On September 7, 1994, a Burlington Northern coal train crashed into a parked train in the downtown Gillette, Wyoming rail yard. I would like to address two issues in regards to this accident. One, a slide presentation of the damage created by the accident and the resulting required clean-up and two, a simulation of "what if" had there been an explosion during the course of the crash.

The usual method of dismantling massive concrete formations with explosives, is to totally demolish the entire concrete structure. If any portion of a concrete structure is required to remain in its original form and retain its structural integrity, the use of explosives is usually forbidden and the portion to be dismantled is demolished by mechanical means, using various techniques and equipment that are tedious and expensive.

Disturbed zones of rock have been measured for blasted highway rock cuttings by Matheson and Swindells of the Transport and Road Research Laboratory (TRRL) of Great Britain. These zones have been shown to be directly attributable to the blasting process and accordingly vary in depth depending on blasting technique. Perimeter blasting such as smoothwalling and pre-splitting has been shown to be effective in reducing the depth of disturbed rock. Although extensive work has been carried out on surface excavations for medium diameter (l00mm) blast holes, none has been undertaken for underground excavations.

Traditional techniques for the experimental determination of toxic fumes produced by the detonation of high explosives are not applicable to blasting agents. To detonate properly, blasting agents require confinement, a significant booster, charge diameters of 3 inches (7.5 cm) or greater, and charge lengths greater than two times the charge diameter. Without these conditions, blasting agents will not detonate at full order, leading to a misrepresentation of the gaseous products.

New blasting mat designs are currently tested in the field on actual blasting jobs and only undergo qualitative rather than quantitative assessment. The majority of matted blasting occurs in trenching in which the blast designs and field conditions vary considerably. In order to assess a new blasting mat material and design, a new standard test was devised.

Innovative concepts in drilling and blast design have been used to remove deteriorated concrete and have enabled contractors to reduce costs and time on St. Lawrence Seaway rehabilitation projects. Time is of the essence on these contracts since the Seaway system is only available for this work during the winter freeze up. Unique electrical sequential initiation systems and specially modified drilling equipment have been used to accurately remove a narrow slice from the 83 foot high lock walls. These new methods successfully reduced demolition time, minimized overbreak and adhered to strict vibration limits.

In the past several years many coal operators and stone producers have reduced drilling and blasting cost by utilizing Bulk Emulsion/ANFO blends. For many operators the cost of equipment to handle blend products has been a major consideration in evaluating overall cost effectiveness of changing from packaged products or bulk ANFO to blends. Being able to properly plan costs and methods results in profits that allow the contractor to prosper. The paper discusses procedures used in estimating pre-bid cost; in particular, drilling and blasting cost for highways, dams and general construction projects. It breaks cost down into five categories and relates them to a total estimate used in bidding and budgeting a construction project.

For a long time industrial underwater blasting has stood in need of a calculation method, for the determination of shockwave-proof as well as shockwave-effective charge distances to objects in water. After a brief discussion of the physical background of the shockwave mechanism in water, the author discusses an empirical theoretical computing method based on the "Bubble boundary" concept. The practical application of this model is finally shown in an account of a few underwater blasting operations in which charge weights of c.1-1000 kg were involved.

For assessing the safety of structures during underground explosions, ground particle velocity gives the best damage criteria, and 100 mm/see of ground particle velocity has been internationally accepted as the threshold value of safety (no damage). Results of extensive controlled underground explosion experiments conducted by the author to study the effects of ground vibrations on specially prepared concrete blocks, and also on low rise buildings and dams showed that no damage normally occurred when ground particle velocities were less than 100 mm/sec. Analysis of a large number of accelerograms from a dam site in India also indicated that no damage occurred to normal structures when integrated ground particle velocities were less than 100 mm/sec. Major damage in well built structures like a dam was noticed for ground particle velocity as high as about 350 mm/sec. These results are also generally substantiated from damage data obtained for various structures during other earthquakes, including Elcentro (1940), Taft (1952), Parkfield (1965), and San Fernando (1971). These studies, therefore, suggest that the damage criteria during underground explosions and earthquakes are similar; and 100 mm/see of ground particle velocity seems to be the general threshold value of safety (no damage) against ground vibrations.

The City of Fort Myers needed to replace a 40-year old 42-inch storm sewer line in downtown Fort Myers with a new 54-inch line to accommodate population growth. The old line had to be kept operational while a new line was installed. the contractor spent two months using a drop ball, a hoe ram, and large rippers trying to break the three to four feet of rock that needed to be removed to accommodate the new pipe. Mechanical trenching was considered but was proven to be overly expensive. On very short notice, Ireco of Florida was asked to design and execute a blasting procedure that would allow this project to proceed. Nearby buildings were over 80 years old, three of them containing antique shops specializing in glass antiquities with attorney offices above them. High water table compounded problems with a 20-year old steel water main and clay drainage pipe 15 feet from the new sewer line. Holes had to be drilled within six inches of the edge of the existing pipe to four feet below the pipe on either side of the pipe and blasted. No interruption in the sewer line flow was to be tolerated.

A difficult blasting project can go very smoothly when every precaution is taken prior to and during the blasting procedures. These precautions include conducting careful preblast condition surveys of nearby structures, initiating a good public relations program prior to the beginning of the blasting, and following a good safety program during the blasting procedure.

Various methods have been proposed over the past two decades to predict the borehole pressure in decoupled boreholes. In an effort to establish which characteristics best accomodate present day explosive effectiveness, a comparision has been made between two explosives. The first displays high detonation characteristics while the second produces gases which continue to fill the borehole and radial cracks for relatively long periods of time.

The paper details the preliminary design utilising both detonating cord only and specialised presplit product charges and compares these to the final designs utilised based on site experience. We have assured them that there is not a problem but they require proof of this.
