1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

Researchers from the National Institute for Occupational Safety and Health (NIOSH), in cooperation with mine operators, conducted a study of heat stress exposures among mine rescue workers in underground mines. Mine rescue workers face extreme heat loads as they enter hot and poorly ventilated environments, particularly when they are wearing breathing apparatuses. The burden of wearing a closed-circuit breathing apparatus (CCBA), the inability to drink fluids for extended periods of time, and the potential for ventilation disruptions and fires combine to increase the risk of heat illness during a response to an emergency. In this research, ambient environmental conditions and heat strain indicators were measured using conventional ventilation monitoring tools during mine rescue training exercises. Heat strain was measured with an ingestible temperature-sensing pill that measured core temperature continuously. In addition, a heart-rate monitoring chest strap was used to indicate physical strain resulting from physical activity and heat. Both core temperature and heart rate data were transmitted to a remote recorder worn by a rescuer and time-stamped. Team activities were also observed to determine the contribution of work rate to a person’s total heat load. The effectiveness of several engineering controls, such as cooling the air inhaled by rescuers through an apparatus, wearing cooling vests, and supplying water through the CCBA masks, were investigated. Administrative controls, such as limiting the duration of exposure and controlling the work rate through forced-rest regimens, were also evaluated. Results to date are discussed, and tools for evaluating team condition and estimating the length of time it would be safe for rescuers to work are proposed.

"INTRODUCTION When tannin is present in a boiler water, it causes certain difficulties in many analytical testing procedures because of its colloidal action in interfering with the removal of suspended matter by filtration and also because of the color it imparts to the boiler water.For example, in any test for phosphate in boiler water the first step is to filter out of the sample all sludge and suspended solids. Calcium phosphate in the sludge would give high results if not completely removed. If tannin is present in the sample, the sludge and suspended matter tend to pass through the filter paper so that it is difficult to remove it all. It may even be that tannin makes some of the suspended material in the sample completely nonfilterable. If this is true, it would be necessary to destroy or remove the tannin from the sample before filtering to get complete removal of calcium phosphate from the sample. In addition, if the test used is a colorimetric one, the tannin causes interference by its own color.As the calorimetric phosphate test is so convenient for control purposes and the use of tannin for boiler water treatment has become common, it has become necessary to develop suitable methods for employing the colorimetric phosphate test for boiler waters containing tannin. In this paper three different methods for doing this arc described and studied."

In its investigation of old, abandoned, lead-zinc mines at which records of operations are not available, in 1914 the Bureau of Mines dug surface trenches anti', in 1947 It diamond-drilled three holes at the Albright Farm deposit in Sinking Valley. Some good lead-zinc ore had been extracted from veins in dolomitic limestone during the time of the American Revolution and as late as 1870. Since that time the only activity was sporadic prospecting and developing. Thu Bureau of Mines disclosed two additional veins by surface trenching, but diamond drilling failed to find significant lead-zinc mineralization.

"In the January 3 issue of Iron Trade Review, Sweetser2, in referring to the problem of coke combustibility, points out that, ""Someone should formulate a rule for the rate of flow of coke through the zone of coke combustion that now appears to be confined to a comparatively restricted volume in front of the tuyeres,"" In formulating such a rule it is necessary to distinguish clearly between combustibility, a property of the fuel, and rate of combustion, which is determined by the rate at which air is supplied to the fuel bed. The rate of carbon gasified at the tuyeres of a blast furnace is independent of coke combusti-bility. A fast-burning coke will burn in a more restricted volume than a slow-burning coke, but both types of fuel will be consumed at rates determined by the supply of oxygen,A number of the definitions of combustibility that have appeared in technical literature relate more closely to rate of combustion than to combustibility. Perrott and Kinney) have correctly defined it as follows: ""Combustibility of coke from the standpoint of its use in, the blast furnace is inversely proportional to the mean rate of gasification per unit volume of the combustion zone, assuming other factors remain constant,"" Combustibility of coke refers therefore to those properties that determine the size or extent of the combustion zone. Relative differences in these properties can be measured by the depth of the fuel bed required to convert oxygen from the air into carbon monoxide."

Since the advent of coal mining, the minimal lighting in the under¬ground working place has been an obstacle to the safe and efficient performance of the miner's many tasks. Compounding this problem is the fact that the machines being operated in the working place are so large that the vertical and horizontal clearances around the machinery are severely limited. Consequently, in these poorly lighted and congested working places, the machine operator is unable to utilize his peripheral vision. He cannot see hazards as they develop and, too often, cannot react in time to avoid serious injury or death to himself or his fellow miners. The greatest hazard to miners inby the last open crosscut is from falls of roof which are often preceded by warning signs such as falling rock fragments, roof supports taking weight, or a sudden reduction in the height of the working place. These warning signs often go undectected because the machine operator's attention is focused on the small circle of light emitted from his cap lamp. Congress recognized the illumination deficiencies, and, in the Federal Coal Mine Health and Safety Act of 1969, charged the Secretary of the Interior with the authority and responsibility for development and promulgation of minimum standards for illuminating working places in coal mines. These standards have been developed and, as stated in the April 1, 1976 Notice, Federal Register, Volume 41, No. 64, will be promulgated on October 1, 1976, as mandatory regulations under Section 75.1719, Title 30, Code of Federal Regulations. The regulations require that the designated surfaces within the miner's normal field of vision be illuminated to 0.06 foot-lamberts while self¬propelled mining equipment is being operated in the working places. The term "working place" is defined in the Act as "the area of a coal mine inby the last open crosscut".

It is suggested in chapter 1 that emergency activities (including escape) are not individualistic. They tend to be group responses. If escapes from mine fires are group activities, then preparation for such events must take group behavior into account. This chapter explores the hypothesis that the miners who escaped from the three mines under study did so as members of groups. For development of this chapter, the database was examined for evidence of the existence of escape groups and for instances when individualistic behavior was paramount. Illustrations of group and/or individualistic behavior were analyzed and representative examples are provided in the following discussion. The nature of groups was discussed in chapter 3 and the following working definition was offered: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at second-hand, through other people, but face-to-face" [Homans 1950]. To determine whether or not groups existed during the fire evacuations, it is important that the concept of group be clearly defined. Therefore, the discussion started in chapter 3 will be elaborated here. The defining characteristics of group given in chapter 3 were taken from Homans [1950]. They include size, person-to-person com¬munication, feelings that members have for each other, explicit and implicit rules for behavior, and common activities. An additional characteristic that is sometimes used to define groups is cohesiveness. Kiesler and Kiesler [1970] state, "Cohesiveness would include not only the attraction that the group holds for its members but also any other force operating on the individual to stay in the group." Variables said to contribute to cohesiveness include "(1) the attractiveness of a group for its members," and "(2) the coordination of the efforts of the members" [Keisler 1970]. One source of the attraction to a group occurs when "the goals or exterior tasks confronting the group are consistent with those of the individual person, and can best be handled by group action" [Cartwright and Zander 1968, in Davis 1969]. In other words, a common goal and a coordinated effort mounted to achieve that goal contributes toward the creation of a cohesive group. As discussed in the earlier review of research (chapter 1), groups have frequently been studied in laboratory or simulation settings. These methods allowed control over variables of interest. Kiesler and Kiesler [1970] state, however, that they "find group variables conceptually imprecise and experimentally difficult to work with." Experimental control, in other words, is difficult to achieve in the study of groups. The richness of the naturalistic mine fire data may provide an opportunity for an examination of groups that cannot be found in laboratories or simulations because this environment was not

Hand-Arm Vibration Syndrome (HAVS) was identified as early as 1918 in Bedford, Indiana in the U.S. Since then much research work has been done around the world in the areas of medical, epidemiological, engineering and legal aspects of HAVS. In Japan, much of the pioneering work in this field has been performed by Dr. Setsuo Maeda and his staff at the National Institute of Industrial Health (NIIH) in Kawasaki. Most recently, reports of work done by this group and by Dr. Ren Dong1 of NIOSH in the U.S., as well as many other suppliers and Japanese practitioners were presented at the 13th Japan Group Meeting on Human Response to Vibration held in Osaka2 during August 3-5, 2005. The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of equipment sound levels and worker noise exposures in the stone/aggregate mining industry. Six stone/aggregate mines (three surface and three underground) were recently surveyed, and the findings (ire presented here. The surveys consisted of sound-level measurements conducted around various equipment and machinery (including stone processing and crushing equipment) and full-shift dose measurements to determine worker noise exposures. The findings identify the equipment and machinery that are likely to cause worker overexposures and identify the workers found to he experiencing overexposures. In addition, the benefit of cabs in reducing mobile equipment operator noise exposure is discussed.

The safety of mine workers depends on the proper installation of roof supports to prevent the ground from collapsing into the working areas of an underground mine. As new support systems are developed, they need to be properly evaluated to make sure that they are capable of providing adequate roof support before they are first used in a mine. In addition to making certain that the supports meet basic safety criteria, the limitations of the support need to be fully defined in order to avoid improper application of a particular support design. The National Institute for Occupational Safety and Health (NIOSH) operates a world-class facility called the Safety Structures Testing Laboratory. This laboratory contains a unique load frame, the Mine Roof Simulator, which is capable of simulating the ground behavior in underground mines for conducting full-scale evaluations of roof support systems. Safety performance testing protocols using the unique Mine Roof Simulator have been developed for both standing roof support systems and longwall shield supports. The purpose of this paper is to describe these test procedures. The protocol for standing roof supports incorporates seven test series:( 1) uniform loading baseline tests, (2) height evaluations, (3) asymmetric loading, (4) biaxial loading, (5) load rate studies, (6) active loading determination, and (7) static loading evaluations. For longwall shields, a four-series test program that accurately simulates in-service conditions on a longwall face is proposed. This test program consists of (1) transfer of horizontal load to the caving shield-lemniscate assembly (zero-friction test),(2) point loading of shield joints due to lateral movement or rotation of the canopy, (3) evaluation of leg socketand leg cylinder integrity, and (4) face-to-waste racking of the shield. In addition, an evaluation of the shield’s hydraulic components will be conducted prior to the performance testing. These protocols will provide state-of-the-art safety performance evaluations of emerging support technologies, as well as a means to assess the safety of both new and aging longwall shields. Hence, this effort will enhance the safety of mine workers by ensuring that critical support elements are properly designed and that aging supports are retired before their support capability is jeopardized.

On a continuous miner coal face methane concentrations are affected by the quantity of fresh intake air reaching the face. When mining the box cut on a 12.2-m (40-ft) two-pass extended cut face, the continuous miner is always at the point of deepest penetration, and operation of the machine-mounted dust scrubber and water spray system improve the flow of fresh air to the end of the box cut. However, when the continuous miner leaves the box cut to begin cutting the 40-ft slab, little is known about how much ventilation air reaches the end of the box cut. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health conducted a full-scale study to answer this question. Tests were run to determine how much ventilation air reaches the end of the box cut with the continuous miner at three locations in the 40-fttwo-pass extended cut mining sequence; at the end of the 40-ft box cut, at the start of the 40-ft slab cut, and 6.1 m (20 ft) into the slab cut. During these tests, methane gas was uniformly released at the end of the 40-ft box cut. Methane concentrations measured0.3 m (1 ft) from the roof and face of the box cut were used to estimate face airflow quantities. Fresh air flow rates of 1.89and 4.72 m/sec (4,000 and 10.000 cfm), scrubber flow rates of 0, 4,000 and 10,000 cfm, water spray pressures of 0 and3827 kPa (0 and 120 psi), and a blowing curtain setback position of 15.2m (50 ft) were used during these tests. To improve ventilation to the end of the 40-ft box cut when the continuous miner was starting the 40-ft slab cut and 20 ft into the slab cut, the blowing curtain was advanced from its 50-ft setback to locations 40-ft and then 8.5 m (28 ft) from the face. "In our laboratory several impactors have been developed in the past which have penetration characteristics that approximate that of the ACGIH or the British MRC respirable curves. In these impactors the large nonrespirable particles are collected on an impaction plate of a multiple round nozzle stage where the nozzles are of different diameters. The principle for designing a respirable cut impactor is quite simple in that the respirable curve is divided into two or more segments and the nozzles are designed with the correct diameters and number of nozzles to have collection characteristics with 50% cutpoints at the center of each segment. The particles not collected on the impaction plates are then collected upon a filter. These particles represent the respirable fraction of the aerosol. Therefore the respirable curve is approximated in a stepwise fashion with the approximation becoming better as the respirable curve is divided up into increasing numbers of segments. It has generally been felt that three segments is satisfactory for most cases.A new version of the respirable impactor has recently been developed in our laboratory. This impactor approximates the ACGIH respirable curve in three steps at a flow rate of 30 liters per minute. However, unlike previous models where all of the particles larger than the three cut points designated by the three steps are collected upon one impaction plate, a separate impaction plate is now used for each of the three cut sizes. To approximate the respirable curve in three steps, the cut sizes must be 2.2, 3.5 and 5.8 microns diameter. Therefore, on each of these stages the particles collected will be the mass of particles that are larger than these three cut sizes. By determining the mass of particles collected on each of these three stages plus that on the after filter using Gravimetric techniques, some information can be obtained on the size distribution of the aerosol being sampled. Furthermore, the impaction plates of the three stages are rotated and the nozzles are placed in such a position such that a uniform deposit is obtained on each of the impaction plates. Therefore, the deposits collected are suitable for X-ray fluorescence analysis or other types of analysis where a uniform deposit is required."

Approach Install a new pallet loading dust control system which uses a push-pull ventilation technique along with a hydraulic lift table to control the pallet loading height throughout the entire loading cycle. How It Works A low-volume, high-velocity blower system operating at approximately at 120 cfm blows a stream of air over the top layer of bags on the pallet. The blower system is composed of two 3-inch air jets (approximately 1,200-ft/min velocity) directed toward an exhaust system on the opposite side of the pallet. As these air jets travel across the pallet, they en-train dust generated during bag stacking. The dust laden air is then captured by the exhaust ventilation system which draws approximately 2,500 cfm through an exhaust hood on the opposite side of the pallet.

A continuous method has been developed for preparing thiolacetic acid . Acetic anhydride and hydrogen sulfide are passed concurrently over an amine ion- exchange resin , under 20 - psi pressure . The thiolacetic acid , a product of the reaction , is flashed continuously from the crude reaction mixture and is purified by fractional distillation . The yield of thiolacetic acid is in excess of 80 percent based on the acetic anhydride charged . When explosions have occurred in mines where rock dust has been used to some extent, generally to a very limited extent, the press has immediately characterized those mines as "rock-dusted." To persons familiar with the method of rock-dusting, it is apparent that if rock-dusting is done properly, if all mine surfaces are rock-dusted to within at least 40 feet of the faces of rooms and entries, and if the incombustible content of the dust is more than 65 per cent, there is little likelihood that an explosion of coal-dust will occur. The report that an explosion has occurred in a "rock-dusted" mine immediately conveys to the mind of the alert safety advocate the information that the mine is inadequately rock-dusted or that either dust sampling of the rock-dusted surfaces has not been done or, if done, the mine has not been redusted with sufficient promptness. Rules for Collection of Samples Collection of dust samples is by no means intricate, but a few simple rules must be kept in mind if the results are to be dependable. A sample must represent the true average conditions of the dust in the section or zone in which it is taken, and therefore 'the point at which the sample is to be collected must be selected with care. During an explosion much if not all of the dust on the ribs, roof, timber, and road in the affected region is blown into the air; the sample, therefore, should contain all loose dust and material on: the surfaces to a depth of about 1 inch, if that amount is present. If there is considerable sand locally along the track, care must be taken not to include enough of this material to vitiate the sale and distort the results; however, if the sand is distributed throughout the region being sampled it should be included. Dust should not be collected from recesses in the ribs, such as hitches cut for timber, as the character of the dust in such places is often different from that on the ribs proper. Samples should not be collected at points where the dusting machine has been loaded or at a point where the machine has stopped and discharged for a longer period than at other points on the entry or in the rooms. In short, the sample must represent AVERAGE CONDITIONS, and if there is any doubt as to the character of the dust it is far better to have too much combustible matter than too much incombustible matter in the sample, as it is best to err on the side of safety if it is necessary to err.

The Bureau of Mines conducted laboratory studies on methods to increase the recovery of brine from slime produced by operating potash plants. The slime was comprised of 80 percent brine saturated with KCl and NaCl, and 20 percent solids. A variety of settling techniques, filtration methods, continuous centrifugation, and novel processing techniques were investigated. Vacuum filtration recovered 6S percent of the brine at 47 gallons of brine per square foot per day. Pressure filtration, on the other hand, recovered 74 percent of the brine at 40.9 gallons of brine per square foot per day. Centrifugation in a 6-inch-diameter continuous decanter-type separator resulted in 42 percent recovery of the brine at a treatment rate of 542 gallons of brine per day. Vertical drains proved to be the most promising novel debrining technique investigated. With this method, 45 percent of the brine was recovered in 3 days.

It is now widely accepted that horizontal stress is present nearly everywhere underground. Often it is more severe than the vertical stress. It is a major cause of roof control problems in underground mines. The AHSEM computer program contains two modules to improve mine layouts for control of horizontal stress. For development, the user specifies the orientations of the maximum horizontal stress, the entries, and the crosscuts. Angled crosscuts may be used, and the angles may be different for the right- and left-hand crosscuts. AHSEM then shows the user how the stress condition would vary as the entry and crosscut orientations are changed. The second module is for longwall mining. Severe stress concentrations can make headgate conditions hazardous when the entries are improperly oriented. AHSEM shows whether a particular longwall orientation and extraction sequence places the headgate corner in a stress concentration or in stress relief. It also estimates the magnitude of the stress concentration.
