"A. larger enrollment and a greater number of man-hours of employment by the enrolled companies were the outstanding features of the National Safety Competition of 1942, an annual safety contest conducted by the Bureau of Mines, United States Department of the Interior, for the promotion of safety among workers in the mines and quarries of the United States. The accident-frequency and accident-severity rates were somewhat higher than in 1941, but the frequency of accidents in relation to the number of man-hours worked was strikingly lower than in the earlier years of the 18-year period during which the contests have been conducted.Companies that enroll in the National Safety Competition compete for a bronze trophy known as the ""Sentinels of Safety."" Six of these trophies are provided by THE EXPLOSIVES ENGINEER annually for award by the Bureau of Mines. The trophies for 1942 wore won by an anthracite mine in Pennsylvania, a lignite mine in North Dakota, an underground metal mine in Tennessee, a limestone mine in Ohio, an open-cut metal mine in Minnesota, and a lime-:tone quarry in Pennsylvania. The trophies are presented to the companies for 1 year and are then transferred to the winners of the succeeding year's contest.The contest rules state that a mine or quarry must have at least 25 men employed underground or in the pit for at least 100 days, and the plant must be in operation 30,000 or more man-hours to be eligible for a trophy. The rank of mines and quarries is determined by accident-severity rates, or, in the case of accident-free records, by the number of man-hours worked."

This survey report, the first for this type of fuel, is issued to provide information on the characteristics of the burner-fuel oils now manufactured for sale. Reports of surveys of diesel fuel, conducted under a cooperative agreement between the American Petroleum Institute and the Bureau of Mines, United States Deportment of the Interior, have been published annually since 1950.2/ This survey of burner-fuel oils is similar to the diesel-fuel surveys In pattern and has been conducted under an extension of the same agreement at the request of the Oil-Heat Institute of America and the petroleum industry. It is not intended to conflict with the diesel-fuel survey but rather to supplement it. Burner-fuel oils, also specifically referred to as heating oil, range oil, furnace oil, "Bunker C," and fuel oil, are sold in increasing volumes for use in this country and for export. Sales of all grades of fuel oil in the United States have increased from 340 million barrels in 1926Y to over a billion barrels per year. 4/ Distillate fuel oil sales, in proportion to total fuel-oil volume sold, increased from 42 percent in 1950 to 50 percent in 1954. In the normal operation of mines, the aggregate effect of many seemingly minor op rations may be very important as respects economy and safety. Anion: these operations is the method employed in coupling and uncoupling mine cars. For economic reasons the equipment in mines has not been protected as well as railroad equipment. It is pertinent that haulage accidents rank second in severity among mine accidents, and that manual coupling of cars has been one of the most frequent causes of such accidents. One study4/ revealed that coupling was responsible for about 20 percent of haulage accidents underground. A review of early conditions on steam railroads, which were responsible for the introduction of safer methods of coupling cars, indicates how conditions in might be improved. THE STORY OF RAILROAD COUPLING As any considerable improvement in mine-car coupling probably will follow lines somewhat similar to those that brought order out of chaos for the railroads, it seems appropriate to review briefly the steps taken to improve railroad coupling from the days of link and pin couplings of various types to the adoption of the standard ?M.C.E? automatic coupler.

The concept of limit burning velocities, formulated in an earlier Bureau of Mines report (RI 8127), is applied to the problem of flame propagation through tubes of finite size. The limit burning velocity for conductive-convective wall-loss quenching (process b) is (Su)b = [aPe,] where the proper choice of critical Peclet constant, Pe, is determined mainly by the ratio of contact-perimeter loss area to flame-zone cross sectional area. This ratio of loss area to propagation area relates to the shape of the flame front and its control by buoyancy and by boundary conditions. The comparison of (Su)b with previously defined limit velocities for systems mixed by natural convection allows one to assess the influence of tube dimensions and boundary constraints on the "true" or earthly limits for the three directions of propagation. The flame quenching caused by inert powders is shown to be similarly described in terms of a limit burning velocity, (Su)?b. The tube's surface-to-volume ratio (~1/ro) is simply replaced by the powder's surface area per unit volume of the flammable mixture. Thermal loss quenching by these "internal walls" occurs at a critical Peclet constant somewhat higher than that observed for tubes, and the problem is complicated by the finite heat capacities of the powders and particle lag effects in the flame front.

"This paper presents an analysis of respiraple dust generation due to the action of a continuous miner. Underground coal cutting by a drum-type continuous miner was simulated in the laboratory using a specially designed unique automated rotary coal cutting simulator (ARCCS). An analysis of -400 mesh particles was done on gravity collected material. Samples of entrained dust were collected through the use of cascade impactors. Both samples were analyzed for size distribution and particle shape. Using the simulated coal cutter permitted variation of operating and in-situ parameters to provide information on the effects on generation of -400 mesh particles. In these tests coal blocks with an approximate dimension of 18 in. x 15 in. x 6 in. (45.7 cm x 38.1 cm x 15.2 cm) were first subjected to confining pressures, equivalent to in-situ conditions. Such blocks were then cut by the cutting head of the ARCCS, thus simulating the action of the continuous miner in underground coal mining. During the tests under a particular set of in-situ and operating parameters a number of other parameters such as 1) penetration of bit into coal, 2) penetration resistance (thrust and cutting pressures), 3) rotating velocity of cutting head, and 4) acoustic emission activity in the coal block were monitored. After each cutting cycle the fractured surfaces were photo¬graphed and a velocity survey was conducted by using a sonic technique. At the end of each experiment the cutting paths of the bits in coal were photographed using an optical microscope with an attached camera.IntroductionThe continuous-mining machines introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners, designed for increased productivity, have also increased the concentration of respirable dust in mines. As a result, the Federal Coal sine Health and Safety Act of 1969 was enacted to enforce on the coal operators that the airborne respirable dust not exceed 2 mg/m3, and was intended to reduce the incidence of coal workers pneumo-coniosis. This plus the other aspects of the legislation and the subsequent monitoring and enforcement by MSHA made it very imperative that the coal operators provide a relatively healthier and safer working environment for the coal miners. Since 1970, the Federal government has paid over 11.7 billion dollars to more than 470,000 miners with coal workers pneumoconiosis and their survivors (Newmeyer, 1981). These regulations, coupled with the assessment of the continuing burden on miners, the mining industry and taxpayers appear to have provided an impetus for the mining community towards comprehending the different parameters that influence dust generation and entrainment."

"In the United States there are hundreds of underground and surface (inside and outside) inclines at coal mines on which trips of cars are continually being run with coal, rock, supplies, and men. The safety of the men and prevention of damage to the slopes depend, excluding the personal element of the hoist-man, on the strength and condition of the wire cable, draw bars, and the couplings, and on the links of chains and pins as well. Within a recent period of four weeks there have been two runaway trips, one on the surface and one underground; it seems desirable to call attention of mechanical engineers and others at coal mines to the need for closer and more frequent inspection of the cable, draw bars, coupling links and pins, derailing devices, wheels, brakes, and other parts of cars or trips on which men are hauled on inclines. This bureau has never published anything on this class of accident heretofore.How frequently runaway trips occur is not known. If no serious injury or fatalit has to be reported to the State authorities, a number of such happenings may occur and not be mentioned outside of the immediate vicinity of the mine.Runaway trips can and do result in considerable loss of life, in injuries, and damage, either at or near the place of the break, or throughout a mine by causing an explosion of gas or coal-dust or both, This report is restricted to a study of the mechanical and physical phases of car trip construction and of the metal of couplings and ropes; derailed trips are not included and may be the subject of another paper. There is no need to mention gas accumulations, coal-dust and rock-dusting, open lights, protected power lines, and permissible equipment, because these have all been well covered in Bureau of Mines publications which have been widely distributed and partly or wholly reprinted by others.Most of the items regarding the runaway trips tabulated have been abstracted from reports made respectively by Clarence Hall, W.O. The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. Development of downstream petrochemical and fertilizer industries continues as a major investment area. In 1993, the 15 countries that constituted the region accounted for 29 % of world crude petroleum output, 19 % of world natural gas plant liquid production, and 6 % of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. Regional output was up for most major mineral commodities. A major exception was phosphate rock, which declined sharply owing to reduced worldwide demand. Total crude petroleum output declined by over 100 Mbbls, again owing to slack demand in the major industrial countries.

The year 1977 generally was a year of growth in overall world mineral industry activity, although there were downturns in major elements of the world's iron and steel industries. The sharp upturns in market economy nation activities that were noted in 1976, following the reduced performance levels of 1975, were moderated, and in the centrally planned economy nations, overall mineral industry activity apparently continued to increase, but at a pace in keeping with that of 1916 rather than at the higher rates of the earlier 1976's. Noteworthy during the year, if only in a negative sense, was the inability of world powers to reach any significant agreement on issues relating to deep seabed mining. Interest from a commercial viewpoint centered around deposits or so-called manganese nodules. These materials, which indeed are chiefly manganese in terms of their content on a quantitative basis, really were of commercial interest primarily far their copper, nickel, and cobalt content. Participants at the Third United Nations Law of the Sea Conference looked into seabed mining rights, but reached no mutually agreeable decisions.

"Research on the control of exposure to respirable contaminants in mine atmospheres is conducted in five areas; 1) control of dust generation, 2) dilution, dispersion and collection of dust in mine airways, 3) characterization of dust particles, 4) interaction of dust and lungs, 5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The distribution of research findings to the mining industry, to government agencies, and to scientists at other universities is accomplished in several ways.A data bank of respirable dust samples displaying a wide range of characteristics (low volatile, medium volatile, high volatile, silica fireclay, rockdust) has been established by the Center. This data bank is being utilized by Center researchers in a suite of medical, scientific, and engineering tests (FIGURE 26).The Center has honored requests for educational and informational materials from several sources, including MSHA and CANMET who received information on Center generated software and used the Center's expertise in developing a computer program for particle distribution model (DISFIT).The Generic Mineral Technology Center for Respirable Dust has organized two dust conferences on respirable dust, the Coal Mine Dust Conference, held at West VirginiaUniversity, Morgantown, West Virginia from October 8-10, 1984 and Respirable Dust in the Mineral Industries: Health Effects, Characterization and Control, an international symposium on Respirable Dust in the Mineral Industries held at The Pennsylvania State University, University Park, Pennsylvania from October 14-16. 1986. These conferences were co-sponsored by the U.S. Bureau of Mines, Mine Safety and Health Administration, National Institute for Occupational Safety and Health (NIOSH), and the American Conference of Governmental Industrial Hygienists (ACGIH). On August 23-26, 1988, the VIIth International Pnuemoconioses Conference was held in Pittsburgh, Pennsylvania. While not a sponsor of this conference, researchers in the Generic Mineral Technology Center for Respirable Dust had significant participation with sixteen (16) papers presented (see Volume 8 of this series for abstracts and papers). These conferences provided a significant forum for the exchange of ideas on dust research and the interchange of research findings. The proceedings from these conferences are available from NTIS and ACGIH.In sum, significant benefits to mine worker health have resulted and should continue to result from the synergistic scientific, engineering, and medical research in respirable dust (FIGURE 27). As always, an important objective is the rapid dissemination of the results of this research to industry. Video tapes and the Bureau's Technology News series have been a very effective means of USBM technology transfer. Several aspects of mine safety grounding systems and equipment are studied. Electrolytic corrosion of test ground beds has shown a high incidence of stray current damage, while efforts to build a reliable continuous ground bed monitor continue. Laboratory and field investigations of trailing cable splices have yielded strong evidence that splices can contribute to stray current problems in the mines, but a method is suggested for discovering deteriorating splices before they pose a serious hazard. A prototype device has been constructed to evaluate the electrical resistance of rail bonds underground as a source of stray current. Theoretical modeling of ground electrodes, has advanced considerably, now covering measurements of large cylindrical electrodes, multiple-rod ground beds, rod electrodes in stratified earth, and measurement of connected beds. A prototype instrument design is given for a potential gradient plotter to quickly evaluate voltage gradients near earth electrodes. Additional ground-check monitor testing is reported.

Production of crude petroleum in the Middle East (southwestern Asia) and in South America has increased greatly during recent years and has become a significant factor in the world's production of crude oil. Crude oil from fields in the Middle East increased from 256,164,000 barrels in 1946 to 305,833,000 barrels in 1947 and 417,201,000 barrels in 1948. Production from South American fields increased from 446,417,000 barrels in 1946 to 518,652,000 barrels in 1947 and 574,837,000 barrels in 1948. Crude-oil production from Canadian fields increased from 7,726,876 barrels in 1947 to 12,370,875 barrels in 1948, most of the increase being attributable to two fields, Leduc and Redwater, both represented by analyses in this report. Present indications are that production of crude petroleum from all these regions will continue to increase.

"INTRODUCTION Coals vary so widely in their burning characteristics that all coals prepared for domestic stoker use cannot be burned efficiently on every type of stoker. The overfeed stoker, a large number of which are in use in the Pacific Northwest, operates satisfactorily when burning low- to high-ash, noncaking bituminous or subbituminous coals, whereas on the clinkering-type, underfeed, bituminous stoker both caking and noncaking bituminous and subbituminous coals are burned, generally with ash contents below 12 percent and ash-softening temperatures between 1,800º and about 2,600º F. Because fly ash continues to be one of the most troublesome factors in domestic underfeed stokers, noncaking coals especially must be chosen carefully with respect to size composition, particularly as regards the exclusion of excessive fines. Their formation as a result of degradation in storage handling or because of crushing in .the stoker worm will increase the fly-ash nuisence.Bituminous and subbituminous coals with higher ash-softening temperatures and, often, higher ash contents have not been able to enter the domestic stoker-coal market in the Pacific northwest because clinkers are not formed readily during clinker-type underfeed-stoker burning, especially in mild weather, and because of the labor and attendant inconvenience required in handling larger volumes of ash. The work described in this report was undertaken to enable mines producing coals of the kind described to enter the stoker-coal markets. The anthracite stoker selected was one that conveys the refuse from the ash pit of the furnace and deposits it into one of two covered, dust-tight disposal cans."

The Bureau of Mines has been developing breathing and metabolic simulator technology since 1970. Breathing simulation has been widely achieved throughout the world and used in the testing of open-circuit breathing apparatus, but satisfactory metabolism simulation has not been achieved. This situation required that the testing of closed-circuit breathing apparatus, which are the only type used in mines, be done using human test subjects. The goal was a machine that could accurately simulate both the breathing and the metabolic functions of a human being for testing of closed-circuit breathing apparatus. The advantages of using such a machine instead of a human being for testing respiratory protective devices lie in its ability to quantify metabolic input, its repeatability, and the lack of a need to deal with the vagaries of human subjects. This report will describe the breathing and metabolic simulators that have been developed and used by the Bureau over the past 15 yr.

The method for smelting zinc in horizontal retorts developed several centuries ago is still in use. This process consists essentially of the reduction of zinc oxide by carbon at 1,200° to 1,400° C. in a fire-clay retort. The reaction is highly endothermic, and a high radiation loss occurs in transferring the heat of reaction through the fire-clay walls. In recent years, silicon carbide retorts with much better heat-transfer characteristics than fire clay have been supplanting the old retorts. The practical impossibility of recovering the carbon monoxide formed in the reduction causes a large loss of fuel. Intermittent smelting is done in small retorts that are manually charged and discharged, and the furnace crews must be specially trained if efficient results are to be obtained. During the past 20 years several processes have been introduced that have substantially improved the horizontal-retort process. One of these, developed by the New Jersey Zinc Co., consists of a continuous process in which a briquetted mixture of zinc sinter, reducing agent, and binder is coked at 750° to 900° C. and charged into a vertical silicon carbide retort. A supply of displacement air or exhaust combustion gas is introduced at the base of the retort at an appropriate pressure in order to keep the zinc vapor from condensing on the cooled residue in the lower part of the retort. Any .oxidizing constituents in the displacement gas are converted to carbon monoxide by reaction with the carbon in the charge. The spent residue is continuously removed at the bottom of tl1e retort. The chief advantages of this process are said to be increased output per man-day, improved working conditions, high recovery of zinc, increased thermal efficiency, and long retort life.

The conversion of dilute sulfur dioxide gas into sulfuric acid by autoxidation in mechanical cells of the flotation or gas absorber types was investigated. Bench-scale tests were made with sulfur dioxide-air mixtures to determine the influence of several factors on autoxidation of sulfur dioxide, using iron and manganese salts as catalysts. The laboratory investigation subsequently was extended to pilot plant acid-making tests, using a modified turbomixer gas absorber having a 12-inch-diameter impeller. Sulfur dioxide gas was produced for the tests by roasting pyrite in a fluidized-bed reactor. In the better tests, made with manganese sulfate as the catalyst, the equivalent of 1,000 pounds of anhydrous H2SO4 was produced per 24 hours as a 10-percent solution; power consumption was 0.2 kwhr per pound of equivalent anhydrous acid synthesized. The batch and continuous tests demonstrated the technical feasibility of producing dilute sulfuric acid by autoxidation of sulfur dioxide gas in mechanical cells when converting pyrite roaster or waste smelter gases.

The Rex mine is one of several zinc deposits in Ozark and Howell Counties, Mo. It is the second of these deposits investigated by the Bureau of Mines in an effort to demonstrate reserves of sulfide ore underlying the shallow carbonate ores from which the district's major production has come. The initial investigation was made during 1945-46 on the Alice mine, Ozark County, Mo.21 The investigation reported herein was conducted during 1947. The Rex open pit is about 250 feet long, 100 feet wide, and about 25 feet deep (average). Three caved shafts are evident in the bottom of the pit, but the extent of the workings from these shafts is not known. The Bureau of Mines drilled five churn-drill holes in and around the Rex pit to test the grade and the vertical and lateral extent of the deposit. Two of the holes indicate notable zinc mineralization ranging from less than 1 to more than 10 percent metallic zinc, but largely in the oxidized condition.

The fibrogenic effects of silica in experimental animals and humans has been extensively studied (I 7, 20). However, the pathogenesis and molecular mechanisms underlying lung injury and fibrosis resulting from silica exposure remain to be elucidated. It is well-documented that silica can stimulate monocyte-macrophage lineage cells to produce cytokines and growth factors, including interleukin-I (IL- I) (20), tumor necrosis factor-ex (TNF-cx) (I 7), insulin-like growth factor-I (IGF-1) (4), and transforming growth factor-P (TGF-P) (24). Consequently, it has been suggested that the fibrogenic effect of silica may be mediated by cytokines in the fater stages of silicosis. During the early phase of interaction between silica and the pulmonary alveolar macrophage, several direct and indirect lines of evidence suggest that reactive oxygen intermediates (ROI) may play a pivotal role in silica- induced tissue damage (2I, 22). One of the most important components of and contributors to ROI is nitric oxide (NO) produced from L-arginine and molecular oxygen under the catalytic influence of NO synthase (NOS) (I 9). At present, at least three NOS genes have been cloned: a constitutive neuron NOS, a constitutive endothelial cell NOS and an inducible NOS (iNOS) (16). A number of factors have been shown to differentially induce iNOS gene expression in different cell lines including bacterial cell products and foreign antigens. During inflammation, NO is a double-edged sword in terms of the host immune defense mechanisms and the physiologic response to an inflammatory insult. The macrophage is one of the major cellular sources of NO. During the early phase of acute inflammation, NO produced from the macrophage appears to facilitate the clearance of pathogens and promotes a local relaxation effect on the microcirculation of vascular smooth muscle. When the production of NO is left unattenuated, especially under oxidative stress, direct cytotoxic effects of NO can emerge through the formation of peroxynitrite as a result of a reaction between NO and superoxide (2).
