Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). The Bureau of Mines conducted electric furnace smelting tests on sintered flotation concentrate and siliceous log-washed are. The flotation concentrate was derived from the Maggie Canyon deposit of the Artillery Mountains area, Mohave County, Ariz., and contained, before sintering, 35.6 percent Mil and 19.4 percent Si02 + A1203. The log-washed ore was from the McGregor deposit of the Artillery Mountains area, Mohave County, Ariz., and contained 31.2 to 33.6 percent Mil, 19.5 to 27.6 percent Si02 + A1203, and 2.5 percent Pb. This work was undertaken to determine the most effective smelting technique for producing standard products from such nonspecification ore and concentrates. The objective was to collect data, using a small furnace, which would be reasonably accurate and permit extrapolation to large-scale practice for comparing with results on specification-grade are.

Bench-scale and continuous testing were performed to adapt the anionic process for flotation of calcium activated silica to the fine-grained hematitic-goethitic jaspers from the Marquette range, Michigan. These ores typically contain about 35 percent Fe and require grinding to about 80 to 100 percent minus 400 mesh to insure an adequate liberation of gangue from the iron oxides. A method for removal of troublesome slime fractions without excessive iron loss, by first dispersing the quartz and then selectively flocculating the iron oxides, was evolved in the laboratory and successfully accommodated to pilot plant practice. The efficiency of the flotation process was improved with respect to both reagent usage and concentrate grade and recovery by using the selective flocculation-desliming technique as a pretreatment. The benefits of the combined desliming-flotation procedure were most evident in pilot plant processing. The best tests on two ores yielded recoveries of about 84 percent in concentrates containing 65.1 percent Fe and 4.8 percent SiO2 and 66.2 percent Fe and 3.9 percent SiO2, respectively. These results are in comparison to recoveries about 10 percent lower than the above to concentrates containing 63.9 percent Fe and 6.6 percent SiO2 in the one instance, and 63.6 percent Fe and 7.2 percent SiO2 in the other, obtained by flotation without the prior desliming treatment.

"INTRODUCTION The continuous mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners which were designed for increased productivity have also increased the concentration of respirable dust in mines. Inhalation of this respirable dust by miners causes the Coal Worker's Pneumoconiosis (CWP). Concern for CWP increased in the United States following a 1963-65 survey that showed definite x-ray evidence of CWP in 9.8 percent of working miners and in 18.2 percent of nonworking miners in the Appalachian bituminous coal region (Breslin and Niewiadomski, 1982).One of the major objectives of the Federal Coal Mine Health and Safety Act of 1969 was the prevention of CUP. This law initially limited the daily average exposure of coal miners to 3 mg/m3 of respirable dust. However, following the results of a probabilistic model developed by Jacobsen, et. al. in 1971, the limit was reduced to a mass concentration of 2 mg/m3 unless quartz content exceeds 5 percent, a rare occurrence in mines. Based on x-ray categorization prior to death it is believed that the mass concentration in the respirable fraction is a parameter of primary interest for hygenic evaluation of dust exposure. Morgan, Burgess and Jacobson (1973) suggested that the quantity of inhaled dust, although influential is not the only aspect of exposure which is significant in producing CWP. Miners working in higher rank coal (anthracite) mines are more susceptible to CWP (Morgan, Burgess and Jacobson, 1973). This also confirms the findings of the British (Bennett, Dick and Kaplan, 1979 and Hurley, et. al., 1979) and Germany (Reisner and Rubock, 1977). Based on the cytotoxicological evidence Reisner and Rubock (1979) suggested that when coal properties are similar, increasing quartz and mineral content increases toxicity. David, Ottery and Le Roux (1975) examined that as the severity of the CWP increased the retention of the coal dust content in the pulmonary region remained the same, while that of quartz content increased significantly. Leiteritz, Baur and Bruckman (1971) studied the various components of coal dust and showed that coal particles comprised a smaller fraction of the mass of fine dust than did particles of quartz and minerals. It is ironic that quartz and mineral matter both comprise smaller fractions of the higher rank coal dust (Dodgson, et. al., 1971 and Dwiggins, 1981). Results of a recent research revealed that quartz or any other mineral examined had no strong or consistent effect on the incidence or progress of CWP (Attfield, 1984) while Dodgson, et. al., (1971) concluded that high exposures to minerals such as illite, kaolinite and mica will retard the progress of CWP. Size and shape characteristics are believed to be important in the relationship between mineral particles and health effects (Shedd, Virta and Wylie, 1982)."

Real-world levels of attenuation from hearing protection devices are usually much lower than the rated values obtained under near-ideal circumstances. The shortfall is even more extreme for earplugs than it is for earmuffs, primarily because of the complicated process of fitting the plugs within the ear canal. This study examines the use of a commercially-available lubricant for hearing aids to determine whether it would facilitate improved fit and attenuation for earplugs. In this experiment, ten participants inserted earplugs with and without using the lubricant. Average attenuation was assessed with the Real-Ear-Attenuation-at-Threshold (REAT) technique, and showed over 5 dB improvement when the lubricant was used. Participants obtained an 85% mastery rate using the lubricant versus a 50% mastery rate without. These results indicate several possible applications for improved earplug performance in real-world settings where hazardous noise is unavoidable and effective hearing protection is necessary.

"INTRODUCTION Peat is the accumulated mass of plant materials that remain after partial decay under specific conditions. In the swampy peat bogs dead material which falls on the surface immediately is attacked by fungi and aercbic bacteria. Decay under these conditions is rapid, but of relatively short duration, since the constant addition of new material soon forces the older layers below the water level, in this position, without access to oxygen, the plant constituents are attacked mainly by anaerobic bacteria, and decomposition proceeds slowly. The largest part of peat is contributed by the woody tissues of plants, the chief constituents of which are cellulose and lignin, together with a small proportion of hemicelluloses. During the normal process of biological decay celluloses disappear more rapidly than lignin. The result is a complex substance known as humin, from which the humic acids may be extracted.In 1826, Sprengel 5 found that when decayed plant materials were extracted with alinnli and the resulting black liquid acidified with mineral acid a brown gelatinous precipitate was formed. To this product, which was a brown amorphous powder when dry, he gave the name ""humic acid'. Since that time, chemists have used the name rather loosely to designate products which have been isolated by very diverse means from soils, decayed woods, peat, lignite, and coal. An excellent review of the early work on humic acids was published by Baumann 6 in 1909. This publication aroused the interest of Oden, who then investigated the humic acids. An account of Oden’s work, as a good survey of the literature, is contained in his monograph “Die Huminsauren”. 7"

This Country Documentation Report presents the development of economic indices for the Philippines for the period from 1970 through 1981. The work was done through the Bureau of Mines, Minerals Availability Program, under Contract number J01225001. This contract calls for the development of twelve index time series describing factor input costs in the mining sector of 95 countries. The twelve index time series describe the costs of: 1) mining wages, 2) construction wages, 3) equipment and repair parts, 4) bits and related steel, 5) eimber and lumber, 6) fuel, 7) powder and balsting agents, 8) tires, 9) construction materials, 10) industrial materials, 11) transportation, and 12) electrical power. These indices combined with weight factors being developed by the personnel of the Minerals Availability Field Office (MAFO) of the Bureau of Mines in Denver, Colorado, will be used to perform instantaneous updates of all costs relating to the mining industry. The indices were developed primarily for use in the Bureau's Minerals Availability Program in assessing the worldwide availability of nonfuel minerals.

This is the first report published by the Bureau of Mines on washability characteristics of coal from beds in Tennessee. It is based principally upon screen-sizing and float-and-sink tests of raw coal from a bed on the Cumberland Plateau. Stripping operations were undertaken recently on this bed by the Cumberland Collieries, Inc., near Chalybeate,Van Buren County, Tenn. The bed has not been definitely correlated, but it may be an extension of the Sewanee bed, which has been mined extensively in the Tracy City district to the south-vest and at points near Dunlap and Pikeville to the southeast and east. It was spoken of by officials of the Cumberland Collieries as the Sewanee bed at the time of sampling for this study. In a letter dated October 16, 1948, W. D. Hardeman, geologist of the Department of Conservation, Nashville, Tenn., states: "The stripping operations of the Cumberland Collieries near the old postoffice at Chalybeate are, I am fairly certain, in the upper part of the Whitwell shale, which carries the Sewanee coal. This coal may be a stray seam, but it probably can be correlated with the Sewanee coal, which is mined farther east. "There are no detailed geologic maps or reports covering the area, and this opinion is based on what was observed in visiting the strip mines in that general vicinity." The laboratory work upon which this report is based was done at the Southern Experiment Station of the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama and the Cumberland Collieries, Inc.

The work described was performed to determine whether sulfur compounds of the thienothiophene class occur in crude oil. The presence or absence of various classes of sulfur compounds in crude oils is of interest and value to petroleum science. The Bureau of Mines, for the first time, identified hydro-carbon products of desulfurization that point directly to the identity of two individual thienothiophenes, namely 3-methylthieno[2,3-b]thiophene and 2-meth-ylthieno[3,2-b]thiophene, in Wasson, Texas, crude oil. These identifications, described in detail, were accomplished using microdesulfurization, mass spectrometry, and gas-liquid chromatography.

The borides of the transition metals in Groups IV and VI exhibit, in addition to a certain degree of hardness, considerable resistance to heat and oxidation. They have high melting points (1,850°-3,060° C.) and low coefftcients of thermal expansion and can be bonded with other materials and hot-pressed to desired shape (cermets). Suggested uses for the borides include use in rockets and jet engines, as thermocouple protection tubes, as containers for molten metals in die casting, as flame-plated coatings on less refractory compositions to prevent erosion by hot gases, and as control rods and neutron shielding material in nuclear engineering, The Federal Bureau of Mines investigation of zirconium diboride started in 1950 at the Boulder City Nev,, Metallurgy Research Laboratory, Its purpose was to reduce the cost of raw materials for the production of zirconium diboride.

According to contemporary psychophysical theory, the relationship between the strength of a perceived sensation (S) and the intensity of a physical stimulus (1) is best expressed by a power relationship.(1) S=kln (1) This psychophysical principle has been applied to many practical problems, including the development of scales or guidelines for effective temperature, loudness, brightness, and ratings of perceived exertion. Based on the results of a number of experiments using a variety of scaling methods and a number of different muscle groups, the pooled estimate of the exponent for muscular effort and force is 1.7.(2) When applying this principle to work situations, it is assumed that individuals are capable and willing to consistently identify a specified level of perceived sensation (S). For manual materials handling tasks, this specified level is usually the maximum acceptable weight or maximum acceptable force. These phrases are defined by the instructions given to the test subject:(3) You are to work on an incentive basis, working as hard as you can without straining yourself or becoming unusually tired, weakened, overheated, or out of breath. If the task involves lifting, the experiment measures the maximum acceptable weight of lift. Similarly, there are maximum acceptable weights for lowering and carrying. Such tests are isoinertial in nature; however, in contrast to the tests described in Chapter 3, they are typically used to test submaximal, repetitive handling capabilities. Data are also available for pushing and pulling. These are reported as maximum acceptable forces and include data for initial as well as sustained pulling or pushing. Why Use Psychophysical Methods? Snook identified several advantages and disadvantages to using psychophysical methods for determining maximum acceptable weights.(4) The advantages include: • Realistic simulation of industrial work (face validity); • Ability to study intermittent tasks (physiological steady state not required); • Results are consistent with the industrial engineering concept of "a fair day's work for a fair day's pay"; • Results are reproducible; and • Results appear to be related to low-back pain (content validity).

Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

The work of the electrical section of the Bureau of Mines may be considered to have had its beginning in April , 1909 , when H. H. Clark was , appointed electrical engineer in the U. S. Geological Survey. The first manuscript prepared by members of this section was Miners Circular 5, which was issued in October , 1911. During each succeeding year additional papers have been published dealing with questions relating to electrical safety. Since 1916 the electrical section has also conducted laboratory investigations on flame safety lamps and gas- detecting devices and has published reports relating thereto . The following selected list of publications covering safety studies and activities of the electrical section has been prepared for the convenience of those who wish to keep themselves advised concerning electrical safety matters . The list includes only such publications as are applicable to present-day prac tices .

Large quantities of zinc-base die-cast scrap containing 3 to 4 percent aluminum are presently refined by mixing with other secondary zinc products such as galvanizer dross and distilling in a retort. The Bureau of Mines investigated alternate aluminum removal processes utilizing low-cost fluxes. Basing the investigation on the metallurgical principle that a reactive impurity can be removed from a less reactive matrix metal by melting under a flux consisting of a salt or oxide of a metal less reactive than the impurity, three separate flux mixtures were studied. In the first flux system, [FeCl3] + NaCI (the active component is underlined), part of the aluminum is' eliminated by the formation of volatile aluminum chloride and the rest by the creation of a high melting point iron-aluminum intermetallic compound that can be separated from the remaining molten zinc by filtration. Aluminum removal in the second system, [Fe203] + CaClz + NaCI, is effected by the formation of the iron-aluminum compound and possibly aluminum oxide. The third system, spent sal skimmings--essentially a mixture of [ZnCl2], NH4Cl, and ZnO, depends solely on aluminum chloride formation. Of the three flux systems investigated, the best results obtained were with system 3. Aluminum was reduced in the molten die-cast alloy from 4.10 percent to 0.01 percent when depleted sal skimmings were used.

"A microscope-based spectrophotometer has been developed to measure superoxide release from single pulmonary alveolar macrophages (PAM) or other phagocytes in culture. Results indicate that PAM respond to stimulation by phorbol myristate acetate (PMA). It appears that some PAM do not release 02 upon stimulation by PMA; however, those that do release 0, show differences in: (I) the total amount of 0, released, (2) the rate of release of 02 and (3) the time delay for release of 02. The significance of measuring 02 release from single cells is two-fold. It allows the simultaneous study of 02 release and electrical potential changes across the membrane of PAM and it allows the study of differences in 02 release among cells. Thus, the function of Normal PAM and the dysfunction of PAM exposed to coal dusts can be more closely studied on single cells.Pulmonary alveolar macrophages (PAM), free cells found in the lungs, protect the lungs by removing inhaled foreign debris and bacteria. The macrophages do this by engulfing and then internalizing the foreign matter (phagocytosis). Stimulation of PAM causes the release of super-oxide radical (02) which has been shown to be the primary metabolite involved in the killing of bacteria by phagocytes (3,8,12). The super-oxide radical is highly reactive and is spontaneously or enzymatically converted to other antibacterial oxidants, including hydrogen peroxide (H202), singlette oxygen ( 02), hydroxyl radical toil'), and hypochlorous acid (HOCl) (2, 3,8,11,12).Exposure of PAM to dusts may lead to dysfunction of this cell-type and to a greater risk of lung damage or infection upon subsequent exposure to toxic dusts. To date, much of the research with this cell-type has used cytotoxicity (cell death) as a measure of dysfunction. Although this is an important end point, PAM dysfunction may occur at doses below those which lead to cell death. In addition, dysfunction has been measured using large numbers of cells. In order to obtain a clear understanding of the mechanisms involved in dysfunction, measurements should be made on single cells. As mentioned earlier, one of the major roles of this cell type is its anti-bacterial actions. Therefore, asessment of release of superoxide radical in single cells is important in determining the functional behavior of PAM before and after exposure to dusts. Since measurements of 02 production have not been made on single cells the purpose of this study is to develop the methodology needed to study release of 02 from single cells.Recent studies have suggested that a relationship exists between the release of 02 and changes in the electrical properties of phagocytes. The change in membrane potential is thought to be the initial step in superoxide production (6,9). Stimulants which cause 02 release also cause changes in the transmembrane potential of phagocytes (9) and in the permeability of the cell membrane to ions (6). For example, stimulants which cause the release of 0, from neutrophils have also been shown to increase the membrane transport of Na+ , K+ and Ca+2 and stimulation of macrophages leads to increases in Na and perhaps Ca permeability with a subsequent change in membrane potential. In some cases, phagocytic activity has been shown to depend upon the extracellular concentrations of these ions (6). Holian and Daniele (7) have shown evidence that the redistribution ofcellular Ca in alveolar macrophages is an initial step leading to 0, release. In order to provide direct evidence that 02- production is related to electrical changes across the plasma membrane of phagocytes, these two phenomena must be analyzed simultaneously on single cells. Ultimately, measurements of 0, release using the methodology developed in this study will be combined with electrophysiological tech¬niques to study both superoxide release and membrane potential changes simultaneiously on single PAM, and to examine the effects of coal and mineral dusts on their physiological fu"

"The more than 75 research projects funded throughout the first 10 years of the Dust Center's operation have resulted in numerous cumulative findings fulfilling the goals of the Center. These project descriptions present the methodologies and project-to-project relationships leading to their various accomplishments and demonstrate the mesh between project objectives and Center goals.To develop equipment for collecting respirable dust samples.To develop experimental methods for particle-by-particle characterization of morphology, size, and chemistry.To develop experimental methods for overall respirable dust sample characterization of size distribution, chemistry, and crystallography.The project directly addresses the Center's goals to enhance the understanding of the scientific and engineering characteristics of fine and respirable mineral particles found in mining and milling atmospheres and to establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment, and control measures) in the generation of fine particles. The project also aims to contribute to the development of control mechanisms for reducing ambient respirable dust concentrations and worker exposures.The work on this project is related to similar work on Coal Mine Dust Characterization (Project No. 2701/MN1) and Characterization of Dust Particles (Project No. 4203/PS3).Airborne dust sampling was performed at the following locations: 1) a sand and gravel quarry in Southern New Hampshire, 2) a welding facility, 3) a ceramic powder facility, 4) a metal powder facility, and 5) the air in Cambridge, Massachusetts. A portable sampling box incorporating two Sierra personal cascade impactors was designed and produced. At a 2-LPM flow rate, the effective cut-off diameters of the Sierra impactors were 10.0, 6.0, 3.5, 2.0, 0.9, and 0.5 mm, respectively, for each stage, and the air passed through a PVC filter after the last stage. In addition, the sampling box contained a total respirable dust filter. The substrates were weighed carefully before and after collection, and the weight increases were recorded. All films, foils, and filters were put in the balance chamber for more than 8 hours to stabilize the temperature and humidity before weighing. A Cash 21 microbalance (±0.001 mg) was used to weigh the Mylar films, SS films, and filters."

The United Status Bureau of Mines has recently collected samples of crude petroleum from well] in the newly developed Joiner, Kilgore, and Longview fields of Rusk and Gregg Counties in the East Texas district, and from the Van field of the East Central district of Texas. East Texas Cruder The four samples of crude oil from the East Texas fields are all typical "intermediate base" crudes according to the classification given by Smith and Lane. 3 Sample 31,063 is from the discovery well in the Joiner field. This well came in on October 3, 1930, with an initial production of 400 barrels per day. Sample 31,062 was obtained from a well that was completed on February 1, 1931, with an initial production of 3,500 barrels per day. The 32 East Texas crudes are produced at an average depth of approximately 3,600 feet. which is the deepest Woodgine-sand production so far encountered in any of the Texas or Louisiana fields.
