To the members of The South African Institute of Mining and Metallurgy We have audited the annual financial statements of The South African Institute of Mining and Metallurgy set out on pages 575 to 586 for the year ended 30 June 2005. These financial statements are the responsibility of the Institute?s Council. Our responsibility is to express an opinion on these financial statements based on our audit. Scope We have conducted our audit in accordance with International Standards on Auditing. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes: examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements, assessing the accounting principles used and significant estimates made by management, and evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion. Audit opinion In our opinion, the financial statements fairly present, in all material respects, the financial position of the Institute at 30 June 2005 and the results of its operations and cash flows for the year then ended in accordance with South African Statements of Generally Accepted Accounting Practice.

During the exploration phase of mine development, drilling location is in the hands of the geologist, and drilling is spread over the entire domain of the property or deposit boundary. During the mine planning and production phases, however, the mining engineer also needs to use the information obtained from the drilling program. Thus it is important that he/she have some input into the selection of the drillhole locations. Usually, when exploitation will center on one portion of the property for the immediate future, the mine engineer will want to have more of the drilling performed in this area. In the early stages, the purpose of the drilling was to make a decision concerning whether or not to develop a mine. Once the decision is made to proceed with this development, the mine engineer needs to know, with as much confidence as possible, the estimate of the ore grade at each location where mining will occur. This paper addresses the problem of drillhole location for the needs of the mining engineer. The goal is to compare a variety of approaches to drillhole location with a new approach developed by the author. This approach is based on the theory of geostatistics, with the estimation variance used as the quantitative measure of the confidence attained. The goal of the algorithm is to select those locations that minimize the estimation variance subject to constraints on the number of drillholes and the total cost of the drilling program. The kriging equations are used as another set of constraints. The resulting nonlinear optimization model is expressed in terms of binary (0 - 1) decision variables leading to a solution by the branch-and-bound procedure. The algorithm has been applied at a number of operating properties, and practical results and suggestions for implementation are provided.

Historically the insurance industry's involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authors' experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: ? personnel; ? environment; ? general management; ? compliance - legislation, systems, protocols; ? asset management; ? change management; ? financial impacts to the organisation; ? products/services; ? service delivery; and ? technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

The discovery of the gold-rich Main Reef Group of reefs on the farm Langlaagte in 1886 marked the opening of the richest and most extensive goldfield in history. Mining of the narrow reefs progressed from the outcrops to more than 3,5 km, and has made South Africa the foremost mining country in the world. Changes in the political and socio-economic climate create a new challenge to the gold-mining industry. The most significant of these is the emergence of Black trade unions, with their demands for higher wages, improved safety, job advancement, and abolition of discriminatory legislation. Industrial conflicts on gold mines have risen significantly in the past ten years, and are likely to continue in the future, although the causes of these conflicts may change. Events largely outside the control of the gold-mining industry, such as the improved dollar price for gold and the depreciation of the value of the rand relative to major currencies, have enabled the industry to meet the demands for higher wages and to narrow the wage gap. However, labour productivities have improved insignificantly and are a cause of major concern for the future development of the industry. Continued pressure in the industrial-relations area, the inflation of working costs, and the extension of mining operations to greater depths and more difficult areas create major challenges to mine managements and mining engineers. Significant improvements in mining technology, environmental control, and safety will have to be made to ensure the long-term survival of the industry. The unavoidable introduction in deep gold mines of mechanization on a larger scale to meet the requirements of higher labour productivities and a better and safer underground environment will have a major impact on the cost and management structure of these mines. Engineering will assume a more important role on deep gold mil1es, and management styles and structures will have to be adapted to accommodate these changes. The supply of suitably qualified engineers, technicians, and artisans will be a crucial factor controlling the rate of technological change. The industry is well-geared through its Group system to meet these challenges, and to benefit from the experience gained in the operation of highly mechanized mines. However, changes take time to implement and there is very little time left.

P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. AMERICAN SOCIETY OF MINING ENGINEERS 1970 FALL MEETING AND EXHIBIT The Secretary for Commerce has passed to us a letter received from the American Society of Mining Engineers, reading as follows: "We would be delighted to have South Africa attend our meeting next year and to exhibit some of their mining equipment in our Technological Information Exchange. The 1970 SME Fall Meeting and Exhibit will be held in St. Louis, Mo., October 21-23, 1970, at the Kiel Auditorium. The AIME WorId Conference on Lead & Zinc Mining and Metallurgy will be an integral part of our meeting-and an added incentive to attend. It should be understood that we discourage the showing of actual mining equipment and encourage the manufacturers and suppliers to send their engineers to man the booths. We hope that the exhibits will endeavour to put across their story by means of photographs, drawings, models and literature, rather than by display of prototypes of the actual equipment. We will be happy to welcome manufacturerers from South Africa as well as the mining engineers who, from time to time, have registered at our meetings." "Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

I appreciate the honour that has been bestowed upon me by my election as President of this Institute. We are starting what I believe will be a challenging year. The first challenge facing the Institute is financial. From the accounts for you will note that the Institute operated at a loss for the first time since 1987. average membership subscription was increased by only 10 per cent, reflecting desire to keep costs down in the minerals industry. The Institute will therefore to rely on other income to meet its budget requirements and break even financially. source of these funds will be the activities of the Technical Programme Committees. disciplines-Mining, Extraction Metallurgy, and Metals Technology are planning programmes for the coming year. I urge al members to increase their support of colloquia schools. Increased membership would also bring in more funds. Please, therefore, encourage colleagues who are not yet members of the Institute to join it.

Some six hundred and thirty members and guests filled the room to capacity, and many remained to enjoy the festivities until well past midnight.

The environmental repercussions following large-scale disturbance of the land surface, and the secondary effects of the disposal of waste products and effluents from mining, have not yet become apparent.
