"IntroductionTHE OPINION is held by many persons outside the mining industry, and by some within it, that mine •operators customarily find it advantageous to mine •only the richer parts of orebodies and to leave behind, perhaps permanently, leaner material which could be mined only at a lesser profit. This opinion and the inference which might be drawn from it that 'gutting' of mineral resources is a common feruture• of the mining industry are prejudicial to the intertsts of the industry and deserve careful scrutiny. Oddly enough, a theory of mine economics which gives much support for the opinion was advanced first by members of the mining profession itself, has been repeated •several times in mining literature, and to my knowledge has never been adequately refoted.According to the theory, selective mining of the rich ore first on a large scale will yield substantial gains and these gains do not merely reflect the desire of 'money minded investors' for a quick return but derive from the logical application of compound interest rates and the concept of ;present value. W. O. Hotchkiss and R. D. Parks (1) illustrate the reasoning with a hypothetical example in which an orebody of 4,000,000 tons may be mined either in its entirety in forty years at $1.00 per ton profit or selectively with the recovery of only the richest half in twenty years at $1.50 per ton profit. They show that, with Hoskold rates of 4 and 8 per cent, the present value of profits from mining only the richer 2,000,000 tons exceeds the present value of profits :from mining the whole orebody by about 20 per cent."

Industrial mineral production in Alberta, worth $468 million in 1997, comes from a dozen types of industrial minerals, mined by about 400 producers. Cement and lime from Paleozoic limestone formations exposed along the Rocky Mountains account for the greatest production value. Sand andgravel is the primary source ofmineral aggregate. Almost two-thirds of this aggregate is consumed in the Edmonton and Calgary regions. Sulphur produced at 48 sour gas processing plants and two oil sands plants was valued at $84.8 million in 1997 and accounted for 80% ofCanadian sulphur production. Four companies solution mine the Elk Point salt beds to produce chlor-alkali chemicals, industrial salt and sodium chlorate. Natural brine is also produced as a dust control product. Al $22 million, peat moss is a major industrial mineral product in Alberta. Other minerals with noteworthy production include shale, stone, silica and ammolite. The commodities with the greatest development potential are diamond, silica and oil sands tailings by-product minerals.

"Hydrocyclones are used in various industrial applications, including mineral processing and tailings management, to separate or classify solid particles and/or liquid droplets from multiphase feed. The fluid flow in a hydrocyclone (used in mineral processing) was investigated numerically and experimentally using particle-image velocimetry (PIV) and refractive index matching techniques. Two turbulence models were used in the calculations: the k–? model and the Reynolds stress model. Particle image velocimetry measurements were taken at various spatial locations along the cyclone. Computational results were validated globally using pressure and flow-rate readings at the boundaries, and locally by comparing the PIV velocity-vector maps and profiles.RÉSUMÉ On utilise les hydrocyclones dans diverses applications industrielles, dont la minéralurgie et la gestion des résidus, pour séparer les particules solides et/ou les gouttelettes liquides de l’alimentation polyphasée, ou pour les classifier. Une étude numérique et expérimentale sur l’écoulement des fluides dans un hydrocyclone (dont on se sert en minéralurgie) a été menée à l’aide des techniques de vélocimétrie par images de particules (PIV, de l’anglais particle image velocimetry) et d’appariement des indices de réfraction. Up to thirty years ago, coal preparation in western Canada, except at four plants, had not included actual coal washing. The exceptions were at Nanaimo and Royston, B.C., where tub washers and wet tables were in use; at Hosmer, B.C., using. Robinson cones; and at Leitch Collieries, Passburg, Alta., using a feldspar jig. The two last named collieries had a short life and were not operating in 1920. The industry was divided, as at the present day, into two sections, steam (bituminous) coal and domestic (largely sub-bituminous) coal, the first generally supplying industrial needs and the second householcl and other heating requirements. The two sections overlap to some small degree today as prepared sizes, chiefly stoker, and briquettes, from steam coal are shipped for house-hold use, and domestic slacks are used in certain industrial plants. The .domestic operator, for reasons shown later, was not primarily concerned with actual coal washing as a phase of coal preparation, and bent his efforts to improvement of screening and loading plants, with hand-picking of coarse sizes. The bituminous operator, on the other hand, felt it necessary by 1920 to consider coal washing. When the mines were comparatively young, coal quality could be controlled to a considerable degree by selective mining, by leaving behind some of the seam or by-passing districts in a mine where the coal was of inferior quality to that in other districts. This obviously had its limitations, and so the next step was coal washing.

Evolution over decades and progress over last five years have been made in many topics of interests to rock mechanics, geosciences, physics, and multi-disciplinary interactions in underground research laboratories and development facilities, as well as in underground energy recoveries and environmental assessments. Rock mechanics and geotechnical engineering advances are associated with quantifications of disturbed/damaged zones and rock alternation and bursting processes and creation of underground spaces and accesses associated with deepening of shafts and lengthening of tunnels. Geophysics and earth sciences advances are associated with continuing collections of seismic, electromagnetic, and gravitational data and conducting various thermal, hydrological, mechanical, chemical, and biological investigations, both separately, simultaneously, and in different coupled ways. Astroparticle and underground physics advances are associated with many long term experiments to detect rare events and needs for increasing larger and deeper halls to accommodate next generation detectors, shielings, and isolations. There are also increasing interesting in underground settings to explore multidisciplinary and inter-disciplinary sciences and technologies. Energy and environmental sciences and assessments have evolved from traditional oil and gas focuses to recent activities associated with green resources and alternative recovery/disposal strategies. The evolution and progress of these interdependent and related fields are discussed in this quadrennial Congress.

"In order to study the support effect of concrete in the surrounding rock of a metal mine, the concrete and surrounding rock were comparatively studied. Firstly, the general situation of the ultra-kilometer deep shaft in Xincheng, surrounding rock and geological conditions are introduced. Secondly, the experimental scheme of material mechanical properties of surrounding rock and shaft lining concrete based on same standard dimension and shape are examined, and the mechanical tests of rock and concrete based on different shapes and sizes are carried out. The study shows that the compressive strength value and elastic modulus of the rock cube are 1.28 times and 1.78 times that of the cylinder, and the Poisson's ratio is 0.77 times. The dimensional effect law of the concrete cube and cylinder test data is consistent with the rock law. However, the test results of the concrete are less discrete than the rock; the test also shows that the strength and elastic modulus of the concrete lining of the main shaft of the Xincheng are much smaller than the surrounding rock that is also used as the concrete aggregate, which indicates that the support of concrete lining in the surrounding rock shaft behaved weakly. Based on the development of the modern NATM rock support theory, it is suggested that the mechanical test standard of artificial support materials should be unified into the mechanics test standard of natural rock, which will help to improve the accuracy and practicality of scientific calculation of geotechnical engineering.INTRODUCTIONConcrete and rock mass are usually attributed to a class of materials called frictional materials or geotechnical materials, of these two kinds of materials, the first is man-maded and the second is natural. The attentive scholar can find that there are many differences in the test criteria for the mechanical properties of the two kinds of materials among different industries or departments, reflecting the differences in their sources, tradition, and the application thoery of material strength among them.There is a situation wordwide, that there are many testing standards of the same material mechanical parameters such as elastic modulus, compressive strength, etc. The cube with a side length of 150 mm is adopted as a common sample in the architecture department in China, while a cylinder with a diameter of 50 mm and a height of 100 mm is as a standard specimen in geotechnical department.Knowing that mechanical parameter values are strongly affected by the the size, shape of specimen and loading rate etc, that is to say the mechanical parameter values of the same material are completely different when obtained from different test with different standards. However, such a problem has been long neglected in geotechnical engineering."

T HE production of coal in Canada was slightly higher in 1964 than in the immediate past, and the major users continue to be the electric utility and metallurgical industries. There are continuing trends toward the increased use of cokes and chars in various metallurgical applications. Geological Research During 1964, the coal drilling program of the Research Council of Alberta (RCA) was concentrated in the extreme south of the Province (notably in the Milk River area and the region immediately to the northeast of this area). Field work commenced on June 1 and was completed at the end of September, by which time a total of 376 holes, aggregating some 48,500 ft., were drilled in 132 townships. Although no new major coal occurrences were intersected, the pro-gram yielded useful data for defining the extent of the known coal deposits in the area. Several reviews of mineral project performance in the past 35 years indicate a pattern of occasional, but recurrent, mining project failures due to shortcomings in geological information and estimation, mineral processing and metallurgical testing, feasibility study objectives and requirements, and project start-up methods. A commitment to quality assurance and continuous improvement methods and to obtaining “ENOUGH DATA, OF APPROPRIATE QUALITY” is essential. Recent international and Canadian proposals for mineral resource and ore reserve definitions have taken a nonprescriptive stance that will undermine the formulation of requirements, guidelines and industry standards for efficient deposit delineation and estimation, and for the determination of project feasibility. To help reduce problems, every feasibility study supporting a mine development and production decision should be based on objectives and methods adequate to reach completion targets similar to the bankers’, as a good business target for a profitable project. In a resource/reserve system, the use of reserve should be restricted to a project that meets required technical, economic and legal feasibility requirements for successful project implementation, and the definitions of these categories should provide explicit limits. Current shortcomings will limit the ability of the Qualified Person to provide “adequate professional practice,” fulfill his/her professional responsibilities to his employer or client and provide adequate information to the investing public. We must take advantage of present opportunities for Setting New Standards for the new Millennium.

With air emission limits for total particulates continually tightening, management of `potroom dust' or airborne particulates from aluminium smelting potrooms is of increasing importance. To better understand how settled and airborne particulates are generated within a potroom, methodologies have been developed to sample and analyse the compositional signature of dust, in relation to its sources. During a smelter case study, these methods allowed tracking of mineralogical phases in dust across a range of potroom locations, showing that the mechanisms of dust generation do vary spatially and vertically in a potroom. Such methodologies may also be applicable to other metallurgical industries.

The design of hydrostatic liner for a deep potash mine shaft in Saskatchewan poses tremendous technological challenges. Technology has evolved to a point where one could consider a new innovative approach to hydrostatic liner design. But there is still a place for conventional technologies such as cast iron tubbings. As will be discussed in this paper, improvement to manufacturing process, installation procedures and even new materials can bring this technology to an excellent level of performance. With the spur of new projects in the potash industry of Saskatchewan, the authors worked in various shaft liner designs from the conceptual stage through to the construction phase. They were either directly leading the design work on some of these projects or acting as an external reviewer on others. Most of these shaft liner designs involved cast iron tubbing technology and ground freezing. The major challenge in sinking potash shafts in Saskatchewan is to go through a water-bearing ground formation under high pressure, known as the Blairmore or Manville fm. The only proven stabilizing technology for these formations is ground freezing. For a potash shaft, dry shaft conditions are highly desired, so a fully waterproof hydrostatic liner is required. All the existing potash mine shafts in Saskatchewan, except for two with composite steelconcrete lining, used the cast iron tubbing technology. Two new shaft tubbing liners have been constructed recently, one in the Athabasca Basin and one for a potash mine in Saskatchewan. When the authors began working on these new projects, what became quickly evident is that the technological knowhow for designing and constructing tubbing liners was no longer available within Canada and that the past construction methods used to sink tubbing lined shafts was obsolete. The tubbing liner for the shafts sunk in the sixties were designed either by German or British companies. In both of these countries only few tubbing lined shafts were sunk in last 40 years and the technology used in the sixties was not improved. There are only few countries where tubbing is routinely produced and installed: China, Russia, Ukraine and Poland. Out of these countries Poland is the one where this technology is the most advanced. The authors, working in close collaboration with engineers from Poland, attempted to rebuild this knowledge for the mining industry in Canada. This process involved thorough analysis of old technical reports, literature review and study of current polish design and construction practices as well as site visits of existing shafts. Through actual construction experience, some lessons were learned as well as ideas for improvements. In this paper, the authors will present a succinct review of design and procurement process. But, the practical aspects of the construction and installation methodology will be treated with more emphasis, more specifically the practice leading to good liner performance. Some of the poorly understood technical aspects of tubbing installation will be discussed more thoroughly and some currently accepted myths dispelled.

Glacial lake sediments or glaciolacustrine deposits form a significant portion of the Canadian, Scandinavian and Russian landscapes. Furthermore, 50 per cent of the Archean volcanic belts within the Canadian Shield area are covered wholly or in part by these deposits. Because of the high electrical conductivity and low hydraulic conductivity of these compact sediments, the application of geophysical (electrical) and geochemical techniques in such areas becomes a difficult task. The presence of these sediments has therefore hampered exploration for metallic sulphide deposits in some of the most important metallogenic environments of Canada. Similar problems exist in some tropical countries, such as Australia, where the overburden may be very conductive. In this paper, the extent and provenance of the glaciolacustrine deposits within the Canadian Shield are described. The geochemical and geophysical factors that hinder exploration in the clay belts are reviewed, with case histories of successful and unsuccessful applications of some of these techniques. The most successful geochemical technique used within glacial clay belts is the sampling of lodgement till beneath the clay cover, and the analysis of the heavy mineral fraction of that till. Surficial sampling has not been successfully applied. Some geophysical techniques, more specifically electromagnetic and magnetic induced-polarization techniques, have detected mineralization beneath substantially deep clay or saline overburden layers. Some suggestions have been made, such as the use of anions in hydrogeochemical surveys and the use of wide-band multi-frequency EM systems. When implemented, they will hopefully make the current geochemical and geophysical methods more effective in exploration for base metal sulphides within clay-covered terrains.

Completion of a Feasibility Study represents a major milestone in the development path of a mine, and one which typically triggers a need for project financing. Obtaining funding for construction relies on a positive Feasibility Study and a host of other related activities. This paper looks at the financing process and work required to support it, during and after the Feasibility Study, and bring it to a successful closing. It will include comment on the significance of permits, environmental plans, construction contracts, offtake arrangements, hedging, insurance, and others requirements to support a financing plan.

ABSTRACT Diesel-powered loaders are a pillar of modern underground metal mining. As these mines are getting deeper and hotter and the emission regulations stricter, ventilation costs are soaring, affecting production cost. Also, the cost of diesel fuel is expected to rise. These may make the use of diesel engines more problematic. Electric load-haul-dump machines (LHDs) are an interesting alternative. This paper compares features and performance of diesel and electric, cable-powered LHDs. It overviews equipment offerings, and compares, analyzes and discusses technical parameters, operational problems and cost issues. The paper gives some conclusions about electric LHD applicability and performance, indicates possible applications, and suggests further research work.

"2.1. INTRODUCTIONNo agreement can be perfect in the sense that it contemplates and provides for all eventualities. Mineral acquisition agreements are usually negotiated and drafted at a time when an orebody is no more than a gleam in a geologist’s eye, so it is hardly possible to provide for development and operation in other than the most general terms. However, an agreement that stops short of contemplating the possibility of an orebody and production is ill-advised. Accordingly, it is important to provide procedures to make decisions that will let the project proceed, even in the face of a fallingout between parties. Whether the parties are shareholders in a corporation or venturers in a contractual common undertaking like a joint venture, differences of opinion and disputes will occur. Unfortunately, more and more are ending up before the courts. Besides greed and the growing tendency in society to fight rather than talk, there are other factors that contribute to the increase of litigation. In some jurisdictions, agreements have tended to become complicated, often defying interpretation, even by a lawyer, and explorationists want their budgets to go into the ground as constructive work rather than into a lawyer’s pocket. All this has led to a growing tendency for corporations to take the attitude that the chances of finding a mine are, at best, marginal and there are lots of earlier agreements in the files to draw from, so why not prepare their own agreements? As discussed in the preceding chapter, this can be folly. All these factors can quickly have parties facing each other in court while a project sits idle. Added to this is the problem that, in some jurisdictions, lawyers may take cases on a contingency-fee basis, sometimes promoting the pursuit of a nebulous claim.When an orebody is discovered, someone will always want some, or more, for himself. There is a breed of “prospectors” who prospect for legal actions, on the somewhat sound grounds that a major corporation will buy off nuisance litigation, rather than incurring the cost and effort of attacking even a poorly founded claim in the courts. They may even find a winner. Besides, it is far more comfortable and relaxing to prospect for problems and legal niceties than to prospect for an orebody.1 In short, it is appropriate to consider briefly some of the factors relating to lawsuits and judgments. Although many of the comments are made in the context of the common law and the Canadian legal system, most of the concepts and suggestions are applicable to any legal system."

Thus it can be seen that upfront modelling of a design concept, or modelling of manufacturing processes in a plant, can play an important role in effectively ensuring the overall design and manufacturing route is carried out in an expeditious manner. In the paper various scenarios are considered with respect to modelling the microstructure and/or process, in various manufacturing processes. Also considered are the effects of service condition on the manufactured product in terms of creep and fatigue.

"Cyanide destruction technologies are implemented at gold and silver operations to comply with the International Cyanide Management Code and meet ever more stringent discharge limits. Currently, the most common chemical cyanide destruction processes used in industry are sulfur dioxide/oxygen, hydrogen peroxide, and Caro’s acid. The cyanide destruction process used at an operation must reliably generate streams of acceptable quality at all times, and depends on numerous factors, including permit discharge requirements, tailings chemistry, location, site-specific climatic conditions and size of the operation. Selecting the most appropriate cyanide destruction process and determining the process design criteria requires accurate laboratory testing. This paper presents and discusses the results of a number of cyanide destruction evaluations that have been conducted to reduce cyanide concentration in process solutions or cyanidation tails. Laboratory testing provides important insights into reagent consumption and other factors required to achieve the target residual weak acid dissociable cyanide (CNWAD) levels.INTRODUCTION Process solutions associated with the extraction of gold and silver contain several forms of cyanide. The most toxic form of cyanide is free cyanide, which can be present as a dissociated cyanide anion (CN-) or gaseous or aqueous HCN. Weak or moderately stable cyanide complexes such as those of zinc, copper and nickel are classified as weak acid dissociable (CNWAD). Although less toxic than free cyanide, weak acid dissociable cyanide complexes are considered “ecologically sensitive” forms of cyanide and are regulated in most jurisdictions. In practice, reported WAD cyanide values comprises both free cyanide and weak acid dissociable cyanide complexes. Cyanide complexes with gold, mercury, cobalt and iron are referred to as strong acid dissociable complexes (CNSAD) and are much more stable, even under mildly acidic conditions. Another term commonly used in cyanide chemistry is total cyanide, which represents all cyanide compounds present in solution. Total cyanide levels in solutions are always equal to or higher than WAD cyanide values and the difference between the two usually indicates the presence of iron-cyanide compounds. Typically in Canada, CNTOTAL levels cannot exceed 1 mg/L in solutions discharged to the environment."
