"The 1980s have proven extremely difficult years for many resource-based organizations. Mining companies have learned how to weather the negative effects of inevitable economic cycles. However, with some notable exceptions, such as gold mining companies, the mining industry has faced a broader and deeper round of cutbacks than any experienced since the 1930s. Downsizing has been a major issue for many mining companies as they have faced the need for dramatic staffing cost reductions in the recent past.The continuing current rapid rate of change in technology and the marketplace, coupled with increasing merger and acquisition activity, will provide an on-going need for some companies to face major reorganization. This inevitably will involve down-sizing activity in some instances.Given this scenario, it is worth reviewing the industry's past experiences to identify approaches and techniques that could prove of value in handling a future staff downsizing challenge. This paper is based upon a downsizing consultant's experiences with the mining industry and other sectors, and highlights what appear to be key staff reduction planning and process issues.Planning for DownsizingA review of companies' downsizing activities of the last few years reveals four key activity stages which need to be addressed to ensure a successful transition. These stages are:1. organization planning;2. developing cost reduction strategies;3. implementing downsizing; and4. building for the future.A business situation that is severe enough to require drastic staff cuts typically affects all aspects of a company's operations. Most mining companies have reviewed cost efficiencies in many operational areas. However, these reviews often have been short term in focus . As a result, some companies have experienced multiple downsizing; each event a response to an immediate economic threat. This has sometimes resulted in an unstable organizational environment, with severe stresses on staff morale and productivity.In the long term it is more efficient and less stressful to the organization to adopt a more comprehensive and longer-term strategy. Especially in capital intensive mining operations, it makes sense to review all areas of business activity, not just staffing."

Introduction The Dome mine, in the Porcupine mining camp of northern Ontario, is one of the important gold mines of the country, having produced over 139 million dollars worth of gold from the commencement of production in '1910 to the end of 1944. The geology of the mine is complex and a number of types of ore are known, each occurring under particular conditions. The mine workings are very extensive and by far the greater part of them have been geologically mapped only in reconnaissance fashion. By 1940, when the writer joined the mine staff, the orebodies in the sedimentary trough and the 'nose' orebodies, the first types to be developed, were almost worked out and many workings were inaccessible, so the descriptions of these types are based largely on study of the plans and records. The same applies to a lesser extent to some other types. At various places in this paper, statements are made as to the mineralogical or chemical composition of the rocks. Most of these determinations are based on examinations made with a hand lens and cannot, therefore, be regarded as very reliable. General Geology As there are several types of ore in the mine, occurring under quite diverse conditions, a brief outline of the geology is given here, sufficient to provide a general picture into which the fuller descriptions given with each type of ore can be fitted.

The interactions among reliability, plant performance and economics will be discussed in relation to materials research and development. Likely materials requirements for the nuclear industry over the next twenty five years will also be discussed.

The Gallinas Mountains are in northern Lincoln County and southern Torrance County, New Mexico, USA where a series of alkaline igneous bodies, including porphyritic latite, trachyte/syenite, andesite, and rhyolite laccoliths, flows, dikes, and plugs, have intruded Permian sedimentary rocks belonging to the Permian Abo, Yeso, and Glorieta Formations. A small amount of bastnaesite, a REE mineral, was recovered during processing for fluorite from the Gallinas Mountains. Four types of deposits are found in the Gallinas Mountains: epithermal REE-F veins, Cu-REE-F veins, REE-F breccia pipes and iron skarn deposits; all are associated with Tertiary alkaline to alkalic-calcic igneous rocks. Alteration includes brecciation, silicification, chloritization, and fenitization. District zonation is defined by Cu-REE-F (±Pb, Zn, Ag) veins that form center of the district, surrounded by REE-F veins. Carbonatites are inferred at depth by the presence of fenitization, carbonatization of the breccias, presence of REE and similarity of the intrusive rocks and mineralization to areas with known carbonatites.

"10.1. IntroductionAs discussed by Westland (1981), the six platinum-group elements (PGE) belong to the Group VIII transition metals, to which iron, nickel and cobalt also belong. The chemical similarity between these nine metals accounts for the fact that they tend to be concentrated together as a result of geological processes. These processes started to effect the distribution of these metals at the very beginning of the earth's history.The first line in Table 1 gives the concentration of nickel and certain other Group VIII transition metals in carbonaceous chondrites, those meteorites with a composition that is believed to reflect best the composition of our planetary system apart from hydrogen and helium. The second line is the estimated concentration of the same elements in the earth as a whole. It is seen that these two estimates are quite similar, the earth being perhaps 2 to 3 times richer in these particular metals than the planetary system as a whole. The reason for this is not fully understood, but it may be due to the earth being formed by the accumulation and capture of a greater proportion of iron (and therefore siderophile-rich) than stoney (and therefore siderophile-poor) planetesimals than the planetary system itself.The third line in Table 1 is the average composition of the crust of the earth. With the exception of iron, all of the Group VIII transition elements are rare in the crust, present at concentrations of It tOO to Itt ,000 of that of the bulk earth. This is because the outstanding chemical characteristic of this group of elements is their siderophile nature; that is, their tendency to alloy with metallic iron. Because of this, once the earth became molten very early in its life history, these elements dissolved in the molten iron present at this stage and were removed from the outer accessible parts as this dense liquid sank to the centre of the earth to form the core. Although iron was the main instrument of concentration of the Group VIII metals, its much greater over-all abundance and its ability to combine with oxygen more easily than the others in the group means that significant amounts still remain in the oxidized portions of the earth.The fact that most of the Group VIII metals are available to use in workable concentrations at all is that they are 5 to 30 times more concentrated in the earth's mantle than the crust, as shown in line 4 of Table I. There has been a constant, if slow, interchange of matter between the mantle and the overlying crust throughout most of the earth's history and, under certain circumstances, this interchange has given rise to economic concentrations of metals."

"1.0 INTRODUCTIONThe uranium industry started in Canada with the reopening of the gravity concentrator at Eldorado's Port Radium mine in the North West Territories in 1942. In 1948, uranium exploration and processing was opened to the private sector, and the Federal government offered special pricing incentives to the industry. Eldorado explored the Lake Athabaska deposits in northern Saskatchewan, and in 1953 opened the Beaverlodge mine. Other mines in the area soon followed. In 1953 also, the deposits in the Blind River - Elliot Lake area and in the Bancroft area of Ontario were discovered. Mines and mills were quickly developed in these areas.Canadian uranium production peaked at 15,900 short tons of U3O8 in 1959. In that year, uranium exports at $300,000,000 exceeded those of all other minerals in value. On October 1, 1959, Canadian uranium operations employed 13,900 people.Up to 1956, it was a seller's market. By 1958, world production of uranium was far ahead of requirements. Accordingly, in November of 1959, the USAEC announced it would not renew it's options for continued delivery of uranium from Canadian mines. This led to the ""stretchout"" of existing uranium contracts, and many mines were shut down (see Table 1) .In the early 1970's, a commercial uranium market seemed to be developing. In Ontario, at Elliot Lake and Bancroft, mines reopened. But competition was coming from the Athabaska basin of Saskatchewan. Currently it is these high grade, open pit deposits of northern Saskatchewan which are in the forefront of Canadian uranium developments. Canadian developments since 1942 reflect the political and market forces, as well as metallurgical progress and changes in environmental standards. This paper attempts to show these process changes in broad perspective."

In his April 10, 1978 budget address, Finance Minister Chretien declared that the federal government will restrict the growth of its spending to less than the trend growth of the gross national product; over the past year, both the federal and a number of provincial governments have taken action to cut back on spending policies. This new emphasis in restraint would seem 10 be a response to a mounting public reaction to the rapid growth of government spending - and taxation - over the past 25 years. Although this relatively new government posture on public spending may be admired by many, to others it raises the question: "Can the growth in government spending really be stopped?" This article comments on just how government revenues - and spending - have grown over the past few years in Canada, and mentions some of the issues relating to a slowdown in that growth.

"The steps from experimental curiosity through to commercial product can be slow and tortuous in spite of the quality of the technological advances offered by the new development. Data generation and interpretation need to be done in lab tests as well as full-scale evaluations and, in each, the advantages of the new reagent must be clearly identifiable and measurable.The Dow Chemical Company has patented a novel new collector for the flotation of zinc. Fl (2-hexylthioethylamine hydrochloride) has several unique structural features that suggest atypical mechanisms for zinc collection. Laboratory data have demonstrated significant flexibility with respect to grade and recovery balance at dosages lower than those typically used for xanthates.In mill trials, the same phenomanon is evident - the choice between high grade and high recovery allows one to select the desired quality of zinc concentrate. One trial in particular was run over a three month timeframe and Fl gave improvements in recovery of 2.5% and a reduction in lead levels with less than 0.5% loss in grade. The dosages of other reagents in the flotation circuit were also reduced.Data demonstrating improved recovery and grade in lab trials will be discussed. Extensive data from the mill trial will illustrate how Fl works in both rougher and cleaner circuits."

In this work, a detailed characterization of the cyclic damage mechanisms on duty in car heat exchangers has been carried out in order to improve their reliability. The material which consists in very thin (<0.3 mm thick) sheets formed of 3 co-rolled aluminum alloys (4045 /3916/ 4045) has been brazed in order to obtain metallurgical and surface conditions representative of those of the real components. Fatigue tests at constant stress amplitude have been performed at room temperature and 120°C in order i) to characterize the cyclic resistance of the studied materials and ii) to study the effect of temperature on the fatigue damage mechanism. The mechanisms leading to failure have been identified from post mortem fractographic analysis. The Wohler curves obtained show that, contrary to common structural Al alloys, this type of thin sheet brazed multi material can be cycled for several hundred thousand cycles at very high stress level (> ~ 80 % of the tensile strength). This behaviour is analysed with respect to the microstructure resulting from the brazing process and the low number of grains present in the sample thickness (around 5 grains).

"Under certain conditions of moisture and oxygen, sulphides can spontaneously heat, a phenomenon known as self-heating. In this paper, we test a hypothesis that galvanic interaction between some sulphides can promote self-heating. Galvanic interaction is controlled by restpotential difference between minerals and their surface area of contact (particle size). In order to decrease rest-potential, four sulphides were tested: pyrite, chalcopyrite, sphalerite and galena. Two series of samples consisting of mixtures of two sulphides, each representing a mass fraction of 50 %, were run in standard self-heating tests. The first series comprised five mixtures, two with low rest-potential difference (pyrite-chalcopyrite and chalcopyrite-sphalerite) and three with high rest-potential difference (pyrite-galena, chalcopyrite-galena and pyrite-sphalerite). The second series was performed on a pyrite-sphalerite mixture at four particle sizes (80 % passing 850 µm, 300 µm, 75 µm and 38 µm). The first series showed that the individual sulphides and the mixtures of low rest-potential difference did not self-heat but the mixtures of high rest-potential difference did self-heat. The second series showed that self-heating increased inversely with particle size (increased specific surface area) and revealed that it was the fineness of the pyrite (high rest-potential sulphide) that governed the self-heating effect, indicating the rate-limiting step is the reduction reaction on pyrite (cathodic mineral). The increase in self-heating with high rest-potential difference and increasing particle fineness supports the hypothesis that galvanic interaction contributes to sulphide self-heating. A possible mechanism based on the hydrogen sulphide hypothesis is proposed where the reduction reaction at the cathodic mineral surface is ferric to ferrous. The understanding gained will be of interest to those involved in storage, shipping and disposal of sulphide minerals.INTRODUCTIONSulphide mineral ores are the major source of most base metals such as copper, zinc, nickel and lead. Once the ore is extracted, the sulphide minerals are liberated by size reduction (crushing and grinding), concentrated by flotation, and the concentrates sent for further processing to extract the metal (smelting and refining). At the various stages from mining to concentrate shipment and tailings storage, the sulphides are exposed to a variety of environments, which under certain conditions of air (oxygen), humidity and temperature can cause them to heat. Since no external heat source is involved, this pyrophoric process is known as spontaneous heating or, more commonly, self-heating. The self-heating of sulphides is associated with oxidation reactions under moist conditions. If the heat generated is greater than the heat dissipated, the sulphides will self-heat and the material temperature will rise. This can make working conditions potentially dangerous as oxygen is consumed from the surrounding air and significant quantities of sulphur dioxide (SO2) can be released (Ninteman, 1978)."

Introduction In this paper it is proposed to review the history of petroleum geology in western Canada, to discuss some of the main events which have affected its progress, to mention its relationship to the petroleum industry, and, finally, to appraise its present status and possible future importance. It will be useful first to consider the meanings of the terms petroleum geology, petroleum geologist, and the petroleum geology of a terrain. Petroleum Geology. - In simplest terms, geology is the science of the earth. Hence petroleum geology is the science of that portion of the earth that encloses pools of petroleum. The systematic delineation and study of stratigraphic geology began about 1820. The systematic development and study of petroleum geology started about 1910. It is a relatively immature branch of geology. Petroleum Geologist. - This term may be applied to a fully qualified geologist who is engaged for a time, be it a job, a contract, or a lifetime, in the work of finding and developing deposits of petroleum and related substances. No man may properly be called a petroleum geologist who is not first a fully qualified geologist.

The electric smelting of five lowgrade Canadian manganese ores has been investigated at the Mines Branch, Department of Mines and Technical Surveys, Ottawa. Ferromanganese, silkomanganese, and spiegeleisen were produced 1by special smelting processes from these ores since the latter were too low grade to be treated by conventional smelting methods. In one case the results were considered to be sufficiently promising to justify the construction of a pilot plant, by the Company concerned, for the further development of the process.

"The Yukon's numerous (185) placer gold mines are still a major social and economic force in this developing economy. Gold recovery at each of the various sluiceboxes is not optimized due to extremely difficult sampling logistics and a shortage of technical expertise and industrial research.At each of six operating placer mines, numerous sluicebox tailings samples were collected with hand held sample cutters and combined into large (2-7 cubic yards) duplicate samples. The entire sample volumes were screened and processed on a shaking table to determine gold losses. Introduction The greater portion of the information presented in this paper was obtained in the course of an investigation on clay gathering and its cost in the provinces of Quebec and Ontario (1). For assistance in the preparation of the paper, the writer wishes to record his thanks to Mr. Howells Fréchette, Chief of the Ceramics and Road Materials Division of the Mines Branch. Clays are mineral substances consisting essentially of hydrous aluminium silicate which become plastic when wet, fairly hard when dry, and stony masses when burned to a sufficiently high temperature and re-cooled. Shales are clays which have been indurated by the processes of nature. Millions of tons of clays and shales are won yearly for the production of brick, tile, sewer pipe, drain tile, roofing tile, fire-brick, china-ware, wall and floor tile, cement, and a host of other products. There are certain types of clay which, due to their particular qualities and limited distribution, are mined entirely or in part for sale to manufacturers, and are even exported from one country to another, as for example china-clays or kaolins, utilized in the manufacture of white-wares and in the paper industry, due to their consistent whiteness; ball-clays, utilized in the white-ware industry, due to their bonding power and whiteness; slip-clays, used in the stone-ware industry because of their glazing properties, and in the grinding-wheel industry for their burned bonding properties; and suspension-clays, such as are used in the enamelling industry. However, the great bulk of clays and shales won are used in the production of heavy clay products, and the manufacturer of these generally owns and operates his own deposit of raw material.

"In flotation circuits, direct measurement of the volumetric flow rate delivered by electromagnetic flowmeters is often difficult to obtain particularly due to piping and flow constraints. However, on-line material balance calculation could offer a reliable alternative to flow rate sensing. This paper describes an on-line material balance software package as applied to a copper flotation circuit for mass flow rate estimation mainly based on the output of an x-ray fluorescence onstream analyser. Rule-based procedures for the management of the main calculation modules are designed and integrated to a Comdale expert system. Attempts to diagnose the flotation process from mass flow rate data are also discussed.INTRODUCTIONThe need for improved process diagnosis, control and optimisation has become more evident for the mineral processing industry in the last decade. Therefore, new process variables need to be inferred or measured particularly in highly multivariable processes such as flotation. This process is subject to a wide variety of disturbances mainly generated by frequent and sometimes abrupt changes in physical and chemical characteristics of the ore and due to some irregularities in manual process operating procedures.A flotation circuit scheme is always a complex network counting more than two dozens of slurry streams. Information about those streams (%solids, metal content analysis, and flow rates) are important for process diagnosis, performance evaluation control and optimization (1,3).On-line sensing instruments such as x-ray fluorescence (XRF) on-stream analysers (OSA), gamma density gauges and electromagnetic flowmeters have been developed for the measurement of those variables. This study aims to recover europium, yttrium metals, some valuable salts or oxides from the white powder (apatite) coating the inner surface of spent florescent lamps (SFLs). Pressure leaching using sulphuric/nitric acid successfully dissolved the metals of interest. Europium or yttrium metals were obtained by hydrogen reduction of their oxides. Addition of potassium thiocyanate converted the dissolved sulphates to thiocyanates. Selective separation of Eu and Y was then carried out by solvent extraction from the thiocyanate solution. The used solvent was trimethyl-benzylammonium chloride. N-trihutylphosphate in 1 M nitric acid was used to strip the metal loaded in the organic phase. Results showed that the quality of the cleaned glass tubes of the SFL met the standard requirement for the lamp manufacture. The white powder (WP) is composed of calcium sulphate 35.2%, phosphate 61.5% and oxides of europium and yttrium 1.65%wt. respectively. Autoclave digestion of the WP for 4 h at 120°C and 500 kPa in sulphuric acid/nitric acid mixture dissolved 96.4% of yttrium and 92.8% of europium. The conversion rate of sulphate to thiocyanate was favoured at low temperature. Stripping of Eu and Y from the loaded organic phase behaved in an opposite way. A metal separation factor of 9.4 was obtained. ate recovered europium and yttrium salts were selectively separated using ethyl alcohol or dilute nitric acid. Yttrium was very soluble while europium was not. Europium and yttrium metals were obtained by hydrogen gas reduction at 850°C and 1575°C respectively.

"INTRODUCTIONThe Afton Mines property is located 180 air miles east-northeast of Vancouver and nine miles west of Kamloops, a city of 60,000 people in south central British Columbia. The deposit is located adjacent to the Trans-Canada Highway at an elevation of 2,231 feet above sea level.Interest in the property dates back to 1898, when a 330 foot shaft was sunk on the Pothook claim immediately south of the existing operations. Since that time many companies and individuals have investigated the possibilities of the area but it was not until 1972 that Afton Mines Ltd. located a significant zone of copper mineralization. The feasibility study was completed in the period 1974-1975, by Teck Corporation Ltd., who control Afton through 50% direct ownership and 65% ownership of Isa Mines, who own a further 23%. Construction began in March, 1976. Ore production started in August, 1977, and the first ore was fed to the mill on December 8. This was the third mine to be brought into operation by Teck since 1975, the others being Newfoundland Zinc and Niobec.The orebody is a porphyry copper deposit which has undergone supergene alteration. It is 1,700 feet long in a west-northwest by east-southeast direction, 300 feet wide and dips at 55° to the south. The mineralization in the supergene zone, which accounts for two-thirds of the known deposit, is rather unusual in that the copper is present primarily as native copper and chalcocite. The grade is one percent with the distribution: 70% native, 25% chalcocite, and 5% chalcopyrite with bornite, covellite, and cuprite."

"Acid Mine Drainage (A.M.D.) formed from oxidation of disposed pyritic wastes presents a potential pollution hazard for Equity Silver Mines Limited and the mining industry in general. Failure to collect and treat these acidic effluents can eventually affect the quality of receiving streams and endanger aquatic life forms. Treatment and discharge of A.M.D. to the receiving environment must comply with stringent anti-pollution laws.Wastes mined at Equity Silver Mines Ltd. are predominantly acid generating and must be handled according to a materials management plan to minimize impact on the environment. Effluent collection and treatment facilities have been constructed to address the short term environmental concerns with reclamation and research programs being developed to address and monitor abatement measures for control over the long term.The purpose of this paper will be to offer a brief overview of these measures. Key topics for discussion will be: kinetics of Acid Mine Drainage, acid generating potential, water treatment and sludge handling, special wastes, waste dump construction, waste rock amendments, bacteriocide research, simulations, and reclamation measures. Programs designed to evaluate impact on the receiving environment, although they form an extensive part of the program, will not be discussed in this paper.INTRODUCTIONEquity Silver Mines Limited is located in the Central Interior of British Columbia, within the Omineca Division, 35 kilometers southeast of Houston Mining and approximately 575 kilometers by air north-northeast ofVancouver (Figure 1).The deposit consists of three economic mineralized zones: The Southern Tail, Main and Waterline Zones. Mining of the Southern Tail commenced in April, 1980 and was completed in the first quarter of 1984. Main Zone production was initiated during the last quarter of 1983 and the Waterline Zone remains undeveloped to-date. Remaining reserves are in the order of four years contingent on favourable metal prices. The three deposits (Figure 2) occur within a window of interbedded volcanic and minor sedimentary rocks. The older volcanic sequence is bounded on the west by a small granite-like stock and on the east by a gabbro-monzonite complex. All are overlain by a series of younger lava flows."
