Bastnaesite is a natural rare-earth fluorcarbonate of the cerium group that affords an abundant and high-grade source of the lighter rare-earth elements. A simple and efficient method has been developed by the Bureau of Mines for extracting rare-earth compounds from this mineral. Digesting of a flotation concentrate with sulfuric acid converts the rare-earth compounds from fluorcarbonates to sulfates. Action of the acid releases gaseous com-pounds of fluorine and silicon, leaving the sulfated material free of these elements; carbon dioxide from carbonate decomposition is eliminated at the same time. Calcining the sulfated material at 1,200° F. renders the gangue constituents insoluble, whereas the rare-earth sulfates are left in water-soluble form. Leaching with water yields a solution of pure rare-earth sulfates. Bastnaesite could become prominent as a source of cerium-group rare-earth elements. It is rich in the light rare-earth elements and comparatively easy to process; reserves of the mineral are extensive enough to supply a greatly expanded market for many years.

CHAPTER I. INTRODUCTION AND SUMMARY. BY GEORGE S. RICE. PREFATORY STATEMENT. This bulletin describes the second series of coal-dust explosion tests conducted by the Bureau of Mines in the experimental mine near Bruceton, Pa. It covers a period from 1913 to 1918, inclusive, of more or less consecutive testing, during which many important conclusions were drawn regarding the way a coal-dust explosion may originate, the mechanism of an explosion, and the methods of pre- venting explosions and of limiting incipient explosions. The manuscript was prepared in 1918, but its publication had to be put aside during the World War for more pressing publications and it was not until this fiscal year 1922 that funds could be allotted for its printing. Meantime the general facts concerning methods of preventing explosions have been made known to the mining industry, with great advantage, it is believed, as explosions of coal dust in mines in the United States have become infrequent. This fact, however, must not lull the consciousness of mining men to the terrible potential danger that lurks in untreated coal dust. The experiments described in this volume should be of aid to them in planning to keep the ever present coal dust in an innocuous condition. The first series-reported in Bulletin 56, "First Series of Coal-Dust Explosion Tests in the Experimental Mine"-included only pre- liminary tests of the ability to start explosions of coal dust under the conditions in the experimental mine. After this fact had been determined and several violent dust explosions had been demon- strated before large audiences of mining men, the work had to be suspended in order that necessary repairs and extensions might be made in the fall and winter of 1911-12. Although the question of the possibility of coal dust causing explo- sions had been considered for more than a century, and much testing in laboratory apparatus and in small surface galleries had been done, coal-mining men generally did not believe that coal dust was explo- sive and considered that fire damp or gases of unknown composition were responsible for the mine explosions that had cost thousands of lives in the various coal-mining countries during the last century. As coal mines increased in number, size, and depth, explosions became alarming in their frequency. Finally came the Courriéres disaster in northern France, 1906, by which 1,100 lives were lost, and the following year in this country, the Monongah mine explosion, in West Virginia, which killed 361 men, and the Darr explosion, in Pennsylvania, which killed 239 men. These two disasters, both in December, 1907, led Congress to make an appropriation for an in- vestigation of the causes of mine explosions. The funds became available July 1, 1908, and the work was placed under the United States Geological Survey's technologic branch, with the late Dr. Joseph A. Holmes in charge. Before undertaking the investigations Dr. Holmes visited Europe, accompanied by the senior author of this bulletin, to study the methods foreign countries used to prevent mine explosions, to obtain details regarding tests being made in several countries, to procure safer explosives and better safety lamps for use in gaseous and dusty mines, and to study the methods used in coal-dust explo- sion tests in the recently completed galleries at Altofts, England, and Liévin, France, and in the older galleries at Gelsenkirchen, Germany, and Frameries, Belgium. At all of these stations the explosions tests were made in surface galleries. The Austrian gallery at Segengottes, near Brünn, Moravia, visited by the writer in 1911, is an underground gallery, but the testing done in it was limited, dealing with ignition of coal dust rather than with propagation. Although the results obtained in the foreign galleries had indicated that coal dust was explosive, mining men in the respective countries were of the opinion that the dust would not explode under mine con- ditions. This situation led Dr. Holmes to the conclusion that testing must be done in a real mine, to make certain that the conclusion would be reliable and would be accepted by the mining public as decisive.

PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. This report examines the boom arm vertical speed for roof bolting machines to study a moving boom arm appendage at different speeds during different work scenarios. The goal of this study is to determine the impact of the appendage speed on the likelihood of the operator's hand, arm, head, or leg making contact, such as touching the moving appendage. The overall research goal is to reduce workers' risks to injury from exposure to underground mining machinery. Accident investigation reports from the Mine Safety and Health Administration do not usually contain enough information to aid in studying this problem, and lab experiments with human subjects are not feasible because of safety issues. As an alternative, researchers used a unique computer simulation model that uses a virtual human, vision tracking, and generates random virtual human motions and risky work behaviors. By using specialized software to simulate the computer model, researchers accurately identified potential hazards of tasks where it is not possible to perform experiments with human subjects. Results of a frequency distribution analytic approach show that, regardless of other variables, contact incidents were always greater when the boom was moving up, always greater on the hand, and always greater or the boom arm part of the machine. The reason why the subject experiences more contacts when the boom arm is moving up rather than down is that more risky behaviors occur during drilling and bolting when the boom is ascending. Results of a cross-tabulation analytic approach show that the 25th-percentile operators experienced more contacts than other operator sizes and had most of their contacts during a boom speed of 13 in/sec. The hand-on-boom behavior during drilling and bolting tasks experienced more contacts than other work behaviors, and both tasks had most of their contacts during speed 13 in/sec. The 60-in seam experienced more contacts than other seam heights and had most of the contacts during speed 16 in/sec. For univariate logistic regression models, seam height is the most important predictor of the probability of a contact. However, a multivariate logistic regression model predicted contacts are more likely with the both-knee work posture in the 60-in seam, a 25th-percentile operator compared to a 55th-percentile operator, and speeds 16 and 22 in/sec compared to 7 in/sec. Results of a survival analytic approach suggest that controlling the boom speed is the most important factor in determining the risk of an operator making contact. Based on the data collected, boom speeds greater than13 in/sec result in a substantial increase in risk to the roof bolter operator making contact. Speeds less than or equal to 13 in/sec are associated with a more modest relative risk of making contact, which represents a decrease in potential hazard. Virtual operator's response time has little effect on the number of contacts experienced. The mining industry can use the information in this study to reduce the likelihood that roof bolter operators will experience injury due to contact with a moving roof bolting machine's boom arm.

While less than 1% of reported accidents are associated with slope stability problems, slope failures were responsible for about 15% of all U.S. surface mine fatalities between 1995 and 2001. Small rockfalls, which may involve hand-sized rocks weighing only a few kilograms, can cause fatal injuries to workers away from the protection of large machinery. Massive highwall failures containing a million cubic meters of material or more can be fatal even for heavy equipment operators. As part of an ongoing study at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health, several remote-sensing technologies are being evaluated as tools to monitor slopes for hazards and to assess slope stability. Field tests of a hyper spectral imager were conducted to assess its value for improving geologic maps of potentially unstable alteration zones on mine slopes. An interferometric radar device capable of detecting very small displacements on slopes awaits final assembly and field testing. Computerized monitoring methods using images from digital and video cameras are being assessed for application to mine slope surveillance. These and other techniques will eventually provide new tools to augment current methods for monitoring ground control hazards in mines.

There are no active mines in the Mt. Eddy RARE II area. Chromite, gold, and stone prospects were examined. The RARE II area contains no identified mineral resources; however, a sample of a 260 ton occurrence contained 38.1 percent chromium oxide (Cr203) at the Ratero Prospect (fig. 1, no. 3), which has low potential for chromium resources. The Johnson Mine (fig. 1, no. 6) produced a small unrecorded amount of chromite during World War IT, but only a low potential exists for chromium resources. A low potential exists for gold resources at the Half Century Prospect (fig. 1, no. 2). At a borrow pit northwest of the study area (fig. 1, no. 1), sheared serpentinite is quarried for road metal; similar rock occurs in the RARE II area, but better material is more readily available elsewhere. Sand and gravel occurrences are too inaccessible and distant from markets to be considered resources. Mineral fuels and geothermal resources were not evaluated during this Bureau of Mines study. There currently are three unpatented lode mining claims in the study area. INTRODUCTION The Mt. Eddy RARE II area is 7 air-mi west of Mt. Shasta City, California, and straddles the Siskiyou-Trinity county line. The roadless area includes 7,200 acres of rugged, glacially carved, ridges and drainages which comprise Mt. Eddy. Elevations vary from 6,000 ft along the North Fork Sacramento River to 9,025 ft at the summit of Mt. Eddy. The area is covered with conifer forest below 8,000 ft elevation.

Metals From Oil Shale. -A Geological Survey News Release in mid-January indicated that a surface sample analysis of oil shale in central Montana found a ton of shale to contain up to 13 pounds of zinc, 2 pounds of nickel, 1.8 pounds of molybdenum, 16 pounds of vanadium oxide, and nearly a quarter pound of selenium. It might be possible to recover some of these metals economically on a byproduct basis. The shale in central Montana was also estimated to contain 180 billion barrels of synthetic crude oil, which compares to estimated oil reserves in the Middle East of 360 billion barrels. Merchant Fleet Dwindles. -The National Maritime Council reports that although the U.S. is the world's largest trading power and that well over 90% of its foreign trade is conducted by shipping, the U.S. fleet is tenth in absolute numbers and less than 5% of its foreign trade is carried on U.S. ships. In 30 years, the U.S. fleet has dwindled from over 4,000 oceangoing vessels to about 600. U.S. ships carry less than 2% of imported iron ore, bauxite, and tungsten, and only 3% of oil imports.

Native asphalt was produced in 1978-79 by six companies in four States. Leading States were Texas and Utah. Output in-creased 37% in 1978 to 1.7 million tons and decreased 5% in 1979 to 1.6 million tons while value increased 39% in 1978 to $19.3 million and 33% in 1979 to $25.6 million. Bituminous limestone was produced by Whites Uvalde Mines and by Uvalde Rock Asphalt Co. in Uvalde County, Tex.; by Southern Stone Co. in Colbert. Ala.; and by Barton County Rock Asphalt Co. in Barton County, Mo. The product was used mainly in street and road repair. Gilsonite was produced by American Gilsonite Co. in Uinta County, Utah, and by Ziegler Chemical and Mineral Corp. in Weber County, Utah. This material was used for purposes other than road repair.

"INTRODUCTION In carbothermic processes for the production of magnesium, magnesium oxide is reduced by carbon according to the following equation:(1) MgO + C = Mg(g) + CO.The reaction is virtually complete at temperatures above 2,000° C. but reverses rapidly at somewhat lower temperatures. To produce magnesium by this reaction, therefore, it is necessary to cool the gas very rapidly to a temperature at which the rate of the reverse reaction becomes negligible. Several media for quenching the gas have been proposed, among which are hydrogen, natural gas, liquid hydrocarbons, and molten metals of low melting point.The results of a preliminary investigation on the use of molten lead as the quenching medium are summarized in this report. The work was done in 1941, when the threat of war made it imperative to investigate every process that offered possibilities for rapid expansion of domestic production of magnesium. Although the results were encouraging, other processes appeared to offer better prospects for immediate wartime development, so the work was not continued. Shortly before the investigation was completed, several patents on the use of low-melting metals for absorption of magnesium vapors appeared, 4/"

The Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Information and Analysis activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

A skull breaker has demonstrated its advantages for secondary breaking in a limestone quarry by entirely displacing secondary blasting . It has reduced safety hazards to workmen, increased the number of quarry operating days , and has lowered mining costs by 2.7 cents a ton. It is believed that the application of the skull breaker can be made economically advantageous in the surface mining of other commoditics .

The Pittsburgh petroleum laboratory of the Bureau of lines has recently developed an improved method for the determination of water in pctroleum emulsions. It has been described in detail in an article entitled "A convenient method for the determination of water in petroloum and other organic emulsions" by E. W. Dean and D. D. Stark (Jour. Ind., and Enc. Chem. Vol. 12, ſay, 1920, page 436). It is essentially a modification of the familiar procedure of "distillation with an iniscible solvent", the improvement consisting in the use of apparatus that is rºck more convenient than any previously employed. The method has been used with marked success in the Bureau's laboratories for a period of about a year and has also been tried with equal satisfaction by a number of other laboratories. It has been most extensively employed for determining the water content of heavy fuel oils but has been applied also to several other types of emulsions, including shale oils, tars derived from coal, greases, and mixtures of powdered coal, oil and water. The Bureau has received a number of requests for information regarding commercial sources for the apparatus used, and having been assured of the value of the method, has taken steps to render it available for general use. - The equipment is, with the exception of two items, made of parts that are obtainable from the ordinary stock of chemical supply houses. The two exceptions are (1) the so-called "distilling tube receiver" and (2) the electric heater. The former is an essential part of the equipment; the latter is a convenient ac cessory but it can if necessary be roplaced by a gas burner. Efforts on the part of the Bureau staff to ronder these two items of apparatus available for purchase from supply houses, or for production by the user are hero described.

The National Personal Protective Technology Laboratory (NPPTL) of the National Institute for Occupational Safety and Health (NIOSH) has undertaken a collaborative study with the Mine Safety and Health Administration (MSHA) to determine how well self-contained self-rescuers (SCSRs), deployed in accordance with Federal regulations (30 CFR 75.1714), withstand the underground coal mining environment with regard to both physical damage and aging. Apparatus tested included the CSE SR-100, the Draeger OXY-K Plus, the MSA Life-Saver 60, and the Ocenco EBA 6.5 and M-20. This report presents findings regarding laboratory-tested SCSRs in the tenth phase of testing, from July 2004 to March 2006. The SCSRs were tested on a breathing and metabolic simulator and on a human subject walking on a treadmill. The tests performed in this study are not the tests used for certification (Title 42 of the Code of Federal Regulations, Part 84). The tests performed in this study continue until the apparatus are empty to enable comparison of new versus deployed apparatus. The method for obtaining deployed SCSRs for this evaluation was not a random selection from the deployed population of SCSRs. We sought older apparatus with visible environmental impact rather than newer apparatus, and we attempted to sample a wide range of deployment modes. Although the results of these tests are useful for observing performance of the tested SCSRs, they are not representative of all deployed SCSRs. This report is the last of 10 report phases begun in 1982. Previous reports describe phases 1 through 9 [Kyriazi et al. 1986; Kyriazi and Shubilla 1992, 1994, 1996, 2000, 2002, 2004, 2006] A new evaluation protocol, with revised sampling strategies, test methods, and reporting procedures, is currently being designed to enhance the applicability of the results. The results of these studies suggest that the large majority of SCSRs that pass their inspection criteria can be relied upon to provide a safe level of life support for mine escape purposes. However, the storage and handling in the mining environment seems to have caused performance degradation in some of the apparatus. In this phase, phase 10, we found some CSE SR-100s (93 tested) that exhibited high CO2 levels, stuck-together breathing hoses, starter-O2 failure, breathing hose punctures and tears, high breathing pressures, and loose particulates in the breathing hose. The loose particulates caused coughing in human-subject tests. One MSA Life-Saver 60 (20 tested) in this phase had a stuck-open relief valve. One Ocenco EBA 6.5 (50 tested) had an unattached O2 supply hose. An unexplained phenomenon occurred with two Ocenco M-20s (20 tested): low O2 flow rates preventing their successful use. Almost all of the failures noted involved units that failed their inspection criteria.

In the United States water pollution resulting from mining activities has long been recognized as a major environmental problem Mine drainage pollution results from many types of mining activities and includes both physical (i e , sedimentation) and chemical (i e , acidification, metal contamination, etc ) pollutants Active and abandoned surface and underground mines, mineral processing plants, mine and processing plant waste disposal areas, haulage roads, and tailing ponds are typical sources of mine related water pollution (130) One of the most serious pollution problems arising from mining activities is acid mine drainage resulting from the chemical reaction of sulfide minerals (commonly iron sulfides) and air in the presence of water Acid mine drainage is commonly associated with coal and hard rock mining areas in the United States In general the more serious and extensive acid mine drainage problems exist in the more humid coal regions east of the Mississippi River (11) In 1964 the U S Department of the Interior, Fish and Wildlife Service, reported that acid mine drainage adversely affected fish and wildlife habitat in 9,477 kilometers (5,890 miles) of streams and 6,062 hectares (14,967 acres) of impoundments in 20 states in the United States (64) Of the total affected waters, coal mining operations accounted for 97 percent of the acid mine drainage pollution reported for streams and 93 percent of that reported for impoundments In 1970 more than 19,308 kilometers (12,000 miles) of streams in the United States were reportedly significantly degraded by mining related pollution (130) Of the total affected kilometers, 16,920 kilometers (10,516 miles) or approximately 88 percent were located in the Appalachian coal region (Pennsylvania, West Virginia, Ohio, eastern Kentucky, Tennessee, Maryland, and Alabama) In addition, more than 965 kilometers (600 miles) of streams reportedly were degraded by coal mining in states in the Illinois, Western Interior, and Rocky Mountain coal regions The remaining portion of the stream pollution resulted from the mining of (1) copper (california, Montana, Nevada, New Hampshire, Tennessee, Virginia, and Wyoming), (2) lead and zinc (Colorado, Idaho, Kansas, Missouri, Montana, Oklahoma, and Tennessee), (3) uranium (Rocky Mountain States), (4) iron (Lake Superior iron region), (5) sand and gravel (all states), (6) phosphate (Florida and other states), (7) gold (Alaska), (8) bauxite and barite (Arkansas), and (9) molybdenum, gold, and other metals (Colorado) Abandoned mines and abandoned mine waste disposal areas contribute a large portion of the total pollution resulting from mining activities Numerous abandoned underground mines are located throughout the United States and many are discharging mine drainage pollutants In 1966 the U S Bureau of Mines estimated that more than 88,000 inactive and abandoned underground mines were in existance (126) A listing of these mines by state is presented in Table 1 0-1 More recent estimates indicate that this list is incomplete In Colorado alone there is

The effect of comparatively low concentrations of carbon monoxide for short periods and under normal air conditions.of temperature and humidity , with the subject at rest , was studied by Dr. Yandell Henderson and his co -workers . In making recommendations to the New York and New Jersey tunnel commissions * he advised that , if the New York New Jersey vehicular tunnel be so ventilated that persons passing through the tunnel would be exposed to not more than 4 parts of carbon monoxide in 10,000 parts of air for not longer than 45 minutes , they would experience no ill effects . supplementary experiments , carried out by us in connection with our studies at the Bureau of Mines experiment station at Pittsburgh, substantiated this advice . ** In continuing our studies on low concentrations of carbon monoxide , we made a few experiments in a gas chamber where the conditions could be accurately controlled . "It took only 9 years from the first appearance of roof shields on the U.S. longwall mining scene to the present predominance of shield faces. An apparent consequence is the welcome downward trend in accidents related to failures in longwall ground control. The report addresses load prediction, the effects of shield geometry on support loads, factors contributing to ground control, and related techniques. The Bureau of Mines took an active part in the evolution of longwall mining, including developing one of the first shield faces in 1975, the first lemniscatetype shields in 1976, the Mine Roof Simulator completed in 1980, the first shields in steeply pitching coalbeds in 1981, and the first multilift working of a thick coalbed in 1982. The information offered in this state-of-the-art report will assist in establishing criteria for roof support selection. INTRODUCTIONIn terms of roof support technology, the introduction of shields in the seventies and eighties was a major step forward. Table 1 indicates the predominance of shield faces on the U.S. longwall mining scene and its apparent consequence, a welcome downward trend of ground-control related accidents.The rapid progress of longwall technology began in 1975 and is highlighted by a development leading from the caliper shield to the modern lemniscate type. Shields have been gaining preference over chocks since their advent to longwall mining in 1975. Safety and productivity factors favoring shields over chocks are--1. A sheltered working space requiring minimum cleanup work.2. Structural stability that allows advancing without delay even with brushing roof contact and, by controlling all lateral loads, removing the requirement for cumbersome leg restraint and restoration devices.3. Wide hydraulic range of mining height.The development of roof shields in the Federal Republic of Germany preceded and paralleled their rapid adoption by U.S. miners. In 1983, 87 pct of the total production in Germany came from shield faces (1).2 In Great Britain, the National Coal Board introduced the first shield support system in 1977 to initiate Advanced Mining Technology (ATM) and Heavy Duty Mechanization (HDM) programs; as of mid-1982, 44 shield faces were operating, or 7.5 pct of a total of 581 faces CJ_)."

The U.S. Bureau of Mines conducted laboratory studies on sulfuric acid (H2S04) digestion of alunite [KA13(S04)2(OH)6] as a means for treating domestic deposits of this mineral. Digesting alunite ore in boiling H2S04 at concentrations of 88-wt-pct acid or higher breaks down the alunite and permits a convenient separation of potassium and aluminum. The digestion reaction is a complex sulfation reaction occurring in two stages. In this reaction, the potassium component extracts into the H2S04 for eventual recovery as potassium sulfate k2s04 in a separate unit operation. Aluminum is left as acid-insoluble aluminum sulfate [A12(S04)a], which can be extracted by a 95° C water leach. Additional purification of AI2(S04)a produced in this study is needed to meet cell-grade alumina (Al202) purity specifications. Extraction and separation of potassium and aluminum from the alunite ore were consistently above 90 pct.
