The management of mine tailings poses a complex range of potential risks, including physical risks, such as the risk of catastrophic failure of a tailings facility and chemical risks such as the risk of long-term leaching of contaminants into the downstream environment. If these risks materialize, they can lead to a wide range of impacts on people and the environment, including human fatalities and severe impacts on downstream ecosystems, and the costs of recovery borne by industry, communities, governments, and society as a whole can be immense. Tailings facility failures in Canada (2014), Brazil (2015 and 2019), South Africa (2022), and in other locations around the world underscore how high the stakes are when mines produce and manage tailings (WISE Uranium Project 2019). Understandably, many people do not trust the mining industry to manage tailings responsibly. As an industry, it is our responsibility to manage tailings in a manner that is responsible and strives to minimize harm associated with tailings management, including effectively managing both the physical and chemical risks associated with tailings. Standards have an important role to play in responsible tailings management by setting expectations for standards of care and providing a means to measure and report on performance. In jurisdictions with strong legal requirements for tailings management, standards play a complementary role, pushing performance improvements in areas that may be difficult or impossible to address in legal requirements. In jurisdictions where legal requirements are lagging, standards may represent the de facto leading practice and may be the primary tool to help ensure responsible tailings management. Implementation of standards can help companies demonstrate that tailings are being responsibly managed and help build trust and credibility. Most importantly though, standards are important tools to help ensure that the risks associated with tailings are reduced, and that remaining risks are effectively managed. However, we must recognize that conformance with standards can have a down-side – the proverbial two-edged sword. Having standards is vital but there is a risk that implementing standards becomes a “box checking” exercise, with ongoing conformance leading to complacency. We must not allow ourselves to fall into the trap of believing that, just because we are complying with applicable standards and laws, we are therefore doing our best, and that “it can’t happen to us.” In addition, if conformance becomes the goal and the standard does not have mechanisms to drive continual improvement, then once the standard is met, there may be no incentive to improve. The point of complying with standards is not to pass the test. The point is to manage tailings responsibly, prevent catastrophic failures, and minimize harm. The point is to do better, because we must do better. To do that, we need to strive not for conformance, but for excellence in tailings management, driven by continual improvement and a quest to do better.

"The risk management objective of the AMIRA Code of Practice for Metal Accounting has seldom been systematically investigated in the literature up to the authors’ knowledge. Risk is defined in the Australian Standard on Risk Management (AS/NZS 4360:2004), as “the chance of something happening that will have an impact on objectives”. The simplified economic analysis performed in this paper has lead to define “something happening” as measurement non-representativity and “impact on objectives” as NSR loss from the optimal NSR. This has pinpointed a missing link being the establishment of a relation between NSR in flotation plants and measurement representativity. The proposed framework, referred to as the total cost of representativity, answers the previously unanswered question of how much accuracy/reproducibility is fit for purpose in a given flotation plant. Authors readily acknowledge that it is way easier to assess the cost of accuracy/reproducibility than the cost of inaccuracy/irreproducibility. However, this exercise not only answers previously unanswered questions but also establishes an essential link with operational excellence. This paper exposes why such operational excellence could neither be attained nor proved without a state of the art metal accounting system. This should impact not only how metal accounting systems are audited/designed/refactored, but also how flotation plants are designed.IntroductionBecause representative metal accounting is a vital source of information for the financial accounts of a mining/metallurgical company, the need for a code on metal accounting was recognized in 2001 and a team was formed in 2003, under the sponsorship of several major mining houses, to produce such a code. The process of flotation separation and recycling of spent potlining (SPL) was described. On the basis of the laboratory investigations, the effects of influencing factors in froth flotation process, such as grain size, flotation agent dosage, pH value, pulp density, and dissolved components concentration, etc, were carefully studied. And the influence on environment of the process was also discussed. It was found that flotation separation can be used as an environment-friendly method for treatment of SPL residue. Carbon and other compounds (include cryolite, sodium fluoride, calcium fluoride and diaoyudaonite, etc.) from SPL were separated and recycled as flotation products respectively.

The Channar Iron Ore Mining Project (the Project) is a joint venture involving the Hamersley Holdings group (Hamersley) and the China Metallurgical Import and Export Corporation (CMIEC). The Project represents the first new iron ore mine development in Australia since 1971/72 and is the first major overseas mining investment by the People's Republic of China (PRC). The Channar mine is being constructed in the Pilbara region of Western Australia and will operate for more than 20 years supplying the PRC with 200 M tonne of high grade iron ore. The Project is configured to take advantage of Hamersley's existing production and support facilities. The Joint Venturers will invest A$280 million to achieve an initial production rate of 3 M tonne/yr and an additional A$120 million over the next 8 years to achieve full capacity of 10 M tonne/yr. Financing the Project to meet the requirements of both Hamersley and CMIEC, with the dependance of the Project on Hamersley's infrastructure, and in a depressed iron ore market, required an innovative financial structure to be arranged in a limited period. This paper describes both the financial structure and its implementation, and draws a number of conclusions regarding the financing of resource projects.

Sustainable development is one of the central themes of the work of the World Health Organization; chemical safety is one of its important components. For more than 25 years, WHO has had specialized units for assisting member countries in dealing with their problems in chemical safety. For one of the units involved, International Programme on Chemical Safety, a reorientation is in progress to make best use of existing resources, and to prioritise the work to optimally correspond to the needs of the member countries. The risk assessment work of IPCS, and specifically, the work on chromium and chromium compounds, are discussed.

Through education, investigations, and studies and an expanded coal- mino inspection program the Bureau continued to dischargo the responsibility placed on it by Congress 39 years ago for promoting safety and health in the mineral industries. Although much still remains to be dono, definite progress was made in combating physical and psychological hazards in mines and plants. Accident-prevention cours os for coal-mine supervisory officials and special courses for coal-mine safety committeeman were inaugurated. First- aid, mine rescue, and other safety training was conducted for those engaged in all branches of the mineral industries. Assistance was given in recovery work after mine explosions and fires. Studies to reduce the danger of roof falls, the greatest single cause of fatal mine accidents, resulted in the development and adoption of new coal-mine roof-support techniques. Knowledge of the explosion and health hazards of mine and plant dusts and ways of pre-. venting them were advanced. Electrical equipment was tested for safety of operation in gassy coal mines, and emergency mine communications apparatus was developed and tested. More progress was made in the study of controlling flood waters that threaten life and property in the Pennsylvania anthracite region. More coal-mine inspections were made than in any previous year, and an impressive number of improvements resulted from the Federal inspectors' recommendations, even though many of them went unheeded. A program of con- trolling fires in inactive coal deposits on the public domain and private property was instituted during the year.

"The mining industry is currently facing challenges with declining feed grades and is struggling to find solutions to improve the project’s economic value. By means of pre-concentration, ore sorting aims to separate the barren material from the valuable ore to reduce energy consumption and tailings generation, while increasing the feed grade, concentrate grade, mill recovery, and revenue. In addition, ore sorting allows the modification of deposit geometallurgy in order to allow the creation of an optimal mill feed.This paper evaluates the applicability and challenges of ore sorting by utilizing the results from four different mines, and reviews them in detail. The mines include two underground and two open pit mines that are base metal and precioius metal operations. In order to understand the applicability of ore sorting in these operations, initial rock-by-rock test results and different types of assays (atomic adsorption [AA], inductively coupled plasma [ICP], and fire assay) are utilized. Using the assay results, the grade recovery curves for ore sorting are generated and they are further improved by using and developing an ore sorting algorithm, which is discussed in this paper. The application and evaluation of ore sorting in greenfield and brownfield properties will also be discussed.The state of the art ore sorting technologies for both rock-by-rock and bulk sorting are reviewed in this paper. The future technologies on the horizon, including different combinations of sensors, are explained. The sorting technologies include, X-ray transmission (XRT), X-ray fluorescence (XRF), colour, infrared, electromagnetic, and laser induced breakdown spectroscopy (LIBS).IntroductionOre sorting is a sensor-based sorting technique introduced between the excavation stage and processing stage, where the unwanted waste is diverted to the waste dump and only the ore is sent to the mill for further processing. As a result, the quality of the material entering the mill is improved and the dilution of the ore is reduced. In greenfield projects, sensor-based ore sorting provides an opportunity to reduce the capital cost of the project and increase the return on investment (ROI). With most operations currently facing the challenge of finding a high grade deposit, having a sorting unit provides several advantages while keeping the cost at minimum."

Wattle Gully Gold Mines N.L. of Chewton, Victoria, has decided to replace its present battery plant by a new mill to treat a free milling gold ore, after fine grinding, by concentrating coarse gold in a jig concentrate for amalgamation, and fine free gold and auriferous sulphides in a flotation concentrate for cyanidation. This paper outlines the economic justification and advantages of this step. In a review of the present position at the mine, a history of the company is followed by a description of the ore and its occurrence.Present treatment practice in two separate battery plants is described. Treatment tailings assay 1 dwt/ton gold and a substantial part of this gold is finer than 200 mesh.Experimental work showing how recovery may be improved is discussed and alternative methods of concentrating coarse gold mentioned. It is decided that the most suitable method for recovering gold from the ore is by jig concentration plus flotation.The merits of various flowsheets incorporating these techniques in the existing plant and in a new plant are assessed. It is concluded that there is no advantage in extending or converting the existing two battery plants, and it would be more economical and satisfactory to build a new plant.An economic study shows that for a capital expenditure of £120,000 a new plant could be erected to treat 70,000 tons p.a., working a 5-day week, and return an additional 14.2/- per ton, or £50,000 p.a., in revenue over the existing plant. It is estimated the plant cost can therefore be recouped out of savings inside three years. Probable ore reserves are sufficient to cover this period and additional ore will certainly be developed.INTRODUCTIQNSince 1934, Wattle Gully Gold Mines N.L. has been mining a lode gold ore at Chewton, near Castleniaine, and treating it by stamp milling and plate amalgamation, plus table concentration of auriferous sulphides. The mining sequence at Noranda?s Bell-Allard mine calls for two mining fronts retreating toward a central pillar known as the Retreat Zone between pyramids A and C. It is clear from numerical modeling and rock mass characterization that the induced stress level in the pillar will exceed the rock mass capacity. A mining plan was developed including the re-dimensioniong of stopes in the Retreat Zone, additional ground support and instrumentation in order to ensure the safety of the workforce and to maximize ore recovery while minimizing production delays. The mining strategy consists in allowing the rock mass to fracture and fail progressively while maintaining control of the existing openings with the appropriate support. A systematic analysis of rockbursting and caving hazards was conducted for all accesses and stopes in order to plan ground support and instrumentation needs.

AGAIN in 1963, as in nearly every year since 1946, the Canadian mineral industry has established a new national record in value of mineral production. The 1963 estimated total value of $2,976 million is 5 percent higher than the 1962 value of $2,845 million.2 As in previous years, metals made up more than half the value of total production. For selected years since 1949 the category percentages and total value are as follows: [ ] Crude petroleum, Canada's most valuable mineral product, accounted for 21 percent of the total value of minerals in 1963. In descending order came nickel 12 percent, iron ore 10 percent, copper 10 percent, gold 5 percent, and uranium 5 percent. Asbestos accounted for 5 percent, sand and gravel 4 percent, and cement 4 percent. The complete list of Canada's mineral products includes more than 50 basic commodities.

This report provides concepts for two automated longwall mining systems; one for operation in a 42 to 57-inch thick section of the Lower Kittanning coal seam, the other in a 57 to 72-inch thick section of the Pittsburgh seam. The Lower Kittanning concept uses a single-drum bidirectional shearer and 500-ton capacity 4-leg chocks and the Pittsburgh concept uses a double-drum shearer with 500-ton shields. Each concept is designed to produce in excess of 2,500 tons of clean coal per shift with a 6-man face crew. The automated longwalls consist of off-the-shelf control system hardware attached to standard longwall equipment. Control hardware includes a control and display console; prime and backup mini-computers; multiplex data transmission, power, and control lines; several remote terminals which serve as interface junctions; and various sensors and actuators located on the longwall equipment. The system can be operated either fully automatically, remotely or manually.

"Effective control of metallurgy by manual adjustment of cell levels is common flotation practice. With an on-stream XRF analyzer interfaced to a process control computer it is possible to program the computer to carry out this function automatically. This paper describes the development and implementation of closed loop control of the concentrate and tailing grades at the Clarabelle Mill of the International Nickel Company of Canada, Limited, The XRF analyzer was used as the sensor, cell level as the control and the computer as the controller.IntroductionThe International Nickel Company of Canada, Limited recently brought on-stream Clarabelle Mill having a rated capacity of 35,000 tons per day. The plant was required to increase milling capacity in the Sudbury area by 9,000 tons per day and to improve milling efficiencies by replacing the obsolete crushing and grinding equipment at the Copper Cliff Mill. This represents the fourth mill built since 1959 and incorporates the latest thinking in a continuing evolution of instrumentation and control concepts. Table 1 illustrates control progress at Inco since 1959.In 1967 Frood-Stobie Mill came on-stream incorporating a central control room, an on-stream analyzer, a data gathering computer, and a significant change in instrumentation from direct-contacted pneumatic to miniature electronic. The computer successfully controls the analyzer but has very limited process control capability. Based on this experience a process control computer system was installed at Clarabelle Mill with the objective of carrying out extensive supervisory control and a limited amount of direct digital control."

"The New Face of Mining is a recognition of the central role of human beings in mining and the underappreciated power they can have in generating breakthroughs in business performance and shareholder value. The key is people creating, aligning on, and subsequently enacting the future of mining. A methodology that is effective creates a corporate environment for alignment to be possible and then transforms operations by embedding the necessary behaviors, processes and practices. The people within the organization then are empowered to find and to implement solutions quickly, as measured business results demonstrate in case histories of diverse mining challenges around the globe and over the decades.Urgent case for actionThe physics of mining does not change fundamentally over time, but the context in which it operates changes rapidly, periodically requiring a new face of mining. “The New Face of Mining,” which has been used as a metaphor for the campus-wide mineral resources research organization at the University of Arizona, has many facets, including societal, generational, technological, financial and environmental, but at the center, always, is humanity. The New Face of Mining is not necessarily about age, it is about people first imagining and then creating a new future for mining. The challenges facing the global industry evolve from year to year and differ in individual companies or mines at any one time.Quantified outcomes from case studies indicate that a methodology, now also offered annually in a four-day, open-enrollment leadership program tailored to the mining industry, is effective at generating breakthrough results in the mining business. Such challenges range from those with important technical components to others that are mostly social challenges. Our focus, however, is the centrality of people in aligning on and enacting the future of mining. We use the phrase New Face of Mining for leadership and ways to empower people in organizations that commonly are overlooked in the mining industry. Some of the material in this article is based on the ideas of Werner Erhard and on the book by Steve Zaffron and Dave Logan (2009), The Three Laws of Performance: Rewriting the Future of Your Organization and Your Life.At Davos, Switzerland in January 1992, nine visionary mining chief executive officers (CEO) gathered to create the Global Mining Initiative. Much has changed in the 26 years since that meeting:• The world GDP has increased from US$25.4 trillion to $75.8 trillion.• The annual number of U.S. patent applications increased from 186,000 to 629,000.• The number of websites has increased from 100 to 1 billion.• The number of academic references to artificial intelligence has climbed from more than 16,000 to more than 1 million.• The number of cell phone subscribers grew from 11 million in the United States to four billion globally."

The Epping to Chatswood Rail Line project is the largest publicly funded infrastructure project in New South Wales. Construction commenced in November2002 with opening scheduled for 2008. The work includes 13 route km of twin TBM driven 7.2 m diameter lined running tunnel, three cross-overs and three new underground stations. The new stations have platform caverns of 20m span with similarly proportioned concourse caverns alongside. The ground is bedded sand stone and shale with high horizontal stresses. Predicted stress-relief induced ground movements during staged excavation led to innovative use of rock anchors for permanent support.

Stratabound copper ore bodies in thick Proterozoic metamorphosed sedimentary and volcanic rocks at the Tong Kuang Yu Mine in southern Shanxi Province of China were considered as possibly being amenable to block cave mining. Initial evaluation of caving characteristics was based upon old calyx drilling records, limited underground mining experience and geological mapping, a few diamond drill holes and measurements in surface subsidence features. Classification and mapping distribution of rock quality types aided in mine design, prediction of fragment sizing and explosive requirements, cave assist and ground support requirements. Comparison is made between early feasibility predictions and actual mine experience.

The first mention of gold in Western Australia was in 1848 when some specimens of copper ore, which are believed to have come from the Murchison district, were sent to Adelaide for assay. Gold was present in these specimens, but no particular interest seemed to be attached to this fact as the search at that time was mainly concentrated on base metals and coal. Interest appeared to be shown in gold in 1852 when several parties moved out eastwards from York looking for goldbearing country. Though these parties inmany cases were very near to what is now known as the Yilgarn Goldfield, nothing was found.The next record of gold was reported in some specimens which were brought in from Cardup, some 25 miles from Fremantle. Though this area was investigated, it would appear that all the gold had been contained in the specimens and nothing further was found, though the report had been the cause of a small rush of people interested in gold.From time to time specimens had been brought in by various people from the district east of Northam, and in 1861 a reward emanating from private sources was offered for the finding of gold within a radius of 150 miles from Perth. The Government at this stage took an interest in exploration for gold and in the same year supplemented this privately offered reward on a £ for £ basis. The Government also, about this time, commissioned a practical miner, with prospecting experience in the Eastern States, to examine the country between Albany and Northam with a view to the possible existence of goldbearing veins in that area. The primary aim of the present investigation is to develop a model which permits to calculate/predict the viscosities of ferromanganese slags, typically focus on the MnO-SiO2-Al2O3-CaO-MgO-FeO multicomponent system. The present viscosity model emphasizes the ability of prediction, i.e. using the binary parameters to extrapolate the viscosities in ternary and higher order systems. To this end, a physical sound model is essential. Temperature dependence of viscosity is described by the Eyring?s formalism. The well-known cell model is used to define the SiO44- tetrahedra in the silicate melts. Composition dependence is expressed in term of viscous activation energy, which is characterized by the binary structural units. The viscosities in ternary and higher order systems are hence predicted using the binary activation parameters. The model has been used to calculate the viscosities in the whole liquid composition range of ferromanganese slag.

"From the perspective of metallurgical processing, gold ores can be classified into free-milling and refractory ores. Their extractive metallurgy are largely driven by mineralogical factors such as: gold particle size, association with other minerals, coatings and rimmings, presence of cyanicides, oxygen consumers and preg-robbers, presence of refractory gold minerals and locking of submicroscopic gold in sulfide mineral structure etc. Gold process mineralogy helps address issues and problems related to gold ore processing. It provides useful information on process selection, flowsheet development, recovery improvement and reagent consumption optimization. By combining classic mineralogical techniques, modern instrumental analysis and diagnostic metallurgy, the mineralogist is able to balance the various types of gold occurrence in an ore. This paper will provide a broad review of gold process mineralogy and the techniques available, and use case studies to describe how they can be used together, to provide the complete picture of gold process mineralogy in an ore. Examples will be used where applicable.INTRODUCTIONSince the early 1980’s, a great deal of work has been done in the characterization of gold ores, particularly refractory ores (Gasparrini, 1983; Wang, 1984; Hausen, 1985; Haines, 1986; Henley, 1989; Chryssoulis et al., 1990; Wang et al., 1992, 1994; Kojonen, 1999; Simon et al., 1999; Hong et al., 2000; Pals et al, 2003). Process mineralogy has come into its own as a respected inter-discipline in the fields of mineralogy and metallurgy – a subject that occupies an important place in both research and industry. As the free-milling gold ores are being depleted and more refractory ores are being discovered and processed, gold process mineralogy receives more and more attention from both the mineralogist and metallurgist as it helps to solve various problems encountered during gold ore processing. Steadily rising gold prices are also stimulating the need for gold process mineralogy due to the increasing demand for and production of the yellow metal. At SGS Lakefield Research, gold process mineralogy studies are conducted routinely on all types of gold ores and mill products to assist in a wide variety of metallurgical projects.
