This report is one of a series published by the Federal Bureau of Mines describing mining methods and performance at individual operations throughout the United States. The objective of these papers is to promote development and conservation of our mineral resources by disseminating reliable technological information on mining methods, practices, and results that may be applied to the engineering analysis and solution of mining problems. SUMMARY Operation of a limestone quarry producing flux for the steel industry and crushed stone for production of concrete is described in this report. The deposit being mined is a flat-lying limestone formation under a thin overburden 2 to 25 feet thick. The height of the quarry face varies from 9 to 60 feet, averaging 40 feet. Production rate ranges from 4.5 to 5 million long tons per year.

A major difficulty encountered during the research was that nation¬al countries (almost world-wide) are in the process of revising their electrical hazard reduction standards. Their principal goal is to align their standards with the International Electrotechnical Commission (IEC) Recommendations Publication Series 79. (31-37) Additionally, CENELEC is requiring all Common Market countries to harmonize their standards. (85) However in the coal mining industry some hazard re¬duction techniques are not being accepted because some systems may not be applicable. Therefore, past literature might not directly relate a country's current feeling about explosion-proof standards. An authority in the United Kingdom (which has been a leader in hazard reduction mainly through work at the Safety in Mines Research Establishment) brought up an additional point. (15) He hopes that since revising British standards BS229 into BS4683, with the intention of corresponding with the IEC 79 series, the recent CENELEC harmoni¬zation process will also follow IEC. (8, 9, 10) The past trend in other major Common Market countries prior to CENELEC's requirement results in the authors' speculation that the standards will be pattern¬ed after the IEC Publications. (5,17,60,84,102) Several letters were sent to the East Block countries but, disa¬ppointingly, replies were dispatched only from the USSR and Poland. Recent Polish standards (1973) were received, and a very close match to the IEC Publications has been noted. (76,77) Because of their economic community, it is extremely logical to assume that the East Block stand¬ards are therefore in concurrence with the IEC. Japanese specifications also appear to be compatible with the IEC Recommendations. (42,43)

Bench-scale research at the Bureau of Mines has resulted in the successful development of a combination electrorefining-electrowinning method for recycling all the lead in scrap batteries. The method reduces energy consumption and eliminates toxic emissions, in contrast to present pyrometallurgical smelting, and the lead produced is pure enough for use in maintenance-free batteries. Anodes cast from molten lead scrap were electrorefined in 1-and 2-liter plastic cells using an electrolyte composition of 70 g/l Pb and 90 g/l free H2SiF6 (fluosilicic acid). Both reagent-grade and waste H2SiF6 were used. Cathode starting sheets were made from refined lead. Aloes, and later bone gelatin, and calcium lignin sulfonate addition agents were employed. The sludge remaining after separation of the lead metal was treated in a two-step leaching operation to solubilize the lead for recovery by electrowinning. Conditions for electrowinning were essentially the same as for electro-refining, except that insoluble Pb02-Ti (lead dioxide-coated titanium) anodes were used. The best results for both electrorefining and electrowinning were obtained with a current density of 170 amp/m2 and a cell temperature of 25° to 35° C. Cathode purity ranged from about 99.9 to 99.99+ pct Pb. Maximum energy consumption after 3 days, for electrorefining and electrowinning, was 90 and 700 kwhr per metric ton of refined lead, respectively.

"INTRODUCTION A fire started about 10 a.m., November 10, 1947, at the Kings mine, Princeton Mining Co., Princeton, Ind., about 1,800 feet inby the main shaft bottom on the main west haulage road at a point estimated to be 2 miles from the faces of the main west entries. No lives were lost, as 27 men escaped from the mine after a series of explosions, which necessitated sealing the mine on the surface. This information circular shows"" how adverse conditions might be overcome, when reopening a sealed mine, by expert planning and close cooperation on the part of various organizations. Conditions found in the mine after it was reopened were comparable to the worst that had been anticipated, yet the mine was recovered with comparatively little difficulty and a minimum of risk. The open workings in the mine covered a vast area, but most of the mine resumed production of coal after being sealed for only 37 days.The information contained herein also points to the desirability of adhering as closely as possible to a predetermined schedule of operations."

This Bureau of Mines report summarizes the results of laboratory work in the design of instrumentation for obtaining the dynamic tensile strength of rock at minimum loading. Minimum loading is defined as the lowest tensile loading by pulse reflection to cause fracturing. The instrumentation for obtaining dynamic tensile strengths of rock cores evolved into the use of a compressed-air pellet gun to impact one end of a rock core, suspended by wires, at increasing increments of air pressure. Maximum strain was measured on most or all of the impacts, and the strain at fracture of the core was obtained by extrapolating the pellet velocity-strain curve to the pellet velocity at fracture. Stress at tensile fracture was obtained from the maximum s train, and the dynamic Young's modulus was calculated from the rod velocity by using simple rod theory.

Enthalpies above 298° K were investigated for four crystalline sodium borates by copper-block drop calorimetry. Determinations were made to 1,200° K for NaB02, 1,003° K for Na2B407, 1,005° K for NaB305, and 1,046° K for Na2Be013. No phase transitions or other thermal anomalies were found. The enthalpy determinations, when combined with known heats of formation at 298° K and other supplementary data, enabled the calculation of the heats and free energies of formation of the compounds to their melting points. Values of relative enthalpies, entropies, heat capacities, free energy functions, enthalpies of formation, free energies of formation, and equilibrium constants of formation were tabulated at even temperatures.

The helium resources base of the United States was estimated by the U.S. Bureau of Mines (Bureau) to be 894.6 Bcf as of January 1, 1989. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas reserves, 282.4 Bcf, (2) helium in probable natural gas resources, estimated at 237.7 Bcf, (3) helium in possible natural gas resources, estimated at 263.1 Bcf and (4) helium in speculative natural gas resources, estimated at 111.4 Bef. These helium resources are further divided into depleting and nondepleting, with the helium in storage being in a classification. The depleting resources are those associated with natural gasfields that are, or will be produced for the natural gas they contain. Almost all of the helium in potential (probable, possible and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 775 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, i.e., those in shut-in, abandoned, or otherwise nonproducing natural gas fields, are estimated to total 84 Bcf There is 35 Bcf of helium in storage in the Federal Government-owned Cliffside Gasfield near Amarillo, TX.

Purification of samarium metal by sublimation and by vaporization from a low-melting metal flux, at the same temperature, were compared. Vaporization proved more effective for removing impurities such as magnesium, calcium, and manganese. Recovery of samarium, however, is more rapid by sublimation because of its constant rate of distillation.

Since its beginning, the occupation of coal mining has been considered hazardous. It is true that there are hazards inherent in mining, but it is believed that most of them, at least, can be guarded against. Moreover, many man-made hazards can be eliminated by officials and workers adopting safer practices. Notwithstanding the hazards in coal mining, the fatal accident rate in the United States has improved. During the, period from 1911, to 1941, inclusive, the fatal accident rate varied from 5.35 to 2.22 per million tons of coal. With many handicaps during the war period, 1942-45, such as the lack of experienced manpower. and the, employment of untrained men, the increased average age of workers, and the shortage of equipment and supplies, the industry s ill further reduced its accident rate, so that it ranged from 2.30 to 1.724/ deaths per millon tons of coal. During 1944, 684,000,000 tons of coal was produced with a rate of 1.91, and during 1945, 631,000,000 tons was produced with a rate of 1.724/ deaths per millon tons of coal. The accident rate for 1945 was the lowest for the industry since records have been compiled.

An apparatus has been developed for determining the helium content of gases containing 40 percent or more helium . It utilizes activated coconut charcoal at liquid nitrogen temperatures to adsorb constituents other than helium in the mixture . Series of analyses have been run where the mean deviation was less than 0.05 percent helium . Twenty or more analyses can be made in an 8- hour day .

Cost System The cost system reported here is a suite of computer programs which incorporates the logic and information flow structure as outlined in earlier chapters. Specifically, computer programs have been devel¬oped to: 1. compute labor, operating, and capital costs, 2. summarize cost and production data, and 3. compute the minimum acceptable selling price for coal. While the cost system can be executed independently, it is de¬signed primarily for use with the Master Design Simulator and there¬fore must conform to the overall system hardware. The computer model is written in Fortran IV for use with the IBM System 360/370 computers as well as with compatible units such as the Univac 1110 and CDC-6600. For ease in error detection and program modification, the model was constructed with a main routine and eight subroutines. The main routine reads and stores the data necessary for the cost computations and calls the subroutines in logical sequence. The subroutines perform the cost computations and data adjustments for reporting purposes. Each subroutine performs the cost computations for its particular com¬ponent of the cost cycle. The program operations are described in the following narrative outline. Control Subsystem As previously described, the main routine is a passive element, reading and storing input data and directing execution to the active subroutines for cost calculations. "REASONS FOR AND PURPOSE OF WORKIn 1924 the United States Public Health Service was requested to undertake a special study of stream pollution. At that time the proposal that the United States Bureau of Mines take up the study was made by the Public Health Service because in point of training and experience the personnel of the latter was considered not to be as well, suited to this type of investigation as was that of the Bureau of Mines. H. Foster Bain, then Director of this bureau, promised to undertake the work, and, accordingly, field investigations were begun in the spring of 1925. The problems of mine-drainage wastes and of gas-house and coke-oven waste were investigated in the laboratory, and a method of treatment by sodium hydrate and benzol was found to be promising. The idea was obtained by A. C. Fieldner, chief engineer of the Bureau of Mines experiment stations, while in Germany in 1924, where he was shown a practical application of the process, but no information was obtained as to definite chemical or mechanical processes. Because of the then pending American patent application by the German firm, we made no attempt to develop our findings further. Shortly after, a similar method of treatment was developed in the United States, and since that time we have devoted our attention entirely to mine drainage. This paper is a presentation of some general facts and information gathered during the past five years on coal-mine drainage.SCOPE OF WORKAt the time our work was begun there was such a diversity of opinion on the whole subject and apparently so little was accurately known, that it was decided to undertake a basic study from which (1) certain definite information might be evident, and (2) what might be considered side issues of the original investigation would be suggested for subsequent study.A stream in a district thought to be representative of those in low to average sulphur bituminous coal fields and another in a high sulpbur district were selected for study, A fair (weber of factors entered into the tentative selection of these streams, the chief ones being their accessibility and freedom from other industrial or domestic pollution, besides, of course, the presence of mine drainage in these streams."

A recent report evaluating silica exposure levels in the metal/nonmetal mining industry noted that bag packaging and loading are some of the occupations at the greatest risk. In addition to dust problems, the bag-stacking process is labor intensive, making lost-time injuries common due to back fatigue and strains. During the bag-stacking process, a significant amount of dust can be generated, mainly from product on the outside of the bags and from dust escaping the bag valve upon impact of the bag on the pallet. In an effort to address dust-exposure and back-fatigue issues, Malvern Minerals Co., Hot Springs, Ark., made two major improvements to its ground silica stacking facility. First, the company purchased a semi-automated bag palletizing system (Figure 1). With this system, the bag stacker does not lift the bags, but slides them across a metal table. Small jets of air exit through perforations in the table top (similar to an air hockey game), allowing workers to more easily slide each bag into the proper position. After each layer of bags is completed, the table slides open, and the entire layer of bags is loaded onto an underlying pallet. The table then closes, readying it for another layer of bags. After the entire pallet is loaded, the unit delivers the pallet to a shrink wrap and forklift pick-up area. In addition to this semi-automated palletizing unit, Malvern Minerals purchased an Overhead Air Supply Island System (OASIS) to lower the bag stacker's dust exposure. The OASIS takes outside air, directs it through MEASURING RESPIRABLE DUST The bag stacker's respirable dust exposure was monitored using a RAM-1 instantaneous dust monitor to evaluate the impact of the various changes on the palletizing process and dust-control equipment. The bag stacker wore a vest that held the 10-mm Dorr-Oliver cyclone, which classifies the respirable portion of dust. Flexible tygon tubing was used to connect the cyclone to the RAM-1 dust unit, allowing the bag stacker to perform the palletizing process with minimal interference. The RAM-1 measures respirable dust concentrations by light scattering with a sensing chamber. This device closely simulates gravimetric measurements when calibrated for a specific dust. This instrument is ideal for comparative evaluations, as was the case in this study. Since the RAM-1 is not an MSHA-approved instru¬ment for dust compliance sampling, the dust concen¬trations listed in this article should be used as a com¬parative value of respirable dust concentration and not to determine actual dust concentrations from a com¬pliance standpoint.

The Bureau of Mines studied the purification of commercially available yttrium by melting it in a 100-kw electron-beam furnace. Button-scale melts were made to determine the ultimate purification that could be attained by melting yttrium at 1,733° to 1,770° C at low pressure (0.05 to 0.1 micron) for 1 to 120 minutes. In addition, numerous melts were made to study the effect of doping yttrium with carbon, 17 selected metallic additions, and 3 compounds. Except for nickel and zirconium, the metallic impurities in yttrium were lowered significantly on extended treatment; silicon was lowered only slightly. The nonmetallic impurities} oxygen, nitrogen, and carbon, were not lowered except on short exposures. In isolated instances, the oxygen content was lowered from 5,860 ppm to about 5,000 ppm. In most instances the carbon con-tent was lowered from 545 to about 220 ppm in 20 minutes and then increased again. It was concluded that yttrium cannot be purified by direct heating or by the doping technique employed.

This chapter presents data on occupational exposures from several sources. Data from compliance samples obtained by MSHA inspectors are presented in table 6-1 for coal mine dust and silica dust, and in tables 6-2 through 6-6 for metal fumes. Since these samples were taken for compliance monitoring rather than as part of a survey of the industry, it is difficult to predict how well they indicate actual exposures for all mining operations. In the coal industry, 7.8% of all respirable dust samples during 1986-1995 were above the permissible exposure limit (PEL). Of silica dust samples obtained during the 10-year period, 23.7% were above the PEL in coal, 16% in metal, 10.8% in nonmetal, 9.1% in stone, and 7.6% in sand and gravel. Of metal fume samples, silver samples showed the largest percentage above the PEL-approximately 48% of samples in both metal and nonmetal. Tables 6-7 and 6-8 present data on noise exposures from the MSHA "dual threshold" survey, which was published in the Federal Register [61 Fed. Reg. 66347 (1996)] as part of a proposed rule change for occupational noise exposure in mining. This study examined a group of samples obtained during 1991-1995 and compared the percent of samples that were above two separate specified limits. The first limit was the current noise standard, a time-weighted average of 90 dBA, calculated to include only exposures at 90 dBA and above. The second limit was a time-weighted average of 85 dBA, calculated to include exposures at 80 dBA and above. Tables 6-8 and 6-9 refer to musculoskeletal overload conditions examined in the National Occupational Health Survey of Mining (NOHSM) [NIOSH 1996]. Table 6-8 shows the operational definitions for each condition; table 6-9 shows the percentage of the workforce potentially exposed, by commodity. Across all commodities, a large proportion of workers were exposed to musculoskeletal overloads due to positioning of the neck and back; positioning and motion of the forearms, arms, and shoulders; heavy lifting; and positioning and movement of the lower limbs. The recorded overloads were defined in the survey and did not exceed any NIOSH, MSHA, or OSHA guidelines for musculoskeletal overloads. Further information on this survey appears in appendix A.

This Bureau of Mines report tabulates methane emissions from U.S. bituminous coal mines with daily emission rates of at least 100,000 cfd according to States, counties, and coalbeds. Most of the methane emitted is from mines in the Appalachian States. Total daily emissionin 1975 was 216.3 MMcfd, compared with 227.0 MMcfd in 1971 and 214.5 MMcfd in 1973. Thirty counties in nine States had daily methane emissions of 1 MMcfd or more, These emitted 93 percent of the total methane. The highest emissions were from Monongalia County, W. Va,, which accounted for 18.9 percent of the total. This was followed by Marion County, W. Va., 9.6 percent; Buchanan County, Va., 8.5 percent; Jefferson County, Ala., 6.1 percent; and Washington County, Pa., 5.9 percent. The Pittsburgh coalbed emitted 45.7 percent of the total methane, followed by the Pocahontas No. 3 coalbed with 12.9 percent. The report lists 196 mines, of which 60 had daily methane emissions of 1 MMcfd or more. Included in this compilation are the identification and thickness of the coalbed, methane emission, coal production and ventilation rates, number of drifts, shafts, and slopes used for ventilation purposes, shaft depth, age of mine, and gas-to-coal ratio.

Laboratory investigations have produced flotation concentrates contain- ing 91 to more than 92 percent titania, with fair recoveries, from the Christy property, Hot Spring County, Ark. The titanium-bearing ore on the Christy property occurs in a quartz-clay- iron oxide mineralization, which contains, on the average, about 6.0 percent TiO2, chiefly as the mineral brockite; brookite and rutile are different crys- talline forms of titanium dioxide. Recent work by the Bureau of Mines has shown that titanium chloride can be produced readily from the rutile-type mineral by reduction with coke fol- lowed by low-temperature chlorination. Metallic titanium is in turn derived etallic from the chloride by the Kroll process .

This report does not provide detailed design information, but seeks to answer practical questions on air contamination issues.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations No. 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the fifth. The data are accompanied by maps showing the location of holes drilled and deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in Volume I. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township is given with the discussion of that area.

IN a Nation-wide appraisal of coking-coal reserves and of the feasibility of expanding them by upgrading marginal coals, it is natural that the Pittsburgh region of Pennsylvania should be considered first. Here, where the American iron and steel industry started, the Pittsburgh coal bed is of paramount importance. The use of coke in iron blast furnaces is said to have begun with the discovery that good blast-furnace fuel could readily be made by a simple method of coking Pittsburgh coal. To the present time, the prosperity of the steel industry has depended largely on utilization of this great coal reserve and the cheap transportation afforded by the Monongahela River system. OBJECT AND SCOPE OF INVESTIGATION The initial project in the study of upgrading marginal coking coals was laid out in this area, which contains large reserves of Pittsburgh coal contiguous to the Monongahela and its navigable tributaries. Much of the Pittsburgh coal remaining here is known to have a high sulfur content. The problem of reducing the sulfur to meet metallurgical requirements already has received much attention, and it is considered to be one of the most difficult technologic problems in the field of coal washing.
