methodology is described to assess the bearing capacity. Aspects as physical foundation investigation, determination of the current bearing capacity and a calculation of the bearing capacity in the new situation are discussed. The results of both analytical and Plaxis calculations are outlined, focussing on how to practically use this approach in renovation projects. Finally, cases studies of the successful application of this approach in major renovation projects in Amsterdam, such as the Conservatorium Hotel and the New Rijksmuseum are used to illustrate the successful application of this approach.A Short Dutch Pile Foundation History (based on Van der Stoel, 2001)The first houses built in Amsterdam, in the 12th century, were very light constructions of timber without foundations. Because of the soft peat layers found in Amsterdam, the houses there suffered from damage due to settlement. In the 13th century, castles and churches were increasingly built of bricks, which made it necessary to provide support for bigger loads. Under the wall of the construction a trench was dug, and this was filled on either side by alder fascines. Between the fascines small wood piles were driven (by hand) on which another series of fascines was put. On top of this construction, were placed oak slabs on which the bricks were then laid. From that moment on, a problem was caused by the decay of wood foundation elements in the humid soil. In 1503 a law was introduced forbidding building foundations on public streets without permission of the Building Inspection (to keep the fronts of the buildings in a straight line). In 1528 a law requiring permission from the local authorities for all building activities replaced this law. In this period developments started which led to the use of the type of foundation that can be considered the mother of the current “typical” Dutch pile foundation. The piles used in this period were shaft- bearing piles about 5 to 7 meters long. The mostly pine piles were driven between oak beams, which were placed on either sides of a trench, after which other oak beams were laid across at regular spaces: the so called “pile bent” pile foundation (Figure 1)."

Assessments of the stability performance of open pit highwalls have traditionally been based on consideration of surface movement rates. Although generally accepted in industry, this approach presents challenges for establishing appropriate threshold values to allow for safe mining operations and does not address the issue of total strain. Surface movement monitoring data from a limited number of open pit mining operations in North and South America has been evaluated in terms of highwall strain, rock mass quality and inferred mechanism of instability. Threshold strain levels for key stages of highwall stability proposed from previous work have been reviewed and are generally endorsed based on evaluation of additional data. An empirical highwall strain criteria for the assessment of highwall stability performance is postulated based on the observed trends in highwall strain data from the case histories presented.

This paper is concerned with possible transport mechanisms which occur during segregated burning (i.e., burning in an oil reservoir in which the oil-bearing formation is overlain by a "clean" porous zone containing only gas). ,Two analytical models are presented. In the first, burning is assumed to occur at the gas-oil interface, and the dominant mechanism is taken to be the rate at which oxygen diffuses to the interface. The second model assumes that combustion occurs within the clean zone, with the dominant mechanism being the mechanism of fuel deposition from the oil-bearing formation to the clean zone. ,Comparison of the results of the analyses with limited experimental data indicates that the latter mechanism is much more plausible. Both models are idealized representations of the actual process and are somewhat conjectural, however, owing to the lack of more definitive laboratory or field data. INTRODUCTION In recent years there has been considerable theoretical and experimental research directed toward understanding the recovery of crude oil by underground combustion. Although two different recovery schemes have been proposed, known as forward and reverse combustion, it is only forward combustion that shows promise of becoming a practical recovery technique.17 Most of the analyses of the forward combustion process have considered it to be pistonlike; i.e., oil is displaced by a vertical combustion zone which, with its ensuing gases, pushes die oil forward as the flame front is propagated through the reservoir.l-8,ll,l2,14-16 However, information gained in field pilot studies indicates that, at least to a certain extent, forward combustion proceeds in a segregated manner in oil reservoirs.10 An ideal segregated system is one in which the oil-bearing formation is overlain by a "clean" porous zone containing only gas. The location of the combustion zone in such a system is not immediately evident, although combustion is believed to occur either at the gas-oil interface or within the clean zone. In either case, the combustion zone may be horizontal and it moves in parallel rather than in series with the produced oil. The purpose of this paper is to explore the likely mechanisms by which segregated burning can occur, and to determine the sensitivity of the resulting models to changes in various physical parameters. Two governing mechanisms are considered: the case of a horizontal combustion zone at the gas-oil interface with the rate of combustion governed by the rate at which oxygen diffuses to the interface, and the case of combustion within the clean zone with the combustion process controlled by the transport of fuel from the oil-bearing formation to the clean zone. Both models are somewhat hypothetical and involve considerable simplification of the actual process. However, the results allow some preliminary understanding of segregated burning which is useful in the absence of more definitive laboratory or field pilot data.

The Stillwater Mining Company operates an integrated mines, mill, smelter and base metals refinery complex in Montana, USA for the production of a high-grade platinum group metals (PGM) bearing concentrate, nickel sulphate crystal and cathode copper from the PGM-containing nickel-copper converter matte. The complex was constructed in stages over several years, starting with the mine and the mill, followed by the smelter and finally, a base metals refinery, which was commissioned in 1996. Due to the relatively small quantity of matte production, a straightforward refinery process was initially selected to extract the base metals, which reported to a mixed nickel-copper solution for further treatment off-site, and yielded a high-grade PGM concentrate suitable for treatment in a PGM refinery elsewhere. Subsequently, as a result of increased matte production, the process was modified to separate the nickel and copper, and to produce a nickel sulphate salt and cathode copper. This paper describes the design and operation of the original and the modified processes utilized in the base metals refinery (BMR).

Environmental considerations in addition to technical, economical and societal benefits are increasingly promoting the substitution of natural fibers for glass fiber in polymer matrix composites. However, natural fibers are heterogeneous in their dimensions, specially the cross section, which plays an important role in their mechanical strength. It has been found that the equivalent diameter of fibers such as sisal, ramie, pineapple and curaua correlates to different levels of tensile resistance. Piassava is a promising stiff natural fiber for composite reinforcement. In this work, a statistical analysis of tensile strength of piassava fibers using the Weibull methodology was performed. An attempt to correlate the fiber strength, obtained in tensile tests, with the diameter, precisely measured by means of a profile projector, was carried out. The results revealed an inverse dependence between the piassava fiber diameter and corresponding tensile strength. Fracture tip observation by SEM suggested a possible mechanism that could justify this inverse correlation.

A unique judicial opportunity allowed measurement of the response of three cracks in residential structure to blasting for underground aggregate mining. Instrumented cracks were located in the interior basement CMU mortar and upstairs dry wall as well as exterior brickwork. The dynamic environment was unusual. Even though the blasting occurred some 490 m (1600 ft) away, excitation frequencies were unusually high and there were no apparent surface waves. In addition there was no air overpressure wave to produce secondary crack response. As is typical, long term environmental effects produced greater crack response than did the blast induced ground motions.

This report on the state of the art of horizontal boring technology for underground power transmission installations was prepared by the Bureau of Mines at the request of the Department of the Interior. This paper describes the different machines and methods used in augering, impacting, pushing, drilling, and machine tunneling horizontal holes through soil and rock. A review of the borehole survey and guidance tools and techniques applicable to these methods is also given. Nonboring methods used for emplacement of power distribution and transmission lines are briefly discussed. The paper ends with a brief technical forecast, an analytical summary of the state of the art, and recommendations based on power industry needs. Horizontal boring techniques for power distribution lines installation are adequate to meet the requirements of the power industry, particularly where such burial involves relatively short distances in soil or soft rock. For burying power transmission lines, particularly in the harder rocks and over relatively long distances, horizontal boring methods are not as well advanced. Research and development as well as economic incentives to equipment manufacturers could substantially improve the state of the art. Obstacle detection and guidance systems for directing boreholes to specified targets need major improvements to meet the requirements of the power industry for underground burial of distribution and transmission lines

"ABSTRACTThe US Army Corps of Engineers (USACE) has 704 dams in their inventory and over 100,000 miles of levees with a capital value of over $150 billion. Currently, there are 319 dams that are classified as high hazard and have actionable failure modes that will require structural modifications. The most frequent actionable failure mode associated with the inventory is seepage and piping. One of the most effective engineering solutions is the installation of a cutoff to limit seepage. Currently, USACE has over $1.5 Billion of cutoff wall projects under construction and/or design. Given the magnitude of the dam and levee safety issues, USACE is developing a new Engineering Manual (EM) titled “Seepage Control Cutoffs for Dams and Levees.” This EM covers all of the methods to construct cutoff walls. USACE has partnered with the Deep Foundation Institute (DFI) in preparation of the EM to ensure that it is comprehensive and draws from the expertise of the specialty foundation engineering companies that design, manufacture, and construct seepage control cutoffs around the world. The EM contains case histories as well as a comprehensive project statistical summary and guide specification paragraphs. The goal of USACE was to make the EM a state of the art document for use by Districts.HISTORYSlurry wall construction techniques were developed in the late 1940’s in Italy by ICOS. The first use of the slurry trench method of construction in the United States was by the USACE Memphis District in September 1945, to form a partial cutoff along the Mississippi River levee on the Arkansas side of the river just below Memphis, Tennessee. The idea for the project probably evolved from the use at that time of puddle clay trench cutoffs combined with the use of drilling mud for advancing borings. A paddle wheel mixing device was constructed for making slurry from native clays. Trenches were dug to a 20-ft depth using a trenching machine and to a 35-ft depth using a dragline with a 100-ft boom and 2-cu-yd bucket. Backfill was mixed in windrows at the site from hauled-in clay gravel and native materials and pushed into the trench by a bulldozer when the length of the trench was equal to about twice the trench depth. It is amazing that after almost 70 years, the technique is still about the same as it was when first developed by the Memphis District. A soilbentonite cutoff was constructed under the Kennewick Levee adjacent to the Columbia River as part of the McNary Dam Project in Washington by the Walla Walla District in 1952 The first application of a soil-bentonite slurry trench cutoff for control of underseepage at a major earth dam was at Wanapum Dam on the Columbia River in Washington in 1959.The first cement- bentonite cutoff in the United States was constructed at the Tilden Tailings Project to store tailings from the Tilden Mine in Michigan in 1976. The first cement-bentonite cutoff constructed at a dam on a river retaining a reservoir in the United States was completed in 1978 at the Elgo Dam (formerly the San Carlos Dam) in Arizona.The USACE has designed and constructed some of the deepest and most complex cutoff walls for dams since the 1970’s. The first major concrete panel cutoff wall constructed in a dam in the United States was at Wolf Creek Dam (Nashville District) by the ICOS Corporation between 1974-77. The dam has a long history of seepage issues associated with the karst geology that comprises the foundation. In 1968, about 17 years after first being impounded, wet areas, muddy flows in the tailrace and sinkholes in the downstream toe adjacent to the switchyard occurred."

The history of the industry which recovers rutile and zircon from the heavy mineral beach sand deposits of Eastern Australia began with the initial discovery of zircon in 1895. Whereas a large number of small companies operated during the rutile boom of 1955-57, the industry is now controlled by a few large groups.Mining is mainly by suction dredging. Metallurgical practice is a two-stage process in which a bulk concentrate of heavy minerals, recovered by gravity methods, is separated into its constituent minerals by processes based mainly on surface, electrical, and magnetic properties.Various separating devices using these principles have been developed in the industry and combined in various ways in the operating plants.There is scope for future metallurgical developments.INTRODUCTIONThe existence of deposits of heavy minerals ("black sands") on the northern coast of New South Wales has been known for at least 90 years. The earliest metallurgical operations aimed at the recovery of gold, platinum, tin and monazite. Mainly because of the low grade of these deposits with respect to these minerals, but also due to metallurgical difficulties, such operations were abandoned by about 1895 (Whitworth, 1959). The presence of zircon was recorded quite early (Carne, 1895) but Raggatt (1925) appears to have been the first to report the presence of rutile.The economic exploitation of the deposits was initiated in 1928 when D. H. Newland, State Geologist of New York, made an examination on behalf of The Titanium Alloy Manufacturing Company of America. Developments were then delayed by the world-wide depression, and the first commercial separation of the heavy minerals was made at Byron Bay in 1934 by Zircon Rutile Ltd. using a froth...

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. The ConSep ACACIA Reactor is a device, which utilises a high intensity cyanidation process to achieve very high, usually near total, recovery of gold from gravity concentrates. The process utilises a fluidised bed and a chemical oxidant to enhance the gold dissolution kinetics to the point where the bulk of the dissolution occurs in a few hours. For convenience and security, most plants operate a 24-hour turn around. The product from the process is in the form of cathode gold ready for smelting by traditional means. The ConSep ACACIA Reactor performs a two-fold role. Firstly it increases gravity gold production, leading to a decreased CIP feed grade. Secondly, it removes slow leaching components from the plant leaching circuit. This two fold benefit leads to the following efficiencies: enhancement of the dissolution kinetics; enhancement of the adsorption kinetics; reduction of the gold load reporting to the carbon; a significant reduction of the ægold in circuitÆ lockup; and removal of slow leaching entities which can also result in a lowering of the required cyanide concentrations in the leaching circuit and a subsequent reduction in overall cyanide consumption. The above benefits are discussed in this paper, with a particular focus on the ConSep ACACIA ReactorÆs role in removing slow leaching components, with data generated over a 21-month period. Improvement in overall plant recovery via removal of slow leaching gold species is achieved in two ways. Firstly, some of the slow leaching entities, successfully leached under intensive cyanidation, are not always fully leached under plant conditions. This results in a lowering of the solid tailing. Secondly, the faster leaching kinetics achieved in the plant as a result of the removal of slow leaching entities results in faster and more complete adsorption of the dissolved gold onto activated carbon. This results in a lowering of the solution tailings. The construction and operation of the ConSep ACACIA Reactor is simple. Apart from the reactor body, which is a proprietary design, all components of the system are æoff the shelfÆ or specific to the siteÆs requirements. In operation of the fully automated version, a PLC controls a series of valves and pumps but except for a daily changeover process the only operating component for the bulk of the time is a relatively small solution pump. The process can be totally automated giving the security of a æhands freeÆ concentrate handling process up to the point where the product is presented as cathode gold. The ConSep ACACIA Reactor was developed by Anglogold Australia (formerly Acacia Resources) for Union ReefÆs Gold Plant and has been in production since February 1999. It has proven to be a low cost, high recovery, mechanically reliable method for the processing of gold concentrates. Such has been the success of the plant, as of June 2003 there are eighteen full installations of the processing plant installed at mines owned and/or managed by Anglogold, Newmont, Placer Dome, Independence (formerly Lonrho), Sons of Gwalia and Harmony.

"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."
