"A successful procedure for the recovery of a valuable product from weathered tank-bottom settlings has been developed in the laboratories of the Bureau of lines and used in a field pilot plant. These heavy emulsion settlings, generally regarded by the industry as waste material, have usually been drained into open pits or storage ponds and eventually destroyed.Laboratory examination of the waste material shows it to consist essentially of a ""water-in-oil"" emulsion containing a considerable volume of congealed ""paraffin."" This paraffin is mainly high-melting-point wax; known in the industry as microcrystalline wax, for which there is an increasing demand.Because of the physical properties of this wax, the tank-bottom settlings are not responsive to conventional methods used for demulsifying ordinary crude-oil emulsions.The work upon which this report is based was conducted by the Bureau of Mines in cooperation with -the Kansas State. Board of Health and with special cooperative agreements-with the Cities Service Oil Co, Bartlesville, Okla., and the Bareco Oil Co,. Barnsdall, Okla. This study evaluates selective environmental impacts of two distinct in situ mining techniques. In situ leaching of uranium, porphyry copper and native copper and in situ borehole (slurry) mining of uranium, sandstone, and pebble phosphate ores are the techniques and minerals investigated. The potential impacts onsite in the desert southwest (porphyry copper), Michigan (native copper), Texas and Wyoming (uranium), and Florida and North Carolina (phosphate) are addressed and discussed. The study emphasizes those impacts which are unique to in situ solution leaching and borehole slurry mining. Impacts which are characteristic of all construction projects in the general geographical areas investigated, such as socioeconomic effects on surrounding communities and site-specific impacts, such as rare and endangered species, are beyond the scope of this study. For each of the in situ processes and associated ores investigated, the physical and chemical characteristics of the systems are described, the toxicity of the leaching solutions are presented, and the potential impacts on the environment are developed.

The carbonizing properties of No. 2-bed coal from the Bartoy mine and No. 5- or Miller-bed coal from the Wilkeson-Miller mine, both at Wilkeson, Pierce County, Wash., were determined by the Bureau of Mines-American Gas Association (BM-AGA) method. Tests were made in the 13-inch retort at 500°, 600°, and 700° C. and in the 18¬inch retort at 800°, 900°, and 1,000° C. Fischer low-temperature and United States Steel Corporation high-temperature assays were made and the results compared with those of the BM-AGA tests at corresponding temperatures. Agglutinating and plastic properties were determined, and chemical and petrographic analyses were made. The No. 2 bed is 58.5 to 88.0 inches thick at three points sampled in the Bartoy mine. The coal is 98 percent bright and contains only a trace of fusain. A composite of three mine samples contained 13.8 percent ash. The washed sample, which was used in the tests described herein, contained 11.4 percent ash, 2.2 percent moisture, and 0.6 percent sulfur upon the as-carbonized basis and 68.4 percent fixed carbon upon the dry, mineral-matter-free basis. The heating value was 15,183 B. t.u. per pound upon the moist, mineral-matter-free basis. No. 2 therefore ranks as a high-volatile A coal and is very high in that, rank. The ash softens at 2,910° F. Except for its ash content, which is higher than the limit of 9.0 percent specified by the American Society for Testing Materials, No. 2 coal fulfills the requirements of a coking coal. It also is classed as extremely friable, the friability being 88.0 percent. The agglutinating index (7.6 for the 15 : 1 ratio of silicon carbide to coal) is high, and the plasticity as indicated by the Gieseler test (60 divisions per minute) is low for a high-volatile A coal.

Fires that occur in abandoned coal mines, waste banks, and in coal outcrops constitute a serious health, safety, and environmental hazard. Toxic fumes, the deterioration of air quality, and subsidence constitute the greatest hazards from these fires. Although tires on abandoned mined land (AML) occur in every coal-producing state, the severity of the problem varies. Methods to extinguish or control AML fires, including excavation, fire barriers, and sealing, are generally expensive and have a relatively low probability of success This U.S. Bureau of Mines report includes information from a variety of sources, i.e., agencies of the Federal Government, State agencies, research reports, conference proceedings, product information, and technical literature. This information has been collated into a comprehensive discussion of AML fire problems. Data on past fire control projects and on the estimated extent of the current problem have been compiled. Factors affecting the occurrence, propagation, and extinguishment of AML fires are discussed. Conventional fire control methods are described, and their probable effectiveness is evaluated. Information on the hazards of AML fires and safety considerations is included. The status of current technology, recent improvements in fire control methods, and areas of current research are discussed.

Shafts into coalbeds usually produce the most methane, so the information in this chapter applies primarily to shafts at coal mines. Nevertheless, much of the information is relevant for noncoal mines that have methane in the mine or in the overlying strata. Shafts excavated by conventional means are ventilated with a fan on the surface connected to ductwork that extends down into the shaft (Figure 9–1). This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

Accidents involving underground rail transport were analyzed to quantify the magnitude and the operational requirements for individual mine car braking systems. The results showed that the brake preventable accidents represent only 2% of the total underground fatal accidents and less than 1% of the total underground nonfatal accidents. In addition, the brake preventable accidents are expected to decline over the next decade. The costs of accidents involving deaths and Injuries were determined using various well accepted methods. The costs of a brake retrofit program for all operating underground coal cars were developed separately for small and large coal mines. Costs of retrofit brakes, new car brakes, maintenance, inspection and repair facilities were included in the esimates. The analysis showed that a retrofit program would not significantly increase safety, and that the program cost would greatly exceed the corresponding expected benefits.

The design and fabrication of an engineering model and three prototypes of a portable gas analyzer and sapling system is herein described. This design effort has provided a battery operated system which will indicate the degree of explosivity of return air and in the air beyond the seal during the course of fighting, sealing and quenching a mine fire. Performance tests, design criticisms and recommendations for designs are also included. The system is based on two analyzers: the MSA Catalytic Combustible Gas Analyzer for indication of total combustible gas concentration and a modified, totally automated version of an Analytical Instrument Development Corporation Model 622 gas chromatograph (CC) for analysis of individual gases. The system provides continuous monitoring of combustible gas level in the range of 0 to 100% LEL. The GC automatic analysis requires a 5 minute cycle time to update the concentration indications for: hydrogen @ 0 to 10% oxygen @ 0 to 25% nitrogen @ 0 to 100%, methane @ 0 to 10 or 0 to 50%, carbon monoxide @ 0 to 5% and carbon dioxide @ 0 to 10%. CC peak heights are translated into concentration units which are memorized and continuously displayed on Integral meter readouts. The underground analyzer system design was reviewed and tested by the MESA Approval and Certification Group and found to meet intrinsic safety requirements. The three underground packages consists of: a gas chromatograph with dimensions of 11" X 12" X 16" and weighing 25 lbs. , an electronics unit 10" X 14" X 19" in size and weighing 30 lbs., and a power pack 6" X 14" X 16" in size and weighing 45 lbs. Two AC/DC power supplies are provided for aboveground battery charging and system operation in the laboratory. An improved visibility system was developed for use on the large (100 ton+) haulage trucks typically operated in open pit and surface mines. The improved visibility system provides the truck driver' with a means of viewing hazardous situations that occur in the extensive blind areas adjacent to his true. The cost effective, reliable, visibility system consists of a closed-circuit television three unique fresnel viewers, and two improved mirrors. This report describes the visibility problems of Large trucks in the surface mining environment, shows the performance of existing mirrors, substantiates concept selection, and describes the prototype improved visibility system.

Shear tests were performed on several prepared samples of granular and powdery bulk materials to investigate the following parameters: Particle size and distribution, particle movement, moisture content, consolidation of material, bulk density, void ratio, porosity, volume change, and strain rate. A series of shear tests was performed with weight-percent-ratios of minus 0.185-inch tertiary sand and 1-1/2-by l/2-inch tertiary gravel mixtures, and weight-percent-ratios of minus 200-mesh limestone (rock dust) and minus 200-mesh bituminous float coal dust. A comparison was made for shear test results obtained with rectangular and circular shear cells utilizing the large and small direct shear testers. Specifically, the shear results obtained include the angle of internal friction or shear strength of the tested material under known consolidating pressures, and the kinematic angle of friction or coefficient of friction between the interface of a bulk material and a sample wall material. The experimental procedure, tests, and results are given for each parameter investigated.

The Midnite Mine is an inactive, hard-rock uranium mine in Stevens County, WA. Oxidation of sulfide-containing minerals, primarily pyrite, in the ore body produces large quantities of acidic water. An interception system installed by the mining company limits the discharge of contaminated water from the mine. The U.S. Bureau of Indian Affairs (BIA) and the U.S. Bureau of Land Management (BLM) have been actively involved in planning remediation of the disturbed areas. To assist in remediation, the U.S. Bureau of Mines (USBM) initiated research to determine water quality and to define ground water flow characteristics. USBM personnel designed a monitoring network, supervised installation of sampling wells, and collected and analyzed water samples. This Report of Investigations describes interpretation of data collected between December 1989 and April 1992. The computer program WATEQ4F was used to identify aqueous species distribution and to calculate potential solid phase controls of solubility. To assist in interpretation of changes in water quality between sampling locations and to develop models describing proposed flow paths, the computer program BALANCE was used. Using output from these programs and field observations, a description of the chemistry along proposed ground water flow paths at the mine is presented.

The lack of technical information regarding the physical characteristics of kaolins and bauxitic kaolins, rejected during the mining of bauxite near Eufaula, Ala., has retarded their commercial utilization. This investigation was undertaken to determine their behavior when used in refractories. Ores were evaluated as refractory raw materials by compounding dry-press mixtures and specialties following procedures common to the industry. Products now on the market were used for comparison in laboratory evaluation.

For a theoretical description of power plants that derive their energy from the combustion of a fuel, it is necessary to solve, to an appropriate degree of precision, a hydrodynamic problem that requires for its solution a knowledge of the thermodynamic properties of the working fluid com-posed of the products of the combustion reaction. It is usually a good approximation to assume that the properties of the combustion gas are determined by the conditions of thermal equilibrium, and it is thus possible to employ the methods of Classical thermodynamics for their computation. The thermodynamic properties of fuel gases also are of considerable importance, as they form the basis for the design of appropriate means for their effective utilization. The specification of the operating conditions to produce a gas for use as an intermediate in a chemical process, such as the synthesis of liquid fuels, may be based upon a study of the variation of the composition of the synthesis gas with changes in the various process variables. Although there exists a large number of important scientific and technical applications of the data that can be obtained from the systematic determination of the thermodynamic properties of combustion gases, such application has been greatly handicapped by the extremely tedious and time-consuming computational methods required. The development of large-scale automatic computational equipment makes feasible the initiation of a systematic program for the determination of the thermodynamic properties of combustion gases and for the application of such data to specific problems of scientific and technical importance. As a part of its program of basic research in flame and combustion phenomena, the Explosives and Physical Sciences Division of the Bureau of Mines is engaged in such a program. The present communication is designed to introduce a series of reports presenting the results of this program.

The Federal Bureau of Mines investigated the absorption of radium and thorium from waste uranium leach liquor by clays and other materials. This work was conducted in support of the Bureau's goal of minimizing the environ¬mental conflicts, impacts, and occupational hazards Associated with mining and mineral processing operations. Tailings and soil samples from Wyoming and Utah were contacted with tailings liquors to determine the degree of absorp¬tion. Absorption ranged from 0 to 99 percent for radium and from 0 to 31 per¬cent for thorium. Some samples, which readily absorbed radium, were contacted with various salt solutions that could be present in tailings solutions to determine their effectiveness as desorbents. The desorption of radium ranged from 0.06 to 100 percent. An alpha-spectrometric method was used to determine the radium and thorium, concentrations in the solutions and the solids.

The project investigated the impacts of coal and mineral storage piles on both ground and surface water quality. The study consisted of two major tacks, Task 1 had two phases. The first phase was field investigations in which ten cons and mineral stockpile sites (5 coal, 5 mineral: phosphate, lead, copper, iron, uranium) across the country were visited to determine the actual impart of coal and mineral stockpiles on writer quality. The second phase of Task I was a series of leaching experiments in which drainage from the ten coals and minerals was controlled and monitored to survey the extent to which storage piles release toxic ions to ground and surface waters. Task IT was n review of pollution abatement techniques with three generic treatment examples applied to lead-zinc ore, eastern coal, and uranium ore stockpile leachate. Major conclusions drawn from the completion of Tasks I and II include: water quality impacts are site specific, there is n high correlation between sulfide content of u material and its solution potential, and the selection of the best treatment alternative for n specific coal or mineral storage area must be based on site-specific criteria, pilot studies on representative leachate samples, and sound engineering design.
