The International Organization for Standardization (ISO) standard ISO 2631 [1,2] provides three methods for evaluation of human exposure to vibrations that contain occasional shocks or impacts. Part 1 of the standard specifies the running r.m.s. or maximum transient vibration method (MTVV) and the fourth power vibration dose value (VDV). Part 5 of the standard provides a method of computing the stress in the lumbar spine for humans exposed to multiple shocks. Alem et al [3] have reported application of these methods to data for tactical ground vehicles. This paper reports and compares VDV and spinal stress evaluations of more than 90 hours of vibration and shock measurements on North American locomotives engaged in through freight operations. The measurements evaluated in this paper were obtained for full crew shifts on 19 freight locomotive runs on mainline track in locations from New York to California. The shifts ranged in duration from 187 minutes to 497 minutes. The average speeds for the shifts were from 21.0 mph to 54.6 mph. All measurements were made on locomotives hauling freight trains in regular revenue service. Data Acquisition and Processing The results reported here were computed using test data acquired from a tri-axial seat pad, accelerometer at a sample rate of 400Hz with an anti-aliasing filter corner frequency of 100Hz. The VDVs and the lateral and longitudinal spinal stress values were computed directly from the acquired test data according to the procedures specified and described in [1] and [2]. The vertical spinal stress values were computed by converting the as-acquired test data to a sample rate of 160Hz for input to the vertical spine model, as required in [2]. The conversion of the test data from the as-acquired sample rate of 400Hz to the required sample rate of 160Hz involved up sampling or interpolating the test data to an equivalent sample rate of 800Hz, band limiting the resultant data with a low-pass filter corner frequency of 60Hz and finally down sampling or decimating the 800Hz data to a sample frequency of 160Hz. Discussion The vertical VDVs computed according to [2] for the 19 shifts ranged from 2.68 to 9.33 m/s1.75. In all but one case, the vertical values were greater than the values for the lateral or longitudinal directions. Note that the health guidance in [1] puts the lower boundary of the health guidance caution zone at a VDV value of 8.5 and the upper boundary at 17 m/s1.75. The daily equivalent static compression dose computed following [2] ranged from 0.123 to 0.434 MPa. Health guidance provided in [2] states that there is a low probability of an adverse health effect if the daily dose is less than 0.5 MPa.

A line of cordeau detonating fuse was placed in hole No. 2, no electric detonators being used in the hole. After 12 or 13 cases of 40 per cent nitro starch powder had been poured into the hole in loose form, it was found that a space of only 17 ft. remained for stemming. It was decided that space for an additional case of powder might be obtained by tamping the charge. The tamping was done with a heavy plunger, about 3 or 3 inches in diameter and 10 inches long, made of lead with an iron core with an iron eye in the top to which a 3/4 inch rope was attached, and weighing between 30 and 40 pounds. This weight was intended for use in sinking explosive in wet holes, and not for tamping. It is estimated that the tamping had continued at least 10 The quarry superintendent had gone a considerable distance for a box of powder, returned, and reached a point about 10 feet from the hole, minutes.

Like most industries, the refining industry has in recent years been confronted with the problem of a decreased martin of profit, due both to a general lowering of prices and to rising costs. This has resulted in accelerating a program of increased efficiency an evidenced by improved methods and the installation of equipment designed to affect a number of economies hitherto regarded as unimportant. Perhaps the most important of these has been that of fuel economy for, as is not often realized, a refinery consumes about one-tenth as much fuel as it produces. A recently completed canvas., made by the Bureau of Mines for the purpose of determining the trend of fuel consumption at refineries in the United States, showed the following outstanding points, (1) a decrease in the use of oil for fuel in 1926 of approximately 4,000,000 barrels as compared with 1925; (2) a small decrease in the use of coal; (3) a material increase in the use of gas, both natural gas and refinery gas; and (4) a considerable increase in the use of petroleum coke.

Problem: Blasting is a hazardous component of surface mining. Serious injuries and fatalities result from improper judgement or practice during rock blasting. This paper describes several fatal injury case studies, analyzes causative factors, and emphasizes preventive measures. Method: This study examines publications by MSHA, USGS, and other authors. The primary source of information was MSHA’s injury-related publications. Results: During the 21-yearperiod from 1978 to 1998, the mean yearly explosive-related injuries (fatal and nonfatal) for surface coal mines was 8.86 (95% CI: 6.38 -11.33), and for surface metal/nonmetal mines 10.76(95% CI: 8.39 - 13.14). Flyrock and lack of blast area security accounted for 68.2% of these injuries. This paper reviews several case studies of fatal injuries. Case studies indicate that the causative factors for fatal injuries are primarily personal and task-related and to some extent environmental. A reduction in the annual injuries in surface coal mines was observed during the ten-year period of 1989 - 1998 [5.80 (95% CI: 2.71 - 8.89) compared to the previous ten-year period of 1979 - 1988 [10.90 (95% CI: 7.77 - 14.14)]. However, such reduction was not noticed in the metal/nonmetal sector, i.e., 9.30 (95% CI: 6.84 - 11.76) for the period 1989-1998compared with 11.00 (95% CI: 7.11 - 14.89) for the period 1979-1988. Discussion: A multifaceted injury prevention approach consisting of behavioral/educational, administrative/regulatory, and engineering interventions merits consideration. Impact on industry: The mining community, especially the blasters, will find useful information on causative factors and preventive measures to mitigate injuries due to flyrock and lack of blast area security in surface blasting. Discussion of case studies during safety meetings will help to mitigate fatal injuries and derive important payoffs in terms of lower risks and costs of injuries.

The economy of Belize continued to be relatively unaffected by activity in the minerals sector. Mining production consisted of limestone, marl, and sand and gravel. All production was used for domestic construction projects. By the end of 1979 the major oil companies had, temporarily at least, ceased active exploration efforts. Esso Ventures, Inc., after drilling three dry holes in southern Belize, planned to reappraise its activities. The Reef Exploration, Ltd., concession was acquired by Anschutz Oil Co. (81.25%). with minority interests held by Anglo Oil Co. and Carolina Oil Co. The Anschutz group drilled offshore in the Gulf of Honduras and in Belize Harbor. Echo Exploration has a con-cession along the Mexican border and Spar-tan Petroleum Corp. obtained seven exploration licenses covering 768,000 acres in northern Belize. Spartan's concessions included about 130,000 acres offshore, with the remainder along the southeastern rim of the Yucatan Peninsula. Placid Oil Co. took an interest in the Spartan acreage and became operator. Seismic exploration was underway in 1979. A Mexican company, Pan American Oil and Gas, S.A., was awarded two exploration concessions, one in southern Belize and one near the Mexican border.

The purpose of this study was to evaluate the feasibility of using statistical response surface regression analysis to predict the sulfur and ash distributions and the washability characteristics of coal along a seam in advance of mining. Prediction equations were developed with experimental data from channel, bench, and core samples from the Pittsburgh coal seam in Greene County, Pa. It was not possible, with the available experimental data, to construct mathematical models to predict ash and sulfur concentrations between sample points. In the authors' opinion, however, the good agreement between experimentally determined and predicted values at given sample points demonstrates the usefulness of the method. More input data, such as geologic information, seam characteristics (rock-to-coal ratio), petrographic analysis, and chemical data, would perhaps make it possible to predict sulfur and ash concentrations and washability characteristics between sample points.

The initial results from the magnetic sludge factorial experiment are summarized in Table 2. For ease in interpretation, the four separate variables are identified with the high and low level of each variable being represented by + and - signs, respectively. Several important relationships are evident from an inspection of the data in Table 2. For example, magnetic sludges were obtained only during the high temperature tests. Secondly, with the exception of the last three tests, there is an apparent correlation between settled sludge volume (or sludge settling rate) and pH. Data on residual dissolved Fee+ indicate that precipitation of iron is not complete at pH 8 and room temperature (Tests l, 3, 5, and 7). Although this should not have any confounding effect on the interpretation of the results, it is an important observation and an aspect of the overall conceptual process that should be considered carefully during any future developmental work. The data in Table 2 were employed more fully in the calculation of main effects and variable interactions for each of the three responses. For this purpose, a codified design and calculation matrix, shown in Table 3, was used. The derivation of this matrix is described by Davies.(9) The positive or negative signs for variable interactions are obtained simply by algebraic multiplication of the signs for each single variable involved in the interaction. Main effects and interactions are calculated by multiplying the response values (Table 2) by the corresponding effect elements (Table 3), summing the results, and dividing by 8. The resulting value for single variables is also sometimes designated as an average effect, since (for tyro levels of the variable only) it is simply the difference between the average response of all trials carried out at the first level of the variable (factor) and that of all trials at the second level. If the effect of one variable changes at different levels of another variable, the two variables are said to interact. The relative importance of the variable or variables in question is reflected by the absolute magnitude of the calculated main effect or interaction. First-order (two variable) interactions are usually easy to interpret in terms of the physical behavior of the system. Second- and higher-order interactions are often less readily understood, and are often of minor significance in any case. The United States National Institute for Occupational Safety and Health, through an informal partnership with industry, labor, and the United States Mine Safety and Health Administration, has developed and tested a new instrument known as the Personal Dust Monitor (PDM). The new dust monitor is an integral part of the cap lamp that coal miners normally carry to work and provides continuous information about the concentration of respirable coal mine dust within the breathing zone of that individual. Previous laboratory testing demonstrated that there is a 95% con?dence that greater than 95% of individual PDM measurements fall within ±25% of reference measurements. The work presented in this paper focuses on the relationship between the PDM and respirable dust concentrations currently measured by a coal mine dust personal sampler unit utilizing a 10 mm Dorr Oliver nylon cyclone. The United Kingdom Mining Research Establishment instrument, used as the basis for coal mine respirable dust standards, had been designed speci?cally to match the United Kingdom British Medical Research Council (BMRC) criterion. The personal sampler is used with a 1.38 multiplier to convert readings to the BMRC criterion. A strati?ed random sampling design incorporating a proportionate allocation strategy was used to select a sample of mechanized mining units representative of all US underground coal mines. A sample of 180 mechanized mining units was chosen, representing approximately 20% of the mechanized mining units in production at the time the sample was selected. A total of 129 valid PDM/personal sampler dust sample sets were obtained. A weighted linear regression analysis of this data base shows that, in comparison with the personal sampler, the PDM requires a mass equivalency conversion multiplier of 1.05 [95% C.I. (1.03, 1.08)] when the small intercept term is removed from the analysis. Removal of the intercept term results in a personal sampler equivalent concentration increase of 2.9% at a PDM measurement of 2.0 mg m-3.

Reduce longwall equipment transfer time between panels by utilizing a predriven recovery room, and thus eliminate the premove preparation associated with most equipment recovery methods. Background and Approach The recovery point for a retreating longwall is a predetermined position near the end of the panel where mining is terminated and equipment is disassembled and removed. However, to prepare for equipment removal at the recovery point, bolting and wire meshing arc required before the recovery point is reached. Usually, preparations for equipment recovery begin about 35 ft from the recovery point, significantly impeding the normal rate of advance of the longwall and, consequently, production. Recently, BethEnergy Mines, Inc., and the Bureau of Mines cooperated to evaluate the applicability of utilizing predriven recovery rooms to improve longwall equipment recovery. A predriven recovery room is an entry driven parallel to the longwall face at the end of the panel, having standard dimensions (for that particular mine) and supported with bolts, wire mesh, and supplemental support. The preparation of this entry is completed before it experiences mining-induced effects from the approaching longwall face. This enables the face to continue to mine at its normal rate of advance until the panel is completed. The supplemental support is required to control the loads imposed by the front abutment and is the most vital component of the recovery room.

Safety devices and guards are often looked upon as the last word in safety by the men around the shop or large industrial plant . However , thorough knowledge of the details of their jobs and of the dangers attending them are even more important . It should be unnecessary for all men to go through the experience of the first man to meet an unknown danger , but that appears to be about the only way by which many learn . Practically every danger connected with the job around a mine , blast furnace , steel mill , foundry , coke oven , cement mill , or other operation , was encountered for the first time by someone , and if he was fairly fortunate he either got hurt or just missed being injured and lived to tell his " budaies " how it happened; he spread the knowledge of that particular danger . Sometimes , but not often , a man can foresee a danger . If he could always be on guard and remember everything he had ever learned and also know everything that had happened to the other fellow , and then let that knowledge keep him aware of the dangers in his own immediate " job , " so that he would work the safe way for both himself and the other fellow , he would have what safety engineers call " safety consciousness . " Being safety conscious is a fine attribute , as it really means knowing all about one's job . A man who is really safety conscious is one of the best and most efficient workmen in the whole plant . The boss wants men of that kindmen who want to learn and who try to learn every little detail about their jobwhere there is danger of spoiling the heat or getting burned by hot metal in a steel plant or of loading rock instead of coal or ore in a mine . Such men know how to do whatever job they are on easily and with the least amount of hard work and at the same time get it done as quickly as possible with safety . A man who is safety conscious has to nearly all intents and purposes developed eyes in the back of his head , if he is in a big mill where there if something going on all around him . These eyes are not real eyes , but they are what might be termed a sixth sense which he has developed by his experience in the mill as well as in other dangerous work which he may have done before in other plants . There may be occasions when a man's safety consciousness will leave him for just a short time ; this is likely to happen when he is thinking about a quarrel he had with his wife which has not been cleared up happily , or perhaps when he has bought too many things on installment and with sickness at home

Information and data necessary for research on improving methods of oil recovery from low-permeability reservoirs and for comparison and evaluation of performance of such reservoirs with those producing from more permeable sands were obtained. Core analyses, well logs, production tests, well stimulation techniques, primary and secondary production records, and data on two water-flood projects were examined for wells producing from the Bartlesville sand, West Avant field, Osage County, Okla. Overall recovery from the study area was generally poor with only 9.0 percent of the pore volume recovered to January 1, 1968. Larger fracture treatments (8,000 to 12,000 gal) could have resulted in an increase in primary oil recovery. Secondary recovery by water-flooding accounted for only 1.9 percent of the pore volume because of the inability to control the large volume of injection fluid that escaped from the flood patterns and the excessive volumes of water produced with the oil. Future waterflood development in other low-permeability reservoirs should include the drilling of new input wells, use of injectivity surveys to locate possible natural fracture systems, or zones of high permeability, and control of injection fluids by altering flood patterns and/or plugging of the more permeable zones.

Because surface mining removes the original plant cover from the land and exposes the soil, special care is needed. Until the mined land is stabilized by revegetation, snowmelt and rainfall can pick up sediment and erode mined lands much faster than undisturbed areas. Sediment control is an important aspect of protecting the environment during mining and reclamation because without it, large amounts of sediment can clog streams, increase the risk of flooding, damage irrigation systems, harm aquatic habitat, and limit the use of water for other purposes. Stream quality can be affected many miles downstream from the mine. Before SMCRA was implemented many streams were degraded by uncontrolled sediment from mining. Sediment is controlled through careful planning and a design that incorporates a variety of measures that work together to reduce soil erosion at the mine. Disturbed areas are graded, and some areas terraced, to achieve stable slopes, reduce runoff water velocity, increase infiltration, and divert runoff into drainage channels so that it flows away from unvegetated, erodible areas. Grading along the slope contour and scarify in gun vegetated slopes with bulldozer track marks help prevent erosion by slowing down the flow of water. Runoff from haul roads is controlled by culverts and roadside ditches. Sedimentation ponds or other forms of sediment control are required at all mines to minimize the amount of sediment leaving the site.

Mining did not contribute significantly to the economy of Benin, a small country on the coast of West Africa, during 1978-79. During these years, Benin continued to be rated by the United Nations as one of the 25 least developed countries in the world; its gross domestic product was under $200 3 per person per year. Salt from seawater, sand and gravel, bricks, and imported clinker for cement were the only minerals which contributed to the economy. Minerals were not expected to play an important role in the commercial sector of Benin's economy during the next decade. Joint projects included infrastructure development to create a coordinated road and rail system between Niger and Benin that was begun in 1960 as ?Operation Hirondelle." In 1976, an agreement for the construction of a rail link from Niamey, Niger, to Parakou was signed. At Parakou, the rail line would join the existing line to the port at Cotonou. Construction of the rail line was expected to take 6 years, and the cost was estimated at $287 million in 1979. During late 1979, the Federal Republic of Germany granted Benin a loan of $12 million for reconstruction of the port at Porto Novo. Benin and Nigeria were discussing a joint adventure in crude salt exploitation.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because this condition can result in failures of ground that lead to both injuries and death. Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health studied two methods for identifying stress in rock. A seismic tomographic survey, finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology were integrated to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. Electromagnetic (EM) emissions were also investigated in the Galena Mine, a deep underground mine in Idaho, in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results of this research indicated that (1) seismic tomography appears to be a useful tool for determining relative stress in underground pillars, while (2) EM emissions do not appear to be significant precursors of impending catastrophic ground failure.

"This report is the first of a series dealing with the results of a comprehensive investigation of methanol poisoning, conducted jointly by the Federal Bureau of Mines, Carbide & Carbon Chemicals Corporation, du Pont Ammonia Corporation, and the Commercial solvents Corporation.The study dealt mainly with physiological effects produced by inhalation of methanol vapor, and concentration studied ranged from approximately 500 to 15,000 p.p.m., and periods of exposure from 4 hours daily to continuous. The range of concentrations and periods of exposure were such as to produce acute effects, with and without fatalities, by a singel exposure and chronic poisoning, with and without fatalities, as well as little or no response after repeated daily exposures. In addition to the inhalation experiments, skin absorption was studied, and field surveys were made to ascertain the hazards associated with the manufacture and, use of methanol."

Geology is an integral part of roof control, mine design, and production operations. Yet, the importance of geology, coal/rock as an engineering construction material and its properties and behavior within the planned mine areas, in overall mine production operations has not been hilly appreciated. Of all of the engineering disciplines, mining engineers work with the most challenging construction materials. They must deal with rock materials as they exist in their natural states and design mine structures without well-known and defined properties. Further complicating the design process is the variability of the in-situ rock materials with rock types and rock properties varying widely from place-to-place. Predicting properties in advance of mining is difficult and oftentimes impossible. This is why some types of roof-control failures may suddenly occur in some areas when a single roof-control technique is consistently applied to an entire panel, section, or mine. Many roof-control techniques are primarily applicable to the geological conditions that were assumed in the development of those techniques and variations of the rocker rock properties may require modification or significant redesign of the support technology.

The purpose of the investigation discussed in this bulletin, one of a series dealing with the use of electricity in mines, was to study the various means and methods used to confine the flashes that occur when a switch carrying electric current is opened. The flash result- ing from the opening of a 250-volt direct-current circuit carrying more than half an ampere will ignite explosive mixtures of mine gas and air. An equally dangerous flash may be produced by even less cur- rent from a 500-volt circuit. Few mine electric circuits carry less than half an ampere when in use. The need of protecting the switches of such circuits in places where gas is likely to be present is therefore obvious. Two general methods have been proposed for preventing switching flashes from igniting gas surrounding the switch. One method is to inclose the switch in a casing provided with openings that are covered with wire gauze or otherwise designed and equipped for preventing the passage of flames from the interior to the exterior of the switch casing. Switches so protected are called explosion-proof switches. The second method is to immerse the switch contacts in oil to a depth sufficient to quench any flash that may occur when the switch is operated. Switches so protected are called oil switches. The success of the first method of protection depends upon the proper design and construction of the switch casing. It is essential to the successful operation of the second method that the switch contacts be surrounded by the proper kind of oil in good condition. There are several ways in which an oil switch may be deprived of its protective feature. The oil tank may not be filled or, if filled, the oil may leak out or be spilled. The oil tank may be removed (in some designs) and not replaced or through neglect the condition of the oil may become such that it is no longer an efficient protection. While such contingencies are not likely to occur, and although oil switches may be so designed that the loss of oil is not probable, nevertheless, as compared with oil switches, explosion-proof switches seem to

The value of nonfuel mineral raw materials produced in the United States in 1978 was $20 billion. In 1979, total value increased to an estimated $24 billion, up 20% from 1978. Of the principal metallic ores produced in 1979, about half showed increased quantitative output and all showed increased value per ton compared with that of 1978. Most nonmetallic commodities showed increases in quantitative output and in average value per ton. Because of its decreasing share of the world market, the domestic mineral industry's concerns were the increasing costs of capital, labor, and energy; withdrawals of public lands from mining; and the increasing cost of environmental regulations that tended to deter or delay investment in the Nation's capacity for producing essential minerals.

Bastnaesite is a natural rare-earth fluorcarbonate of the cerium group that affords an abundant and high-grade source of the lighter rare-earth elements. A simple and efficient method has been developed by the Bureau of Mines for extracting rare-earth compounds from this mineral. Digesting of a flotation concentrate with sulfuric acid converts the rare-earth compounds from fluorcarbonates to sulfates. Action of the acid releases gaseous com-pounds of fluorine and silicon, leaving the sulfated material free of these elements; carbon dioxide from carbonate decomposition is eliminated at the same time. Calcining the sulfated material at 1,200° F. renders the gangue constituents insoluble, whereas the rare-earth sulfates are left in water-soluble form. Leaching with water yields a solution of pure rare-earth sulfates. Bastnaesite could become prominent as a source of cerium-group rare-earth elements.
