"These proceedings consist of papers presented at a Bureau of Mines Technology Transfer Seminar on postdisaster survival and rescue research. Several seminars are held each year to bring the latest results of Bureau research to the attention of the mining industry as quickly as possible.INTRODUCTIONThe postdisaster research program is directed toward research and development of technology and equipment that increases the chances of a miner surviving or being rescued after an underground mine disaster. A disaster is an accident of major proportions, and it may result in the entrapment of miners whose normal egress from the mine is cut off. This often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. The Bureau is currently pursuing research to develop the technology that will enhance the ability of miners to survive such an occurrence. The research is divided into two basic problem areas, survival and rescue. Both areas are concerned with the inability of miners and rescue teams to cope with the postaisaster environment, such as toxic gases, unstable roof conditions, water flooding, and lack of oxygen. In addition, research is also conducted to find ways of locating and quickly reaching trapped miners. Most of the research conducted by the Bureau has been directed toward the postdisaster problems associated with coal mines. However, most of the research results are also applicable to noncoal mines as well.The papers presented in these proceedings address some of the recent research conducted by the Bureau of Mines that has been directed toward the postdisaster problems outlined above. The topics covered range from an overview of the technology developed for oxygen selfrescuers to training programs for mine rescue. Any questions or comments pertaining to this research are encouraged and appreciated. Table 1 and figure 1 show the number of fires and fire injuries that occurred in underground metal/nonmetal and stone mines by state during 1990-2001. Table 1 also shows the injury risk rates, employees' working hours, and lost workdays. Overall, 65 fires occurred in 20 states; these include 2 fires and no injuries for contractors. Six of the fires caused nine injuries. The yearly average was 5.4 fires and 0.75 injury. Forty-one fires with 2 injuries occurred in metal mines, 14 fires with 7 injuries occurred in nonmetal mines, and 10 fires with no injuries occurred in stone mines. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations. The Ewhr value was 260 x 10° hr (Irr = 0.007), and the LWD value was 83. Idaho had the most fires (eight fires and no injuries), followed by Louisiana (seven fires and two injuries), Michigan (six fires and six injuries), and Missouri (six fires and no injuries). Of these states, Michigan had the highest injury risk rate value (Irr = 0.146). Table 2, partly illustrated in figure 2, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires during the six time periods show an increase during the fourth period followed by a sharp decrease during the fifth period and a sharp increase in the last period. The number of fire injuries show an increase followed by a decrease during most of the periods, accompanied by a decline in employees' working hours during most of the periods; an increase is seen during the third and fourth periods. The In values follow patterns similar to those shown by the injury values. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables related to fires for 1990-2001. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

An important function of stemming used to confine explosives in shot holes in underground coal mines is to minimize the chance of ignition of firedamp or coal dust by the detonation products. Until 1952, the Bureau of Mines approved only the use of fireclay or similar incombustible material for stemming permissible explosives. At least 2 feet of stemming were required except in holes less than 4 feet deep; in such short holes the stemming was required to be half the depth of the hole. Over the years, several special stemming devices have been proposed in the United States as substitutes for fireclay. Many economic and safety advantages were claimed for these devices, but only one approved device has been marketed in this country. Bureau requirements for stemming explosives in coal mines were modified at that time to permit the approved stemming device to be used as a substitute for the required fireclay.

The Federal Bureau of Mines has successfully demonstrated an electrooxidation-solvent extraction-carbon adsorption process for recovering molybdenum and rhenium from offgrade concentrates. The flow sequence consists of dissolution of metal values by electrooxidation, liquid-solid separation by thickening, acidification and chlorate ion removal by sulfur dioxide treatment, solvent extraction to concentrate the molybdenum and rhenium, separation of molybdenum and rhenium by carbon adsorption, and metal recovery by crystallization. Molybdenum and rhenium were recovered as ammonium paramolybdate and ammonium perrhenate. Electrolysis of brine-concentrate pulps to generate a hypochlorite oxidizing agent in situ resulted in the dissolution of 98.9 and 99.1 pct of the molybdenum and rhenium, respectively, at an energy consumption of 13.7 kwhr/lb of molybdenum extracted.

The Bureau of Mines developed a new method for the determination of oxides of nitrogen in diesel exhaust gas. The procedure, a modification of the Saltzman method, uses a NO2 absorbent for the diesel exhaust gas; the colorless absorbent becomes purple on contact with N~. When used properly this procedure gives satisfactory results in 2 hours, whereas the standard phenoldisulfonic acid method required approximately 8 hours. The new method is not satisfactory for determination of oxides of nitrogen in the overrich fuel to air ratio range.

Mullite is a substance of prime importance in ceramic technology . Despite this fact , its thermodynamic properties have received little attention . A Bureau of Mines literature survey disclosed the absence of lowtemperature heat capacity data , the absence of an experimental entropy value for 298.15 ° K , and the lack of heat content data beyond the temperature range from 298° to 576 ° K. Data supplied in this Bureau report fill these gaps in the thermodynamic knowledge of mullite . According to equilibrium phase studies of Aramaki and Roy ,3 the mullite phase melts congruently at 2,123 ± 15 ° K , and the equilibrium crystallinephase composition extends from Al Si2013 to Al6.8 Si₂ Q4.2 . The results in this report are for the stoichiometric composition , Al Si¿Qз . • Heat capacity measurements were made over the temperature range from 50 ° to 298 ° K , and the entropy at 298.15 ° K was evaluated . Several laboratory flotation tests were conducted by the Bureau of Mines on a sample of unweathered diorite from the B. F. Camden property, Amherst County, Va. Results showed that an ilmenite concentrate analyzing 45.5 percent Ti02 (titania), 0.07 percent P205 (phosphorus pentoxide), and 2.21 percent Si02 (silicon dioxide) could be produced from a feed containing 7.72 percent Ti02 and 3.94 percent P205. Ti02 recovery in the concentrate was 47.6 percent in a batch test. The weathered saprolite material overlying the diorite required scrubbing and desliming to remove argillaceous material and preliminary flotation of apatite followed by flotation of ilmenite. The resulting concentrate analyzed 47.3 percent Ti02, 0.19 percent P205, and 0.99 percent Si02 from a starting feed of 8.99 percent Ti02 and 3.37 percent P205; TiO2 recovery was 54.5 percent.

The Bureau of Mines conducted laboratory batch and pilot plant flotation tests to determine the technical feasibility of recovering commercial-grade mica from a California micaceous schist. Best results in the laboratory batch tests were obtained using sodium carbonate and sodium silicate for pH control and quartz depression, and a combination of fatty acid and cationic reagents as the mica collector. In continuous pilot plant flotation tests, an alkaline fatty acid-cationic method recovered about 70 percent of the mica in a concentrate analyzing 95.6 percent mica.

Data from the Mine Safety and Health Administration (MSHA) indicate that a total of 241,502 employees worked in surface mining locations in 2003, corresponding to 212,113 full-time equivalent (FTE) workers. • Surface employees accounted for 84.6% of all mining employees. • The majority of surface employees (73.7%; n = 177,927) were mine operator employees as opposed to contractor employees. • Stone operator employees comprised the greatest percentage (27.2%; n = 65,743) of surface employees.

The Bureau of Mines conducted laboratory-scale beneficiation tests on a sample of corundum gneiss from Montana to devise a method for beneficiating corundum for use as a substitute for refractory-grade bauxite. A flotation process utilizing petroleum sulfonate as the collector in an acid circuit was devised. Results showed that two flotation schemes each produced a concentrate exceeding the national stockpile specifications for calcined bauxite. From a feed containing 28 pct corundum concentrates containing up to 92.5 pct alumina (A1203) were produced with a corundum recovery of 78.5 pct.

Laboratory batch and pilot plant flotation tests were made to determine the feasibility of recovering commercial grade kyanite from a quartzite- kyanite rock from the Graves Mountain, Ga., deposit. Best results in laboratory and continuous tests were obtained using sodium carbonate for pH control, citric acid for quartz depression, and oleic acid as the kyanite collector. Over 80 percent of the kyanite was recovered in a concentrate analyzing 56.8 percent Al203 and 3.8 percent hydrochloric acid soluble Fe203. Subsequent treatment of the flotation concentrate by magnetic separation reduced the acid soluble Fe2O3 to 0.6 percent and increased the alumina content to 59.2 percent. Acid leaching of the concentrate gave a product analyzing 59.7 percent Al203 and about 0.1 percent Fe203. As a result of the beneficiation research, a commercial kyanite flotation plant was completed in September 1962 by private industry.

In its search for strategic minerals, the Bureau of Mines investigated the Rutherford Mine property in Amelia County, Va. The property was visited by F. W. Horton, mining engineer, and Margaret Fuller Boos, mineral technologist, of the Bureau of Mines, in company with Eugene Dawson, of the War Production Board, on July 16-11, 1943. An exploration program by the Bureau was recommended, and work was started on July 28, 1943, and continued until September 16, 1943. A total of 1,250 feet was diamond drilled in 5 holes on the property.

The Bureau of Mines investigated gases from flash and laser irradiation of Pittsburgh seam (hvab) coal to determine the action of high temperatures on coal. Temperatures in excess of l,000° C were reached with both types of irradiation. Craters about 300 microns in diameter were produced in the coal with millisecond pulses from the laser unit rated at 1.7 joules' output. Gaseous products from laser and flash irradiations in vacuum contained 21 and 8 percent acetylene, respectively. Diacetylene, vinylacetylene, and other products to molecular weight 130 were indicated in the mass spectrum of the gas from the laser study. Single experiments were also conducted in which the laser energy, particle size of the coal, and atmosphere were varied. The results indicated that the distributions of products obtained from the flash and laser irradiations of coal were different from that produced in high-temperature carbonization.

In 2005, a total of 4,490 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA). Stone mines comprised 30.6% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,039; 45.4%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Of all states, Pennsylvania had the most stone mines (n=379; 8.4%).

Provide a low-cost, low-maintenance method for im¬proving mine water quality on abandoned mine land (AML) sites. Approach A model (figure 1) is presented for selecting, designing, and sizing one or several passive mine drainage treatment systems that can be used in remediation of AML. The three principal types of passive mine drainage technologies for the treatment of coal mine drainage are an aerobic system, a compost wetland, and an anoxic limestone drain. The multistep approach presented here provides a simplified method to characterize the type and magnitude of the water quality problem and then to select either a single treatment system or a combination of treatment systems to address the specific site situation. How It Works Step 1. Discharge Characterization. Characterization of the discharge consists of measuring the discharge flow rate and collecting water samples at the point of discharge for chemical analysis. Both the flow rate and chemistry of a discharge can vary seasonally and in response to storm events. It is important to account for this variability by determining flow rates and water chemistry under various conditions. Water should be analyzed for pH, dissolved iron (Fe), alkalinity, and hot acidity (using the H2O2 method).

"INTRODCJCTJONPlatelet activating factor (PAF) is a glycerophospholipid (1-0-alkyl-2-acctyl-sn-glycerol-3-phosphoryl choline) which has been shown to mediate a broad range of biological activities. 1·3 Its pulmonary actions include contraction of pulmonary tissue,4 secretion of leukotrienes from leukocytcs,5 airway constriction,6 pulmonary edema,7 and enhanced migration of neutrophils into the airspaces of thelungs.8-9PAF can be released from several different cell types, such as, basophils, neutrophils and alveolar macrophages, in response to a variety of particulates or membrane stimulants which include zymosan, calcium ionophore, phorbol esters, chemotactic agents, and endotoxin. 1~1 3 Therefore, PAF may play an important role in the development of pneumoconioses by mediating pulmonary responses of lung cells to a variety of occupational dusts. To investigate this possibility, we determined the effects of P AF on several physiological parameters of neutrophils, alveolar macrophages, and alveolar type Il epithelial cells.METHODSIsolation of CellsNeutrophils were isolated from human blood by dextran settling and centrifugal elutriation.14 Isolated neutrophils (93% pure) were resuspended in HEPES-buffered medium (145 mM NaCl, 5 mM KCI, 10 mM HEPES, 5 mM glucose, and 1 mM CaC12; pH = 7.4). Cell number and volume were determined with an electronic cell counter equipped with a sizing attachment.Rat alveolar macrophages were obtained by pulmonary lavage with ea2+, Mg2+-free Hanks balanced salts solution. 15 Alveolar macrophages (94% pure) were resuspended in HEPES-buffered medium, counted, and sized electronically.Rat alveolar type Il cells were isolated by enzymatic digestion for 35 minutes at 37°C with 40 µ/ml type I elastasc and 0.1 % collagenase and purified by centrifugal elutriation. 16.17 Type Il cells (92 % pure) were resuspended in HEPES-buffered medium for measurement of membrane potential, oxygen consumption, and trypan blue exclusion. Type Il pneumocytcs were resuspended in 0.1 M NaCl plus 0.05 M HEPES (pH = 7.8) to measure cytochrome P450-dependent activities and aggregation. Cell size and number were determined electronically."

The effect of fluoride inclusions on the properties of titanium produced from the Bureau of Mines-developed induction slag melting process is of concern to the titanium industry. The objective of the research was to determine the effect of removing the nonconductive molten calcium fluoride (CaF2) slag used as an insulator between the titanium and the segmented copper crucible. The data were obtained from single-induction-melted ingots prepared with no CaF2 insulating slag and an ingot prepared with the normal addition of 4 pct CaP2 slag. The results showed that the mechanical properties of single-induction-slag-melted and annealed Ti-6AI-4V alloy exceed the minimum values specified in "Aerospace Materials Specification for Titanium Alloy Bars and Forgings AMS4928H." High-cycle, tension-tension fatigue testing yielded similar results. The data from 44 of the 45 specimens were contained within the typical scatter band for fatigue data on wrought Ti-6AI-4V alloy. Although the removal of the insulating slag is a desirable change, the data from the specimens with the previously standard 4 pct slag addition showed no detrimental effect from the slag inclusions.

The Bureau of Mines conducted preliminary beneficiation studies of a gold-bearing graphitic schist from Blue Hill, Tallapoosa County, Ala. The average analysis of the material was 0.08 oz/ton gold. Tabling of minus 35-mesh material recovered 83 to 94 percent of the gold at grades of 6.925 to 2.165 oz/ton, respectively. A combination of jigging and tabling resulted in a concentrate assaying 24.3 oz/ton gold and contained 87 percent of the total gold. Treatment of the material by jigging, tabling, and amalgamation recovered 86.5 percent of the gold.

A solvent-extraction system employing selective stripping of a pre loaded organic phase was investigated for recovering Sm203 from a light-group rare-earth mixture. The samarium concentrated in the organic phase, and a >99-pct-pure samarium oxide product was obtained at 76-pct recovery in a 20-stage operation using di(2-ethylhexyl) phosphoric acid (EHPA) as the organic phase. The stripping agent was a 1.5-pct hydrochloric acid solution containing 200 g NH4C1/1.

[Apparent progress in fuel economy at petroleum refineries, as measured by the average amount of .seat units required to refine a barrel of crude oil, received a set-back in 1935, when the average rose to 562,00 B. t. u., compared with 562,000 B.t.u. in 1937 (see fig. l). The primary factor in the rise in average heat requirement's per barrel of crude oil refined in 1938 wan the decline in total runs to Invariably the average requirement increases when crude ins to stills decline, and vice versa. In other words, annual gains in fuel efficiency at refineries arc masked by the degree to which the capacity is utilized. Additional crude runs give lower average e heat requirements in two ways - first, because they are mane with the c expenditure of comparatively small amounts of auxiliary heat, and, second, because the additional runs generally represent simple topping operations. In 1938 crude runs, to stills declined 1.6 percent (from 1,183,440,000 barrels in 1937 to 1,165,015,000 barrels in 1938), but the total heat consumption declined only 0.4 percent, or from 663,866 billion B. t. u. in 1777 to 660, 56 billion in 1938 .]
