?Twowinters ago, what had been a mediocre safety record at West Virginia?s Sago Mine grew dramatically worse. Over 23 months beginning in February 2004, two dozen miners were hurt in a string of accidents, some of them caused by rock chunks falling from the mine ceiling. Federal safety inspectors slapped the mine with citations 273 times, or an average of once every 2 ½ days. Despite this record, the price paid by Sago?s operators was light. Government regulators never publicly discussed shutting down themine and never sought criminal sanctions. The biggest single fine was $440, about 0.0004 percent of the $110 million net profit reported last year by the mine?s current owner.? -Washington Post, January 8, 2006

FEBRUARY 20TH. MORNING SESSION: The fourteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in the Magnolia Room of the Albany Hotel. Monday, February 20th at 11 o'clock A. M., with the President, Mr. R. M. Magraw, in the chair, sixty-two members being present. The first number upon the program was the reading of the minutes of the previous meeting by the Secretary. There being no corrections or alterations, the minutes were approved as read. As Mr. Dan Harrington was unavoidably absent, his paper, subject: "Coal Mine Accidents and State Mining Law" was, by request of the President, read by Mr. J. Q. Lalor. Following this was a short discussion. There being no further business the meeting adjourned. AFTERNOON SESSION: The meeting was called to order in the Magnolia Room of the Albany Hotel at two-thirty o'clock P. M. with President R. M. Magraw presiding, fifty-eight members being present. Mr. Ben Shubart and Prof. J. C. Roberts were appointed a committee to draft and telegraph a message of condolence to Mr. E. S. Brooks of Rock Springs, Wyoming, on account of the recent death of his daughter. The com¬mittee submitted a copy of the following telegram, which was read by the Secretary: "E. S. Brooks, Rock Springs, Wyoming. We extend to you and your family our sincerest sympathies in your deep affliction. (Signed) THE ROCKY MOUNTAIN COAL MINING INSTITUTE." The following resolution was next presented by the Secretary and upon motion, duly seconded was carried by a unanimous vote: WHEREAS, it has come to the knowledge of this Institute that the Coal Mining Course of the Colorado School of Mines has been abolished; and

At 10 a. m., Tuesday, November 12, 1912, the following members of the committee appointed by "Coal Age" to organize a Coal-Mining Institute for the Rocky Mountain region, met in the State Capitol, at Denver, Colo. : E. H. Weitzel W. J. Murray T. H. O'Brien W. B. Williams James Dalrvmple F. W. Whitksiie A. C. Watts David Griffiths The following members of the committee were not present: Frank Manley Allan French H. C. Williams Frank Cameron J. E. Pettit D. W. Brown C. H. Gibbs E. H. Weitzel acted as chairman of the meeting. This committee drew up a form of Constitution and By-Laws, to be recommended to the general meeting to be held on the following day; and, with the exception of two alterations, this Constitution and By-Laws, formulated by the Organization Committee, were accepted as a whole by the general meeting. With the exception of a general discussion of affairs that might be brought out by means of such an institute, no further business was done at this meeting of the Organization Committee, and it was adjourned.

The operation of gaseous mines is a problem, due to the fact that we have not only the ordinary mine accidents to guard against, but have also the ever present menace of a mine disaster involving a large number of human lives, and the destruction of valuable property. In looking over the reports of mine disasters throughout the country in the past several years, we find that methane gas, coming in contact with an ignition agency of some kind, has been the source of at least 75 per cent of our mine explosions. Coal dust, of course, plays its part in propagating the explosive action throughout the mine workings and rendering it more violent and destructive; nevertheless, the initial ignition of a body of explosive gas-sometimes of very small volume-has been the primer for the large majority of our mine disasters. We find also, that the places of initial ignition are most frequently found at the working faces, or in close proximity thereto. This is mainly due to the following reasons: First-The working faces are, as a rule, the places where methane gas is most freely generated. Second: They are places that are most poorly ventilated. Third-They are the places where ignition agencies are most frequently found. The sources of ignition, as a rule, consist of naked lights, the shooting -of shots, defective flame safety lamps, and electrical arcs. The problem, then, in the operation of gaseous mines, is primarily to so ventilate the working faces that an explosive mixture is not likely to occur, and to endeavor to keep away from the working faces all sources of ignition. To do both of these things may seem impossible. Nevertheless, by working along both of these directions, a great many disasters can be avoided. The efficient ventilation of the working faces is paramount. By efficient ventilation, we mean the continuous passing of large volumes of air at the working faces. This can only be accomplished by adequate ventilating equipment, capable of being driven by at least two independent and distinct sources of power, together with large, clean, straight air courses which are free of short turns, constructed areas, and leaky doors and stoppings. In other words, furnish a suitable course for its travel through the mine. Many of us sharpen our pencils and rack our brains to properly estimate the proper size pump and pipe equipment that may be needed to handle a certain amount of water. We estimate the size of copper conductors to a nicety. We immediately rush to repair leaks in our water, compressed air or electric lines. But how many of us give serious thought to the travel of the air through our mines, the health and safety-giving fluid on which so much depends! In driving air courses, a certain economical cross-sectional area should be adopted and maintained as standard. When turns are necessary, they should be made with long radius curves, and the cross-sectional area should be increased on the curves. All entry stoppings should preferably be built of monolithic concrete, with suitable hitches into floor and ribs, and after the concrete has set, they should be examined and leaks due to shrinkage and settling should be eliminated. Overcasts and their approaches should have cross-sectional areas larger than the entries leading to them, to allow for the sudden change of direction, bearing in mind that air wants to travel in straight lines. Coal mining as an occupation, is hazardous under the most, ideal conditions. Confronted with this inescapable fact, every possible emphasis is placed by the Phelps Dodge Corporation, at the Dawson mines upon the employment of every means available for safeguarding its employes from the dangers attending their vocation. Accidents have a human aspect and a direct bearing upon the well-being of the workmen themselves. They cause a loss of wages, suffering and often privation of the employe and those dependent upon him. In case of death, his children are often forced into the wage earning class without preparation to fight the battles of life, with the result that the efficiency of the next generation is lowered. Dr. Jones, formerly of the war industries board, is responsible for the following statement. "Accident prevention as it is now conducted is principally a matter of education and not merely one of protection against physical hazards as frequently believed. In fact, the last ten years experience in accident prevention has demonstrated conclusively two things: 1. That three-fourths of all deaths and serious injuries in industry can be prevented. 2. In the industries doing the most efficient work, two-thirds have been accomplished thru organization and education as against one-third accomplished by means of mechanical safeguards or equipment. Experience in the past decade has conclusively proven that the work of accident prevention is not a "one man job" that satisfactory results can be secured only thru the highest measure of co-operation between the employer and employe, and this by means of organization. The employer must be vitally interested in the work if he expects to educate his men to share the responsibility with him. The men must be given a part to perform in it, if their interest is to be aroused and maintained. It is only thru organization that this is possible. In this connection it is interesting to note the results obtained by the Old Dominion Co. of Globe, Ariz., in reducing accidents after the organization of their safety department. The O. D. Co. are pioneers in the adoption of the workmens safety committees and and the results obtained by this, company after their safety work was well organized are truly wonderful. For the years 1913 to 1916, inclusive, at which time the safety work was not well organized, there were a total of 18 fatal accidents, the years 1917 to 1920, inclusive, was a period of intensive safety work, during which time there were only three fatal accidents, none having occured during 1919.

Special thanks to Park Lamborn for a fine program and to Gussie Whiteside for all her efforts in behalf of the Institute. An increase in salary was voted for the secretary-treasurer. It was decided to return to Vail for the 1979 convention. The Resolutions Committee was called upon to give its report. The Wednesday morning session was called to order by President Lewis at 9:00 am, He called on Bob Wilson to conduct the business meeting. In the absence of any of the Auditing Committee, the treasurer's report, which had previously been examined by them was read. He asked for a motion of approval. It was made, granted and approved. The Resolution Committee was called on to make its report. Mr. Shirl McArthur read the following report: (1) "WHEREAS, the Pneumoconiosis or Black Lung provisions of the Federal Coal Mine Health and Safety Act which have been construed and administered largely as a welfare program rather than as just compensation for occupational disease has resulted in enormous expenditures and commitments from the Federal Treasury, WHEREAS, the imposition of the full cost of future welfare oriented black lung awards on coal operators without regard to workmen's compensation standards and without due process in granting benefits is grossly unfair and discriminatory to the coal operator and places an undue burden on the present cost of coal,

The Wednesday morning session was opened by President John Reeves at 9:30 a.m. He thanked the various committees for the excellent work they did. He called on the Auditing Committee to give its report. Mr. Jack White reported that the Auditing Committee had properly checked the financial records of Mrs. Augusta Whiteside, Secretary-Treasurer, of this Institute and reports to the membership that these financial records are indeed accurate and in good order. We so sign our names to this. This Auditing Committee wishes to take this opportunity to commend and thank Mrs. Whiteside for her dedicated effort in keeping the financial records of the Rocky Mountain Coal Mining Institute in such excellent order. (See page 5 for printed Treasurer's Report) Mr. White asked for a motion to approve the records, it was made, seconded and approved. Mr. Meade Harker, Chairman of the Finance Committee, was asked to give his report. He stated that the Colorado contributors total was $630.00 and the Utah $39.0.00, making a grand total of $970.00.

Sorenson, President, presiding. PRESIDENT SORENSON: The meeting will conic to order, please. Gentlemen, we have quite a program this morning, so we had better push this thing along. Be fore we start this morning, I would like to ask Mr. Davis if he wouldn't come up and say a word or two for us. He is the editor of Coal Age. Mr. Davis. MR. DAVIS: This is quite an unexpected honor. I didn't know that I would be called on to speak to you. It will be brief, but very sincere. I have enjoyed every minute of my stay here with you people in the west. It is my first visit out this way, and I have enjoyed every minute of it. I have two more weeks to go out here, and I will probably see a lot of you in your own back yards.

Zatek, Product Specialist, Portable Instruments; Mine Safety Appliances Company, Pitts¬burgh, Pennsylvania. His presentation was illustrated by slides and subject, "Problems of Noise as Applied to Coal Mining." (See Index for printed text of Mr. Zatek's paper.) Mr. Zatek has been with Mine Safety Appliances Company for the, past 14 years) Prior to going with M.S.A. he was Indus!, trial Hygienist for Pennsylvania Department of Health, a position he held for 10 years He attended the University of Pittsburgh, Pittsburgh, Pennsylvania, and graduated with a B.S. degree in Chemical Engineering. He is a member of Air Pollution Control Association, American Society of Safety Engineers, Instrument Society of America and the American Industrial Hygiene Association. He is certified by the American,' Board of Industrial Hygiene in Compre¬hensive Practice of Industrial Hygiene and also by the Bureau of Mines to be an Instructor in Noise Measurement and Control.

The twenty-fifth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11 a. m. Monday, August 29, 1927, in the County Court House at Trinidad, Colorado, the Vice-President, F. L. Peart, presiding. After a few words from John F. Carmody, Editor of Goal Age, J. Q. McNatt, Division Engineer of the Colorado Fuel & Iron Company, read a paper on "Coal Geology." In the afternoon, Prof. C. B. Carpenter, of the Colorado School of Mines talked on the work in Fuel Engineering being developed at the Colorado School of Mines. W. C. Holman, of the Phelps Dodge Corporation, then read his paper on "Developing a Pit Car Design." L. M. Kuhns, Safety Engineer of the Gallup American Coal Company, read his paper on "Safety Methods at Gallup American No. 5 Mine." After discussion the meeting adjourned for the day.

The subject assigned to me of "The Power" Problem of the Mine" is so broad that I have decided to confine myself to the question of the power supply itself, rather than the application of electricity throughout the property. We will look over certain economic aspects of the problem, particularly in the way it affects the mine manager or executive and his attitude toward the power plant. The accepted method of power application to the mine is by electric power, and the experience of each of you is that the job is never complete as you are always undertaking some further electrification which necessitates the stiffing up the power house to care for the additional load. The mine executive, then, is wrestling almost continuously with the problem of his power plant. Either it is overloaded and must be enlarged and rebuilt; or its operating costs are excessive; or it breaks down and limits coal output; or some one wants to sell new and improved machinery, until the manager almost hates the thought of such a restless part of his property. If he purchases power, every day new uses for it seems to be found. In many ways this unrest is due to short-sighted policy toward the problem, and the tendency when the problem of extension has to be met, to dispose of it in the cheapest way and without thought as to where the future is leading. The day when each opening had its own boiler plant, steam hoist, steam driven fans, steam pumps, steam loaders, etc., seems to be far behind us. The recognized method of power distribution today is by electric power, except for rather limited applications of compressed air; most of which is electrically compressed. During fifteen years contact with mines of Colorado and Wyoming the writer has seen nearly every mine power house double or triple in capacity or abandoned in favor of purchased power, worn. out and inefficient machinery thrown out, isolated boiler plants dropped, seam pumping at great depth changed to electric drive, all resulting in greatly reduced labor and fuel costs. Power costs, which in such isolated plants were considered normal, would be unthinkable today. One property where the main power supply was by compressed air from steam driven com¬pressors used under boilers 8.35 per cent of all the coal mined. The cost of power was 12 1/2 cents per ton of coal mined. Another property of four openings, each with its own boiler plant and usual equipment of hoists, pumps, etc., had a power cost of 10.3 cents for each ton mined; and these were days when you did not get very high prices for coal. Another property operating two mines mostly by steam used 11.1 per cent of the coal output under their own boilers and the power cost was 19.45 cents for each ton mined. Each of these properties is now electrified and power costs are from 3 to 4 cents per ton, and the fuel burned runs from 1 to 2 per cent of the output. With the broadening market and high prices for slack coal and the high prices for labor in boiler and engine rooms, the cost of steam is reaching a high figure, and efforts must be made to keep this down, by more efficient steam production and by utilizing this steam in better machinery which will increase the work done by each pound of steam. It must not be overlooked either, that the plant which is very wasteful of fuel is usually a pretty old one and one far from reliable. In a general way the more efficient the plant, the greater its reliability. Ample and reliable power supply means ability to get out coal when there is a market. The increasing use of purchased power is largely due to changing conditions which are tending constantly to push up the cost of power, unless the most efficient machinery is used and large scale production possible. PRESIDENT LITTLEJOHN: We have with us a gentleman from Utah, who is familiarly known -as the "Mudite King," Mr. Reid, of the Lion Coal Company. Here is a letter I would like to read, and probably Mr. Reid will give us an idea of his Mudite machine, or the results he is obtaining. This question was brought up in Rock Springs, Wyoming, but Mr. Reid was not there personally during the discussion, but Mr. Burnell, who is general superintendent of the Lion Coal Com¬pany, as much as he possibly could, described the system and its effects. I believe Mr. Reid will probably be able to give a somewhat clearer statement this afternoon. This letter is from the Coal Mining Inspector of the State of Utah, John Crawford. "February 10, 1925. "The Industrial Commission of Utah, Building. "Statement of John Crawford, Coal Mine Inspector, in regard to Muditing in Coal Mines: "That Muditing used in connection with our present sprinkling system in coal mines is the missing link to the system we have had heretofore, because the water applied by the former system began to dry out, in heavy air currents, the moment it was put on. Consequently the dust that had been humidified by sprinkling, came back to its natural condition, and if anything, the combustible parts of it, in my opinion, were more intensified than previous to being wetted down. "The advantages that Muditing has over the old system of sprinkling are: "1st. The dust that is on the roof, timbers and sides of the entry is washed completely off and rolled up in the Mudite solution which entirely destroys the wings, crudely speaking, of the fine coal dust. "2nd. Sprinkling with the Mudite system, the water and mud is of greater extent than could be applied with a hand hose by a sprinkler. This sprinkling can be done while the mine is in operation, just the same as if water alone was being used. "3rd. The Mudite solution, when dried out, leaves a coating which serves as an armour to the coal, so that in the event of a local explosion, the inflammable matter on the coal is non-combustible; whereas, if that same coal had been sprinkled with water only, and made free of dust, the heat would have the same effect on the coal as it has on a stove when coal is thrown into it-instantaneous combustion. "Therefore, it is my opinion that the Mudite system is the missing link to the perfecting of our sprinkling system here in Utah. "(Signed) JOHN CRAWFORD." Mr. Reid has with him a few sam¬ples of his Mudite, after it has become solidified, taken from the floor, as I understand it. It is interesting. We have a few minutes to spare to good advantage, were we to ask Mr. Reid to give us an idea of his machine, as briefly as he possibly can, and also what he thinks the effect of the Mudite is compared to dry rock dust.
