The incorporation of individual cooling in a compressed-oxygen closed-circuit breathing apparatus by E. SHVARTZ, M.Sc. (U.C.L.A.), Ph.D. (U.S.C.) (Visitor) and N. B. STRYDOM, M.Sc., Ph.D. (Illinois) (Fellow) A conventional compressed-oxygen breathing apparatus, which did not include provisions for dehumidification of the inspired air at high environmental temperatures, was tested at these temperatures with and without conductive cooling in the form of 2 kg of pre-frozen ice placed inside the breathing bag of the apparatus. The pre-frozen ice provided conductive cooling of the soda lime and of the chest and abdomen of the subject, who performed moderate work at 50,1 "c. Without cooling, the subject was exhausted after 35 minutes because of a wet-bulb temperature of the inspired air of 46"c. With cooling, the subject finished 2 hours of work. This was possible by keeping the soda lime at a relatively Iow temperature, which resulted in a wet-bulb temperature of the inspired air of only 42 °C after 2 hours, and by conductive cooling of the chest, which resulted in the maintenance of a relatively Iow heart rate and rectal temperature.

The Elizabeth Bay aeolian deposit in Namibia comprises a sedimentary package of diamondiferous grits that have been deposited, reworked and concentrated to various degrees by dominant southerly winds. Diamond concentration in these deposits is highly variable and often unpredictable. The deposit is marginal from an economic perspective and therefore requires selective mining which in turn requires correct sampling and accurate estimation. Three methods of sampling have been used at Elizabeth Bay for mineral resource estimation: (i) pit samples utilizing an excavator to produce a sample 1 to 3 metres deep with a 10 to 20 m2 footprint, (ii)GB50 grab sampling with a 3.34 m2 footprint and (iii) a BG36 bucket auger drill with a 5 m2 footprint. Pit sampling, being easy to execute, has been the most widely used despite a limited penetration ability and, at times, questionable integrity. The GB50 grab sampling tool was tested at Elizabeth Bay and although it had better penetration ability and sample integrity, it struggled with cemented horizons. No sample optimization was conducted prior to the GB50 grab sampling. The latest phase of sampling was conducted using a BG36 bucket auger drill which is capable of penetrating thick overburden, penetrate cemented horizons and provides an acceptable sample support size. Geostatistical simulation methods were applied to establish the optimum sampling parameters required to estimate a mineral resource at an indicated level of confidence. The results show that a 5 m2 sample support size is adequate and that a 50 m 100 m sample configuration is optimal. Sample data obtained from the three methods confirms that the BG36 bucket auger tool combined with the parameters identified in this exercise produce the best results for diamond resource estimation.

An investigation was conducted into the reactions between the slag system MnO-CaO-MgO-SiO2(AI2O3) and the alloy system Mn-Fe-Si-(C). Synthetic slags representative of plant melts and a plant alloy were reacted in alumina crucibles at temperatures of 1400°C, 1450°C, 1550°C, and 1600°C. In similar experiments, slags were used that comprised a South African manganese ore with various amounts of lime and several synthetic alloys with various silicon contents and manganese-to-iron ratios. These experiments were conducted in a vertical molybdenum-wound resistance furnace with full temperature control. Slag-to-alloy ratios were also varied during the tests. The rate of reduction of Mn.O3 and the MnO from the slag by the silicon in the alloy was extremely rapid, most of the reaction being completed within five minutes. The strongly exothermic nature of the reaction resulted in considerable generation of heat at the slag-alloy interface, causing convectional stirring of the contents of the crucible and promoting the rate of reaction. Equilibrium was usually attained after fifteen minutes. The major limitation governing the recovery of manganese is the need for the silicon content of the alloy to meet a maximum specification of 2 per cent. Higher concentrations of silicon in the final alloy of between 8 and 12 per cent favour good recoveries of manganese from the slag, but, since such an alloy is not salable, lower recoveries must apparently be tolerated. In alloys of 2 per cent silicon, low activities of the silicon are responsible for poor recoveries of manganese. The activity of MnO in the slag can be increased by moderate additions of CaO and small amounts of MgO, i.e., by an increase in the basicity of the slag.

The problem of providing adequate thrust to manually operated rockdrills operating at air pressures of 70 lb/in2g to 80 lb/in2g with the aid of an air-leg is analyzed. It is shown that adequate thrust is provided by an air-leg or the stiff-leg if it is inclined at an angle to the floor of about 25°. However, this requires that the leg react against some support or protuberance, as the friction force between the leg and the floor is inadequate to contain the thrust. Conclusions summarizing optimum thrusts, blow frequencies, penetration rates, drill steel life and bit wear are presented.

The equilibrium between carbon-saturated Fe-Cr-Si-C alloys and SiO2-CaO-MgO-A2O3-CrO2-FeOy slags was studied under atmospheres of argon and carbon monoxide at temperatures of 1500 and 1600°C. The equilibrium distribution of chromium, silicon, and iron between the slag and the metal phases was determined for different compositions of both phases under different atmospheres and temperatures. It is shown that silicon transfer from the slag to the metal increases with increasing temperature, decreasing carbon monoxide partial pressure, decreasing carbon content of the metal, increasing chromium-to-iron ratio of the metal, increasing silica content of the slag, and decreasing lime-to-alumina ratio of the slag. Some activity calculations were made for the experiments conducted at 1600OC in a carbon monoxide atmosphere. It is also shown that a decrease in the iron content and an increase in the slag basicity decrease the chromium content of the slag. A major proportion of the chromium present in the slag was found to be in the divalent state under the highly reducing conditions prevailing in the experiments. The chromous capacities of these slags were calculated and were found to decrease with increasing basicity.

The paper describes the design options available for the simultaneous production of liquid sulphur dioxide, via cryogenic condensation, and sulphuric acid in a sulphur-burning sulphuric acid plant. The impact of the operating conditions of the cryogenic condensation on plant capital and operating costs are discussed, with the main focus on the optimization of the most important economic and operative drivers of the non-ferrous mining industry, such as energy efficiency, reliability, and availability. A case history relevant to an integrated sulphurburning plant producing liquid sulphur dioxide and sulphuric acid, recently started up in the Democratic Republic of Congo, is described. Electrokinetic dewatering of kimberlite slime under constant direct curents of 0,5 to 2 A and dewatering under constant applied potentia Is of 16,5 to 46,5 V are considered. The combined efects of electrophoresis and the addition of 8,3 x 10-3 M Mg2+ ions on the one hand, and 1 to 10 p.p.m. of the anionic polyacrylamide flocculant Praestol 2935 on the other, were investigated in a 3-litre Perspex electrophoretic cel. .The electro-osmotic dewatering experiments were conducted in a 3-litre Perspex electro-osmotic cel at various electrode spacings, as well as with a moving anode (top electrode). During electrophoretic dewatering, the zeta potential of the kimberlite particles did not change significantly, whereas the pH and temperature showed marked increases with time. The addition of Praestol 2935 enhanced the setling of the sludge bed owing to the additional effect of flocculation. The addition of electrolyte Mg (CIO4)2 retarded the separation process, partly as a result of gel formation in the slurry. During the electro-osmotic experiments, the rate of dewatering was found to be approximately proportional to the applied constant direct current, and to be independent of the electrode spacing. In general, electro-osmotic dewatering seemed to be more energy-efficient than electrophoretic dewatering.

X-Ray diffraction (XRD) provides useful information about the composition of an ore sample in terms of quantification of crystalline phases and amorphous content. The use of new, fast detection systems in XRD creates the opportunity to use this technique in modern process control. In the analysis of heavy mineral sands, XRD can identify the main mineral phases, such as ilmenite FeTiO3, rutile TiO2, Zircon ZrSiO4and quartz SiO2, and any other minor components present, such as anatase TiO2, magnetite Fe3O4, haematite Fe2O3or monazite (Ce, REE)PO4. Quantitative analysis is possible by various classical methods such as straight line or polynomial calibration with standards, but modern quantification analysis techniques such as Rietveld analysis (Bish and Howard, 1988) are attractive alternatives, as they do not require any standards or monitors. These methods offer impressive accuracy and speed of analysis. The Rietveld method compares calculated versus experimentally derived X-ray powder diffraction patterns for the sum of all crystalline phases. Another analysis technique offering great benefit to mining industries is cluster analysis. Enormous amounts of XRD measurement data are generated during the process control and material evaluation. New ways of handling such vast amounts of data are required to produce meaningful information for the end users. Cluster analysis greatly simplifies the analysis of a large amount of data from different processes or different raw materials, and automatically sorts closely related scans of an experiment into clusters and marks the most representative scan of each cluster as well as outlying patterns. The use of cluster analysis to evaluate the XRD data allows fast and reliable tracking of the process. It is the most economical procedure to have automatic data evaluation without involving any dedicated personnel in the process. Details of the techniques used, sample optimization methodologies, results, data precision and limitations will be discussed. The approach has potential as a relatively inexpensive, reliable tool, useful in the characterization of heavy minerals sand materials.

In order to meet the stringent specifications associated with the production of LME Grade A cobalt cathode, producers need to ensure that a number of impurities, including Cd, are removed from the advance electrolyte to ppb levels (~0.1 mg/L). Conventional options include ion exchange using amino methyl phosphonic acid resin and solvent extraction using D2EHPA. More recently a Cd-selective resin, employing Molecular Recognition Technology (MRT), became available from IBC Technologies, Inc. These three potential unit operations were evaluated in parallel at Mintek. MRT was identified as the most technically feasible option. Results obtained on a cobalt advance electrolyte, containing 55 g/L Co, 6 mg/L Cd and 60 g/L Na2SO4, are presented in this paper.

Dr. K. Gebhard In his excellent and comprehensive survey on the future development of the Iron and Steel Industry in South Africa, Mr. Coetzee has also mentioned the direct reduction processes as a possible method of converting iron ore to iron. Mr. Coetzee has made it quite clear that at this stage one should not consider these processes as a 'magic formula' which herald a 'break through'. I agree entirely with this point of view. Once upon a time I held the opposite view, but in the meantime I have revised my views. To do so, I had 40 years at my disposal. In 1930 I had the privilege of being connected with the first commercial sponge iron plant in Germany1 - a plant which was capable of producing 40 tons of sponge iron a day. We were determined to prove that the blast furnace would become obsolete in the near future. We considered it as an unnecessary detour to convert iron ore first into an iron-carbon alloy, which contained further quite a number of undesirable elements, and to remove this carbon by an endothermic process. Direct iron-making seemed to be a logical short cut. Unfortunately, we were not able to establish this 'short cut,', but the life of our sponge iron plant was cut short. We had solved all technical but not the economic problems. Basically the positon is still the same today - mainly economic and to a lesser degree technological aspects determine the rate at which sponge iron plants are installed. More has been said and written than done about direct reduction plants. I think that there are two main reasons for this stagnation in the introduction of direct reduction processes. The first reason is that modern blast furnaces are just too good and too economic ever to be replaced by direct reduction processes on a large scale. This, of course, already limits the field of application for direct reduction plants. The second reason is that sponge iron production and utilisation is based on technical considerations, which increase not only the production cost of sponge iron but also the conversion cost to steel to such an extent that under special conditions only are direct reduction plants an economic proposition. This paper describes the development of large-scale thermal-plasma systems, which was motivated, in general, by the potential cost savings that could be achieved by their use as a replacement for the more conventional methods used in the generation of thermal energy. The anticipated cost savings arise not only from the use of plasma-generating devices but from the manner in which they have been interfaced with a furnace to process particular materials, mostly as fines. Thermal-plasma systems fall into two categories: non-transferred-arc and transferred-arc devices. In general, transferred-arc devices have been interfaced with open-bath furnaces in which melting or smelting processes carried out, while non-transferred-arc devices have normally been applied to shaft furnaces. Water-cooled transferred-arc devices are somewhat limited in power (about 5 MW) because of the relatively voltages (300 to 500 V) that can be attained in open-bath furnaces, where very long arcs are undesirable, and because only relatively low levels of current can be carried. Graphite electrodes can overcome the restriction current, and power levels of 30 to 50 MW seem feasible, even with one electrode, if direct current is used. Multiple water-cooled devices are capable of attaining similar power levels, but the capital costs are much higher. Costs due to electrode wear are lower for water-cooled systems, but expensive gases are needed for transferred-arc devices. Mintek conducted extensive pilot-plant work in which water-cooled devices were used initially but graphite electrodes were used subsequently to produce ferochromium from fines. Transferred-arc open-bath configurations were used. This work led to a decision by Middelburg Steel & Alloys (MS&A) to install a 16 MVA furnace of semindustrial scale to produce ferochromium aloys based on the ASEA d.c. arc furnace developed for the Elred process. Non-transferred-arc devices have atained reasonable scale-up to the 6 to8 MW power level, and high-voltage operation, which is inherent in such devices, has enabled lower currents to be used. Nevertheless, multiple systems are still necessary to accommodate large-scale applications, and this can be costly from a capital point of view. The cooling requirements are large, and can represent a considerable loss of electric energy. Shaft furnaces equipped with non-transferred-arc devices are suitable for the processing of materials that have volatile species, e.g. silica or manganese, or where the shaft is used to prereduce oxides that are amenable to gas-solid reactions. It is probably in the treatment of light and refractory metals that plasma technology will achieve its greatest development in the years to come. The energy requirements for the production of these metals are high, and very low oxygen potentials are necessary. These are factors that favour thermal plasma. Much developmental work is still needed in this interesting field. It should be remembered that electrically generated thermal energy is a unique temperature source that, in many instances, cannot be replaced technically or economically by the combustion of a fuel.

The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor's Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening's talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek's talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.

Prof D. D. Howat (Member): I am a man with a grievance this afternoon. The other authors of the paper entered into a conspiracy to ensure that I presented the paper, and finally even had the audacity to say that this was the least that could be expected from me as I had done so little of the other work. Looking at the distinguished audience here that includes some figures who have forgotten more about cement that some of us have ever learned, I realise how right the other authors were. I feel very much cast in the role of the fool who was pushed in where angels fear to tread. I hesitate to say, Sir, that I would not use the word angels in any definition of the authors of this paper. In presenting the paper, may I try to put forward a few simple points about cement that are probably as little known to the majority of the audience as they were to me-at least until very recently. Concrete, made by mixing Portland cement, sand, crushed rock and water is the most widely used constructional material in the world. Generally the production of actual Portland Cement is about two-thirds that of steel and by the time this is formed into concrete the total is about five times the world tonnage of steel produced. A very rough approximation suggests that world consumption of concrete is about one ton per person per annum. Apart from fresh water mankind consumes no other material in such quantities. What mankind originally required was a mortar to be used for joining blocks of stone or bricks. Such mortar was originally made from limestone burned in a kiln and then mixed with water. Production of mortar of this type began over 5,000 years ago. Some samples from pyramids in Egypt have shown this mortar to be in good condition although over 4,500 years old. The progress of technological development was very slow until 1824 when an English bricklayer, Joseph Aspidin, patented a new mortar material which he made by burning limestone and clay together in his kitchen stove. Aspdin called his product 'Portland Cement' because, in colour, it resembled a well-known building stone quarried in the Isle of Portland on the south coast of England. Aspid's same types of raw materials are used today in modern cement production and the product is still referred to as Portland cement. A lime-containing material such as chalk or shell and a clay-type material such as shale, slate or clay itself, are mixed in the required proportions, ground and fed to a kiln where the minimum burning temperature is about 1,500°C. The raw materials react to form hard chunks of a material known as 'clinker'. About 5 per cent of gypsum is added to the clinker and the mixture is then ground to a very fine powder, the function of the gypsum being to control the rate of setting of the concrete. The key oxides in cement production are lime, silica, alumina and iron oxide. The possible reactions occurring during and the products of the burning process are shown in Table I.

INTRODUCTION Most presidential addresses are in the nature of a review of some specific topic and this will be no different. In thinking about the subjects which might be suitable for this address I decided that as next month will see my retirement from the gold mining industry I might review the four decades since I started in the industry in 1929. These four decades have been more than usually in',~resting and exciting. They have covered a period when the price of gold increased from the old figure of 84/- an ounce to the price of $35 an ounce today, taking in on the way at least two periods of premium sales from which the producer benefitted. The industry in these four decades has survived the most totally destructive war in history and has seen fundamental changes in the political, economic and governmental life of South Africa. There have been great technological changes and improvements, some of which I shall refer to later, and in addition there have been profound changes in the relations between employer and employee in the industry which have affected not only the economy of the industry but the traditional thinking of both management and labour. I believe that the address presented to this Institute on the occasion of its 75th Anniversary by Mr Goode covered more than adequately the history of the Institute and the part it has played in the mining industry of South Africa. It would be merely repetitive, therefore, to discuss the affairs of the Institute of Mining and Metallurgy. Having said this, however, it is also necessary to point out that the history of the Institute is, and always will be, an important record of the history of mining in South Africa. There are many facets, however, on which we ought to look back and to re-examine. One of the most rewarding, but at the same time one of the dullest, places to look for historical facts is in the annual reports of the Chamber of Mines. I suppose that some of the dullest of these have been the reports for which paragraphs have been prepared by me personally. The notes which follow do not claim to be anything like a full record of this exciting period. RISE AND FALL OF THE GOLD MINING INDUSTRY In talking about the mining industry of South Africa it is inevitable that one talks, particularly in the historical sense, about the gold mining industry - an industry of fundamental importance which has made South Africa what it is and which has been dying since the early part of this century. In Table I is shown the progress of the gold mining industry measured by its output of ounces of fine gold from the beginning of operations until the end of 1969, and if you are interested in the productivity of the men who work this industry the table, composed entirely from figures set out in the Chamber's annual reports, also shows the production of gold expressed as fine ounces per European and fine ounces per Bantu worker over a long period. If you are still minded to think of this industry as dying then the last column in the table shows how uranium has played such a vital part in the prosperity of the country.

The visit which took place on the 18th February, 1972 was a departure in that the places visited had no direct connection with the work in which members of the Institute are normally engaged. It was refreshing and stimulating to see important and involved operations normally outside ones own trend of life and to have experts to speak about technical, financial and matters of general interest concerning their work, not forgetting their troubles and problems and how they overcame them. Carlton Centre The members of the Institute were received by Mr D. Appleton, Public Relations Officer of the Carlton Centre Limited, who introduced Mr L. R. M. Fee of W. Rhodes Harrison, Architect in charge of the project; Mr W. C. E. Skilton of Murray and Roberts, the Engineer in charge of the construction of the complex and Mr A. Home the Senior Operating Engineer of Carlton Centre Limited. Each of these gentlemen addressed the members giving short rundowns on the project with special reference to their particular sphere of the undertaking. A variety of particularly interesting statistics relating to the planning construction and the ultimate operation and maintenance of the complex was given. Mining engineers present had an opportunity to compare the problems encountered by them associated with depth to problems encountered by the civil engineer in the construction of a building rising to such an enormous height. To some of the members a sense of similarity of the labour problems encountered must have been recognised. After tea the visitors were divided into groups, each under the guidance of an official, and then visited the highest floor accessible and thereafter the 19th floor where the internal arrangements for airconditioning, lighting, plumbing, power supply and communication arrangements were explained. Thereafter a visit to one of the seven basements which houses all machinery required to serve this enormous complex enabled the visitors to see the standby power arrangements as well as the refrigeration plant. The visit finished in time to proceed to the Crest Hotel in Hillbrow for lunch. To our hosts for the visit to the Carlton Complex a special vote of thanks is recorded. Strydom Tower In the afternoon the party proceeded to the Strydom Tower where Mr Knight from the Public Works Department who was the Engineer in charge of the construction of the tower gave details on the construction and the extraordinary methods which had to be adopted to achieve the desired objectives and to overcome known as well as unforeseen difficulties. The comparatively short time taken to complete the project and the good safety record appeared to impress the visitors. The final phase of the visit was taken care of by Mr Bothma of Telecommunications Department of the Post Office, who gave an extremely interesting explanation of the telecommunication organization of the Post Office with particular reference to the part the Hillbrow Tower plays in the South African telecommunication system. Both gentlemen answered many questions willingly and interestingly. Following the explanatory talks the visitors were shown the technical equipment housed in the two top levels of the tower. Short explanatory talks gave members an insight into the workings of one of the most important aspects of modern life. Even to the amateur photographer opportunities existed to view and photograph the city from the highest available observation point. We are indebted to Mr Gouws, the Regional Director of the Post Office for granting permission to visit sections of the tower normally not accessible to the general public and to our hosts for the manner in which we were received and entertained on the explanation of the many interesting features of this important installation. In conclusion, the programme for the day can be classified as interesting, of exceptional educational value, and an opportunity to see something of the engineering skills put into two vast and ambitious undertakings and the results achieved.

Atomaer (Pty) Ltd is a technology-driven company with interests in Western Australian nickel. Atomaer (RSA) Pty Ltd is a process technology company operating in Southern Africa. It is a subsidiary of Atomaer Holdings Pty Limited (Atomaer), which has operating companies in Australia, Africa, South America, and Europe. In addition, Atomaer has substantial shareholdings in Braemore Resources Plc, a nickel company with interests in sulphide nickel projects in Western Australia and Southern Africa listed on the Alternative Investment Market of London Stock Exchange (AIM); Mintails Limited, a gold company with interests in gold operations in South Africa listed on the Australia Stock Exchange; and Brinkley Mining Plc, a uranium company with interests in Southern Africa listed on the AIM. Independence Platinum Limited (IPt) has been formed by Atomaer to undertake the commercial development and exploitation of Mintek's ConRoast technology with the strategic objective of providing independent smelting and refining facilities with lower capital and operating costs for the treatment and processing of platinum concentrates, including those with high chrome and/or nickel and/or low platinum group metal values, for the development of platinum projects by junior resource companies in South Africa. The platinum mines of South Africa have traditionally exploited the Merensky Reef of the Bushveld Complex for platinum production. However, the mining of this reef is reaching depths that require significant vertical shaft systems and costly refrigeration for access to the ore bodies at deeper levels. In the past decade, all of the platinum producers have begun to mine the UG2 reef because of its cheaper mining costs. UG2 ore usually has lower platinum group metal contents and higher chrome values. The new junior resource companies have gained access primarily to UG2 reefs. Consequently, platinum mining is becoming more UG2-based and the resulting concentrates contain high levels of chromitite. UG2 concentrates are difficult to smelt in the current six-in-line submerged arc furnaces, and this leads to increased capital and operating costs for those smelting operations. The platinum mines of South Africa produce the majority of the world's platinum metal used in automotive catalysts and jewellery. As the platinum market is forecast to grow at a healthy rate into the future, the SA producers Anglo Platinum, Impala, Lonmin, and Northam are planning to expand mining operations in the next decade. Furthermore, a number of smaller new producers who are accessing other mineral resources are entering the buoyant market and will produce platinum concentrates for purchase or toll treatment. Hence, a shortage in both smelting and refining capacities is anticipated. Further smelting and refining facilities independent of the major platinum producers will be required in South Africa by 2010. Mintek's ConRoast technology is best suited to fill the need to treat a high proportion of UG2 concentrates in a cost-effective and technically efficient manner. Atomaer base metals technology has been developed for rapid leaching of nickel and other base metals from alloy. Significant reductions in capital and operating costs are expected from the combination of the two advances in process technology compared with that installed at the existing smelters and refineries that were established over 20 years ago. Independence Platinum will be listed on AIM and the Johannesburg Stock Exchange (JSE) in 2007, and developed as an independent, vertically-integrated platinum company using its independent smelting and base metals refining facilities as a strategic platform to promote the development and mining of platinum projects by junior resource companies in South Africa through technical co-operation, strategic alliances, joint ventures, off-take, toll-refining, and marketing agreements.

In the field of high temperature smelting processes there have been two dramatic changes in the past twenty years. These are, first, the application of tonnage oxygen for direct injection for the refining of molten iron and other metals and to provide the means of enriching air used for the combustion of fuel. Second, the application of electric power for the generation of high temperatures in place of the combustion of fossil fuels. Of these two developments the application of tonnage oxygen for the refining of molten iron has virtually revolutionised the steel industry throughout the world. The magnitude of this development is exemplified by the fact that less than 5 per cent of the world's steel production in 1960 was made by this process or 16 million tons out of a total of 350 million tons of steel produced, while in 1970 over 40 per cent of the world steel production was made by this process, ie, 251 million tons out of 628 million tons total. In the same period the proportion of steel produced by the old-established open-hearth process has shrunk from 75 per cent to 38 per cent. In the whole history of the development of high temperature metallurgical smelting processes there has never been anything remotely approaching this. The other development, the application of electric power for the generation of high temperatures has not had the impact of the oxygen injection process but I believe that what we should call the electric smelting revolution in metallurgical processes has very far-reaching ramifications for steel production and other pyrometallurgical processes. This may seem a bold and brash statement but it must be remembered that the oxygen injection process constitutes a link in the chain critically dependent upon the production of vast tonnages of molten iron from very large modern blast furnaces. The Achilles heel of this chain of processes, upon which such a large percentage of the world's supply of steel depends, is the availability of metallurgical coke in turn dependent on natural resources of coking coal. Without any exception each industrial country in the world faces a shortage of resources of coking coal and in some cases a critical shortage. Certainly within the present century the major iron and steel producing countries of the world will face this critical shortage of coking coal and major modifications to steel making processes will become inevitable. W. F. Cartwright (Deputy Chairman of B.S.C) said recently that there are considerable doubts as to whether the world will be able to provide enough coking coal to meet world steel demands from the late 1970's onwards if the B.F.remains the main means for making iron from ore. This is one of the supreme ironies of the world metallurgical situation to-day when the technology of iron and steel production has reached an extremely high peak of technical efficiency. The newest modern iron blast furnace capable of producing 6 000 to 8 000 tons per day of molten iron represents probably the most efficient piece of high temperature metallurgical plant and operation known to man. The conversion of this molten iron into steel by the oxygen injection process has made available to the engineering industry steel of a quality and at a price which is quite remarkable. Yet this vast metallurgical pyramid rests on the completely insecure and uncertain foundation of inadequate world resources of coking coal. The shortage of reserves of coking coal in this country is acute and it is possible that these resources will be exhausted within the next twenty years. Yet unless some completely unexpected catastrophe occurs the demand for steel in this country will probably rise at a faster rate than in the Western world due to the expansion of the Bantu population and the increased standard of living. To offset the inevitable shortage of coking coal are our much greater resources of bituminous coal which although of low grade provide a suitable fuel for electric power generation. The geographical disposition of the coal fields in relation to the great industrial areas of the Transvaal makes it inevitable that the development of the pyrometallurgical industries must depend heavily on electric power. The position in this country with regard to electrical power generation and consumption is rather anomalous. Per capita consumption of electric power is high - in 1964 almost twice the world average of 870 KWH and twenty-five times the average of 34 KWH for the Continent of Africa. In 1964 fifty-four per cent of the total world electric power was used in industry - the ratio being approximately 1/9 mining to manufacturing uses. As shown in Table I in 1969 67.2 per cent of the total output of electric power from ESCOM was used for mining and other industrial uses but almost in the ratio 6/4 mining to industrial uses. These figures emphasise the enormous importance of the mining industry to the economy of this country and underline the major contribution made by the gold mining industry. What is of very significant importance is that although the mining industry remains by far the largest single consumer of electrical power the consumption of power for industrial uses is rising rapidly as shown in Table II.

Ten Council meetings were held during the year with an average attendance of eighteen and the standing committees held forty-six meetings. FINANCE The annual accounts, which are attached to this report, show an excess of income over expenditure of R5 051 compared with an excess of expenditure over income last year of R4 608. This major reversal of fortunes is due in the first instance, of course, to the increased subscriptions. There were, however, other important contributors, particularly sales of the Proceedings of the Symposium on Open Pit Mining and profits on the operation of symposia and colloquia. It would appear from a study of the accounts that there has been a substantial drop in expenditure on secretarial fees. In actual fact, however, our total expenditure on secretarial fees was higher. A portion of this expenditure was charged against the administration of the Symposium on Open Pit Mining and, in addition, the charge against the Journal accounts for secretarial fees was increased. It will be recalled that in last year's annual report it was mentioned that subsequent to the new arrangement for publication of the Journal, the expected improvement in the finances of the Journal had been slow in materialising. After a total period of 18 months there was still no sign of improvement and it was accordingly decided to end the arrangement. As a result, the drain on the finances of the Institute was considerably lessened in the second half of the year. During the course of the year Council became concerned about the rapid depletion of our accumulated funds and gave careful and detailed attention to all aspects of the Institute's financial affairs. Particular attention was given to: 1. The fact that the Institute does not have a solid financial backing and must appeal for funds every time any special event such as a symposium is held. 2. The responsibilities of the Institute to the profession and the community, with particular reference to the desirability of establishing Institute bursaries and participating in other educational activities. 3. The rapidly rising cost of living. 4. The immediate financial position of the Institute. 5. The rapidly increasing cost of publishing the Journal due to the increasing number of papers available. In the meantime the immediate financial position of the Institute has improved but as this is due largely to non-recurring or irregular items of revenue, it should not be given undue weight. After careful consideration it was decided that an appeal should be made to industry for financial assistance, which would be used to cover the cost of symposia and other unusual expenditure and also, if possible, to build up the capital resources of the Institute so that there is a solid foundation for the future. Before appealing to industry, Council wished to be quite certain that there could be no criticism of the Institute for not having done our best in a personal capacity. Furthermore, Council examined many comparative statistics, including those circulated to members, which showed that, while expenditure per member has risen at an average annual rate of 7,5% over the last fifteen years, subscription revenue per member has risen at only 3,4% per annum. It was with this background that your Council decided to raise the subscriptions. Initial approaches have been made to the big mining groups and there has been a very generous response, although the details of how financial assistance will be provided have not yet been worked out. It seems likely that some form of affiliated company membership will be the most suitable method of achieving this. When these details have been fixed, it is the intention to extend the appeal to all corners of the mining industry as well as manufacturing and metallurgical industries. It is believed that these measures will ensure that the finances of the Institute are placed on a firm foundation on which the expanding activities can be planned. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R73 and the total fund was, therefore, increased by this amount to R4 411. The balance sheet shows that the market value of quoted shares and debentures increased during the year fron R6 540 to R9 160. The market value is now almost exactly the same as the book value. Accumulated funds now amount to R23 010 compared with R17 959 a year ago.
