"The Batu Hijau copper/gold mine, operated by PT Newmont Nusa Tenggara, is located in the south-western part of Sumbawa Island, Indonesia, and is situated ~10 km from the south coast at an altitude of ~450 m above sea level. The mine became fully operational by year 2000 and processes approximately 120 000 t of ore per day that contain an average of 0.53 per cent copper and 0.4 per tonne (g/t) gold. Tailings management at the mine includes a deep-sea tailings placement (DSTP) system that discharges tailings through a pipeline via an outfall located at a depth of 125 m at the head of the submarine Senunu Canyon (Figure 1).The environmental impact assessment undertaken prior to approval of the DSTP evaluated both on-land tailings storage facility (TSF) and DSTP options for tailings management. Negative attributes of the on-land TSF included removal of approximately 2300 ha of forest/agricultural land, the potential relocation of >2000 people from their communities, the high average annual rainfall (>2500 mm) and potential for earthquakes presenting challenges for water management and creating a long-term risk of failure. The final choice and Indonesian Government’s approval of DSTP was also influenced by the close proximity of the deep submarine canyon to the mine. The Batu Hijau mine is one of the larger examples of DSTP in the world and deposits tailings at the greatest depth. The depth of the main canyon increases to >2000 m within 20 km of the coast, and to >3000 m approximately 50 km from the coast.The DTSP at Batu Hijau must comply with an environment management plan (EMP) and environment monitoring plan of permit stipulation that approved its commencement in 2000; updated in 2010 and 2015. The environmental management objectives were to avoid impacts to highly productive components of the ecosystem such as coral reefs, mangroves, surface waters and fisheries, and confinement of impacts to areas of low biological productivity. In the vicinity of the DSTP outfall and within the Senunu Canyon, the management plan predicted significant adverse impacts from the DSTP on the marine ecosystem in the form of: reduction in sea water quality due to elevated turbidity and dissolved copper concentrations burial of benthic organisms a reduced habitat for demersal fish.Recovery of the pelagic and benthic ecosystem to preoperating conditions was predicted to occur within the first two years after operations cease. The CSIRO has performed due diligence studies to independently verify compliance with permits and evaluate new monitoring objectives (Apte et al, 2004; Simpson et al, 2010; Angel et al, 2015), and has performed assessments of environmental monitoring data on the tailings footprint and ore stockpile processing against the above environmental objectives (Simpson and Angel, 2015).CITATION:Angel, B M, Simpson, S L and Waworuntu, J, 2016. Over the past decade there has been continual change in the way that mines have been managed and the component roles of those people who make up the total mine management system. Major issues have included the change in the business structure of mining companies, the change in on-site infrastructure, increased personal liability of managers for the safety and health of employees and increasing social and environmental pressures on managers and their staff. This paper looks at the changing roles of two of the many groups of professionals associated with the mining industry - the equipment supplier and the mining consultant. The profiles of the ACME Group Pty Ltd, suppliers of ventilation equipment and ancillary canvas and plastic products to the mining and construction industry, and Tennent, Isokangas Pty Ltd, Consulting Mining Engineers, are presented.

Background A recent development in many industries,' including the mining industry, has been ever increasing acceptance and adoption of extended (12-hour) shifts and compressed work cycles compensated by more time off work by employees between cycles. In the Western Australian mining industry development of `long-distance-commute' (LDC) coincided with adoption of 12-hour rotating shifts. Preludes to LDC were the `construction-style' rosters with two crews plus allowance for annual and sick leave relievers working the statutory 13 consecutive shifts followed by one shift off. Crews rotated day to night shift weekly or at fortnightly intervals. Average hours of 72 to 78 per week were common. The author had personal experience working these rosters in the East Pilbara of Western Australia from 1977 to 1982. Workers tolerated these rosters until a suitable combination of frustration, boredom, despair and the `Five Grand Fever' triggered them to `pull the pin' and head for relaxation in Bangkok, Manila, Nimbin, or Margaret River according to their personal tastes.

During the 1998/99 Asian crisis Solid Energy's export revenues collapsed from over US$70M to under US$40M. Simultaneously, domestic market uncertainty led to decreases in volumes and prices. A major new underground mine was not technically viable, and was closed, and several other mines were marginal. Less than two years later, Solid Energy and its JV partner closed a second new underground mine. The company was in financial crisis, and reported an $86M loss for 1998/99. After refinancing with stringent workout conditions it still had minimal returns due to low prices, unaffordable transportation costs and huge unrealised FX losses as the NZ dollar fell 40 per cent in value. The obvious scenario was to æcash upÆ û complete extraction at remaining mines, sell off any viable parts of the business, pay off debt and wind the company down.In 2002 Solid Energy has completed its recovery. Although margins remain slim and volatile in both export and domestic markets, it is achieving record volumes and revenues. It has paid off its shareholder loan, has minimal remaining FX losses, and cashflow is allowing further mine and infrastructure development. The key to the turnaround has been implementation of rigorous planning, analysis and decision-making in all aspects of the business. The company has a comprehensive, rolling 20-year plan used annually to update rolling five year and annual business plans. Solid Energy augments strong line management operations with rigorous standards and processes for mine planning and development, operational decision-making, and functional support. Detailed, quantitative risk analysis is used in all aspects of the business and allows comprehensive integration of opportunity and risk management across all activities in the company.Coal mining is widely perceived as an æold-economyÆ industry. But, like other successful æold economyÆ companies, the information systems and management processes used by Solid Energy are as leading edge as any in the high-tech sector. They are the key to managing to add and sustain maximum value for a company that has access to coal resources sufficient for hundreds of years.

This paper discusses the potential role of underground space and tunnelling in urban planning in Australia. The paper gives examples of the infrastructure and commercial applications of underground space which have been effectively used overseas but have been slow to be considered as a part of urban planning in Australia. In particular, the paper looks at underground quarrying and underground commercial development and their potential use in the urban environment. Existing sites and potential sites for quarrying and/or commercial use have been classified using a system developed by the author. Underground quarrying may provide some solutions for planning problems involving sand and aggregate supplies, waste disposal and other uses. Commercial development involving underground excavation may be accepted if the cost of underground commercial development can be shown to be equivalent to the cost of above ground development. The paper concludes that one role of the underground construction industry is to promote tunnelling and underground space amongst architects, town planners and planning decision-makers. The Australian Underground Construction and Tunnelling Association (AUCTA) and the Australian Society for Trenchless Technology (ASTT) should be instrumental in actively promoting the use of underground space in society.

This paper examines the interrelationship of conducting full risk assessments in the context of the coal mining industry and under the framework of the Health's Safety in Employment Act 1992. In the context of Occupational Health's Safety, Risk Management is a holistic management process that can be used by individuals working in all organisations and from all industries. The Australian New Zealand Standard 4360: 2004 defines a Risk as being; The chance of something happening that will have an impact on objectives. This definition is followed by several notes that include: a risk is often specified in terms of an event or circumstance and the consequences that may flow from it, risk is measured in terms of a combination of the consequences of an event and their likelihood, and risk may have a positive or negative impact. For the purposes of this paper, the above definition will be adopted. This paper examines the newly expanded approach of the fully documented risk management process in the New Zealand coal mining industry. This is done in the context of the coal mining regulations but more importantly by using the framework of the Health & Safety in Employment Act 1992. This legislation under Section 6 requires all employers to, Take all Practicable Steps to prevent harm coming to employees while at work and to others who might be at or in the vicinity of a workplace. When the term 'all practicable steps' is studied, one can clearly see that such steps should be the same steps taken that a prudent and reasonable person would have taken given the same type of circumstance. Due to the fact that in New Zealand parliament made statutes is administered by a Government Department, means that their breaches will be heard before a judge in the District Court. Under the Westminster System of Justice, a basic dictum of that court in matters relating the occupational health and safety is that a breach needs to be satisfied to a specific standard. That standard is, 'Beyond a reasonable Doubt'. One of the primary benefits of adopting a proactive approach to risk management is that if the industry were to adopt similar approaches, then this mythology could be seen as an industry standard. As such, the approach carries the same status in a court of law, as that of an Approved Code of Practice.
